The Constitution Hill in collaboration with the City of Johannesburg and Government Employees Medical Scheme (GEMS), will host the third edition of the Human Rights Walk on the 24th April 2016. Dubbed ‘We, The People Walk’, which is taken from the preamble of the South African constitution, this year’s route will once again make its way through the streets of the City of Johannesburg. The Walk is a symbolic activity that seeks to honour those who played a role in the establishment of this site, its significance and recognise the role of those who participated in the struggle for the attainment of South Africa’s Constitutional Democracy. Significantly, this year’s edition of the walk aims to celebrate 20 years of coming into effect of the Constitution of South Africa. The City of Johannesburg is once again elated to be part of this one important walk which is an important social cohesion tool. Significantly, this year the walk

Everyone should undergo a career assessment test before choosing a career path
A
ccording to research done by Accenture in March 2011 it was found that only 41% of South Africans are actually satisfied with their jobs. Yet, the same survey also shows that very few of those who are unsatisfied with their jobs take any steps toward a career change. There are numerous reasons for this, some include: job security, the years spent on a specific career path, the time spent studying for that career and the comfort of knowing one has already gained the experience and that there’s risk involved in opting for a new job which requires a new skill set. According to Natalie Rabson, Marketing Manager at Boston City Campus & Business College “one of the main reasons why so many South Africans are unsatisfied with their careers and now find themselves stuck is simply because they made the wrong career decision initially.” “Career decisions are often based on unrealistic fantasies and idealistic views or influenced by friends, family, the media and misinformed perceptions of careers,” says Rabson. Another problem arises when students pick their major without understanding what jobs it will (and, importantly, won’t) qualify them for once they graduate. Often too many students realise that the major hasn’t prepared them for the jobs they really want or are likely to be able to get. For Rabson the key to making the right career choice comes down to the kind of mentorship prospective students and job seekers are exposed to. “Young adults need to be steered in the right direction and preferably by means of a structured process that helps determine what they really want from life, what their dreams are and what makes them unique. There also needs to be a proper understanding of their strengths and weaknesses, their thinking patterns, personality traits, work style preferences, values and interests. These are the essential determining factors when it comes to making successful career decisions,” says Rabson. Ideally one should already start thinking about
which career path to take in those final school years. But Thinking about it is one thing; more importantly, there needs to be some form of guided introspection. Whilst a basic aptitude test, a fun online career quiz or good old fashioned research into careers might help, a more structured, scientific approach is in fact what’s needed. Boston, for example, offers a career compass assessment where a prospective student meets up with a counsellor who will take him/her through a computerised process which aims to match the participant’s interests, skills and personality through placing answers in suitable categories. This allows the counsellor to analyse the results and provide the prospective student with advice onpossible course options and career opportunities in his/her desired field. “Making use of such a method whereby one’s interests, skills and personality are aligned with a possible career path is a fundamentally important first step in the process of choosing the right career path. That is why we encourage all prospective students, whether they will eventually register at Boston or another tertiary institution, to come in for this career assessment. Too many students make a decision based on what friends are doing or what friends say or make impulsive career decisions and ultimately end up on the wrong career path,” adds Rabson. “Challenge yourself to find the real you lurking beneath the surface by using a career assessment tool that will give you insight into your personality, and then seek professional guidance in making an informed career decision. Your future depends on it. Also remember that more than a third of your life will be spent working – don’t waste it by being unhappy in
your career because you made an uninformed or impulsive decision in your younger years,” concludes Rabson. Mayor Condemns illegal strike J
ohannesburg Executive Mayor Councillor Parks Tau (pictured) has condemned Pikitup workers who went on an illegal strike last week, disrupting waste management services and leaving many parts of the city buried under piles of rubbish. Speaking during the City’s 15th annual general meeting at Alexandra Stadium recently, Executive Mayor Tau said while he respected workers’ right to strike in support of their grievances, he could not tolerate the violence, threats and vandalism that usually accompanied such action. He criticised the conduct of some workers who vandalised road signs, destroyed council property and thrashed the streets. He said Pikitup workers – who

The Mayor called on all top executives of the City’s entities to act decisively against illegal work stoppages as they undermined the law and affected service delivery. “As the City we subscribe to the Labour Relations Act, which gives workers the right to organise, unionise, negotiate, ballot and strike. But workers must recognise the law. Vandalising road signage, for instance, puts people’s lives at risk. Thrashing streets, damaging council equipment and looting hawkers’ goods – all this cannot be progressive,” Mayor Tau said. “As soon as the strike stops, we carry on as if nothing had happened. We don’t follow up with corrective action. Let’s take action on behalf of the residents of Johannesburg because when anarchy prevails, the accolades will disappear. “I have told man-
agement to take corrective action against those breaking the law. They must not waste time. We cannot as public servants withhold services because we as workers are aggrieved. We cannot sabotage services in the name of our rights. If we don’t act, we are simply encouraging this conduct… we are incentivising people to use intimidation as a tactic,” he said. Mayor Tau said the City was on track to deliver on its mandate. With six of the 12 entities receiving unqualified audits in the 2014-2015 financial year, both Mayor Tau and City Manager Trevor Fowler acknowledged the good work but emphasised that there was still a lot of work to be done. “South Africa is concerned about corruption. It’s our duty to reassure the people of Joburg that we are managing resources efficiently and effectively,” the Mayor said. He reiterated the City’s commitment to improved service delivery after a recent customer satisfaction survey revealed that residents were unhappy with the standard of service delivery. Fowler said the City had made significant progress since the current administration took over in 2011. He said for three years in a row the city had received unqualified audits and maintained good financial results.

Angola’s President ‘to quit’ in 2018

Angola - Angola’s President Jose Eduardo dos Santos, the secondlongest serving African leader, will step down after being in power since 1979, according to state media. The 73-year old dos Santos an-
nounced his decision to quit “active politics” on Friday at a meeting of the central committee of the ruling Popular Movement for the Liberation of Angola (MPLA), the Angolan news agency Angola Press reported. “I took the decision to leave active political activity in 2018,” dos Santos said, without giving any reason for his decision. Angola holds its next parliamentary election in 2017.

Kagame said the pressure is on Africa to catch up and keep pace with the rest of the world so that is not left behind once again in the wake of technological progress. He said investment in science, technology, engineering and mathematics is the undeniable engine for economic growth and social inclusion.

As chairman of the Zionist Federation it remains my task to strengthen and galvanise the support of the Jewish State not only amongst all South African Jews, but beyond, to include all those that share and appreciate the values and relevance of the State of Israel in the context of global affairs. You have made our job that much easier … You have tried to threaten us and what we stand for. Through your endless tirades of hatred from calls to “Shoot the Jew”, to fermenting calls to expel Jews from campuses around South Africa. From consistently lying to and entrapping the media, academia and civil society, and by leading marches on business (perceived by you to be run by Jews)
– you have forced more Jews and friends of Israel to stand up and be counted. You have made us realise that we can never take the gift of Jewish sovereignty in our historical and biblical homeland for granted. You have forced us to work very hard to show the world that you are neither telling the truth, nor representing the best interests of the Palestinian people. You have helped us build a friendship circle of pro-Israel ambassadors, all willing to share the truth of what is really taking place in the Middle East. We thank you for showing those who were “on the fence” that racism and hatred can never lead to peace. Through your efforts to intimidate and propagate blatant lies you have only strengthened our resolve to appreciate who we are, where we come from and what we represent. You have forced us to break the shackles of isolation that for so long we have used to protect ourselves and you have pushed us to reach out and engage with the outside world like never before. We have made many new friends! You have been instrumental in bringing people of all faiths, cultures, nations and societies of the world together – whether it be massive parts of the Christian world including the Evangelic Church, the Catholics and the largest Black
Churches in Africa, or the mighty nations of India, China and all of Africa. Thank you too for helping us educate the world by your actions that have caused us to explain the importance of a place one can freely practice their own religion – no matter what it may be – and showcase the democracy that is Israel. You have pushed the mighty nations of the USA, Canada, the United Kingdom, Germany and France to pass legislation that not only protects Israel against your devious efforts but has strengthened and fortified the economic relationship between Israel and these nations. Thanks to you the ‘US Congress’ has agreed “to increase the use of its voice, vote, and influence in international organizations and other appropriate international forums to actively oppose politically motivated acts of boycott, divestment from, and sanctions against Israel.” Thanks for ensuring that Britain took a decision in February planning to completely outlaw BDS. The measure is expected to make Britain the second major EU country to outlaw boycotting Israel. The difference between us and you is that we are defending our right to exist – not just as free people but as a people that understand that when people threaten us it is never to be taken lightly. Over the past 2000
years we have learnt that when others say “Shoot the Jew” – we know what they mean. But now, most South Africans and the rest of the world have seen through you. Thanks to you, BDS, the community of nations has been able to find ways to work together to help Israel to help themselves through leadingedge technology, water management, agri-tech, medicine and business innovation. The world’s fightback against your movement, in the Arab world and even amongst the Palestinians, continues to gain incredible momentum. But now let me tell you what we don’t thank you for … As much as you have tried to get our fellow-South Africans to further embroil themselves in a conflict thousands of miles away, you have shown them that you don’t really care about the issues facing us as South Africans. When it comes to the key issues of food or water security, health and medicine or business innovation – areas unsurpassed in excellence by Israel – yet issues that remain so critical to South Africa today - your hatred for Israel remains so great that you would rather see South Africans go hungry, without water or with no access to revolutionary medical solutions and exposure to innovative ways of doing business - all at the
expense of your hateful agenda. Even more so, as all South Africans are today confronted by the demons of racism, you deem it wise and expedient to throw as much fuel onto this flame as possible. When it comes to the Palestinian cause you should be ashamed of your arrogance and its consequences in exacerbating the conflict between the Israelis and the Palestinians. You are no better than any state or organisation that for the last 70 years has been guilty of instructing the Palestinians not to resolve their differences with the Jewish State by shackling and inciting the very people you claim to represent as opposed to encouraging the Palestinians to seek a constructive and peaceful resolution to the very painful conflict that affects everyone involved. How do you justify the disingenuous concept and belief that “You” will sort out their problems? To paraphrase Sheikh Hassan Nasrallah, supreme leader of Hezbollah (and I never thought I would ever be quoting him) who just this week stated “Arab regimes have never done anything for the Palestinians”. Requirements for setting up an accommodation establishment
J
ohannesburg residents who want to convert their homes into accommodation establishments or have bought properties to run such businesses are required to abide by applicable laws and regulations. Accommodation establishments in Johannesburg are regulated under Chapter 10 of a by-law that deals with public health laws. The main purpose of this by-law is to ensure that “premises are situated, designed, constructed and equipped to prevent a health hazard through the contamination of foodstuffs, that food can be hygienically prepared or handled and that these premises provide appropriate facilities to accommodate people for gain”. Region F has the highest number of accommodation establishments in Johannesburg – a total of 268 – according to Corrie Bezuidenhout of the City’s Environmental Health Department. Region F covers areas such as the Johannesburg inner city, Hillbrow, Braamfontein, Joubert Park, Yeoville, Bertrams, Berea, Fordsburg, Rosettenville, Turffontein, Jeppestown and Denver. These establishments include guest and boarding houses, bed & breakfast and student accommodation, hotels and lodges. Residents and business owners who want to run accommodation establishments need to apply for a permit in terms of Sec-

tion 61 of public health by-law. “What this means is that no person may operate an accommodation establishment without the necessary permit,” says Bezuidenhout. “This permit will only be issued when the establishment has complied with the requirements as outlined in Section 62 of Chapter 10 of the by-law.”

An area for the preparation of food; The number of persons to be accommodated; Adequate ventilation and illumination; Wash-up facilities; Rodent control and prevention of flies and insects measures; Waste water disposal system; Hand-washing facilities; Sanitary and toilet fixtures; Hygienic storage space for food and equipment; Adequate supply of water; and Ventilation of toilet facilities. Bezuidenhout says Environmental Health Practitioners have a mandate to visit such establishments at least once a year to check on compliance.
“For a new establishment, the Environmental Health Practitioners have to ensure that town planning approval has been acquired by the business owner and that a permit to operate such a business has been acquired. For established accommodation premises, Environ-

mental Health Practioners check for continued compliance with the regulations,” he says. In cases where any establishment does not have town planning approval or does not meet requirements to run such an establishment, inspectors will issue a notice to the business owner to comply. “A follow-up inspection to check on compliance will be conducted after the notice has been issued. Should the premises be found not to have rectified the problems, a legal process to prosecute the owner will be instituted,” says Bezuidenhout. He, however, adds that the department rarely closes down non-compliant establishments. “Instead, we encourage and work with the establishments to comply with the regulations, because the legal process can drag on for a long time,” he concludes.

Pretoria – The Department of Water and Sanitation says while the current rainfalls are having a slight impact on the country’s dam levels, this is a far cry from last year’s records. The country’s dam levels increased from 53.5% last week to 53.7% on Wednesday following the current rainfall. However, in the same month last year, the levels stood at 79.5%. According to a report compiled by the department’s forecasters, the outlook for the next two to three months is still very bleak, with below average rainfall expected through to May and above normal temperatures until winter. “We can expect a recurrence of the relatively good rain showers over North West, Free State and KwaZulu-Natal. We could also still experience isolated heavy rain and thundershowers,” the forecasters said. The forecasters also noted that the El Niño is showing signs of decay and expecting it to be “towards near neutral in the winter”. The report said that all provinces, with the exception of Western Cape and Free State, showed a slight increase in average dam levels over the last week. “North West has in-
creased from 46.4% to 51.1%, a 4.7% increase week-on-week. The Western Cape at 36.6% remains an area for concern. However, it must be borne in mind that it is the dams in the winter rainfall area which are low,” the report said. Lesotho’s Katse Dam is now at 65.7%, an increase of 1.9% from the previous week. Hazelmere in KwaZulu-Natal has also increased to 34.3% compared with 33.2% last week. However, the report noted that there will be no change to restrictions from the Hazelmere Dam. The department has recommended a 15% restriction on the Umgeni system. “Vaal Dam has dropped from 48.6% last week to 48%. Sterkfontein Dam is at 88.3%, an increase of 0.2%. Gariep Dam has dropped by 0.7% and is now standing at 52.6%. “The decrease is largely due to Eskom generating power at the dam. The Voelvlei Dam in Western Cape followed suit with a 1.4% to 20.8%,” the report said. It said the continuing prediction of lower than normal rainfall over the next three months would mean that the recovery rate could still stretch beyond three years. – SAnews.gov.za
City woos Chinese tourists The City of Johannesburg’s tourism entity has teamed up with UnionPay, the world’s largest card payment company, in a new move to attract millions of Chinese tourists to the City of Gold and other parts of South Africa as well as the rest of the continent. With 4.7 billion cards in issue and a presence in 150 countries, UnionPay is bigger than Visa and MasterCard put together. More than 100 000 of UnionPay cards have been issued in 44 African countries. Two South African banking institutions – First National Bank and Standard Bank – are already in partnership
with UnionPay. Absa, which entered the scheme in January, will start processing payments in June this year. UnionPay International representative Xing Gan and Joburg Tourism’s Marketing Manager, Lumka Dlomo, briefed about 15 tour operators and restaurateurs about the new partnership in Sandton on Wednesday March 16. The move is expected to create several thousands of jobs in the local tourism industry and boost the City and South Africa’s economy. Every month, more than 14 000 Chinese tourists, most of whom are UnionPay card-carrying members, visit South Africa.

Cape Town - Amaglug-glug coach Owen Da Gama has named his 22man squad to face Brazil in an international friendly at Rei Pele Stadium later this month. The national under-23 boss has named a strong squad, including three overseas-based players, for the fixture scheduled to take place on March 27 in preparation for the 2016 Rio Olympics in August. Da Gama will be delighted to have secured the services of the three overseas-based players, having qualified for the tournament without them when they finished third, beating hosts Senegal in the African Youth Nations Cup. The inclusion of Left-back Kgosi Ntlhle of Peterborough United, midfielder Lebogang Phiri of Brondby and striker Lebogang Mothiba of FC Lille
makes up a strong spine for the former Platinum Stars boss to blend with the rest of the local-based players. There was also a call-up for National First division top scorer Thabiso Kutumela, who has struck 16 goals for league leaders Baroka FC. “You can never ask for a better opposition than this,” Da Gama said. “First of all, we will be able to measure ourselves with some of the best players at our level, and secondly we will get a glimpse of what to expect when we return to Brazil for the Games. “I am very happy that we were able to secure this all-important fixture. “I believe, with my technical team, we have selected a very strong squad that will show what we are capable of. No one will walk into the team; everyone has to work for his position.” said Da Gama.
