UNIVERSITY OF WEST FLORIDA UWF President Martha Saunders has authorized that students who are residents of Puerto Rico and the U.S. Virgin Islands will quality for in-state tuition for the Fall 2017 and Spring 2018 semesters. The decision is the university's response to Gov. Rick Scott's commitment to help the communities severely impacted by the recent hurricanes.

PENSACOLA BLUE WAHOOS For the
second straight year, the Cincinnati Reds Double A affiliate has been honored with the Esurance Home Field Advantage Award by Minor League Baseball and Esurance. The award honors the communities who best supported their hometown Minor League Baseball teams during the 2017 season. In early September, the Blue Wahoos were awarded the Community Service Award by the Southern League along with the Woman of Excellence Award, Groundskeeper of the Year, Trainer of the Year and Sports Media Award.
Department of Education gave Pensacola State College a $1.3 million grant to renew the college's Veterans Upward Bound (VUB) program for the next five years. The VUB program assists 130 veterans per year as they gain skills needed to enter college and become successful students. The program at Pensacola State is currently the only VUB program in Florida.
14th Judicial Circuit denied an emergency injunction to halt the construction of the ECUA emergency wastewater storage tank. Residents of the North Hill and Long Hollow neighborhoods had filed the lawsuit against ECUA alleging the utility did not follow Florida law when it decided to build the tank without seeking prior approval from the Pensacola City Council. Judge Fensom affirmed that ECUA, as an independent special district, had acted in accordance with Florida law and did not need the council's approval.
SANTA ROSA COUNTY ECONOMIC DEVELOPMENT OFFICE The Inter-
national Economic Development Council awarded the Santa Rosa County EDO with three Excellence in Economic Development Awards for 2017. The EDO received a gold award for its aviation industry brochure. The office also won a silver award for its santarosacareerpathways.com and a bronze award for santarosaaviation.com.

PLAYING WITH THE BIG BOYS Pensacola Mayor Ashton Hayward may be the only strong mayor in the state of Florida who doesn't give a State of the City address to summarize the accomplishments of the past year and outlines his vision for the future. The mayors of Florida's major cities do it. On March 24, Miami Mayor Tomás Regalado gave his State of the City address, in which he touted the city's phenomenal growth—a 22 percent increase in construction activity with 7,274 building permits issued and 99,000 construction plans reviewed. He praised how the city's staff worked tirelessly to rid neighborhoods of the deadly Zika virus. A little more than a week later, Tampa Mayor Bob Buckhorn gave his address. He said he wanted his city to be more inclusive, especially for families with autistic children. He announced his "Autism Friendly Tampa" initiative. On July 21, Orlando Mayor Buddy Dyer laid out his vision for how Orlando will become a cutting-edge city and a better place to live in unity and cooperation. He remembered the Pulse tragedy and the unifying effect it had on Orlando. Mayor Dyer focused on the importance of balancing economic growth with the needs of residents, especially the need for affordable housing. Jacksonville Mayor Lenny Curry didn't give a State of the City address this summer. Instead, he addressed his city council
in July to outline his $1.2 billion budget. He described how the budget would add 100 more law enforcement officers and $130 million for infrastructure. Mayor Hayward discontinued State of the City addresses in October 2013. His first two addresses were done in City Council Chambers as he delivered the budget for the next year. His last address was a multimedia presentation in the Saenger Theatre followed by a press conference. The State of the City addresses weren't easy for the mayor. His staff and political strategists took days drafting his words. He spent hours practicing the speeches, and he didn't always look comfortable giving them. However, the addresses gave the voters his assessment of his administration and his plans for the next year. Mayor Hayward touts the new optimism that he has brought to the City of Pensacola. He claims he has made the rest of Florida pay attention to us. Well, if Pensacola wants to play with the big boys—Miami, Tampa, Orlando and Jacksonville, then its mayor needs to give an annual State of the City address. The mayors of those cities don't rely solely on social media and press releases to communicate with their constituents. Mayor, please face the voters and tell them, in person, where they've been and more importantly where you want to take them. {in}rick@inweekly.net

BIKE SHARING COMING Curt Morse, Executive Director of the Downtown Improvement Board, wants to bring bike sharing to downtown Pensacola. Bike sharing allows people to borrow a bike from one point using a credit card and return it to other bike racks in the city that are connected to the system. The program started in larger cities but now can be found in cities similar in size to Pensacola. "We've been meeting with firms that are anxious to provide the city with a bike-share program that can not only give downtown bike share access but also the beach, and potentially our universities here," Morse told Inweekly. He expects to launch the bike-sharing program in the first quarter of 2018. Morse said, "Pensacola will have a bike-share program that it can boast about, and it will be of the caliber that other major metro markets, like Chattanooga, Birmingham, and Baton Rouge, offer to their citizenry as an amenity." TALES OF HURRICANE MARIA Most of Pensacola resident Tessie de Avila's family lives in Puerto Rico, including her mother, grandmother and all her siblings. On Sept. 20, Hurricane Maria, a power-

ful Category Four hurricane with 150 mph winds, made direct landfall on the U.S. territory, bisecting the entire island and drenching it with rain. The island has been without power, and food, water and fuel are scarce. Most of de Avila's family is staying in her mother's three-bedroom concrete home. She said, "My mom's house is the strongest house, and she now has like 16 or 17 people staying there." It took six days for her to confirm that her family survived the hurricane. "The hurricane hit Wednesday and we heard from them Monday night," said de Avila. "Before the hurricane, we talked every day. Those six days were the worst six days of my life, but thank God they are alive." The conditions in Puerto Rico are dire. "There's no fuel, there's no diesel, there's no water or electricity," said de Avila. "Eighty percent of their population lost their houses. There are no roads. They are covered by mud." Gulf Power engineer Diana Rivera also spent days waiting in anguish to find out if her family survived Hurricane Maria. Her family lives in Utuado in the central-western side of the island. "My town is surrounded by mountains and three of our bridges got washed away and a lot of our streets are washed away," Rivera said in a press release. "All the leaves are blown off the trees and vegetation is brown. It flooded in areas that have never flooded before. Food and water supplies are low because the town is far away from San Juan, where all the relief is." She added, "People are asking me how they can help. I'm encouraging them to donate locally through nonprofits that will ship supplies to Puerto Rico." Gulf Power has encouraged its employees to get involved and donate to the American Red Cross. Donations Gulf Power employees make to the American
Red Cross will be matched by Southern Company Charitable Foundation. "In times like these our employees are eager to step up," said Stan Connally, Chairman, President and CEO of Gulf Power. "Many of them remember the challenges our community faced in the long road to recovery after Hurricane Ivan in 2004. Giving back is one of the most important things we can do." Grace McCaffery, publisher of the Costa Latina newspaper, has partnered with other groups to establish drop-off locations across Northwest Florida to collect essentials for victims of Hurricane Maria. The Pensacola location is Cici's Pizza, 7145 N. 9th Ave. The items requested are toilet paper, pet food, rakes, shovels, diapers, wet wipes, baby formula, trash bags, canned goods, hand sanitizers, cleaning supplies, bedding, towels, toiletries, bug repellant, first aid items and basic school supplies. McCaffery asks for the donations to be full cases of one item, boxed and labeled to expedite efforts.
VICTORY FOR SEAN'S OUTPOST Circuit Judge Tom Dannheisser dealt another blow to Escambia County in its long-running effort to close Sean's Outpost, a homeless shelter on about nine acres east of North Palafox near Interstate 110. He quashed the Escambia County Board of Adjustment's decision to deny Sean's Outpost's appeal of the county staff's judgment that the shelter failed to meet the county's land development code (LDC). On April 5, 2016, Sean's Outpost applied for a development order to continue shelter operations as a "semi-primitive campground site," which was allowed under the LDC. County staff denied the application but failed to put its reasons in writing as required by the LDC. After numerous discussions with the staff, it was determined the reason for the denial was the failure to
include an all-weather road to service portable toilets at the rear of the parcel. Clark Partington attorney William Dunaway represented Sean's Outpost in the appeal before the Board of Adjustments (BOA). Though the dirt road had never caused a problem, the shelter agreed to construct an improved driveway apron and build the road requested by staff. Dunaway asked for conditional approval of his client's application tied to the construction of the road. A motion to deny the appeal failed on a 3-3 vote, with one board member recusing himself. County staff ruled the Sean's Outpost's appeal failed because it did not obtain an affirmative majority vote. Dunaway appealed to circuit court. He said the denial was not supported by "competent substantial evidence." He also asserted that an all-weather road was not required by the LDC but, even if it was, his client was willing to construct such a road. Judge Dannheisser agreed that no competent substantial evidence was presented for the county to deny the land use application. He also ruled that neither the LDC nor Design Standards Manual required an all-weather road.

They created a space for their art because it was considered "too outrageous" for traditional galleries. A few of those members decided to incorporate and Artel was born. Who wouldn't be inspired by that? Now that you're established, what motivates you to keep going? Volunteers, patrons, visitors, but most importantly the art is what drives Artel. Our region has a vast population of talented artists that adorn Artel with some amazing works. Our gallery is an all-volunteer not-for-profit contemporary art gallery with revolving themed exhibitions that showcase about 300 individual artworks a year. I began teaching at various places like churches, schools, gyms and dining rooms. Fast forward to 2017 and yoga is everywhere here. It's amazing to see. Now that you're established, what motivates you to keep going? Simply put, the aging process and all that it entails. Use it or lose it. I want younger yoga students to see that you can commit to this practice to stay strong and healthy. I want older yoga students to know that vitality is always available. During my 26-year career in the Navy, I made cheesecakes for friends and family who fell in love with them. Our goal for Szotski's Cheesecakes is to not just raise the bar for cheesecakes in Pensacola but rather, be the bar. In 1998, a group of concerned citizens who had been working child abuse cases together in Escambia County, decided a 10-20 percent conviction rate of these cases was unacceptable. There had to be a better way to collaborate on these cases, minimize trauma and streamline the process for these young victims. Now that you're established, what motivates you to keep going? Each year, the number of child abuse cases reported has increased. Most would look at that and become discouraged, we see a community uniting through education and awareness about child abuse and taking on that responsibility of reporting cases and stepping in to be a child's voice. How would you describe your business to someone who's never heard of it? Gulf Coast Kid's House is a children's advocacy center serving Escambia County. As a children's advo-
cacy center, we combine all of the professionals and resources needed for the intervention, investigation and prosecution of child abuse cases under one child-friendly facility. What's the next goal or project you want to see happen for you and your business? Our next goal is to hire another prevention coordinator and expand our educational programs. We want our MBF Child Safety Matters program taught in all Escambia County elementary schools and we hope to reach five percent of the adult population of our county with our prevention education program. A Flea Market Like No Other By Shelby Nalepa
Ouija Soap by Soot Sprite Shoppe Catering to the punk and DIY scene, Pensacola's first Punk Rock Flea Market (PRFM) at chizuko will feature 50 vendors selling one-of-a-kind wares your typical flea market wouldn't carry. Bari Kyle, PRFM chapter organizer and owner of vintage clothing store Nearly Dead Threads, said that the idea for the Pensacola market came when she was planning to sign up as a vendor for the Fifth Annual Punk Rock Flea Market at her old stomping ground in Knoxville. "It dawned on me there should just be one here," she said. "I contacted Ashley, the brains behind the Knoxville branch, and she was beyond helpful and encouraging. So many cities have them from Portland to Birmingham. The one in Trenton, New Jersey is what I would love to see ours develop into." One of the largest chapters, the Trenton PRFM is a weekend-long event with over 200 vendors from across the country featuring food trucks, live music and celebrity appearances. Kyle said that she hopes Pensacola's PRFM can become an annual event, growing into a block party of sorts. "We are right at 50 vendors, but that includes a donated space to SouthBARK Animal Rescue and the 309 Punk House Project," Kyle said. "We have everything from vintage clothing to vegan cupcakes; punk-inspired Christmas ornaments to pop icon prayer candles; X-rated needlepoint to comic books." October 5, 2017
Kyle said that she and volunteer Katelyn Bailey tried not to duplicate vendor types so that the market would have variety. "It was about diversity and reducing the likelihood of repetition," she said. "The idea is to wander the flea, then migrate indoors for more music, food and drinks." Kyle said that she hopes this event will connect artists in the community and give them a place to showcase their work. "I'm a free thinker and love to connect the different subculture communities and give them a place to mingle, whether it's nerds or goth or hippies or crust punk," she said. "I wanted a single event for anyone who doesn't quite fit in the parameters of mainstream society to not feel judged or out of place. Even if you wear a suit and tie to work but somehow relate to any of it, this is your place too." For Kyle, her niche is collecting and rehabbing vintage clothing. "I love everything about finding pieces that have been disregarded as trash and bringing it back to life again for just the right person to appreciate and love—hence the shop name Nearly Dead Threads," she said. Kyle said that the best part of organizing the flea market has been watching so many young artists, who have a side gig but were maybe ignoring the potential they have. "So they've sort of blossomed into learning about having a name or a logo and about branding themselves and taking it more seriously," she said. "That has easily been the most rewarding part of this so far." The market will also feature outdoor acoustic performances from local scene staples Earl's Killer Squirrels and Kent Stanton, live artists and an acro yoga display. "It's more of a place for artists who don't fit into a neat and tidy 'sell art to go over your sofa at the mall' atmosphere," Kyle said. "There's a place for that, but it leaves very little room for wildly creative artists to really be seen. No Mixed Feelings
Sammy Johnson / Courtesy Photo Australian native, New Zealand-bred soulful singer Sammy Johnson and Hawaiianborn singer-songwriter Anuhea Jenkins are bringing their blend of Polynesian reggae to Pensacola Tuesday. The two are co-headlining the Mixed Feelings Tour, which will be Johnson's first visit to the Eastern U.S. Living in Auckland, N.Z., Johnson worked as a social worker before finding his
passion in music and moving to the states to pursue it further. "I loved doing social work," Johnson said. "The kids were really fun and it was great work." Johnson's mother is Australian and his father is Maori, hailing from Ngati Raukawa, Waikato, N.Z. "I actually moved to Los Angeles a couple of years ago and really, it was be-
cause I knew that I would have more opportunities out there," Johnson said. "I was living in Long Beach but I just recently moved to Hollywood." Performing under her name Anuhea, Jenkins, whose full name is Rylee Anuheake'alaokalokelani Jenkins, was born in Maui and is a selftaught guitarist and songwriter. She released her debut album in 2009 and has shared the stage with Bruno Mars, Babyface, Jack Johnson, Al Green, FloRida, Ziggy Marley and Pepper throughout her career as a top Hawaiian female artist. Blending elements of pop and island reggae, her new album "Follow Me" will be out this month, which will feature a collaboration with Johnson called 'Mixed Feelings.' Music has been in Jenkins' family for generations. Her father is from the North Shore of Oahu in the surfing culture of Haleiwa. Jenkins' aunt, Nalani Choy, is a founding member of one of the most popular Hawaiian female groups Na Leo Pilimehana. Jenkins' mother, an Oregon native, comes from a musical family as well, as her father is a popular country guitarist. Johnson also has a strong musical background. He said that he's been singing his whole life and that all of his siblings are musical in some sense. "We all sing or play instruments," he said. "I've always been a huge fan of reggae, but R&B is my passion. R&B and soul music has always had an influence on my sound and my vibe." Positivity is also an important aspect in his music, which combines his
Polynesian roots with his love for modern jazz and R&B artists like D'Angelo, Amy Winehouse and Lauryn Hill. Being of Maori descent, which is the indigenous Polynesian people of New Zealand, Johnson said that singing is an important part of his culture. "Back home, everyone is a 'lead singer in a group' if that makes sense," he said. "We're all very strong singers and not in a competitive way. We don't know how to give anything less than ourselves when we sing." Johnson said that his first passion was writing songs for other artists. His first gig in a band was as a backing vocalist. "I was singing background vocals for a friend, and then I posted some YouTube videos of me singing and it kind of just took off from there," he said. A Hawaiian-based producer contacted Johnson after seeing his YouTube videos, and he went on to release his self-titled EP in 2014, which peaked at No. 3 on the Billboard Reggae Charts. Accompanying him on tour are musicians Gabriel Miller on guitar, Samuel Ikeda on bass and Elias English on drums. "I've actually never been to the East Coast, so everything on this run is new to me, but that's also what makes it really exciting too," he said. Johnson said that he is about to release a new single soon called 'Sleepwalker' and is also working on his next album, which should drop early 2018. {in}

news of the weird MOTHER OF THE YEAR Ebony Woody, 34, of Columbus, Ohio, was nothing if not thorough on the morning of Sept. 18 when, following an argument with her daughter, she purposely drove her car onto the sidewalk and struck the 17-year-old, who was walking to school, according to Columbus police. After knocking the girl down and running over her leg, Woody stopped and backed up, driving over the leg a second time. QFM96 reported Woody generously gave the girl a ride to her father's house, where she dropped her off without reporting the incident. Woody later turned herself in at police headquarters and faces charges of felonious assault, aggravated vehicular assault and endangering children. The daughter was treated for two fractures to her left leg. ANIMALS ON THE LAM Auburn, Massachusetts, police received a number of calls over the weekend of Sept. 15-17 about a wayward goat, but it wasn't until the wee hours of Monday, Sept. 18, that No. 448 was finally corralled at the La Quinta Inn in Auburn, reported CBS Boston. The "mischievous runaway farm animal" was seen on surveillance video entering the lobby of the hotel and wandering the halls, "presumably to rest a bit," said police. Peter Blash, No. 448's owner, said the goat jumped a 5-foot-high fence and "took off like a criminal." However, Blash said, "I had one that made it all the way to Sturbridge." •Just north of Benton, Kansas, a rancher posted signs promising a reward to anyone who could help him find his missing longhorn cow, Mercedes. The Wichita Eagle reported the 3-year-old blackand-white bovine went missing on Sept. 11 during Cross Trails, a weekly cowboy church service at Greg Johnson's Prairie Rose Ranch. Friends, neighbors and family have searched high and low for Mercedes, recognizable by her 5-foot-wide horns, but the only sighting of her has been near the El Dorado, Kansas, Walmart, about 10 miles away. Johnson says this isn't the first time she's run off: "She is more of a loner." QUESTIONABLE JUDGMENT Coolidge, Arizona, resident Victor Pratt boasts that he's played with snakes his whole life. So when a rattlesnake slithered by during a family party at a nearby lake on Sept. 7, Pratt grabbed the viper and showed the kids "how to catch it and I was playing with it like little kids do. I wasn't thinking. I was showing off," he admitted to FOX 10 News. The rattler apparently didn't want to play along and bit Pratt on his face and neck. Pratt's sons quickly drove him to a nearby emergency room, and he was later airlifted to Banner-University Medical Center

Dawnna Dukes' corruption trial is scheduled for Oct. 16, when she will face charges of giving a taxpayer-funded raise to a legislative aide as compensation for ferrying Dukes' daughter between school and home. The Austin American-Statesman reports that prosecutors in Travis County also plan to present evidence of 19 additional "extraneous acts," including accusations that Dukes spent $51,000 in taxpayer money on an online psychic, was absent for roll call 65 percent of the time, and appeared impaired at a House committee meeting when she showed up late, explaining: "I know I'm talking a lot. I'm full of morphine and will be headed out of here soon." AWESOME! The Greene County (Tennessee) Sheriff's Department alerted drivers along Chuckey Pike on Sept. 20 not to be alarmed by a body that appeared to have been crushed by a house's garage door. "THIS IS A HALLOWEEN DECORATION!" the department's Facebook page warns. "Do NOT call 911 reporting a dead body." Officers had rushed to the scene with sirens blaring after a caller reported the body, but then discovered the clever (but really early) holiday tableau. THE WEIRD APOCALYPSE Cable television viewers in Orange County, California, were stunned on the morning of Sept. 21 when an ominous message accompanied by an "Emergency Alert" banner flashed on the screen. At increased volume, a man's voice boomed: "Realize this, extremely violent times will come," said viewer Stacy Laflamme of Lake Forest, who was watching HGTV on the Cox Communications cable system. Spectrum customers also received the alert. The warning seemed especially timely given that doomsday writer David Meade had predicted the end of the world "as we know it" to occur two days later. Laflamme told the Orange County Register the message "sounded like a radio broadcast coming through the television." Dennis Johnson, a spokesman for Spectrum, said: "We have confirmed that we were fed an incorrect audio file," but neither company could determine where the audio had come from. {in}
