THE STATE & THE STATEMENT

S

ome challenges are cherished and some problems are filled with pride! While creating and crafting this special edition dedicated to the ‘superstar’ state of India, it was getting difficult to cope with the updates on investments that kept flowing even as we put this edition together. As this edition goes to print, we are still adding last minutes updates—the new frontiers that this state is opening up for itself (and for others to emulate). Gujarat is on a victory march where mediocrity is strictly prohibited, and stringent performance parameters is the anthem that it lives by, in thought and action.

The success story of Gujarat stands out among the Indian states as one of the most dynamic growth stories. Gujarat is a thriving industrial state and a hotbed for investments; it accounts for 15.14% (US$114.52 bn) of the total investments in India—highest among all Indian states. However, the state needs to benchmark itself with the best in the world—Dubai, Singapore, China—and not become complacent by doing better than other Indian states. Gujarat, therefore, should consider such growth accelerators that will enable it to draw the best in class and bring about a paradigm shift in the state. That is the reason why, ‘World within the State’, our cover thought for this edition, is not just a statement, it is a fact that Gujarat is living. Historically, trade is driven by a traditional competitive advantage, which acts as a key growth accelerator for economic expansion and national differentiation. As economies advance and diversify internally, trade helps to bring economies of scale, better market access and well-integrated supply chain for various economic agents of any nation. Singapore is a good example of a nation state to have fully leveraged its geography and made trade as the basis of its growth and development. Gujarat can also learn a lot from global investment destinations like Brazil, South Korea and Taiwan, among many others, as the state has got an upper hand when it comes to harbouring a conducive industrial ecosystem and robust support from the State Government. This global comparative perspective is critical for Gujarat to dream bigger and achieve the vision of much improved economic performance. The Government of Gujarat is actively working on various initiatives and ideas to continue the momentum at a broader level & gain acceleration for its core industry sectors. This special edition is one such initiative, which is partnered with the Government of Gujarat, through its enabling industrial arm, iNDEXTb, and, the investors’ conclave, Vibrant Gujarat 2013. We are also grateful to Gujarat Industrial Development Corporation for their assistance and cooperation towards making this edition an ‘investment reckoner’. With all this and more, here’s dedicating this edition to the infectious growth and positivity of Gujarat. With the vibrancy and buoyancy of Gujarat’s economy unmistakably clear, it is well supported by a strong entrepreneurial culture of its people and strong infrastructure focus of its policy-makers. All these factors provide the state with an ideal platform to leapfrog to a much higher growth trajectory, which makes its performance comparable to global benchmarks. Setting up a manufacturing unit is always a complex process, with multiple governmental clearances and legal procedures to be followed. But thanks to Government of Gujarat’s Single Window Clearance System, the state today stands tall on the investment ladder. Here are quick pointers to help you set up your industry in the vibrant state of Gujarat…

ujarat has added many feathers to its cap when it comes to helping the industry find the right solution within the state. A major milestone on this front is the installation of Industrial Extension Bureau (iNDEXTb), a single authority through which all required clearances and approvals are processed within the deadline.

formalities required to be undertaken in order to implement a project, and coordinates with chambers of commerce and industry as well as various government departments to monitor the implementation of industrial approvals.

THE GOVERNING BODY iNDEXTb has a governing body whose Chairman is the Industries Commissioner of Gujarat. The other

The first step towards setting up an industry is the identification of a suitable location in Gujarat. As of now, an investor can approach iNDEXTb of Gujarat Government and request for inputs on possible locations.

It has three major roles: • Identifying investment opportunities & information provision: iNDEXTb identifies new investment opportunities; prepares project profiles, status reports on different industry groups, and potentiality surveys. • Marketing and investment promotion: The Bureau is the marketing arm of the Government of Gujarat and organises investment promotion campaigns in India and abroad, as well as joint publicity campaigns on behalf of the State Industries Administration.

Gujarat Industrial Investment Corporation Ltd (GIIC), Gujarat State Financial Corporation (GSFC) and Gujarat Small Industries Corporation Ltd (GSIC). Later, the MDs of other facilitatory and regulatory bodies set up to promote investments were also included as members of the Board— Gujarat Maritime Board (GMB), Gujarat Mineral Development Corporation Ltd (GMDC), Gujarat Agro Industries Corporation Ltd (GAIC), Gujarat State Petroleum Corporation Ltd (GSPC), Tourism Corporation of Gujarat Ltd (TCGL), Gujarat Mineral Development Corporation Ltd (GMDC), Gujarat Power Corporation Ltd (GPCL) and Gujarat Infrastructure Development Board (GIDB). Finally, there are private industry members that include renowned industrialists and Presidents of the representative bodies of industries. The Chief Executive is the MD of iNDEXTb who is also the Member Secretary of the Governing Body. The budget of iNDEXTb is met from the contributory shares by all the promotional organisations that are on its Board.

PLANS IN PLACE iNDEXTb is soon to open an investment portal, which will offer access to a GeoInformation System (GIS) counter with maps indicating details on the type of land, ownership pattern, etc. The maps will be tagged with criteria such as identifying the areas where further expansion of certain industries are not permitted due to environmental concerns. Potential investors can enter the search criteria listing parameters that define their project requirements such as the availability of a certain size of land, power and water requirements, etc., and the map will indicate locations that meet these criteria. iNDEXTb also provides escort services whereby they accompany entrepreneurs who are interested in visiting and inspecting certain locations. These services are provided without charging any fee. Having identified a location, approvals have to be taken from the Government of Gujarat or Government of India depending on the nature of the industry or the scale of investment. Figures 1, 2, 3 and 4 are some quick steps that indicate how the industry can go about setting up their manufacturing unit in Gujarat.

L&T Commissions Fastest-executed Solar Power Plant in Gujarat GIVING a boost to the idea of fast implementation of power projects, Larsen & Toubro (L&T) has commissioned a 6-MW solar project for Sun Group in record three months at Gujarat Solar Park. First Indian Canal-based Solar Power Plant Developed in Gujarat GUJARAT has developed India’s first canal-based solar power project by executing a 1-MW project on one of the branch canals of the Narmada canal network in the state. The project, which started functioning on February 22, 2012, on the Sanand branch canal near Chandrasan village of Mehsana district, was completed in six months, well Sustainable Source of Power ahead of a similar 1 -MW project in Punjab, where an official nod was given by the Punjab Government in June 2011. The state governments in Gujarat and Punjab—the two states have 19,000 km and 14,000 km of canal network, respectively—plan to take the canal-based solar projects ahead once the 1-MW pilot projects succeed. The Gujarat project, which has already generated 1.99 lakh units of electricity since February this year, has been officially ‘dedicated to the nation’ in an elaborated ceremony chaired by Chief Minister Narendra Modi at the project site. The canal-based solar project executed by Sun Edison

in Gujarat is a pilot project designed to eliminate the requirement of land. According to official estimates, 1 MW of solar project requires 5–7 acre of land. “We are the first state to implement such a unique project,” said Gurdeep Singh, MD, Gujarat State Electricity Corporation Ltd, which is one of the partners in the project along with Sardar Sarovar Narmada Nigam Ltd (SSNNL). The solar panels set up over 750-metre-long stretch of the Narmada branch canal will have a capacity to generate 16 lakh units of electricity annually. It will also prevent the evaporation of 90 lakh litre of water. The electricity generated here is fed to the grid of the Uttar Gujarat Urja Vikas Nigam Ltd, which supplies power to North Gujarat. “Even if 10% of the existing canal network can be used for setting up solar power plants, it will have a potential to install power generation capacity of 2,200 MW. This can eliminate the need for 11,000 acre of land that would have been required otherwise,” said Singh.

Project: Fourth manufacturing plant Location: Halol Description: Hero Motocorp has signed a state support agreement with the Gujarat Government to set up the plant in Halol. The company’s fourth plant will come up on a 300-acre plot close to General Motors’ car plant in Halol, Central Gujarat. The new facility will have a capacity of two million units and will be set up in two phases. It would be commissioned by the second quarter of 2013–14. The plant would help the company meet the growing domestic demand; also, the additional capacity would help the two-wheeler market leader to meet its $1 billion export target by 2020.

GMDC will have a 26% stake in the JV. The project will be set up in two phases. In the first phase, Nalco will invest `4,400 crore in the alumina plant with a capacity of 10 lakh tonne per annum; the state will provide 1,700 acre of land for the same. The remaining investment will come in the second phase that will also see the setting up of a 5 lakh per annum capacity smelter plant. GMDC will supply 30 lakh tonne of bauxite sourced from Gadhsisa and surrounding mines in Kutch to Nalco. In addition to the price of bauxite, GMDC will also get a 26% share from the profit, earned by Nalco from the sale of the final product.

Project: Thermal power plant Location: Kutch Description: The 300 MW thermal power project is coal based. This greenfield project is located at Mundra in Gujarat’s Kutch district. The site is about 25 km from Mundra Port and about 48 km from Kandla Port. The new project is being set up near the port so that both domestic and imported coal can be used. Work on the site has already begun. Equipment has been ordered from vendors well experienced with OPG, including BHEL. Tata Consulting Engineers is providing engineering expertise, Tata Power is responsible for comprehensive project management, while Gannon Dunkerley is the civil constructor for this plant. The plant is scheduled to be commissioned during 2013.

Maruti Suzuki to Set Up a New Manufacturing ing Facility with an Investment of `4,000 crore

TheTheInvestment Investment Maruti Suzuki India Ltd (MSIL), India’s largest car maker by sales, would invest `4,000 crore in Gujarat—its biggest ever investment outside Haryana.

The TheProject Project MSIL has signed a State Support Agreement (SSA) with the Gujarat Government for purchasing land near Mehsana to set up an all-new manufacturing facility. This facility will help the company meet the potential domestic as well as international demand for its vehicles. The new 700-acre plant near Mehsana will be set up in a phased manner with an initial investment of `4,000 crore by 2015–16. The company will set up two units in two phases in the backward taluka of Mandal-Becharaji in Ahmedabad district. The first unit (in the first phase) will be set up near Becharaji, a historical town; while the second unit (in the second phase) will come up at a site around 25 km from Becharaji. The overall capacity in the first phase will be 2.5 lakh units. This new facility will take the company’s combined manufacturing capability to 2 million units. MSIL already has one factory each located in Manesar and Gurgaon, which can together produce 1.4 million vehicles a year. The Gujarat unit will be the company’s seventh production plant.

Why WhyGujarat? Gujarat? According to industry experts, the shift to Gujarat may be the company’s way of getting rid of the constant labour trouble that it has been facing at its Manesar plant over the past few years. However, the company claims that good infrastructure and high-quality workforce available in Gujarat were the key factors that lured it to set up its facility here. Besides, the presence of good ports and connectivity have also influenced the company’s decision to enter Gujarat. The new plant will be located around 100 km from Ahmedabad and around 300 km from Mundra Port— factors which will act as a boon in terms of providing good logistical support to the carmaker’s export programme.

1. The state aims to strengthen its association with Maruti Suzuki by setting up a Special Investment Region (SIR) near the carmaker’s proposed facility. The move is expected to catalyse industrial and economic development in the Mandal-Becharaji region of North Gujarat. 2. Gujarat Industrial Development Corporation (GIDC), the nodal agency of the State Government to create industrial infrastructure, will set up an industrial estate in the proposed SIR that will also have a knowledge zone to promote interaction between the academia and industry. 3. The ancillary units and the supplier park will generate additional employment. Maruti employs a total of 9,148 people as on March 2012. 4. Essar to Develop Ro-Ro Ferry Facility with an Investment of `225 crore

TheTheInvestment Investment Essar Projects—the engineering, procurement and construction (EPC) arm of Ruias-led Essar Group—has bagged a `225 crore contract for the roll-on roll-off (Ro-Ro) ferry facility between Ghogha and Dahej from the Gujarat Government in January 2012. Earlier, the Gujarat Maritime Board (GMB) had earmarked `296 crore for the project.

The TheProject Project The project that would connect South Gujarat with Saurasthra through the Gulf of Khambhat (Cambay) is being developed by GMB and is expected to be completed in the next 15 months. The EPC contract to Essar involves the design and construction of Ro-Ro service terminals at both Ghogha and Dahej, besides building an approach bund of 609 mt, of which 497 mt will be in Ghogha and 112 mt will be in Dahej. The company will also design and construct an approach trestle of 562 mt, of which 472 metres will be at the Ghogha end, while 90 mt would be at the Dahej end. Besides, the company will develop seven Dolphins spread over 84 mt. Apart from the construction of the two terminals, GMB plans to run 2–3 ferry vessels daily to begin with. GMB has already invited bids from ferry operators for the same. The special vessels will carry loaded road vehicles (including buses and trucks) through the sea route. GMB has decided to develop the world-class Ro-Ro ferry terminal at Ghogha and Dahej in Phase 1. It will extend the Ro-Ro ferry service up to Mumbai in subsequent phases. With two gulfs (Gulf of Kutch and Gulf of Khambhat) dividing the state into three segments, Gujarat has the ideal location to run the ferry service.

TheTheAdvantages Advantages The Ro-Ro ferry facility for passenger and goods movement via the sea route, through the Gulf of Khambhat, will reduce the distance between the two Ghogha and Dahej from 360 km to a mere 31 km.

Gujarat Maritime Board has already invited tenders for running the ferry service between the two ports, viz., Ghogha and Dahej. 4. This more than 80% reduction in distance will result in valuable savings in fuel costs and travel time, thereby contributing to a cleaner and greener Gujarat. The project is part of the Gujarat Government’s efforts to develop trade and transport infrastructure along its 1,600 km coastline. As part of this, it has constituted the Gujarat Coastal Area Development Board, which focusses not only on industrial development, but also aims to develop infrastructure for tourism, environment conservation, fisheries development and natural calamity management. Moreover, as work on the Delhi-Mumbai Industrial Corridor (DMIC) progresses, the demand for commercial transport is expected to exponentially rise in Gujarat; transport requirements from Dahej will also increase after the construction of the special economic zone near Dahej. Besides, the project will also restore the old glory of Ghogha, which used to hold an important position until Jamnagar Port was constructed.

Hitachi to Set Up Asia’s Biggest Desalination Plant TheTheInvestment Investment A high-profile consortium led by Japanese multinational firm Hitachi recently signed an agreement with the Gujarat Government to set up Asia’s biggest desalination plant at Dahej special economic zone (SEZ) in South Gujarat. The project is expected to cost `2,000 crore. Others who are part of the consortium include Japanese firm Itochu and Singapore’s Hyflux.

To be set up in two phases, the consortium is likely to produce 70 million gallons per day of sweet water for industrial use on completion. ILESTONES ACHIEVED ON THE PATH TO INDUSTRIAL DEVELOPMENT

From developing product clusters in the early 1960s to now, Gujarat has moved ahead on the path of industrial development. The state today boasts of industrial estates, special economic zones (SEZ) and special investment regions (SIR), such as Ahmedabad-Dholera SIR, Petroleum, Chemicals & Petrochemical Investment Region (PCPIR) and Gujarat International Finance Tech City (GIFT). At present, the state is developing 13 SIRs with a focus on planned industrial development. Each SIR is a growth ecosystem in itself and creates new challenges and opportunities, thereby helping in the development of the state.

IMPLEMENTATION OF PROJECTS The vision of achieving and on-theground implementation of plans/ projects is the main reason behind Gujarat’s success. MILESTONES ACHIEVED BY GIDC DURING THE LAST DECADE GIDC is the nodal agency for building the industrial backbone of the state. It develops industrial estates/parks with quality infrastructure and utilities. It provides sustainable infrastructure with a long-term perspective. Till date, GIDC has acquired around 31,000 hectares of land across the state to customise it for the use of industries. GIDC has developed 184 industrial estates and six SEZs. Eleven more SIRs are planned across the state. GIDC has achieved a number of milestones, such as a new comprehensive Participative Policy in land acquisition, huge investments flowing into GIDC estates by MNCs and Indian companies, e-governance

GUJARAT’S CURRENT INDUSTRIAL SCENARIO Gujarat is attracting investments from countries across the globe. The state has a lion’s share in the chemicals, petrochemicals, pharmaceuticals, diamond processing and engineering sectors of India. With Gujarat making tremendous progress in the automobile sector, the state is slated to become the automobile hub of India in the near future. The State Government has also taken up other priority sectors, such as renewable energy, water conservation, knowledge sector, urban development and environment.

KEY DRIVERS OF GUJARAT’S INDUSTRIAL GROWTH Some of the unique features of the state, which act as key drivers of its industrial growth, include proactive governance, stable regulatory mechanism, excellent

industrial infrastructure, 24x7 power supply, port-led development, high level of urbanisation and absence of labour strife.

THE INDUSTRIAL HUBS OF GUJARAT Due to the development along the Dedicated Freight Corridor (DFC) and the Delhi-Mumbai Industrial Corridor (DMIC), 40% of which passes through Gujarat, many growth centres, industrial & logistics hubs and financial cities will develop in Gujarat.

PROPOSED POLICY MEASURES Gujarat will continue to be the growth engine of India. The SIR Act 2009 and Town Planning Schemes are some of the unique initiatives taken by the government. The state is looking forward to evolve new policy measures to further accelerate the state’s industrial growth. As the milestone of becoming the numero uno machine tools manufacturing company in India has been achieved, we are now aiming to have a place among the global top 10 machine tools

Moreover, we have a subsidiary each in Germany and Canada. Another business channel is our direct penetration in West Asia, Far East and South America, where we deal without any involvement of subsidiaries. For customers, our bottom line is their satisfaction in terms of price, delivery, quality and after-sales service, be it direct or indirect. We have identified some of the global engineering clusters and are evaluating means and ways to gain a significant share in the international market.

We have sponsored various national/state-level sports competition to uplift the standards of sports in the state.

We feel that there is still a gap between the human skill sets needed by the industry and a typical academic outflow. The government should work with the industry very closely and identify the future demands of the particular industries and should try to design the educational curriculum more in line with the industrial needs and requirements. This will surely increase the employability of our youth. Plus, the government should run more vocational programmes and encourage students to develop such skill sets that will help them to become employable for the industry.

One of the largest contributors to Gujarat’s industrial excellence is the Small and Medium Enterprises (SME) and Micro, Small and Medium Enterprises (MSME) community. This sector serves as an engine of accelerated growth as well as a nursery for entrepreneurial development. In India, SMEs contribute 45% of the industrial output, 40% of exports and 42 million in employment. The sector creates one million jobs every year and produces more than 8,000 quality products for the Indian and international markets. The entrepreneurship of the people of Gujarat is a great advantage. The workforce in Gujarat is reasonably skilled in areas such as diamonds,

chemicals, petrochemicals and pharma. The cost of labour is also competitive in Gujarat, which, along with the impressive infrastructure, adds to the overall productivity of the state. High urbanisation of Gujarat (40%) has also had a positive influence on its industrial growth.

The Jhagadia site of LANXESS is a greenfield investment in India built with world-class standards. In the last two years, we have opened an ion-exchange resins plant and also upgraded a rubber chemicals plant in Jhagadia. In January 2012, we have commenced production for three more business units – Material Protection Products, Rhein Chemie and Semi Crystalline Products – at the site. The site boasts of a cogeneration plant that runs on natural gas, an ecofriendly fuel. We have installed an off-gas incineration plant to reduce the emission of greenhouse gases and also a modern wastewater treatment plant to ensure an environmentfriendly manufacturing site.

WHAT IS GUJARAT’S ROLE AS A MODEL OF INDUSTRIAL DEVELOPMENT FOR INDIA? Gujarat is moving forward to become the ‘Petrocapital’ of India. The state accounts for 54% of India’s onshore crude and 39% of onshore natural gas production. It has 46% of India’s installed refining capacity and 60% of India’s total crude oil import facility. Gujarat is also host to refineries, chemicals and LNG terminals at Dahej & Hazira; chloralkali plants, soda ash plants and chemical fertiliser plants. Despite being known as the hub of chemical and petrochemical industry, the State Government has constituted the Gujarat Pollution Control Board to protect the environment.

WHAT ARE THE DEMAND DRIVERS FOR GUJARAT’S PLASTICS INDUSTRY? Key drivers contributing to the growth of this sector include latest innovations and technologies, coupled with high output machines and less power consumption. Since most machinery manufactured in Europe meet these criteria, there will be a lot of demand for used machinery from this region. Furthermore, a strong knowledge base of plastics processing machinery and new technologies— for both imported and indigenous machinery—widens the horizon for entrepreneurs. However, to complement our products, we need support from a few overseas brands as well as energy-efficient solutions in our portfolio. With over 72,000 tonne of plastics consumed per month, Gujarat is arguably the second largest state after Uttar Pradesh. Gujarat shall soon take the lead at processing plastics and exporting it. YOUR DEMANDS FROM THE GUJARAT GOVERNMENT FOR YOUR INDUSTRIAL SECTOR We want the Government of Gujarat to refund the 2% input tax credit to industrialist as well as traders, which has been deposited with the State Exchequer as of now. Also, the additional tax on VAT, which has been imposed, is making goods costlier in Gujarat and, therefore, needs to be eliminated with immediate effect. Last but not the least, the electricity charges need to be reduced.

CHALLENGES FACED BY YOUR ASSOCIATION As far as the challenges faced by our association are concerned, we feel that despite having representations in all State and Central Government offices, our actions, suggestions and genuine demands are not paid heed to, and this is a concern. In order to redress these issues, we have asked the respective departments to organise ‘open house’ discussions and grievance redressal meets. (There are times when we prefer to meet a higher authority or a minister personally at Gandhinagar and get the desired results.) Among the other challenges encountered, industries have been facing problems such as shortage of manpower, price hike in raw materials, etc. Our association plans to redress these problems sector-wise so that proper attention and weightage is given to each issue. For instance, we are now finalising on the setting up a laboratory, i.e., a common facility centre, to ensure speedy testing of submersible & electric pumps for facilities at Rajkot. We have always believed in developing tailor-made solutions to suit our clients’ requirements and implementing such manufacturing practices will ensure higher levels of customer satisfaction. But while trying to achieve these, there are some major challenges we face. Firstly, importing these equipment means that we have to deal with high levels of duty and tax. This problem is further compounded by the fact that depreciation of the rupee has made imports costlier. Secondly, lack of skilled labour to handle such machinery is also a major challenge. In order to tackle this challenge, we will be conducting various training and other skill upgradation programmes for our workers, which will help them to handle these machines easily. But when it comes to ‘design’ or ‘look and feel’ for a product, Chinese solutions will score more than their Indian counterparts, as they have strongly implemented design and design-based learning in their manufacturing systems. However now, the Indian companies are realising the importance of implementing systematic design learning and are also taking up various initiatives. As Gujarat looks to play a major role in the Indian economy, its strong manufacturing tradition is offering a boost not only to the growth of the state, but also to the growth of India. While the present global economic slowdown is taking a toll on manufacturers across the nation, Gujarat has adopted significant measures to diversify its economy and leverage its position as a manufacturing hub. Aiding in this effort are its promising industrial clusters located in different districts, which are helping the businesses with collective efficiency, economies of scale and competitive edge in producing goods and services. This is not only pushing up the overall growth of Gujarat, but also that of the country as a whole. Here, we present some of the prominent districts of Gujarat that are being modelled to suit the requirements of industrial players. VISHESH SHARMA

BHARUCH MAJOR INDUSTRIES Bharuch has a formidable industrial base and many business conglomerates have their presence in the region. Some prominent examples include Guardian Corporation, Videocon, Badische Anilin -und Soda-Fabrik (BASF), Reliance, Tata Group, Aditya Birla Group, Welspun Corp Ltd (formerly Welspun Gujarat Stahl Rohren Ltd), Aventis Pharma Ltd, Wockhardt, Rallis, Pfizer, L&T, Bayer, Glenmark Pharma, Lupin and Gujarat Fluorochemicals Ltd. This region has excellent port connectivity because of Dahej Port, which makes it an investment destination in port & shipbuilding activities. Several key players have developed their facilities in and around Dahej Port, including Indo

Gulf Group, Gujarat Chemical Port Terminal Company Ltd (GCPTCL) and Petronet LNG Ltd. With over 70 medium- and large-scale industries, Ankleshwar is the major industrial centre in Bharuch and witnesses a large number of business activities.

INVESTMENT TRENDS Bharuch has witnessed a surge in investment in sectors such as chemicals and petrochemicals, drugs & pharmaceuticals, engineering and textiles. The chemical sector has indicated a tremendous growth rate of 45% during the last decade. The district is leveraging the presence of a large number of industrial estates and special economic zones (SEZ). The presence of industrial estates, such as Bharuch, Ankleshwar and Panoli, has enhanced the attractiveness of the region.

PROPOSED INVESTMENT A total of 69 MoUs have been inked with an investment amounting to `1,01,810 crore during the previous editions of Vibrant Gujarat Global Investors’ Summit (VGGIS) in sectors such as chemicals, agro and food, oil & gas and textiles. These projects are expected to provide employment opportunities to more than 3.5 lakh people. Specifically in chemicals and petrochemicals, a total of 19 MoUs have been inked during VGGIS. Besides, Sterling Biotech has inked an MoU of `22,000 crore to set up an SEZ. Also, Adani Power has proposed to develop a 2,000-MW power plant, with an investment of `8,000 crore in the region.

Delhi-Mumbai Industrial Corridor are expected to fuel the industrial and economic growth of Bharuch. The region is centrally located within the industrial belt. Besides, Dahej is ideally located to serve North, South, West and Central India as well as international destinations, such as West Asia, Africa, Europe and North America. The district has also witnessed growth of a large number of industrial estates and SEZ.

RAJKOT MAJOR INDUSTRIES The major industries in Rajkot include engineering, electronics, textiles & apparels, chemicals and processed foods. The SMEs are dominated by foundries, engineering & automobile works, gold & silver jewellery, handicrafts, spices, medicines & wall clocks. The area is also the largest producer of diesel engines, bearings, kitchen knives & other cutting appliances, watch parts and automotive parts. Some of the major industrial players having presence in the district include Ajanta Electronics Pvt Ltd, Atop Food Products, Balaji Wafers Pvt Ltd, Archer Metal Ltd, Gujarat Goldcoin Ceramics Ltd, Echjay Industries Pvt Ltd, Atul Auto Ltd, Rolex Rings Pvt Ltd, Gujarat Agro Industries Corporation Ltd and Samay Electronics Pvt Ltd.

INVESTMENT TRENDS In recent years, the region has attracted investment in miscellaneous machinery and engineering industries worth `308 crore, contributing about 23% to the total investment. The electronics sector generated the highest employment in Rajkot, followed by the miscellaneous industries sector. The textiles sector also witnessed an upward trend in investment, growing over 100 times to `125 crore.

PROPOSED INVESTMENT A total of 11 MoUs have been inked in recent times, amounting to `1,873

crore during VGGIS. Sectors such as ports, engineering & automobile, tourism and food & agro industries are likely to witness huge investment in future. Besides, three MoUs with a total investment of `1,150 crore have been inked in the engineering & automobile sector for setting up an SEZ.

ECONOMIC DRIVERS Rajkot is one of the biggest centres for the engineering industry. An SEZ for the sector has been proposed in the district, which will further boost the its growth as well as increase the industrial output and exports of the district. The growth in real estate in Rajkot has been quite rapid due to the large investment made by top realty players in various projects, such as development of townships, group housing, commercial complexes and IT parks. This will increase the investment and employment opportunities in the infrastructure sector as well. Apart from this, the State Government has identified various industrial clusters to fuel the industrial growth in the region. The development of these clusters will lead to immense industrial growth in the district.

GANDHINAGAR MAJOR INDUSTRIES Electronics, food processing, biotechnology and textiles & apparels form the bulk of the industries in Gandhinagar. Moreover, the region’s proximity to the agro-food and biotech clusters of Ahmedabad has opened up new avenues of growth for food processing industries, research centres and educational institutes. INVESTMENT TRENDS New sectors such as industrial instruments, agricultural machinery, leather & leather goods and infrastructure projects have witnessed investment worth `121 crore during the last decade. The investment in food processing industry increased from `245 crore during 1990s to `314 crore during 2000s. Miscellaneous machinery, engineering and ceramics are other emerging sectors in the district, which are beginning to grow in leaps and bounds.

PROPOSED INVESTMENT The Government of Gujarat has been playing a very active role in promoting the state capital as a potential investment destination through a series of VGGIS, organised every two years. A total of 58 MoUs amounting to `7,801 crore of investment have been signed for various locations in Gandhinagar during the previously held summits, which are now in the process of being implemented. Emerging sectors such as IT/ITeS, biotechnology, tourism, textiles, agro, electronics, engineering and auto have attracted maximum investment in the district, which is expected to create almost two lakh employment opportunities.

ECONOMIC DRIVERS Being the state capital, most of the State Government offices are located in Gandhinagar. Hence, a major section of the working population of Gandhinagar is employed in public sector services. The recent surge in the growth of infrastructure projects in the district has increased the employment opportunities for the masses. The small-scale industry is the supporting pillar of the region’s economy. It provides

direct and indirect employment to over 40,000 people in this region.

KUTCH MAJOR INDUSTRIES The key industries in Kutch include engineering, power, steel pipes, cement and handicraft. Certain other industrial sectors, such as construction, chemicals, ceramics and textiles, are also rapidly emerging in the district. Kutch contributes to over 60% of Gujarat’s total salt production, which is largely exported to countries like Bangladesh and South Korea. Kutch is also the world’s largest producer of Submerged Arc Welded (SAW) pipes. Kutch is home to India’s largest sponge iron plant with an existing capacity of 4.6 million tonne per annum. Panandhro, a village in Kutch, has the largest lignite reserve in Gujarat with a capacity of 59 million tonne. Major companies that are

present in the district include Essar Group, Adani Group, Suzlon, Sanghi Group, Welspun Corp Ltd, Videocon International Ltd, Varsana Ispat Ltd and Agrocel Industries Ltd.

INVESTMENT TRENDS Kutch accounts for 39.07% of the total projects currently under implementation in the state. According to Industrial Entrepreneurial Memoranda (IEM) filed in the last 10 years, Kutch has shown an investment of `1,00,806 crore in industries such as infrastructure projects, metallurgy, textiles and chemicals. During the same period, textile industry has seen an investment of `590 crore.

PROPOSED INVESTMENT The region has managed to attract 34 MoUs with a total investment of `91,941 crore. Most of the MoUs have been signed in the auto & engineering sector. In power sector, Nuclear Power

Corporation of India Ltd has signed an MoU with an investment amounting to `50,000 crore. Recently, the India Infrastructure Finance Co Ltd signed an MoU with the State Government to develop a multiproduct SEZ with an investment of `24,503 crore.

ECONOMIC DRIVERS Kutch has emerged as a hub for chemicals, minerals, textiles, engineering, oil & gas and port-based industries. It is an ideal gateway to Asian, African and American markets through Mundra Port, which offers the shortest land route from any port to the vast hinterland of Western and Northern India. Competing with global investment destinations, like Brazil, South Korea and Taiwan, among others, Gujarat has an upper hand when it comes to conducive industrial ecosystem and robust support from the state government. However, the state can learn a lesson or two from emerging global investment hubs, like UAE, Guangdong and Mexico that are strategically attracting Gujarat’s share of global investment. A report... ujarat has a unique combination of strategic geographic location, state-ofthe-art infrastructure, business-friendly environment and its concentration of corporate and financial resources making it a leading investment destination in India. Gujarat has been on the radar of the major economies of the world with its long-standing trade links with Europe, West Asia and African countries. The state has a 1,600 km long coastline— the longest in the country—making it an attractive location for overseas investors. Gujarat’s excellent infrastructure makes it one of the most favourable destinations for investors. With the available infrastructure, the state is moving ahead to attract investors in newer areas such as medical devices’ manufacturing, the development of educational and entertainment hubs and automobiles & infrastructure development.

ECONOMIC DEVELOPMENT Gujarat’s GSDP and per capita GSDP have shown all the signs of a developed and urbanised economy. The state has maintained its high rank in key economic indicators among the Indian states. Gujarat has emerged as a leading industrialised state in the country, proving to be the ultimate destination for many investors, both within and outside India. Despite the tremors of the global meltdown, Gujarat has continued to witness impressive industrial

development. The state has received acknowledgments of 9,216 Industrial Entrepreneurs Memorandum (IEM) filed by entrepreneurs till September 2009 with an estimated investment of `5,761 billion (US$128 billion). As per an NCAER report, ‘FDI in India & its growth linkages, 2009’, sponsored by Department of Industrial Policy & Promotion, Government of India, approximately 400 FDI firms have registered offices spread over 21 states/Union Territories, out of which Maharashtra and Gujarat have a high concentration. Gujarat has about 12% of the registered offices of FDI manufacturing firms in India. There are 401 FDI manufacturing firms that have 1,273 plants in India. About 11% of these plants are located in Gujarat. Employment originating in FDI manufacturing firms varies widely across states in the country. Gujarat accounts for about 6.2% of the total employment.

GUJARAT’S STANDING IN COMPARISON TO GLOBAL INVESTMENT DESTINATIONS Gujarat has always been at the forefront in terms of adopting new strategies to attract investments into the state. It has taken various innovative initiatives for promoting investment and has been successful in showcasing the state as one of India’s preferred investment destinations. The key drivers for investments are Gujarat’s robust infrastructure, its strong manufacturing base, transparent governance and investment promotion

initiatives such as the Vibrant Gujarat Summit (VGS). As per the NCAER report, with its aggressive marketing of investorfriendly policies and fast-developing infrastructure, Gujarat became the second highest state in terms of foreign investment. But the state needs to do more to attract global investments and further improve its share of investment inflows by analysing its attractiveness in relation to other competing FDI destinations across the globe. As part of the study, ‘Gujarat’s Attractiveness Model in a Changing World’, conducted by Ernst & Young (E&Y), 10 globally preferred investment destinations were identified to investigate the detailed strategic policy-level interventions and local initiatives contributing to each destination’s large pool of incoming FDI. The study follows from the previous analysis conducted by and for the government into external perceptions regarding Gujarat and describing the expectations of important national and international influencers. There are a number of heterogeneous audiences to which Vibrant Gujarat would ideally target its activities, and a number of discrete ways in which the Government of Gujarat needs to communicate to reach these groups. In terms of key government policy measures, Indian corporations frequently express views on a range of matters from the various incentives available for educational reform. In terms of social measures, the Government has acted to improve the quality of life for every section of Gujarati society as well as the expatriates. Finally, one of the key findings was that the Government needs to take more long-term investment promotion measures such as the need to reach out to more international chambers of commerce and economic bodies as well as attract major Indian companies to the State which will, in turn, attract major international companies. The state is also continually broadening the scope of VGS, organising more international road shows and incorporating success stories and examples of innovation into the State’s branding. The Government understands the need to bring ever-more intellectual capital into the State and enhance its focus on specific industrial sectors as well as developing specific clusters. This E&Y report thus provides

in-depth analysis of all the identified globally preferred investment destinations and findings regarding the best practices adopted by these destinations, specifically to uncover the current status and trend of the FDI flow into these regions; each identified location’s key FDI drivers; the policy level initiatives taken by the Government; the industrial trend and the impact of large-scale FDI on growth in any specific industry, and; the current and future competitiveness and attractiveness of each region.

KEY LEARNING The in-depth analysis of all the ten identified destinations gives the details about the strategies adopted by the destination to attract investments. The key learning from various destinations which can be implemented in Gujarat to attract investments have been shown in Table 1. After considering these takeaways, certain actions have been identified, which will lead to increased positive perception about Gujarat as a preferred investment destination. These actions have been modified considering existing legal and institutional structure. These actions are classified in terms of adaptability

and its possible impact on Gujarat’s attractiveness model. The actions were classified as having higher or lower impact depending on our analysis of these destinations and the impact similar initiatives could generate in these destinations. Also the adaptability of the actions were defined based on the policy shift required and the existing policy framework.

KEY ACTIONS REQUIRED E&Y has identified a few actions to improve the attractiveness of Gujarat in the country/world and to attract more investments, based on the analysis of other international FDI destinations. These actions are as listed in Table 2 (Key Considerations). The suggestions mentioned in the above table would require policy level interventions from the Government of Gujarat for practical implementation. Each of these initiatives will create a larger impact if taken comprehensively. The positive impact of these suggestions, if implemented, will be realised in the longer run. CNC PLATE PUNCHING MACHINE

his CNC plate punching machine has ram electrical / hydraulic closed-loop servo system. The frame is an assembly of a heavy steel plate consisting of two side frames, an upper and lower cam plate, and has reinforced sheet-metal plate for the oil-tank and the hydraulic unit. GAS SAVER

T

he new gas saver promises to conserve energy and economies’ on costs. Th is product is approved by the government and has achieved the European standard CE. The gas saver improves thermal efficiency of the gas and offers up to 25 per cent gas saving. Th is device is suitable for domestic, commercial and industrial use.
