he Constitutional Court (ConCourt) has ruled that President Jacob Zuma must pay back a portion of the taxpayer’s money used for non-security upgrades at his Nkandla homestead and declared his conduct to be wholly unconstitutional. The landmark ruling on Thursday morning has also affirmed the powers of Public Protector Thuli Madonsela, whose remedial action has been confirmed as “legally binding” unless set aside by a court of law. In a unanimous judgment by 11 Constitutional Court judges, Zuma was accused of failing to protect the office of the Public Protector, failing to uphold the constitution and ordered to pay
back an amount to be determined by the National Treasury and approved by the Constitutional Court. Meanwhile, the National Assembly’s absolution of Zuma, based on the Minister of Police’s report, was set aside and also deemed as flouting the Constitution. “He (Zuma) failed to uphold, defend and respect the Constitution,” Chief Justice Mogoeng Mogoeng said. The ConCourt indicated that the Public Protector’s findings are indeed legally binding, as without this ability, her office would be entirely impotent to fight corruption. National Treasury has 60 days to determine how much Zuma must pay back to the state.

f you have not yet registered to vote, you have another opportunity to do so – so you can exercise your democratic right, starting with the forthcoming local government elections. The Independent Electoral Commission (IEC) says 1.86 million people re-registered at its 22 570 voting stations during the March 5-6 registration weekend. There were also 692 000 new registrations, of which 184 000 were of young people aged between 18 and 19, who were registering for the first time. If you are not registered, you will not have a direct say in who runs your ward or municipality after the polls, expected to take place by mid-August. The IEC says the number of registered voters between 18 and 19 stands at 388 846. The commission expects more young people to push the number of registered voters to above the current 25 535 726 on the voters’ roll dur-

ing the final round of registration. According to the IEC, there are at least nine million people eligible to vote but are not registered. The Department of Home Affairs recently revealed that 226 000 smart and 68 000 barcoded green identity documents were uncollected from its branches across the country. Municipal elections are held every five years to elect councillors who will be responsible for governing your municipality for the following five years. The councillors are there to serve the City and ensure the provision of services in their areas. Johannesburg Central Police arrested two suspects between the age of 26 and 28 for armed robbery and for buying stolen property corner Bunket and Noord Street. It is alleged that seven suspects robbed a 24-year-old male at the above mentioned streets. While the unsuspecting citizen was on his way to catch a taxi home, he was confronted by the suspects who threatened him with a knife and took his Iphone 6S as well as cash from him. After being robbed, the victim noticed one of the suspects the following day prompting him to immediately alert the police of the robbery, with the police’s swift response, the suspect was apprehended and taken to the person whom he sold the cell phone to. The person who bought the phone was also apprehended and the phone has not yet been recovered. “Investigations are under way and suspects will appear soon in the Johannesburg Magistrate Court,” warrant officer Xoli Mbele said. Ratepayers won’t be reimbursed “Regrettably, it is not possible to provide a refund or credit during or post an illegal strike . . . the law does not permit ratepayers to withhold payment of their refuse charge”

ohannesburg residents will not be reimbursed despite the non-collection of their refuse by Pikitup as a result of the ongoing illegal strike by more than 4 800 members of the South African Municipal Workers’ Union (SAMWU), the City of Johannesburg’s waste management entity has explained. As the illegal work stoppage continued into its third week, several residents have requested that they be reimbursed the monthly service charge for refuse collection because Pikitup could not provide a service owing to the strike. Pikitup has, however, pointed out that the refuse removal services fee is a monthly charge based on the value of the property as per the City’s promulgated tariffs. It says the charge cannot be itemised or allocated to a bin or the number of lifts per bin. It is also not based on the quantity of the waste collected. “The totality of waste services includes bin collection, street cleaning, illegal dumping, litter picking and landfill operations. These are all funded from the tariff
as stipulated in the tariffs policy and the City of Johannesburg’s waste bylaws.” It says in cases where refuse is not collected as a result of unforeseen circumstances –including planned or unplanned strikes, general service delays caused by bad weather or truck breakdowns – Pikitup implements contingency measures to deal with the backlog. “We regret any inconvenience caused as a result of the ongoing disruption to refuse collection services and would like to assure Johannesburg citizens, in particular ratepayers, that we are doing what we can to stabilise the daily operations,” the entity says in a statement. “Regrettably, it is not possible to provide a refund or credit during or post an illegal strike. Even though there has been disruption to collection, the law does not permit ratepayers to withhold payment of their refuse charge.” The entity says it is collecting as much refuse as it can through its contingency measures. “Pikitup understands that many residents have had their collections missed. Services are running during the night to deal with these kinds of delays. Where possible we are sending out extra crews and prioritising areas that have been affected the most,” the entity’s statement says.

outh Africa’s Marco Steyn, Dylan Naidoo, Herman Loubser and new cap Dylan Mostert celebrated an 18th consecutive victory for South Africa in the 2016 AllAfrica Junior Golf Challenge with a wire-to-wire performance in Sousse, Tunisia recently. The South African quartet began the final round with an insurmountable 38-shot lead and stretched their advantage to a 43-stroke victory with a solid final round at the Sea Course of the El Kantaoui Golf Club. The defending champions combined for a final round 217 to triumph on four-under-par 876. Zimbabwe posted a total score of 915 to claim the runner-up spot and secure their spot in the line-up at the prestigious Toyota Junior Golf World Cup in Aichi-Prefecture, Japan in June alongside South Africa for a second year running. Morocco finished in third on 945, while the host union took fourth on 955. “After a disappointing 82 in the first round, Marco was back to his best and rallied with his third subpar round in the championships to lay a great foundation for us in the final round,” said SAGA Golf Integration manager Eden Thompson. “He shot a four-under-par 69 to take the low round honours and it was probably the worst score he could have made.
