The City of Johannesburg has appealed to residents and businesses to cut down on their water consumption in the wake of the ongoing drought, high temperatures and falling dam levels. The appeal also comes after the national Department of Water and Sanitation called on Joburg Water, the City’s water and sanitation infrastructure and services provision entity, to reduce water usage by 15%. Speaking during a media briefing recently, Member of the Mayoral Committee (MMC) for Environment and Infrastructure Services Cllr Anthony Still said water consumption in Johannesburg needed to be reduced by 15% to ensure reservoirs did not run dry. Rand Water will reduce its supply to Johannesburg Water by 15% as a result. Water levels in the Integrated Vaal River System have dropped below the 60% threshold. The Vaal River itself is at 33.2%. Johannesburg residents consume 1.5 billion litres of water a day. The City introduced level 2 water restrictions in November 2015. To ensure that these restrictions are complied with, the Johannesburg Metro Police Department (JMPD) could soon start handing out fines. “We have to bring in the JMPD. It has probably never been asked to help with this sort of thing. We’ll ask them to issue a fine if they see sprinklers going. And the fine will be added to the water bill,” Cllr Still said. continued on page 2

he City of Johannesburg intends to align its plans and policies in a way that will enable it to achieve a 5% economic growth rate. This is one of 10 points the City adopted following a four-day induction attended by the newly elected members of mayoral committee (MMCs), City Manager Trevor Fowler and executives of the various departments and municipal-owned entities. In a communique issued after the induction, Executive Mayor Cllr Herman Mashaba conceded, however, that the 5% economic growth target was an ambitious one given that the Reserve Bank had projected South Africa’s economy to grow by 0.6% this year. “We appreciate the fact that if we do not achieve this, unemployment will remain high, the youth will be out of school and out of jobs at the end of this term and we would not have made a difference. Joburg Water Managing Director Lungile Dlamini called on residents not to top up their pools with municipal water. “Public swimming pools will be exempted,” said Dlamini. He said the JMPD would also look out for people, especially in the inner city, who used fire hydrants to wash their cars. The City is aware that there are fire hydrants that are being abused. People who run car washes must also use buckets to wash cars,” said Dlamini. Residents are compelled not to water their gardens between 6am and 6pm. The use of sprinklers is not allowed. Residents are encouraged to use hosepipes and water cans to water their gardens instead. No hosepipes may be used to wash cars and clean pavements. The restrictions will be suspended as soon as Gauteng receives good rainfalls. The restriction tariffs to be imposed include: l10% extra on consumption of between 20 000 litres and 30 000 litres a month; l20% extra on consumption of between 30 000 litres and 40 000 litres a month; and l30% extra on consumption above 40 000 litres a month.
The induction was aimed at helping the new political leadership – ushered in after the August 3 local government elections – to get a bird’s eye view of the City’s structures and systems to enable it to determine what works and what requires a review, and to “deliver services at a speed not seen in the City before”. The MMCs will spend the next few days with their respective teams to discuss the way forward. These deliberations will culminate in broader discussions at the Mayoral lekgotla, tentatively scheduled for October, and at the Budget lekgotla, expected to be held in February 2017. The following is the 10-point plan crafted at the induction: A recognition by the political and administrative leadership of the political arrangement/coalition imposed by the electorate. Earlier this year, we encouraged people to drill boreholes. So far a 20% increase in demand for boreholes since the start of this year has been shown,” said Cllr Still.

pring Day, 1 September, heralded the official opening of the City of Johannesburg’s swimming pools. However, a number of swimming pools remained closed due to minor and major repairs that are scheduled to take place soon. There are pools where contractors have already started maintenance work. Pools that opened on the 1st of September, include, Coronationville, Kensington B, Linden, Newclare, Riverlea, Robin Hills, Roosevelt Park, Vrededorp, Verity Park, Windsor East, Windsor West, Davidsonville, Florida North, Little Falls, Dobsonville, Noordgesig, Orlando, Power Park, East Bank, Forest Hill, Hofland Park, Malvern, Moffat View, Pioneer Park, Rhodes Park, Turffontein, Yeoville, Eldorado Park X 4, Eldorado Park Proper, Ennerdale, Lenasia X 2, Lenasia Ext 5, Lenasia South and Linden. Blairgowrie will open at a later date after completion of work. Newville and Murry
Park Pools are to be demolished due to extreme damage to the shell of the pools. Those that are schedule for major repairs will delay opening due to the amount of work currently taking place include; Rabie Ridge, Brixton, Mayfair, Ochse, Florida North, Senoane, Moletsane, Diepkloof, Meadowlands, Jabavu, Rhodes Park, Malvern, Ellis Park’s baby pool, Pioneer Park’s baby pool, Turffontein, Lenasia Ext 5, LenasiaExt 10, Lenasia South, Ennerdale Ext 5, Eldorado Park Ext 9, Sydenham, Zoo Lake, Robertsham, Crown Gardens, Southern Suburbs and Orange Farm. Cllr Nonhlanhla Sifumba, the newly appointed MMC for Community Development, said the City was working tirelessly to ensure that swimming pools are open throughout the summer season at least five days a week. MMC Sifumba appealed to residents to be patient while work is being completed at all the affected swimming pools.

ohannesburg Central Police in conjunction with community patrollers arrested a 34-year-old male for possession of an unlicensed firearm and ammunition at corner Goud and Jeppe recently. On the second day of September 2016, community patrollers were busy with their patrols when they saw three suspicious males at corner Bree and Troye Streeton. They followed them and alerted the police,
the suspects immediately ran away when they saw police approaching at corner Bree and Polly Street, a chase ensued and one suspect was apprehended. Police managed to recover an unlicensed firearm with ammunition. Further investigations on the firearm revealed that the weapon has a serial number which was successfully traced to have been robbed from a 54-year-old male, who reported a case of common robbery on the 13th of July 2016 at Johannesburg Central Police Station.

firearm and ammunition at corner Twist and De Villiers Street on the second day of September 2016. It is alleged that three suspects robbed Favour Ebude King Store Trader corner Bree and Quartz Street on the 02nd of September 2016. Two males entered the store

and immediately produced a firearm before demanding money from the shop owners, as the third suspect stood at the door. A brief but violent scuffle ensued which resulted in the shooting of the owner and his wife, the robbers then took an undisclosed amount of money from the shop.
They fled the scene on foot. Police busy with their routine crime prevention duties heard shots fired and managed to get to the shop on time. A search for the suspects followed resulting in the apprehension of one suspect and the recovery of a firearm with live ammunition.
It was fortunate as the victims were taken to hospital by an ambulance, however their condition remains unknown. Johannesburg Central SAPS Captain, Xoli Mbele revealed that two suspects are still at large and police investigation is continuing.

he canteen at the Metro Centre, the City of Johannesburg’s headquarters in Braamfontein was temporarily turned into a fresh produce market recently, when upand-coming farmers converged to sell their products under one roof. Customers, mainly City employees and visitors, turned up in large numbers to buy vegetables, fruit and other farm products such as vegetable juice and eggs during the City’s Farmers’ Market Day. The initiative, which is spearheaded by the City’s Health and Social Development Department, is part of a drive to contribute to food security in Johannesburg under the auspices of the Agriculture and Food Security Programme. The programme came to being after a 2012 study by the Independent Development Trust found that 42% of poor people in Johannesburg did not have a meal at regular interval. As part of the programme residents were, among other things, encouraged to use their backyards
and rooftops to establish food gardens. Small-scale farmers were provided with seeds and training so they could contribute meaningfully to food security and showcase their produce at the City’s Farmers’ Market Day. Statistics show that over the past five years, the City has, through the programme’s various initiatives, managed to bring down the number of poor people who sometimes go to bed hungry to 24.5%. This is the second year that the City has staged Farmers’ Market Day. Each region in the city has its own Farmers’ Market Day once a month. Some of the fresh produce on sale on Friday included organic spinach and onions. Thoko Nhlapo, co-ordinator of the programme in Region F, under which Metro Centre falls, said those who came to sell their products included farmers, cooperatives and backyard garden food producers. “This opportunity gives them bigger exposure. We’re not only fighting hunger but we’re also

tackling unemployment,” she said. One of items that drew attention was organic spinach grown on a rooftop in the Johannesburg CBD by the Three Kotze Food Garden Co-operative. No soil or chemicals are used to grow the vegetable. Instead, it is grown in tunnels filled with water. The tunnels each have space for up to 75 plants at a time. The Three Kotze Food Garden Co-operative, which is run by five women, embarked on the project in May 2016 after being provided with extensive training by Ubuntu

Belinda Ratyana, one of the co-operative’s members, said their major aim was to promote healthy eating among Johannesburg residents. “This has been a great learning curve for us. It’s a skill we didn’t have. We all wanted to see how it was done. “One is learning every day about plants. It’s actually therapeutic. The beauty of hydroponic farming is that the plants grow quickly,”
said Ratyana. Another happy farmer was Cynthia Leballo, who has a plot in Eikenhoff, south of Johannesburg. She said this was the first time she sold her products at the Farmers’ Market Day. “I’ve had the plot for 10 years. It’s only now that I’m into farming. Such an opportunity uplifts us as African people. “I’m happy to be here. My idea is to expand. This market is really an opportunity for growth and for farmers to market themselves,” she said.

hrongs of Johannesburg residents welcomed spring in style when they attended the highly entertaining and star-studded Jazz on the Lake concert at Zoo Lake in Parktown on Sunday, September 4. Among the revellers were Johannesburg Executive Mayor Cllr Herman Mashaba and Member of the Mayoral Committee for Community Development Cllr Nonhlanhla Sifumba. The concert marked the start of the annual three-week Arts Alive International Festival, which brings with it a programme packed with music, poetry, dance and performing arts. Music lovers were treated to some of the best offerings from both homegrown and international talent. Mayor Mashaba, who was attending Jazz on the Lake for the first time, said he was highly impressed. “This is my first social event of the City since I took office. It makes me happy to see residents having a good time with their families and friends in a responsible way,” Mayor Mashaba said. He said the City was looking to providing more facilities in various communities to promote arts and culture and expose children to different art forms. “We need to ensure that this is more than just a one-day event. As a City, we need to show tourists how to have fun the Joburg way so we can attract even more tourists to our beautiful city and explore its pleasures,” he said. Cllr Sifumba said it was refreshing to see Johannesburg residents relaxed and having a good time at Jazz on the Lake. “We’re looking forward to the rest of the Arts Alive programme,” she said. High-energy drummer Paco Sery lit up the stage with his amazing drumming skills. The crowd went wild when multiple Sama-award winner and Afro-soul singing sensation Nathi Makanyi took to the stage to perform some of his favourite tracks from his debut album titled “Buyelekhaya”. The crowd were given a pleasant surprise when he called to stage RnB crooner Vusi Nova to perform “Nomakanjani” and finally closed off his performance with “Nomvula” as the crowd asked for more. Later Nova performed tracks from his new offering titled “Naninina”, serenading the crowd with his hit tracks such as “Thandiwe” and “Ndikuthandile”. Seun Kuti, an internationally acclaimed Nigerian Afro-beat star and son of legendary Fela Kuti, showed Joburgers how to party the Nigerian way. Local group Mafikizolo (pictured) brought the house down when they took the stage. The group got the fans on their feet when they performed some of their hit songs and showcased their dance moves. Johannesburg resident Portia Ntsele said this was her fifth year attending the concert.

ngaging in sporting activities in the law enforcement fraternity was important in the fight against crime, City of Johannesburg Member of the Mayoral Committee for Public Safety Cllr Michael Sun said recently. Cllr Sun was speaking during the opening ceremony of this year’s National Metro Police Games at the Turffontein Racecourse, south of Johannesburg. The five-day tournament, which this year is being hosted by the Johannesburg Metropolitan Police Department (JMPD), will see metro police officers from Johannesburg, Tshwane, Ekurhuleni and eThekwini compete for top honours in cycling, darts, golf, netball, volleyball, pool, shooting and road running. The National Metro Police Games, which are in their 11th year, kicked off with a cycling race at the Cradle of Humankind in Muldersdrift, west of Johannesburg, on Monday, September 5. Welcoming the competitors, Cllr Sun said the games would also nurture the bond of brotherhood and sisterhood among the officers of the various metro police departments and strengthen their resolve to fight crime. “By your presence here today, you have become closer and by this you show your solidarity in fighting the scourge of crime in South Africa. In the same breath, I ask all of you to give the competition all you’ve got! As the City of Johannesburg being the host this year, we would like to wish every one of you all the best. We certainly feel the energy from every member of the fraternity,” Cllr Sun said.
