Finite Element Analysis (FEA) is an advanced structural engineering methodology used to determine whether a tank, a pipe, a pressure vessel or other component is safe from the dangers of brittle failure, crack propagation, high stresses and strains, plastic collapse, fatigue and so on. FEA reveals where stresses focus to levels of concern within various parts of the structure and provide insight as to the structural stability as well as the likelihood of failure mechanisms becoming an issue. Figure 1 and Figure 2 show examples of FEA analysis performed on a bottom-to-shell joint and shell respectively. These work products can be used with an API 579 fitness-for-service to verify that a tank is safe for continued operation or a change of service. These are examples of industry best practices that can add significant value to companies through reduced downtime and liability. Engineering excellence is more than technical wizardry (which is a prerequisite to excellence). It is experience and understanding of the issues that face senior level managers all the way to those people who are responsible to implement the details of design, operation, and execution of business objectives. Because of this, we believe the optimal approach to engineering requires understanding not just the tank but the context in which it lives as well as the corporate mindset of the client. This means understanding the client corporate culture, the facility asset risks from the management perspective, the role in business objectives, the needs of the clients, the ability and perspective to propose solutions that may be far different from those originally thought to be best. Mark IV tank floor scanner

Overcomplicated programmes have made excessive training necessary; large electrical components and batteries have made scanners heavy and cumbersome. All of these hinderances lead to expensive shipping costs and prolonged inspections. With almost twenty-five years of tank floor scanner manufacturing experience behind them, MFE Enterprises set out to redesign the tank floor scanner. They designed the Mark IV to be lighter than ever at only 65lbs. The slim handle assembly contains all of the electrical components within its carbon fibre frame. In lieu of large batteries weighing the unit down, the Mark IV is powered solely by the rugged Getac F110 tablet’s hot swappable batteries. Not only does this lighten the load, but it also allows for uninterrupted scanning. The Mark IV tank floor scanner offers both manual and mapping modes. The manual setting provides inspectors with a real-time display alongside a C-Scan mapping preview screen. In order to retain consistent results, operators receive immediate feedback while scanning
from the new Speed Tracking feature. This feature ensures operators they are scanning within an optimal speed range. Mapping tank floor bottoms can be a complicated process with other scanners, yet with the Mark IV an operator can map a tank floor bottom in minutes. The software guides the operator through an intuitive process that begins with quickly generating a sketch of the tank floor bottom and ends with a comprehensive detailed MFL map of the tank floor bottom. Operators are able to choose features such as setting annular plates, designating the corner and offset, and inputting the coating thickness with a few taps on the touchscreen Getac F110 screen. DECARBONISATION CHALLENGES FOR BULK LIQUID STORAGE IN THE UK
Across Europe many national governments have stated their policies on decarbonisation and how they intend to achieve them, but how realistic are they, and what is the potential impact? Peter Davidson, Executive Director Tank Storage Association, explains.

n the July 9, 2018 the UK Government released The Road to Zero – Next steps towards cleaner road transport and delivering our Industrial Strategy. The Tank Storage Association (TSA) recognises the need for decarbonisation and the focus on road transport as a major contributor to this goal. However, the UK strategy raises several significant concerns for the bulk liquid storage sector. The Oil and Gas Climate Initiative (OGCI) has announced a target to reduce by 2025 the collective average methane intensity of its aggregated upstream gas and oil operations by one fifth to below 0.25 percent, with the ambition to achieve 0.20 percent, corresponding to a reduction by one third.
T
he methane intensity refers to the methane that gets lost in the atmosphere when producing oil and gas, as a percentage of the gas sold. This effort represents a significant milestone in tackling a key issue in the fight against climate change and underlines OGCI’s stance in working together to support the goals of the Paris Agreement. Achieving the agreed intensity target of 0.25 percent by the end of 2025 would reduce collective emissions by 350,000 tonnes of methane annually, compared to the baseline of 0.32 percent in 2017. OGCI will seek to go beyond this target, to achieve as much as one-third reduction in the same timeframe. “Our aim is to work towards near zero methane emissions from the full gas value chain in support of achieving the goals of the Paris Agreement. We have worked to make our ambition concrete, actionable
