Johannesburg - Delegates at the recent Urban Investment Partnership Conference agreed that cities were critical centres of economic activity. They observed that government needs to fast track a legislative environment to promote investment targeting urban spaces that advanced inclusive growth in line with the National Development Plan. The conference, organised by the Department of Cooperative Governance and Traditional Affairs and the National Treasury in collaboration with the Development Bank of Southern Africa, also agreed that there needed to be closer links between cities, government and investors involved in urban development. The two-day conference, the first

of its kind in South Africa, was held at Gallagher Estate in Midrand last Friday. It was attended by more than 200 delegates representing a wide spectrum of stakeholders, including South Africa’s eight major municipalities, commercial banks, pension fund managers, insurance companies and academics. The City of Joburg was among the eight major municipalities represented at the conference. Also in attendance were Cooperative Governance and Traditional Affairs Minister Pravin Gordhan and Finance Minister Nhlanhla Nene, who both addressed the conference. Two guest speakers from the German Federal Government gave an international perspective on effective urban investment partnerships.

The conference heard that whereas it took a person in Moscow 7.7km to travel to work, local residents had to travel an average of 25km to reach their workplace. Minister Gordhan emphasised the point that townships must be physically integrated into the mainstream of urban economic and social life. “We cannot continue to place poor people on the outskirts of our cities,” he said. Delegates also heard that cities faced a 30% annual population growth as a result of rapid urbanisation, resulting in increased demand for municipal services. But as much as the cities needed new investment, they also had to pay attention to the renewal of ageing infrastructure, they also heard.

n Tuesday morning the Red Ants evicted residents of the notorious Wellington Court in Leyds and Quartz streets, Joubert Park. Judge Francis of the High Court, Gauteng Division, granted the eviction order. The dilapidated building, a mnyamandawo without electricity and running water, was believed to be a haven for muggers and other criminals in the area. Some of the residents complained that the Red Ants were heavy handed, and that their money and other valuables had been stolen. A resident of a nearby building said criminals often robbed people in the streets and fled into Wellington Court. “Even the police were scared to go inside,” she added. George Moraitis of CAM Security said they had expected the residents of the building to resist the eviction. “We thought this one would be violent, criminals live in the building,” he added. One of the eviction organisers, Marcus Ferguson said previous plans for similar buildings that have been cleared of occupiers include the refurbishment and development of well run, low cost housing. “The amount of waste and structural damage to Wellington Court is however a concern. We will assess the building and see what to do.” Police spokesperson Colonel Koena Moichela said when hijacked buildings are cleaned out and the illegal occupants evicted, crime reduces in the area. “Our view is that hijacked buildings provide an opportunity for those who want to commit crime,” he added.

Boston City Campus hands out bursaries Johannesburg - Boston City Campus & Business College honoured 430 teachers and principals at its 18th Annual Gauteng Teacher’s Forum held at the Cresta Barnyard Theatre last week. Teachers travelled from schools in Johannesburg’s inner-city, from the East Rand and West Rand, from Soweto and from outlying areas to attend the event. Kerry Damons, head of marketing at Boston says every year they invite high school principals and life orientation teachers to attend the forum. “Our aim is to pay tribute to these dedicated teachers, celebrate their hard work so they feel appreciated and motivated.” Ruan Venter, Boston City Campus & Business College’s Registrar, the forum serves an important role in helping teachers network and build relationships. Venter said it was crucial to create awareness of private tertiary institutions that offer learners opportunities to study after school. “Every year there are more students who pass matric, hence the problem of learners not being able to find places at the various public universities.” He pointed out that Boston recently assessed about 10 000 student applications for various higher education qualifications, out of which very few students did not get admission. Guest speaker Erna Putter, the Academic Quality Manager explained the concept of academic quality management. “We have to ensure that assessments are fair and of high quality. In keeping with the education trend, many of our exams and assessments are done online nowadays.” Boston handed out fifteen R20 000 bursaries to various schools, giving principals the discretion to award these bursaries to a deserving learner.

n Wednesday Johannesburg Central police arrested a 22-year-old suspect for armed robbery at corner Pritchard and Goud streets in the CBD. Warrant Officer Xoli Mbele says three suspects allegedly robbed a 49-year-old man at gunpoint at corner Pritchard and Goud streets. “They took his money and cellphone. Police officers on routine crime prevention saw the three men robbing him and approached them. Two of them managed to escape and one was apprehended and the cellphone recovered. Two suspects are still at large with the victim’s money and investigation is under way,” he says. Warrant Officer Mbele adds that police also arrested a 26-year-old man for possession of an unlicensed firearm and ammunition at corner Twist and Plein streets on Thursday. “Police noticed a suspicious male; they searched him and recovered a revolver with five live rounds. The firearm has a serial number that shows that it was reported stolen in a housebreaking at Boksburg in 2010,” he adds. On the same day police arrested a 28-year-old man for rape at the Metro View building at corner Jeppe and Sauer streets, Warrant Officer Mbele says. “It is alleged that the suspect raped a 30-year-old woman at the building on 29 August early in the morning. The victim was coming from a tavern and went into her room to sleep; she did not lock the door because her friend was not in the room. The suspect who lives in the same building went into her room and raped her. Police were contacted and the suspect was apprehended,” Warrant Officer Mbele explains.

A spokesperson for the Red Crescent Mohamad al-Misrati said reports indicated that there were seven bodies of illegal migrants that sank off Khoms, east of Tripoli. “Fishermen later discovered 30 more bodies in the same area,” he said. On Thursday, a vessel packed with migrants sank off Zuwara town, killing 200 people. Lawless Libya has turned into a major transit route for migrants fleeing conflict and poverty to Europe. Smugglers exploit the country’s chaos to bring sub-Saharan nationals via Niger, Sudan and Chad. Millions of people need food aid, says UN Addis Ababa, Ethiopia - The number of people who will need food aid by the end of this year has surged by more than 1.5 million due to failed rains, UN agencies say. The Office for the Coordination of Humanitarian Affairs (UNOCHA), WFP and UNICEF said Ethiopia needs an extra $230 million aid for 4.5 million people. The country of 96 million people is one of Africa’s fastest-growing economies, but failed rains have devastating consequences for food supplies. “The rains were worse than the National Meteorology Agency predicted

Areas normally producing surplus food in Oromia region were also affected by shortages, and caused livestock deaths in some pastoralist areas. Algiers, Algeria - A retired intelligence chief, formerly in charge of counter-terrorism, is being held in a military prison, the El-Watan reported on Sunday. After being forcibly retired at the end of 2013, “General Hassan”, born Abdelkader Ait-Ouarab, is being held in Blida military prison, the newspaper said. A security source confirmed his arrest, but gave no further details. For 20 years General Hassan embodied the army’s relentless fight against armed Islamist groups. But the former head of the infamous DRS intelligence agency had been under surveillance since his retirement at the orders of a military judge, according to the media. Troops to pull out

Kampala, Uganda - The government says it will withdraw its army from South Sudan, but on condition that the safety of its citizens is guaranteed. Defence Forces chief Gen Edward Wamala said the army will comply with the directive in the agreement that all foreign forces must leave South Sudan within 45 days. Uganda’s exit and a replacement force are key to building confidence within the rebels Sudanese Peoples Liberation Movement (In Opposition). “If there is any danger, we shall cross that bridge when we get there. But for now we will comply,” he said. Gen Wamala voiced fears that Ugandans have been targeted by Riek Machar’s rebels, especially after the conflict started and Uganda deployed its army to support President Kiir’s government in December 2013. South Sudan President Kiir said that despite signing, he had “serious reservations” about how the mediation was conducted and some of the clauses in the peace deal. The onus is now on the replacement force of Rwandan, Ethiopian and Kenyan troops to allay fears. It is assumed that trade between Kampala and Juba will regain its vibrancy as South Sudan is an important export market. Central is the security of the Nimule-Juba highway. The army has hinted that it would maintain a buffer force south of Nimule to safeguard the export route to Juba. afana Bafana are set for a busy period in which they will play eight games between September and November. After a long break coach Shakes Mashaba’s Bafana Bafana team will face Mauritania for the 2017 Africa Cup of Nations qualifier on Saturday. Three days later they will be in Soweto for a date with Senegal in the 2015 Nelson Mandela Challenge encounter. That Shakes Mashaba match will played at Orlando Stadium and will kick off at 19:00. On October 8 South Africa will be up against Costa Rica in an international friendly at the Costa Rican town of Liberia. Bafana Bafana will remain in Central America and travel to San Pedro, Sula to face Honduras on October 13. The kick-off times for both matches and venues are still to be confirmed. Upon their return, South Africa will host Angola in the first of four back-to-back matches with their COSAFA counterparts. The first clash will be a 2016 CHAN first round qualifier scheduled for October 17 at a venue to be confirmed. Kick-off will be at 15:00. The return leg will be played a fortnight later in Angola and will be at Estádio Nacional 11 de Novembro in Luanda. That match will kick off at (16:00). On November 13 the nations meet again in the preliminary round of the FIFA 2018 Russia World Cup qualifiers at Ombaka National Stadium in Benguela, Angola. The return fixture will be on November 17 at Moses Mabhida Stadium in Durban, kick-off at 19:00. Coach Mashaba has called up SuperSport United defender Clayton Daniels to replace injured Wits defender Thulani Hlatshwayo in the current Bafana Bafana squad to face Mauritania in the Afcon qualifier this weekend.

anyana Banyana coach Vera Pauw finds it difficult to choose between going for an all out in the All Africa Games (AAG) or save the best for the Olympic Games qualifiers. Pauw will lead Banyana at the AAG next month in Brazzaville, Congo, although her focus is on the Rio Olympic Games qualifier. Banyana will fight it out with Equatorial Guinea for a spot in Rio. Equatorial Guinea stunned Africa’s number one Nigeria in their qualifiers to book a date against Banyana last October. While Pauw wants to lift the AAG title, she said her priority was to qualify for the Olympics. Guinea did not qualify for the Congo games. Pauw said that, as much as the team wanted to win the AAG, she would use the tournament as a preparation for the Guinea match. Banyana finished as runners-up on two occasions and would want to go for gold this time. However, Pauw said they were not under pressure to win the event. “It is very special this year because it’s a lead-up to our qualifiers against Equatorial Guinea. So, it’s a tournament that doesn’t stand on its own. That doesn’t mean it is not important. We try to win every game. We see the All Africa Games as a tournament to win,” the Banyana Banyana coach said. She added that the All-Africa Games could not have come at a better time as a base from which to assess players. Banyana will be without several key players, but Pauw said this would give others a chance to show what they could do. Striker Jermaine Seopesenwe, and other US-based players Thembi Kgatlana, Robyn Moodaly, Kelso Peskin and Kaylin Swart, will miss the trip to Congo, while goalkeeper Roxanne Barker has been included depending on whether her Iceland club, Thór-KA, will release her. Banyana Banyana will open the AAG tournament against Cameroon next Monday, before taking on the Ghana team two days later.
