Why • The Basque Environmental Strategy for Sustainable Development 2000 – GOAL 3. PROTECTION OF NATURE & BIODIVERSITY: A UNIQUE ASSET TO BE FOSTERED • UNDERTAKINGS: – Set up a network of biodiversity observatories in the Basque Autonomous Community (BAC) by 2004 – Set up a programme to collect data and information on nature and biodiversity in the BAC by 2006

– CONDITIONS REQUIRED • CONDITION 4:ENABLE THE PUBLIC, THE AUTHORITIES AND BUSINESSES, MAKING THEM JOINTLY RESPONSIBLE, AND MODIFY THEIR BEHAVIOUR IN FAVOUR OF SUSTAINABILITY – OBJECTIVES » Establish an environmental information system that guarantees high-quality, up-todate, reliable information (databases, IT applications, etc.). » Create effective mechanisms for the communication of environmental information (reliable and accessible), strengthening the role of new information technologies such as the Internet. – UNDERTAKINGS: » As from 2002, draw up annual reports on environmental indicators in the BAC

Timeline • 2003 Metodological basis for biodiversity and landscape indicators (es) • 2004 Observatories: Fauna (IKT), Flora (Aranzadi), Marine (AZTI) • 2005 Meetings with the experts from the observatories to agree a common data base • 2006-2007 Preliminary study and Prototype • 2008-2015 Construction of the application • 2009 Working group GBIF+Environmental administrations: Annual meetings, training, standards, … • 2013 Working group Nature and citizen science: discussion paper, workshops, agreements, … • 2015 ornitho.eus and inaturalist.gbif.es +info (es)

Baseline • To keep our house in order: – What information we have: inventory of information and sources of information – What inforrmation we must have: inventory of obligations included in regulations and policies (reporting, dissemination, …)

• To analyse existing systems in order to take good ideas • To internalize the european information systems’ principles: EUNISBISE, SEIS, INSPIRE • To build the system in phases: modular construction following the same base model, so that people can use the system from the beginning without having to wait until it is finished

Facts • There is more information «outside» than «inside»: – GBIF more than 250.000 records from Basque Country – Citizen science: • data are not usually in governmental sites; volunteers sometimes prefere to organize themselves: there is enough technology for doing that • There is a huge (and increasing) offer of technological solutions to collect data • There are iniciatives with demonstrated success

Our proposal • A bottom-up approach: networking, knowledge community, knowing who is who, enhancing collaboration, reaching consensus – workshops on Nature and citizen science (es) – Website for interchanging experiences and knowledge (es)

• Support existing iniciatives/technologies that have a demonstrated success – Documents on existing platforms (es) – Ornitho.eus – Inaturalist.gbif.es

• Enable openness by wide participation from all potential actors • Improve the knowledge and data flow between different systems/communities • Ally with strong leaders

Ornitho.eus • Presentation on march 17th (es) • Publicize the initiative: – informative sessions • In different areas • To different collectives: naturalist associations, academic institutions (university), administrations and public bodies (local authorities, HAZI, nature interpretation centers, …

– Events: ornithological marathon, … – media outreach

• Consolidation of the social support to the project: – increase the number of users – promote the signing of agreements and collaborations

• Consolidation of the verification committees • Training: – train qualified observers – Promote the use of ornitho

iNaturalist.gbif.es • The Coordination Unit of GBIF Spanish Node in collaboration with CREAF, have launched a web platform for associations, schools and the general public to register their own observation on-line and contribute to our knowledge on nature. • This platform http://inaturalist.gbif.es is based on the iNaturalist’s, which is widely used in other countries. This web allows you to record observations about animals, plants and other organisms. You can also do it using a smartphone; download the android app at here.
