Johannesburg - Inner City Property Owners have come out strongly against Eskoms application for a tariff hike, saying the economic situation is already a huge burden. The electricity utility company is asking for a 16.6 percent tariff hike, saying it needs to recover R22.8
billion, some of which was used to buy diesel to operate the urbines to avoid load shedding. The National Energy Regulator of South Africa (Nersa) is expected to make a decision on the proposed price hike at the end of the month after holding public hearings across the country.

If Eskom gets the electricity tariff increase it wants, a single mother of two living in a mid-city Joburg flat will be paying 147% more for electricity than in 2008, while her salary and rent both increased by only 60% over the same period. This shows that people with a
reasonable income of between R5 000 and R15 000 per month cannot afford to the pay 16.6% more for electricity in the next financial year, the Johannesburg Property Owners and Managers Association (JPOMA) representative Nic Barnes told energy regulator Nersa . Barnes was speaking on the last day of Nersas public hearings about the Eskom application. It will announce its decision on February 25. It will take effect on April 1 for Eskom direct customers and on July 1 for municipal customers. He said one of the associations typical tenants would see 4.25% of his household income of R9 590 per month consumed by electricity cost, up from 2.49% in 2008. Barnes was one of many presenters who asked Nersa to reject Eskoms application due to the negative impact it would have on consumers and the economy. Low income earners should not be held liable for the bad decisions Eskom make, he said. The hearings ended in Midrand last week .

Johannesburg - Johannesburg Central Police in conjunction with the patrollers arrested three suspects between the age of 35 to 39 for possession of unlicensed firearms and ammunition at corner Noord and Klein Street on the 5th of February 2016. While the Police and patrollers were busy with their routine crime prevention
duties they saw three suspicious males. They stopped and searched them to find three firearms and ammunition in their possession. Preliminary investigations revealed that the suspects were on their way to rob a business at Alberton. Investigations are underway and the suspects will appear soon in the Johannesburg Magistrate’s Court.

Johannesburg - Ensuring that children read and write, particularly in our mother tongues, and express themselves in the visual and even performing arts within the South African and African cultural context is the key to unlocking Johannesburg’s prosperity. The Jozi Book Fair Schools Poster Exhibition on Reading and Writing that took place recently at Khaya College in the inner city gave a platform to primary school children from around the city to make visual art pieces that encouraged their peers to interact with literature and encourage more reading and writing in vernacular languages. Organisers say the aim of Jozi Book Fair is to address historical and often race based challenges of “social inequity, poverty, unemployment, violence and the generally low levels of generic skills among working class communities” Organisers say these issues were heavily linked to a weak

culture of reading and writing. The winning poster may become part of the new Jozi Book Fair imagery later in the year. Director of the Jozi Book Fair, Maria Van Dreil, said there were 108 posters created by pupils from 18 schools around Johannesburg. She said she wanted to “see what languages and imagery (the children) would use. We want your ideas to popularise the Jozi Book Fair and encourage other youngsters to read and write... (and do so) in your own languages of South Africa and Africa so we can teach each other our lan-

guages too.” Kemang Wa Lehulere, a young Cape Town based visual artist and winner of numerous top national arts awards, told the children at the fair to take advantage of having access to art material at school because growing up schools and parents did not encourage being an artist. “Art can be a teacher, it can be political, and you can use it to be an activist as well as a social critique. Essentially, there are many roles an artist can play and there are many ways of being an artist,” explained Lehulere. He encouraged children to practice their artistic talents and to read so that they know what is happening around them and to have subject matter for their art works. J Malunze of Nkanyiso MM Combined School told Inner City Gazette that his grade 6 and 7 pupils were enthusiastic about entering their works to be selected to be among the work Jozi Book Fair selectors would consider for inclusion in their public relations activities.

This became evident on Tuesday February 9 during a tour of the area led by Johannesburg Executive Mayor Cllr
Parks Tau following the announcement of a R120-million investment by the Global Environmental Fund (GEF) in the City’s Corridors of Freedom to address apartheid’s spatial injustices and bolster sustainable development. Westbury is along one of three Corridors of Freedom under development in Johannesburg at present. The other two are Turffontein and Louis Botha Avenue. The construction of a R24-million foot bridge near the Westbury Rea Vaya station is well under way. Siyabonga Genu, JDA’s Senior Development Manager, told guests that the project was 30%
complete. “This is part of the non-motorised transport project. Construction started in October last year and will be completed by July this year. The bridge was a priority for the safety of schoolchildren, who cross this road daily on their way to and from schools on the other side. The project includes the building of a community park and an outdoor gym,” said Genu. A similar bridge, near the University of Johannesburg, is in the planning stages. Work is scheduled to start in July this year. JDA has budgeted R60-million for the project, which will also include taxi bays and a pedestrian walkway.

News Briefs from around SA New dental laws Dentists will soon have their hands full as many are about to lose their dental assistants.
A
ccording to legislation, due to come into effect at the end of next month, all dental assistants have to be registered with the Health Professions Council of SA, can no longer qualify on the job and need to study for a year. Unregistered dental assistants will have to quit or face criminal sanction. This will leave dentists unable to
perform complicated procedures on their own, taking twice as long per patient. Maretha Smit, CEO of the SA Dental Association, warned that the new regulation could drive dentists out of business and out of the country. In order to register, an estimated 2500 unregistered assistants need to enrol at one of the 250 available places at four universities of technology that offer the course. According to East London dentist Guillaume Marx, dental training on the job is better. “Every dentist has his own way of doing things and will instruct the assistant accordingly,” he said. Dentists who chose to employ unregistered dental assistants would be in breach of the law and could lose the right to practise, explained Werksmans attorney Neil Kirby.
Umlazi teen goes to Havard DURBAN – A KwaZulu-Natal teenager, through persistence and perseverance, will be attending the prestigious Harvard University in the United States after being accepted on a full scholarship for 2016. Mfundo Radebe, 18, an Umlazi resident, was awarded an all expenses scholarship worth $69 000 per year to study political sciences. The straight A student spoke to News24, saying it was diligence and a hunger for wanting more that saw him accepted to Harvard. According to the teen, he planned his future since the tender age of 13 when he was at Addington Primary School. “I just thought that I needed to se-
riously look forward. I know it’s weird for a kid to think that, but it was what happened.” After speaking to his primary school principal Gail Teunissen, Mfundo discovered scholarships that were available and attended Northwood Boys High on a full scholarship. “The thought of Harvard was never really on my mind though until I read about a Crawford Sandton chap that had been accepted to Harvard and Yale. I thought it was possible when I heard about that.” Mfundo thereafter communicated with Crawford La Lucia principal Jenny Coetzee in the hope of attending the school.

Court stops EFF’s war talk against Guptas

he Gupta brothers rushed to court on tueday to apply for an order against talk of violence against the company’s shareholders, staff and property. During proceedings, the EFF’s advocate, Ishmael Semenya, argued that there was no evidence of threats except for utterances by EFF leader Julius Malema at a press conference last week, which Semenya said was “part of election campaigning”. He said talk of driving the Guptas out the country “was fair comment in a political landscape”, arguing this was a valid campaign speech. Semenya said there was no proof these threats of violence would actually be carried out, but advocate Nic Maritz, acting for the Guptas, pointed the court to a live news report showing EFF members shouting “Shoot Zuma, shoot the Guptas” outside the Constitutional Court. “There is a reasonable apprehension that it
will happen ... the incitement is ongoing,” he said. The family approached the court on an urgent basis following Malema’s comments that journalists working for the Gupta’s ANN7 and The New Age would not be welcome to cover party events. At the same event Malema called for the Guptas to be driven out of Gauteng and South Africa. Pretoria High Court Judge Johan Louw granted the order barring Malema and his party from inciting violence against the family.

Term Extension Healthy - Kagame Rwanda - Rwandan President Paul Kagame said he had brought increased stability to the East African nation since he took office 16 years ago and extending his rule would be healthy for the country. Kagame announced he will seek re-election in a vote scheduled for next year after voters approved a change to the constitution to allow him to seek a third term. “It’s very much healthy for Rwanda as far as this is the choice of Rwandans,” Kagame said at a conference Tuesday in Dubai. “I don’t see any problem.”

21 Killed in ‘Alarming’ Violence in Eastern DRC DRC - At least 21 people were killed, 40 wounded and dozens of houses burned in weekend attacks aimed at Hutus in eastern Democratic Republic of Congo, which has been the scene of heightened ethnic tensions in recent weeks. The United Nations said Monday it was “alarmed by reports of escalating inter-communal violence” in the area. Ethnic rivalries, foreign invasions and competition for mineral-rich land have stoked persistent conflict among eastern Congo’s dozens of rebel groups over the last two decades, costing millions of lives. Congolese troops and U.N. peacekeepers were forced to fire into the air last Wednesday in a nearby town to disperse Hutu and Nande villagers after the two groups clashed with machetes and batons.

Army officials divert UN money Zambia - The Zambia Army top officials have allegedly diverted a total of over K30m (Kwacha) funds received from the UN for peace keeping to buy themselves inflated vehicles costing over K1m each. Most of the top brass fear that if there is change of government they will be retired and want to go with the new vehicles as part of their package. Instead of 30 percent deductions, 50 percent of peace keepers’ earnings are being deducted and enriching the top brass. A source from army headquarters has disclosed that the top brass wants to buy 24 vehicles from a named supplier and using a senior PF official appointed by President Lungu as an agent.
The vehicles will be distributed among Generals. The source revealed that the illegalities in the defence ministry are being perpetuated by the President himself, but using Siamunene so that in the event that he loses the election, it is Siamunene who will be prosecuted. “Most of these deals were initiated by President Lungu when he was President and also defence minister, but decided to trick Siamunene into the appointment so that he effects the dirty deals. “Actually some people in defence intelligence warned Siamunene in one of the briefings, but he seems to be doing the opposite and I tell you he is gonna have many cases should Lungu lose elections,” said the source.
Resetting Nigeria Nigeria - Buhari’s government is using the 2016 budget as an opportunity to reset and redirect the macroeconomic dynamics of Nigeria. In the near-term, yielding results may be slow going, but according to the report, growth is expected to jump-start between 2017 and 2019 as infrastructure developments take shape and provide support for both the oil and non-oil sectors. There are three areas Buhari is focused on for economic growth: agriculture, industry and services. In particular, there are plans by government authorities to develop critical infrastructure to transport gas to power plants to increase Nigeria’s stock of power, which will have multiple effects on the manufacturing and services sectors. Other efforts to spur growth include a number of fiscal measures.
