Johannesburg - Johannesburg Executive Mayor Councillor Parks Tau has reiterated his call to Johannesburg youth to take advantage of a myriad of opportunities the City is offering under Vulindlel’ eJozi, an initiative aimed at breaking down barriers to youth employment. The R150-million youth programme, a partnership between the City of Johannesburg and Harambee Youth Employment Accelerator, seeks to create more than 200

50-year-old arrested for perjury

Suspect arrested for hi-jacking Johannesburg - Johannesburg Central Police arrested a 27-year-old male at Fordsburg on the 30th of January 2016. It is alleged that two males hi-jacked a silver Polo belonging to a 66-year old male at corner Diagonal and Albertina Sisulu Street on the 30th of January 2016. The unsuspecting victim jumped into his car, he switched on the ignition when two males opened his door and forced him out of the vehicle. Fortunately, while police were busy with their routine crime prevention duties in the area, they came to his rescue and a chase ensued. While fleeing the police, the suspects bumped into two vehicles a gold Jeep and a white Toyotas Micra resulting in them being apprehended. The stolen vehicle was recovered and one suspect is still at large. “Hi-jacking charges and malicious damage to property have been laid. Investigations are underway and the suspect will appear soon in the Johannesburg Magistrate Court,” said Warrant officer Xoli mbele.

Man stabbed to death Johannesburg - Johannesburg Central Police arrested a 34-year-old suspect for murder at corner Marshall and Ntemi Piliso Street on the 30th of January 2016. It is alleged that the suspect stabbed a 31-year-old male with a broken bottle in the upper body at corner Ntemi Piliso and Main Street on the 30th of January 2016. The victim was declared dead on the scene by the paramedics. As the suspect fled the scene after the incident police managed to apprehended him. The motive for the murder is not yet known and police investigations are continuing. The Suspect will appear soon in the Johannesburg Magistrate’s Court.

The City will begin to charge landlord rates and taxes on the properties where such signs have been erected

Joburg tackles illegal outdoor advertising Johannesburg - More than half of outdoor advertising billboards, banners and posters in Johannesburg have been illegally erected and do not comply with the applicable Outdoor Advertising bylaws, says Jack Sekgobela, the City of Johannesburg’s Outdoor Advertising Operations Manager. But he warns that this will soon be a thing of the past as the City will begin to charge landlord rates and taxes on the properties where such signs have been erected. “Such a transgression falls under illegal use as per the rates policy penalties,” Sekgobela says. Should the property owner fail to honour the stipulated penalties for illegal use, the outdoor advertising unit shall instruct the City’s Rates Policy department to disconnect water and electricity on the property, Sekgobela warns.

“The advertising industry must be aware that Section 3(1) makes it illegal to erect any sign prior to the written approval of the Council.” With the local government elections on the horizon, Sekgobela advises political parties to familiarise themselves with Sections 27 and 28 of the by-law. “Any political party or interested person who may want to get mileage from outdoor posters must familiarise themselves with the bylaws,” he says. The Outdoor Advertising Unit, will in conjunction with the JMPD, identify and remove illegal posters without any notice to the owners of the posters that have been erected illegally, he says. Sekgobela adds that no party or media owner is allowed to erect or keep an advertising sign within 20 metres of any traffic intersection.

Johannesburg - Johannesburg Central Police arrested a 50-year-old male for perjury at Johannesburg Central Police Station on the 28th of January 2016. It is alleged that the man opened a false case of armed robbery on the 26th of January 2016. He told police that he was robbed by two suspects who pointed firearms at him at corner Mooi and Anderson Street. He further told the police that they took his licensed firearm and a wallet with cash. Preliminary investigations by the police revealed that he was not robbed, he left his firearm inside the vehicle and the firearm was stolen. According to the firearms act, he was not supposed to leave the firearm inside his car. If the firearm is not in your possession it must be kept in your safe. He will be declared unfit to possess a firearm.

These included bricklayers, electricians, millwrights, boilermakers, plumbers, fitters and turners, plasterers, welders and pipefitters. “An important consideration... is to choose careers that are on the scarce and critical list, since they are the ones in short supply and highly needed in the industry sectors.” Manana said the requirements of becoming an artisan included a minimum of 40% in Mathematics (excluding mathematical literacy) at Grade 9 level or National Certificate (Vocational) Level 2. He said in cases of civil, mechanical and electrical categories of trades, a minimum of 40% in the relevant N2 trade theory or the relevant vocational subjects of the National Certificate (Vocational) Level 2. “The entire pathway ends with a trade test at a national trade test centre that is accredited by the Quality Council of Trades and Occupations. In order to call yourself a qualified artisan, you must pass the trade test,” said Manana.

Municipal polls to increase size of the City’s legislature The number of elected councillors in Johannesburg will increase by 10 – from the current 260 to 270 Johannesburg - The forthcoming and much-awaited local government elections will bring about important change in the City of Johannesburg’s legislature. The number of elected councillors in Johannesburg will increase by 10 – from the current 260 to 270. This follows a 2015 decision by the Municipal Demarcation Board to increase the number of wards in Johannesburg by five to reflect its growing population. The move will bring the number of directly elected ward councillors to 135. The other 135 councillors will take their seats in the legislature via the proportional representation system. Although the date for the elections has not yet been announced, they are widely expected to take place in the second quarter of the year. The last municipal elections were held on 18 May 2011. As in previous elections, the polls will

be monitored by a strong contingent of local and international observers. Johannesburg residents are encouraged to log on to the Independent Electoral Commission’s website (www.elections.org.za) or phone its helpline (0800 11 8000) to see if they are registered to vote. This is important, especially for residents who have turned 18 since the 2014 national elections or for those who have recently moved to the city. The elections will also have an impact on the City’s calendar. Johannesburg Executive Mayor Councillor Parks Tau will deliver his fifth annual State of the City Address (SOCA) ahead of the vote. Another SOCA will be delivered shortly after the polls, during which the newly elected mayor and executive will set out their priorities for the new five-year term. The annual Budget Speech will also be delivered after the elections. In 2015, Member of the Mayoral Committee for Finance Councillor Geoffrey Makhubo presented a record R52.6-billion budget to the council.

Police in shoot out with robbers Chadian President Idriss Deby

Mugabe exits as Deby enters CHAD’S President Idriss Deby took over the post of African Union chairman, replacing Zimbabwean President Robert Mugabe. “I accept this task with pleasure, but with a little agony as the responsiblity you entrust in me is heavy and fraught with challenges,” Deby said, in speech at AU headquarters in Ethiopia. He told fellow presidents that conflicts across the continent had to end. “Everything that we are doing now will be in vain and without purpose if we allow Africa to go through these perpetual crises: South Sudan, Libya, Somalia, Burundi, the Sahel, the Lake Chad basin,” Deby said. “Through diplomacy or by force... we must put an end to these tragedies of our time. We cannot make progress and talk of development if part of our body is sick. We should be the main actors in the search for solution to Africa’s crises.” Deby, 63, one of Africa’s longest ruling presidents, emerged as the leader of the arid north-central African state in December 1990, after the war which ousted the regime of Hissene Habre.

Johannesburg - A gang of robbers is on the prowl in Johannesburg. Provincial police have launched a manhunt for the criminals who robbed a group of foreign nationals, shooting and wounding one of them over the weekend. The group was on their way from Sandton to Or Tambo International Airport in a Toyota Quantum on Saturday when they were attacked. The robbers who were travelling in a BMW stopped them, searched and robbed of personal belongings, including jewellery and handbags. The robbers fled when they saw a police van. A shoot-out broke out and one of the robbery victims was wounded in the upper body. Police have warned that the robbers were dangerous and should not be approached. Instead, anyone with information should contact their police station.

Dalori village was razed to the ground during attacks by Boko Haram fighters

At least 86 people, including children, killed in a series of attacks on a village in northern Nigeria

WITNESSES said that suspected Boko Haram fighters firebombed huts and opened fire on civilians on Saturday evening in the village of Dalori, leaving bullet-ridden and charred bodies strewn across the streets. Gunmen also tried to storm a camp close to Dalori, home to some 25,000 refugees, but were repelled by troops. Witnesses said that they heard the screams of children burning to death as huts and homes were razed to the ground.Mohammed Kanar, area coordinator of the National Emergency Management Agency, told the Associated Press news agency that 86 bodies had been collected by Sunday afternoon. Another 62 people were being treated for burns, said Abba

The war between Boko Haram and the Nigerian government has killed 20,000 people in six years.

Uganda General Opposed to Museveni Arrested

A military general who opposes Uganda’s longtime president has been arrested, according to his lawyer. He says General David Sejusa (pictured), who has called President Yoweri Museveni a dictator, is being detained at a military barracks in the Ugandan capital Kampala. Sejusa’s arrest is likely to raise tensions before the presidential elections on February 18. Neither the government or military has commented on why Sejusa was detained. Museveni has ruled Uganda since 1986, when

he led a group of rebels, including Sejusa, against a government they accused of rigging elections. Sejusa now openly accuses Museveni of violating the ideals for which they waged that guerrilla war. In 2013, Sejusa wrote a letter to the domestic spy chief urging him to investigate allegations of a plot to kill highranking government officials seen as being opposed to the political rise of Museveni’s son, a brigadier who commands the country’s special forces.

Pienaar, Kone racially abused STEVEN PIENAAR was involved in an ugly incident in England at the weekend when he and Everton teammate Arouna Kone were subjected to racial abuse during an FA Cup fixture. The pair were celebrating their side’s opening goal inside two minutes away at lower league Carlisle United when they were abused by an unknown number of home fans. The players were clearly seen reacting to the abuse and immediately informed the referee. The match official spoke to both managers and it was agreed that an announcement would be made over the public address system calling for the abuse to stop. Rabada attracts English Club DURHAM have enquired about the availability of South Africa fast bowler Kagiso Rabada for part of the 2016 season, reports BBC Newcastle. The 20-year-old starred in the recent series defeat by England, taking 13 wickets in a victory in the final Test, and has 24 in six Tests in total. Durham head coach Jon Lewis said he was exploring options to cover Australia all-rounder John Hastings. Hastings, 30, is likely to be called up for the World T20 in March and April. Penrith-born Hastings is also set to play in the Indian Premier League, and could miss further matches if he has surgery on an injured shoulder. South Africa coach Russell Domingo told Cricinfo a spell in county cricket would be a “very good idea”. “It will benefit him massively,” said Domingo. “He is still a young boy.
