Having substantially completed the construction works, our technopark will, hereinafter, focus on innovation and R&D to establish the required organization and settlement. By the end of 2012, YTU technopark will turn into an innovation center where 3.000 research and development staff are employed. Thus, our technopark will be our greatest supporter in terms of being a research and development university within the scope of the vision of the university with its gradually increasing financial possibilities. It is available only through technological advancement to provide financial, social and political progress in the whole world. The fact that the inventions and developments achieved regarding science and technology are practical comprise the basis for technological progress. Fund of knowledge and financial possibilities should be combined for the business organizations to raise their competitiveness in the globalizing world and the newly created product should be a marketable one which has an economical value in order to redound it to economy. Hence, applied research and development works should be carried out at universities where scientific knowledge is used, instead of conducting only basic researches. Technology based production in which scientific knowledge is used should be carried out by transferring the results of the said scientific researches into industry. Technopark concept is where these productions are performed, new enterprises are created and the cooperation between the university and industry is actualized. Technoparks should be invigorated where branches of industries are located. Technoparks, which are established to serve the purpose of supporting industrial development in new regions, carrying out innovations, increasing efficiency through education and more effective working conditions and raising competitiveness in the international arena are popular as they create and environment for implementing development and prototyping processes to the scientific and technological works to put them into commercial practice. Technopark founding works commenced in line with the entrepreneur university model of the 21st century which contributes to the R&D activities of the country in cooperation with the industry and the Yıldız Technical University Technology Development Zone was established on YTU Davutpaşa Campus covering a 102.000 m2 area pursuant to the resolution dated 22/3/2003 and no. 5390 of the Presidential Committee in accordance with the four
articles of the Law regarding Technology Development Zones numbered 4691. Involving academicians and young people into the sector through the Technopark project which provides regional and local economical restructuring with mainly R&D activities and turn the university-industry relationship into a concrete cooperation will bring a new dimension to the universityindustry cooperation. As Yıldız Technopark, rendering efficient world-quality and cost-effective technopark services to companies and institutions which will be engaged in the fields of advanced technology, innovation, energy, informatics, telecommunication, industrial products, molecular technology, health and industrial products with the purpose of utilizing the current resources of the shareholders more effectively or for creating new resources for shareholders, and assembling domestic and international companies that are active in the field of technology and establishing mechanisms to create synergy among the said companies and the universities and promoting foundation of new corporations with technology production potential and inciting growth of current small scale businesses will be among our top priorities. Building a total of 60.000 m2 of leasable office space including; special laboratories to conduct hi-tech research and development works, financial consultancy, legal consultancy and general consultancy services; prototype project implementation ateliers; hi-tech conference and meeting halls; health services; the living center to serve high quality services with its indoor and outdoor sports facilities, restaurants and cafes; theatre, conference and concert halls and areas; large parking lots; recreation areas which are integrated with the modern architecture to provide services for all types of research and development works within the body of the Yıldız Technopark are planned. Having substantially completed the construction works, our technopark, focusing on innovation 1 6
and R&D, has been establishing the required organization and settlement. By the end of 2012, YTU technopark will turn into an innovation center where 3.000 research and development staff are employed. Furthermore, an R&D building covering 23.600 m2 within the Ironsmiths Industrial Estate will be dedicated to the service of industrialists in accordance with the agreement we entered into with the İkitelli Organize Sa-nayi Bölgesi (İkitelli Organized Industrial Zone –OOSB). The relevant permits for our building at the IOSB have been submitted to the Ministry and it is planned to put the building into service within the 2013. As Yıldız Technical University, we will be quiet pleased to see the milestones of the Turkish industry among us at our Technopark establishment, where we will prioritize production and energy based policies and which we planned to break new ground together with the Yıldız Technopark and Istanbul organized Industrial Zone. Designed with the state-of-the-art technology, YILDIZ TECHNOPARK offers its participant companies CCTV security systems in the concrete research and development premises, opportunity to work under ideal air temperature procured by the 4th generation VRF air conditioning systems, ventilation system supplying fresh air circulation 24 hours within the offices in addition to fire protection systems. Allocated for the disposal of the participant companies, the server rooms are protected against any and all types of fire with gaseous extinguishing systems and are monitored 7/24. The participant companies of the YILDIZ TECHNOPARK R&D premises may also enjoy UPS service. The participant companies may receive internet services from two service providers through the fiber optic infrastructure. The participant companies take over their offices located within the YILDIZ TECHNOPARK R&D premises in line with their office splitting and other requirements such as false flooring, dropped ceiling, lighting, power outlet installations free of charge. YILDIZ TECHNOPARK renders service 7/24 with its technical team regarding all sorts of electrical faults or repair works which may occur at the offices of the participant companies or at common fields. Moreover, team and engineering services, which are capable of carrying out all types of technical and structural activities during the moving (lodgement) process, are offered.

WHAT IS THE TECHNOLOGY TRANSFER OFFICE?
Technology transfer office will be constructed under the Yıldız Technopark A.Ş. with the purpose of developing the scientific research or findings, or innovation or with the aim of commercializing innovative inventions within the process of switching office science into technology and technology into product. WHAT IS THE GOAL OF TECHNOLOGY TRANFER OFFICE?
Defining the framework of the technology to be transferred within the said technology processes, setting forth systems for creating marketing and commercializing strategies for protecting this technology via patent, license etc. methods and establishing licensing, new start-up company to enable the industrial use of the said stand out.

THE DUTIES OF TECHNOLOGY TRANSFER OFFICE
• To make studies of research and improvement by using new and advanced technology, in order for Turkey to gain competitive advantage.
Proof of business strategy, prototype, product development, product trial processes are significant in the stage of transformation. In this cycle the stage of “transformation” lead the most critical and risky element. Because this stage contains the stages which are required to transform information into a nontangible entity to bring the highest financial revenue. This intermediate phase includes the stages other than those available in the mission of both the industry and knowledge producing universities that are responsible for the production of tradable goods and services. These stages are stood aloof due to the high risks they contain. Because the cost of failure is quite high despite the high added value potential achieved if succeeded. In this stage which can also be referred as a transmission from invention to innovation requires prototype and/or trial production, validation tests and compliance assessment procedures, market research, measurement, enlargement etc, in addition to numerous critical and costy process management. Furthermore, this period requires a substential amount of funding.
WHAT ARE THE ACTIVITIES OF T E C H N O LO G Y TRANSFER OFFICE? • Specifying the intellectual values and particularly the intellectual rights of the research institutions, following up the legal protection proceedings of these rights and transfering the right which arise from these into other bodies and especially to the industry, and management of the commercialization of the s a id
Many research results are finalized at a stage of this process without getting commercialized due to difficulties. Therefore the “transformation stage” is an essential one which requires to be conducted by the TTOs. 25
TECHNOPORTAL TECHNOPARK INFORMATION MANAGEMENT SYSTEM
The business processes with regard to monitor the enterpreneur companies which are active at the technopark and their projects and undertaken by the technopark administrative companies by law and regulations. • The Project progresses, • The staff they employed, • Revenues, • Expenditures, • Exemption, • Import, • Export, • The supports of R&D institutions, • Academic publications, • The information regarding intellectual and industrial property rights which belongs to the projects conducted by the enterpreneur companies at the Yıldız Technopark are easily communicated to the administrative company over the technoportal. The enterpreneur companies located at the Yıldız Technopark may monitor the entry-exit data regarding the personnel thanks to the Technoportal and PDKS integration. The exemption reports which are required to be submitted to the Tax Offices and The Directorates of Social Security Institution are also automatically produced by TECHNOPORTAL. The Arbitration Board assessment process regarding the projects which are desired to be carried out at the technopark by enterpreneur companies will also be performed on the technoportal. Technoportal’s integration to the R&D web portal of the Ministry of Science, industry and technology was first conducted at Yıldız Technopark. As a result of this integration, the information belonging to the entrepreneur companies are simultaneously monitored by the ministry. Technopark meets any and all requirements of the Technopark Administration with its parametrically filtered rich record content in addition to the reports requested by the Ministery of Science, Industry and Technology and official institutions such as TUIK. YILDIZ TECHNOPARK, increases the productivity of the entrepreneur companies due to its technologic infrastructure, dynamic administration staff and innovative vision by saving time with technoportal. 1 26

Yıldız Technical University (YTU) organized a postgraduate education program for newly graduates who work or plan to work at R&D centers, technology based companies and at such corporations under the cooperation of University of Warwick and Warwick Manufacturing Group (WMG) and The Republic of Turkey Ministry of Science and Technology. R&D works are supported to great extent by our State for Turkish industry to become competitive in the world. In this sense tens of technology development zones, more than 135 R&D centers were established or are currently under construction. Besides, R&D works are fulfilled by mid-size or small-scale companies thanks to the project incentives with the development of R&D conscious in our industry. Today, considering the fact that more than 18.000 people from various education levels are employed at the R&D centers, it is easy to estimate that the employees working in the field of R&D exceed 50.000. Yıldız Technical University which deems the adaption of the R&D culture and methodology as a mission determined opening the industrial R&D and Technology Management Certificate Program. The program which is implemented by the Warwick University in England will be educated by the ınstructors of the Warwick University at the Beşiktaş Yıldız Campus of YTU. Warwick University( WMG) was awarded The Queen’s anniversary prices for Higher and Further Education and turned into an important successful center which is visited by the foreign statesmen of the British Government. The programs will be provided in english by the instructors of Warwick University at the Beşiktaş campus of YTU and the first academic year will commence on November 7, 2002. The participants who complete 6 modules successfully will be entitled to receive the certificate of Warwick postgraduate Industrial R&D technology management. This certificate which is given by Warwick University will be internationally valid. 29
Those who are entitled to receive the certificate will also be able to get university of Warwick master diploma as result of 3 modules and writing thesis. The credits gained during the certificate program are also transferable to the appropriate master and doctorate programs in England. Today, the most essential requirement of the R&D centers and researching and developing companies are qualified by R&D staff and administrators. The Industrial R&D and Technology Management Certificate Program is a program through which the R&D centers’ staff can receive R&D training while working and enables them to transfer the credits which they will collect from the divisions they are successful at into the master and doctorate programs. University of Warwick developed a worldwide known successful model with the Warwick Manufacturing Group /WMG) which it established as an institute serving the industry. YTU, which is a leader in educating successful engineers for the industry is believed to contribute to carry the R&D incentives provided by our government and to the development of our industry.
