Service delivery pledge

he City of Joburg is to intensify its delivery of services following the approval by Council of its 2015-2016 Institutional Service Delivery Budget and Implementation Plan (SDBIP), the City says in a statement. The statement explains that the SDBIP is a legislated tool that provides strategic guidance and commits resources for the municipality to fulfil its mandate for the year. “It stipulates indicators to hold the Mayor, city manager and senior management accountable. The Municipal Finance Management Act requires each municipality to develop an SDBIP as

a management and implementation tool that sets in-year information such as quarterly service delivery and monthly budget targets, and links each service delivery output to the budget of the municipality, providing credible management information and a detailed plan for how the municipality will provide such services and the inputs and financial resources to be used.” Mayor Parks Tau has pledged that this year the City will accelerate service delivery by achieving more with limited resources. “Through our community-based planning approach, we have engaged our communities in order to listen to their concerns and needs. As a result,

we have integrated their views and concerns into our strategic planning processes. We have adopted flagship programmes that will advance the lives of the people. I encourage residents to familiarise themselves with the City’s SDBIP and study it. This is because the SDBIP is such a crucial document through which residents could access information about what services the City plans to roll out. To be ignorant of this plan is to be ignorant of the City’s work. We encourage residents to engage with the City through the SDBIP and give us continuous feedback,” he said. He added that the rolling out of Wi-

Fi hotspots to enable communities to have free access to the internet will assist communities to access job opportunities and extend communication channels through social networks. City Manager Trevor Fowler said the City has undertaken a rigorous process to ensure that the service delivery needs of the residents are catered for. “Our concerted efforts have resulted in the achievement of unqualified audits for three consecutive years, demonstrating how well the City is governed. We have built houses for the underprivileged and rental social houses for low-to middle-income

earners. The City has improved the quality of water and upgraded electrical infrastructure to ensure that residents are spared from the effects of stage one load-shedding. Furthermore, the introduction of the ‘loadlimiting’ approach has contributed to the reduction of load-shedding,” he added. The 2015-2016 SDBIP comprises 10 priority implementation plans that will drive the City towards its goals for the remainder of the term of office. Among notable targets is the City’s commitment to create 50 000 job opportunities in the 2015-2016 financial year, the City Manager said.

ver 720 000 Joburg households will over the next 18 months be trained in digital literacy to enable them to use broadband connections in the city. At a function held at the University of Johannesburg (UJ) on Friday Mayor Parks Tau gave digi-entrepreneurs the thumbs-up to work with the City of Joburg in its drive to bridge the digital divide across the city. Tau first announced the R80-million Jozi Digital Ambassadors Programme during his 2015-2016 State of the City Address in May. The recruitment of 3 000 digital ambassadors has begun and is being effected through Vulindlel’ eJozi, a programme initiated in partnership with Harambee Youth Employment Accelerator NGO to boost youth employment. The City runs the Jozi Digital Ambassadors Programme in partnership with UJ. “The young lead the call for transformation, demanding the opportunity to work. We understand that our youth are our greatest asset. This is in line with our developmental local government approach to the implementation of the 2040 Growth and Development Strategy,” he said. The programme will use a new City portal called Maru a Jozi, a Setswana phrase for ‘Joburg clouds’. Maru a Jozi is a portal that enables one free access to a range of basic online services. Each digital ambassador will be equipped with a tablet to train community members. They will also be mentored in business acumen to enable them to use technology to create innovation for their enterprises. UJ’s Professor Johan Meyer said the programme would enable the community to engage with digital technology like in online job seeking opportunities, banking applications and access to digital services.

JRA to empower women Johannesburg - The board chairperson of Johannesburg Roads Agency (JRA) Jackie Manche says the entity is committed to empower women in engineering and construction. Manche was speaking at the launch of the 2015/16 JRA Flagship Bridge programme. She said women can participate in the projects through SMMEs and co-operatives. “We have identified challenges facing women, such as business skills and lack of access to capital. JDA will set up an SMME desk and conduct a series of workshops to educate women.”

Mayor Parks Tau said the R152-million programme is geared at restoring critical freeways, roads and bridges in the city. “This is an essential part of the broader commitment the City has made to allocate R110-billion in upgrading our infrastructure over 10 years, to enable economic growth and development. We have trained women in engineering and construction through the years. Our key priority is to increase participation of women in this industry. We have R1.4 billion in capital budget and we are pushing for more women to take advantage of these opportunities.”

Minister urges women to seek financial independence

Sasolburg - Telecommunications Deputy Minister Hlengiwe Mkhize has said financial independence would restore women’s dignity in this country. She was speaking on the sidelines of the National Women’s Day celebrations in Sasolburg in the Free State over the weekend. She said women should strive to be socioeconomically independent. “I think the last leg of ensuring that our dignity is restored, our rights are realised is making sure that women are in the value chain, looking at all sectors. Sometimes whenever people talk about women they talk about cooperatives. We want to see our young women being in the Johannesburg Stock Exchange, their companies, representing boards but also adding value to critical companies throughout the value chain,” the deputy minister added. North West Premier Supra Mahumapelo has echoed Deputy Minister Mkhize’s views about women’s economic emancipation in the country. “We must make sure that in every class in school there are specific programmes that target women, to make sure that women take responsibility, even in the corporate sector, to make sure that it is women who run the stock exchange in SA.” SABC

Mthatha - The Women with Vision NGO has committed to build a preschool at Polar Park informal settlement outside Mthatha. The population in the area is mainly composed of young women aged between 18 and 35, mostly unemployed. Hundreds of children do not have access to education and end up in criminal activities like drug abuse. Women with Vision chairperson Rashida Mukabam says building the school is to mark Women’s Month. “We are actually having a sod turning to build a proper pre-school with two class rooms , ablution facility, a kitchen where we could start a soup kitchen for the kids on a regular basis, and we are having a caretakers room with a sick -bay so that sick children can be isolated, and not spread infections to other kids.” Community leader, Lungile Mfukuli believes the Polar Park community is neglected by government and as a result children have no access to education. “The problem is we are neglected by government, especially by the Department of Education because for many years we have been struggling to get a school. People of this area are poor and if the Department of Education or Social Department can assist us as this initiative by this NGO, it can be good,” Mfukuli added.

Community demands steel plant

Phalaborwa - Communities in the Ba-Phalaborwa municipality in Limpopo are calling on mining companies to discuss social plans with them. Chairperson of the Phalaborwa Community Forum, Aubrey Ngobeni says a general meeting has resolved to ensure that a steel plant be built in the area. Last week communities embarked on violent protests demanding that the planned steel plant should be located in their area. “Even the mines have come on board with regard to their social labour plan and presented it to the community. When it comes to the steel plant the thorny issue is that we

are going to make sure we engage whoever it matters to make sure that we find common ground in making sure that a steel plant is in Phalaborwa, because it has potential to hire 6 000 people,” Ngobeni said. This follows a week of intense rioting by Phalaborwa residents who burned tyres and blockaded the R71 to the Kruger National Park and the R40 which links Phalaborwa and Hoedspruit. Some protesters attacked passing motorists with stones. The blockading of roads caused an inconvenience to many motorists and tourists travelling in the area. Police used rubber bullets to disperse the protesters.

Cape Town - More than 5 000 veterans registered on the Department of Military Veterans database should have houses by the end of this financial year, Human Settlements Minister Lindiwe Sisulu said on Monday. Addressing over 200 military veterans in Cape Town, Sisulu announced that provinces would prioritise housing for military veterans. “Military veterans played a central role in pushing the apartheid Government to start negotiating with the ANC,” Sisulu said. “We owe our freedom to you. It is my mission to ensure that in this finan-

cial year all military veterans have houses, decent houses fit for the sacrifices you have made for us as a nation.” Sisulu said she would give the military veterans an answer in two weeks on how her department would clear their housing backlog. She added that veterans would be participating in the building process. “Some of you still have energy from the camps. We must convert that energy into construction skills for you to work with us in building your own houses. I want you to become construction developers and get involved in all mega projects.”

Party worried about killings Durban - On Tuesday the Inkatha Freedom Party (IFP) questioned why crimes in which its members were killed in Durban were never solved. This follows the shooting on Monday afternoon of Fuhluza Khumalo as he arrived at his home in Inanda. The IFP’s national chairman Blessed Gwala said the party was ‘reeling’ from the killing; which comes barely a month after Mbhasobheni Biyela was gunned down in neighbouring KwaMashu. “While we call on our law enforcement agencies to ensure that the perpetrators are arrested and brought to justice, we question why the police are unable to get to the bottom of these killings,” Gwala said. He said the party was also questioning why rewards were offered for information when a member of the African National Congress was killed, but none was offered when an IFP member was killed. KwaZulu-Natal community safety and liaison MEC Willies Mchunu said Khumalo, 58, was gunned down as he arrived at his Inanda home. He said that Khumalo, who was a local community policing forum member, had returned from a meeting at the KwaMashu hostels when he was shot. Mchunu said he was shocked at the killing and urged police to do all to bring the killers to justice. ANA

Hundreds evicted from Hillbrow building Members of the press at the eviction scene witnessed some items being thrown out through the windows, while larger items such as beds, couches, wardrobes and fridges were carried out by the Red Ants Johannesburg - The Red Ants hurled belongings from windows as they evicted over 1 000 people from the Willston Court building in Hillbrow on Wednesday morning. Residents watched from across the street as the Red Ants went from flat to flat, emerging with their belongings. Members of the press at the eviction scene witnessed some items being thrown out through the windows, while larger items such as beds, couches, wardrobes and fridges were carried out by the Red Ants. The evictions started at 07:00, and caused great unhappiness among the tenants, who were not

allowed to move their goods themselves. Officials at the scene said this was because the Red Ants could not allow people to take items without verifying who the rightful owners were. “Things are just messed up here and they aren’t allowing us to take our things. I’m afraid we will lose our things,” said one woman. Lawyer Lucky Mhlanga, representing the residents, said the evictions were unlawful and that the matter concerning occupation of the building was still pending in court. But the sheriff of the court insisted that the 1 500 tenants were supposed to have left the building last month.

Hundreds die in new migrant tragedy Tripoli, Libya - Hopes faded of finding survivors of the latest Mediterranean boat tragedy, in which about 200 migrants drowned on Thursday. Vessels from the Italian and Irish navies and Medecins sans Frontiers (MSF) saved over 370 people from a capsized boat thought to be carrying up to 600 on Wednesday, the Italian coastguard said. They recovered 25 bodies but found no more survivors after scouring the waters overnight. The capsized boat flipped over on Wednesday as an Irish rescue vessel approached, probably because desperate passengers surged to one side as they spotted the ship, LE Niamh, on its way to help them. “The boat was so overloaded, and the conditions were such that the boat started taking on water and it listed to one side, capsized and sank, all in two minutes,” Irish Defence Minister Simon Coveney said.

The Irish ship is part of the EU Triton mission, which was expanded after up to 800 migrants drowned in April. The LE Niamh headed toward Sicily’s Palermo with most of the survivors. The Mediterranean Sea is the world’s most deadly border area for migrants. Over 2 000 migrants have died so far this year in attempts to reach Europe by boat, compared with 3 279 deaths during the whole of last year, the International Organization for Migration said on Tuesday. People smugglers, mostly based in Libya and charging thousands of dollars, have sent over 90 000 migrants to Italy this year, UNHCR says. Italy took in 170 000 in 2014. This summer’s mass arrivals in both Italy and Greece show Europe’s migrant crisis is worsening. Immigrants fleeing violence and poverty at home continue to pour in from Africa and the Middle East. Tunis, Tunisia - A suspected jihadist has been shot dead near the Algerian border, where security forces have been hunting militants since 2012, the interior ministry announced on Monday. It said “a terrorist was killed” in an ambush staged by police special forces on Sunday night on Mount Sammama in the Kasserine region. The dead man was being examined for identification, while a second was arrested on suspicion of ‘providing support for terrorist elements’, it said. Freetown, Sierra Leone - China’s Foreign Minister Wang Yi has pledged continued support to the three West African countries hardest hit by the Ebola outbreak that has killed more than 11 200 people. Wang Yi was in Guinea on Monday for the last leg of his tour of the three West African countries of Liberia, Sierra Leone and Guinea. In Liberia, Wang Yi also highlighted China’s support in building roads, homes and government offices. He said China would continue to support the West African countries without attaching any political conditions. In Sierra Leone Wang Yi met President Ernest Koroma to discuss sending more medical personnel and helping to support the country’s health infrastructure. China was the first to fly in a consignment of badly needed medical gear, including personal protection equipment, for Liberia and Sierra Leone when Ebola spread last year. AP

Dar es Salaam, Tanzania - Two senior leaders of the opposition coalition have resigned over nomination of a former ruling party official as presidential candidate. In a move meant to cut the ruling party’s 54-year grip on power, Tanzania’s four major opposition parties on Tuesday named former Prime Minister Edward Lowassa, once seen as a leading contender for the ruling Chama Cha Mapinduzi (CCM) party nomination, as their candidate. Some analysts see a shrewd move to win over disenchanted supporters of CCM and break the lock on power it has enjoyed for decades. But senior members of the opposition coalition have expressed disgust and stepped down. Ibrahim Lipumba, chair of the Civic United Front (CUF), Tanzania’s second-biggest opposition party, announced his resignation on Thursday in protest against Lowassa’s candidacy. Wilibrod Slaa, secretary general of the main opposition CHADEMA party resigned earlier on similar grounds, accusing his party of abandoning its principles. Several senior CCM members have defected to the opposition. Lowassa quit as premier in 2008 over corruption allegations he denies. Lipumba and Slaa, who were presidential candidates in the 2010 polls, said they would remain ordinary members of their parties, but would not campaign for Lowassa in the election. Lowassa, 61, was appointed unopposed as the opposition coalition’s candidate against the ruling party’s presidential candidate, John Magufuli.
