developers and property and pension funds. Whilst our specialisms cover a wide range of sectors, the bulk of our revenue arises from complex and large scale, mixed use developments featuring residential, student accommodation, commercial, hotel and leisure.

Recently, our achievements have included becoming part of the Architects Journal top 100 practices in 2015 and 2016, and receiving a number of prestigious awards such as the Irish Public Sector Magazine’s Excellence in Business Award for Architecture and Project Management two years in a row. We have also received awards from a number of UK bodies including the British Council for Offices, the British Council of Shopping Centres and the International Council for Shopping Centres. The Dublin branch is led by Arthur O’Brien, who joined Corstorphine + Wright’s London office having previously run OBK Architects in Dublin, a thriving architects practice in Ireland with a team of 70+ staff. After initially

working as a director at Corstorphine + Wright’s London office, Arthur made the move to re-establish the Dublin office. The opening of the Dublin office was part of a programme of expansion, which has since continued with the opening of new offices in Galway, Glasgow, Leeds and Birmingham City Centre. We are now in talks to form additional offices to further increase our geographical coverage. As a practice, we stand out as one of the few architects with the range of skills to take projects through from concept to completion, offering both the vision to design world-class schemes and the technical skills and commercial awareness required to deliver them on time and within budget. We understand that great architectural designs need to be aspirational, but they also need to be deliverable and to work in the real world and so we take a holistic approach to our

In addition to our architectural talent, we employ an in house team of graphic designers and 3D animators who add value for clients throughout a project. Introduction | 1.2 Practice Credentials & Awards Practice Credentials Accreditations C+W O’Brien Architects are a registered architectural practice with the RIAI and RIBA, and an ISO 9001 certified company. As a part of the Corstorphine + Wright Architects Group with 10 offices across Ireland and the UK, we are currently an Architects’ Journal Top 100 practice, and have been for a number of years. In 2019, C+W O’Brien was awarded the The Public Sector Magazine award for Excellence in Architecture & Project Management for the fourth consecutive year. We were also shortlisted finalists in four categories at the Irish Construction Industry Awards. In the last 6 months we have been shortlisted for a number of awards including for “Housing Project of the Year” at the Building and Architect of the Year Awards for our project Stoneleigh in Craddockstown. We have been shortlisted for two awards at the Fit Out Awards, with Nicola Kelly shortlisted for Project Manager of thr Year, and Jen McAuley shortlisted for Young Designer of the Year. Our Student Residence project “Carman’s Hall” with Heyday, has been shortlisted for both the Interior Project of the Year, and Fit Out Project of the Year at the Irish Building and Design Awards.

BIM Level 2 Accreditation Thankfully the opportunity to work on a large number of BIM projects, both in Ireland and the UK, has given us the foundation needed for our Level 2 BIM accreditation with Lloyd’s Register. After a positive gap analysis we hope to receive our accreditation within the coming months.

2.0

Site Introduction Design Development Statement This document has been prepared by C+W O’Brien Architects in association with the other Design Team Members on behalf of Blondie Issuer DAC. This Architectural Design Statement is to accompany the Full Planning Application for a Co-living Shared Accommodation Development located at Rathmines House on the junction of Rathmines Road Lower and Williams Park. This document outlines the stages of the proposed design, with an understanding of the site constraints and conditions, design development of the proposal and with reference to consultations held with Dublin City Council. The document includeds a break-down of the proposed design, use and proposed materials to be used within the development.

Williams Park

This application is for the development of a CoLiving Shared Accommodation scheme comprising of 110 bedrooms, ancillary support and management accommodation, communal kitchens & living rooms, laundrette, gym, cafĂŠ and lounge/co-working spaces with external communal areas.

It is intended that this Design Statement is to be read in conjunction with the documents and drawings supplied as part of the planning application.

Site Introduction | 2.1 Site Location Site Location The subject site is located on the western side of Lower Rathmines Road on the corner of Williams Park with Rathmines Road Lower. The site is well connected to transport links such as the Luas (Ranelagh Luas stop located approximately 600m east of the site), and a number of bus routes such as the No. 14, 15, 65, 83, 140 and 142.

Site Description The subject site is comprised of approximately 0.11 Hectares (c. 0.27 acres). The site was previously used as an office building and associated ground floor carpark.

Site Introduction | 2.7 Building Height HEIGHTS

The existing Rathmines House is a 4 storey building with plant roof level. The proposed design comprises a 7 storey development with plant roof level. Therefore, there will be an addition of storeys. We consider that the increased building height is appropriate in light of the recent planning policy direction on increased building heights and intensification of development in suitable locations, including the recently issued Urban Development and Building Heights - Guidelines for Planning Authorities, December 2018.

In accordance with Government policy to support increased building height and density in locations with good public transport accessibility, particularly town/ city cores, planning authorities shall explicitly identify, through their statutory plans, areas where increased building height will be actively pursued for both redevelopment, regeneration and infill development to secure the objectives of the National Planning Framework and Regional Spatial and Economic Strategies and shall not provide for blanket numerical limitations on building height.

This policy encourages the facilitation of increased levels of residential development in our urban centres and significant increases in the building heights and overall density of development through the planning process. Increasing prevailing building heights are deemed to have a critical role to play in addressing the delivery of more compact growth in our urban areas, particularly our cities and large towns through enhancing both the scale and density of developments. In particular, increased density and height of development within the footprint of developing sustainable mobility corridors and networks, where substantial investment in public transport infrastructure has been made as part of Project Ireland 2040. 4.0

RELEVANT GUIDELINES 5.1 Sustainable Residential Development in Urban Areas (2009) The guidelines for planning authorities on sustainable residential development in urban areas give details on delivering high quality residential development. The subject site in this application would constitute as being a brownfield development. These guidelines state that: ‘Where such significant sites exist and, in particular, are close to existing or future public transport corridors, the opportunity for their redevelopment to higher densities, subject to the safeguards expressed above or in accordance with local area plans, should be promoted, as should the potential for car-free developments at these locations.’ The proposed development site is ideally located in an area that is currently served by high capacity, high frequency public transport, buses and luas, both of which offer direct links to City Centre, and is therefore an appropriate site for this type of development.

5.2 Sustainable Urban Housing: Design Standards for New Apartments Guiudelines for Planning Authorities (2018) All rooms have been designed to fully comply with the standards set out in Sustainable Urban Housing: Design Standards for New Apartments - Guidelines for Planning Authorities (March 2018) * , published by the Department of the Environment, Community and Local Government in March 2018. The required area for bedroom units are as follows: • Single – 12 sq.m; • Double/twin – 18 sq.m; The proposed development comprises of 110 no. bedrooms (type A, B and C), the floor areas for each of the different room types are as follows: • 13 no. type A – range between 16 sq.m and 19 sq.m in floor area • 43 no. type B – 20 sq.m in floor area • 54 no. type C – range between 21 sq.m and 25 sq.m in floor area

Proposed Co-Living Scheme | 5.1 Proposed Site Layout Development Introduction: The proposed development located centrally along Rathmines road which consiste of a range of mixed uses: residential, retail, restaurants, cultural and leisure. Together these create a vibrant public realm in Rathmines, active by day and night and highly visible environment due to the extensive passive surveillance. The site is among the most significant in the area located at the north of Swan leisure Centre. The development consists of the Construction of a 7 storey Shared Accommodation Co-Living residential Development of 110 bedrooms with associated communal areas dispersed through all floors from ground floor to roof level. The existing landscape planting beds along Rathmines Road will be removed and a large glazed shop front type fenestraiton is proposed in order to create a more active and vibrant street frontage facade, which will increase the engagement and visual link to the high street.
