R250-m fund to aid SMMEs In an unprecedented move, Standard Bank has, through its partnership with the City of Johannesburg, set aside R250 million to strengthen the hand of small, medium and micro enterprises (SMMEs) that have existing contracts with the City.

ouncillor Ruby Mathang, Member of the Mayoral Committee (MMC) for Economic Development, says the multimillion-rand fund was created to “encourage and reward big thinking” among the City’s existing service providers and suppliers in the SMME sector. MMC Mathang (pictured) says through the fund the City aims to give SMMEs all the support they need to prosper and to help create muchneeded jobs. “This partnership with Standard Bank is what was needed to boost SMMEs in Johannesburg,” says MMC Mathang. Entrepreneurs who already have a contract with the City and require funding under this scheme must submit the following with their applications: - A legally binding supplier contract with the

- Company registration documents; and - A tax clearance certificate/VAT registration form. Entrepreneurs who require support to apply for funding will be assisted through the City’s network of SME Hubs. On the SME Hubs, Mr Ravi Naidoo, Executive Director of Economic Development says they were established to “smooth the path to entrepreneurship”. The hubs have identified challenges facing small business owners in order to assist them. These include low business skills, the lack of access to capital and limited market opportunities. As a result, the hubs have been holding workshops in all the City’s regions to give small businesspeople advice on how to run successful enterprises. “We’re confident that this project will produce enterprises that the City can work with in the future,” says Naidoo. The hubs’ key objective is to City; promote entrepreneurial activity, sup- A copy of the contract with viable cash flow; port the middle and working classes - A business profile that includes the owner’s curriculum vitae; - Three-year financial statements and latest management accounts; and recognise marginalised economic activities by: - Personal balance sheet and the owner’s income statement; - Identifying the key enablers and - Proof of business address;

success factors for entrepreneurial growth, in particular SMME and co-operatives development, and implementing targeted programmes to achieve this; and - Identifying both governance frameworks and interventions to improve and accelerate the development of entrepreneurs. In the period between 1 October 2015 and 31 December 2015, a total of 1 669 SMMEs were supported through the City’s hubs and strategic partnerships with entrepreneur networks, exceeding the quarter’s target by almost 70%. In the first two quarters of the 2015-2016 financial year, the City supported 3 128 SMMEs through its five hubs – over 150% above the annual target of 2 000. “We’re busy planning an outreach programme through which officials will go and tell people about the SME Hubs and the services offered,” says Naidoo. Naidoo says the hub wants to help small business owners reach their full potential. “The City wants to assist in making small businesspeople’s dreams come true. The SME Hubs is there to find and nurture such enterprises,” says Naidoo.

he City of Johannesburg was committed to the development of a diverse informal trading sector by creating viable trading spaces for them, Member of the Mayoral Committee for Development Planning and Urban Management Councillor Roslyn Greeff said this week. The MMC was speaking at a meeting at Metro Centre in Braamfontein earlier to bring informal traders up to speed with the outcomes of the processes that had taken place to formulate a viable economic programme for the City. The meeting followed a two-phase consultation process involving all stakeholders – including informal traders themselves, public transport operators, property owners, formal businesses and residents – during which the City shared its approach to informal trading and solicited their views on how its objectives could be met and the needs of the various stakeholders balanced. MMC Greeff said the City was committed to developing the informal trading sector to be commercially viable and well-managed and to ensuring that Johannesburg became a lively city in which all people could live, work and play. She said after receiving all the inputs, the City conducted feasibility studies on traffic impact on mobility and dedicated managed lanes. This was to ensure the City made informed and balanced decisions in the identification of streets and areas to be designated for trading. MMC Greeff said consultation with property

and business owners indicated that they embraced informal trading as an integral part of the economy. However, she said, they had a problem with the way traders conducted their business. Littering, unsanitary conditions and criminal activities dissuaded potential investors, they said. For their part, residents insisted on better bylaw enforcement and the banning of trading in front of homes. The MMC said transport operators were happy about the construction of the Kaserne transit station and the decking of the railway project. “Informal trading is often the first rung of the economic ladder and the catalyst for sustainable entrepreneurship growth. The importance of the sector cannot be overemphasised. “We thus want to see an end-product that supports the City’s Growth Development Strategy 2040 (GDS 2040) principles of an inclusive City economy that affords meaningful livelihoods among its diverse citizens, especially the marginalised,” Greeff said. Xolani Nxumalo, the City’s Deputy Director: Informal Trading said the City was in the process of establishing an informal trading forum to act as a sctructure to solve sector issues. Nxumalo said the forum would meet quarterly. It would also look at a new allocation system, re-register traders and issue them with new smart cards. He said trading would only be permitted in designated and demarcated areas.

ommunity members working at a Endstreet park in Johannesburg alerted police to an incident involving a deceased homeless 29yr woman who passed on in her sleep. The woman who has been ill for months was a regular around the park and was a friend to the jozi@work employees. According to Ipeleng Dube who called Inner-City Gazette, the lady was homeless and stayed in the park with her boyfriend. She has been unwell and we tried talking to her, but she shielded away from answering basic questions nonetheless we encouraged her to visit the health services where she has been getting assistance.

“We were alerted to the incident by the boyfriend who had come to take her to the hospital. We immediately called the police and Inner– City Gazette who alerted the station commander brigadier Vukile Ntandane who was on the scene in 10mins. “We are so hurt by her demise she was such a fun person to be with,” Dube said. Ntandane and his team quickly secured the scene and started investigations into the demise of the woman. A docket will be opened and standard police procedure followed to determine the cause of death to the woman. “We will follow every lead and get to the bottom of this unfortunate incident.” He concluded.
