FREMONT, CA: The Festival of India and Parade began as a local event in the Bay Area 20 years ago. Today it has grown to become a national event attracting participants from as far away as New York and Chicago, as well as across Canadian border. Hosted by the Federation of Indian Associations of

Northern California (FIA), the cultural celebration of the 20th Annual Festival of India and Parade was held with great pride and patriotism on August 18 and 19 in Fremont, California. The location was the same as every year with a little change in route to allow more people to enjoy the Parade. More than 50,000 people participated in the event. Details on page 24

lright, this issue is too sticky to pass up without comment. I don't intend to jump on the let's-bash-up-Todd Akin-while-everyone-else-is-doing bandwagon, but I want to understand the roots where from spring attitudes such as his even in this day and age. As you may be well aware, I am talking about the comments made by Todd Akin, the Republican Senator from Missouri, in a television interview where, in the context of banning abortions, he said that in cases of "legitimate rape" a woman's body shuts down to prevent a pregnancy - meaning, women who have legitimately been raped, do not get pregnant. Ignorant, if not arrogant comments, as any sane minded person can tell. His apology later that he meant to say "forcible rape", and acknowledgment that women "do become pregnant" in cases of rape, was not soon enough for a nationwide furor to erupt. So much so that Republicans including Presidential hopeful Mitt Romney have cast him off as a pariah despite the fact that the Republican manifesto itself calls for a ban on abortions under all circumstances. For me, Senator Akin's spontaneous comments in his original interview are symptomatic of a patriarchal society that is still rooted in chauvinism and condescension towards women in general. This has nothing to do with Christianity or the right to life of an unborn child as professed by Conservatives, but simply manifests attitudes of regressive males who are in denial of the real world. It's laughable seeing Republicans distancing themselves from Akin because more than 200 Republican Congressmen have co-sponsored the 'No Taxpayer Funding for Abortion Act' in the House that calls for stopping federally funded abortions even in cases of forcible rape or incest. Such sentiments against women are not limited to any one part of the world, and as is obvious, not even in the so called advanced and progressive Western nations. In India, Hindu texts like Manusmriti equate women with farm laborers, slaves and cattle that need to be taken care of by the men of the world. Nations will collapse, societies change, but men, I guess, will remain men… I mean, chauvinistic men.

NEW YORK: Thousands of Indian-Americans gathered at Madison Avenue in Manhattan here for the annual India Day parade to commemorate the 66th Independence Day of their homeland, with actor Saif Ali Khan and cricketer Anil Kumble gracing the occasion as special guests. The 32nd 'India Day Parade' has become a regular fixture in the city's cultural scene and is one of the biggest parades organized in the US to celebrate the Indian Independence Day. Saif Ali Khan, dressed in a crisp white kurta-pyjama, was the grand Marshal of the parade and waved out to fans as the float carrying him made its way through 10 blocks of Madison Avenue. A visibly delighted Saif said he was proud to be a representative of India at the parade, adding that the event was an opportunity for him to express his gratitude to his fans in the US. "Whatever fame we have is because of the movie industry and I am happy to see such a massive outpouring of love here. I want my fans in the US to know that we love them and are thankful to them and I hope they continue to enjoy our films," Saif said. The actor was accompanied by Indian Consul General Prabhu Dayal. A contingent of the New York Police Department led the parade, which is organized every year by the Federation of Indian Associations. The parade is a culmination of various events organized in the country to celebrate India's Independence Day. On August 15, Dayal had rung the opening bell at the Nasdaq Stock Exchange while Kumble rang the closing bell on August 17. Several other parades and cultural events were organized in cities like Dallas, Chicago and Boston to mark August 15. Last year, Indian actress Rani Mukherjee was the grand marshal of the parade. The other main attractions of the parade were colorful floats, street fairs, food courts and merchandise booths as well as cultural programs by various dance schools. -PTI

WPP plans defamation suit against NDTV NEW YORK: Global advertising company WPP, which is among several marketing firms sued by NDTV over alleged manipulation of viewership data, has termed the lawsuit as "hypothetical" and is considering initiating defamation proceedings against the Indian news channel. NDTV had last month filed a 194-page lawsuit in New York State Supreme Court accusing WPP, ratings company Nielsen, TAM Media and Kantar among others of violating the Foreign Corrupt Practices Act by manipulating viewership data in favor of channels that are willing to provide bribes to its officials. NDTV said rampant manipulation of viewership data had been going on for eight years, and when presented with evidence earlier this year, top executives at Nielsen

pledged to make changes but those promises turned out to be false. Responding to the lawsuit, London-based WPP said "there is no

Mumbai police chief shifted days after Azad Maidan violence MUMBAI: Mumbai Police Commissioner Arup Patnaik has been transferred amid mounting opposition clamor for his ouster over his alleged failure to prevent August 11 Azad Maidan violence, though the government termed it as a routine exercise. Patnaik, a 1979 batch officer of the Indian Police Service, has been replaced by Additional Director General (Law and Order) Satyapal Singh of 1980 batch. Patnaik has been promoted to the rank of Director General of Police and posted as Managing Director of Maharashtra State Security Corporation, state's Home Minister R R Patil told PTI, describing the transfer as a "routine administrative process". Facebook to remove content that incites violence or hate speech WASHINGTON: In the backdrop of appeals by India to remove hate posts, world's largest social networking website Facebook has said it will remove content, block pages or even disable accounts of those users who upload contents that incite violence or perpetuate hate speech. Comprehending the gravity, Facebook's stern warning to its users comes in the wake of the Indian government bringing to its notice the posting of contents, including inflammatory matters and doctored pictures and videos to create social unrest in the country. "Facebook will remove content which breaches our terms as set out in our Statement of Rights and Responsibilities. Content or individuals can be removed from Facebook for a variety of reasons including issuing direct calls for violence or perpetuating hate speech," a Facebook spokesperson told PTI. “ We have received requests from Indian authorities and agencies and are working through those requests and responding to the agencies. We encourage people to continue to use our tools to report content they are concerned about so that we can investigate and take action fast," the spokesperson said when asked about the actions being taken by the company. 'US not part of Indian probe on doctored images' WASHINGTON: The US has said it is not part of the Indian investigation that is looking into doctored images and videos being uploaded on the internet by elements in Pakistan to create social unrest in the country. "The Indian government itself is investigating, so we're going to let that go forward," State Department spokesperson Victoria Nuland told reporters at a news conference when asked about the Indian allegations in this regard. "No," she said when asked if the US is part of the Indian investigation. Morphed images and photographs of people who had died in cyclones and earthquakes in Myanmar were circulated as victims of violence in Assam. Indian officials said more than 60 per cent of the offending contents were uploaded abroad -- mostly in Pakistan -- while remaining in India. Driven by rumors, over 30,000 northeast people had fled south Indian cities fearing attacks on them. India has sought help from the US and Saudi Arabia to track down the Internet Protocol (IP) addresses of the webpages where morphed images and videos were uploaded. "We have seen these reports that northeastern Indians are returning to the northeast from cities in southern India, and these media reports that the returns are due to concerns about personal safety. The Indian authorities themselves have called for calm, they have provided assurances of protection and safety to all people," she said.

"As you know, they have called an investigation of some of the sources of the rumors that have caused people to start to move. And so we are going to obviously watch and see how that process goes forward," Nuland said. On the larger question of

CHICAGO: Rains or shine, the Indians in Chicagoland do make it a point to come out to attend the India Day Parade which has been organized traditionally by the Federation of Indian Organizations (FIA) for the past many years in the heart of Mini India town, Devon Avenue. The expectations were belied this time and that was baffling considering that the weather was quite favorable with lot of sunshine and cool breeze, and the FIA had announced the presence of a Bollywood star Aftab Shivdasani besides host of elected officials. The crowd was extremely patchy at the start but got a little thicker in the middle and at the fag end. Bhavesh Patel, a businessman on Devon Avenue jocularly estimated the crowd at 50,000 but immediately conceded it a gross exaggeration. Most observers agreed to strike down "one zero". There could be many theories and many reasons for a relatively

small turnout but the consensus was that the disenchantment with the Indian government handling corruption and security issues, lack luster economy here and the organizational infighting splitting this umbrella organization into two, were some of the factors. MILWAUKEE, Wisconsin: "I lost my only support when I lost my husband. We keep remembering him and crying all day. I do not know how I will live the rest of my life," these are the touching words of the wife of Seeta Singh, a Sikh who lost his life on August 5 in the Oak Creek, Wisconsin, gurudwara shooting. His family was everything for him. These anguish filled words mobilized the United Sikhs team to visit their families in India and give them immediate monetary aid to help with their daily expenses. Rs 50,000 each has been given to the families of Bhai Seeta Singh, Bhai Ranjit Singh and Sardar Punjab Singh. In an attempt to keep this as an ongoing effort, United Sikhs has established a Hate Crime Victims Fund. The funds collected here will be dispersed for the immediate needs of the affected families and for resources to eradicate Hate Crime. Today it has grown to become a national event attracting participants from as far away as New York and Chicago, as well as across Canadian border. Hosted by the Federation of Indian Associations of Northern California (FIA), the cultural celebration of the

20th Annual Festival of India and Parade was held with great pride and patriotism on August 18 and 19 in Fremont, California. The location was the same as every year with a little change in route to allow more people to enjoy the Parade. More than 50,000 people participated in the event. The three-day event kicked off with a flag-hoisting ceremony on Thursday August 16 in the city of San Jose. City Councilor Ash Kalra organized this annual event at the City Hall which was attended by local city officials and FIA executive board members. On August 18, at 10 am, a free Health Fair was organized. It was attended by over 1500 people who came to take advantage of the free medical services. People started forming lines for free blood sugar level testing before the Health Fair started. This year the focus was on preventive health care. Nutrametrix consultants were very busy in their booth explaining the concept and advising the visitors to adopt preventive techniques and go for natural supplements. The Fremont Hindu temple runs the preventive health care program every Sunday morning. Many Hindu devotees have benefited from this program. Oakland children's hospital also participated in the Health Fair. Its representative shared information about Thalassemia outreach program. Many local physicians came forward to provide free services. Some of the doctors who participated were Dr. Bhandari, Dr Chaddha, Dr Shakira Karipini, Dr. Ahmed Sadiq. ADB supported tourism project in TN CHENNAI: Seeking to give a boost to tourism sector, Tamil Nadu government has decided to take up a Rs 450 crore Asian Development Bank supported project under which a pilgrimage and heritage circuit would be launched. The 'East Coast Circuit' would cover Kancheepuram, Cuddalore, Nagapattinam, Tiruvarur and Thanjavur districts, known for their ancient temples and archaeological structures. This was decided at the first meeting of State-level steering committee on Asian Development Bank supported tourism projects for the state, chaired by Tourism Minister S Gokula Indira.

The project would be implemented over a period of five years at an estimated outlay of Rs 450 crore, an official release said adding the ADB project would ensure enhanced tourist arrivals through quality infrastructure. A pilgrimage and Eco circuit, known as 'Southern Circuit', covering Pudukottai, Sivaganga, Madurai, Theni, Ramanathapuram, Tirunelveli, Tuticorin and Kanyakumari districts, would be taken up later, it said. The Minister advised that the project work should commence quickly and preliminary works be done expeditiously, it added. -PTI

He said tourist inflow in the year, 2011 was 1.50 crore including 4.84 lakh foreign tourists and the focus of the government was now on dispersion of tourist traffic to rural, unexplored and lesser known places. -PTI

Uttarakhand to focus on tourism DEHRA DUN: The Uttarakhand government has decided to merge Garhwal Mandal Vikas Nigam and Kumaon Mandal Vikas Nigam, which were tasked with promoting tourism in different areas, under one unit to boost tourism in the state. The decision was taken in the review meeting of Tourism Department chaired by Chief Minister Vijay Bahuguna here. The chief minister said for betterment of tourism activities, it was necessary to bring GMVN and

Mumbai finds 1,407 patients with drug-resistant TB

ix months after a special plan to combat tuberculosis was introduced in the city, there is an estimate of just how widespread the deadly drug-resistant variety of the disease is in the community. Of 6,561 people screened for the disease across the city, 1,407 tested positive, said BMC officials. "The numbers are higher this year because of better diagnostic and treatment facilities introduced in the city," said additional municipal commissioner Manisha Mhaiskar. In 2011, only 354 people were tested, of whom 181 emerged positive. Ever since Hinduja Hospital, Mahim, made public in January 2012 its experience with 12 patients with extremely extensively drug-resistant TB, the spotlight has been on Mumbai's TB epidemic.

W.Va. health officials urge pertussis immunization CHARLESTON, W.Va.: West Virginia health officials are encouraging state residents to get immunized against whooping cough to prevent an epidemic like the one that has hit Washington State. Officials say there've been 60 investigated cases of whooping cough, also known as pertussis, in West Virginia so far this year. In contrast, more than 3,000 confirmed cases were reported in Washington through June 30. In April, that state's health department declared a pertussis epidemic. -AP

Photographic cholesterol test - A new noninvasive way from India

I

n India, researchers have de veloped a noninvasive ap proach to test cholesterol levels in patients who are at a greater risk for heart disease. The total cholesterol test uses a digital camera to take a photo of the back of the patient's hand. The image is then cropped and compared in a database with images of known cholesterol levels. The approach, developed by N.R. Shanker and his colleagues of the Sree Sastha Institute of Engineering and Technology, is based on a large database of cholesterol levels recorded by standard blood tests and matched with a photo of the hand of each patient. Cholesterol is seen in the crease of one's finger. The researchers created an image processing computer program that compares a patient image with thousands of entries in the database until one matches to a specific cholesterol reading. Measuring cholesterol is an

important factor in determining risks for cardiovascular disease. Excess cholesterol can build up as a waxy plaque that reduces the blood flow - which can cause heart problems and increase the risk of cerebral stroke. Total cholesterol can be a useful indicator, but a different test

Health groups renew push to Bowel cancer 'could be fuelled by E coli bug' ban smoking at casinos KANSAS CITY, Mo.: Kansas City health advocates have started a new push to get smoking banned at area casinos, but it's not going to be an easy fight in a competitive industry with lots of financial clout. Clean Air Metro KC, a loose coalition of groups that include the American Cancer Society, American Lung Association of Kansas City and county health departments, wants all of metropolitan Kansas City to be smoke free. The Kansas City Star reported group members have been meeting with casino representatives and elected officials to urge them to support changes to state laws that allow smoking to continue on casino floors. ``I don't think people realize casinos still allow smoking. We want to get it on the radar,'' said Joyce Morrison, spokeswoman for Clean Air Metro KC. ``Our message to casinos: Smoke-free casinos are inevitable. We want to be able to have a conversation with you instead of fighting it out in legislative hearings.'' The casino companies, however, have waged a furious fight to make their facilities one of the

ne of Britain's most common cancers could be fuelled by the E coli stomach bug, scientists believe. The breakthrough raises the prospect of a vaccine against bowel cancer, which claims 16,000 lives a year and is the second most common form of the disease in women after breast cancer and the third most diagnosed in men. The elderly, who are most at risk of the bowel cancer, could also be screened for the 'sticky' strain of E coli that makes a DNA-damaging poison. Although the idea that a bug is involved in cancer might seem strange, it is not unheard of, with a virus being to blame for most cases of cervical cancer and a bacterium strongly linked to stomach cancer. Now, tests on mice and people, carried out in the UK and US, have pointed to E coli being a strong suspect in bowel cancer. The concern surrounds a version that sticks well to the inside of the lower bowel, or colon. It also contains genes that make a poison which causes the type of damage to DNA usually seen in cancer. Although we usually think of E

coli as causing food poisoning, these strains had been thought to live in the bowel without causing any problems. However, tests show them to be much more common in bowel cancer patients than in healthy people. Two-thirds of the 21 samples taken from bowel cancer patients

Spiritual people are mentally Uneven police training in healthier: study mental health issues WASHINGTON: Spirituality is linked to better mental health regardless of your faith, according to a new study. Researchers from the University of Missouri found that a greater degree of spirituality could enhance mental health. "In many ways, the results of our study support the idea that spirituality functions as a personality trait," Dan Cohen, one of the co-authors of the study said. "With increased spirituality people reduce their sense of self and feel a greater sense of oneness and connectedness with the rest of the universe. What was interesting was that frequency of participation in religious activities or the perceived degree of congregational support was not found to be significant in the relationships between personality, spirituality, religion and health," Cohen said in a statement. The study used results from three surveys to determine if correlations existed among participants' self-reported mental and physical health, personality factors, and spirituality in Buddhists, Muslims, Jews, Catholics and Protestants. Across all five faiths, a greater degree of spirituality was related to better mental health, specifically lower levels of neuroticism and greater extraversion. Forgiveness was the only spiritual trait predictive of mental health after personal-

The model used in Bucks was pioneered in Memphis, Tenn., where in 1988 police and the mental health community collaborated on training after the shooting death of a 27-year-old mentally ill person. Since then, the number of CIT programs nationwide has increased to about 2,500, Usher said. The so-called ``Memphis Model'' has been implemented in several states. Officers are taught basic information about mental illnesses and how to recognize the symptoms of those illnesses, learn about the local mental health system, get ``verbal de-escalation training'' and hear from the mentally ill and their families about their experiences. ``They teach you how to talk to someone to help calm them down, things like one officer taking the lead and approaching the person, speaking in a normal voice, using their first name, asking questions and listening,'' said Usher, her organization's CIT program manager. Officers typically get mental health-related training while in police academies before they become full-time officers, but those courses aren't always a regular part of updated training as their careers progress. Officials in Northampton County are creating a similar program they hope to roll out in January. They've already given introductory courses. Wendy Heatley, a deputy mental health administrator for Northampton County, said the goal is to give at least six hours of training to all police officers in the county and a five-day course to a pool of officers. Lehigh County is working toward a program of its own. Drew Taylor, director of the county's Special Program for Offenders in Rehabilitation and Education, said he and other county officials have been meeting with Allentown police to develop a strategy for improving communication between police and mental health officials. He said county officials would like to eventually offer a training program. ``We're really on the precipice of taking that next step,'' Taylor said. Some departments seek out their own training. Easton is required to provide updated training as part of its accreditation through the Pennsylvania Chiefs of Police Association. The training is similar to what is offered in Bucks. Capt. David Beitler of Easton police has seen firsthand the need for it. ``If you walk up to somebody who has mental illness, a lot of times they're going to react a whole lot differently to someone wearing a uniform and a gun,'' he said. ``You've got to be prepared that they're going to have a different reaction than just a regular civilian.

``There are things like turning down your (police) radio,'' Beitler added. ``It can be disturbing to someone with mental illness. You work on your tone of voice, you try to remain calm. You make sure that people around them are remaining calm.'' In ruling the shooting of Marino by officer Seth Mumbauer justifiable homicide, Heckler said there's no telling what prompted Marino to ``do battle'' with Perkasie officers. An autopsy showed Marino had multiple drugs in his body, including amphetamine, marijuana and synthetic marijuana, which can cause agitation and anxiety. Marino also had a history of crimes involving drugs or alcohol. Heckler suggested the officers could have tried to take more time to calm Marino, but added ``the police did not create this situation, (Marino) did.''

McDonald, the Springfield police chief, said training pays off. He said his officers have had ``very, very good outcomes with mental health incidents.'' Beitler agreed, saying the tough part of police work is you often don't know what you're up against. ``I've dealt with many people that have mental illness, and sometimes you walk into a house and they see the uniform and they come right at you. The fight is on. When stuff goes bad, it goes bad extremely fast and you may have only a couple seconds to fall back on your training and experience to make the right decision.''-AP

Housing finance firms permitted to raise funds through ECBs NEW DELHI: Liberalizing overseas borrowing norms, the government has allowed housing financing companies to raise funds through external commercial borrowings (ECBs) route to finance low-cost housing projects. The High Level Committee on External Commercial Borrowings which met here, also permitted FIIs to invest up to USD five billion in rupee bonds within the overall corporate bond limit of USD 45 billion. Also, the Small Industries Development Bank of India (SIDBI) has been made as "an eligible borrower" for accessing ECB route for on-lending to the Micro, Small and Medium Enterprises (MSME). "It has been decided that entities like NHB and HFCs will be included as eligible borrowers for financing such low cost housing projects," a Finance Ministry statement said. The decision to allow NHB (National Housing Bank and HFCs (Housing Finance Companies) raise ECBs comes in the backdrop of shortage of housing for low income groups in major cities and towns. ECBs are considered attractive as cost of raising the loan is lower than that of domestic borrowings. Besides, they provide an additional avenue to access large amounts of funds from global financial markets. In another major decision, the committee also enhanced the limit for ECB for infrastructure and manufacturing sector companies to refinance their existing rupee loans. The Finance Ministry further said refinancing of buyer's credit

Dreamliner induction after Law Min's nod to compensation plan NEW DELHI: Induction of the much-awaited Boeing 787 Dreamliner by Air India is still hanging fire as the Law Ministry gives final touches to a compensation agreement which the airline would sign with the US plane maker for delaying deliveries. The induction of the plane, which can enable Air India mount several new international flights, would take place only after the Delay Compensation Settlement Agreement, already approved by the Cabinet Committee on Economic Affairs, is fine-tuned by the Law Ministry, official sources said. Another factor which has led to the delay in the national carrier accepting the plane was a probe report by the US National Transportation Safety Board (NTSB) into a July 28 incident in which debris fell off a B-787's engine during a pre-flight test at the Charleston Airport in South Carolina. The investigation has "determined that a fan mid-shaft on the failed GEnx engine fractured at the

Now, all the 27 planes are scheduled to be delivered by March 2016. In Brief Calif. mulls driver's licenses for young migrants SACRAMENTO, Calif.: The California Department of Motor Vehicles is uncertain whether to issue driver's licenses to young immigrants who obtain temporary residency under President Obama's reprieve program. The Los Angeles Times reports that department officials say they're reviewing the matter. A spokesman for Gov. Jerry Brown also says the governor has not issued an opinion. The issue of driver's licenses rose last week when Arizona Gov. Jan Brewer said her state will not issue licenses to immigrants who arrived in the country illegally as children. Under the new program, qualified applicants will obtain two-year residency. -AP

Chicago’s $275K for immigrant scholarships CHICAGO: Chicago officials say they've raised $275,000 so far in private donations for an immigrant scholarship fund. Mayor Rahm Emanuel announced the money on the same day thousands of young immigrants lined up to get help with a new federal immigration program that'll help them avoid deportation. A news release from Emanuel says the private donations include $100,000 from Univision's chairman Haim Saban and $150,000 from unused and privately raised NATO funds. The powerful Democrat's bill follows the Obama administration ``Dream Act'' initiative this week that defers deportation for young illegal immigrants and makes it easier for them to get better jobs and pay for college. If made law in New York, Silver's measure could greatly influence the presidential debate. Case in adoption-immigration snafu to proceed PORTLAND, Ore.: A 21-yearold woman who was born in Mexico and adopted by a U.S. couple has received the go-ahead to sue the state of Oregon for mistakenly telling her parents that she automatically became a citizen when she was adopted. The Oregon Court of Appeals has ruled that Blanca Starr can proceed with her $1 million lawsuit despite the state's arguments that the statute of limitations had passed, according to The Oregonian. ``I'm ecstatic,'' Starr said. ``I'm just really relieved.'' Starr discovered her illegal status as a teenager after she tried to get a driver's permit. She then spent years in limbo, living in fear that she would be deported from her then-Vancouver, Wash., home. Starr now lives in Arkansas. Her visa expires in 2014 and she plans to apply for permanent residence status. Starr was a young child when her biological parents or other relatives sneaked her into the United States. Child welfare workers had taken her into state custody by the time she was 4 because they believed her mother was beating her and her father was doing nothing to intervene. At age 5, Starr was placed in the care of Lisa and Darren Catt, American citizens living in Portland. When she was 8, Starr was adopted by the couple. Lisa Catt said she was told by caseworkers with the Oregon Department of Human Services that

the family did not need to fill out any immigration forms because her daughter automatically had become a U.S. citizen. That information was incorrect. When Starr was 16 and tried to get her driver's permit, state licensing employees told her that her Social Security number needed to be in her adoptive name, not her

Starr couldn't work legally and her parents, who are divorced, couldn't afford college. Starr is not eligible for government-backed financial aid because she is not a citizen. Shortly before Starr's 20th birthday, federal officials said she would get a temporary U visa, provided to only 10,000 people a year who are victims of crime _ in Starr's case, considered a victim of child abuse. Starr married an American citizen eight months ago. But the marriage hasn't changed her immigration status and her husband can't sponsor her to become a permanent resident, apparently because of the 10-year-ban she formerly had been under, Starr said. Mark Kramer, Starr's Portland attorney, said he is entering settlement negotiations with the Oregon Department of Justice, which doesn't plan to fight the Court of Appeals decision. ``The fact that she had to live with years of uncertainty and the fact that she isn't a citizen and can't get a scholarship and can't get financial aid is still an issue,'' Kramer said. ``It would sure be nice to get Blanca money for college.'' -AP

Assembly resolution supports immigrant's law bid SACRAMENTO, Calif.: A man in a legal fight to become an attorney in California despite being brought to the U.S. illegally as a child now has the support of the state Assembly. Legislators passed a resolution 48-24 on a party-line vote. It commends 35-year-old Sergio Garcia of Durham and declares that immigration status should not prohibit someone from getting a law license. Unlike a bill, a resolution merely state's the Legislature's intent. Garcia told The Associated Press in a July interview that his parents brought him to the U.S. illegally from Mexico as a toddler. He applied for legal residency in 1995 and in 2009 received a degree from Cal Northern School of Law in Chico. He passed the bar exam, and his

attempt to get a license has been endorsed by the State Bar of California. But the state Supreme Court, which approves law licenses, wants to hear arguments about whether or not they can accept Garcia because of his immigration status. ``He's done everything our society has asked of him,'' Assemblyman Luis Alejo, D-Watsonville and the resolution's sponsor, said. ``All we are saying is being undocumented should not prohibit you from getting your law license.'' Opponents of the resolution said it undermines a lawyer's oath to uphold the Constitution and the rule of law. ``(Lawyers) swear they will abide by each and every federal and state law. So what do they do, are they going to report them-

selves,'' said Assemblyman Tim Donnelly, R-Twin Peaks. The U.S. Department of Justice opposed Garcia's bid in a brief filed with the state's high court, citing a federal law restricting people who lack legal immigration status from obtaining certain state benefits, including professional licenses. Some legislators said supporting Garcia's legal aspirations is moot because federal law prohibits companies from hiring immigrants without work authorization. Garcia's supporters have argued that he could work as an independent contractor with his own clients. The case will go before the California Supreme Court in the fall. US deports pyramid scheme suspect to Germany LAS VEGAS: US immigration officials have deported and handed over to German authorities a fugitive accused of defrauding European investors out of more than $100 million. Ulrich Felix Anton Engler, 51, was flown to Frankfurt, Germany under the supervision of U.S. Immigration and Customs Enforcement officers, federal authorities said. Engler had been sought for five years in an alleged Internet pyramid scheme. Last month, officers from ICE, the U.S. Marshals Service and Las Vegas police arrested Engler after finding him through fingerprints that were recorded in a drunken driving case. Engler, who also went by Joseph Miller and Joseph Walter, collected almost $101 million from more than 3,500 investors in Germany, Switzerland and Austria in 2003 and 2004, German authorities said. The investors lost control of their money after it got to the United States, they said. ``The investors who were bilked by this suspect should gain some satisfaction now that he has been returned to Germany to answer for his alleged crimes,'' ICE Director John Morton said in a news release. It wasn't immediately clear if Engler had an attorney. A Las Vegas-area drunken driving case from February 2011 produced a set of fingerprints linked to Engler, authorities said. A Nevada Highway Patrol trooper had issued Engler a summons for failure to drive in a marked lane and for driving under the influence of alcohol, records show. That case helped investigators trace Engler in southern Nevada

Dave Heineman says Nebraska will continue to deny driver's licenses to young illegal immigrants who are now eligible for U.S. work permits under a new Obama administration policy. Heineman said that the state will not issue licenses, welfare benefits or other public assistance to the immigrants unless otherwise required by Nebraska law. The federal policy that went into effect this week allows an estimated 1.2 million illegal immigrants to apply for a work permit and a temporary stay, if they were brought to the country as children and have no criminal background.

Civil rights panel considers immigration crackdowns BIRMINGHAM, Ala.: A quarrelsome U.S. Commission on Civil Rights held its first hearing on state laws that target illegal immigration, with Republican backers arguing that the measures are vital to protecting American jobs and fighting crime. Kansas Secretary of State Kris Kobach, who helped write similar immigration laws in Arizona and Alabama, said unemployment in Alabama has dropped three times faster than the national average since parts of the state's law took effect last fall - a change he credited at least in part to the act. Attempting to head off claims that the laws lead to racial profiling by police, Kobach said the immigration enforcement specifically bar officers from making stops or arrests based on appearance. As he spoke, four Hispanic women and a girl stood in the audience with their backs toward Kobach. Demonstrators, some speaking Spanish, stood up hold-

ing signs that said ``Undocumented'' and shouted at Kobach. ``These laws are based on hate,'' said one man. The U.S. Supreme Court struck down three parts of Arizona's law in June, but it upheld a section that requires police to check the status of people who might appear to be in the country illegally. The ruling was closely watched because Alabama, Georgia, South Carolina, Indiana and Utah have approved similar laws. Courts have blocked all or parts of the laws in each state, and legal challenges are now moving forward since the justices ruled on the Arizona statute. State Rep. Stacey Abrams, minority leader in the Georgia House, said legislators who passed that state's immigration law failed to provide money to train police on how to enforce it. ``We've simply given them another job to do with no money to do it ...,'' she told the commission. Scott Beason, a key sponsor of Alabama's law, said opponents of the laws and the media place more value on the rights of illegal immigrants than the plight of legal U.S. citizens who can't find work because of people living in the country unlawfully. ``We cannot solve the world's problems, but we can make sure we don't import some problems ...,'' said Beason. Responding to a question about a U.S. Chamber of Commerce that cast immigration in a positive light, Beason said the business organization is ``pretty slanted'' because some of its members employ illegal immigrants. Castro said the Alabama hearing was the commission's first outside of Washington, D.C., in years. Court: Ala can't check student 11 illegal Indian immigrants held in UK immigration status ATLANTA: Part of Alabama's immigration law that ordered public schools to check the citizenship status of new students was ruled unconstitutional by a federal appeals court that also said police in that state and Georgia can demand papers from criminal suspects they have detained. The 11th Circuit Court of Appeals ruled that the Alabama schools provision wrongly singles out children who are in the country illegally. Alabama was the only state that passed such a requirement and the 11th Circuit previously had blocked that part of the law from being enforced. Judges said fear of the law ``significantly deters undocumented children from enrolling in and attending school ....'' Both private groups and the Obama administration filed lawsuits to block the law considered the toughest in the country. The court, however, upheld parts of immigration laws in Alabama and Georgia allowing law enforcement to check documents for people they stop. And the panel left in place an injunction that blocks a section of the Georgia law that allows for the prosecution of people who knowingly harbor or transport an illegal immigrant during the commission of a crime. In Alabama, the judges sided with opponents of the law on other key points, including chal-

lenges to sections that made it illegal to harbor illegal immigrants; made it a crime for illegal immigrants to seek work; and made it a state crime for people in the country illegally not to have registration documents. LONDON: Eleven Indian citizens have been arrested during surprise raids by Britain's immigration officers in two factories in the west Midlands, official sources here said. UK Border Agency officers paid an unannounced visit to a factory in Wednesbury and at the company's sister site in Wolverhampton. Eight Indian men were arrested at the Wednesbury site and three more from Wolverhampton after checks showed that they had no right to work in the UK. The company was issued with a potential fine of up to 10,000 pounds unless it can prove that it carried out proper pre-employment checks. The sources said that action will now be taken to remove the illegal workers from the UK as soon as possible.

Alice Hopkins, from the UK Border Agency West Midlands, said: "Foreign nationals who are in this country illegally should be in no doubt that they will be found, arrested and removed from the UK."

The 5km stretch lanes are under repair since August 10 and are nearly complete. Before paying the contractor for the repair, the Haryana Urban Development Authority (Huda) had roped in Shriram Institute for Industrial Research to conduct a quality test. The institute is likely to submit its report in a week. In case the samples fail to qualify the test, Huda can scrap the contract, besides imposing penalty and even recovering the amount paid to the contractor.

Govt to consider expansion of NCR boundary NEW DELHI: Government will consider inclusion of Mahendragarh, Bhiwani, Mathura and Bharatpur in the National Capital Region (NCR) following demands put forth by Uttar Pradesh, Haryana and Rajasthan governments to the NCR Planning Board. In a written reply in Lok Sabha, minister of state for urban development Saugata Roy stated that these demands will be examined by a study group constituted for review and revision of regional plan-2021 for NCR. The matter will be considered by the Board after the examination by the study group," the minister replied. Three MPs had asked the UD ministry whether there are any laid down norms for extension of the NCR. House prices buck economic slowdown CHENNAI: House prices have managed to beat the economic slowdown with rates displaying a rising trend in the April-June quarter. A survey by the National Housing Bank showed Pune posted the highest gains in the quarter, followed by Patna and Bangalore. House prices across 17 out of 20 cities registered a gain between 0.7% to 10.5% between January and March 2012 and April and June 2012. Only in three cities Jaipur, Hyderabad and Indore prices fell, NHB's Residex said. In the commercial capital Mumbai, the index rose 3.68% prices in Lower Parel rose 19% and were up 26% on Pokhran Road. In Delhi and NCR, housing prices in Vasant Vihar and Friends Colony rose 24% while in Vasant Kunj, the

increase was 6%. The Residex for Delhi was up 2.4% between Jan and March and April and June. Chennai's index rose 1.6% but localities like Ashok Nagar, T Nagar and Saligramam witnessed a 14% rise while Kodambakkam,GuindyandChromepet areas registered a 11% increase. "The developers are pushing up prices in the residential segment, but absorption levels are very poor. While it is interesting to see a rise in prices, it is important to see transactions at these elevated levels. There are supply side issues in markets like Mumbai while absorption levels in Chennai and Bangalore continue to remain active," Ashish Bhasin, general manager, investment services at Colliers International, a global real estate services organization, said.

No solution for disputed stretch on Dwarka Expressway

fter a court stayed con struction on a 4-km stretch of the Northern Peripheral Road (NPR), the Haryana Urban Development Authority (Huda) has been unable to find a solution to the longstanding dispute. About 500 families have been up in arms against the 18-km-long link road over forced displacement. "We have initiated the process of looking for alternative land or plots for the people who have moved the court. After a solution is agreed upon, we shall invite bids for construction on this

stretch," said a senior Huda official. At present, work is in progress on an 11-km stretch only, out of the total 14 km up for construction. "Of the total 11 km, bituminous work is complete only on 4.5 km," said the contractor. Work on the link road had begun in April 2011 with a March 31, 2012, deadline. However, the civic body was forced to extend the deadline by six months to October. Also known as the Dwarka expressway, the link road will serve as an alternative link between

Delhi and Gurgaon. The disputed stretch falls towards Dwarka. "The government has to make arrangements for us as per court orders. But we have no idea till date as to what the government has in mind for us," said Rishi Raj Rana, the local councilor. The court had asked Huda to take the affected people in confidence on alternative plot issue. In recent months, officials have inspected the litigated portion, held three rounds of meetings in Gurgaon and Chandigarh and ruled out the possibility of realignment.

Tata to invest Rs 1700 crore in realty KOCHI: Tata Realty and Infrastructure Ltd (TRIL) proposes to invest over Rs 1700 crore in two to three years for various projects in the country, including Rs 550 crore in Kochi for a premium waterfront residential property, 'Tritvam', at Marine Drive. Apart from Rs 600 crore for developing roads, TRIL, a 100 per cent subsidiary of Tata Sons Ltd, would also invest Rs 180 crore in Logistics and Rs 160 crore in developing real estate part of Hotels, Sanjay G Ubale, the company's Managing Director and CEO, told reporters here. The group plans to develop six

hotels in India- one each in Goa, Bangalore, Andamans and Nagpur and two in Chennai- Taramani and Siriperumbudur. On 'Tritvam', he said five towers with a total of 468 apartments would be built on about 8.44 acres. The project has been designed by Internationally acclaimed and award winning Australian architectural firm Woods Bagot and construction has been awarded to Leighton, one of India's largest international contractors. Kochi, considered Kerala's commercial capital, has grown at an unprecedented rate with the

The project with a total development area of 1.18 million square feet, would have 3, 4 BHK spacious duplex flats with various amenities like a 13,000 square feet club house, squash and tennis court, jogging track, Yoga studio, swimming pools with pool decks and cafes. Piling for the project is almost complete and is expected to be ready by December 2014. In 18-20 months, about 180 apartments in two of towers are expected to be completed.

Set aside land for plantation: HC HYDERABAD: Stressing on the need to protect the common property resources of villages, justice L Narasimha Reddy of the high court has directed the district collector of Chittoor to instruct tehsildars to earmark 1% of the total land in a village or 10 acres of land for grazing and plantation purposes. The court also asked the principal secretary, revenue, to consider the feasibility of implementing this directive across the state. The judge passed this order after

hearing a writ plea filed by Ch Veeraiah of Chittoor district who urged the court to safeguard 11 acres of public land that was being used as a common property resource (CPR) in Chenakavaripalle village of Sodum mandal. The judge directed the authorities against alienating public land to any party and asked them to put in place protective measures around the land. The authorities were directed to file their replies within four weeks.

Attack on Pak airbase: What next for Pakistan and the TTP? D SUBA CHANDRAN

T

he attack on a Pakistan airbase on 15 August was a grim reminder of an earlier attack on PNS Mehran in May 2011. While a section would consider this to be a tipping point, a cursory look at the reactions to such attacks in the past would indicate that they have not altered Pakistan's response. It appears that both the attack and the response are along the same pattern. Or is the Kamra base attack actually a tipping point, especially if read along with General Kayani's Independence Day speech? What next for the Tehriki-Taliban Pakistan (TTP) and the State? Kamra Attack: DĂŠjĂ vu The most striking aspect of the TTP attack on Pakistan's airbase in Kamra is its similarity with earlier attacks. One such instance is the attack on PNS Mehran, a naval station, in Karachi which destroyed significant naval assets including a P3-C Orion. In 2009, there was a similar attack on Pakistan's military headquarters in Rawalpindi. What was the primary objective of these attacks? Though some interpret the incident as revenge attacks, the fact that there were attacks earlier as well disprove the theories that the attack was motivated by the death of Osama bin Laden. The attack could be understood in terms of what the Haqqani network is pursuing within Pakistan - target high profile installations, thereby gain maximum publicity and enhanced popular support. The attack could possibly also be an attempt by the TTP and its supporters in Afghanistan to make Pakistan unstable and vulnerable as a blowback to its support for the US in the region. Although a section wanted to go after the TTP immediately after the attacks, the majority within Pakistan debated whether this was their war and concluded that they were at the receiving end for supporting an American war in Afghanistan. The debate in the electronic media, except for a small exception, was centered around "external solutions" being imposed on Pakistan. What Next for the TTP and the State? A section within Pakistan argues that these places were targeted because of the significance of the military assets therein. The TTP claimed that the Kamra airbase was targeted as the planes

were being used to kill the TTP cadres. However, neither the fighter aircrafts stationed in the Kamra airbase, including the SAAB 2000, nor the aircrafts that were demolished in Mehran naval base, including the P 3-C Orion, have been used by the Pakistani military to target the TTP. The primary target, thus, seems not to be the assets within these bases, but their significance and military importance, thereby garnering the publicity and furor by attacking such high profile targets in Pakistan. If the TTP believes that it can demolish these bases with few fighters (between 8 and 15), it should have super-human fighting skills and enormous fire power. sneak into the base, shows their strategy is aimed at creating limited damage, but gaining huge publicity. Second, these bases are also relatively soft targets. Instead of engaging the military forces in pitched battles, organizing such attacks provide the space, time and, more importantly, the element of surprise. Despite the security precautions, as an Irish Republican Army bomber in UK boasted, the militants have to be lucky only once, whereas the security forces have to be alert all the time. Third, as mentioned above, the anti-US debate that follows such attacks helps the TTP, Taliban and the Haqqani network. It also creates an environment of political instability which is the most important component for such groups to thrive. As a result, the TTP is expected to indulge in such high profile tar-

Even in the case of the Kamra attack, 'inside support' theory is being looked into. So what would be the nature of the proposed military operations in North Waziristan? Will it aim to uproot the TTP and completely neutralize them, or will it be calibrated depending on the existing internal and external pressure against it? he Indian government has been taken aback by the latest jihadi attack on India, using social media like Facebook and Twitter. And like in so many recent instances, the government displayed its incompetence and unwillingness to respond adequately or in time. It has now blocked more than 300 websites for sending offending material and morphed images aimed at spreading panic and creating riot like situations which led to the exodus of thousands of citizens of North Eastern states from southern cities of Bangalore, Hyderabad and Chennai. The fact remains that not all these websites are connected with the violence in Assam which led to the situation of north eastern citizens being threatened in many areas of the country. It is difficult to control the internet related propaganda and falsehoods but the government could at least have created confidence in its citizens that it is there for them, to protect them and prevented them from fleeing. Both the state and the central government were found wanting. The BJP's Karnataka government, due to its internal politics, has been having a succession of chief ministers who are not interested in administration or are unfit for the top job. Its administration and the police did not offer protection to those threatened. There have been earlier instances of small violent or moralpolice groups taking law into their own hands and the police and administration just looking on. This lack of confidence in the administration was the main cause of the exodus. Instead of running additional trains and deploying police to oversee their departure, what the central and state governments should have done was to reassure them and discourage them from leaving. Such a confidence-building measure would have been the best way to assuage their insecurity so that next time a miscreant spread rumors, they would not rush to flee to their hometowns. Instead of, or apart from banning the offending websites, the government and its intelligence agencies could have used the same media form (SMS) and mass media to assure people not to be impressed by such rumors. They could have flooded out the miscreant messages. Assurances by political leaders, including tough words by the chief ministers, could have given them a sense of political protection. The attempts to create disorder through the social media is not going to stop. Instead of banning them, a concerned and confident government could have sent out its own SMSes advising people to beware that all that they read or watch on the Internet may not be the truth. It could ask them to verify before believing them. Pakistan and Bangladesh based groups may be behind the original inflammatory messages and images but that these were forwarded by India-based groups should alert the government to the mischief potential. Putting the entire focus on Pakistan would be a mistake. In sum, if a government is doing its duty by its people, that is providing them jobs, roads, electricity, water, controlling inflation and giving people avenues to obtain justice, it would win credibility of the people. Such a government, when faced by a situation like the present cyber-jihad, would find the people believing it when it talks to them by the social media or through the electronic media or other mass media. But the present governments, both at the center and in the states, are so embroiled in self-seeking scams that they have grown distant from the people. Their concerns do not reach the ears of the government and that is why the people have to rush about for their own security.
