Minimum income threshold increase for

immigration to affect new Indian migrants I ¡¡ SANDEEP SINGH

mmigration Minister Michael Woodhouse on Wednesday, April 19, announced a package of changes designed to better manage immigration and improve the long-term labour market contribution of temporary and permanent migration. Remuneration thresholds for permanent and temporary skilled migrants will be introduced along with a one-off pathway to residence for lower-skilled migrants already in the South Island. Changes to permanent immigration settings include introducing two remuneration thresholds for applicants applying for residence under the Skilled Migrant Category (SMC), which will complement the current qualifications and occupation framework. First, the minimum income threshold for jobs that are currently considered skilled is increased from the current $45,000 to $49,000, to align with the New Zealand median income of $48,859. Second, the income threshold for jobs that are not considered skilled currently, but still are well paid, will be set at 1.5 times the New Zealand median income at $73,299.

However it would be interesting to know what kind of unskilled jobs are currently fetching wages above $73,299 in New Zealand. The Government is also proposing a number of changes to temporary migration settings to manage the number and settlement expectations of new migrants coming to New Zealand on Essential Skills work visas. The changes include: The introduction of remuneration bands to determine the skill level of an Essential Skills visa holder, which would align with the remuneration thresholds being introduced for Skilled Migrant Category applicants.

The introduction of a maximum duration of three years for lowerskilled and lower-paid Essential Skills visa holders, after which a minimum stand down period will apply before they are eligible for another lower-skilled temporary work visa. Aligning the ability of Essential Skills visa holders to bring their children and partners to New Zealand with the new skill levels. Exploring which occupations have a seasonal nature and ensuring that the length of the visa aligns with peak labour demand.

What does it mean for the Indian community?

T

he single biggest announcement which has a potential to affect

the situation incoming Indian immigrants is raising the threshold income to $49,000, says Alastair McClymont, an immigration lawyer at McClymont & Associates. “While we still wait for more information around the ministerial announcement, it is apparent that many applicants currently working in areas like dairy stores, liquor stores, chefs and in traditional fast food chains would struggle to meet $49,000 threshold,” Mr McClymont told Indian Weekender. The other area which could potentially affect many Indian workers who have already been working in the country on an Essential Skills Work Visa without applying for permanent residency as they did not meet minimum criteria for the residency. “Many Indian workers like chefs have been working for years on essential skill work visa without applying for permanent residency as they would not meet English language proficiency requirement would now have a three-year clock ticking on them,” Mr McClymont added. It is not yet clear if workers on Essential Skill work visa would be required to leave the country before becoming eligible to apply again for a new work visa.

In contrast to this ticking timebomb on many Indian workers on Essential Skill work visa, currently working in restaurants and food industry, the government, has given a one of special amnesty to many foreign farm workers (read Filipino) working in South Island.

mmigration Minister Michael Woodhouse today announced a one-off pathway to the residence for around 4,000 longterm temporary migrant workers and their families living in the South Island. “There has been a significant growth in the number of lowerskilled temporary migrants in the South Island who help fill genuine labour shortages and have become well-settled here. “However, due to current temporary migration settings, many of these lower-skilled temporary migrants have no pathway to the residence,” Mr Woodhouse said. Sadly, it seems that Indian workers on essential Skill Work Visa are not getting any such general amnesty from the government.

Dabangg Khan lands in AKL, sends fans into frenzy ¡¡ SWATI SHARMA

T

he top Bollywood stars landed in Auckland on Thursday, April 20 for the New Zealand leg of the Da Bang tour. The chaos at the Auckland Airport was evident of the huge fan base for the top Bollywood stars that included Salman Khan, BipashaBasu, Prabhu Deva, Badshah, Maniesh Paul and Daisy Shah. Although the flight was delayed by almost half an hour, the fan started flocking towards the international arrivals of the Airport an hour before the arrival time. Clearly, they didn’t want to miss any opportunity to see their favourite superstars. But much to the fans’ disappointment, the artists were escorted from a private and restricted airstrip, from where they headed to their hotel. Dozens of fans were waiting for him at the hotel for 4-5 hours wanting to catch a glimpse of the superstar before he came out of his room for the press conference, “I just want to see him, that’s all. It would be a dream come true to see him up close,” said an exciting fan at the hotel.

Salman Khan, who is returning to New Zealand after 20 years, said that he was excited to be back and perform for his fans in New Zealand and Fiji. He said that although he has many shows and movies but he still feels nervous. “It is like one of those parties that you throw at you house and you think that no one might turn up… We have been doing this from so many years but I still feel nervous.” The stars were in a light and fun mood and looked relaxed. They attended the meet and greet held afterwards for the sponsors of the Da Bang show. The Da Bang team has prepared some surprise acts for their fans and it would be interesting to see the line-up of top Bollywood celebrities perform together on one stage.

Indian taxi driver assaulted in South Auckland ¡¡ SANDEEP SINGH

A

n Indian taxi driver was violently assaulted by a group of young adults in Manurewa, South Auckland, in the wee hours of Tuesday, April 18. The driver Vineet Mahajan, 48, was parked at the taxi rank at the back of Manurewa South Mall when a group of three young adults had approached and jumped into the car asking to take them to an address nearby. Indian Weekender spoke with the driver, who was badly bruised on the face and in too much pain and shock to go to work today. “Generally I keep my car locked in the night, but unfortunately it was not locked yesterday night when that group of young boys managed to jump into the car. “As per our company’s policy, we ask our passengers for fare upfront during the night time as we have been ripped of many times in the past. “So I requested them to pay at least $1520 in advance, and the difference could be adjusted after the completion of the journey,” Mr Mahajan told Indian Weekender. “They declined to pay anything in advance, to which I politely requested them to leave my cab, but they were not keen to leave the car as well. “When I asked them to please leave my car otherwise I would have to call the cops, they got infuriated and started hitting me with punches. “One of them quickly came out of the car and started kicking me after opening the door.

“I was stuck in the seatbelt and little bit shocked from the assault all around me. “However, I managed to immediately push the panic button installed in the cab which directly connects to our company’s office who had initiated the call for emergency help,” Mr Mahajan said. When drivers set off duress alarms the car becomes “live” and operators at the base can hear what is going on in the vehicle, pinpoint its location, and direct Police and other drivers to the scene. “In the meantime, I had also kept my hand on the horn to attract some passerby and help, eventually,” said Mr Mahajan, who was clearly in pain while speaking with Indian Weekender. Luckily, a passing car had slowed down and stopped nearby which had momentarily distracted the alleged offenders. Mr Mahajan was quick to take advantage of this momentary distraction of the attackers and started his car and drove away. The two attackers in the car managed to jump out of the car. The Police was quick to arrive on the scene and provided first aid. The police media team had confirmed to Indian Weekender about the incident of assault in Manurewa. “At approximately 12 a.m. this morning a male taxi driver was parked in the taxi stand in Southmall carpark in Manurewa. “Three young males have approached the victim asking for a ride.

“When the victim has asked for payment upfront the three males have carried out a violent assault, punching and kicking him. “The victim has managed to call for help and police have been contacted. “We were immediately deployed however the offenders had quickly fled the scene. “The victim was taken to Middlemore Hospital by ambulance with moderate injuries. “We are currently in the process of gathering CCTV footage and making further enquiries,” said the police in a media statement. However, Mr Mahajan is not expecting much from the police. “They are asking for video footage before they can take any action,” gasped Mr Mahajan. “I have given them the address where the attackers wanted to go and ideally police should be able to make some enquiries at the address. I can provide the video footage, but it is a hassle at the end and not worth it, as last time when I had met a similar incident of assault six months ago, the police was not able to take much action,” Mr Mahajan said.

Meanwhile, Taxi Federation had deplored the appalling attack on taxi drivers, second in the last fortnight and is calling for rethinking new rules. Earlier in the month there was another violent attack on a taxi driver in Wellington by a person who followed him to Wellington Airport in mid-afternoon. The attack had racial overtones and the attacker had opened the driver’s door and leapt on top of him, punching him about the head. Taxi drivers provide a service round-theclock but with changing drinking patterns and drug use more anti-social behaviour is being encountered. The changes to the Land Transport Act are still before Parliament awaiting a second reading and on behalf of taxi drivers throughout New Zealand we make a plea to Members of Parliament to ensure a safer work environment for people providing this essential service.

Roskill petrol station robbed twice in three days

A

petrol station in Mt Roskill area has been robbed twice in the last three days. According to a witness, one male armed with a Scout-Bowie-Knife entered the store around 11.30 a.m. on Wednesday, April 19 and robbed the store of cash and cigarettes. The owner was at the counter when the incident happened. A female accomplice of the robber was waiting outside the petrol station in a car and both drove off quickly after the incident.

The police arrived at the scene by 11.40 a.m. but were unable to catch the offenders. “Since the price of the cigarettes has gone up, these robberies are on the rise. It is common in the Roskill area,” son of the owner, who declined to comment, further on the incident, told Indian Weekender. The police confirmed the robbery incident and declined to comment as the investigation was in progress. “We are investigating the incident, and cannot give any information at this stage,” the investigating officer at the scene told Indian Weekender.

olice across Tamaki Makaurau has launched Operation Dukan on Wednesday, April 19, which will aim to engage with small business owners in the dairy and alcohol retail sector and provide them with prevention advice and support. Inspector Nga Wati Chaplow says police are aware that the retail community has been shaken by recent robberies across Auckland and we want to reassure them that we are hearing their concerns. “We will have 15 officers working full time for the next three weeks to engage dairy and liquor store owners. We will provide them with a safety audit of their premises and discuss what options are available to them. This could include installing CCTV cameras, better lighting or even rearranging their store.” “We will be also utilising our ethnic officers who speak either Hindi and or Punjabi to ensure our messaging is well communicated

The reason we are doing this is we have found that members of our Indian community have been over-represented as victims in these types of offences,” Inspector Chaplow said. Operation Dukan was fiirst run in Counties Manukau in 2009 and again in 2014 engaging with almost 300 business owners. “Those retailers who took part in the Counties Manukau operation said they found it to be extremely useful and it further enhanced their relationship with police. We look forward to carrying this operation out across Tamaki Makaurau and further engaging with dairy and liquor store owners,” Inspector Chaplow said.

the morning she takes a glass of kefir, she takes roti twice a day which is made only from sprouted wheat. She takes fruit juice, four teaspoons of wheat grass juice, nuts and seeds.

undred and one year old Man Kaur has travelled all the way from Punjab, India to participate in the World Master Games 2017 to be held in Auckland from Friday, April 21. The 101year old athlete had previously competed in other international games in 100m, 200m, 400g Javelin and Shot Put in the 100-plus category and holds four world records made in Sacramento and Vancouver last year when she turned 100. Considered the fastest centenarian, Mrs Kaur will run 100m on Monday, April 24, race 200m and hurl 2 kg shot put on Wednesday, April 26 and conclude her run with the 400g javelin throw on Thursday. Mrs Kaur finished her 100m last year in 1 minute 43 seconds and aimed to break her record and finish the race in 1 minute 10 seconds. Her 79-year old son Gurdev is also competing in the 100m, 200m sprints and long jump event next week. He won a gold medal in high jump senior category at World Master Games 2013 held in the USA. Mrs Kaur got off from her car and started walking towards Lovelock Track at Wesley Community Centre in Mt Roskill with the support from her son Gurdev. She stood still on the tracks for a few minutes, took a deep breath and then she was ready to race. Indian Weekender met the great grandmother while she practised at Lovelock track earlier this week. In a brief conversation with Indian Weekender, Mrs Kaur shared her motivation for the sports, the secret to her fitness and her aim to gather four more gold medals this year and make the count 20. Mrs Kaur spoke in Punjabi while her son Gurdev translated the interview and shared some of her views.

IWK: How is the support from the community back home?

Gurdev: People are very supportive back home, and so is the government. When we came from Vancouver, the Punjab government offered us accommodation in the Punjab University where she practised on the world class tracks preparing for the World Master Games.

IWK: How many hours does she practice every day?

Her 79-year old son Gurdev is also competing in the 100m, 200m sprints and long jump event next week.

IWK: How are you doing Mrs Kaur?

Mrs Kaur: (Speaking in Punjabi) I am doing good, practising to get ready for the race. IWK: What is her drive to compete in athletic games at this age?

Gurdev: She worked under the Maharaja of Patiala, and worked very hard. From very beginning she had followed a strict diet regime and felt healthy. When I completed my 25 Masters games around the world, I

realised that women in western countries are so fit and they actively participate in such sports events. I got my mother checked, and all her vitals were healthy. I took her to Punjab University, and she performed well. She was 94 when she participated at the Indian Masters and won the gold medal. She then went to America for a few more games and since then decided to run all her life. IWK: How does she keep herself fit and what’s her diet?

Gurdev: We give her a very strict diet. In

Gurdev: She practices in the outdoor sports grounds every alternate day, and goes to the gym on other days. Every time she hits the sports ground, she runs 50m sprint five times, does a 100 m and 200 m sprint. While at the gym, she works on her upper body. IWK: Mrs Kaur, what is your aim in WMG 2017?

Mrs Kaur: (Speaking in Punjabi) with the grace of God I have been able to come this far, and I will practice and hope to win all four gold medals for my country. IWK: What is your message to the young athletes?

Mr Gurdev: We should eat healthy food and avoid junk food. Junk food is tasty, but is not very healthy for our body. The secret to good health is healthy food and regular exercise. I also want to encourage Indians to come forward and participate in the World Master Games and make a difference.

Auckland Malayali Samajam under new leadership

A

uckland Malayali Samajam, the largest ethnic Samajam in Oceania commemorated the traditional festival of Easter and Vishu in its richness on Monday, April, 17 at Royal Oak Intermediate School in Royal Oak. The Auckland Malayali Samajam has in the past organized many community events and festivals for the Malayali and the extended Indian community in Auckland. The organization hosts Yoga camps, Christmas and Easter celebrations and also the cultural events during Diwali and engages with the larger community in Auckland. The annual general body meeting of Auckland Malayali Samajam was held alongside the Easter celebrations on Monday. The new governing body for the current year was elected at the annual meeting. Dr. Michael Manjaloor led the election in the

capacity of presiding officers. The Samajam members elected ten new executive members to carry forward the activities for the year 2017-18. Benny Jacob was elected as the new President of the association succeeding Joseph Devasia. Blessen M Jose was elected as the vice president, Thomas Joseph as the secretary, Dr. Vimal Gangadaran as the Joint Secretary, and Venu Nair as the Treasurer of the Malayali Samajam. Anil Joseph, Sebastian Dr. Smitha Shaji, Julie Vinu and Nijeya Renju were elected as the executive members of Malayali Samajam. The newly elected president announced the new policies and secretary proposed recommended strategies towards at the meeting. The agenda for the year 2017-18 will be discussed in the next meeting to be scheduled soon.

ttended by over a hundred people, and performed by dancers of various skill-levels and ages – led by their teacher Ms Anuradha Ambalavanar, the Bharatanatyam Group of Christchurch showcased its eighth annual dance recital in Christchurch on Saturday, April 8. Ms Ambalavanar, originally from Sri Lanka, who started the school 12 years back, has trained under Vivek Kinra, Artistic Director of New Zealand Academy of Bharatanatyam and Mudra Dance Company, Wellington. Describing the dance form that originated in Tamil Nadu as “the embodiment of music in visual forms”, Ms Ambalavanar informed, “Natyam 2017 had ten performances in all. “First one was a prayer to Lord Ganesha who removes all obstacles, followed by a dance by our beginner students about Lord Krishna. “In this, students depicted the story of Krishna fighting a serpent and his giving the Gita sermon to Arjuna during the Mahabharata war.”

ew Zealand parliament has continued the tradition started last year in 2016 of celebrating Indian spring festivals to acknowledge New Zealand’s growing diversity and multiculturalism. On Wednesday, April 19, around 250 guests present in the Banquet Hall of the Parliament House were witness to enthralling performances and speeches from several enthusiastic performers and Members of Parliament. The corridors of Parliament were bustling with festivities where guest dressed in colourful traditional attire created the spirit of spring in autumn through the spring festival celebrations. “I smell spring in autumn”, was the feeling shared by everyone present on occasion. The event was coordinated by Multicultural Council Wellington and was organised by Minister of Parliament Brett Hudson and Kanwaljit Singh Bakshi. While last year all festivities in the parliament were centred singularly alone on the Punjabi festival Vaisakhi, this year was a more multicultural event bringing together many other prominent spring festivals celebrated in different part of India such as Ugadi and Chithrai Puthandu.

Vaisakhi is celebrated in northern India whereas Ugadi is celebrated in southern states of Andhra Pradesh, Telangana and Karnataka. Chithirai Puthandu also known as Tamil New Year and is celebrated by Tamilians. These spring festivals are celebrated as harvest festivals and mark the beginning of a new year as per lunar Hindu calendar. Baisakhi or Vaisakhi Festival is also celebrated as the Sikh New Year and the founding of the Khalsa Panth. The event was coordinated by Multicultural Council Wellington and was organised by Minister of Parliament Brett Hudson and Kanwaljit Singh Bakshi. The list of guests included Immigration Minister Michael Woodhouse, Peter Dunne, David Bennett, Mayor of Wellington, Mike Tana, Deputy Mayor Paul Eagle, High Commissioner of Malaysia Dato’ Lim Kim Eng and the High Commissioner of India Sanjiv Kohli. Along with people of Indian origin, there were many other councillors, community leaders and distinguished guests. Upholding Indian traditional Indian custom of lightening lamps before the beginning of any auspicious event, eminent guests lighted the lamp.

“Tonight is the first time that we have had multiple groups across Wellington gathered here in Parliament to celebrate Indian New Year,” Mr Hudson said. A beautiful Bharatnatyam performance by students of Nataraj School of Dance marked the beginning of cultural events, which was followed by Carnatic Music performance in Telugu by a group of performers from Wellington Telugu Association and a Bhangra dance performed by Wellington Bhangra crew.

Remembering unsung Indian heroes on ANZAC day ¡¡ SEKHAR BANDYOPADHYAY

O

n April 25, people across New Zealand and Australia will remember the sacrifices of more than 11,400 ANZAC soldiers who gave their lives on the battlefield of Gallipoli through various dawn services. However, only a few people would remember that some Indians also fought alongside them and gave their lives alongside in this ill-conceived and poorly executed military campaign of World War I. No one knows the exact numbers, because of poor record keeping. One estimate would indicate that 5000 Indian soldiers fought at Gallipoli, another informed guess would put that number at 15,000. There were at least three units involved: the 29th Indian Infantry Brigade, the Indian Mountain Artillery Brigade and the most important Indian Mule Corp, with more than 1000 mules and 650 men who kept all goods transportation running at Gallipoli during the eight months long campaign. It is important to remember that at Gallipoli, it was only the 29th Indian Infantry Brigade that had successfully managed to reach the summit of the ridge from where they could look down at the waters of Dardanelles. How many Indian soldiers died in this endeavour, no one exactly knows for certain. A rough estimate would be about 1700 Indian soldiers dying and more than 3000 sustaining injuries alongside the ANZAC troops. This was no insubstantial or insignificant human sacrifice. In World War I, around 1.2 million soldiers of the British Indian Army had been committed toward

the war. Those soldiers had fought - on the battlefields of France, Belgium, and in the Mesopotamian campaign, defending the Persian Gulf and Suez Canal. Of them, more than 60,000 died, and about 70,000 were wounded. But the story of these Indian soldiers, their bravery and great sacrifices has almost completely disappeared from public historical memory. They are rarely remembered, either in their own country as well in the countries they were fighting to defend. How do we explain this historical amnesia? First and foremost, it is because of the ironic paradox involved in the participation of a colonial army in an imperial war. These Indian soldiers were not fighting to defend their own homeland; they were defending an empire which by the time the war ended most of their countrymen had begun to despise and wanted to get rid of. But then why were these Indian soldiers deployed in this imperial war so distant from their own frontiers? The answer lies in the

logic of the ‘British Indian Army’ - a novel innovation of the British Empire, which it later replicated in Africa and the West Indies. It was a mercenary army of Indian sepoys [sipahi] trained and disciplined by European officers. In the nineteenth century, the British Indian Army was used for territorial expansion of the empire and for suppressing resistance movements across the world. When the WWI started, they were quickly dispatched to Europe to defend France and Belgium against German aggression. In the course of the war, 35,000 new soldiers were recruited. It is interesting to note that at the beginning of the war many Indian nationalists supported British war efforts and wanted Indians to go to war to defend the Empire in its hour of crisis. Even Mahatma Gandhi, who had just returned from South Africa, supported the recruitment drive. The nationalist

Tamil poet Subramania Bharati, who was then in exile in the French enclave of Pondicherry for his political views, supported the war efforts. And they were not alone, as Indian nationalists at this stage were not demanding complete independence, but only ‘Home Rule’ or greater participation in the governance of their country within the structure of the empire. And they hoped that at the end of the war the British would grant them this constitutional concession as a reward for the sacrifices of their soldiers. By the time war ended it had become clear that they had completely misunderstood the intentions of their imperial masters. When the war ended the British gave them the MontaguChelmsford Reform of 1919, which did not offer Home Rule they desired. As the Ottoman Empire was dismembered in Peace Treaties of 1919, the Khilafat issue rattled almost the entire Muslim community. And over and above everything, came the Rowlatt Act of 1919 to equip the government with extraordinary coercive power. Therefore, when the war ended, there was a complete shift in popular attitudes to Empire. The heroic sacrifices of the Indian

soldiers in the battlefields of WWI disappeared from the nationalist narratives. On the other hand, British Indian Army being a colonial army, the valour and courage of Indian soldiers never figured in British or ANZAC celebratory narratives. It is only very recently that the British Government and the Government of India have proposed to build memorials to remember these fallen soldiers. However, we are yet to see any such recognition in Australia or New Zealand. Hopefully, the current exhibition being hosted in Wellington Central Library by the Sikh Foundation NZ on the contributions of Sikh soldiers in WWI will bring awareness in this country of this great saga of valour and sacrifice. ew Zealand continues to be an attractive place to visit, work and live. More Kiwis are coming home, fewer are leaving, and more people from around the world want to come here. That’s a credit to our international reputation, and it reflects our strong and growing economy. We’ve seen a significant turnaround in net migration from a net outflow of around 4,100 in the year to February 2012, to a net inflow of 71,300 in the year to February 2017. The main drivers of that turnaround are more Kiwis coming home (9,000) and fewer leaving (28,000) – making up around half of that change. We are also seeing 21,000 additional Working Holiday Visa holders coming here each year, 7,000 more international students, and 3,000 more Australians crossing the ditch. We can’t - and don’t want to - stop Kiwis from returning home. And reducing the number of working holiday makers could jeopardise opportunities for New Zealanders wanting to travel or study abroad. However, there are other areas of immigration that we can and do actively control. But it’s not as simple as turning off the immigration tap – it’s about making sure we get the balance right.

The National-led Government is regularly reviewing our immigration settings to ensure we have the right number and skill mix of people coming into the country to keep our economy moving. We have a Kiwis first approach to our immigration settings. But, where there is a genuine skill or labour shortage, we want out businesses to be able to access migrant labour to fill those jobs. Yesterday the Government announced a package of changes designed to better manage immigration and ensure the quality and quantity of migrants remains appropriate. These changes include introducing remuneration thresholds for both permanent and temporary skilled migrants to ensure we are attracting migrants who will bring the most economic benefits to New Zealand. The first remuneration threshold will be set at $48,859 a year and applicants who earn below that threshold will have no pathway to residence. The second threshold will be set at $73,299 and applicants will automatically be considered as high-skilled. We are making changes to Essential Skills work visas to reinforce the temporary nature of work visas and to help manage the number and settlement expectations of new migrants. We also recently reviewed the New Zealand Residence programme to moderate the increasing numbers of migrants applying for residence. These changes demonstrate that the Government is taking a responsible, pragmatic approach to managing immigration.

he Government has announced a historic $2 billion pay equity settlement which will benefit some of our health sector’s lowest paid workers. The wage boost follows the TerraNova pay equity claim brought by E tū (previously the Service and Food Workers Union) on behalf of care worker Kristine Bartlett. The settlement over the next five years will deliver pay increases between 15 to 50 per cent to 55,000 workers in aged and disability residential care, and home and community support services. It will help to ensure we have a higher paid, more skilled and engaged workforce caring for around 110,000 of New Zealand’s most vulnerable. Around 20,000 of this predominately female workforce are currently on the minimum wage of $15.75 an hour. The settlement means that on July 1 they will move to at least $19 an hour, a 21 per cent pay rise. For a fulltime worker, this means they will be taking home around an extra $100 a week, which is over $5000 a year. This pay increase will also help to reduce the high turnover of our care and support workers across aged and disability residential care, and home and community support services across Manukau and our ethnic communities

Under the agreement, a new pay matrix will be put in place. Existing workers will be transitioned to positions on the new pay scale which reflect their skills, and their experience. For new workers employed after July 1 wages will be based on an individual’s level of qualifications. The $2 billion settlement over five years will be funded through an increase of $1.85 billion to the health budget and $192 million to ACC. There may also be an increase in costs for people in aged residential care facilities, whose assets keep them above the subsidy threshold. This will be determined through the annual Aged Residential Care contract negotiations. Over the past six years, the Government has invested heavily in strengthening the care and support workforce in recognition of the vital role they play in the lives of many of New Zealand’s most vulnerable population groups. In 2011 we introduced the minimum wage for sleepover shifts for night-time support in residential care services. An in 2015 we began phasing in a new policy which meant care and support workers are now paid for travel time and mileage between client visits. We have also increased the minimum wage by $3.75 an hour since we came into office, and last year we increased Working for Families by $12.50 a week. The Government is committed to supporting hardworking New Zealanders and their families.

ach student has a story of undaunted determination to achieve both personal and academic excellence. This was evident after not one but three of Fiji’s very own were awarded for the first time with the 2016 Academic Achiever Awards from their New Zealand universities. These are annual awards given to the highest-performing New Zealand Pacific Scholarship students from each New Zealand educational institution. The Academic Achiever Awards have been around for several years now but this is the first time for any Fiji student to be recipients of the award. The three awardees from Fiji are Sargam Goundar, Atish Chand and Vakaruru Cavuilati from the University of Otago, Lincoln University and the University of

Canterbury respectively. Sargam Goundar has completed a Postgraduate Diploma in Arts while Atish Chand is currently undertaking Master of Management in Agribusiness and Vakaruru Cavuilati is doing Master of Health Sciences Programme from their NZ Universities. New Zealand High Commissioner to Fiji Mark Ramsden says that the New Zealand Pacific Scholarship Award is designed to motivate and celebrate academic success among our New Zealand Pacific Scholarship students. The award is offered by MFAT but nominations are done by their NZ universities. In 2016 there were 24 Fijian students studying in New Zealand under the Scholarships Programme.

he Republic of Fiji Navy chief has welcomed the deployment of the Royal New Zealand Navy Inshore Patrol Vessel that will come to Fiji next month. The HMNZ Hawea will be here for six months. Captain (Navy) Humphrey Tawake said the arrangement would fill the void left by the HMFS Kikau which will be in Australia for a refit. “It’s a patrol vessel to assist us in our maritime surveillance and other protection of our maritime zone,” he said. “It will also be an ideal platform for the training of our personnel.” The announcement was made on Thursday in a joint statement by the New Zealand and Fijian Defence Ministers. New Zealand’s Gerry Brownlee said: “This is an excellent opportunity for New Zealand to partner with Fiji on maritime security and protecting fisheries – important issues not only to Fiji but also to New Zealand and the wider region. “Fiji is an Island nation, like New Zealand, and therefore protecting our maritime resources is extremely important,” Mr Brownlee said. Minister for Defence Ratu Inoke Kubuabola welcomed the New Zealand vessel supporting Fiji to patrol its exclusive economic zone and protect its regional fisheries resources.

n entertainment group founded by Fijians living in New Zealand is dedicating its concert earnings, to assist Fijian families in need. Canterbury Rhythm Masters is based in Christchurch, New Zealand dedicated the first of its earnings to the family who lost their three daughters in a fire recently in Labasa. The group was founded by Mohammed Huk and Arvind Kumar and donated NZ$1600 (F$2340.48) to the family in Labasa. Mr Huk said they were honoured to have provided support knowing

well what a family went through in such tragic times. Editorial Does Kiwi-Indian community need to ‘brag’ about Indian connection in ANZAC?

A

NZAC Day, celebrated on April 25 every year is the day our nation remembers her forefathers (many of who never returned home) who fought in wars far away from home in the two World Wars. Not many Kiwi-Indians in New Zealand, especially those of younger generation are aware of any Indian connection with the ANZAC spirit – a spirit which defines New Zealand’s national identity. As a relatively recent and a fast growing migrant group of this beautiful country, it is a matter of seeming disquiet to be seen disconnected with the most important national identity narrative of this country. Although not entirely unusual, as many new migrant groups all over the world initially struggle to develop a ‘connect’ with national identity narratives of their respective chosen countries of residence. Commonly, immigrant groups everywhere around the world have to find innovative ways to connect with symbols, traditions, culture, language, politics and all other cultural artefacts that define a nation. However, rarely does any immigrant groups anywhere in the world gets a chance to find a ‘connect’ with the main spirit of national identity narrative that defines their respective country. The spirit of ANZAC represents New Zealand’s national identity, and any opportunity to connect with this eternal spirit would make a community or social group feel eternal part of the New Zealand nation. Now, the Kiwi-Indian community has that opportunity to establish an emotional chord with the national identity narrative that constitutes the very essence of New Zealand nation. An exhibition currently underway in Wellington Public Library, titled ‘Honour and Duty: A Tribute to Sikh Valour’ organised by the Sikh Foundation NZ remembers the contribution of 100 Indians out of 150 odd Indians living then in New Zealand in the early 1900s. The exhibition informs that over 100 Kiwi-Indian men (it would not be inappropriate to describe those Indian-descent men as Kiwi-Indians) had enlisted themselves for the war and four of them actually ended up fighting with 32 more in the reserves list. This is not insignificant information, currently forgotten or not celebrated enough either within Kiwi-Indian community itself or beyond the community within broad contours that define New Zealand nation. This piece seeks to raise a voice that probably time has come for the Kiwi-Indian community to ‘brag’ about Indian connection with the spirit of ANZAC. The choice of word ‘brag’ is purely because of the absence of a better word to describe emotions and source of pride that normally accompanies with any question of national identity. Nevertheless, narratives of national identity are customarily built upon seemingly small events or episodes in history which are often forgotten or deemed inconsequential in the absence of a concerted effort from the future generations of those who were part of those events in history. The current generation of Kiwi-Indian community in New Zealand owes it to those earliest members of our community whose spirits and actions not only contributed to New Zealand’s national identity narrative but also played an important role in giving us a distinct ‘Kiwi-Indian’ identity in New Zealand. Probably, the current generation of community leaders needs to pick up from this call and take the lead in celebrating and bragging about the Indian connection with the ANZAC spirit. It is important to note that any aloofness and diffidence on such an important issue that can provide our Kiwi-Indian community with an important ‘emotional handle’ to connect with New Zealand nation should not be given a pass.

Not ‘BJP like’, Congress must become a modern, liberal party ¡¡ AMULYA GANGULI

H

aving failed to delineate a cogent and credible line on secularism, the Congress will have to articulate a new position to find its way back into the political reckoning. For a start, the party will have to realise that its efforts to delink religion from politics, or the church from the state – the essence of secularism – went off track because it identified the “church” too closely with Hinduism and did not pay enough attention to keep Islam also at a distance from the state. Because of this tactical error, the Congress played into the hands of the Bharatiya Janata Party (BJP) which made no secret of its closeness to Hinduism and accused the Congress of being partial to Islam for the sake of Muslim votes. This is a factor which A.K. Antony, among others in the Congress, acknowledged in a report on the party’s defeat in the last general election. However, the report banked on run-of-the-mill explanations for the party’s setback such as infighting, demoralisation among the workers, the absence of prepoll alliances, the party’s corrupt image and communal polarisation orchestrated by the BJP.

While much of this may be true, the report did not spell out how the Congress could recover its earlier prime position. A suggestion which has been floated in recent weeks is that the Congress can try “soft” Hindutva as a means of wooing voters. This is a line which has long been prevalent in the Congress with V.N. Gadgil (1930-2001) being one of the early proponents. For Congress M.P. Shashi Tharoor, however, “for Congress, peddling ‘BJP lite’ is like Coke

Zero. It will get us zero”. Instead, the former Minister of State for External Affairs wants his party to be demonstratively uncompromising on secularism. Apart from the pursuit of secularism in its pristine form which keeps religion, in all its manifestations, at a far distance from governance, what the Congress can do is to reboot itself as a party of the 21st century which rejects the superstitious medievalism of the saffron brotherhood with its propagation of a milk-drinking Hindu deity – Ganeshji doodh pi rahein hain – or the conjuration of a patently fictitious past when Indians were said to have invented everything from stem cell research to cars to planes to television, or astounding claims about cows exhaling oxygen and cow dung providing protection against nuclear radiation. To rescue the country from such outrageous, antediluvian ideas, the Congress has to present itself as the exact opposite -- a forward-looking, progressive party committed to the development of a rational, scientific temperament so that the common man will not be prone to sectarianism based on hate and prejudice. To achieve this objective, the

Congress itself will have to shed some of its present inhibitions such as a disinclination to take a forthright stand on the crucial issues of the day. These include the country’s economic direction to which the merit versus quotas debate is related and the question of bans. To start with the last, the Congress will have to set its face against bans of all kinds – on books, thereby acknowledging that it made a mistake in banning Salman Rushdie’s “The Satanic Verses” in 1988 (P. Chidambaram has done so, though only in 2015); on films; on liquor and on beef. It has to be remembered that the Congress was the first to ban beef in Madhya Pradesh in 1955 when it was in power and the BJP was not even formed. Moreover, even today it is in favour of a nationwide ban on beef, as its senior general secretary Digvijay Singh has said, in line with Rashtriya Swayamsevek Sangh (RSS) chief Mohan Bhagwat’s views. This pandering to the Hindu cause has led it nowhere, just as its propagation of “socialism” – subsided food under the Food Security Act, doles for the rural unemployed under MNREGA – has been of little help to the party.

The reason is the inherent insincerity in these gimmicks which are seen as populist, vote-catching manoeuvres by an outfit clutching at straws to hold on to power. In contrast, the steps by the BJP against books such as Wendy Doniger’s tract on Hinduism or on beef are seen as driven by convictions even if they are ill-conceived in the eyes of the liberals. The latter cannot but be disappointed by the palpable cynicism of Jawaharlal Nehru’s party. What is worse for the Congress is that these duplicitous ploys do not deceive anyone. Even if the Congress calls for a nationwide ban on beef, the political advantage 17 will still be the BJP’s just as Rajiv Gandhi’s shilanyas (foundation) for the Ram temple did not fetch the Congress any votes in the 1989 election that it lost. Instead of indulging in such deceit, the Congress will have to underline its adherence to the principles of liberalism which believe in a free, open society where there are no constraints on what a person reads or eats, or who he or she chooses as a life partner.

The Prime Minister also saluted former Prime Minister Morarji Desai for strengthening the country’s economy. nline shoppers in India continue to feel most secure when compared to their counterparts across the rest of the Asia Pacific (APAC) region, a Mastercard Online Shopping Survey said on Tuesday, April 17. According to the latest survey, India leads the Asia Pacific region with 72.1 per cent consumers in feeling secure about shopping online. The survey revealed that more than four-fifths of the Indian consumers access the internet for online shopping while three-fourths of them tend to make online purchases using their mobile phones. Visa policy changes: India in touch with US, Australia

ith US President Donald Trump ordering tougher conditions for issuance of H-1B visas and Australia deciding to abolish the 457 Visa system, India said it is in touch with both governments Indians are the biggest beneficiaries of the two programmes. External Affairs Ministry spokesperson Gopal Baglay, in a statement, also pitched France as another destination for jobs for Indians with advanced degrees. On Tuesday, April 17, hammering his "America First" campaign theme, Trump signed an order tasking the department heads of State, Justice, Homeland Security and Labour to propose reforms in order to ensure H-1B visas are given to the "mostskilled or highest paid" petitioners. The move is seen as a deterrent to Indian IT firms which send software engineers to the US on H-1B visas. Earlier on Tuesday, April 17, Australian Prime Minister Malcolm Turnbull also announced he would be abolishing the existing 457 Visa programme, currently used by temporary foreign workers to gain employment in the country. Turnbull he said would "put jobs first" and "Australians first", signalling a reduction in the occupations available to skilled foreign workers and raising the threshold to qualify.

According to government statistics, 95,758 people were living in Australia under the 457 Visa programme last year, with the highest proportion coming from India (24.6 per cent), followed by Britain (19.5 per cent) and China (5.8 per cent). "Insofar as H-1B visas are concerned, the cap has remained at 65,000 since December 2004 when the H-1B Visa Reform Act of 2004 was enacted by the US Congress," Baglay said. As for Australia, he said the changes announced by the Australian government replaced one scheme with another. The 457 visa scheme in Australia will be replaced by two temporary visas that will impose tougher English language tests, stricter labour market testing, at least two years of work experience and a mandatory police check. The numbers of jobs eligible for the twoand four-year visa streams will be slashed, with 216 occupations ranging from antique dealer to fisheries officer to shoemaker axed from a list of 651 professions on the list. Gurdwara Guru Nanak Darbar entered the Guinness World Record on Thursday for serving continental breakfast titled “Breakfast for Diversity” to 600 persons from 101 countries in an hour-long event in Jebel Ali. The TV commercials from the National Sikh Campaign (NSC) that debuted on Friday on Baisakhi, are backed by research into Americans’ perceptions of Sikhism and religion and take on an original approach with a positive spin presenting Sikhs as integral members of the US society, whether it is politics or popular culture. “We needed to go beyond the narrative about hate crime and discrimination,” Rajwant Singh, a co-founder of the NSC said. “We needed to focus our energy in telling the people who we are and what we stand for, what our religion and what our turban is, so people have a better understanding. Right now the turban is considered a

symbol of terrorism, or something anti-American.” While Sikh leaders have been meeting Presidents and top elected leaders and were warmly received, Singh said, it was realised that it was important to reach out to the common American because the ignorance at that level drives hate crimes against Sikhs. The ads running on national news channels CNN and Fox News, and on local stations in Fresno, the California city with the highest number of Sikhs, shows the community as American neighbours going about their daily lives, professing patriotism and national values - but also a shared love for the TV series, “Game of Thrones” and the children’s show, Sponge Bob Square Pants. Will Apple be around in 2075? Ask IBM

T

he origin of New York-based global technology company International Business Machines Corporation (IBM) dates back to 1911, easily making it the longest-surviving tech firm till date. Stressing that "Apple will be around a long time, like IBM", Apple co-founder Steve Wozniak believes that his company – along with Google and Facebook – will be bigger in 2075 and dominate the world of technology. "Apple will be around a long time, like IBM. Look at Apple's cash ($246.1 billion, at the end of its last fiscal quarter). It can invest in anything. It would be ridiculous to not expect them to be around (in 2075). The same goes for Google and Facebook," Wozniak, who is nicknamed "Woz", told USA Today last week. The two Steves – Jobs and Wozniak – co-founded Apple in 1976 to develop and sell personal computers. Later, Ronald Wayne joined them as the third co-founder. The company was incorporated as Apple Computer Inc. in 1977 and was renamed Apple Inc. in 2007 to reflect its shifted focus toward consumer electronics. According to Canada-based global investment bank RBC Capital Markets, benefiting from its expensive "plus" models and rising demand for its products, Apple will be worth at least $824 billion this year. Can Apple become next IBM, score 100 and remain not out? "This is clearly too far out to make any prediction of reasonable sense. Wozniak seems to be overestimating the current influence and capabilities of the three tech majors and magnifying it over what is a very long term. “We are not in a position to reliably make that prediction," Ashutosh Sharma,

Kadhai Paneer Paneer cooked with whole red chillies in a tomato-based gravy Introduction: This preparation gets its name because it is traditionally cooked in a kadhai (wok). The kadhai is a traditional deep and heavy-bottomed pan, a classic must-have in an Indian kitchen. A beloved kadhai may even be passed down from one generation of a family to the next. Those who cook regularly in their favorite kadhai sometimes even make the extravagant claim that a curry cooked in any other pot just won’t taste the same. The addition of capsicum adds an extra crunch to it. Preparation time: 5 minutes Cooking time: 35 minutes Serves / makes: 6 Tastes: (on icon of spice meter): Spicy (Mild / Medium / Spicy / Hot )

Ingredients: • 250g paneer cut into bite-sized cubes • 1 large capsicum, julienned • 5 whole red chillies • 2½ tsp coriander seeds • 4 tsp garlic paste • 3 tsp ginger, finely grated • 2-4 green chillies, julienned (optional) • 6 large ripe tomatoes, chopped • 1 tsp garam masala • 1 Tbsp dried fenugreek leaves (kasuri methi) crushed • 2 tsp ginger, julienned • 3 Tbsp oil • Salt, to taste • ¼ cup water, as required Method: Pound whole red chillies and coriander seeds in a mortar and pestle (or grind them in a food processor), to create a coarse paste, keep aside. Add water.

Heat oil in a heavy-bottomed pan on medium heat. Add coriander and red chilli paste and fry lightly for a minute.. Add garlic and stir. Add ginger and stir again. Now add tomatoes and cook while stirring until the oil separates from the masala (it will take about 30–40 seconds). Add capsicum and green chillies. Sauté

until half-cooked (if the mixture looks dry, add a little water, 1 tbsp at a time). Add fenugreek leaves, garam masala and salt, and stir well. Add paneer cubes to the masala with 1 tbsp of water. Stir and simmer for 2–3 minutes. Add the ginger, mix well. Serve hot with naan bread.
