This has reference to the 29 August 2014 Memorandum of the Prosecutor General, in connection with the 26 August 2014 Indorsement of the Chief of the Criminal Investigation and Detection Unit (CIDU) of the National Police Commission (NAPOLCOM). The Indorsement pertains to the complaint against the following individuals, docketed as NPS Docket No. XVI-INQ-14H-_~0084, presently pending before
Assistant State Prosecutor Susan T. Villanueva for the killing of Mr. Ferdinand Pastor y Salas, a.k.a. "Enzo", to wit: Daliah Guerrero Pastor, for the crimes of Parricide and Frustrated Murder; 2. Domingo De Guzman III, for the crimes of Murder, Frustrated Murder and Illegal Possession of Firearm and Ammunition; and 3. P02 Edgar Angel, for the crimes of Murder and Frustrated Murder. 1.

Hence, all concerned are strongly warned against waiting until boarding time to inform the concerned offices of any attempt to leave the country. E. If it should be found that there is probable cause to criminally charge the respondents in court, to immediately file the necessary information, and obtain warrant for their arrest. B. Keep the undersigned and the BI promptly and regularly updated as to the status of the criminal case, particularly, as to any significant development in the case, which would allow the BI to determine the appropriate course of action to take should the subject individuals make an attempt to leave the country during the effectivity of the ILBO, or any development that would necessitate or make it appropriate to modify/update/revoke this ILEO. . , C. Identify the proper handling prosecutor that the BI can contact for queries and/or consultation as to the courses of action available to the BI and other government agencies, and to direct said handling prosecutor to make himself or herself available for any contingencies, even outside office hours, considering that the attempts to leave may take place anytime. D. Draft and issue Letter-Notices to the above-named respondents, in cases filed before the National Prosecution Service.
