AN ACT DECLARING THE EXISTENCE OF A CONTINUING NATIONAL EMERGENCY ARISING FROM THE CORONAVIRUS DISEASE 2019 (COVID-19) SITUATION, AMENDING SECTION 9 OF REPUBLIC ACT NO. 11469, OTHERWISE KNOWN AS THE "BAYANIHAN TO HEAL AS ONE ACT," AND FOR OTHER PURPOSES EXPLANATORY NOTE As of May 25, 2020, the Department of Health has recorded 14,319 positive COVID-19 cases nationwide. Despite claims of flattening the curve, there is sustained local community transmission as more cases are reported daily. It is apparent that the country is far from seeing the end to this extraordinary situation and the threat to life and livelihood persists. To allow the government to continue its response in addressing the threat and impact of COVID-19 in the country, this bill seeks to extend the validity of Republic Act No. 11469 or the Bayanihan to Heal as One Act until September 30, 2020. The extension will allow the President to continue to exercise the realignment of items in the national budget and other powers granted to him under the said law to be able to provide emergency support for vulnerable groups and individuals, expand medical resources to fight COVID-19, and finance emergency initiatives to keep the economy afloat. In view of the foregoing, the immediate passage of this bill is earnestly sought.

SECTION 1. Section 9 of Republic Act No. 11469 otherwise known as the "Bayanihan to Heal as One Act" is hereby amended to read as follows:

"SEC. 9. Effectivity. - This Act shall take effect immediately upon its publication in

a newspaper of general circulation or in the Official Gazette and shall be in full
7
force and effect [ only for three (3) months ] UNTIL SEPTEMBER 30, 2020, unless
8
extended by Congress: Provided, That the powers granted under this Act may be
9
withdrawn sooner by means of a concurrent resolution of Congress or ended by
10
Presidential Proclamation."

SEC. 2. Effectivity. - This Act shall take effect immediately upon its publication in

a newspaper of general circulation or in the Official Gazette.
