he City of Johannesburg is becoming smarter as more residents get connected to the internet In his State of the City Address (SOCA) in Turffontein on Wednesday, Johannesburg Executive Mayor Councillor Parks Tau said the City’s Massive Open Online Varsity (MOOV), part of the Vulindlel’ eJozi youth empowerment programme, had already opened opportunities for more than 4 000 young Johannesburg residents. MOOV also uses state-of- the-art video-enabled learning to turn City libraries into online universities. “Our new tech savvy economic democracy is rising because we’re partnering with the ICT sector. We welcome the confirmed commitments by Microsoft and IBM to train thousands of youth through the MOOV initiative on basic administrative and vocational skills,” said Mayor Tau. He said the movement of data and information would define the fate of cities in the 21st century – just as the movement of people had defined the nature of cities for as long as they had existed. The transformation of Johannesburg into a Smart City began with the rollout of 1 100km of broadband and fibre-optic cable. To date the City has connected 66 of its 87 libraries to highspeed internet, available at no cost to the public. Libraries with ac-
epoort and all across Soweto. “The City has also created a new municipal-owned entity, MTC, to manage and optimise the use of the fibre network and developed the ‘Maru a Jozi’ portal platform, a cloud platform enabling free access to a range of basic online services through a one simple to use portal. “Our Maru a Jozi platformme is already helping those with little experience of the internet at the city’s 408 free Wi-Fi hotspots, including the wireless mesh over Braamfontein. These have logged 1.3 million hits since the start of this financial year,” added Mayor Tau. The City has also rolled out the Digital Ambassadors programme, an initiative aimed at training 720 000 households across Johannesburg in digital literacy. To date 24 800 households have been reached. The City has also seen an improvement in healthcare management with its new e-health system, a digital records system that aims to reduce waiting times at healthcare facilities. “Patient records are being centralised and healthcare professionals are able – at the push of a button – to recall the history of treatment and continue to provide care and service,” explained Mayor Tau. The new e-health patient record system will be implemented in 15 clinics across Soweto by June. Through the use of technology, the streets of Johannesburg have been made safer with CCTV security cameras all connected to the Intelligent Operations Centre, a centralised command centre able to track suspicious behaviour and ensure rapid reaction. As a result of investments in the CCTV system, serious crimes such as bank robberies and cash heists were significantly reduced in the CBD. There is also a significant decline in crimes such as Johannesburg Executive Mayor Councillor Parks Tau common assault, theft of motor vehicles, burglaries and residential cess include those in Orange Farm, Lenasia, Diepsloot, Randburg, crimes. In 2014-2015 alone we experienced a reduction of 22% in Westbury, Emmarentia, Cosmo City, Ennerdale, Florida, Rood- actual incidents of crime,” Mayor Concluded .

he Gauteng education department is putting some of its abandoned schools to use, spending millions of rands on turning them into hi-tech, specialised institutions. The plan will see 20 deserted schools throughout the province converted into schools that will provide training in the types of technical skills needed in the areas in which they are situated. Schools in central Johannesburg will teach engineering subjects and information and communications technology (ICT). The first ICT and engineering school to open will be the revamped Fontanus Comprehensive Secondary School. The school has undergone
an R80 million face-lift. It boasts amenities that will be the envy of its neighbours: a modern soccer field; a tennis, basketball, netball and volleyball combi-court; a workshop; and a library. The workshops will be fitted with the engines of a helicopter, a Caterpillar payloader and even a Boeing 737 aircraft. The school’s communications infrastructure has been sponsored by Telkom, and the students will be able to tinker with a gearbox supplied by Nissan. The administration block comprises offices, kitchens, a boardroom, a small conference centre and toilets. “This is a prototype of the township school. It will be hi-tech; no books or chalk,” said Gauteng Education
MEC Panyaza Lesufi. “We want to restore dignity to township schools. We want former model C schools to compete for learners with these schools. “Some of the model C schools do not have these facilities,” he said, adding that township residents should get used to the idea of having first-class facilities right where they live. The new technical schools would only employ the best and most qualified teachers, he said. “We are focusing on hiring university graduates with honours degrees. We do not want people who were born before technology, who will struggle with hi-tech facilities and infrastructure.” Construction on the school in Ekurhuleni, which will focus on skills required in the aviation industry, is set to begin later this year in Rhodesfield. “Mining is dead and we have to come up with new ideas to have a competitive edge as a province. “We also do not want to teach our kids bricklaying; we want to teach them engineering,” Lesufi
Gauteng Education MEC Panyaza Lesufi
said. Unlike its neighbours, the school will have tight security and 24-hour armed response. “This is a big investment and we cannot leave it to chance,” said Lesufi. Outside the classroom, pupils at Fontanus will focus on football. Lesufi said similar schools would have Olympic-sized swimming pools and focus on swimming, cricket, rugby and other sports. Besides the 20 schools being converted, Lesufi said 13 others, similar to Fontanus, were being built from scratch.

he City of Johannesburg has identified vocational skills development and the bridging of foundational learning as critical interventions in breaking down barriers to youth employment. This was said by Johannesburg Executive Mayor Councillor Parks Tau in his State of the City Address (SOCA) in Turffontein, south of Johannesburg, on Wednesday May 4. Mayor Tau said the most current research and analysis, conducted during the rollout of the Vulindlel’ eJozi Programme, confirmed that the lack of relevant skills and qualifications among Johannesburg’s youths remained a major barrier to their participation in the economy. “Our young people bear the greatest brunt of this exclusion. It is thus that we have identified vocational skills development and the bridging of foundational learning to be critical

State of the City Adress (SOCA) Highlights
Vocational skills development for youth
T
being converted to affordable housing units in town, the city’s residents deserve better public spaces and entertainment options and this is what the ‘Joziburg Lane Festival’ is all about”. “We are super delighted about the development of the Joziburg Lane at No One Eloff,” adds Geoff Jardine,
interventions in breaking down barriers to employment for youth,” Cllr Tau said. Despite this, Vulindlel’ eJozi, a farsighted programme that seeks link disengaged Johannesburg youths to employment and empowerment opportunities in partnership with Harambee, has attracted more than 127 000 youths since it was announced by the Executive Mayor in his SOCA in May 2015. However, the target for this financial year was 200 000. “We encourage our young people to continue to raise their hands and register on vulindlelejozi. mobi. We have already engaged over 31 000 youth in opportunity channels and the majority of the remainder are being attached to a foundational skills and matric rewrite programme, breaking down a major barrier to work and skills development opportunities,” Mayor Tau said.
Corridors of freedom ignites city
T
he Corridors of Freedom, the City of Johannesburg’s spatial programme aimed at re-stitching Johannesburg into one united metropolis, is breathing new life into many parts of the city, Executive Mayor Councillor Parks Tau said during his State of the City Address in Turffontein on Wednesday The Mayor said some of the areas that have been positively affected by the rollout of the multibillion rand programme included Fleurhof; South Hills; Orlando East, Kliptown and Jabulani in Soweto; Turffontein; Rosettenville; Orange Grove; Alexandra and Sandton. “As we develop the Louis Botha Corridor with the rollout of Rea Vaya Phase 1C, the development of the Patterson Park node in Orange Grove and Norwood has already started,” Mayor Tau said. “We are rebuilding a state-ofthe-art clinic as part of a high-rise commercial space – redeveloping the

public recreation and sports facilities and [have] started with the massive revitalisation of Paterson Park and its waterways.” He said the high-rise buildings along the corridor combined commercial space with green space, recreation and cultural amenities as well as market-rate rental and social housing. “This means more people across a range of incomes are able to live richer lives much closer to where they can live, work and play. This is a major development [that] is bridging Norwood, Houghton, Orange Grove, Bellevue and Yeoville,” the Mayor said. He said the new South Hills and Fleurhof mixed-used, mixed-income housing developments demonstrated what could be done through creative partnerships with the private sector. “In South Hills, we have supplied the land and the private sector has funded the development, supplying social housing and RDPs as a condition to the deal.

Sundowns win premiership
Anthony Laffor (L) celebrates his goal with teammates

undowns clinched the league in fine style, getting the job done in the first half, much like they have been doing all season. It was clear Sundowns wanted to get the job done as soon as possible. It took them just three minutes to open the scoring. Anthony Laffor tapped home from close range after some horrible defending by the hosts.

Laffor’s second in the 18th minute was another simple tap-in but the build-up was a touch of brilliance from Khama Billiat. Billiat’s first touch after receiving a long ball from Keagan Dolly was exquisite. He left Tuks captain Willem Mwedihanga sprawling before crossing the ball into the box for Laffor to finish. The third goal was another Billiat setup as Laffor completed his hat-trick with a cool finish inside the box on the hour- mark. If anyone had doubts, Billiat showed why he is a hot favourite for player of the season award. With 20 victories and three defeats, Sundowns are worthy champions. Sundowns suffered two defeats in their opening four fixtures of the season. With fans calling for coach Pitso Mosiamane’s head, Laffor ignited the turnaround with a stoppage time goal against Ajax Cape Town. Mosimane’s men would not lose another league game for six months - assembling a 19-game unbeaten run. A few hiccups followed, but Sundowns were always in control on their way to a second league title in three seasons. The trophy will be handed over to the Brazilians at the Lucas Moripe stadium on Saturday, 21 May, following their clash against Platinum Stars.
