undreds of Joburg inner-city children attended the annual Ekhaya Neighbourhood Kidz Day event at the MES Dinaledi Pre-school in Ekhaya Park in Hillbrow’s Claim Street over the weekend. The event is organised by property owners under Ekhaya Neighbourhood who include Johannesburg Housing Company, Madulammoho Housing Association, Trafalgar and Connaught Properties. Event co-ordinator Bafikile Mkhize said the annual occasion is aimed at improving social cohesion in the Hillbrow neighbourhood. “This brings together children from various families and backgrounds and helps them interact and have fun together, which is an important factor in promoting social cohe-
sion among our youth and the community in general.” The children were provided with entertainment that included music and dance from various performers. They were also thrilled by performance from the Captain Dee, a crime activist mascot. Captain Dee wore a tradional police style uniform, displayed banners advocating for the end of crime, and also for residents to keep the inner city streets clean. The youths were given Christmas gift packs sponsored by Bad Boyz security, Connaught Properties and Gauteng Local Government, according to the organisers. A huge cake was provided for the children, which was sponsored by Bad Boyz security company. Joburg Emergency Services (EMS) also took part in the event. Gunmen held after shooting Yeoville - Two men have been arrested following a recent shooting incident in which two people were injured, according to police. Police spokesperson Const Thabo Malatji said police were stopped by community members in Bezuidenhout Road, who reported that there was some trouble in the area. “While they were talking to the community members, the officers heard gunshots coming from a nearby house. The officers went there and found two people with gunshot wounds. One suspect was holstering a firearm while the other was trying to flee,” said Const Malatji. He added that it is still not clear what the shooting was all about. Both suspects were arrested and the two victims were taken to hospital. Some of the children who participated in the Constitution Hill’s Freedom Walk last year.

Festive season safety drive ‘We need to form partnerships with communities to address crime and devise strategies to root out the causes of criminality’ Johannesburg - Public Safety MMC Sello Lemao has called on communities throughout the city to work with law enforcement to deal decisively with crime. Speaking at the recent launch of the City’s Festive Season Safety Campaign in Riverlea Lemao said there was a critical need for unity among the city’s communities in the fight against crime. “The city is under siege because of crime. We need the community to work with the police to fight crime,” MMC Lemao said. He added that the City had identified
several crime hotspots that would be targeted by law enforcement agencies, particularly during the festive season. “We need to form partnerships with communities to address crime and devise strategies to root out the causes of criminality,” MMC Lemao said. MMC Lemao added that the City would implement an inter-departmental programme across all seven regions to deal with problems besetting communities. “From January to June next year all the City’s departments will visit the regions to address problems plaguing our communities,” he said.
Johannesburg - In honour of Children’s Month, Constitution Hill will be hosting a Children’s Programme in the month of December, says Marketing Coordinator Phetsile Nxumalo. With activities such as potato art, reflection, movement and drumming, Christmas decoration-making, and ConHill story time, the programme is open young and old, Nxumalo says. “Tours will be free for children during the entire month of December.” In a statement Nxumalo explains that Constitution Kids is a project developed especially for children
enabling them to learn more about democracy, their rights and responsibilities. “The project was stopped due to funding constraints. The plan is to upgrade the room and the programme and begin running it again to ensure that children from a young age are introduced to the constitution and especially the Bill of Rights and learn about Rights, Responsibilities and Respect.” The objectives are to create a safe, interactive and fun environment for children to learn about Constitutionalism, Democracy and Human Rights. “The Constitution Kids project is part of our Education Pro-
gramme, which is directed towards educational programmes to enrich a deeper understanding of Human Rights, Democracy and the South African Constitution. The Education Programme is actively working with schools in Gauteng to instil and teach school children about the values of the constitution. The Constitution Kids project forms a part of the large Education Programme but is specifically aimed at children of the age of 3 – 16 years. The children’s room is within the Constitution Hill precinct and will be used by school children visiting the Constitution Hill heritage site.”
Reward offered in hunt for Malvern killers Malvern - A R100 000 reward has been offered for anyone who can provide information that can lead to the arrest of the suspect who raped an 85-year-old woman and killed her 63-year-old son during a house robbery on Fransquin Street on December 7. Cleveland police spokesperson Const Mpho Mashakane said two men held the pair at gunpoint. “They tied the woman up while pointing a firearm at her son. They ransacked the house and took the
man to the family’s tuck shop, on the same premises as their house. He was later found dead with a bullet wound to his head,” she said. Cleveland Community Policing Forum chairperson Alison Roberts urged the community to come forward with information. The Chinese Community Forum chairperson Sin Su Hong said violent crimes against people of Chinese origin are increasing. “Most of them are business people who are investing a lot of money
into this country. Government has to strengthen the fight against crime or risk losing huge investors,” he said. Residents conducted a march that started at the house where the incident took place and ended at the Cleveland police station. After receiving the memorandum from the marchers, Cleveland police acting station commander, Colonel Nkosinathi Miya said the memorandum will receive the attention of senior officers of the SAPS.

Notorious building gets renovated Johannesburg - The five storey Vinuchi building at corner End and Kerk streets in the Joburg CBD is now getting renovated. The building had gained notoriety over the years for allegedly harbouring criminals who often robbed passers-by and fled into its dark interior.
In response to allegations of being involved in crime residents twice set the building on fire last year and in August this year. In their most recent attempt to clear the building of criminals they evicted its occupants. The building is being renovated by Immaculate Renovators company. A
spokesperson for the company, Juliet Mukhushi said her company is conducting the renovations on behalf of the Mafadi property company. “The building will be fully renovated, hopefully to be completed in eight months, and it will offer residential accommodation,” Mukhushi said.
Police chief urges community involvement Hillbrow - The commander of Hillbrow police Brig Vukile Ntandane has wished everyone a safe festive season, and urged community involvement in reducing crime. Brig Ntandane urged everyone to behave in a positive and respectful manner throughout the festive season, and urged the community to get involved in combating crime. “Previously, community members were afraid to come forward with information, but now community involvement helps in dealing with crime matters. Members of
the community must protect each other and work together with the police, ensuring we do not allow criminality to take place.” He adds that crime in Hillbrow is at its expected level for 2015, and contribution from the community has helped in reducing crime. “Unlike in the recent past, Hillbrow is becoming a safer place for all,” he said. Brig Ntandane requested liquor outlets in the area to close their premises at 6:00pm during the season, especially on New Year’s Eve, to create a safer environment.

Polokwane - The Limpopo government says the decision by national government to give back full control of the administration to the province is exciting news. The national cabinet recently announced that the administration section 100 1(a) will be completely withdrawn by the end of March next year. Five departments in Limpopo were placed under administration in 2011 by cabinet, because of financial mismanagement and a high level of maladministration. Earlier this year, administrators left the province, after ex-Finance Minister Nhlanhla Nene announced that the national cabinet decided to return control to five departments that were under administration. However, the administration section 100 1(a) remained, meaning the five departments do not have full control of their administration. Premier Stan Mathabatha’s spokesperson Kenny Mathivha says the decision is exciting. “The administrators actually left early this year but we were left with section 100 1 (a),” says Mathivha. Local Governance and Administration analyst from the University of Limpopo, Lucas Nemutanzhela says the intervention period was quite long, so it is welcome news that national government is finally handing back control of administration. “The intervention is not a permanent feature. The period is quite long but important is whether it has set the things right. Among the conditions for the provincial government is that all vacant senior positions, including the head of departments, be filled before March next year. SABC
Welkom - An illegal initiation school owner and his assistant have been arrested after an initiate died in their care, Free State police said on Wednesday. Six other initiates were taken to hospital for treatment after police followed up on a complaint about the school. “The police rushed to the scene and found an unknown man lying under a tree covered with a blanket. The emergency personnel were contacted to the scene. Upon their arrival they tried to help the victim but it was already too late,” police spokesman Stephen Thakeng said. The man, 34, was declared dead on the scene by paramedics. The two men who were arrested were charged with murder and “failure to comply with the Act of the Initiation Schools”, Thakeng said.African NewsAgency

Residents challenge bridges contractor Phola - Residents are at it again about construction of bridges. A few months ago they complained about shoddy construction work of two bridges and demanded that the construction company responsible to stop working till Mbombela Municipality intervened. After recent rain, one of the bridges was affected and is now at the verge of collapsing, and now the community members demand that the company should be permanently stopped because according to them, the contractor is clueless about the quality of work that should be dedicated to the bridge. “It’s us who are going to face problems at
a later stage and we are not going to watch people’s tax money go down the drain,” said community member, Morris Maluka. Maluka said the municipality is not addressing this matter. “The issue of tender irregularities could be why they are not acting.” Mbombela Municipality’s spokesperson Joseph Ngala said: “The contractor is aware of the issue and when he was about to fix it, the residents stopped the project and their action is only going to delay the project and incur additional costs. Cape Town - A family of three has been shot dead in their home in Ocean View. Henry Arnoldse, 60, his wife Marie and their daughter Chantal, 29, were killed allegedly by balaclava-wearing gunmen pretending to be police officers. It is believed that the daughter’s boyfriend, who recently came out of jail, was the target. He, and the couple’s two young children, aged two and eight, survived the attack. Close friends of the Arnoldse family say three gunmen allegedly pretending to be police officers came to their house just before midnight. When the family refused to open up, the alleged killers kicked open the front door. After that they reportedly shot and killed the father and daughter, whose bodies
were found in a bedroom in the house. A friend said: “Marie ran outside in her nightie but they got her at the pavement and shot her about seven times.” The daughter’s boyfriend, who was also at the house, fled with the children after he fought off the attackers. The friend said: “The one gunman placed the gun against his head but he grabbed it; we don’t know how he managed to get away. “The boyfriend came out of prison four months ago for gun possession and he was involved in the gangs. A message was sent that they were going to shoot him, they were targeting him.” By the time of going to print, police spokesperson Lt-Col Andrè Traut said police had not made any arrests yet. Hundreds held in crime swoop Durban - At least 203 suspects were arrested during the period of 16 Days of No Violence against Women and Children Campaign, Kwazulu Natal police said on Tuesday. The campaign ran from November 25 to December 10. Police spokesperson Thulani Zwane said the suspects were arrested for a range of crimes including “kidnapping, assaults GBH, protection orders, sexual assault, common robbery, abduction, attempted rape and rape cases”. Zwane said a total of 32 sexual offence suspects were convicted in courts across the province. Four of them were handed life sentences. “It is gladly acknowledged that maximum sentences were handed down in most of these cases and that justice was delivered to the victims”. KZN Provincial Police Commissioner, Lieutenant General Mmamonnye Ngobeni said the sentences fitted the crimes. “The sentences that were handed down will send a clear message to would-be offenders that the police will trace, arrest and make sure that they present a thoroughly investigated docket to courts for prosecution. KwaZulu-Natal police will endeavour with all its resources to prevent crimes against women and children and make the province a safer place for everyone,” said Lt-Gen Ngobeni. African News Agency

Flash floods devastate city’s slums Kinshasa, DR Congo - Anger has peaked in the city’s slums as DR Congo’s poor grappled against torrential rains and flooding that have left 31 people dead and 20 000 families homeless in less than three weeks. Interior Minister Emmanuel Akweti said since 19 November 31 deaths were recorded due to the collapse of homes in repeated downpours. The city’s wet season normally runs from October to May, but this year the rains began in mid-November, with a third of the average annual rainfall or 450 mm of water in less than three weeks, Akweti said. In Ndanu, an impoverished northeast district, people have been hit especially badly by this year’s unusually heavy rains.
The area sits near the Ndjili and Matete tributaries of the Congo river and in the 1970s served as a water reserve to irrigate vast rice-fields run by Chinese aid organisations. But as the city’s population expanded to hit 10 million, flimsy shacks and huts sprouted across the area to house some 50 000 people, but without sewerage or any kind of urban planning. Most of the deaths from the recent floods occurred in the city’s particularly impoverished southern and eastern districts, notably along the banks of the giant Congo river. Govt concerned with bird flu outbreak Accra, Ghana - Health authorities in the Tema Metropolis have confirmed the outbreak of bird flu in the area. At least 24 000 birds are being examined in the latest outbreak of the influenza. A containment plan is being considered by the authorities. Head of Public Health at the Veterinary Services, Dr Bashiru Boi Kikimoto is leading the team. “We have reported to WHO of the presence of bird flu in Ghana,” he said, adding the “focal points of outbreak at the various farms have increased.” The flu was confirmed in May this year with Achimota and Tema said to be the worst hit with birds from those two areas quarantined. ister Dr Hanna Bissew asked the farmers not to sell the affected birds as part of measures to contain the epidemic. Boi Kikimoto said the authorities in the district where the outbreak was recorded are busy trying to contain the situation. Top genocide fugitive held Arusha, Tanzania - One of nine top fugitive Rwandan genocide suspects, a former mayor accused of slaughtering thousands of people and organising mass rapes in 1994, has been arrested, the UN said. Ladislas Ntaganzwa, who had a $5 million US bounty on his head and has been indicted by a UN-backed court for genocide and crimes against humanity, was captured in DR Congo. Around 800 000 people, mostly members of the minority Tutsi community, were slaughtered in the 100-day orgy of violence in 1994, largely by ethnic Hutus. Ntaganzwa is accused of organising the massacre of thousands of Tutsis at various locations, the UN-backed Mechanism for International Criminal Tribunals (MICT) said in a statement. “He was also alleged to have orchestrated the rape and sexual violence against many women,” it said. Ntaganzwa, 53, is expected to face trial in Rwanda on nine counts of genocide, crimes against humanity and violating the Geneva Conventions. DR Congo army spokesperson Guillaume Djike said Ntaganzwa was captured by police 60km north of Goma city. ‘Inactive’ SA boxer outclasses opponent Ron Jackson

outh Africa’s Moruti Mthalane came back from 13 months of inactivity to stop Filipino Renz Rosia in the ninth round to retain his IBO flyweight belt at the Olive Convention Centre in Durban on Saturday night. Mthalane, who was defending the belt for the second time, dominated the fight from the first round as he fought from behind his tight defence and educated left jab. The southpaw Rosia, who is ranked at number 14 by the IBO, never got into the fight and, after taking a battering throughout, his corner decided not to let him come out for the bell at the start of the tenth round. Mthalane, a former South Africa flyweight champion, won the IBF flyweight belt in April 2009 and made four successful defences before relinquishing it in January 2014. He then joined the select band of South African fighters who have won two world titles when he beat Jether Oliva on March 5, 2014, for the vacant IBO flyweight belt, and made a successful defence against Odilon Zaleta on October 26. In April 2014 Rosia put up a creditable performance against South Africa’s Makazole Tete in East London, losing on a majority decision, but he proved no match for the talented Mthalane.
