have always been skeptical about the doomsday forecasters who run around in the guise of scientific experts on climate change - especially that motley bunch led by our own countryman R.K. Pachauri of Intergovernmental Panel on Climate Change. No disrespect meant here to the panel which boasts of 2500 of the best climate change scientists in the world, but one should realize that it was based on their claims about the extinction of the Himalayan glaciers by 2035, that India has been under pressure from the Western countries to fall in line with their recommendations for emission control. I wouldn't necessarily gloat in vindication that Pachauri and his ilk have now come under flak for their far fetched claims on the Himalayan glaciers or the Amazon forests, and that they have admitted to have goofed up on their assessments. That is because, one does not really know if the counter claims are any more accurate than the original claims, even if they were admittedly wrong. I am sick of how ridiculously politicized the whole climate change issue has become. No word, expert or otherwise, seems sacrosanct anymore considering it could have been manipulated by some lobby group, political interest or industrial conglomerates. Let alone the heavily funded scientific panels, even the weather forecasts we see on TV everyday are part of multi-million dollar businesses where cold weather in winter and hot weather in summer is sensational news. Sure we've had the wild fires in California this past year, the devastating earthquake in Haiti early January. But are they any more unusual than the tsunami in the Indian Ocean a few years ago or the hurricane in Louisiana after that? Change is the fundamental truth of nature. It will occur in the form of correction every so often, and there is little that man can do - either to destroy it or preserve it. What we can do, however, as responsible inhabitants of this earth is recycle, conserve water, increase forest covers and yes, stop producing plastic. And let nature take its course.

A report by IT consultancy firm Forrester Research estimates that 3.3 million American jobs will be lost to outsourcing in 15 years ending 2015. Already, half of the Indian IT-BPO industry's USD 71.7 billion revenue comes from the US. According to Gartner, Indian BPO vendors will command 10 per cent of the total global market share by this year end.

Secretary-General Ban Ki-Moon of the United Nations and other friends of India joined the celebrations hosted by Consul General Ambassador Prabhu Dayal. Ambassador Dayal began by eulogizing the outstanding success of the Indian American community and thanked them for turning out in such large numbers to celebrate Republic Day. He said the bridge of friendship built by Indian Americans between India and the US is becoming stronger year by year. Dayal further said it was a matter of great pride for India that Indian Prime Minister Manmohan Singh was invited as

Headley pleads not guilty to Mumbai plot charges CHICAGO: Pakistani-origin LeT operative David Headley, accused of scouting targets for the deadly 2008 attacks in Mumbai, has pleaded not guilty in a court here to updated terror charges, some of which carry death penalty. Headley, 49, entered a plea of not guilty to all the 12 charges against him in the superseding indictment returned on January 14 when he appeared for his arraignment before US Magistrate Judge Arlander Keys in US District Court, Northern District of Illinois, at the hearing that lasted about 10 minutes. The hands and legs of Headley, who was wearing the regular US prison uniform -- an orange jumpsuit, were shackled when he was brought into the packed courtroom. He talked briefly to his lawyers John Theis and Robert Seeder before the hearing began and at one point he even smiled and laughed. Headley greeted the Judge 'Good Morning' and responded "I do your Honor" and "Yes your honor" when Keys asked him whether he understood the charges the prosecution read out to him and that the maximum penalty in his case is death if convicted. Headley said "That is correct" when the Judge asked him if he is entering a not guilty plea. The next status hearing has been set for February 23 before US District Judge Harry Leinenweber.

Will soon unveil new plan for Tamils: Rajapaksa COLOMBO: Triumphant Sri Lankan President Mahinda Rajapaksa has declared that emergency provisions in the country would be scrapped but not hastily and said he would soon unveil a political plan for the estranged Tamils. A day after his thumping victory in Presidential polls, Rajapaksa, 64, said he would come out with his plans after a dialogue with Tamil leaders following parliamentary elections. When pointed out that Tamils had not voted for him, he evaded a direct reply saying it was good that people, who had been deprived of voting for years, had got a chance to exercise their franchise. "I will come out with my solution. It is in my manifesto, so it is planned, the way I am going to do it and I will be doing it," the President said. Elaborating on his promised devolution package for the Tamils, the Sri Lankan President said: "It will be a political solution."-PTI

Theis said that between now and the next court date on February 23, "we will continue to review the evidence with Headley" and would report to Leinenweber about how things are moving along and whether "we are making progress as to an ultimate disposition of the case". Headley, a Chicago-based US citizen, is facing the same 12 charges that were filed against him last month - six counts of conspiracy involving bombing public places in India, murdering and maiming persons in India and Denmark, providing material support to foreign terror plots and providing material support to Lashkar-eToiba, and six counts of aiding and abetting the murder of US citizens in India. Some of these charges carry death penalty.-PTI

"If they do not bring the others to trial, then I would have to conclude, reluctantly and regretfully that they are dragging their feet," Chidambaram told reporters here.

The volunteers purchased food, water and supplies in two 20 feet trucks before heading to the United Sikhs Aid camp in Haiti. Despite the immensely difficult travel, the volunteers did not rest until they had prepared and served hot meals to about 500 survivors. "We were tired after spending 30 hours on the road, but did not want to rest until we had cooked and served our first hot meals to earthquake survivors," said Harcharan Singh, United Sikhs Aid Langar in-charge.

LOS ANGELES: Imam Shamshad A. Nasir, spiritual leader of the Baitul Hameed Mosque in Chino, has condemned the Jan. 14th seizure of an Ahmadi mosque in Pakistan by anti-Ahmadi Muslims. The mosque, Bait Noor, was built in 1983 by an Ahmadi Muslim on his own land and was used by the Ahmadiyya sect for 20 years before the government sealed the mosque in 2003, allegedly to prevent sectarian clashes between Ahmadis and their opponents. Minority religious communities fear a further erosion of pluralism in the country in the wake of the seizure of the Ahmadi place of worship. "It is a sad happening under the elected government of Punjab province. The sheer negligence of authorities is threatening the freedom of religion," said Alvin Murad, executive secretary of the major religious superiors' justice and peace commission. Peter Jacob, executive secretary of the Catholic bishop's National Commission for Justice and Peace, agreed. "We disapprove of such treatment of minorities. Some political figures, belonging to the main-stream, are accused of backing this decision," he said, adding that the authorities have once again proven to be insensitive to religious diversity. t 4 am in New York, the last thing Priyanka Chopra was expecting to hear was that she had won her first National Film Award. She jumped out of bed in sheer joy when she got the news. "It feels soooooo fantastic! It's 5 in the morning here (New York) and my phone has been ringing non-stop since about an hour. I am so excited," Priyanka said over the phone from New York, where she has been shooting for Siddharth Anand's "Anjaana Anjaani". The 27-year-old has won her first ever National Film Award for her performance in Madhur Bhandarkar's "Fashion". She says she is glad that she agreed to do the film. "When Madhur approached me for this film, I was terrified about how complex the character was. But I am glad that I did it," she said. Though Priyanka has already won several awards including a Filmfare best actress award for her portrayal of a struggling model in the film, she says the National Award is most special. "This is a National Award! I was just not expecting this and especially because there are several regional films and actors competing for it. One can't keep track of the nominations at all. But this feels just great. After having won 15 awards for 'Fashion' so far, I feel I have come full circle with this one," she said. Priyanka, who made her Bollywood debut in 2003, says she received the most special congratulatory call from her parents. Her father Ashok Chopra had shed tears after watching "Fashion" in 2008 because he was touched with his daughter's performance, and he cried now again after hearing about her victory.

"Nevermind Nirvana," from 20th TV, is described as "Everybody Loves Raymond" with Indian Americans. It is an ensemble multicamera comedy about two grown-up sons, their Indian immigrant parents and their friends, including one of the son's Caucasian girlfriend. "It's about how their lives intersect in often polarizing ways and about the clash of the old Indian values and the new American values," Sahgal is quoted as saying by The Hollywood Reporter. Canadian-born Sahgal (It's a Shame About Ray), 44, is married to Kelli Williams (The Practice, Lie To Me). "Nirvana" is largely based on real-life experiences by Sahgal, who is the son of Indian immigrants. He first developed "Nirvana" for NBC and NBC Studios during the 2003-04 season under Fox entertainment president Kevin Reilly, who then was NBC's president of primetime development.

Sania calls off engagement, cites incompatibility NEW DELHI: Indian tennis ace Sania Mirza has called off her engagement with childhood friend Mohammed Sohrab Mirza, citing "incompatibility". The 23-year-old Hyderabadi had got engaged to 24-year-old Sohrab, who is from an influential business family, in July last year. "We were friends for years but found ourselves incompatible as fiances. I wish Sohrab the very best in life," Sania said in a brief statement without elaborating the exact reasons for the break up. Sania's father Imran Mirza said the two families, who have been friends for years, continue to be on good terms despite the couple's split. "The two families have known each other for over half a century. Despite the engagement not working out, the friendship continues," he said. Sohrab is currently studying business in the United Kingdom. During last six months, Sohrab was seen going around with Sania and also accompanied her during her professional tours abroad. CHICAGO: It was a nightmarish experience for hundreds of travelers a couple of months back at Mumbai, Delhi or other Indian airports as two major airlines operations were grounded in India due to a pilot strike. For 65 years old Vithal Bhai Patel, who sat on corner of his baggage trolley at Mumbai departure terminal the problem was not as tricky as for other hundreds of travelers who had purchased tickets on internet and were stranded as they had no contacts to rebook their tickets for other airline. Vithal Bhai’s son in New Jersey had sent an E ticket through a local travel agent for him and his travel agent had asked Vitha Bhai to wait there until he finds alternative airline booking for him. But for many who had purchased tickets through internet, there was no support available for them. The tough incident was related to this news paper by few Indian origin students and others who returned to U.S. after a few days. And this was not the singular event during a specific time. Often,

people buying tickets on internet, even through an airline website, had encountered problems. It is a misconception that tickets are cheaper online, Says Nadeem, CEO Canmatrix Inc, a Canadian based company loading fares for online booking engines in U.S to major consolidators for internal ticketing. According to Nadeem, the online booking engines are permitted by airlines for published fares only, much higher than the “Negotiated fares” or “Bulk ticket” fares offered to airline consolidators. The consolidators, in turn sell these ‘negotiated fares’ to affiliated travel agents. In keeping with agreements with consolidators, airlines cannot or will not publish same negotiated fares on its websites. They will however, keep available seats for sale for at least $100 or $120 more than the negotiated fares. So you never buy a cheaper international ticket online on any website, Nadeem claims. Nadeem Qureshi’s company Canmatrix Inc is engaged by many consolidators in U.S. for fare loading on internal website for staff to issue tickets for bulk fares. The lawsuit names the University of Nebraska Board of Regents and other state college boards as defendants. The state law passed in 2005 deals with students whose parents brought them to the US illegally. DHS grants TPS to Haitians following catastrophic earthquake Following the catastrophic earthquake in Haiti, the Obama administration announced that it is granting temporary protected status (TPS) to Haitians who were in the U.S. as of January 12, 2010. The designation will allow eligible Haitian nationals in the U.S. to continue living and working in the country for the next 18 months. Secretary of Homeland Security Janet Napolitano noted that "[t]hose who attempt to travel to the United States after January 12, 2010, will not be eligible for TPS and will be repatriated." Andy Hill said on-scene supervisors described a group of demonstrators purposefully disrupting the demonstration by assaulting several police officers and a police horse. Hill said one suspect struck a police sergeant on the head and chest with a flagpole. Two other officers were assaulted by suspects who threw water bottles, possibly containing rocks. Arpaio's power to make federal immigration arrests was stripped away three months ago by officials in Washington, but he continues his immigration efforts through the enforcement of two state laws. A federal grand jury also is investigating Arpaio and his office on allegations of abusing his powers. Salvador Reza, chief organizer of the protest, said the alleged abuses by Arpaio continue even though he faces two federal investigations and lost his power to make federal immigration arrests. ``He is going to continue doing it. He doesn't change. He is too set in his ways,'' Reza said. Jorge Duran, a forklift driver from Phoenix, carried a sign saying ``Stop the Hate.'' He said he attended the protest because Arpaio's deputies pulled over his cousin about four months ago for having a cracked windshield and had him deported to Mexico. ``They are always looking for little excuses to stop them,'' Duran said. Security concerns about the protest led sheriff's officials to cancel visitation inside the Durango Jail Complex, which includes Tent City, where inmates are housed in surplus military tents. PHOENIX: Ten thousand immigrant rights advocates marched in front of a county jail in Phoenix in a protest that was aimed at Maricopa County Sheriff Joe Arpaio's immigration efforts and was marked by a clash between a small group of protesters and police officers. Organizers say the protest was meant to show officials in Washington that Arpaio shouldn't handle immigration enforcement, and that Congress and the Obama administration need to come up with a way for immigrant workers to come to the country legally. The three-mile walk that started in a west Phoenix park ended at the Durango Jail Complex, a collection of five jails, where officials played music, including a Linda Ronstadt record, to drown out noise made by protesters. Ronstadt took part in the protest. Protesters chanted ``Joe must go'' as they approached the jail complex. One person carried a sign that said ``We are human'' and bore a picture of a lawman with a wolf's face. A family of five wore T-shirts saying ``Who would Jesus deport?'' For his part, Arpaio said he wasn't bothered by protesters and that they should be directing their frustrations at Congress because it has the power to change America's immigration laws. ``They are zeroing in on the wrong guy,'' Arpaio said. ``They ought to be zeroing in on the president.'' Westchester District Attorney Janet DiFiore says Yves Archin of Brooklyn has been charged with grand larceny, identity theft and fraud. DiFiore's spokeswoman Tracy Everson said the 51-yearold Archin fainted during her arraignment and was taken to a hospital. The district attorney said that starting in 2007; Archin allegedly used the victim's credit cards from Bloomingdale's, Lord & Taylor, Macy's, Target and more. Research seeks cause of childhood cancers ST. LOUIS: Two major research institutions are launching the largest-ever attempt to identify and understand the genetic origins of childhood cancers in hopes it will lead to better diagnosis, targeted treatment and perhaps even prevention. The urgency of childhood cancer, along with genome technology that made the project affordable, prompted the collaboration, said researchers at Washington University's Genome Center in St. Louis and St. Jude Children's Research Hospital in Memphis, Tenn. The three-year project will cost $65 million. They said it is the largest research effort to date to identify genetic changes that give rise to childhood leukemia, brain tumors and cancers of bone, muscle and other tissue. Every cell in the body has DNA, and the collection of that genetic information is the genome, which encodes every inherited feature from height and eye color to how the body reacts to cancer-causing forces in the environment, or cancer-fighting drugs. The research will involve 600 child patients of St. Jude who donated samples of normal tissue and tumors. Researchers will sequence the genomes of each child's normal and cancer tissue and compare them, looking for differences that could be the cause or result of the disease. ``It's a huge black box, and we're struggling to understand why

some kids get cancer and others live to their 90s without it,'' said Dr. Rick Wilson, the genome center's director. He said ``bits and pieces'' of the genome in children have been studied, but no one has done it in its entirety. He said the difference

Louisiana to repay Medicaid money BATON ROUGE, La.: Louisiana's health department has reached tentative settlements to repay hundreds of millions of dollars in Medicaid money the federal government says was misspent years ago, Gov. Bobby Jindal said. The settlements which still need final approval from two federal agencies would lower the interest rates on the money owed and allow for a repayment plan that stretches the heftiest payback over a decade. The money owed totals $266 million plus interest. The US Centers for Medicare and Medicaid Services, or CMS, said the state improperly used Medicaid money to pay for hazardous road claims against Louisiana in the state's self-insurance program and violated federal rules in Medicaid payments to certain government-run nursing homes. The claims against the state have lingered for years, threatening other federal Medicaid dollars to Louisiana. The state has been negotiating with federal officials about the overpayment figures, hoping to get the debt reduced.

``These disallowances have been a cloud over our state for more than a decade. We can't wait any longer to settle these disputes with the federal government. Interest costs are increasing, and we've come to the point the federal government is ready to start taking the money directly out of our Medicaid program,'' Jindal said.

The state improperly used Medicaid money to pay for hazardous road claims against Louisiana The state is alleged to owe $310 million for the road hazard spending $150 million plus 12 percent annual interest since 2005, when federal officials notified the state of the misspending. Jindal said under the tentative settlement, the state would repay the $150 million plus 1 percent interest from 2005 to 2010 and 3 percent interest thereafter. The first

payment would be due in July 2013, and the repayment plan would be over 10 years, the governor said. The state Department of Health and Hospitals wouldn't provide estimates of what the total repayment would cost the state, and the department hasn't identified a specific source of funds to use. For the nursing home debt, the state would pay the $116 million owed plus interest over a year, with the first quarterly payment beginning March 31, Jindal said. All the money would come from a state trust fund set aside for elderly care, if lawmakers approve. With interest, the state would repay about $120 million, said Charles Castille, undersecretary for the state health department. If the agreements are approved, that won't settle all the state's Medicaid debts. CMS also alleges Louisiana owes $362 million for a separate claim that the state-run charity hospitals were overpaid federal health care dollars in the mid1990s for care provided to uninsured patients. Parents had no sign teen death imminent OREGON CITY, Ore.: The first defense witness for two parents who reject doctors in favor of faith healing has testified that the symptoms they saw in their 16year-old son were cause for concern, but gave no indication death was imminent. Dr. Douglas Diekema said he factored in each bit of available information in reaching his conclusion that Jeffrey and Marci Beagley acted reasonably when their son Neil became ill. The symptoms included Neil's faltering stamina, lack of appetite, breathing problems and inability to keep food down. Diekema specializes in pediatric emergency medicine at the University of Washington School of Medicine. The parents are on trial in Clackamas County on criminally negligent homicide charges in the June 2008 death of their only son. Former Satyam chief declared 'pauper' in US court NEW YORK: Ramalinga Raju, former chairman of Satyam Computers, who last year confessed to have inflated his company's assets by over USD one billion, has been declared a pauper by a court here exempting him from paying court costs. New York judge Barabara S Jones approved 'pauper' status for Raju, his brother Rama Raju, Satyam's former chief executive officer, and Srinivas Vadlamani, the company's former head of finance. In October 2009, the defendants filed an "in forma pauperis" and for the appointment for a pro bono counsel. Time to do away with reservations

e need to go back to our roots and redefine nationalism. The word "Hindu" means people living by the side of the Indus River. It includes people of all religions, caste, and creeds. But, we have separated our identities. Instead of calling ourselves Hindus, we identify ourselves on the basis of religion. The reality, of course, is that all of us are Hindu-Muslims, HinduChristians, Hindu-Parsis and Hindu-Jews. Our first identity is that of being a Hindu, of living by the side of the river Indus. All other identities including religion, caste and creed follow. We are all part of Hindustan; we need to make this identity our primary identity and promote it to avoid future violence. It is time to reverse the brain drain and invite the talent and intelligence back. For starters, we

need to do away with the reservation system. The system was maybe needed at that time, but now decades have past, and yesterday's child has grown up as grandfather. The richer have gotten poor and poor have gotten richer. Now, we are producing great scholars and IIT graduates who have done the country proud. Education is based on reason and democracy. It is not based on reservations or favoritism. The reservation system divides this principle. Many intelligent students are denied entry into prestigious institutions. ccording to survey con ducted by Association of Foreign Investors in Real Estate (AFIRE), India is 3rd behind China and Brazil to attract foreign investment in real estate. China is heads and shoulders above the others as the preferred country for Foreign investment in real estate - In fact China is the only country where more Foreign Investors showed interest in buying real estate in 2010 as compared to 2009. All other countries in top 5 on the contrary have showed a steep decline. In 2009, more than 18% Foreign investors showed interest in India's real Estate, while this year the figure dropped to close to 11%. The other countries which show sharp decrease in interest in real estate acquisitions are Brazil, Mexico, Turkey and Russia.

„ Unity Infra housing projects in Kolkata, Bangalore

C

onstruction firm Unity Infraprojects has said it will develop two mixed-use housing projects aimed at middle-to-high income segments in Kolkata and Bangalore with an investment of around Rs 500 crore. "We have already acquired 37 acres of land in these two cities. Work on the projects will kick off next quarter," company Chief Operating Officer Yogen Lal told PTI. The total cost of developing the projects would be around Rs 500 crore, including Rs 90 crore for acquisition of land. Unity Infraprojects has two wholly-owned subsidiaries Unity Realty & Developers and Unity Infrastructure Assets. While the former is into real estate development, in the later the company takes up cash contracts on Build-Operate-Transfer (BOT) basis in various segments of the infrastructure sector.

SC allows construction in forest areas NEW DELHI: Real Estate Developers and builders in Mumbai have got a relief from the Supreme Court which allowed them to go ahead with their projects in forest areas provided they have deposited the Net Present Value (NPV) of the land with Maharashtra government. The apex court recorded names of the developers and builders, who have paid the NPV and have conceded as an interim measure that the land in question are in forest areas, to commence the construction activity. -PTI

Lock-in period for FDI in real estate to continue NEW DELHI: India's finance ministry has reportedly turned down a proposal by the Department of Policy and Promotion (DIPP) that had suggested doing away with the mandatory threeyear lock-in period for FDI in the real estate sector. The ministry's point of view is that a lock-in acts as a deterrent, checking speculation and protecting the sector from the sudden flight of capital. This could be particularly true at times of an unprecedented crisis, such as the global meltdown in 2008, when foreign institutional investors pulled out nearly $5 billion worth of equity investments between September and October 2008. For sure, there is a big difference between portfolio investments or hedge fund money coming into the stock market and money that is being channeled into the development of projects that by nature are of a much longer gestation. However, the ministry's contention is that despite the correction after the meltdown, real estate prices were not eroded to the

extent that values of some other asset classes were, largely because the lock-in prevented investors from sending their money back home. The ministry may have a point. After all there's no running away from the fact that there could have been some volatility in real estate

There is a clear rationale for this, namely that there is a fair chance that such purchases would fuel asset inflation and moreover, the government believes it would be tantamount to trading in land.

Parsvnath seeks Rs 100 crore refund

since it sees no possibility of going through with them. It is thus seeking refunds on projects where clear titles have not been obtained. The firm is seeking refunds to the tune of Rs 25 crore from a housing project in Ranchi that could not be completed due to the government's inability to procure land.

Realization It is important to realize that the processing of thoughts should be performed without letting the thought getting attached to you. You need to pick up any random thought that comes to your mind and process it. Processing requires energy from you. Prior to processing, it was just a thought. It is like a wild beautiful flower in a jungle. It just exists. Once a man comes near the flower, a new poetry arises. Making of a poem however natural, requires energy. Another man may want to dig the flower plant and destroy nature in the prosible to disentangle and separate them. They are like the two sides of a coin, or rather a smooth unstamped metallic disc. Who can say, which is the obverse, and which the reverse? Nevertheless, ahimsa is the means; Truth is the end. Means to be means must always be within our reach, and so ahimsa is our supreme duty. If we take care of

thoughts is important. Positive energy is what you need to use in processing these thoughts in these exercises. Since these exercises are meditative exercises, there may be inadvertent materialization of your thought processes. Therefore it is important that you do not provide negative energy to any thoughts during these exercises. Otherwise, you might cause the wild fire effect in some form or the other. Also, since you will be working on certain thoughts intensely for approximately 5-10 minutes, you might also affect or pollute the universal thought pool if you imon the edge of a sword. By concentration an acrobat can walk on a rope. But the concentration required to tread the path of Truth and ahimsa is far greater. The slightest inattention brings one tumbling to the ground. One can realize Truth and ahimsa only by ceaseless striving. It takes a fairly strenuous course

Facing up to India's 'two front' dilemma FIRDAUS AHMED

he parade down the Rajpath on India's sixtieth Republic Day showcased its growing power, signified best by the replica of INS Arihant, the third leg of its 'triad' launched by the Prime Minister in the preceding year. While operationalization will take up to mid-decade, by then India would have acquired Agni missiles with reach enough to 'take out' cities on China's eastern sea board perhaps with H-Bombs, despite questions over the existence of these last year. The expectation is that this would give it the confi-

However, consequential for the interim is its relationship with Pakistan, presently on 'pause'. India's strategy dating to the 1980s of hiking the defense imbalance in its favor to such an extent that Pakistan falls off as a challenger has not met with success so far. The economic problems of the 90s set back the endeavor by a decade. But at the start of this decade, India has the requisite economic ballast to push this strategy; de-hyphenation already having taken place over the last one. The current stridency in Pakistan's view of India seemingly indicates increasing success for this strategy. The expectation is that eventually the Pakistan Army, attuned to the power imbalance, would acknowledge it and realistically 'throw in the towel'. In the coming decade security is to be so managed as to materialize this outcome on both fronts. The reference to 'two front' war can be explained as India's attempt

With respect to Pakistan, India's actions, at variance with what it professes, seem to indicate a perverse hope of the situation in AfPak deteriorating to the extent that the US requires Indian assistance, thereby raising its profile, indispensability and bargaining power. A conclusion from this brief survey is that India is honing its power capacities hoping to make up any short fall by leaning on the US. This would render it vulnerable to shocks as the international order transits decisively away from the post Cold War unipolar moment. Success in this requires deft footwork. Commentary on the recent changeover of the NSA does not infuse confidence that India can manage this. With institutional and internal incapacities remaining, India requires postponing its tryst by another decade.

he celebrations for the 61st Republic Day of India were held amid great concern for security. There have been a number of intelligence inputs and alerts indicating that the next terrorist attack from across the border is imminent. A memo from Center for Preventive Action Contingency Planning in Washington says the "immediate risk of terrorism may actually increase if New Delhi and Islamabad make progress on resolving their differences or if Pakistan-based terrorists are effectively backed into a corner." US Defense Secretary Robert Gates, who was on a visit to New Delhi, while commending India's restraint after the 26/11 Mumbai attacks, observed that Indian patience will be limited if there was to be another attack. If there has not been another attack since 26/11, it has to be attributed to chance, says India's Home Minister P. Chidambaram, whose ministry has tightened up internal security with some strong measures. It may not have been for want of trying. The terrorist has to succeed only once, he said. The terrorist also has the advantage of knowing when the security is tight and he waits for the moment when it is lax. Shekhar Gupta of Indian Express says if there has not been another attack, it is because someone in Pakistan has put a foot on the valve considering the unfavorable international reputation of that country. But this has hardly fazed the rulers of Pakistan. Prime Minister Yousaf Raza Gilani brazenly told Robert Gates that his government could not prevent another 26/11 on Indian soil. He announced rather proudly that if Pakistan could not prevent terror attacks on its own soil, how could it guarantee such tragedies won't recur on Indian territory! In any other country such admission of inability to govern would have earned an immediate sack. To be unable to govern properly is one thing but to declare it in the tone of a triumph can happen only in Pakistan. And not a voice has been raised against such culpability. Poor governance is an issue in India also. But it is acknowledged as such and there are demands that the politicians understand that their business is to govern and not merely to stick to their chairs. In an article on the occasion of Republic Day, historian Ramchandra Guha has compared the present state of the nation with that in 1950 when the Constitution came into effect. He says, "In 1947, when the nation was born, civil society was weak and the private sector risk-averse. The centre held, and a democratic constitution came into being, only because the energy and capability of the state compensated for the limitations of the other two sectors. Now 60 years later, we have a dynamic private sector and an energetic civil society. It is the state that is wanting." However, the state of Pakistan seems to revel in its lack of competence to govern. This topsy turvy situation is the nightmare of the world, including that of the US which finds itself in a bind while dealing with Pakistan. Our neighbor seems to function on the principle that "if we are insecure because of terrorism, we shall see that you also feel equally, if not more, insecure." The issue of security underlies the omission of Pakistani cricket players from the recent IPL auction also. Chidambaram has criticized the IPL for doing a "disservice to cricket" by excluding Pakistani players and if the belated moves of IPL commissioner work out, a few Pakistani players may still be accommodated. This might assuage the terrorists bent on disrupting all international events in India and they may desist for a while. But Chidambaram himself will be on test ensuring security for these Pakistanis in this vitiated atmosphere.
