DIDM Findings • Under-counting of crime incidents due to policies giving pressure to COPs to maintain a low Crime Volume and high Crime Solution Efficiency.
• LCEs give pressure to COPs to maintain a good image of the locality. • Stations have varying practices in counting crime incidents. • Traffic-related offenses are rarely reflected in the crime statistics. • Offenses involving women and minors are significantly under-counted.
DIDM Findings • Reports do not include cases directly filed before the courts. • Reports of Other Law Enforcement Agencies (OLEA) are not considered. • NOSUs do not submit their crime statistics. • Wide discretion of Unit Commanders and investigators in deciding whether to include or exclude a crime incident in their report.
• Most police stations do not have official Desk (Blue) Blotter and WCPD (Pink) Blotter.
