VILLAGE PUSHES FOR DEVELOPMENT!

The Parish Council of Great Barrow is bucking the trend by protesting in favour of a development on an estate that could help save the village’s unique, much loved primary school. The Barrowmore Estate has been part of the fabric of Barrow since 1880 and a charity since 1920. As well as providing a residential facility for people in need of support, it’s also the base for a plethora of rural businesses which employ around 300 people. Barrowmore’s 85 acres of beautiful woodland and green space, including the Bluebell Café and Bluebell Wood, are open to villagers and visitors. Barrowmore recently applied for planning permission for 20 three and four bed houses, including 6 affordable homes, to be built on a brownfield commercial site which is not at present open to the public, opposite the main entrance to the estate. The development features a public recreation space and would be connected to the centre of the village by a new, well-lit footpath. It is Barrowmore’s second attempt to build on the site and both they and the Parish Council believe that the updated plan addresses the issues that caused the application to be rejected last time around in 2019. “It’s so important for Barrow that we encourage development that is

sustainable and sensitive to the environment”, commented a Parish Council spokesperson, “in the last 10 years we have lost both our village shop and our pre-school. The church’s congregation has dwindled, the village pub has repeatedly had to adapt to tough times and any threat to the school’s future would be disastrous. This is a one-off opportunity to do something to reverse the trend on a brownfield site, surrounded by trees that is not even visible from the road. But it would still be very much part of the rest of the village and linked to it.” The Parish Council hosted a consultation meeting with Barrowmore to discuss the plans and to receive villagers’ views. From this and comments on the CWaC Planning Portal the Parish Council appears to be reflecting the views of most people in Barrow in supporting the application, but there is a worry that planners may not see the bigger picture. The Parish Council spokesperson added: “There have been several attempts over the years at small scale development like this, but all of them have been rejected. If the village is allowed to stagnate it will gradually lose its character entirely,

turning into a dormitory location. Nobody wants that – there is a terrific community spirit here that has come to the fore since Covid, but without a fresh approach and a broader vision we could see a rapid decline”. Chair of Barrow School governing body, John Armstrong agrees: “School funding is entirely dependent upon pupil numbers, and as a small rural school, we disproportionately suffer from any diminishing of the school roll. The one single thing that will help secure the future of our school is to increase the number of families with school age children in the village. Ginger & rum pumpkin pie We’ve pimped up pumpkin pie with a sprinkle of ginger and a glug of rum to add extra oomph to this seasonal dessert.

Ingredients

ground allspice and ground ginger 1 tbsp black treacle 80g light muscovado sugar 600ml double cream 2 tbsp spiced rum 3 medium free-range eggs, plus 1 yolk

sugar and ground ginger in a food processor with a pinch of salt and pulse to combine. Add the butter and pulse to form fine breadcrumbs. In a bowl, beat the egg yolk with the rum and 1 tbsp cold water, add to the flour mixture, then pulse until the mixture begins to come together. It will be a little sticky. Turn out onto a large sheet of cling film, bring the dough together with the sides of the cling film, then wrap well. Shape into a disc and chill for 1 hour.

2 Heat the oven to 200°C/180°C fan/ gas 6. Unwrap the pastry but leave it on the cling film. Lightly dust a rolling pin and roll to a circle roughly 28cm in diameter and 0.5cm thick. Loosely roll the pastry around the rolling pin, then lift into the tart tin, pastry-side down, and press into the edges (through the cling film). Chill for 30 minutes. 3 Toss the pumpkin with the oil in a

large lipped baking tray and roast for 20 minutes. Drizzle with the maple syrup and return to the oven for 10 minutes. Set aside to cool.

4 Remove the cling film from the pastry case, trim the edges of the pastry, then line it with baking paper and fill with ceramic baking beans or uncooked rice. Bake for 15 minutes, remove the paper and beans/rice (keep the rice to use again), then bake for 5-10 minutes until golden, dry and sandy to the touch. Set aside. Turn the oven to 180°C/160°C fan/gas 4. 5 Meanwhile, put the spices, treacle, sugar and 400ml of the cream in a pan over a medium heat and warm through, stirring, until the sugar has dissolved and the cream is just steaming. 6 Whizz the pumpkin, rum (if using), eggs and yolk in the cleaned food processor. Add the spiced cream mixture, then whizz until smooth and pour into the tart case. 7 Bake for 30-35 minutes or until just set with a slight wobble. Whip the remaining cream, spoon onto the pie, then dust with cinnamon to serve.

This is an extremely slippery shape; Tesla quotes a drag coefficient of just 0.23, and the car does indeed cleave through the air quietly and with minimal fuss.

Performance

It is monumentally, addictively rapid, the horizon reeling in at warp-speed on full throttle, with a silent, whirry accelerative thrust. Looking at the specs, even the regular Teslas will be pretty quick. The range-topping one is insanely so. Steering is sublime - beautifully weighted and superbly accurate. In addition, this is one of the quickest steering racks we’ve experienced on a mainstream saloon since the original Alfa Romeo 156; it lends a pointy agility to the way the Model 3 drives. You can tailor the steering weight to personal preference, but European tastes are probably most closely tuned to the firmest setting in Track Mode. Equally impressive is the handling. You think it into a corner and it darts into the apex with all the precision of a Ferrari V8. It’s seriously fast

If you do want to try before you buy, Tesla dealers can offer a contactless test drive, where the car is opened remotely for you, the screen shows a 15-minute instruction video, and then you’re free to go and drive. Perhaps this is why they proved so popular during the UK lockdown.

Verdict

The Tesla Model 3 is a winner - it has an impressive real-world battery range, a roomy and airy cabin, drives beautifully in all versions, and offers driver-assistance tech that works seamlessly in the UK. Despite nearly all controls being accessed via the central touchscreen, it all works well - as if the car’s designers are as well versed in infotainment operating systems as they are in vehicle dynamics. The Tesla Model 3 comes highly recommended. It’s still the most usable electric car on the market, thanks to Tesla’s brilliant Supercharger network, while the interior is bristling with clever design and storage solutions that make day-to-day use even more enjoyable.

N SUV or crossover is a great choice for families needing space to carry kids’ gear and the detritus of family life. They’re higher off the ground, too, for a raised seating position and a great view out. Downsides? They’re lumbering, huge, heavy and space-inefficient, according to their detractors. The problem is, punters just love ‘em. Are there electric SUVs you can buy today? You bet. Here are the best picks on sale today.

Audi e-Tron

The first full series-production electric car from Audi is a triumph: you get the usual Ingolstadt quality and driving manners, all wrapped up in a very practical SUV bodystyle. Performance is rapid, a range of 248 miles is claimed and, despite weighing in at 2490kg, the e-Tron is no slouch: it can accelerate from 0-62mph in as little as 5.7sec. It’s a great all-rounder, albeit pricey.

Mercedes-Benz EQC

While not exactly innovative, this is an unquestionably capable SUV. It has a range of 259 miles, features twin motors for all-wheel drive, can sprint from 0-62mph in 5.1sec and is loaded with technology. The EQC’s a finely polished and thought-through affair and, consequently, it might be ideal for buyers who are a little worried about making the switch from a straightforward petrol or diesel SUV.

Jaguar i-Pace:

Jaguar’s first all-electric car, dubbed the i-Pace, is a tremendously slick affair. This cutting-edge car steers, stops and goes like a Jaguar should and there’s space aplenty, too, thanks to efficient packaging and that flat floor. Twin motors serve up a mighty 395bhp and 513lb ft, as well as allwheel drive, and the electric Jaguar SUV is capable of 0-62mph in just 4.8sec.

Tesla Model X

The Model X is half crossover, half MPV, but all Tesla electric car. Famous for its cleverly hinged gullwing rear doors that open even in the tightest of car park spaces, the interior is roomy for five in the first two rows and the rearmost third-row pair of seats are fine for kids on short journeys. The most impressive thing about the first all-electric Volvo is not its lively acceleration, although 4.9 seconds to 62mph can be fun. No, the real achievement is just how much like every other XC40 it feels to drive. Considering that the powertrain is completely different, and the weight much greater, it does a very good job of offering the same mix of refinement, comfort and feelgood modernity.

Skoda Enyaq

It’s comfortable, well-sorted, spacious and capable of travelling long distances between charges, which is good news for those with range anxiety. It also looks good on the road, well-finished with tight panels gaps and plenty of road presence. It’s difficult to imagine this not being 2021’s most sought-after cars.

Building an extension L

AST month we gave a few examples of extensions that can be built without planning permission. This month we look at how to extend the front of your property and explain what to do if you do need planning permission.

Height limit planning rules The height of the extension must not exceed the height of the highest roof ridge line (or flat roof) of the existing house. The eaves (where the lowest part of the roof meets the exterior wall) must not be higher than the eaves of the existing house.

Boundary restriction planning rules If the extension will come within 2m of your boundary, its eaves can’t be higher than 3m. Plus, if you’re attaching an extension to an existing one which exceeds those limitations, Permitted Development doesn’t apply.

Can I extend the front of my house? If the front faces a road, then no, not under Permitted Development rules. You’d have to apply for planning permission. In cases where your house sits on a corner plot where the side wall faces the road, this cannot be extended under permitted development either.

If you’re desperate for any extra space at the front you can possibly gain, you could add a porch to an external doo (max 3sq m) as long as it’s no higher than 3m and further than 2m away from the boundary with the road.

What is the ’45-degree’ rule?

This relates to the definition whether your house fronts onto a road or not, in cases where it’s not clear. If the angle between the elevation of the house and the road is more than 45 degrees, it will not normally be considered as fronting the highway. The same is true if there’s a substantial distance between the house and the road, or if there’s a tract of land owned by someone else between your boundary and the road.

Do all properties have Permitted Development Rights?

No. Before you get over-excited and book a builder, the Permitted Development route is a non-starter if… l You

live in a flat or maisonette. Permitted Development only covers houses. l Your

property is listed, or is located in a National Park, the Broads, an Area of Natural Beauty or a World Heritage Site. l Your LPA has issued an Article 4 direction. This withdraws PD rights where the character of an area would be threatened. l Your property has been granted ‘change of use’ to a dwelling.

I need planning permission - so where do I start? Most applications take up to eight weeks, unless they are unusually large or complex, in which case the time limit is extended to 13 weeks. If permission is refused, you can appeal but this process can take several months, so you’re better off tweaking your plans to reach an agreement. If your project - or your property - is anything out of the ordinary, it’s worth hiring a planning consultant to navigate the permission minefield for you and expedite reaching an agreement to keep your project on track. Just make sure the consultant you engage is a chartered member of the Royal Town Planning Institute.

If you carry on without planning permission, you could be served with an enforcement notice that orders you to undo all the work you have done. It’s illegal to ignore this, but you can appeal against it. l

Consider building a porch if you need extra space and a front extension isn’t permitted.

Building an extension L

AST month we guided you through the main planning rules that need to be negotiated in building a home extension. This time, we consider the issue from the neighbours’ point of view and then discuss how easy it would be to do the biulding work yourself

Do I need my neighbours’ permission for an extension? Not exactly. If you require planning permission, the local authority will consult your neighbours as part of the process. If your neighbours object, the authority will determine the impact on them of your proposals and decide if it is acceptable or not. You can save time and hassle by ascertaining what the neighbours’ views are and possibly tweaking your plans before you even submit them for planning permission. It’s also possible that your builders might need to go onto their property during the project and you’ll need your neighbours’ consent for that, so keep them on side. There’s also the Party Wall Act to consider – even if your project falls under Permitted Development. If your plans will involve building against or excavating within 3-6m of a party wall you share with a neighbour, you might have to give them two months notice.

Can my neighbour stop or object to my extension being built under Permitted Development Rights? No, but it’s in your interests to maintain a good relationship with them, so it’s worth taking their views into account when planning your new extension. If you’re going down the Neighbour Consultation Scheme route for a larger extension under Permitted Development, your neighbours do have the opportunity to present valid objections.

Can I build an extension myself? Yes. If you have the time, muscle and a talent for DIY, it’s a

way to cut costs and could be straightforward enough for an amateur if it’s a simple design. It’s oimportant, however, to be honest about one’s technical and endurance abilities.

By doing it yourself, your project could cost as little as 20% of any builder’s quote However, it’s a big project and if you lose enthusiasm it will come unstuck. You’ll be yet another DIYer with a half-finished project. A desire to accept a challenge and an excitement to do it is what keeps you going when it’s cold and things are taking longer than you hoped. You will be responsible for making sure that the work complies with building regulations (even if your project is covered by Permitted Development Rights). You will also need to do your research on the best materials for the job, which is more technical than you might think. For example, roof tiles differ to suit different roof pitches. Contacting manufacturers and reading the literature they send you will take time in addition to the hours you spend labouring. You could always take a pick-and-mix approach by doing the unskilled jobs yourself, like clearing the site and digging down for the footings, before handing over to the professionals to tackle the drainage and build. One homeowner took a flexible approach to tackling his build: “I did wonder if my brickwork would be up to scratch. I rationalised that I should give it a go and if it looked rubbish the next day it would easily come down again before the cement hardened. If I really had to, I could pay a brickie to do that part instead”. If you decide to leave it to the pros, the Federation of Master Builders is the best place to start in finding a builder. They’re professionally vetted and come with the benefit of a free dispute resolution service, should things fall apart.

Building an exten L AST time, we considered the issue from the neighbours’ point of view and discussed how easy it would be to do the building work yourself. In the last of this series, we look at what’s involved in building your extension.

What are the stages of building an extension? 1. Prep the area Start by sorting out adequate access to the site and protecting spaces that are going to be lived in during the project and setting up alternative kitchen/bathroom arrangements if necessary.

2. Start the groundworks Next, demolish any unwanted structures and clear the site to be built on. Assign and clear spaces that are to be used for the storage of materials or topsoil. Install gullies and/ or soakaway to manage surface water.

3. Lay the foundations Dig out and marking out the footings. Lay and connect drains. Put in the damp proof course. Lay hardcore, a damp proof membrane, insulation and concrete to form the base floor.

4. Start the build At this point, the walls can go up (usually breeze blocks with a brick outer skin, unless you’re opting for cladding or something more unusual). Window sills and lintels can be inserted as the walls rise. Upper floor joists should be fitted if there is to be more than one storey.

5. Add the roof First, out in trusses and gable walls to form the frame. Add vents, felting and battens, then tile the whole thing. Add guttering, downpipes and flashing.

6. Finish the shell Now you can fit window and door units, and reconfigure your existing interior space by breaking it through to the new part of the house.

7. Fit the interior In this last stage, you would lay floor insulation - along with any underfloor heating pipework, if it’s required. Pour a concrete screed to form a subfloor. Complete your electrics, plumbing and plastering. Finally, lay your flooring, fit cabinetry, carpentry and appliances, and decorate the space. The favourite starter dish is mezedes which consists of several different smaller dishes (up to 20), mostly meat and fish dishes with vegetables. Try spicy Loukaniko sausages and various dips like Tahini (sesame dip) or Skordalia (garlic and potato dip). Their local soft cheese is called halloumi and locals like to eat it grilled. As for the desserts, Cypriots love eating pies, such as galaktoboureko or mahalepi, corn pudding malahapi covered in rose syrup.

3. Historic monuments

Cyprus is more than 10,000 years old and many monuments bear witness the cultural change over the centuries. The best “trip” to the past can be found in Cyprus Museum in the capital, Nicosia. The museum has an enviable collection of artefacts dating back to Neolithic and Byzantine times. 4. It’s one of the safest countries in Europe

Cyprus is known to be among the safest countries in Europe due to its low crime rate. According to Eurostat statistics, Cyprus has the lowest number of recorded crimes, which include robberies and violent crimes. It’s a big relief to hear that Cyprus doesn’t really have to deal with these kinds of issues.

5. Good road connections between cities

Since Cyprus is an island, one would not expect a very good road network; here, however, the opposite is the case.

6. Perfect Mediterranean climate - 365 days a year

Cyprus’ climate is one of the stablest and warmest in Europe, with an average annual temperature of 24 °C. This means that Cyprus has warm winters with very few rainy days and summers which are mostly dry and hot. It should also be noted that Cyprus has an average of 3000 hours of sun per year (compared to Glasgow with a little over 1200 hours). Cyprus comes very close to having a perfect climate. There is actually no bad season to visit Cyprus. Whether you wish to go in summer or winter, you can expect good weather.
