T
wo hundred parties and 61 014 candidates will contest the 2016 Local Government Elections on 3 August, the Electoral Commission announced on Wednesday. The compilation and certification of lists of wards candidates contesting the elections was finalised and certified on 27 June 2016. Speaking to the Inner City Gazette in Centurion, Electoral Commissioner Glen Mashinini (pictured) said as part of the verification of compliance process, 8 350 candidates were disqualified due to nonsubmission of documentation, non-payment of deposit and not being registered voters in the municipality in which they wanted to contest. However, Mashinini noted the final numbers of parties and candidates is subject to minor amendments, due to two issues. “The first relates to 73 payments which the Electoral Commission received on time but could not link to a party or candidate as the payment did not contain the correct deposit reference number. “The second issue relates to any court

The Electoral Commission is aware of at least one party which has approached the Electoral Court to overturn its disqualification for non-payment of deposit,” said Mashinini. There are a total of 4 649 unique ballot papers for the 2016 elections, these include 4 392 ward ballot papers, 205 local council proportional representation ballot papers, eight metro council proportional representation ballot papers and 44 district council ballot papers. “Voters in metros will complete two ballot papers and voters in all other municipalities will complete three ballot papers. “The Electoral Commission plans to print approximately 80 million copies of ballot
papers to ensure sufficient ballots for all voters,” Mashinini explained. More male candidates contesting elections Approximately 60% of the candidates contesting the elections are male and 40% are female. However, Mashinini noted that the gender parity is more closely achieved in proportional representation lists where the gender ration is 52 men to 48 women. The Limpopo Province has the highest number of women candidates (43%), followed by Eastern Cape and Northern Cape, both 42% and Free State with 41%. @Moses_Moyo

Blesser-blessee’ relations condemned Staff Reporter news@inner-city-gazette.co.za
I
get really angry when I hear the term blesser-blessee because only God can bless one,” well-known radio and TV personality Penny Lebyane said during a discussion on the controversy surrounding the dating of young women by old men, usually with deep pockets. Lebyane was speaking in Braamfontein this week during a dialogue session facilitated by the Johannesburg Metropolitan Police Department (JMPD) on a subject that has
been raging on social media for several weeks now. “The issue of old, usually married, men dating young women is not a new phenomenon, nor does it affect only poor young women,” Lebyane, 39, said as she opened the dialogue. “The good thing about this blesser and blessee dialogue presently is that it is now being publicly discussed thanks to the social media.” Lebyane said as a young woman entering the industry she was attempted to accept favours from her senior male colleagues, she said the blesser-blessee practice perpetuated the spread of diseases such as HIV-Aids because

power relations were in favour of the man. “If he does not want to use a condom, for example, the woman has no power to resist because he ‘blesses’ her,” Lebyane said. “What we need to do is to educate young women to respect themselves and seek assistance from social institutions. We must also educate men – young and old – to treat women with respect and not to take advantage of their poverty.” Abubakar Sebeela of the Sonke Gender Justice Network said structural problems such as poverty, portrayal of women as objects and power im-
balance in an affair between an older man and a young woman played a role in the exploitation of poor women. “These problems leave poor, young women with no choice but to put themselves at the mercy of men with money. Using women as drug pushers and prostitutes is another facet of this blesser-blessee phenomenon.” Sebeela agreed with Lebyane that young women should be educated to value themselves. “Loving and respecting oneself will go a long way in building confidence in women to resist falling prey to the so-called blessers,” Sebeela said. Ndaedzo Nethonzhe, a journalist-
cum-motivational speaker, urged women to treat themselves as “exclusive assets”. “Don’t sacrifice yourself. Look for your own gift and create your own solutions. Depend on that talent to create a better life for yourself. It is important to realise that one can’t always get what one desires,” Nethonzhe said.

Rea Vaya fares increase Rea Vaya Bus fares and Metrobus fares go up by 6% with effect from Friday July 1 Staff Reporter news@inner-city-gazette.co.za
F
ares of the Rea Vaya Bus Rapid Transit (BRT) system are to go up by 6% with effect from Friday July 1, City of Johannesburg Member of the Mayoral Committee for Transport Cllr Christine Walters has announced. The annual fare increase was approved by council earlier this year. MMC Walters has appealed to commuters to take advantage of the discounts Rea Vaya has introduced to mitigate the effects of the increase. In May this year the City’s BRT system moved to a points-based system that enables commuters to load points on their Rea Vaya

smartcards at R1 a point instead of paying fares in cash. As a result, frequent passengers can earn bonus points of up to 12.5% of the fares when they load between R51 and R700 on their
smartcards. “The more points you load, the more the bonus points you receive to travel for less,” Cllr Walters said. Metrobus fares also go up by 6% from July 1. The MMC also announced the introduction of an integrated public transport app to improve and support seamless travel on public transport in the city. Vaya Moya provides information on routes and fares of both the Rea Vaya BRT system and the Metrobus service. Initially designed for the EcoMobility World Festival in Sandton in October last year, the app is available on both Android and IOS platforms and can be downloaded for free. It is expected that by the end of the year the app will have a “track my bus” functionality. The app is already up and running.

Support SPCA at the FNB Joburg 10K CITYRUN Staff reporter news@inner-city-gazette.co.za
R
unners taking part in the inaugural FNB Joburg 10K CITYRUN on Saturday, 24 September 2016 will be able to show their support of the Johannesburg SPCA on National Heritage Day. “We are proud to welcome the Johannesburg SPCA as an official charity of the FNB Joburg 10K CITYRUN,” says Michael Meyer, Managing Director of Stillwater Sports. “Animal welfare lies close to our hearts. By supporting the SPCA we are able to do our part for Johannesburg’s animals. We invite runners to show their support while exploring their city at the FNB Joburg 10K CITYRUN.” The Johannesburg SPCA started operating in 1902 and is a non-profit organisation that depends entirely on the kindness and support of individuals and companies. According to Jolene Beyleveld, Public Relations Officer Johannesburg SPCA, it is a privilege to be one of the official charities of the FNB Joburg 10K CITYRUN. “Animals play an integral part in society. They need protection and someone to stand up for them. The SPCA, together with help from supporters such as the FNB Joburg 10K CITYRUN, is able to do this for them. “We have over 200 animals in our care on the property, excluding the animals that we

are assisting out in the field. We care for over 5000 animals annually.” “The FNB Joburg 10K CITYRUN is a wonderful way to bring the people of Johannesburg together,” continues Beyleveld. “It’s not only a fun event that promotes a healthy lifestyle, but it is also a charity event where society as a whole benefits in the restoration of the heritage of Johannesburg, while looking out for the animals whom we all love and cherish.”
Runners, walkers, fitness enthusiast and fun-seekers will be granted the unique opportunity to celebrate Johannesburg’s rich heritage by exploring their city at the FNB Joburg 10K CITYRUN. Iconic landmarks to look out for on route will include: the Nelson Mandela Bridge, FNB Bank City, Constitution Hill, Mary Fitzgerald Square, Wits University, Neighbourgoods Market and Ellis Park Stadium to mention just a few.
“We believe in supporting a race that encourages people to run and know their city; a race that will re-invent how people perceive and experience the city centre. Sponsoring the FNB Joburg 10K CITYRUN is aligned to our belief in the importance of rejuvenating and reviving the city centre so it remains relevant. Runners can also choose to support the FNB Joburg 10K CITYRUN Charities, including the Johannesburg SPCA
