NEW DELHI: India has conveyed its concern to the United States over the proposed legislation to increase the fee for H1B and L type visas. Legislation S-3271 on Making Emergency Supplemental Appropriations for U.S. Border Security includes a provision for increasing the H1B and L visa fee.
In a strong letter to Trade Representative Ron Kirk, Commerce and Industry Minister Anand Sharma said it was estimated that the Bill would have an additional cost implication of over $200 million annually and would adversely impact the competitiveness and commercial interests of Indian companies sending professionals to the U.S. to undertake projects for American customers.

lright, here's an idea. It's prompted by this whole brouhaha over the building of a $100m mosque and Islamic Center near Ground Zero in Manhattan, which has the likes of Glenn Beck frothing at the mouth, not to mention the fits some lawmakers are having that Feisal Abdul Rauf, the Imam of the proposed mosque is being funded by American taxpayer money to travel to the Middle East through a State Department program aimed at propagating American values in the Muslim countries. Well, Rauf happens to think it was the US' fault that 9/11 happened. Ironies aside, harsh realities of the post-9/11 world lead me to moot that all nations come together to draw up a moratorium to stop forthwith construction of any new religious places be it churches, temples, mosques, synagogues and whatever other kinds of places of worship that people go to. First of all, the world already has enough places of worship and building more is not going to make people any more religious or tolerant. Besides, I believe that no place of worship should be constructed unless it lends some historical value and religious sanctity as do some of the most sacred of the existing religious places in the world. I really don't see the need for a place of worship in a non-descript strip mall which you are likely to find in places like New York as also under the scores of middle-of-the-street trees in India. Let's face it - historically, religion has fanned more negative passions and formed the basis for many a war in the world than has been a unifying factor or of peace. If anything, it has only been much abused by vested interests to exploit gullible believers. This does not make me a non-believer or a pseudo-liberal. All I am saying is why on earth do we need anymore places of worship than we already have? If the Vaticans, Meccas and Tirupatis of the world could not bring peace and harmony to humanity, what can be expected from yet another such center whether it's near Ground Zero or somewhere else?

Linking superbug to India irrational: Govt NEW DELHI: India has described as "totally irrational" British scientists linking a new superbug resistant to antibiotics to this country and said it was responding to an alert issued by Britain in this regard. V M Katoch, Secretary of Health Research, told PTI that the government would soon draft a reply to this after a meeting of the National Centre for Disease Control (NCDC), a nodal agency under the Health Ministry. "When you link it to something to our anti-biotics policy, say India specific, say it is dangerous to get operated in India then you will get more infections, that is totally irrational," he said. Katoch said the Health ministry will examine the issue in detail but it was "unfortunate that this new bug, which is an environmental thing, has been attached to a particular country which is India in this case". "I am surprised," he said, adding that, "this (the bug) is present in nature. It is a random event and cannot be transmitted". Katoch said that he was surprised that a research paper linked it with India as they should know it was a biological phenomenon.
The issue also figured in the Rajya Sabha where members suspected the hands of multinational pharmaceutical and hospital companies behind the claims. "When India is emerging as a medical tourism destination, this type of news is unfortunate and may be a sinister design of multinational companies" to defame the Indian medical sector, S S Ahluwalia (BJP) said. Demanding a response from the government, he said some foreign tourists after returning from India reported some infection and attributed it to Indian hospitals. "It may not be true," he said. Ahluwalia, who was supported by Jayanti Natarajan (Congress), said there should be a system of maintaining a registry for patients suffering from infectious diseases. Natarajan said reports of superbug, attributable to India, is a "wrong propaganda against the country". According to a paper published in scientific journal 'Lancet', the new superbug, which is said to be resistant even to most powerful antibiotics, has entered UK hospitals and is traveling with patients who had gone to countries like India and Pakistan for surgical treatments.-PTI

Indian American convicted for selling defense secrets to China India Post News Service
NEW YORK: India-born Noshir S. Gowadia of Maui in Hawaii has been found guilty by a federal jury in US District Court in Hawaii Aug 9, of illegally selling the design of a cruise missile component to China, for which he received at least $110,000 in kickbacks. The jury found Gowadia guilty of five criminal offenses relating to his design for China of a low signature cruise missile exhaust system capable of rendering a Chinese cruise missile resistant to detection by infrared missiles. The jury also convicted Gowadia of illegally communicating classified information on three other occasions and unlawfully exporting technical information, illegally retaining defense information, and filing false tax returns for the years 2001 and 2002. The jury, however, acquitted Gowadia of three other offenses alleging illegal communication of information to China. The verdict was announced by David Kris, Assistant Attorney General for National Security, and Florence T. Nakakuni, US Attorney for the District of Hawaii. The verdict followed six days of deliberation and a 40-day trial in the District of Hawaii. "Mr. Gowadia provided some of our country's most sensitive weapons-related designs to the Chinese government for money. Today, he is being held accountable for his actions. This prosecution should serve as a warning to others who would compromise our nation's military secrets for profit. I commend the many pros-
ecutors, analysts, and agents including those from the FBI and the Air Force - who were responsible for this investigation and prosecution," said Assistant Attorney General Kris. Gowadia was first arrested in October 2005 on a criminal complaint alleging that he willfully communicated national defense information to a person not entitled to receive it. He was charged with additional violations in a 2005 indictment, a 2006 superseding indictment and a 2007 second superseding indictment. According to information produced during the trial, Gowadia was an engineer with Northrop Grumman Corporation from approximately 1968 to 1986, during which time he contributed to the development of the unique propulsion system and low observable capabilities of the B-2 Spirit bomber, sometimes referred to as the "Stealth" bomber. Gowadia also continued to work on classified matters as a contractor with the with the US government until 1997, when his security clearance was terminated. Evidence at the trial revealed that from July 2003 to June 2005, Gowadia took six trips to China to provide defense services in the form of design, test support and test data analysis of technologies for the purpose of assisting the PRC with its cruise missile system by developing a stealthy exhaust nozzle and was paid at least $110,000 by China. The jury convicted Gowadia of two specific transmissions of classified information: a PowerPoint presentation concerning the ex-
haust nozzle of a PRC cruise missile project and an evaluation of the effectiveness of a redesigned nozzle, and a computer file providing his signature prediction of a PRC cruise missile outfitted with his modified exhaust nozzle and associated predictions in relation to a US air-to-air missile. Ten years' imprisonment for each of four counts of exporting technical data related to a defense article without an export license (in violation of the Arms Export Control Act); Five years' imprisonment for one count of conspiracy to violate the Arms Export Control Act; Ten years' imprisonment for one money laundering charge based on proceeds from the Arms Export Control Act violations; and Three years' imprisonment for each of two counts of filing false tax returns for the years 2001 and 2002. Born in India, 66-year old Gowadia moved to the US for postgraduate work in the 1960s and became a US citizen about a decade later. He retired from Northrop Grumman Corporation for health reasons in 1986, two years before the B-2 Spirit Bomber made its public debut. He moved to Maui in 1999.

NEW YORK: Sushil Bansal, President and CEO of Advanced Integrated Technology Corporation (AITC), was sentenced Aug 6, to two concurrent 20-month terms of imprisonment for his role in bribing a public official in the Washington DC Technology Office. Bansal, 43, of Dunn Loring, Virginia, who pleaded guilty April 27, 2010 to bribery of a public official, was sentenced by Judge Henry H. Kennedy, Jr. of the US District Court for the District of Columbia. In ad-
dition to the prison sentence, Bansal and his company were ordered to pay $844,765.50 in restitution to the District of Columbia government. A three-year period of supervised release following Bansal's release from prison was also imposed. During his guilty plea, Bansal admitted that between September 2005 and March 12, 2009 he and his company paid more than $700,000 in bribes to Yusuf Acar, Farrukh Awan and to a cooperating witness, who were then employees of the District of Columbia Office of the Chief Technology Officer. Acar and Awan pre-
viously pleaded guilty to federal charges and are scheduled to be sentenced on August 12, 2010. Bansal and AITC paid the bribes in exchange for the public officials (1) improperly favoring Bansal and his companies, AITC and Integrated IT Solutions, Inc. (IITS), for award of contracts with the Office of the Chief Technology Officer; (2) ensuring that contractors proposed by Bansal, AITC and IITS were approved; (3) falsely approving time sheets and invoices for AITC and IITS employees which represented overbilling; (4) falsely approving time sheets for AITC and IITS employ-
ees which were actually "ghost employees" and performed no work; and (5) falsely certifying receipt of software purchased through Bansal and AITC. Bansal and AITC also admitted to engaging in 17 transactions, each over $10,000, that involved the bribe money and which utilized financial institutions. "Mr. Bansal's sentence of 20 months in federal prison should make it clear to those who would engage in kickback schemes and seek to bribe public officials that these actions have consequences in the District of Columbia," said U.S.
Attorney Ronald C. Machen. "Whenever anyone violates the public trust and breaks the law, we will prosecute them vigorously." Assistant Director Shawn Henry said: "The misuse of public office for personal gain is a blatant disregard for what the office represents. It's offensive to the citizens of the District of Columbia who trust their government officials to ethically carry out their duties, and to the thousands of government officials in the city who commit themselves to faithfully serve the public."

NEW JERSEY: An informative session on the challenges to democracy of India from usage of Electronic Voting Machines (EVM) during elections in India was held at the TV Asia auditorium on Aug 7. This event was held during the visit of Narasimha Rao, President of VeTA (Verfiability, Transparency and Accountability in Elections), to the US. Rao was here to attend a session on Indian EVMs at Usenix Conference in Washington DC at the invitation of Alex Halderman, Michigan University Professor and expert on EVMs. A psephologist by profession, Rao is the author of a well received book, 'Democracy at Risk'. Other speakers at the session included NJ Assemblyman Upendra Chivukula and Satya Dosapati from Save India Democracy Organization. Chivukula spoke about the electoral environment in the US and the usage of EVMs and its challenges here. He talked about the challenges to minorities in
some areas and what actions were taken to address it. Satya Dosapati spoke about a small number of NRI activists who are trying to draw attention to the various issues related to an EVM and the serious threat it poses to democracy of India. Dosapati said that it was after

As a professional psephologist, Narasimha Rao pointed out how until the year 2004 the prediction of election results was quite accurate and matched the standards prevalent in western countries. However, with the introduction of EVMs in 2004, Rao said the results were quite off the mark. He said that despite intense efforts of the VeTA to prove that the EVMs were not tamper proof, the Election Commission of India did not allow a proper study on the issue. Rao talked about the recent elections in Andhra Pradesh where the Election Commission of India was forced to use paper ballot in some constituencies because one party named TRS fielded dummy candidates bringing total number of candidates to more than 64 per constituency (An EVM can handle a maximum of 64 candidates only) and how the eventual election results were in line with predictions. Rao then showed the audience a video of the hacking of a real Indian EVM.

NEW YORK: Reacting strongly to the new Senate bill that okayed a steep hike in H1B and L1 visa fee, the US-India Business Council (USIBC) has called upon Congress and the Obama Administration to oppose funding methods of new legislation that will severely undermine business and investment relations with India. The House of Representatives passed the Emergency Border Security Supplemental Appropriations Act, which includes new revenue offsets for border security that are deliberately targeted at foreign companies, including major Indian multinationals that operate in the United States. "This legislation seeks to raise revenue for broader border security by taxing mostly Indian companies that are investing heavily in our country," noted USIBC President Ron Somers. "It is unfortunate that the Congress passed a bill that not only links India to border security with Mexico, but also does not take into account the terrible economic impact this will have for the United States." The Bill imposes substantial and discriminatory fee increases on global information services companies that utilize temporary, nonimmigrant visas (H-1 and L-1) to bring in skilled professionals to serve US companies. and expertise American companies receive from these services firms strengthen their global competitiveness and help to fuel innovation at home. Moreover, many companies, confronted with higher costs due to the legislation, will be incentivized to move more jobs and businesses offshore. HYDERABAD/BANGALORE: In an ominous development, Pakistan's ISI is making attempts to establish contacts with Naxals with the help of underworld don Chota Shakeel for carrying out subversive activities in the country and six people have been arrested so far in this connection. Police forces in Karnataka and Andhra Pradesh assisted by central security agencies in a swift operation, arrested four persons from AP and two from Bangalore. A sum of Rs 25 lakh meant for distribution to Naxals mainly in Andhra Pradesh was also seized from them, official sources said. According to officials privy to the operations, ISI - Pakistan's deadly intelligence agency - had contacted Sheikh Shakeel Ahmed alias Chota Shakeel, who is at present holed up in Pakistan. The underworld don, wanted in many cases in India, got in touch with a person identified as Altaf, alleged to be one of his touts and a resident in Karnataka, for establishing contacts with Naxals in these two states. Altaf alias Rakesh got in touch with a person named Vinay who had promised him to introduce him to some prominent Naxalite leader from Andhra Pradesh, the sources said.
Making attempts to nip in bud any subversive motive, the Andhra Pradesh police closely monitored the activities of Vinay and in a discreet probe, it was found that he had received Rs 25 lakh through hawala channel from Altaf in Dubai as a token amount to forge a long-term relationship. Police have arrested another person Shreedhar and three more associates from Andhra Pradesh while Vinay along with one of his accomplice was arrested from Karnataka. All the six people were being interrogated, the sources said. During investigations, the arrested people claimed that they were planning to visit Dubai and meet Altaf alias Rakesh to build ties between ISI and Naxals and extract as much money as they could, the officials claimed. Vinay is claimed to have told the investigators that Altaf had conveyed to him that ISI was willing to pump in money for Left wing extremism provided they could establish right contacts. This could be followed with supply of arms and ammunition, the sources said. Police have seized their passports stamped with a Visa for Dubai and an air ticket, the sources said.-PTI

Memorial for Diaspora to be established in Kolkata India Post News Service
NEW YORK: After more than a decade of work, research and lobbying both the Indian government and the State government of West Bengal, an agreement has been reached to establish a Diaspora memorial at Kidderpore Dock in Kolkatta. A plaque marking the site will be laid in January 2011 to signify the beginning of building the memorial, a possible cultural tourism draw. For the descendants of the masses of indentured Indian laborers who left India from 1834 through 1920 to work in British colonies in remote parts of the world, the Kolkata Memorial is becoming a reality. With the active support of the Government of India Ministry of Overseas Indian Affairs (MOIA) and the West Bengal Government, the Global Organization of People of Indian Origin (GOPIO International) is prominent in this pioneering effort towards inaugurating a commemorative memorial plaque followed by a museum at appropriately significant sites in Kolkata. The goal is to establish a commemorative memorial followed by a museum at a suitable site or sites where Indian indentured laborers were housed and processed while awaiting the ships for emigration to plantations in colonies of West Indies, Mauritius, Fiji, Africa and elsewhere from 1834 through 1820. GOPIO International Executive Vice President Ashook Ramsaran visited Kolkata July 7 - 8, along
with MOIA Secretary Dr A Didar Singh and MOIA Joint Secretary G. Gurucharan. Both Dr A Didar Singh and JS G. Gurucharan are enthused and very supportive of this effort. GOPIO's effort to establish the Kolkata Memorial has been received with overwhelming emotional sentiments and enthusiastic support from all corners of the global Indian Diaspora, in particular from PIOs in destination countries where Indian indentured laborers emigrated from 1834 to 1920. NEW DELHI: A US Embassy official informed Barry Bhangoo early this month that the Embassy had sent the External Affairs Ministry a reminder about the earlier Diplomatic Note since they had not had any response from them. Meanwhile, in the court of Magistrate Munish Markan on August 7, the judge granted a postponement with fine to accused Henry Vega, (the Colombian national who was detained for a while for the assault on Barry Bhangoo). Henry was present along with three of his attorneys. One of his attorney asked the court for a postponement as their
"lead" attorney was busy with a "high profile" case. The court told his attorney that they were unnecessarily delaying the case. The judge ordered them to pay a Rs. 1000 fine and told them that after this no more delays/excuses would be entertained by the court. The next court date was fixed for 21st August 2010.

"I have seen the records of the State Government flight that day and as per them it was ordered by the then Chief Minister Arjun Singh," Chouhan told reporters at his residence. Cameron woos Indian tourists with easier visas LONDON: Prime Minister David Cameron has said visa restrictions would be eased for Indians to promote Britain's tourism industry amid surge in cash-rich Indian visitors shopping in London's plush West End. Calling for a focus on tourism, Cameron said the industry, which contributed 115 billion pounds to the national economy annually, was "fundamental to the rebuilding of our economy" given its potential to generate jobs and revenue. One of the ways to boost tourism in the coming years will be to ease the process of issuing visitors visas to people from India and China. He said: "We're going to remove some of the obstacles that put people off coming here, for example, by working more closely with our international partners to improve the local delivery of visa services in key markets like China and India." He said online applications for visas will be increased from one third to 75 percent by 2011, with 100 percent coverage by 2014. The government will also give more power to local authorities to set tourism policy and remove
bureaucracy that discourages small businesses, he said. Cameron's visa announcement comes amidst new figures that reveal a record number of Indian shoppers scoured London's West End and other stores across Britain for luxury goods between June 2009 and June 2010. Figures released to PTI reveal the growing international mobility of Indian tourists, whose number jumped by a record 89 per cent during the period, according to research by financial services company Global Blue. The analysis was collected from over 15,000 stores in Britain. Nigel Dasler, vice-president of Global Blue, which manages over 38,000 shopper transactions each day across 40 markets, said: "Over the past few years, we had great expectations for sales growth of Indian shoppers in the U.K which did not materialize". He added: "However, in 2009/ 2010, India has become an important market for the U.K. We are following the trend of Indian shoppers to the luxury sector in the U.K and have noted an increase in their average spend from June 2009 to June 2010. -PTI

AIA event Association of Indian Americans (AIA) hosted a flag hoisting ceremony at Daley Plaza in Chicago Downtown on August 11 in the presence of 100 plus guests and the general public, many being Americans. The flag hoisting was done by Indian Consul General Ashok Kumar Attri who was the Chief Guest of the event. Cook County Circuit Court Clerk Dorothy Brown was the Guest of Honor. Beena Shah emceed the event that began with the singing of Indian and American national anthems by Anil Sharma and a young talented dancer. Nand Kapoor, former AIA president, welcomed the guests. He touched the hornet's nest while lamenting the Board decision this time not to hold Fest (Mela) that used to showcase Indian culture and cuisine. Indian culture however was depicted thru classical Indian dances by young local artists of Payalia Dance Studio and students of Vanitha Veeravalli. Naren Patel, president of AIA, informed that his organization has been hosting this event every year and that he was thankful to Indian CG and Chief Guest Dorothy Brown for their consistent support. CHICAGO: The Manav Seva Mandir Youth Group hosted their annual camp this year from June 30 to August 1 at Illinois State Beach Park Resort in Zion, IL. The camp was unique in nature in that this year it was declared a family event. There were 50 participants including adults, youth and children. Along with spiritual discourses and question-answer sessions in the light of presence of Swami Sri Chidanand Sarswatiji,and Sadhvi Bhagvatiji the camp was filled with recreational and entertainment activity over the weekend, including Garba at the beach, sand temple building contest, afternoon at the beach, and barbecue picnic. The highlight of the spiritual discourse by Swamiji included the fundamental understanding of Hindu philosophy and way of life. The focus and topic of this camp was Applied Religion. Swamiji spoke about the ten commandments of Hinduism referring to five yamas and niyamas declared in Patanjali Yoga Sutra. CHICAGO: Sarva Shri Nrugendraji Maharaj, popularly known as Lalji Maharaj of Vadtal Swaminarayan Gadi, had come to Chicago and members of ISSO celebrated the event with great enthusiasm and fanfare. Shri Swaminarayan Temple in Wheeling organized various programs honoring Shree Lalji Maharaj to the Temple for four days beginning July 29. On Saturday July 31st, a grand welcome was carried out in the temple for his arrival by over 350 loyal Haribhaktos of the Temple. A Shobhayatra was organized and Lalji Maharaj was given a grand reception and welcome as per the
religious traditions of Shri Swaminarayan Sampraday, with music, dance and fireworks! This was followed by discourses by saints and Shri Lalji Maharaj, followed by Aarti and Maha prasad. On Sunday more than 650 Haribhaktos attended Lalji Maharaj's program. All the programs were web-cast live in USA and in India. CHICAGO: A very high level Indian classical music program was held recently at the Hinsdale Community Center in Hinsdale, a south west suburb of Chicago, featuring Naina Nawani, a high school graduate whose music score would match her academic score. A resident of Orland Park in Illinois, Naina demonstrated her vocal capacity by singing various ragas for about an hour and 15 minutes s in the presence of Guru Ji Pandit Ranu Majumdar who specially flew from India for the Sangeeet Visharad Degree test of the Gandharva Sangeet Vishwa Vidhalaya of Pune. Naina's local guru Smt. Nirmita Dholakia, who has been teaching classical vocal music to Naina, and about 175 spectators, in which many were masters of the subject, were spellbound by the atmosphere created by her singing. She displayed excellent control over the vocal chords in rendering the roots of the different ragas which she recited very beautifully. The program was conducted under the banner of Sadhana School of
Hindustani Music and high level instrumental music artists who accompanied her for the performance. Sadhana School was established seven yars ago and it has set high standard of excellence for students getting Visharad degree. In the past six years six students have reached the level set by the school, said Smt Dholakaia, a local Guru of the school and versatile singer in her own right.

ANAHEIM: People started lining up from 6:30 am to partake in a very successful health fair organized by City of Anaheim, Anekant Community Center and Anaheim Chamber of Commerce on August 7 at Brookhurst Community Center in Anaheim. This annual event to help people is gaining popularity and the organizers are getting better as years go by. More than 350 people registered in the first two hours. Many facilities were offered for free to the community due to generous donation by many sponsors lead by GBS Linens of Anaheim as grand sponsor. Around 550 people took advantage of the services. Highlights of the Fair included participation of Kaiser Permanente, UCI Medical Center & Masimo. Many physicians from

LOS ANGELES: Another annual fast in the month of Ramadhan for Muslims the world over started on August 11. During this period, Muslims will abstain from all food and drink from before sunrise until sunset. The purpose, as explained by Imam Shamshad A. Nasir of the Ahmadiyya Muslim Community's Baitul Hameed Mosque in Chino, is to promote spiritual discipline, self-sacrifice, moral and spiritual purification, doing good deeds and the giving charity to the needy. "Muslims who are adults and physically able to fast look forward to this time every year to grow closer to God and better themselves as human beings. Peace and humility should be the qualities that Muslims embody not just for these 30 days of fasting in the month of Ramadhan, but throughout the year. Ramadhan gives us the opportunity to strengthen our dedication to fulfilling our obligations to God and to His creation." A Muslim's obligations to God

Imam Shamshad extended an open invited to anyone who wished to participate in Ramadhan, either in fasting, the nightly prayers service and lecture on Islam, or attending the free dinner after the sunset prayer.

Mumbai sees biggest real estate deal MUMBAI: India's biggest real estate deal took place here with the National Textile Corporation (NTC) limited selling eight acres of Bharat Mills at Worli, for a whopping Rs 1505 crore, meaning a single acre went for Rs 188 crore. The highest bidder was Indiabulls, who won with a difference of Rs 2 crore as Lodha had bid Rs 1503 crore. The third highest was Peninsula with Rs 1409 crore. This was followed by Tata for Rs 1263 crore. The bidding list included the Oberoi and Videocon groups. Vipul Bhansal, CEO, Indiabulls said, "We are glad to have emerged as the successful bidder. We have recently completed a Rs 100 crore two lakh square feet project and expect to commence work on a Rs 700 crore, nine lakh square feet residential property venture in two months. The most important outcome of the state government's move would be increase in efficiency as well as eradication of corruption. The SEZ Bill in Maharashtra seeks to give the developers the power to regulate local body functions like registration of births, deaths and marriages. SEZs will be declared as industrial townships which would take them outside the ambit of local bodies and all powers of the latter would be transferred to the Township Authority chaired by the developer representative. Will the heavens fall if these roles are fulfilled by the private developer than by the government? The private authority will also be in charge of providing public hospitals, schools, police stations, disposal of dead and purchasing electricity and water from the state government and supplying it to the SEZ at tariff decided by the authority. The argument that this will lead to "feudal system that India is known for" is only as puerile as it can get. Can the NGOs explain if the liberalization of telecom, electricity, infrastructure or transport sector lead to any feudal system? It will be unfortunate if the Maharashtra SEZ Bill does not get passed in the current monsoon session of the Assembly owing to the protest and rallies by the NGOs. Either the NGOs are too naïve or they have vested interest in opposing the new Bill.

Though the song was written by Makhan Brar, the style and performance of Gurdas is what made it what it is today. His talents have also been involved 25 films some examples include Waris Shah-Ishq Da Waaris (2006), which was nominated as India's selection for the Academy Awards, and Shaheed-EMohabbat (1999), the film which tells the real-life story of Boota Singh. Currently on tour, Gurdas performed in Redondo Beach Performing Art Center, Los Angeles, There were 1000 people of all ages who attended the concert. Gurdas is accompanied by his band, some members having been with him for over a decade. he chaste bond of love between a brother and a sister is one of the deepest and noblest of human emotions. 'Raksha Bandhan' or 'Rakhi' is a special occasion to celebrate this emotional bonding by tying a holy thread around the wrist. This thread, which pulsates with sisterly love and sublime sentiments, is rightly called the 'Rakhi'. It means 'a bond of protection', and Raksha Bandhan signifies that the strong must protect the weak from all that's evil. The ritual is observed on the full moon day of the Hindu month of Shravan, on which sisters tie the sacred Rakhi string on their brothers' right wrists, and pray for their long life. Rakhis are ideally made of silk with gold and silver threads, beautifully crafted embroidered sequins, and studded with semi precious stones. The Social Binding This ritual not only strengthens the
bond of love between brothers and sisters, but also transcends the confines of the family. When a Rakhi is tied on the wrists of close friends and neighbors, it underscores the need for a harmonious social life, where every individual co-exist peacefully as brothers and sisters. All members of the community commit to protect each other and the society in such congregational Rakhi Utsavs, popularized by the Nobel laureate Bengali poet Rabindranath Tagore. The Friendly Knot It won't be wrong to say the fashionable friendship band in vogue today is an extension of the Rakhi custom. When a girl feels a friend of the opposite sex has developed a kind of love too strong for her to reciprocate, she sends the guy a Rakhi and turns the relationship into a sisterly one. Thus the Raksha Bhandhan symbolizes all aspects of protection of the good from evil forces. In the ancient Puranik scriptures, it is said that King Bali's stronghold had been the Raakhi. Hence while tying the rakhi this couplet is usually recited: Yena baddho Balee raajaa daanavendro mahaabalah tena twaam anubadhnaami rakshe maa chala maa chala "I am tying a Rakhi on you, like the one on mighty demon king Bali. Be firm, O Rakhi, do not falter."

Haridwar, Chardham record good tourist arrivals NEW DELHI: Places of spiritual significance like Haridwar, Rishikesh and Chardham attracted foreign tourists in hordes last year notwithstanding advisories by several countries against travel to India. Besides foreigners, pilgrims from across the country also thronged these religious places in good number in 2009. While 17,854 foreigners visited Haridwar in 2008, the number rose to 20,067 in 2009. The year 2009 had witnessed a downslide in foreign tourist arrival in comparison to the previous year after the 26/ 11 attack and the economic slowdown. However, the rising number of footfalls at the Ganga ghats in Haridwar defied the slowdown and terror threats in 2009. "In fact, the number of foreign as well as domestic tourists who visited Haridwar was more in 2009 than the last three years," said a senior Tourism Ministry official.
According to data prepared by the ministry, pilgrimage tourism was not affected in 2009. In 2006, 9,812,544 tourists including 11,774 foreigners visited Haridwar. The number increased to 11,219,884 including 15,309 foreigners in 2007. While 17,854 foreigners came to Haridwar in 2008, total number of visitors rose to 11,374,104. In Rishikesh, 4550 foreigners arrived in 2009 while the total number of tourists was 5,86,419. While Chardham (Kedarnath, Badrinath, Yamunotri and Gangotri) attracted 1869 foreigners in 2009, Kedranath recorded the highest 1003 foreign visitors among the four religious tourism spots. The total number of pilgrims visiting Kedarnath last year was 4,03,646. Gangotri drew 3,80,157 tourists including 484 foreigners in 2009 while 3,22,242 visitors including 241 foreigners visited Yamunotri last year. -PTI
Solid waste management included in tourism projects NEW DELHI: The Government has advised all states to incorporate solid waste management in tourism projects to strengthen the sustainability of the sector. "Solid waste management is a major challenge that has to be addressed effectively for success of tourism and for enhancing the quality of life of host communities through sanitation and public health," Tourism Minister Kumari Selja said in a workshop on 'sustainable tourism'. "My ministry has advised compulsory incorporation of this component (solid waste management) in all developmental projects of state governments and Union Territories prior to its scrutiny and subsequent sanction by the ministry," she said. The tourism industry has registered a considerable growth in recent years. MP plan for tourists in tiger land faces flak NEW DELHI: After furor over a tigress being killed by a tourist vehicle in Bandhavgarh sanctuary, Madhya Pradesh government is facing another controversy with the Centre and wildlife experts questioning its decision to allow visitors to trek in national parks along with forest guards. Taking a serious view of the matter, Environment Minister Jairam Ramesh has asked the state government to immediately scrap its new scheme, "Patrolling the Tiger Land" as it poses threat to animals from poachers who may take advantage by posing as tourists. In a letter to state Chief Minister Shivraj Singh, Ramesh pointed out that the scheme goes against the spirit as well as the provisions of the Wildlife (Protection) Act to keep the core areas protected for tigers and wild animals. "Hence exposing the tourists to sensitive patrolling routes, paths, strengths and weakness of the field staff would certainly pose a great threat to the safety of wildlife including tigers," the minister said. However, unfazed by the criticism, Madhya Pradesh Chief Wildlife Warden H S Pabla, who has launched the scheme, said that there was nothing wrong with the idea that was being presently implemented in other states such as Kerala.
"It seems the Centre has been misled by some rabble rouser. I will soon clarify the position. Kerala is successfully reaping tourism revenue from the scheme," Pabla claimed.

Bihar to extend IT benefits to agri sector PATNA: The Bihar government is building state-of-the-art e-Kisan Bhawan at block level to extend benefits of Information Technology (IT) to the agriculture sector of the state. Construction work of e-Kisan Bhawan is in progress in 324 blocks out of the total 534 blocks in the state, Agriculture minister Renu Kumari told PTI. She added that rest 210 blocks would be covered in 2011- 12 annual plan. India tells Blackberry to fall in line or wind up service NEW DELHI: Stepping up the pressure on BlackBerry mobile phone services, the Indian government has asked the phone-makers Research In Motion as well as telecom operators to provide a technical solution by August 31 or face ban. In a letter to the Department of Telecom Secretary P J Thomas, Union Home Secretary G K Pillai asked him to convey to the operators and Canada-based RIM that a technical solution to make available lawful interception of BlackBerry Enterprise Services (BES) and BlackBerry Messenger Services (BBM) by August 31 or its services will be blocked. The letter was sent after a meeting chaired by Pillai in which representatives of security agencies, Telecom Department and top brass of state-owned BSNL and MTNL were present. According to a Union Home Ministry spokesman, "the meeting today asked DoT to convey to service providers and RIM that the
BES and messenger services be made accessible to Legal Enforcement Agencies (LEA) and find a technical solution by August 31.

In a discussion paper titled, 'Entry of New Banks in Private Sector', the RBI also mooted the idea of bringing down the cap on foreign direct investment in banks to below 50 per cent from 74 per cent now. -PTI

"The amendment bill will enable stricter regulation of export in technology, especially relating to dual-use items, which is necessary to instill a sense of confidence among the technology providers," Commerce and In-
dustry Minister Anand Sharma said. He was winding up the debate on the Foreign Trade (Development and Regulation) Amendment Bill which was later approved by the Lok Sabha by

AI asks Boeing to pay for Dreamliner delay NEW DELHI: Air India tonight said it has asked US aircraft producer Boeing to enhance the compensation for delaying the delivery of B-787 Dreamliner planes to USD 840 million from USD 710 million sought earlier. Due to the delay in Boeing's delivery schedule, Air India is also seeking the return of its pre-delivery payment of USD 240 million along with interest on it. "We have given them a notice to compensate us for the delays. We are their customers," Air India CMD Arvind Jadhav told PTI here. Airline sources said tonight that the national carrier had slapped a notice demanding USD 710 million a year ago, which has been revised to USD 840 million as per the calculations this month. The National Aviation Company of India Limited, which runs Air India, had in 2006 placed orders for a total of 68 aircraft, including 27 Boeing 787-800 Dreamliners, with the Boeing Company. As per the original schedule, Boeing was to deliver the first Dreamliner in May 2008. Air India

Algae warning for Fish Lake in Oregon Cascades
MEDFORD, Ore.: Oregon has issued another health alert for a lake due to toxic blue-green algae. This time it is Fish Lake in the Cascades east of Medford. Oregon Public Health and the Jackson County Health Department said that algae levels are high enough to make people and animals sick if they drink the water or swim in the lake. They also recommend that if people eat fish caught in the lake, they remove the skin, fat and organs before cooking. Public health officials say this is the 10th toxic algae health alert issued so far this year in Oregon. Last year there were 21. -AP

UW Hospital investigates why syringe used twice
MADISON, Wis.: The University of Wisconsin Hospital in Madison is investigating why a syringe was reused, a discovery that means one patient has to be tested for hepatitis and HIV. UW Hospital spokeswoman Toni Morrissey said the incident involves the reuse of a ``needleless'' syringe attached to an intravenous line. The reuse is against hospital policy. Morrissey says the situation wasn't as risky as reusing a needle. However, the Centers for Disease Control and Prevention says even needleless syringes can pose a contamination risk. Vincent Stepter of Madison tells the Wisconsin State Journal an infectious-disease specialist at UW Hospital called him. The specialist told him he needs to be tested for hepatitis and HIV after a syringe was used on at least two patients. -AP

SAN ANTONIO: A recent study says at least 16 percent of Texas inmates are mentally ill, a problem that could grow worse as the state considers reducing beds at psychiatric hospitals. The San Antonio ExpressNews reported that some counties in Texas don't follow a state law passed last year requiring a swift evaluation of every inmate thought to be mentally ill. The newspaper reports that courts are supposed to order the exams before proceeding with trials in a process designed to usher inmates who need help into treatment. Illinois insurance regulators want more oversight CHICAGO: Illinois regulators will ask lawmakers for the authority to approve or deny health insurance rate increases, saying residents need protection from skyrocketing costs that aren't justified. Currently there is nothing the state can do to stop rate increases, no matter how excessive, a situation that leaves thousands of residents scrambling to pay or risk losing their coverage. ``We've heard of companies increasing rates at just explosive levels, at abusive levels, and telling (policyholders) they're increasing rates because of health reform,'' Illinois Department of Insurance Director Michael McRaith told The Associated Press. ``We don't have any authority to do anything about it.'' Illinois received 186 complaints about rate increases from 2008 through 2010, according to an application submitted by the state insurance department for a $1 million federal grant that it says would enhance its efforts at oversight.
McRaith said some people have complained of increases of up to 100 percent per year. The grant would help the insurance department put more muscle in its rate review system, whether or not state lawmakers agree Illinois regulators should have a say over increases. Among recent rate increases reported to state regulators:

FDA clot device advisory W.Va. needs to monitor coal slurry tells of patients' risks CHICAGO: Medical filters that stop blood clots from reaching the lungs can move or break and cause life-threatening problems for patients, the government and a medical journal report said. In an advisory to doctors and patients, the Food and Drug Administration said it has received more than 900 reports about problems with these filters since 2005. Problems can arise when filters are left inside veins too long. The devices can shift, and pieces can break off, drift through the bloodstream and perforate vital organs including the heart, according to adverse event reports on FDA's Web site. The filters are inserted inside a large abdominal vein, and have spidery metal legs to stop blot clots from traveling to the lungs. Some are permanent but many are for short-term use and are removable. The FDA says doctors should consider removing filters if a patient's risk of clots subside. ``It's thought that too many retrievable filters stay in permanently because patients are lost to follow-up,'' or doctors

The report involved 80 patients at York Hospital in York, Pa. who received filters made by a division of C.R. Bard, Inc., a New Jerseybased medical device maker. Overall, 16 percent of the patients had a filter break. Among patients who had an older version, 25 percent had a filter break and drift away an ``astounding'' rate, Dr. Rita Redberg, the journal's editor, said in a published commentary. -AP
CHARLESTON, W.Va.: A team of researchers suggested to legislators that West Virginia start monitoring coal slurry even though their just-released study found no hazards to public health. The West Virginia University scientists cited the ``huge'' data gap that hindered their efforts, and called it ``logical'' that the wastewater played a role in some of the increases in toxins they found. ``We can't assure safety. We didn't find a health hazard,'' said Dr. Alan Ducatman, the study's lead investigator and a physician. Ducatman and fellow researcher Paul Ziemkiewicz said the results left them unable to say whether the state should end or extend its ban on new sites for pumping slurry underground. Coal operators inject this liquid left over from washing coal into exhausted mines as a cheap way to store it. The researchers also said that filling the data gap would require a large-scale, long-lasting and costly study that would likely require federal funding and substantial advance planning.
While the industry defends this storage method as safe, critics argue that both blasting and natural shifting beneath the earth can allow this slurry to leak into drinking water supplies. Legislation S3271 on Making Emergency Supplemental Appropriations for U.S. Border Security includes a provision for increasing the H1B and L visa fee. In a strong letter to Trade Representative Ron Kirk, Commerce and Industry Minister Anand Sharma said it was estimated that the Bill would have an additional cost implication of over $200 million annually and would adversely impact the competitiveness and commercial interests of Indian companies sending professionals to the U.S. to undertake projects for American customers. "Though the need of the U.S. government to strengthen its border security is understandable," it was inexplicable why Indian companies should bear the cost of the highly discriminatory law. He pointed out that the Indian software industry was already deeply burdened in the absence of a tantalization agreement, requiring it to pay more than $1billion every year to the U.S. government in the form of social security, with no benefit or prospect of refund.

here have been several recent developments with respect to O and P visas: On July 20, U.S. Citizenship and Immigration Services (USCIS) issued clarifying guidance on the "O" nonimmigrant visa petition with regard to determining the appropriate validity period of an approvable petition when a gap exists between two or more events reflected in the itinerary. The memo explains that the validity dates for the O-1 visa classification are defined by the specific period of time required to perform or participate in a specific event. When reviewing an O-1 petition, the length of time between the scheduled events, also known as a gap, has sometimes been viewed as a gauge to determine whether an itinerary represented one continuous "event" or separate events requiring separate petitions. In certain cases where there has been a significant gap between events, adjudicators have sometimes concluded that a single petition was filed for separate events rather than a continuous event. In such cases, the petition may have been approved only for a validity period equal to the length of time needed to accomplish what appeared to be the initial specific event rather than the continuous event as represented by the petition. The memo notes that there is no statutory or regulatory authority for the proposition that a gap of a certain number of days in an itinerary automatically indicates a new event. "The regulations speak in terms of tours and multiple appearances as meeting the 'event' definition." The statutory and regulatory background provides flexibility on the length of validity period that may be granted, the memo states: "The statute and regulations allow for an approval of an O-1 petition for a period necessary to accomplish the event or activity, not to exceed 3 years. Adjudicators should evaluate the totality of the evidence submitted to determine if the activities described in the itinerary are related in such a way that they would be considered an 'event' for purposes of the
validity period. When the validity period requested is established though the submission of appropriate evidence, Service Centers should approve a petition for the length of the validity period requested where the law and regulations permit." American Immigration Lawyers Association Sues DHS, USCIS Over H-1B Transparency The American Immigration Council's Legal Action Center (LAC) filed a lawsuit on July 20 against the Department of Homeland Security (DHS) and U.S. Citizenship and Immigration Services (USCIS) on behalf of the American Immigration Lawyers Association (AILA), seeking the public release of records on agency
policies and procedures for the H1B visa program. AILA had pursued disclosure of the documents through two Freedom of Information Act (FOIA) requests, both of which were denied. In its complaint filed in the U.S. District Court for the District of Columbia, AILA seeks the court's intervention to compel the government to release the requested records. The FOIA litigation centers on the government's H-1B visa review and processing procedures. The H-1B program, administered by USCIS, allows U.S. businesses to temporarily employ foreign workers, such as scientists, engineers, and computer programmers, in occupations that require theoretical or technical expertise in specialized fields. Since 2008, the LAC noted, USCIS has implemented new, more stringent procedures for review and processing and has dramatically increased the frequency of unannounced H-1B worksite inspections, which are expected to reach 25,000 in 2010. Yet "USCIS has kept secret the rules and guidelines related to the review process," the LAC said. "The dearth of publicly available information on the government's heightened scrutiny of H-1B applications makes it particularly difficult for businesses to anticipate and meet agency expectations during the application process." "It is in the public and the agency's interest to release the documents sought by AILA," said Mary Kenney, an attorney at the American Immigration Council's Legal Action Center. "The documents will help employers and foreign workers who seek immigration benefits comply with the law. Further, the agency violated FOIA when it issued wholesale denials of AILA's FOIA requests." Uphaar case: court rejects CBI's clean chit to ex-IPS officer NEW DELHI: A Delhi court has rejected CBI's report giving a clean chit to former IPS officer Amod Kanth in Uphaar cinema hall fire tragedy, saying there was sufficient evidence to prosecute him for allowing extra seats in the hall where 59 movie-watchers died in a blaze in 1997. "The investigation report of CBI is hereby rejected. Let the summons be issued against Amod Kanth for August 20," Metropolitan Magistrate Sanjeev Kumar said. The court said there was sufficient material to prosecute Kanth under section 304A (causing death by rash and negligent act), 337 (causing hurt by an act which endangers human life) and 338 (causing grievous hurt by an act which endangers human life) of IPC. The court also observed that there were prima-facie evidence to prosecute Kanth under the Cinematograph Act. Reacting to the order, Neelam Krishnamurthy, President of Association of Victims of Uphaar Tragedy (AVUT), said "our stand has been vindicated. It was a long
overdue decision against the errant police officer. The court had on August 9 reserved its order on a plea of AVUT seeking rejection of CBI's report absolving former IPS officer in the case. AVUT has alleged Kanth, as the then Deputy Commissioner of Delhi Police (Licensing), had allowed extra seats in Uphaar cinema hall's balcony which allegedly led to closure of exit gates, leading to the death of 59 people who were watching Hindi film "Border". Senior advocate K T S Tulsi, appearing for AVUT, had said Kanth in October 1979 allowed the theatre owners to retain the extra seats and this order was in contravention of the affidavit filed by him before the Delhi High Court. Earlier, CBI, in pursuance of a Delhi High Court order, had filed a report after probing the role of Kanth and favored his non-prosecution. The agency, in its report, had said there was no witness to the fact that it was Kanth who had allowed the extra seats in the theatre for any consideration. -PTI

ord Krsna's teaching has shown that Arjuna's plan to attain happiness by renouncing action is based on a lack of understanding. Arjuna's problems are not caused by action and its results, but by his own likes and dislikes. They will continue to haunt him whether he acts or not. In fact, only by performing action with the attitude of karma yoga can he remove his likes and dislikes, the source of his problems. Having first taught Arjuna the purpose of karma yoga Lord Krsna also shows him the true meaning of renunciation. Giving up action is not renunciation, for giving up presupposes that one is actually controlling an action. This notion is an error. One must see what it is that performs action. You are aware of all your mental and physical activities, and of the faculties that perform these; therefore, you are none of them. You are pure Awareness, caitanya, in whose presence all these function. You conclude that you are an actor and then resolve to renounce action while there is no action in you in the first place. Awareness is actionless. A person who knows the Self to be actionless is ever relaxed, even when engaged in activities. BERTRAND RUSSELL

erhaps the best introduction to the philosophy which I wish to advocate will be a few words of autobiography. I was not born happy. As a child, my favorite hymn was: 'Weary of earth and laden with my sin'. At the age of five, I reflected that, if I should live to be seventy, I had only endured, so far, a fourteenth part of my whole life, and I felt the long-spreadout boredom ahead of me to be almost unendurable. In adolescence, I hated life and was continually on the verge of suicide, from which, however, I was restrained by the desire to know more mathematics. Now, on the contrary, I enjoy life; I might almost say that with every year that passes I enjoy it more. This is due partly to having discovered what were the things that I most desired and having gradually acquired many of these things. Partly it is due to having successfully dismissed certain objects of desire - such as the acquisition of indubitable knowledge about something or other - as essentially unattainable. But very largely it is due to a diminishing preoccupation with myself. Like others who had a Puritan education I had the habit of meditating on my sins, follies, and short-

The river therefore, is trans-national in nature and any attempt to obstruct its natural flow would have an international dimension. China nevertheless, has its own ambitious plan to divert by damming the river at the Great Bend, the river water to its thirsty North through the western route of South-North Water Transfers Project. Ironically, the plan has less benefits and more harm for Beijing. It is a potential threat to the peace and security of the region. Earlier, Beijing used to instantly and sharply react to the reports and categorically reject any claims of a dam being constructed on the Brahmaputra. This time, however Yang Jiechi, the Chinese Foreign Minister, assured SM Krishna that the hydel project at Zangmu will not affect the natural flow in the Brahmaputra River. A satellite image from Geoeye, a company involved in satellite photography, confirmed that a dam is being constructed on the Brahmaputra River. The proposed hydel project, Zangmu Power Project, comprises a series of five dams namely Dhongzhong, Guoduo, Xiangda, Ruxi and Linchang, which will be constructed on the middle reaches of the main stream and would have installed capacity of 510MW. The Brahmaputra is a major river of South Asia and has substantial significance for India and Bangladesh. Brahmaputra water accounts for nearly 30% of the total water resources and about 40% of the total hydropower potential of India.

Second, the northeast regions of India are largely dependant on the Brahmaputra River for the livelihood of the habitants. Large scale diversion of water would adversely hit the economy and affect the surface water table. Shortage of water in the main stream
would adversely hit fisheries, navigations, hydropower etc. Preventing natural flow in the river creates silting problems which badly affects the agriculture. Third, the strategic location of very dam, at Namcha Barawa, undermines the security of India. China can use the dam as a military asset, in the event of war, to divert the 'stored' water towards India causing great disaster in the region. Fourth, diverting the river will create a manmade disaster in Bangladesh. Bangladesh will experience water crisis and agriculture production will substantially drop to create a food crisis which will force millions of people to migrate towards India. India is wary of this, as it is suffering from the same problems. To protect the interests and sovereignty of India, it becomes essential for India to engage in dialogue with China on the issue. Even China, if it intends to normalize her relations with India and seeks peace and security in the regions, has to give proper consideration to the lower riparian. Unilateral advancement on the part of China leads to political confrontation in the region. A confrontation will further hinder the relationship. It would impede, to a great extent, China's position in South and Southeast Asia and even in world politics, as turmoil in the neighborhood would thwart the economic and political development of China. China, to achieve its great power dream, needs a peaceful neighborhood and harmonious relations with her neighbors. Moreover, any conflict in the region will not remain confined to belligerent states, i.e. involvement of the global players cannot be denied. Even growing environmental awareness among Chinese civil society and masses, as seen in the cases of the Three Gorges Dam, recent series of jolts of earthquake, frequent floods etc. should pressurize Beijing to rethink the strategic move. Countries of the Brahmaputra basin, China, India and Bangladesh must opt for joint river management for sustainable development of the basin and combat the 'climatic cataclysm' in the Himalayan region as well as enact legally binding agreements for sharing water resources and development of the economic potentials of the river. ow many deaths can make a chief minister resign? Luckily, young Omar Abdullah has had no hand in the deaths caused by a cloudburst in Ladkah, another part of Jammu & Kashmir. No doubt the civilians armed with stones were a provocation in the valley area of the State. But shooting to kill provided them with more ammunition. They marched and protested over the shootings and were met with more shootings. The endless cycle continued and the new age politician has been left clueless. That he is not equal to the task has becoming obvious to everyone accept his father, Farooq Abdullah, and the ruling coterie. But he has not even offered to resign and has merely talked of jobs creation and the economy. Early in his chief ministership, Omar Abdullah was accused in the state assembly of knowledge about a major sex scandal which sank many political careers. So incensed was Omar by the charge that he not only offered to resign, but actually went to the Governor and handed over his resignation. He lay sulking in his comfortable home and returned to his duties only when the Governor rejected his resignation. His conscience has not moved him this time even after the police bullets have taken more than 50 lives. He has received the backing of the Prime Minister and the Central leadership. This should add to the anger of the Kashmiris. The Prime Minister has appealed to the Kashmiris for peace, which means status quo. Apart from a one minute silence at the all party meeting in New Delhi, there has been no gesture of sympathy for those killed by police bullets. It requires no great intelligence to know that Pakistan would fish in troubled waters and the separatists would egg on the stonethrowers. In spite of the calls for "Azadi" and pro-Pakistan slogans, there is little evidence that the people of the valley were showing preference for a Pakistani-style of governance. What they were protesting against were the endless curfews that forced them to remain cooped up in their homes in this beautiful summer weather of the valley. Many visitors to the valley, with no sympathy for the agitationists, itched to throw stones at any symbol of authority frustrated with being trapped in homes and hotels. If Omar Abdullah resigns it might be construed as a victory for the separatists and the agitationists. The Central government thinks on these lines but people in general would welcome a change feeling that their sacrifices have borne some fruit. But who would succeed Omar? The Chief Minister's party has no capable hand who would inspire the confidence of the people and they might descend on the streets once again if the successor continues governing in the style of the Kashmiri dynasty. The Congress as an ally will also find little support in the valley as a majority of its seats come from the Hindu-dominated Jammu region. The Opposition People's Democratic Party (PDP) would have more sympathizers in the valley and might be able to assuage feelings for sometime in this section of the State. But PDP influence is limited to the valley and it cannot rustle up enough numbers in the entire state which comprises the regions of Jammu and Ladakh as well. The separatists have muddied the field with their endless calls for strikes which has affected the education of children and the careers of many students. If there are strikes at one end, there are curfews by the authorities on the other end. The life of the average citizen has become hell in paradise.
