Dear global taekwondo family members, I would like to extend my heartfelt appreciation to the entire taekwondo family around the world for helping promote our beloved sport and for supporting the World Taekwondo Federation. In the year 2009, we saw many significant achievements for taekwondo as well as several noteworthy developments at the World Taekwondo Federation. First, taekwondo was confirmed as one of the 26 “core” sports for the 2016 Olympic Games at the IOC session in Copenhagen on October 8. I wish to take this opportunity to thank our worldwide taekwondo family for your dedication to promoting our sport and its development as an Olympic sport. The evolution of taekwondo from a demonstration sport at the 1988 Seoul Olympic Games into a core Olympic sport today owes itself to your heartfelt sacrifice and passion. The evaluation of taekwondo in the IOC Report on the 26 core Olympic sports was quite impressive and shows that we are moving in the right direction. Taekwondo now retains considerable status in the international sports community. In November, taekwondo was accepted as a compulsory sport in the program of the Summer Universiade from 2017 onward and was also included in the official program of the 2013 Mediterranean Games. We also are making efforts to introduce taekwondo to the Paralympics as witnessed by the success of the 1st WTF World Para-Taekwondo Championships in Baku, Azerbaijan in June 2009. With continued progress, I am confident that not only can taekwondo become firmly established in the Olympics but also become a model international sport, setting the standards by which other international sports and sports organizations are measured. The international governance of taekwondo is more transparent, fairer, and more professional than ever before. This is our accomplishment and our pride. Let us congratulate ourselves for all the commitment and hard work we have made to express our love of taekwondo. The 2009 WTF World Taekwondo Championships marked the biggest one of its kind ever with participating athletes and officials from 142 countries and media coverage by more than 30 TV broadcasters across five continents. As we saw at the World Cup Championships in Baku in June, the use of electronic protectors together with the instant video replay system at the world championships in Copenhagen has created a synergy that makes taekwondo competitions fairer and more transparent, and has significantly minimized controversy related to referee decisions. It has brought us hope and confidence that our sport is moving closer to the IOC ideal.
Taekwondo is now moving beyond sport and serving as a tool for world peace and youth education. Since its launch in the summer of 2008, the WTF Taekwondo Peace Corps has dispatched 207 taekwondo instructors to 49 countries. With growing popularity and a positive evaluation, the World Taekwondo Peace Corps Foundation was established in September 2009 to facilitate the efforts by volunteer taekwondo instructors to reach more regions in the world that are in need of help. In addition to Taekwondo Peace Corps activities that give youth the opportunity to learn and practice taekwondo, the WTF, together with the Taekwondo Promotion Foundation, held the World Youth Taekwondo Camp in Seoul and Muju to bring together young taekwondo practitioners from all over the world to become immersed in Olympic values and taekwondo spirit. The camp drew more than 260 athletes and officials from 33 countries and featured a diverse range of events, including friendly kyorugi competitions in preparation for taekwondo competition in the 2010 Youth Olympic Games and training sessions with Olympic gold medalists. With the support of the IOC, the WTF has put an Olympic Values Education Program (OVEP) in practice through taekwondo training, actively joining in the Olympic Movement for youth. Taekwondo as an Olympic sport has been evolving. It has now reached a new juncture which could determine our course toward the future of taekwondo. At the WTF General Assembly in Copenhagen, Denmark in October 2009, we elected a new leadership and Council which will shape the course of development over the next four years. I ask for your full support and trust in this new leadership, and in the World Taekwondo Federation, to carry out our duty to bring a better future of taekwondo as a permanent Olympic sport. Now is the time for us to put aside our differences and rivalries. We are one family sharing the same vision for the progress of taekwondo. With renewed spirit as one, we need to move forward for the further development of our sport. In the year 2010, let us unite for a new chapter in taekwondo history and toward a groundbreaking evolution of taekwondo. Acting together as one, nothing will be impossible. 2009 COPENHAGEN WORLD TAEKWONDO CHAMPIONSHIPS DRAW RECORD 142 COUNTRIES The 2009 WTF World Taekwondo Championships, which took place in Copenhagen, Denmark on Oct. 14-18, 2009, drew a total of 928 athletes, including 558 men, from 142 countries, the largest ever in WTF Championships history. The 2007 Beijing World Taekwondo Championships attracted 865 athletes from 116 countries. For the first time in WTF history, electronic body protectors were used at the World Championships. Under revised Competition Rules, an instant video replay system was introduced, along with a new point system, which gives an athlete three points per kick to the head and two points per turning kick to the body.

Mr. Steven Lopez of the United States was chosen as the male MVP of the Championships, as he became the first five-time world champion, while Spain’s Ms. Yague Enrique Brigitte was chosen as the female MVP as she became the three-time world champion. The Best Referee Awards went to Mr. Predreg Tesovic of Serbia, Mr. Faraj Alfadhel of Kuwait, Mr. Jung Kwnag Jun of Korea, Ms. Sandra Megally Pena of Colombia and Mr. Myung Chan Kim of the United States. WTF President Chungwon Choue also honored five best coaches of the Championships during the closing ceremony. They were Mr. Sin Hak Min of Afghanistan, Ms. Myriam Baverel of France, Mr. Jorge Gomes Ramos of Mali, Harriot Oliver of Puerto Rico, and Mr. Alexey Zemischev of Russia. The Active Participation Prizes went to Greece, Turkey and Ukraine, while the Good Fighting Spirit Prizes went to Denmark, Senegal, and Trinidad and Tobago.

The World Taekwondo Federation’s TV-media strategy came to fruition at the 2009 WTF World Taekwondo Championships in Copenhagen, Denmark through agreements on event coverage with a record number of broadcasters around the world. More than 30 TV broadcasters across 5 continents took entire or partial coverage of the five days of competition, i.e. more than 12 hours of air time. Among them were Eurosport Asia, TLC Mexico, TRT Turkey, Arirang TV of Korea, MBC ESPN of Korea, UK Sky Sports, USA Fuel and ESPN Middle East. A news and highlights package, which were produced and distributed by the WTF from Copenhagen, were relayed to about 1,000 TV stations through the European Broadcasting Union (EBU). In addition, a number of influential TV magazine programs used event coverage in their weekly editions of October 20 to 25. WTF President Chungwon Choue said, “It is encouraging, because it signals that our strategic approach to transform taekwondo into a more exciting and mediafriendly sport is working. But it is just a beginning. We will continue our utmost to cooperate with more broadcasters around the world, particularly in improving live coverage.” DR of Denmark was the host broadcaster for the 2009 WTF World Taekwondo Championships which were held in Copenhagen from October 14 to 18, 2009. Worldwide, the WTF has a global membership of 190 countries, and is striving to increase this to more than 200.

4th WORLD TAEKWONDO POOMSAE CHAMPIONSHIPS : SUCCESS IN CAIRO, EGYPT The 4th WTF World Taekwondo Poomsae Championships wrapped up in a resounding success for good reasons in Cairo, Egypt on Dec. 2, 2009.
The Active Participation Prize was shared by Brazil and Russia, while the Good Fighting Spirit Prize went to Kenya. The third and final day of the poomsae championships featured five categories.
The three-day championships, which took place at the Hall 1 of the Cairo Stadium, attracted a total of 564 athletes from a record 59 countries. Korea won nine gold medals and one silver to clinch the overall title of the championships, followed by Vietnam with two golds, one silver and three bronzes. Iran came next with one gold, five silvers and five bronzes, while Spain followed with one gold, one silver and eight bronzes. Germany finished at fifth with one gold and two bronzes. Italy also won one gold and two bronzes, while the Philippines captured one gold medal. The Best Referee Awards of the championships went to five referees: Mr. Jongjoo Kim of Korea, Mr. Jose Luis Gonzalo Morales of Spain, Mr. Kostas Kaloudis of Greece, Mr. Ahmed Mahmoud Rizk of Egypt, and Ms. Elba Monroy Garcia of Mexico. Korea’s Jae-yoon Ahn, the gold medal winner in the men’s 2nd master division, was selected as the Best Male Athlete of the championships, while the Best Female Athlete honors went to Maria Giovanna Chiappelli of Italy, the gold medalist in the 2nd fair division.

In the women’s 1st master division, for those between 41 and 50 years, Korean Young-ae Seo succeeded in defending her title for the fourth straight time. The silver went to the United States’ Dure Chang. The bronze went to Spain’s Yolanda Ubero Alcaiz and Germany’s Turner Imke. In the men’s 2nd senior category, those between 31 and 40 years old, Korea’s Jin-han Lee won the gold medal, while Egypt’s Abdel Fattah Metwalli settled for the silver. The bronze went to Spain’s Pedro Campillo Frontera and Iran’s Hatami Mohammadtaghi. In the women’s 2nd senior division, Korea’s Suk-kyung Lee earned her country the gold medal, while the United States’ Akiko Reyes clinched the silver. The bronze was shared by Fatemeh Asadpour of Iran and Chi Lin Wu of Chinese Taipei. 3rd WORLD TAEKWONDO POOMSAE CHAMPIONSHIPS HELD IN ANKARA, TURKEY were inaugurated in 2006, took place outside Korea. The overall title went to Korea, which won eight gold medals, one silver and one bronze, followed by Iran with three golds, three silvers and four bronzes. Spain came next with three golds, one silver and five bronzes. Host Turkey finished at fourth with one gold, six silvers and three bronzes, while Vietnam ranked fifth in the overall medal tally with one gold, one silver and one bronze. At the awarding ceremony, WTF President Chungwon Choue honored five best referees, who officiated at the 3rd WTF World Taekwondo Poomsae Championships.
The 3rd WTF World Taekwondo Poomsae Championships concluded in a resounding success for good reasons in Ankara, Turkey on Dec. 18, 2008. The three-day poomsae championships, which took place at the ASKI Sport Hall, drew a total of 371 athletes and 150 officials from 50 countries. Germany, Russia, Spain, the United States and host Turkey dispatched more than 20 players for the Ankara event. It was the first time that the WTF-promoted annual poomsae championships, which

SPIRIT OF TRIUMPH OVER OBSTACLE DISPLAYED AT 1st WORLD PARATAEKWONDO CHAMPIONSHIPS
France won three gold medals to clinch the overall title at the 1st WTF World ParaTaekwondo Championships in Baku, Azerbaijan on June 10, 2009. Host Azerbaijan grabbed one gold medal, two silver medals and two bronze medals to rank second, followed by Turkey with one gold, one silver and three bronzes. Spain came next with one gold and two silver medals, followed by the Russian Federation with one gold. Chinese Taipei stood at sixth with one gold, while Iran came next with one silver and one bronze. Guatemala came next with one silver. Israel followed with one silver, while six countries – Mongolia, the Philippines, Korea, Australia, Canada and the United Kingdom - ranked next with one bronze each. The Good Fighting Awards were given to the Philippines, Israel and Guatemala, while the Active Participation Awards went to Azerbaijan, Turkey and Mongolia. A total of 36 athletes and 18 officials from 16 countries attended the 1st WTF World Para-Taekwondo Championships. Twenty countries sent their entry lists of athletes and officials to the Oraganizing Committee for the inaugural World Para-Taekwondo Championships.

The 1st WTF World Para-Taekwondo Championships, which took place at the Baku Sports Hall in Baku, marked the first WTF-promoted event to use electronic protectors.
The WTF plans to hold the second WTF World Para-Taekwondo Championships in 2010, with an aim to including taekwondo in the official program of the Paralympic Games in the near future.
The event featured one female category and seven male categories.
Prior to the final matches, an opening ceremony for the 1st WTF World ParaTaekwondo Championships and the 2009 WTF World Cup Taekwondo Team Championships was held at the Baku Sports Hall.
In the seniors female A -67 / bantam category, France’s Prescillia Schiel Laura won the gold medal, while Turkey’s Celik Gulsun and Great Britain’s Trusdale Amy earned their respective country the silver and bronze medal. In the most heated men’s seniors A8 -68 / fly division, Russian Kan Artur grabbed the gold medal, while Spain’s Amado Garagarza Gabriel won the silver. The bronze went to Korea’s Han Kook-hyun and Mongolia’s Gankhuu Ankhbayar. Under the WTF’s new Competition Rules, an instant video replay system and a new scoring system were introduced for the Para-Taekwondo Championships. There were also some changes to the new WTF Competition Rules. Head kicks were not allowed and a one-minute, three-round system was adopted. There were some calls for an instant video replay and the one-day event ended successfully.
The opening ceremony drew high-ranking sports officials, including Azerbaijan Youth and Sport Minister Azad Rahimov. It also featured a variety of Azerbaijan cultural performances. In his speech during the opening ceremony, WTF President Chungwon Choue said, “Taekwondo has been a sport growing fast and reaching out to all parts of the world. With the growing popularity and balanced development, taekwondo has established itself as a global sport that is enjoyed by tens of millions of people around the world regardless of their race, age, gender, or disability.” “The first Para-Taekwondo event, in particular, is part of the step to bring takwondo closer to every individual and to the Olympic ideal of promoting the universality of sport,” Dr. Choue said. “Those who are here are all champions who will demonstrate their strength beyond their physical ability and confidence overpowering the difficulties,” Dr. Choue said.”

2009 WORLD CUP TAEKWONDO TEAM CHAMPIONSHIPS WRAP UP AS GREAT SUCCESS
The 2009 WTF World Cup Taekwondo Team Championships ended in a great success after four days of heated competitions in Baku, Azerbaijan on June 14, 2009. Turkey and Russia showed their respective supremacy in taekwondo, while host Azerbaijan emerged as a strong taekwondo power. In the women’s division, Korea won the gold medal, while Russia clinched the silver. The bronze went to Turkey and Morocco. Korea managed to win over France 3-2 in a quarterfinal match before advancing to the semifinals, in which it edged Turkey 3-2.
The Good Fighting Spirit Awards went to Canada, Great Britain and Egypt, while Uzbekistan, Brazil and China received Active Participation Prizes. The Best Referee Awards went to Mr. Song Chul Kim of Canada, Ms. Jatuporn Hemwonno of Thailand, Mr. Samuel Michael Loiacono of Australia, Mr. Serge Sembona of France, and Ms. Barbara Ruth Marian of Canada.

In the men’s division, Turkey brushed aside a stiff challenge of Iran to grab the gold medal. Iran had to settle for the silver, while Azerbaijan and Russia shared the bronze medal. The World Cup featured WTF-recognized electronic protectors, the first of its kind in the WTF-promoted event. It also introduced an instant video replay system under new WTF Competition Rules. All these and others drew great interest from both the public and the global media. No protests were recorded at the 2009 WTF World Cup Taekwondo Team Championships, with each team fielding five athletes. All the competitions were conduced in a very orderly, dynamic atmosphere. The World Cup drew 23 male and 23 female teams from a total of 28 countries. After three days of round-robin preliminary rounds, the top eight team in the men’s and women’s division advanced to the quarterfinal round.

WTF HOLDS 1st WORLD TAEKWONDO TOUR IN MEXICO CITY Amid high interest from both the public and international media, the World Taekwondo Tour 2009 Mexico wrapped up in a resounding success in Mexico City, Mexico on Nov. 14, 2009. Before a jampacked gymnasium of the Palacio de los Deportes in Mexico City, Korea’s Su-jeong Lim defeated Guatemala’s Euda Carias Morales 15-2 to win the top honors in the women’s -57kg category. With the victory, Lim, the gold medal winner both at the 2008 Beijing Olympic Games and the 2009 World Taekwondo Championships in Copenhagen, Denmark, took home $20,000 in prize money. The United States’ Diana Lopez and Spain’s Andrea Rica Taboada each won the bronze medal in the same category, together with $5,000 in prize money. In the men’s -80kg final match, Great Britain’s Aaron Cook, who narrowly missed out on an Olympic medal at the 2008 Beijing Olympic Games, came from behind to defeated the United States’ Steven Lopez with a KO victory. In the second round of the final match, Cook sent Lopez, the five-time world champion and two-time Olympic medalist, to the floor with brilliant headshot, drawing a big applause from the spectators.

He said, “The final match against Steven was also very hard. I am very young and have a lot to learn, but I always try my best and everything went good for me at that competition in Mexico.” “I think it was a very good victory as Steven had just become senior world champion for the fifth time and I was the junior world champion, so it was like David and Goliath, or like being a Spartan soldier from Greek history, which is why we call our new club Spartan Taekwondo Team.”
Korea’s Jung-ho Park and Iran’s Farzad Abdolahi clinched the bronze medal.
“I think the 10-second rule was good. It is hard, but again it is hard for everyone, so I would be happy to compete under that rule again,” said Cook, who started taekwondo when he was five years old. “I hope that there are more World Taekwondo Tour events and I would love the opportunity to continue to be involved and invited to participate. I hope that the WTF feels the same and offer me the opportunity.”
In the men’s -68kg division, host Mexico’s Idulio Islas won the title by edging Iran’s Mohammad Bagheri 9-0, while Germany’s Daniel Manz and Canada’s Maxim Potvin earned their respective country the bronze medal. The Dominican Republic’s Gabriel Mercedes, the silver medalist at the 2008 Beijing Olympic Games, outpointed Brazil’s Marcio Ferreira 3-0 for the title. Spain’s Joel Gonzalez Bonilla and Mexico’s Damian Villa won the bronze medal each. WTF COMMITTED TO FAIR JUDGING AND REFEREEING. The WTF places top priority on ensuring fairer judging and refereeing, as it believes that the future of taekwondo largely depend on fair judging and refereeing.
COMPETITION AREA OF 8 METERS BY 8 METERS
SMALLER COMPETITION AREA, NEW POINT SYSTEM ADD NEW DYNAMIC Taekwondo has been seen as a sport that somewhat lacks in excitement. This was partly due to the WTF Competition Rules that placed a high priority on the safety of athletes, at the cost of the dynamic nature of the sport. To make taekwondo competitions more action-packed and dynamic, while securing the safety of competitors, the WTF embarked on a joint study with expert groups on how to change the rules. Following this extensive process, the WTF has changed its Competition Rules for more dynamic taekwondo, based on the opinions of experts on the WTF Technical Committee and from the Joint Technical Meeting. Among the changes to the Competition Rules was the reduction in the competition area from 12 meters by 12 meters to 10 meters by 10 meters, and again to 8 meters by 8 meters. The WTF also strengthened a 10-second rule, under which a passive competitor receives a warning from the referee. The system gives a disadvantage to competitors who try to maintain a point lead by avoiding physical
contact. The WTF also adopted a new point system, which grants competitors different points according to their techniques applied and the areas attacked. The system awards an athlete two points for turning kick to the body and three points for a kick to the head. The revised Competition Rules allow for come-from-behind victories to enhance spectator appeal. The new scoring system has helped keep both competitors and spectators fully engaged until the end of the match. A good case was the 2009 World Cup Taekwondo Team Championships in Baku, Azerbaijan. In addition, the duration of the matches was shortened to prevent competitors from losing their strength by the end of the match. The length of the men’s competitions was reduced from three rounds of three minutes to three rounds of two minutes.

INTRODUCTION OF ELECTRONIC PROTECTORS After the 2004 Athens Olympic Games, the WTF has pushed to introduce an electronic protector system to ensure fairer judging and refereeing at international taekwondo competitions. The WTF’s ad-hoc Electronic Protector Committee was established in July 2005, and the WTF has organized several demonstration events on electronic protectors. The WTF signed a recognition contract with LaJUST on electronic protectors in September 2006. It also inked a recognition contract with Deado International of Spain in Seoul, Korea on Feb. 2, 2010.
The WTF used electronic body protectors at the 19th WTF World Taekwondo Championships in October 2009 in Copenhagen, Denmark for the first time in the WTF World Championships, reconfirming its strong commitment to fairer judging and refereeing at taekwondo competitions. The WTF is scheduled to use electronic protectors at the upcoming WTF World Qualification Tournament for the 1st Youth Olympic Games and the 8th WTF World Junior Taekwondo Championships both to be held in March 2010 in Tijuana, Mexico.
The WTF has encouraged the use of electronic protectors by its member national associations at Continental Taekwondo Championships and other international competitions, and has solved most of the identified problems through the evaluation of the ad-hoc WTF Electronic Protector Committee. For the first time at WTF-promoted events, electronic body protectors were used at the 1st WTF World Para-Taekwondo Championships and the 2009 WTF World Cup Taekwondo Team Championships both held in June 2009 in Baku, Azerbaijan. The use of electronic protectors a the events drew positive responses, while greatly helping eliminate the prevalent distrust of judging and refereeing among coaches and athletes.

WORLD ATHLETE RANKING SYSTEM Taekwondo fans and the media love star athletes. The media need to focus more on covering high-profile taekwondo athletes. To meet the needs of the media and fans, the WTF introduced the World Athlete Ranking System in 2009. The WTF first announced its world athlete ranking on June 1, 2009. It has since made a monthly announcement of rankings on its Web site (www.wtf.org). The system has contributed to the promotion of best competitors in the media and in the taekwondo community. By releasing detailed information on taekwondo athletes, the system is expected to make taekwondo athletes into global sports celebrities.

2010 YOUTH OLYMPIC GAMES 3. Training venue 3.1 Training venue will be Nanyang Technological University (NTU). Taekwondo was allocated to Hall 3. 3.2 Weigh-in will be conducted in NTU at 0900-1000 one day before competition. (weigh room has been allocated but it will be confirmed later) 3.3 6 courts will be set up, and OC will allocate training schedule per team according to teams’ arrival schedule. Each session will be 1hour and 45 minutes. 3.4 Training will be done on August 11-13, August 15-19 and August 20-25. 3.5 Training venue will be within a walking distance from the village, but shuttle buses will be operated.
1. Qualification Tournament 1.1 Date: March 3-4, 2010 1.2 Place: Tijuana, Mexico 1.3 Quota: Top six athletes per each weight division (6 x 10 weight divisions = 60 athletes) 1.4 Quota per NOC: 3 male and 3 female 1.5 Age definition: Athletes born between January 1, 1993 and December 31, 1994 (16-17 years old) 1.6 Host nation shall be automatically qualified at 3 male and 3 female divisions without participating in the qualification tournament. 2. 2010 Youth Olympic Games 2.1 Date and venue : Taekwondo competition of the 2010 Youth Olympic Games will take place on August 15-19, 2010 (for five days) at International Convention Center in Singapore (ICC; Hall 401). 2.2 Number of athletes & events : A total of 100 athletes (60 from World Qualification Tournament, 34 wild cards, 6 from host nation) will compete in five male and five female weight divisions. 2.3 Medals : 40 medals (10 gold, 10 silver and 20 bronze medals) 2.4 Quota per NOC : 3 male and 3 female 2.5 Competition runs at 1400-1700 and 1830-2040 every day followed by victory ceremony (1 gold, 1 silver and two bronzes). 2.6 800 spectator seating and 200 accredited seating (total 1,000) 2.7 ICC is 10 minutes walking distance from potential IF hotel and 30 minutes drive distance from village and training venue 2.8 One court will be used with a 1-meter high podium.

Youth Olympic Village (YOV) 4.1 YOV is located within a walking distance from training venue and 30 minutes drive from ICC and potential IF hotel. 4.2 Head of team meeting and drawing of lots session will be held in YOV on August 13, 2010 (exact date and time to be confirmed) 4.3 Athletes will have meals at YOV, but OC could prepare dinner at ICC as well in case the competitions end late. 4.4 YOV will officially open on August 10, 2010. 5. Cultural & Education Program (CEP) and Sport Initiation 5.1 SYOCOG to contact WTF to appoint one Olympic medalist and recommend to SYOCOG for conduct of CEP. 5.2 Concepts of Sport Initiation are having sport education for the athletes from other sports and sport education for local people. 5.3 Training of 100 athletes before or after completion dates will be effective (like Youth Camp) 5.4 Demonstration or any other events that WTF wishes to conduct as part of Sport Initiation and CEP, WTF should consult with SYOCOG and/or Singapore Taekwondo Association (STA). 6. 1. System of Competition The competition will use a single-elimination tournament without repechage.

Place: Beijing, China (Taekwondo will take place at the Beijing Science and Technology University Gymnasium; the venue for Beijing 2008 Olympic Games Taekwondo; taekwondo will share this venue with judo, jujitsu and karate) 4. 2. Duration of Competition The duration of the contest shall be three rounds of two minutes each, with oneminute rest between rounds. In case of a tie score after the completion of the 3rd round, a 4th round of two minutes will be conducted as the sudden-death overtime round, after one-minute rest following the 3rd round. 3. Valid Points 3.1 Legal scoring area 3.1.1 Body: The blue or red colored area of the body protector 3.1.2 Head: The area above collar bone 3.2 Points shall be awarded when permitted techniques are delivered accurately and powerfully to the legal scoring area 3.3 The valid points are divided as follows: 3.3.1 One (1) point for attack on body protector 3.3.2 Two (2) points for a valid turning kick to the trunk protector 3.3.3 Three (3) points for a successful attack to the face 3.4 Points can be scored by judges or electronic protector system (to be deter mined by the WTF in due time) 4. Penalties 4.1 Penalties are divided into “Kyong-go (warning penalty)” and “Gam-jeom (deduction penalty)”. 4.2 Two “Kyong-go” shall be counted as an addition of one (1) point for the op posing contestant. However, the final odd-numbered “Kyong-go” shall not be counted in grand total. A “Gam-jeom” shall be counted as an additional point for the opposing contestant. 4.3 When a contestant receives eight (8) “Kyong-go” or four (4) “Gam-jeom”, or in the event of any combination of Kyong-go and Gam-jeom that add up to minus four points, the referee shall declare the contestant loser by penalties. 5. Weigh-in 5.1 Weigh-in of all participating athletes shall be completed on the previous day of the first day of competition.

Invitation Process 2.1 According to the WTF World Ranking in force as of February 1, 2010, the WTF will invite the top rankers to Sportaccord Combat Games. 2.2 When making initial invitations, the WTF will select top 20 athletes (Eight athletes plus 12 substitute athletes) per weight division for the case of unavailability of any of top 8 athletes in initial invitation process. 2.3 The weight categories of the athletes are based on the current World Ranking. National Federation cannot change the weight division. 2.4 In the event that one country has more than 4 (maximum quota per National Federation) athletes qualified based on the WTF World Ranking, the WTF will ask the pertinent National Federation to select the four athletes among them. Once it has selected athletes, National Federation cannot change the athletes under any circumstances.

After April 30 and until July 31, any qualified places withdrawn by the pertinent National Federation will be given to next highest prioritized athletes. 3. In case of there is no more prioritized athletes in certain weight division, the WTF shall exercise authority to choose the replacing athlete. 4. In the replacement process, universality might be taken into consideration in case any weight division does not have 8 (7 in weight divisions in which host nation participates) athletes among the top 20 athletes in the WTF World Ranking. Q : When did you start practicing taekwondo and what motivation? A : I was 4 years old when I started training taekwondo. Thanks to my dear parents who gave me and my brothers lots of love and support we focused on both our studies as well as taekwondo. Having parents supporting you gives you the harmony and strength you need to become a strong person.
CHAKIR CHELBAT (SWEDEN)
Q : Do you have suggestions for the development of taekwondo and the WTF? A : Under the leadership of WTF President Dr. Chungwon Choue with the reform movement, the WTF works parallel and very close with the IOC. Improvement has been done and it’s still going on to show the world the new image of the WTF: fairness, impartiality and transparency. The WTF follows the IOC structure and spirit for global taekwondo development. I believe that the WTF works hard to improve and provide better communication and support to all the 5 continental unions.
Q : How long have you been an international referee and what motivation made you to become an IR?
All these efforts are necessary in order to keep WTF taekwondo global, strong and a permanent Olympic Sport.
A : I have been a referee for the last 25 years. To be a referee is a lifestyle and a passion. For me transparency, impartiality, fairness and fair play are very important factors to keep working on. Those are some of my motivation factors that reflect the kind of person/referee I am and what I stand for.
Q : What is your overall evaluation of the refereeing at major WTF-promoted Championships over the last four to five years? A : The refereeing has greatly improved over the last years. Referees’ inexperience has varied and still does to some extent. In some continents, the referees don’t have the opportunity to officiate as much as needed in order to reach and maintain a certain level.
During my years as a referee, I have seen and followed different kinds of evolution of taekwondo from old system till the modern taekwondo, today’s taekwondo which is a modern dynamic Olympic sport. Q : What is your evaluation of using an electronic protector and an instant video replay system at the 2009 World Taekwondo Championships? A : The 2009 World Taekwondo Championships with the use of electronic body protectors together with an instant video replay system was a great success for the taekwondo competition. Taekwondo competition became more interesting, dynamic and exciting because of the new rules (the 3 points for the head kick, 2 points for back- and spinning kick and 1 point for punching or kicking upchagi and bandal chagi to the body) together with EBP and an instant video replay. The new style of competition that we saw at the World Championships in Copenhagen was great with a lot of action and more points being scored. Q : What is your opinion of introducing an electronic protector system at the next Olympic Games? A : In my opinion, the WTF needs to introduce the EBP at the next Olympic Games. The EBP eliminates the dead angles which is difficult to eliminate when you only have referees as corner judges. The audience, the media and television

The WTF organizes seminars like solidarity programs and instructor seminars, refreshing and referee courses in different continents and countries therein in order to strengthen the level of taekwondo (instructors, referees etc). This helps keeping a global consistency to the sport. will appreciate and enjoy the new and modern (fast) as well as dynamic game of taekwondo. Q : What is your opinion of introducing an instant video replay system at the next Olympic Games? A : In order to guarantee fairness, transparency, impartiality and fair play during the game, the WTF needs to introduce the instant video replay system at the next Olympic Games. Instant video replay helps to correct mistakes committed by corner judges like missing to score for a clear impact to the head due to the dead angle or if the center referee missed giving a kyongo when the player intentionally or during the exchange of a technique crossed the boundary line. The instant video replay puts the referees and judges under a microscope, which makes for an outmost exciting and fair game.
Today with electronic body protectors, new amendments to the rules, the instant video replay system and a more efficient education program for the IR, one notices more focus. The games are much more dynamic now. It takes time to change and we are well on our way.
c. The use of an instant video replay system: In order to guarantee fairness and fair play for our athletes, the referees are put under the microscope in order for a fair play. Q : What are your plans for 2010? A : I have a good feeling that 2010 will be another great year. My plan is to continue to contribute with my love and devotion to taekwondo and work hard for a better, modern and dynamic taekwondo competition with fairness, impartiality and transparency as main focus. We shall never forget that the players are the most important parts of the game, and we are there to serve them and to give them the maximum fairness, applying the WTF competition Rules and Regulations. Our job and duty as referees is to take our responsibility more serious than ever and work hard for our communication skills, gain more and more experience to keep ourselves up to date with every new changes. The 2010 with the WTF promoting the World Junior Championship in Mexico and the Youth Olympic Games in Singapore really make this year an exciting year. I am confident that 2010 under the leadership of Dr. Chungwon Choue and the WTF crew together with all the nations will bring victories for the entire global taekwondo family.

Education program for the IRs Through education programs, we can improve the skills and the levels of the IRs in each continent by teaching and explaining the WTF Rules and Regulations as detailed as possible to avoid misunderstandings and misinterpretations. b. The use of the Electronic Body Protector: the WTF’s ad-hoc Committee on Electronic Protectors appointed by Dr Choue is working hard to improve better EBP system for WTF competition.

Interview with IR A : As for the electronic protector, I think instant video replay can improve the fairness of the competition, but we should find rules and guidelines in order to reduce the time for decision; besides, we should improve the technology of video cameras used in the competition areas. Q : When did you start practicing taekwondo and what motivation? A : I started taekwondo in 1967 with Master Sun Jae Park, President of the Italian Taekwondo Federation and Vice President of the WTF. The motivation was, as many boys, to learn a martial art and for me taekwondo was love at first sight. After 43 years I still love taekwondo as a sport, martial art, way of life.
Q : How did you feel after being elected as new WTF Council member? A : I am honored to be a member of the WTF Council and I feel somewhat burdened to shoulder such a heavy duty. I will focus on further promoting taekwondo in the world, especially in the Oceania region, by helping countries in need of help Q : What are the current situation of taekwondo in your country? A : There are about 10,000 taekwondo practitioners in New Zealand, including some 6,000 registered with the New Zealand Taekwondo Inc., the nation’s taekwondo governing body. I have served as president of the New Zealand Taekwondo Inc. since 2005.
Q : Do you have suggestions for the development of taekwondo and the WTF?
LORENZO TRICOLI (ITALY) Q : How long have you been an international referee and what motivation made you to become an IR? A : I became a European Taekwondo Union referee in 1978 and WTF International Referee in 1979 in Sindelfingen, before the 4th World Taekwondo Championships. As a taekwondo man, it was so natural for me going inside the competition world of taekwondo and I really enjoyed it. Q : As an S-class international referee, what is your taekwondo philosophy? A : Improve TV visibility with appropriate competition rules amendments, improve other competitions as freestyle poomsae, professional fighters, show events and so on.
Q : Would you tell us your personal taekwondo and family story? Q : What is your overall evaluation of the refereeing at major WTF-promoted Championships over the last four to five years? A : I think that step by step we are reaching an acceptable level of fairness and objectivity, and the referees now take more responsibility of their decisions and are more professional.
A : This is a very useful system, even though some guidelines and other technical details should be improved.
Q : What are your plans for 2010? A : I will continue my taekwondo activity as usual, even with one more year over my shoulders! And, obviously, I am always ready to learn and to share my experience with taekwondo people.
One year after my emigration to New Zealand, I opened my first taekwondo dojang in New Zealand in 1995. Now I run seven dojangs with a total of 270 students. I am planning to open two more dojangs shortly. Q : What are your plans for 2010? A : One of my top priorities for 2010 is to find new WTF members in the Oceania region in line with the WTF’s ongoing efforts to secure more members.

Now WTF Taekwondo Peace Corps members are doing their voluntary service in two of Oceanian countries, New Zealand and Samoa.
A : Under the strong leadership of WTF President Chungwon Choue, the WTF has made remarkable achievements, including the launch of Taekwondo Peace Corps, and an expanded financial support of the WTF for WTF member nations, especially those in need of help. The WTF has created new competitions, such as the World Taekwondo Poomsae Championships, the World Para-Taekwondo Championships, and the World Taekwondo Tour, which will greatly strengthen the WTF. The refereeing system has greatly improved with the introduction of an electronic body protectors and an instant video replay system. Taekwondo has become more dynamic and action-packed with the introduction of a differentiated scoring system. The results of the WTF elections in October 2009 in Copenhagen, Denmark show that the WTF is going in the right direction. For further globalization of the WTF and taekwondo, I will continue to give my full support for WTF President Choue and the WTF.

A : Our federation is striving to win medals at major international taekwondo championships. New Zealand has clinched the overall title at the Oceania Taekwondo Championships, but has never won any medals in the taekwondo competition at the World Taekwondo Championships and the Olympic Games. Once we get medals at major taekwondo competitions, then the popularity of taekwondo will surge in my country, which will lead to a great financial support from the New Zealand government.
A : I really hope that in London 2012 we will be ready to use electronic protectors. Today many sports are improving their competition system, fairness and TV visibility, we must not loose the Olympic train and we must show taekwondo competition as an enjoyable and fair event for all people.

My another top priority is to help Oceanian countries in need of help, thus greatly promoting taekwondo in the region. WTF President Chungwon Choue has also promised me to help Oceania in various ways.

A : I was born in 1952 in Korea and emigrated to New Zealand in 1994. I started practicing taekwondo when I was a second-year middle-school student in 1963, just for my health. I am an eighth Kukkiwon Dan black-belt holder and have two sons. The elder son, 32, is a sixth Kukkiwon Dan black-belt holder and serves as the New Zealand national poomsae team coach.
A : Taekwondo is a sport and is a way of life, too. Thanks to taekwondo and to my experience in so many international competitions, I learned many aspects of human beings. The International Referee is the “Guarantee of the Right” during the competitions and should be a leader in all other matters concerned to everyday taekwondo activity. Obviously, I am proud to be an S-class International Referee and I thanks the WTF for this recognition. A : In Niger, the number of dojangs ran from 10 in 1991, to 106 in 2009; all of them affiliated with the federation. Among these are 80 in Niamey, the capital of Niger. The number of graduates went from 5,000 in 2007, to 10,000 at the end of 2009.

Q : How did you feel after being elected as new WTF Council member? A : After being elected to the Council of the World Taekwondo Federation, the first emotion I had was that of satisfaction of being offered the opportunity to serve the sport of taekwondo that I love. As an ambassador of my continent and as a member of the management team, my mission will be at first to protect wherever necessary the interests of taekwondo; to work for it’s promotion and development, to be watchful about the respect of the WTF Rules and Regulations, to be always ready to give support for the actions of WTF President Dr. Chungwon Choue and his Council. This position occupied for the first time by a Niger sport manager will strengthen the respect of all the nations for taekwondo, so even for its managers in my country, as shown by the large amount of media coverage of my election and the congratulations I received from the highest Authorities of Niger (President of the Economic, Social and Cultural Council, Prime Minister and Minister of Sport).

As forerunner of the initiative of creating sub-regional structures, such as CENSAD, the West French-Speaking Countries Taekwondo Union (WFTU); the Central French-Speaking Countries Taekwondo Union (CFCTU); and many others FrenchSpeaking Countries Taekwondo Unions from the Mediterranean region, Asia, and the Caribbean, I would like to continue promoting and developing taekwondo in Africa overall. With the confidence and the support of my colleagues of the continent, I want our sport to become more and more accessible and attractive for most people (old, young, and handicapped persons). By doing that, we can convince governments and sponsors to pay attention to taekwondo and to pay off our main problem: the lack of money and equipment.
I, as president of the Niger Taekwondo Federation, have been elected the Secretary General of the Niger NOC since 2001. It is the only Federation that has two NOC Executive Council members in Niger; Mr Soungaize and me. I’m also the first and only representative of the whole Niger Sports Associations in the Economic, Social and Cultural Council of Niger Republic. Q : Your personal taekwondo story. A : After having practiced taekwondo late in life, I was the main architect in the creation of a dojang for seniors in 1988, called “SONIA 40.” SONIA was the name of an industrial company I was managing, and the number “40” indicated the minimum age required to be a member of the club and be trained by Grandmaster Cho Young Koo, the first instructor of taekwondo in Niger. Unfortunately, this dojang was not able to survive my departure for an international job. Upon my return of this international stay (1996), young taekwondo leaders asked me to help them manage the federation which had plunged into a deep lethargy. So, I’ve tried my best to re-revitalize the federation through a very big restructuring, to raise it to the rank of the foremost federations in Niger, and raised the competitors (to be) the best in the sub-region. We registered athletes for the Olympic scholarships within the framework of Sydney Olympic Games 2000, Athens 2004 and Beijing 2008. For Sydney, Niger was 3rd in the World Qualifications (Garmisch), where only two athletes were qualified, and 2nd in the Johannesburg Continental Qualifications, where one was taken into account. At the Continental Qualifications for Athens 2004, our athlete was 2nd. Q : What are your federation’s major activities in 2010? A : In 2010, the major activity for our Federation will be to get our athletes qualified for the 2010 Youth Olympics Games in Singapore by doing well in Tijuana, Mexico and look for Olympic scholarships for the participation of our athletes in the 2012 London Olympics Games.
As vice president of the African Taekwondo Union, my aim is to improve communication between African Taekwondo Union (AFTU) and (other) member national associations (MNAs), and to have enough time to visit my colleagues, leaders of the national federations and, the administrative authorities of their countries to strengthen the good job they are doing and to try to solve problems inherent to the management of the local structures, if any.
Other important activities will be the organization of the senior and junior National Championships, increasing the number of international referees, the participation of our athletes in the main events of WTF, AFTU, UMFT, CEN-SAD, as well as the African Taekwondo Championships, the WTF World Taekwondo Championships of kyorugi, poomsae, and the WTF World Para-Taekwondo Championships.
With the goodwill of the AFTU President, I want to increase the number of MNAs joining the WTF and the AFTU.
In February 2010, our Federation will renew its leading authorities through an elected General Assembly.
Q : Do you have any suggestions for the further development of taekwondo and the World Taekwondo Federation? A : Probably, there are a lot of things still to be improved in our common sport management. But I deeply appreciate all the reforms led by the President of the World Taekwondo Federation, Dr Chungwon Choue, within the framework of the modernization of our discipline. One of these reforms concerns Dr Choue’s idea to create, for the first time since 1972, a program called “Reform Fund” to help every MNA and every Continental Association with their activity. This idea, added to many other reforms as electronic protectors, instant video replay, is showing the good nobility to taekwondo. I hope that the WTF will increase the Reform Fund amount, and fortunately, I know something is being done in that way. As Africa demonstrated its know-how in organizing international taekwondo events in many occasions, like the 4th WTF World Taekwondo Poomsae Championships in Cairo, Egypt, it will be hopeful to continue to be confident in Africa by giving her many other big events to organize. For fairness and further development of Africa, I want to call attention to two important things: Increase the number of African WTF Council members that can draw our authorities’ attention to the importance of taekwondo, which is one of the rare sports to bring Olympic medals and world champions to Africa. And the other is building an African taekwondo training Center, that can be helpful in raising our competitors and trainers technical level. Like boxing in Tunisia, athletics in Senegal, and judo in Morocco, such a center can be, as I’ve said, a technical solution and may be, a barrier to the athletes’ “brain drain.”

2009 WORLD TAEKWONDO CHAMPIONSHIPS The 2009 WTF World Taekwondo Championships in Copenhagen, Denmark drew a total of 928 athletes, including 558 men, from a record 142 countries, the largest ever in WTF Championships history. For the first time in WTF history, electronic body protectors were used at the World Championships.
4th WORLD TAEKWONDO POOMSAE CHAMPIONSHIPS The 4th WTF World Taekwondo Poomsae Championships in Cairo, Egypt attracted a total of 564 athletes from a record 59 countries. Korea defended its overall title, followed by Vietnam, Iran and Spain.
1st WORLD TAEKWONDO TOUR 2009 MEXICO Amid high interest from both the public and international media, the inaugural WTF World Taekwondo Tour 2009 Mexico was a great success. The 1st one-day event drew 16 top-class athletes in four weight categories.

The future of taekwondo as an Olympic sport is brighter as it was placed on the official program as a core sport at the 2016 Olympic Games. Taekwondo will also be on the official program of the 2017 Summer Universiade and onwards as a compulsory sport. It will be on the official program of the 2013 Mediterranean Games for the first time. The WTF is striving hard to include taekwondo on the official program of the Paralympic Games in 2016 at the earliest. To do so, it held the 1st WTF World ParaTaekwondo Championships on June 10, 2009 in Baku, Azerbaijan. The WTF plans to organize the 2nd World Para-Taekwondo Championships on May 11, 2010 in St. Petersburg, Russia. The WTF also works very hard to put taekwondo on the official program of the Commonwealth Games. “As taekwondo was included on the official program of the 2016 Olympic Games as a core sport, it promises a brighter future of taekwondo as an Olympic sport,” said WTF President Chungwon Choue. “I wish to dedicate the good news to all our taekwondo family who devoted their time and efforts for the promotion of the sport of taekwondo and development of taewkondo as an Olympic sport,” he said. “I will commit myself to further enhancement of taekwondo in each member national associations on this meaningful occasion.” WTF President Choue said, “We should not forget that there were efforts of many striving to make the sport of taekwondo fairer and more exciting, therefore, therefore bringing it close to the Olympic ideals.”

He said, “From a martial art, taekwondo has successfully transformed itself into a global sport that enjoys the Olympic status. We cannot take this for granted. Our ceaseless efforts for the betterment of taekwondo and the unwavering support of the taekwondo family from 190 member nations together brought such a remarkable change in the sport of taekwondo.” “The WTF is bringing taekwondo beyond a mere sport as a means of youth education and world peace in line with the pursuit of the IOC,” he said. He said, “The WTF launched the Taekwondo Peace Corps in the summer of 2008. So far, a total of 207 members of the Taekwondo Peace Corps have been dispatched to 49 countries on four occasions.” “Jointly with the Taekwondo Promotion Foundation, the WTF organized the inaugural World Youth Taekwondo Camp in Seoul and Muju in August 2009 to a great success.” The WTF has a global membership of 190 countries, ranking among the top 10 of International Sports Federations. The WTF targets to increase its membership to 200 in a few years. Under the leadership of WTF President Choue, the WTF has carried out a package of reform programs to a great success, thus helping make taekwondo a more actionpacked and global sport with a long-term view of putting taekwondo on the official program of future Olympic Games.
TAEKWONDO SOLIDIFIES ITS STATUS AS AN OLYMPIC SPORT
Taekwondo made its first appearance in the 1988 Seoul Olympic Games as a demonstration sport. It was again a demonstration sport at the 1992 Barcelona Olympic Games.
The IOC also voted at its Session in October 2009 in Copenhagen, Denmark to put taekwondo on the official program of the 2016 Olympic Games to be held in Rio de Janeiro, Brazil.
On Sept. 4, 1994, the IOC Session in Paris, France decided to include taekwondo as an official sport at the 2000 Sydney Olympic Games. To celebrate the day, the World Taekwondo Federation designated Sept. 4 as Taekwondo Day.
Taekwondo competitions at the past Olympic Games showed a steady growth in the number of participating countries.
Taekwondo was included in the official program at the 2000 Sydney, 2004 Athens and 2008 Beijing Olympic Games. The IOC Session in Singapore in July 2005 decided to include taekwondo in the official program of the 2012 London Olympic Games.
A total of 51 countries participated in the taekwondo competition at the 2000 Sydney Olympic Games, compared with 60 at the 2004 Athens Olympic Games and 64 at the 2008 Beijing Olympic Games. The number of countries winning medals in the taekwondo competitions at the Olympic Games has also increased, demonstrating that technical levels of taekwondo have been evenly enhanced throughout the world and that the fairness in taekwondo competitions
has been much improved. Indeed, the fair distribution of medals at taekwondo competitions has helped taekwondo emerge as one of the most popular and beloved Olympic sports. At the 2000 Sydney Olympic Games, a total of 18 countries won at least one medal, compared with 13 at the 2004 Athens Olympic Games and 22 at the 2008 Beijing Olympic Games, showing a steady growth in the number of medal-winning countries. Through ceaseless reform programs, the WTF has strived to enhance the status of taekwondo as a global sport, and to consolidate its exemplary collaboration as the world’s taekwondo governing body with the International Olympic Committee. With these efforts, the WTF has evolved as a model international sports federation.

TAEKWONDO COMPULSORY AT SUMMER UNIVERSIADE IN 2017 Taekwondo has been on the program of the Summer Universiade as an optional sport since 2003, when the biennial international sporting and cultural festival was held in Daegu, Korea. Gwangju, Korea earned last year the right to host the 2015 Summer Universiade. The Summer Universiade consists of 10 compulsory sports and up to three optional sports chosen by the host country. The 10 compulsory sports are athletics,

basketball, fencing, football, gymnastics, swimming, diving, water polo, tennis and volleyball.

The Winter Universiade consists of six compulsory sports and one or two optional sports also chosen by the host country. They are Alpine skiiing, Nordic skiing, ice hockey, short-track, speed skating, figure skating, and biathlon.
Korea won three golds, one silver and one bronze in the poomsae competitions, which took place at the Belgrade Fair Hall 3, followed by Spain with two golds and one bronze. Vietnam came next with two silvers and one bronze, followed by China with two silvers. Egypt clinched three bronze medals, while Italy, Iran, host Serbia and Mexico took home one bronze medal each.
HISTORY OF SUMMER UNIVERSIADE Place Taekwondo will be on the official program of the 2017 Summer Universiade and onwards as a compulsory sport. The International University Sports Federation (FISU) informed the WTF of its decision to include taekwondo in the official program of the Summer Universiade from 2017 onwards as a compulsory sport. The decision was made at the FISU Executive Committee held on Nov. 13 and 14, 2009 in Erzurum, Turkey.

Korea and Spain showed their supremacy in taekwondo poomsae as they grabbed three and two gold medals, respectively, after two days of taekwondo poomsae competitions at the 2009 Summer Universiade in Belgrade, Serbia on July 2, 2009. A total of 41 male and 46 female athletes from 28 countries competed in five poomsae divisions: the men’s individual, the women’s individual, the men’s team, the women’s team, and the mixed pair division.
Laura Kim from Spain and Kisung Lee from Korea became the first double gold medalists in the taekwondo competition of the 2009 Universiade. Due to the increasing popularity of taekwondo in the Mediterranean region, the Mediterranean Taekwondo Union was formed under the WTF, with Mr. Driss El-Hilali of Morocco as president and Secretary General Mr. Michalis Fysentzidis of Greece, who also attended the press conference, together with Gen. Ahmed Fouly, a WTF vice president. The MTU held the 1st Mediterranean Taekwondo Cup in Rabat, Morocco May 8-10 last year. Dr. Choue thanked Mr. El-Hilali and Mr. Fysentzidis for all their work to make taekwondo an official sport for the Mediterranean Games in 2013. Dr. Choue also pointed out that taekwondo also recently have been made an official sport for the Universiade starting 2017. The Greek Taekwondo Federation has vast experience of competition organization such as the 2004 Olympic Games. Dr. Choue stated that he believes that taekwondo at the 2013 Mediterranean Games will be one of the most successful sports at the Games. WTF President Choue believes taekwondo was chosen as an official sport for the 2013 Mediterranean Games due to the fact that taekwondo has been evolving constantly with the ambition to become the most exciting and transparent sport. For instance at the 2009 WTF World Taekwondo Championships held in Copenhagen, Denmark, WTF introduced electronic body protectors and also adopted an instant video replay system, which has ensured that coaches and athletes can have a fair opportunity to request for review of the referee’s decisions. Dr. Choue also thanked Mr. Nikos Thomaidis, president of the Greek Taekwondo Federation, for his dedication to the development and spreading of taekwondo in Greece.

In his congratulatory speech at the Constitutive Assembly, WTF President Choue said, “I am very pleased to be here at the World Taekwondo Iberoamericana Union Constitutive Assembly and to witness the signing of the constitution.” “I give my heartfelt congratulation to the resurge of the Iberoamericana taekwondo movement,” Dr. Choue said. “The WTF acknowledges the already growing interest in promoting taekwondo and increasing competence in taekwondo among the Spanish-speaking countries.”
More than 20 Spanish-speaking countries gathered in San Jose, Costa Rica for the Constitutive Assembly of the World Taekwondo Iberoamericana Union, and the 2009 Costa Rica Open Taekwondo Championships. The Constitutive Assembly of the World Taekwondo Iberoamericana Union took place on Aug. 27 in San Jose, Costa Rica, two days prior to the 2009 Costa Rica Open in Cartago, near San Jose. The two-day Open drew athletes and officials from 25 countries. Together with the Francophone, Iberoamericana is one of the WTF’s large and significant friendship taekwondo unions bound by the same language. WTF President Chungwon Choue and WTF Council members, including Mr. Ivan Dibos, IOC member from Peru, attended the assembly and the Open Championships. Among other participants were Mr. Jesus Castellanos Pueblas, president of the Spanish Taekwondo Federation; Mr. Roger Piarulli, president of the French Taekwondo Federation; Mr. Juan Manuel Lopez Delgado, president of the Mexico Taekwondo Federation; Mrs. Maria Rosario Borello Castillo, president of the Guatemala Taekwondo Federation and WTF Council member; and Mr. Dae-won Moon, chairman of the WTF Technical Committee and WTF Council member. Among other attendees at the Open Championships were Dr. Oscar Arias, president of Costa Rica; Mr. Henry Nunez Najera, president of the Costa Rican Olympic Committee; and Mr. Tae-myun Kwon, Korean ambassador to Costa Rica.

He continued to say, “I am certain that your union will further facilitate the Spanish-speaking taekwondo family to work together for taekwondo development in the region. The WTF will assist and support by all means.” “I believe that the Spanish-speaking taekwondo family will be at the forefront of developing taekwondo as a global sport and an Olympic sport. I look forward to your continued support for the world taekwondo movement, and especially for the World Taekwondo Federation,” Dr. Choue said. “As you know, taekwondo secured its place in the 2016 Olympic Games as one of the 26 ‘core’ sports,” Dr. Choue said. “I can assure you that the positive change we brought together promises a brighter future of taekwondo as an Olympic sport.” In his congratulatory remarks at the 2009 Costa Rica Open Taekwondo Championships on Aug. 29, WTF President Choue also emphasized the Olympic status of taekwondo by saying, “Taekwondo is not only in the program of the 2010 Youth Olympic Games, the 2012 London Olympic Games, and the 2016 Olympic Games, but will continue to be in the 2020 Olympic Games and onwards.”
The 6th Coupe du Monde Francophone, which was held on May 3-4, 2009 in Lille, France, drew a record 26 WTF member countries, reflecting the growing importance of the regional event.
Games, the ongoing WTF Taekwondo Peace Corps activities, and the upcoming World Taekwondo Youth Camp in Korea in August this year in preparation of the inaugural 2010 Youth Olympic Games.
Among the participating nations in the biggest taekwondo event among French-speaking WTF member national associations were 18 African countries.
The representatives from 26 WTF member national associations stood up several times and celebrated the success of WTF activities.
WTF President Chungwon Choue attended a head of teams meeting for the event at the Novotel Hotel on May 2. In his speech for the representatives of 26 WTF member national associations, WTF President Choue expressed his appreciation and encouraged the representatives for their continued efforts for the promotion of taekwondo.
On May 2, the WTF President also met with about 100 participants in the WTF International Referee Refresher Course, which opened on April 30 for a three-day run, and delivered his words of appreciation and encouragement to the participating referees ensuring his confidence in them.
He also briefed them on the achievements of the WTF such as the planned expansion of its Lausanne office, the inclusion of poomsae in the official program of the 2009 Universiade in Belgrade, Serbia, the recommendation of the ASOIF General Assembly for a bloc vote for 26 core sports, including taekwondo, at the 2016 Olympic

WTF’S NEW VISION IN ACTION; IOC PRESIDENT PRAISES INITIATIVES As part of its ceaseless efforts to consolidate taekwondo’s status as an Olympic sport and to take it beyond a mere sport, the World Taekwondo Federation has come up with several action programs to realize its “new vision.”
WTF President Choue said in his speech, “Our WTF Lausanne office will cover extensive work related to international relations, communication, and cooperation, as well as globalization strategy of public relations and marketing.”“Mr. Phil Coles, a WTF vice president and IOC member, will be based in our Lausanne office for two months, helping out the office to lay out the foundation in a desirable direction.” IOC President Rogge, ASOIF President Oswald, GAISF President Verbruggen, joined WTF President Choue and Noutais Jacques, president of the Benin Taekwondo Federation, for a cake-cutting ceremony, followed by a series of demonstrations by members of the Swiss Taekwondo Federation, which drew much applause from the participants.
IOC President Jacques Rogge spoke well of the WTF’s “exemplary collaboration with the IOC” and said that the WTF has “made a huge change” since the 2000 Sydney Olympic Games.
In his opening speech, WTF President Choue said, “It has been some four years since we had a WTF Council meeting here in Lausanne in the presence of IOC President Rogge. There, we confirmed our commitment to improve our measures for the WTF to meet the global standards, and projected our resolution to realize the reform initiatives.”
To attain its new vision, the WTF has strengthen the function and role of its office in Lausanne, Switzerland, which will ultimately serve as a global center of the WTF for international relations and Olympic coordination. The WTF has also expand its Solidarity programs for the disabled and less-privileged people and Taekwondo Peace Corps programs, as well as focus on youth education, thus helping taekwondo contribute to the promotion of world peace. WTF President Chungwon Choue made public the WTF’s new vision action programs in his speech during a ceremony to mark the opening of a newly expanded WTF Lausanne office at the Maison du Sport International (MSI) in Lausanne on May 5, 2009. “Our new vision to reorganize the WTF into a dual structure is to bring taekwondo closer to the center of the Olympic Movement and to the international sports community,” WTF President Choue said during the ceremony. He said, “Our Seoul office will concentrate on taekwondo development, technical issues and finance. Our Lausanne office will function to coordinate with the IOC, the WADA, international sports federations, and overall international sports organizations.” The ceremony drew more than 70 high-ranking sports figures, including Dr. Jacques Rogge, president of the International Olympic Committee (IOC). Among other attendees at the ceremony were Mr. Denis Oswald, president of the Association of Summer Olympic International Federations (ASOIF); and Mr. Hein Verbruggen, president of the General Association of International Sports Federations

taekwondo training programs and equipment to those who lack in resources and opportunities to learn and practice taekwondo,” he said. “The WTF is also involved in some upcoming projects for youth, such as the World Taekwondo Youth Camp and the World Taekwondo Academy, The projects are to facilitate taekwondo in the Youth Olympic Games and to support the OVEP (Olympic Values Education System) of the IOC.” WTF President Choue said, “It is my great pleasure to share with the Olympic family together with the taekwondo family of our new vision and commitment, especially on the occasion of the opening of celebrating the opening of our new Lausanne office.” Expressing his gratitude to IOC President Dr. Jacques Rogge for his full support and encouragement for taekwondo’s efforts for the betterment, WTF President Choue concluded by saying, “The reconfirmation of the WTF’s goals signals our strong commitment in realizing our vision. We are fully open to your friendly advice and cooperation.”
At the WTF Council meeting at the IOC headquarters on March 10, 2005, the WTF unanimously approved a WTF Reform Report, which contained hundreds of recommendations for the improvement of the WTF. (GAISF). Also at hand were IOC Sports Director Mr. Christophe Dubi; Mr. Kelly Fairweather, director of the World Anti-Doping Agency; ASOIF Executive Director Mr. Andrew Ryan; and IOC International Cooperation and Development Director Mr. T.A.G. Sithole. A dozen presidents of the WTF member national associations attended the ceremony. IOC President Rogge said in his congratulatory speech during the ceremony that “I am grateful for the initiatives of the WTF in establishing an international office here in Lausanne very close to the headquarters of the IOC.” “I would like to thank WTF for the exemplary collaboration with the IOC.” “If I make a comparison between Sydney 2000 and now, there is a huge change. You have been modern, you have been evolving. You have changed what was a rather conservative sport into a very modern dynamic sport,” IOC President Rogge said. The WTF officially opened its Lausanne liaison office on Dec. 1, 2006, with Mr. JeanMarie Ayer, a special assistant to the WTF President, serving as the WTF attaché of the office. As part of its new vision programs, the WTF has recently decided to expand and move the Lausanne office at the MSI as the global center.
Since then, the WTF president said, the WTF has gone through a significant change for the better. The WTF membership has expanded from 179 to 188 countries and various new international competitions were introduced. In addition to enhancing taekwondo’s role and value as a global sport, he said, the WTF has focused on making taekwondo competitions more exciting, transparent and fairer. “For excitement, we introduced media-friendly world athlete ranking system, with diverse events such as the World Taekwondo Poomsae Championships, Parataekwondo Championships, and professional taekwondo competitions, etc.,” Choue said. For fairer taekwondo competition, he continued, the WTF enhanced training of referees and coaches, introduced an instant video replay system, and has been working on perfecting the electronic protector system. Recently, under the vision of IOC President Rogge, the WTF strives to take taekwondo beyond a mere sport, and to contribute to world peace and education of the future generation, Choue said. “The WTF has launched the Taekwondo Peace Corps and expanded Solidarity programs for the disabled and less-privileged youth worldwide in order to provide

I’m happy to be in the Olympic family. and I’m grateful for the initiative of the WTF in establishing an international office here in Lausanne very close to the headquarters of the IOC. I’m very proud, for very good reasons. In that in front of you stands a man who has been awarded a 7th dan in taekwondo. And this has everything to do with my technical skills and nothing is impossible. Congratulations, President Choue for your initiatives. By coming here you strengthened the Olympic family and you strengthened the goal of the Lausanne Olympic family. And it is much more than one more federation. We have now more than 30 international federations that are around the IOC and/or in the Canton du Vaud. And this is a unique feat and this is the result of on one hand the very proactive policy of the public authorities here in Switzerland, in the Canton du Vaud, but also in the city of Lausanne. The conditions in which we can work here are really excellent, and I would like to express all my gratitude to the public authorities. The coming of a new sport is always a joyful moment and you would experience, President Choue, that there is a lot of added value to be very close to all the other international federations. There is a lot of close organization, a lot of interaction, and you will be much stronger after that. WTF GENERAL ASSEMBLY RE-ELECTS CHUNGWON CHOUE AS PRESIDENT The two elected auditors were Ali Sagirkaya of Turkey and Dalibor Krpan of Croatia. Ms. Hannah Burns of the Sports Department of the International Olympic Committee, attended the General Assembly as an observer. Shortly after the announcement of the results of the presidential election, Dr. Choue and Dr. Indrapana embraced each other and raised their hands in the air, showing their unity and harmony.
Dr. Chungwon Choue was re-elected to his third term as president of the at the Scandic Copenhagen Hotel in Copenhagen, Denmark on Oct. 13, 2009. Out of a total of 150 votes cast, Dr. Choue garnered 104 votes against 45 by Thailand’s Nat Indrapana, with one vote invalid. Choue was first elected president of the WTF in June 2004 for the remainder of his predecessor, and then was re-elected in May 2005 for a four-year term. In the vice presidential elections, Mr. Sun-Jae Park, president of the Italian Taekwondo Federation; Gen. Ahmed Fouly, president of the African Taekwondo Union and vice president of the WTF; and Mr. Kamaladdin Heydarov, president of the Azerbaijan Taekwondo Federation and vice president of the WTF, were elected vice presidents of the WTF. There were five candidates for the vice presidency. The General Assembly also elected 14 WTF Council members. They were 2 from Africa - Driss El-Hilali (Morocco) and Issaka Ide (Niger); 5 from Asia - Mohamed Al-Sulaiti (Qatar), Hong Sung-Chon (Philippines), Lee Kyu-Seok (Korea), Zhao Lei (China) and Sayed Mohammad Pouladgar (Iran); 4 from Europe - Fuzuli Musayev (Azerbaijan), Roger Piarulli (France), Jesus Castellanos Pueblas (Spain) and Metin Sahin (Turkey); 2 from Pan Am - Moon Dai Won (Mexico) and Mario Mandel Vaisman (Chile); and 1 from Oceania - Kim Tae Kyung (New Zealand).

In his acceptance speech, Dr. Choue said, “Now it is time for us to put aside our differences and rivalry. We are one family sharing the same vision for the progress of taewkondo.” “Dr. Nat Indrapana made some important suggestions for the future of taekwondo. He continued to say, “From this day, I will commit myself to carrying out my campaign pledges step by step. I want you all to be part of the way.” “With the new leadership and new Council, I wish to make the next four years exciting and memorable.” “Let us unite for the new chapter of taekwondo history and for the amazing evolution of taekwondo,” Choue concluded.

In his campaign speech before the election, Choue said, “Fair play has been the guiding principle for my entire life. Fair play has been the main principle for he election campaign because how we behave as leaders of the taekwondo family reflects what we are.”
“Four years ago, before you and the entire taekwondo family members around the world, I solemnly pledged to bring some fundamental changes and innovations to taekwondo.”
“Although there have been some difficulties with untrue allegations, I have kept my principles during this campaign, and I am standing humbly, but with dignity, before you on this final stage,” he said.
He said, “We have to keep reforming, updating, and working together, because we have responsibility to bring out taekwondo’s true potential as an international sport.”

GYEONGJU, KOREA TO HOST 2011 WORLD CHAMPIONSHIPS The seven newly appointed Council members are Mrs. Maria Borello Castillo of Guatemala; Mr. Coleman C. Y. Lee of Chinese Taipei; Mr. Michel Madar of Israel; Mrs. Carine Lahoud Murr of Lebanon; Mr. Anatoly Terekhov of Russia; and two athlete members of Mr. Dae Sung Moon of Korea and Ms. Myriam Baverel of France. Mr. Athanasios Pragalos, president of the European Taekwondo Union, and Mr. Ji Ho Choi, president of the Pan American Taekwondo Union, are ex-officio Council members in their capacity as the president of WTF Continental Unions. The WTF Council approved the formation of an ad-hoc WTF Committee for Reform Fund Allocation, headed by Mr. Phillip Coles, vice president of the WTF and IOC member from Australia.
Korea won the right to host the 20th WTF World Taekwondo Championships in 2011 in the ancient city of Gyeongju at the WTF Council meeting in Cairo, Egypt on Nov. 29, 2009. A four-member Korean delegation, headed by Mr. Jin Bang Yang, secretary general of the Korean Taekwondo Association, made a presentation for the Council members. Korea hosted the latest biennial World Taekwondo Championships in 2001 on Jeju Island. Russia also earned the right to host the 2nd WTF World Para-Taekwondo Championships in St. Petersburg in May 2010. At the WTF Council meeting, which took place at the Conference Hall of the Egyptian Olympic Committee at the Cairo Stadium, WTF President Chungwon Choue announced the full list of the new Council members, which will serve until the General Assembly in 2013. Under Article 11 of the WTF Rules and Regulations, the WTF President has the authority to appoint three vice presidents and seven Council members, including two athlete members, the Secretary General and the Treasurer. The three newly appointed vice presidents are Mr. Phillip Walter Coles, an IOC member of Australia; Mr. Dai Soon Lee of Korea, president of the Asian Taekwondo Union; and Mr. Ivan Dibos, the IOC member of Peru. The WTF President appointed Mr. Tae Eun Lee of Canada as the new Treasurer.

The Council approved that an equal amount of U.S.$5,000 will be distributed in cash for each WTF member national association and $20,000 to each Continental Union for the year of 2009. The Council members heard a progress report from the Mexican Organizing Committee on the WTF World Taekwondo Qualification Tournament for the 2010 Youth Olympic Games and the 8th WTF World Junior Taekwondo Championships scheduled for March 2010 in Tijuana, Mexico. There was also a presentation by the WTF Expansion and Membership Project Committee. The Council meeting took place one day prior to the opening of the 2009 WTF World Taekwondo Poomsae Championships. The championships are scheduled for Nov. 30-Dec. 2 at the Hall 1 of Cairo Stadium, drawing about 600 athletes from about 60 countries. A total of 16 gold medals are up for grabs at the annual event.

The 2nd International Symposium for Taekwondo Studies was held at the Scandic Copenhagen Hotel in Copenhagen, Denmark on Oct. 12, 2009, drawing about 150 academics and dignitaries. Under the theme “The Globalization of Taekwondo,” the two-day symposium was jointly organized by the World Taekwondo Federation, Kyung Hee University in Korea, and the University of Copenhagen. The symposium took place two days prior to the opening of the 2009 WTF World Taekwondo Championships, which were held at the Ballerup Super Arena in Copenhagen. Among the participants in the symposium were Mr. Ivan Dibos, member of the International Olympic Committee from Peru; Mr. Phil Coles, an IOC member from Australia; and presidents and high-ranking officials of WTF member national associations. Under the topic “Teaching an Old Dog New Tricks: Moving Towards Expertise in Taekwondo,” Prof. Thomas J. Templin of the Department of Health and Kinesiology at Purdue University made a key-note speech. Dr. Jesper L. Andersen of the Institute of Sports Medicine Copenhagen at the University of Copenhagen, also delivered a key-note speech under the topic “Strength Training: How Does It Affect Our Muscles?” The key-note speeches were followed by four academic sessions: taekwondo physiology and measurement, taekwondo biomechanics and rehabilitation, taekwondo pedagogy and philosophy, and taekwondo psychology and marketing.
The WTF will make a final decision on Oman’s full membership at its Council and General Assembly both in Tijuana on March 1 and 2, respectively.
Oman has become the 190th member nation of the world’s taekwondo governing body.
In terms of the number of membership, the WTF ranks among the top 10 of International Sports Federations.
On Jan. 4, the Oman Taekwondo Committee, headed by Brig. Gen. Ali Salim Al-Sinani, submitted necessary membership documents to the WTF Secretariat. After reviewing them, the WTF granted the Asian country a provisional membership status.
The 190 WTF membership breaks down to 49 for the European Taekwondo Union, 43 each for the Asian Taekwondo Union and the African Taekwondo Union, 42 from the Pan American Taekwondo Union, and 13 for the Oceania Taekwondo Union, reflecting a balanced development of taekwondo around the world.
“Pursuant to Article 4 of the Rules and Regulations of the World Taekwondo Federation, the WTF recognizes the Oman Taekwondo Committee as its provisional member,” the WTF said in a letter dated on Jan. 6 to the president of the Oman Taekwondo Committee.
The WTF targets to increase its global membership to 200 in the near future. In 2009, Timor-Leste, better known as East Timor, became the WTF’s 189th member nation. Despite such a short period of WTF membership, the popularity of taekwondo in the Asian country is high.
Article 4 stipulates that “Admittance to the WTF shall require the approval of the WTF Council and the General Assembly of the WTF. The national taekwondo associations applying for the membership of the WTF are required to present designated application documents to the WTF together with a letter of recognition from the pertinent National Olympic Committee, or in its absence, its highest national sport authority.”

WTF, DAEDO SIGN RECOGNITION CONTRACT ON ELECTRONIC PROTECTORS The World Taekwondo Federation signed a recognition contract with Daedo International on electronic protectors at the headquarters of the WTF in Seoul on Feb. 2, 2010. The contract period is three years. With the signing, Daedo International, whose headquarters are located in Barcelona, Spain, became the second company whose electronic protector products were recognized by the WTF, after LaJUST. The WTF inked its first electronic protector recognition contract with LaJUST on Sept. 11, 2006. The contract was signed between WTF Secretary General Jin Suk Yang and Mr. Chuen Wook Park, president of Daedo International at the WTF office in Seoul. Daedo attended the 2nd WTF-organized demonstration of electronic protectors in Seoul, Korea on March 25, 2006. It also participated in the third and fourth electronic protector demonstrations on January 2007 and May 2009, respectively. As part of its ceaseless efforts to ensure fair judging and refereeing, the WTF set up an ad-hoc Electronic Protector Committee in July 2005. For the first time ever in its World Championships, the WTF used electronic protectors at the 19th World Taekwondo Championships in October 2009 in Copenhagen, Denmark. The WTF will also use electronic protectors at the upcoming World Qualification Tournament for the 1st Youth Olympic Games on March 3-4 and the 8th WTF World Junior Taekwondo Championships on March 6-9, 2010, both will be held in Tijuana, Mexico. LaJUST electronic protectors will be used at both events.

This success was clear in all the competitions in the past and now as Africa has heroes and heroines, Olympic, world and continental medals, as well as the great results and confidence we have obtained in the elections of the World Taekwondo Federation General Assembly in October 2009 in Copenhagen, Denmark. Under the strong leadership of Gen. Ahmed Fouly, the African Taekwondo Union made much progress in 2009 in various fields.
The AFTU plans to organize the International Referee Refresher Course under the auspices of the WTF in September 2010 in Mali.
At the 2009 World Taekwondo Championships held in Copenhagen, Denmark in October, Mali’s Daba Keita clinched the gold medal in the men’s +87kg weight division. He was also the gold medal winner at the 2007 Beijing World Taekwondo Championships.
“The AFTU will also organize an African poomsae referee refresher course in October, with the site to be decided,” said Gen. Fouly.
Senegal’s Balla Dieye earned the African country a bronze medal in the men’s -68kg weight category at the 2009 World Taekwondo Championships. Egypt played host to the 4th WTF World Taekwondo Poomsae Championships in Cairo on Nov. 30-Dec. 2, drawing a total of 564 athletes from a record 59 countries. At the annual poomsae championships, which took place about one and a half months after the WTF General Assembly in Copenhagen, Denmark, Kenya received the Good Fighting Spirit Prize. At the WTF General Assembly, Gen. Fouly was reelected to another four-year term as a vice president of the WTF. “The basis of our success is the great support and attention which was given to us by WTF President Chungwon Choue,” said Gen. Fouly. He said, “The success was clear in all the competitions in the past and now as African has heroes and heroines, Olympic, world and continental medals, as well as the great results and confidence we have obtained in the elections of the WTF General Assembly.” Buoyed by the success, the AFTU plans to organize several international taekwondo competitions in 2010. Mr. Dai-Soon Lee Q : You were appointed to another four-year term as a vice president of the WTF until 2013. What plans do you have for further development of the WTF? A : The next four years are very crucial for the future of taekwondo. We have to make the taekwondo competition at the 2012 London Olympic Games a great success. We also have to make taekwondo be included in the official program of the 2020 Olympic Games as a core sport, which will be decided by the International Olympic Committee in 2013. It is my great honor and privilege to serve as a vice president of the WTF at this crucial time, but I also feel somewhat burdensome. The urgent task facing the WTF is to further consolidate the WTF as an international sport federation by upgrading its operation and management to a global standard. To do so, the WTF has to strengthen its international functions of the Lausanne office, thereby maintaining closer relations with the international sport community. The operation and management of the WTF Committees will be more activated in a systematic manner. Under the strong leadership of new WTF President Chungwon Choue, taekwondo competition will be more action-packed and fairer, which is the key to the future of the Olympic sport of taekwondo. Q : What is your opinion of the new WTF Competition Rules? A : Under the revised WTF Competition Rules, a set of new rules were introduced, such as the instant video replay system, and a differential scoring system, which grants an athlete up to 3 point per kick to the head. An electronic body protector system was introduced to the World Taekwondo Championships, for the first time ever in the World Championships. All the new introductions drew very positive results from athletes, coaches and spectators, but there are still rooms for improvements. The use of an electronic body protector at major WTF-promoted events has greatly helped enhance the level of refereeing and judging. As an international sport federation, the WTF will continue to put top priority on making taekwondo competitions more action-packed and fairer. We will also stress the importance of fair play and sportsmanship, which respects the referees’ decisions.

Q : What is your evaluation of the 1st World Youth Taekwondo Camp?
The ultimate goal of practicing taekwondo is to become good people.
In 2010, the ATU will continue its development programs for active athletes, while expaning programs for practitioners at workplaces, clubs and schools. As part of the efforts, a study team has been set up to produce diverse programs for the 3rd Asian Club Taekwondo Championships to be held this year.
The inaugural World Youth Taekwondo Camp, which took place in Seoul and Muju, Korea, was part of our efforts for attaining the goal.
Q : Would you tell us about the progress of the creation of Taekwondo Park in Muju, Korea?
The camp drew young taekwondo 260 athletes aged 14 and 17 from 33 countries and served as a good chance to teach them the Olympic spirit, the meaning of the proposed Youth Olympic Games and the spirit of taekwondo, all of which aim to promote world peace through sports.
A : A ground-breaking ceremony for the Taekwondo Park was held in Muju, Korea on Sept. 4, 2009, on the occasion of the Taekwondo Day.
A : Unlike other Olympic sports, taekwondo values high the spiritual side and it has an effective educational tool, which stresses self-discipline, fair play, friendship, and respect for the elderly, among others.
The camp featured a diverse range of events, including a friendly kyorugi competition in preparation for the taekwondo competition at the 2010 inaugural Youth Olympic Games in August in Singapore. At the camp, we adopted a Seoul declaration, containing the creeds which taekwondo practitioners should follow. Q : What are the visions and major development plans for the Asian Taekwondo Union in the year 2010? A : The Asian Taekwondo Union has a continental membership of 43 countries. The ATU members have such taekwondo powerhouses as Korea, Iran, China and Chinese Taipei, but the region also has many taekwondo-developing countries. So one of our big tasks is how to level up the taekwondo techniques of taekwondo-developing countries. Given Asia’s huge territorial size, cultural diversity and a big gap in taekwondo techniques among member nations, one taekwondo tournament representing the Asian region is not enough. One solution can be to divide Asia into five subregions and organize various taekwondo competitions.
Q : As head of the Taekwondo Promotion Foundation in Korea, what are the development plans for the year 2010? A : Such countries as the United States, Brazil and China value high the characterbuilding side of taekwond and expand school programs. We have thus far focused on physical training and technique enhancements, but lack in the character-building element. We have to change that. The world nowadays is in a state of spiritual panic. In the information society, the traditional value education has a definite limitation. So the combination of physical training and spiritual education would be more effective. Given taekwondo’s effective educational factor, the central and local governments should draw up action programs. It should be expanded into a nationwide campaign. The Taekwondo Promotion Foundation will take the lead in the campaign and made strong suggestions to the government. Q : Do you have any words for the global taekwondo family?
A full-scale construction starts in February this year and the first-stage of construction is scheduled to end in the first half of 2013.
A : Lets go back to the original mind. We should not forget the contributions and efforts of our senior taekwondo masters who spent most of their lives abroad, despite adverse circumstances, to make taewkondo what it is today.
But the construction dates are highly likely to be advanced several months ahead of its original schedule, at the end of 2012, as we want to show the rest of the world a new mecca of taekwondo before the IOC Session in 2013.
All the taekwondo people were united as one family in 1994 when the International Olympic Committee decided to include taekwondo in the official program of the 2000 Olympic Games.
In Greece, in which the Olympic Games originated, there is the International Olympic Academy, which serves as the educational center for the Olympic Movement. The World Taekwondo Federation designated the Taekwondo Park as its global educational center, called the World Taekwondo Academy. The WTF thus became the first International Sport Federation to set up an independent educational body.
If united, we can see another takeoff of taekwondo. The unity and harmony among the global taekwondo family are a must to help taekwondo be adopted as a core sport in the 2010 Olympic Games and beyond. To do so, we have to see a successful taekwondo competition at the 1st Youth Olympic Games in August this year in Singapore and the 2012 London Olympic Games.
The opening of the Takwondo Park and the World Taekwondo Academy will draw the attention of the world sport community, which will accordingly have a very positive effect on the global taekwondo community.

The European Championships under 21 year was held for the first time inside the ETU. It was a great success as 39 countries participated in the first championships. At the championships, we used for the first time an instant video replay system with the support from the Dartfish company. All the participating athletes, coaches and other officials were satisfied with the new system. The ETU also used for the first time a â&#x20AC;&#x153;Web TV â&#x20AC;&#x153;in corporation with Dartfish during the World Taekwondo Poomsae Championships.
In close cooperation with the Russian Taekwondo Union, the ETU will do its utmost to make the 2nd WTF World Para-Taekwondo Championships a great success, which will be held in St. Petersburg, Russia on May 11. The ETU will also cooperate with the Spanish taekwondo governing body for a successful organization of the 11th World University Taekwondo Championships scheduled for June 29-July 4 in Vigo, Spain.
In 2009, the ETU started a cooperative project with the â&#x20AC;&#x153;Taekwondo Data â&#x20AC;&#x153; company. The Internet company collects results from tournaments and information from all taekwondo championships and every ETU country member has a code number and can go to this Web site and find results instantly.
The ETU also hopes to make good performances at the upcoming World Qualification Tournament for the 1st Youth Olympic Games and other WTF-promoted events.

Some years ago, many countries called for more European championships in different ages. The main reason was to give athletes more opportunities to compete before before junior championships. In that case, when an athlete competes in the junior and senior championships, he or she has already acquired ample international experience. Currently the ETU organizes European championships in the following age divisions: Cadets for 12â&#x20AC;&#x201C;15 years; Juniors for 14â&#x20AC;&#x201C;17 years; Under 21 for 16â&#x20AC;&#x201C;20 years; and Seniors for 16 and up.

The ETU members are satisfied with the age divisions and many European countries follow the different age divisions in their respective national selections. The ETU hopes that more Continental Unions follow the activities. The ETU will also continue our efforts to organize technical seminars and seminars for national referees. They can help the national federations to develop taekwondo in this category. The ETU wants to organize the European ParaTaekwondo Championships in 2011. The championships will require extra funds, but together with the WTF and the Continental Unions, we may find funds for the event.
That is the reason way we organize the championship jointly hosted by the Cyprus Taekwondo Federation and the Cyprus Olympic Committee. The countries that will participate are: Iceland, Luxembourg, Malta, Liechtenstein, Montenegro, Cyprus, Monaco, Andorra, and Isle of Man.

WTF Membership Card
Under the umbrella of the International Olympic Committee, there is a biennial event called â&#x20AC;&#x153;Games for Small Countries.â&#x20AC;? It is a kind of the Olympic Games for countries with less than one-million citizens. It features nine or 10 different kind of sports, with taekwondo sometimes in, but not always.
The WTF Council decided in December 2009 that all the members from the national federations can be individual members of the WTF. We hope that we can start in 2010. This membership system enables the national federations and the Continental unions to organize individual membership in a simple but efficient way.
We know that is not easy for these small countries to take medals at Continental Championships and/or World Championships.

Mr. Ji Ho Choi On behalf of PATU, I would like to wish everyone health, prosperity, good fortune and peace in 2010! I would also like to wish all PATU MNAs unity, team work and positive development in all areas of our beloved sport, taekwondo, As we start the New Year, we have many new exciting programs and plans to develop and to lead our organization to become the best Continental Union under the WTF. We will continue to organize our popular PATU poomsae seminars, develop and support sub-regional open championships, and to improve tournament managements by incorporating on instant video replay system with electronic body protectors to ensure fair play and transparent judging. I am confident that through effective communication and team work, we can develop our members in all areas of taekwondo, especially to better prepare for the 2012 Summer Olympic Games in London. 2010 is a very busy year for PATU members. We will start this exciting year with; 1. PATU Poomsae Referee Certification Course & U.S. Open Championships in February in Las Vegas 2. World Youth Olympic Games Qualification Tournament and the World Junior Championships in March in Tijuana, Mexico 3. South American Games in March in Medellin, Colombia 4. Central American Games in March in Panama With the generous assistance of the Korea Tourism Organization, PATU is also planning to organize PATU MNA president’s conference & seminar in Korea in early August to assist all MNA presidents to successfully develop taekwondo program in their countries with all available resources via WTF, Kukkiwon & and the IOC. I am looking forward to having a full participation from all MNA presidents in this special trip as it will provide excellent tools and opportunities to manage and develop taekwondo in all PATU nations. Detailed information regarding this trip will be sent to you separately upon confirmation with all related organizations.
In the later part of 2010, PATU will be celebrating the 1st Pan Am Senior Poomsae Championships and the 17th Pan Am Senior Kyoroogi Championships in Ecuador. Along with other WTF, Multi Sport Games, and Olympic-related events, PATU will be completing our own developmental programs, sub-regional events and educational seminars as the largest and fully functioning Continental Union of the WTF. I am proud to announce that we have successfully completed most of the 2009 plans and activities. The few unfinished plans are projected to be completed in 2010. The noticeable achievement in 2009 is without a doubt the official launching of new PATU website that is now fully functioning by servicing all areas of PATU businesses. We have also completed three PATU Poomsae Referee Seminars and organized sub-regional championships, international open championships, and successfully completed the 1st Pan Am Junior Poomsae Championships and the 5th Pan Am Junior Kyoroogi Championships. Along with PATU Council members, I am extremely proud of all MNA presidents for demonstrating strong representation at the World Championships, and the WTF General Assembly to elect the new leadership of the WTF in Copenhagen. It was by far the most participation in the history of PATU, and I sincerely thank all of you for your entrusting support and team work in that important venture. I would also like to extend my sincere appreciation to all MNA presidents for showing their concerns and offering support and assistance in times of urgency and hardship. Many presidents extended their full support and provided intelligent solutions during those stressful times, and with that unprecedented cooperation and progressive leadership, we have completed 2009 with a great success. As we begin another challenging year, I would like to ask everyone’s cooperation and continued support for all PATU programs and events. We had started to reconstruct and reorganize our organization in 2009, and I am confident that we are all on a right track to make our PATU the best serving taekwondo organization in the world in very near future. In closing, PATU Council & I would also like to extend our sincere appreciation to all of our friends and volunteers who has helped PATU through various PATU events in 2009, and looking forward to working with them with their continued support in the New Year as well. OTU Referee Seminars and WTF IR Refresher Course
The year 2009 was a period of consolidation for the Oceania Taekwondo Union (OTU).
In 2009 the OTU was able to secure the support of the WTF in agreeing to conduct an International Referee Seminar and Refresher Course in 2010. This will also be held to coincide with the Oceania Championships in New Caledonia in December 2010.
Following the Beijing Olympic Games, the OTU ‘s challenge was to consolidate on the momentum from the 2008 Games and our significant participation in the Games by Australia, New Zealand, the Marshall Islands and Papua New Guinea, given our relatively small size as a Continental Union compared to others. Oceania Championships The 2008 Oceania Taekwondo championships held in Auckland New Zealand in December 2008, saw a record number of Oceania nations participating in this event. We were able to witness the rapid development of our sport in our region and the tremendous progress of our Oceania athletes.
The year 2009 saw the conduct of various OTU referee seminars and further seminars and refresher programs are planned for 2010. Possible new WTF member Nations Negotiations have progressed in 2009 with prospective new WTF member nations from the Oceania region and in particular, the OTU is confident that in 2010 it will introduce new WTF member nations from Palau, Federated States of Micronesia, Papeete, Tuvalu and Cook Islands. The OTU is confident of introducing three new WTF member nations in 2010. This will require the support of the WTF via its Taekwondo Peace Corps initiatives which the OTU hopes to utilize to formally establish these new member nations and to assist in the organization of new National Sporting Organizations. The OTU is a continental Union that represents many developing nations and the future and strength of the WTF is that it enables broad representation in the sport of taekwondo for even the most developing of nations. The challenge for the WTF is to continue to reach out to these developing nations and to continue to develop our great sport in new and untouched nations. Tsunami 2009 Many of the Oceania countries experienced great damage and devastation in a tsunami which hit the Pacific in 2009. Samoa in particular suffered great destruction as did American Samoa. The OTU will work with the WTF to access solidarity support to help rebuild taekwondo centers damaged by the tsunami. Olympic Sports Federations of Oceania (OSFO) and Oceania National Olympic Committees (ONOC)
The 2010 Oceania Championships are now scheduled to take place in New Caledonia on Dec. 4-5 where an even greater number of athletes and nations are expected to participate. The event will be conducted as a test event for the South Pacific Games scheduled to take place in New Caledonia in 2011. For our South Pacific member nations, this represents one of the biggest events in the Oceania region outside the Olympic Games with nearly all Oceania nations choosing to participate in this most important event.

The OTU as a member of the OSFO continued to take an active role in the 2009 OSFO conference held in Nadi, Fiji. As an organization, the OSFO meets annually and its meetings coincide with the annual meeting of the ONOC. Consequently there is an excellent working relationship the between the Oceania sports federations of which the OTU is an active member and the Oceania National Olympic Committee comprising all the NOCs in the Oceania region. The relationship is unique and is of great benefit to the OTU which has direct access to all NOCs within the Oceania
region at an annual conference. The headquarters of the ONOC are located in Nadi, Fiji. New OTU Management structure
each WTF member nation. This will continue throughout 2010 and beyond. Not all of the OTU’s 2009 plans were realized due to a lack of financial resources, but hopefully these will be realized in 2010.
In 2009, the OTU was able to implement its new management structure which resulted from the General Assembly of the OTU held in December 2008 in Auckland, New Zealand. The establishment of a smaller council and the establishment of a Board of Management are the key elements of the OTU’s streamlined and effective management reforms. OTU and the WTF Our excellent working relationships with the WTF have strengthened and there are open lines of communication between the OTU and the WTF. Further, the OTU has taken a leading role in many ad-hoc WTF committees throughout 2009, especially the WTF Expansion Membership Project Committee, which was newly renamed to the WTF Expansion Committee, which has examined ways in which the WTF is better able to service its members worldwide and the provision of membership services to

TAEKWONDO DEPARTMENT GAINS POPULARITY AT UZBEK UNIVERSITY abroad and I will do my utmost for the promotion of taekwondo in Uzbekistan,” he said. “The taekwondo department draws a very positive response and it is sure to produce good taekwondo athletes and masters, said Dr. Latipov Abbos, the 1st vice president and secretary general of the Uzbekistan Taekwondo Association. He said, “About 12,000 people practice taekwondo in Uzbekistan and it is rapidly increasing. There are about 40 taekwondo masters, including two Koreans.” “WTF President Choue first raised the idea of establishing a taekwondo department in Uzbekistan when he visited Uzbekistan State Institute of Physical Education in 2007,” Dr. Abbos said. The newly established taekwondo department at Uzbekistan State Institute of Physical Education in Tashkent, Uzbekistan is gaining high popularity among young students in the central Asian country. The Uzbek state university started offering a four-year taekwondo program in September 2008, with 24 students enrolling. The number of students enrolled for the fall semester of 2009 jumped to 40. “Taekwondo is one of the six sports which receive strong government support and a growing number of students want to enter the taekwondo department,” said Dr. Baek Mun-jong, a professor of the Department of Taekwondo at Uzbekistan State Institute of Physical Education. The taekwondo department has one professor and two instructors. He said, “Almost half of the taekwondo students are national athletes and they are really good students.” Prof. Baek, who began teaching students in September 2009, serves as the head coach of the Uzbek national junior and senior teams. Dr. Baek, 40, a sixth Kukkiwon Dan black-belt holder, is the first Korean taekwondo professor who was dispatched abroad by the Korea Foundation. “I am honored to be the first Korean taekwondo professor to teach

He said Mr. Parpiev Batir Rakhmatovich, president of the Uzbekistan Taekwondo Association and chairman of the State Tax Committee of Uzbekistan, built the Uzbekistan Taekwondo Association building, a training center and a dormitory in May 2009 on a plot donated by the president of Uzbekistan. Several countries, including Iran, Venezuela, Turkey and Russia, are considering establishing taekwondo departments. Together with Prof. Khalmukhamedov Rustam Dakanovich, vice president of Uzbekistan State Institute of Physical Education; and Mr. Dmitriy Kim, chief referee at the Uzbekistan Taekwondo Association and president of the Tashkent Taekwondo Federation, Dr. Baek and Dr. Abbos visited the headquarters of the WTF in Seoul, Korea on Jan. 21, 2010 to meet with WTF President Chungwon Choue. The two sides exchanged opinions on how to develop taekwondo in Uzbekistan. “Mainly thanks to the establishment of the taekwondo department, we expect medals at major international competitions, such as the Asian Games and the Olympic Games,” Prof. Baek said. Uzbekistan earned the silver medal in the taekwondo competition during the 2006 Doha Asian Games, a bronze medal at the 2002 Busan Asian Games, and the silver medal at the 2001 World Taekwondo Championships in Jeju, Korea.

WTF APPOINTS 2009 MISS THAILAND WORLD AS GOODWILL AMBASSADOR
The World Taekwondo Federation appointed Miss Pongchanok Kanklab, the Miss Thailand World 2009, as a “Goodwill Ambassador” of the WTF in a ceremony in Bangkok, Thailand on Jan. 23, 2010. For the WTF, it marked the second of its kind after the WTF’s appointment of Mr. Dave Mustaine, the leader of the U.S. legendary thrash metal bank Megadeth, as the WTF Goodwill Ambassador in Seoul, Korea on Oct. 27, 2007. Miss Pongchanok, 19, was crowned the Miss Thailand World in 2009. She is a 2nd Kukkiwon Dan black-belt holder and served as a national taekwondo team member. In the ceremony, WTF President Chungwon Choue delivered Miss Pongchanok a plaque of appointment and an honorary 3rd WTF Dan certificate. The ceremony drew such dignitaries as Mr. Coleman C. Y. Lee, a WTF Council member from Chinese Taipei; Asst. Prof. Pimol Srivikorn, president of the Taekwondo Association of Thailand; Mr. Milan Kwee, president of the Singapore Taekwondo Federation; Mr. Chung Hae-Moon, Korean ambassador to Thailand. For the participants in the ceremony, Miss Pongchanok performed a taekwondo demonstration, followed by a demonstration by members of the Thail taekwondo demonstration team. “Thailand shows a very exemplary model among WTF member national associations in promoting taekwondo around the world and Thailand has produced good results at major international taekwondo competitons,” said WTF President Choue during the ceremony. Dr. Choue said, “The appointment would greatly help upgrade the status of the WTF and taekwondo in the international sports community, and also expand the global taekwondo population.” On Jan. 24, the Taekwondo Association of Thailand organized the 2010 Invitational Taekwondo Demonstration Competition at a large shopping center in downtown Bangkok, drawing a total of 11 demonstration teams from all over Thailand.

WORLD TAEKWONDO PEACE CORPS FOUNDATION LAUNCHED The World Taekwondo Peace Corps Foundation was launched in a ceremony in Seoul, Korea on Sept. 17, 2009, which is expected to further activate the WTF Taekwondo Peace Corps. The ceremony, which took place at the Plaza Hotel in downtown Seoul, drew about 700 people, including 48 members of the 2009 Summer WTF Taekwondo Peace Corps. Among the dignitaries were Korean Foreign Affairs and Trade Minister Yu Myunghwan; and Mr. Kim Dae-ki, 2nd vice minister of the Culture, Sports and Tourism Ministry, who read Korean President Lee Myung-bak’s congratulatory speech for the participants. “Through taekwondo, the world has come to understand Korea and it has greatly contributed to the formation of a global network. The Korean government has designated taekwondo as one of Korea’s 10 culture brands this year,” said President Lee. “I hope the just-launched World Taekwondo Peace Corps Foundation to make great efforts for global service.” Foreign Affairs and Trade Minister Yu said in his congratulatory remarks that “With the creation of the foundation, the quality of the Taekwondo Peace Corps will be further upgraded.” Grand National Party lawmaker Park Jin, who also serves as chairman of the National Assembly Foreign Affairs, Trade and Unification Committee, said in his congratulatory speech that “On behalf of the National Assembly, I am here and the National Assembly fully supports the foundation.” Also attending the ceremony were Gen. Ahmed Fouly, president of the African Taekwondo Union and vice president of the WTF; and Mr. Ji-ho Choi, president of the Pan American Taekwondo Union and WTF Council member; and Mr. Dai-soon Lee, president of the Asian Taekwondo Union and vice president of the WTF. The foundation, a non-profit organization, received a formal recognition from the Korean Ministry of Foreign Affairs and Trade. WTF President Chungwon Choue serves as chairman of the foundation, which will take over all the matters related to the WTF Taekwondo Peace Corps. Mr. Lee Hyu-won, president and CEO of Shinhan Investment Corp. assumed the presidency of the foundation.

“The foundation will launch a global taekwondo culture movement by establishing local chapters at the WTF’s 189 member nations and five continental unions and networking them,” said Mr. Lee in his inaugural speech. At the ceremony, the 2009 Summer WTF Taekwondo Peace Corps was disbanded. To take taekwondo beyond a mere sport, the WTF launched the Taekwondo Peace Corps in the summer of 2008, and has since dispatched 107 Taekwondo Peace Corps members to 25 countries on three occasions. In the summer of 2009, a total of 48 members of the WTF Taekwondo Peace Corps were dispatched to 12 countries for their voluntary service. The 12 countries were El Salvador, India, Isle of Man, Samoa, Bhutan, Mexico, Mongolia, Nigeria, Poland, Angola, the Philippines and Azerbaijan. “The foundation will greatly contribute to the promotion of world peace by giving the youth worldwide dreams and hope,” said WTF President Choue in his speech to mark the launch of the foundation.

The ceremony drew 100 members of the 2009/2010 Winter Taekwondo Peace Corps, all university students, who will be dispatched to 24 countries in 27 teams for about one month starting in mid-January until the end of February. The 24 countries are Angola, the Democratic Republic of Congo, Egypt, Cambodia, Iran, Laos, Mongolia, the Philippines, Sri Lanka, Singapore, Timor-Leste, Greece, Poland, Russia, New Zealand, Samoa, Brazil, Chile, Ecuador, Mexico, Panama, Paraguay, Puerto Rico, and Surinam. “Given the growing popularity of the Taekwondo Peace Corps abroad, we will increase both the number of Peace Corps members to be dispatched and the number of countries which receive the members,” said Dr. Chungwon Choue in his speech during the activation ceremony. 1st WORLD YOUTH TAEKWONDO CAMP PROMOTES FRIENDSHIP AND PEACE
The inaugural World Youth Taekwondo Camp wrapped up its six-day event in Seoul and Muju, Korea on Aug. 11, 2009 in a resounding success for good reasons. The camp, which was jointly promoted by the World Taekwondo Federation, led by Dr. Chungwon Choue, and the Taekwondo Promotion Foundation, headed by Mr. Dai-soon Lee from Korea, drew about 260 athletes and officials from 33 countries.

The friendly kyorugi competition served as a rehearsal for the taekwondo competition at the 2010 Singapore Youth Olympic Games. A total of 100 athletes are to compete in the taekwondo competition at the 2010 Singapore Youth Olympic Games.
“Through the camp, we emphasized that taekwondo is part of the Olympic Movement and we are the Olympic family,” said WTF President Choue. “Under the taekwondo spirit, we contribute to the promotion of peace and harmony and help facilitate friendship and a special bond among the taekwondo family.” “As part of our efforts for youth education, the WTF will continue to promote the practice of the Olympic Values Education Program among taekwondo practitioners around the world,” he said. The camp featured a forum on the practice of the Olympic Values Education Program (OVEP) in Seoul on Aug. 6. The 2009 WTF OVEP Forum, the first of its kind among International Sports Federations, took place at the Olympic Parktel in Seoul. Dr. Wu Ching-kuo, the IOC member from Chinese Taipei, and Dr. Tomas Ganda Sithole, director of the IOC International Cooperation and Development Department, delivered their key-note speeches at the forum.

Under the topic “The Educational Values of Olympism,” Dr. Sithole said, “It is important to note that the WTF is the first of the recognized International Federations to consider formal adoption of the OVEP, a very important step indeed, considering that the IOC has launched the Youth Olympic Games, whose first edition will be held in Singapore next year, and whose main element is education.” The young camp participants, aged 14 and 17, also had a precious time with four Olympic gold and silver medalists on Aug. 8, while receiving intensive
training on kyorugi, or sparring, and poomsae, or a fixed form of movements from Korean taekwondo masters on Aug. 7 and 8. Highlighting the camp, four Olympic taekwondo medalists delivered their experience and thoughts on taekwondo in Muju. The four were Prof. Jung Kuk-hyun of Korea, a four-time gold medalist at World Taekwondo Championships and the gold medalist at the 1988 Seoul Olympic Games; Mr. Hadi Saei Bonehkohal from Iran, the gold medalist at both the 2004 and 2008 Olympic Games; Mr. Huang Chih Hsiung of Chinese Taipei, the silver medalist at the 2008 Beijing Olympic

WTF PRESIDENT DELIVERS SPECIAL LECTURE ON OVEP WTF President Chungwon Choue delivered a special lecture on the Olympic Values Education Program (OVEP) in Muju, North Jeolla Province in Korea on Aug. 7, 2009. The special lecture, which took place at the Yeche Cultural Center in the county of Muju, drew more than 300 people, mostly participants in the inaugural World Youth Taekwondo Camp. The camp is jointly being organized by the WTF and the Taekwondo Promotion Foundation. Under the topic “Projecting the Olympic Spirit through Taekwondo,” WTF President Choue said, “Olympism is similar to the taekwondo spirit. So you are practically learning the Olympic values while practicing taekwondo.” “Taekwondo as a martial art is not just fighting or self-defense. But it is training of your body, mind and spirit. It is a sport of peace and harmony,” Dr. Choue said. “While meditation and training, you learn virtues such as self-reflection, selfdiscipline, confidence, courtesy, patience, and respect for others, especially for your parents and elders.” Through taekwondo training, Dr. Choue said, you can learn how to overcome yourself. He cited the case of the American legendary thrash metal band Megadeth leader, Dave Mustaine. Mr. Mustaine, who now serves as a WTF goodwill ambassador of the world, told Korean journalists years ago that “Taekwondo is a great discipline and the source of confidence … it helped me eliminate a bad lifestyle of drug and alcoholism. It helped me believe in myself and find the strength in myself that I never knew that I possessed.” Like the Olympic values, the martial art-sport of taekwondo places great value on etiquette, respect among practitioners, fair play and excellence, Dr. Choue said. “No matter whether you win or lose, you should be able to embrace your opponent,” Dr. Choue said. He cited the Korean athlete Moon Dae-sung, who won the gold medal in the men’s +80kg at the 2004 Athens Olympic Games by knocking out his final opponent from Greece. “After the match, Moon hugged his opponent, and ran around the gymnasium together with his opponent, their arms around each other’s shoulders and their respective national flags in hand,” he continued. “From Moon’s gesture, we could see core values of Olympism: friendship and fair play spirit. Such sportsmanship increased the great strength of our sport, and demonstrated strong

points of takwondo discipline and manners to the world.” He said that another example of taekwondo spirit comes from Hadi Saei Bonehkohal who won the World Fair Play Award in 2005. Hadi won the gold medal at both the 2004 Athens Olympic Games and the 2008 Beijing Olympic Games. “Hadi received the award because he decided to auction off all of his medals – those he won from the Olympics and various taekwondo tournaments – to raise money for the victims of a massive earthquake in Iran in December 2003,” Dr. Choue said. “His act of donating those proceeds to the people devastated by the earthquake won him enormous praise. “As such, taekwondo is much more than a martial art. It is attracting attention from people all over the world because it combines the three key elements of Olympic sport, training, and a person’s spirit,” he said. “Through taekwondo training, practitioners learn the importance of fair play. Remember that fair judging and model behavior by athletes and coaches based on fair play is greatly helping enhance the image of taekwondo in international sports circles.” Dr. Choue said, “Under the taekwondo spirit, we contribute to peace and harmony of the world and facilitate friendship and a special bond among the taekwondo family.”“Don’t forget that you are part of the Olympic Movement. If you live on the taekwondo spirit, you are a walking example of the Olympism. Be proud and be confident. Because you have the amazing spirit and values in you as a taekwondo person.” Dr. Choue’s special lecture was followed by an introduction of OVEP (Olympic Values Education Program) by Dr. Ju-ho Chang, president of the Korean Olympic Academy.

Anti-DOPING
The WTF has strengthened its anti-doping efforts over the past several years in compliance with the WADA Code and it plans to expand the education in the year 2010. In 2009, the WTF offered a series of anti-doping education opportunities for officials of national teams at major events. A series of anti-doping education in 2009 were aimed at providing general information about anti-doping and updated Anti-doping Administration Management System (ADAMS) to officials and coaches of member national associations. On May 2008, the WTF General Assembly unanimously accepted the 2009 World Anti-Doping Code, thus becoming only the second international federation to do so. In 2009, the WTF invited Dr. Kyu-Hwan Lee, Director of International Cooperation of the Korea Anti-Doping Agency (KADA), and Dr. Paul Viscogliosi, WTF Medical Committee Chairman and WTF TUEC (Therapeutic Use Exemption Committee) Chairperson, to provide a comprehensive anti-doping knowledge and worldwide anti-doping efforts initiated by WADA to the participants in WTF anti-doping education held in conjunction with Head of Team Meeting on Oct. 13 at the Scandic Copenhagen Hotel on the occasion of the 2009 WTF World Taekwondo Championships in Copenhagen and on Nov. 29 at the Cairo Stadium in Cairo, Egypt on the occasion of the 2009 WTF World Taekwondo Poomsae Championships. In addition to these programs, the WTF also provided the same education on Aug. 8 to officials and coaches of WTF member national associations who participated in the World Youth Taekwondo Camp held in Muju, Korea, the site of the Taekwondo Park, in commemoration of the inaugural Youth Olympic Games in Singapore in 2010. Dr. Paul Viscogliosi, WTF Council Member and Chairperson of the WTF TUE Committee and Doping Review Panel, attended the TUEC Chair Symposium organized by WADA in Strasbourg, France on Dec. 11, 2009. Now all the international taekwondo athletes, who are included in the Registered Testing Pool (RTP) set by the WTF based on the WTF World Ranking System, are required to file their whereabouts information in detail for out-of-competition testing on ADAMS associated with WADA by online and the failure to do so is considered a violation of anti-doping rules.

WTF ANTI-DOPING RULES FOR OUT-OF-COMPETITION TESTING The following explains that you are required, under the Anti-Doping Rules of the WTF, to provide us with information about where you can be found for purposes of out-of-competition testing during the following period: April 1, 2010March 31, 2011. Repeated failure without proper excuse to provide this information, or to be available for testing at the location(s) you specify, will constitute an anti-doping rule violation under the Anti-Doping Rules, the sanctions for which are a period of ineligibility to participate in sport for 12-24 months (first offence) or more (for second and subsequent offences). It is therefore important that you read this letter very carefully and take great care to comply with its requirements.

You must therefore comply with the following requirements. You must notify us of where you will be for each day of the next quarter, is for each day of the period from (1 April, 2010 to 30 June, 2010/1 July, 2010 to 30 September, 2010/1 October, 2010 to 31 December, 2010/1 January, 2011 to 31 March, 2011) by providing the following information: 1. Our preferred method for providing whereabouts information is WADAâ&#x20AC;&#x2122;s on-line whereabouts management system, called the Anti-Doping Administration and Management System, or â&#x20AC;&#x153;ADAMSâ&#x20AC;?. ADAMS allows you to enter your whereabouts information directly and accurately in an easy, secure and convenient manner. Instructions on how to use ADAMS are enclosed with this letter. Deadline You must enter the required whereabouts information using ADAMS no later than April 1, 2010. Updating Whereabouts Information

Please note that any other anti-doping authority with the requisite authority under the World Anti-Doping Code may test you Out-of-Competition at any time, whether using the whereabouts information that you are providing or otherwise. Sanctions for Non-Compliance It is very important to ensure that you file the required whereabouts information by the deadline specified above. A failure to do so without adequate excuse will constitute a â&#x20AC;&#x2DC;Filing Failureâ&#x20AC;&#x2122; under the Anti-Doping Rules. It is also very important that you file accurate information about your whereabouts, and that you update this information as soon as you know of any change of plans, so that you are available for testing at the declared whereabouts if an ADO seeks to test you. A failure to be available at the whereabouts you specified for the 60minute time-slot without adequate excuse is a â&#x20AC;&#x2DC;Missed Testâ&#x20AC;&#x2122; under the Anti-Doping Rules. If you commit three Filing Failures and/or Missed Tests in one 18-month period, that constitutes an anti-doping rule violation under the Anti-Doping Rules, for which the sanction is a ban of between 12 and 24 months (first offence) or more (for second and subsequent offences).
Personal Responsibility You may wish to have your coach or agent assist you in complying with these whereabouts requirements. That is permitted. However, please note that you remain personally responsible for any failure to comply with the requirements of the Anti-Doping Rules. As with any other anti-doping rule violation, a tribunal would not accept a plea that you delegated the task to someone else and should not be blamed for his or her failure to carry it out properly. ANTI-DOPING HISTORY IN SHORT The practice of enhancing performance through foreign substances or other artificial means is as old as competitive sport itself. Ancient Greek athletes are known to have used special diets and stimulating potions to fortify themselves. Strychnine, caffeine, cocaine, and alcohol were often used by cyclists and other endurance athletes in the 19th century. An athlete named Thomas Hicks ran to victory in the 1904 Olympic Marathon in Saint Louis, with the help of raw egg, injections of strychnine and doses of brandy administered to him during the race.
1920s
1990s
First Attempts By the 1920s, it had become evident to sport officials and federations that restrictions regarding drug use in sports were necessary. In 1928, the IAAF (International Amateur Athletic Federation, now the International Association of Athletics Federations) became the first International Sport Federation (IF) to ban the use of stimulating substances. Many other IFs followed suit, but restrictions remained fundamentally ineffective over the years as no tests were performed.
A New Agency for a New Mission
Doping became more prevalent with the onset of synthetic hormones. These were invented in the 1930s but became used more and more frequently for doping purposes during the 1950s. In 1966 UCI (cycling) and FIFA (football) were among the first IFs to introduce doping tests in their respective World Championships. In the next year, the International Olympic Committee (IOC) instituted its Medical Commission and set up its first list of prohibited substances. Doping controls were first introduced at the Winter Olympic Games in Grenoble and at the Summer Olympic Games in Mexico in 1968. The deaths, from doping-related causes, of two high-profile athletes during the 1960s led to the intensification of these activities.
1970s Tests Begin to Show Results Most IFs introduced drug testing by the 1970s. A reliable anabolic steroid test method was introduced in 1974, resulting in a marked increase in the number of drug disqualifications in the late 1970s—notably in strength-related sports such as throwing events and weightlifting. While the fight against stimulants and steroids was producing results, the main front was rapidly shifting to blood doping. The IOC banned blood doping as a method in 1986 and included erythropoietin (EPO) in its list of prohibited substances in 1990. An EPO detection method (approved by WADA) was first implemented at the 2000 Summer Olympic Games in Sydney.

In 1998, a large number of prohibited medical substances were found by police in a raid during the Tour de France. The scandal led to a major reappraisal of the role of public authorities in anti-doping affairs.
The Anti-Doping Administration & Management System (ADAMS) was developed for this purpose. It is a Web-based database management system that simplifies the daily activities of all stakeholders and athletes involved in the anti-doping system.
The Tour de France scandal highlighted the need for an independent international agency that would set harmonized standards for anti-doping work and coordinate the efforts of sports organizations and public authorities. The IOC took the initiative toward this goal by convening the First World Conference on Doping in Sport, in 1999 in Lausanne, which resulted in the Lausanne Declaration on Doping in Sport.
Registered Testing Pool (RTP) The pool of top-level athletes established separately by each International Federation and National Anti-Doping Organization who are subject to both In-Competition and Out-of-Competition Testing as part of that International Federation’s and National Anti-Doping Organization’s test distribution plan. Each International Federation shall publish a list which identifies those Athlete included in its Registered Testing Pool either by name or by clearly defined, specified criteria.
The Lausanne Declaration called for the creation of a global anti-doping agency, composed and funded equally by the IOC and governments. In November 1999, WADA was established to fill this role with temporary headquarters in Lausanne.
1980s Tests Begin to Show Results In 1963, France became the first state to enact anti-doping legislation. While other countries followed suit, international anti-doping cooperation during ensuing years was mainly conducted through activities within the Council of Europe. During the 1980s, there was a marked increase in cooperation between international sports authorities and various governmental agencies; however debate regarding definitions, policies and sanctions was still taking place in several disparate forums. One result of this disharmony was that doping sanctions were often disputed and sometimes overruled in civil courts.
In 2002, following a Foundation Board vote in Tallinn, Estonia, in August 2001, WADA established its headquarters in Montreal. The Montreal headquarters were inaugurated in April 2002, with the formal opening of the Agency’s European Regional Office that same year. Additional Regional Offices were opened in 2003 in Tokyo (for Asia/Oceania) and Cape Town (for Africa), followed by Montevideo in 2005 (for Latin America).
Athlete Whereabouts The ADAMS allows athletes to enter their information from anywhere in the world. Those without internet access may designate a representative such as their AntiDoping Organization (ADO) to enter their information on their behalf. This function also helps stakeholders share whereabouts information, crucial for maximizing the element of surprise and the efficiency of unannounced out-of-competition testing.
WADA has effectively promoted, coordinated and monitored the global fight against doping in sport since its inception, and to this day it continues to take advantage of its global presence and unique international mandate to strengthen and expand all areas of anti-doping activity.
Therapeutic Use Exemptions (TUE) Athletes, like all others, may have illness of conditions that require them to take particular medications. If the medication an athlete is required to take to treat an illness or condition happens to fall under Prohibited List, a TUE may give that athlete the authorization to take the needed medicine.
ADAMS Under the World Anti-Doping Code(Code), WADA has an obligation to coordinate anti-doping activities and to provide a mechanism to assist stakeholders with their implementation of the Code.
Athletes who have been identified as included in the WTF’s RTP or who is entered in an international event which is approved by the WTF may only obtain TUE in accordance with the WTF anti-doping rules. The current International Standard for TUE went into force on Jan. 1, 2010.

TAEKWONDO PARK IN MUJU, KOREA TO HOUSE WORLD TAEKWONDO ACADEMY The Taekwondo Park in Muju, Korea, whose ground-breaking ceremony took place on Sept. 4, 2009, will house the World Taekwondo Academy, a global taekwondo education and research center designated by the World Taekwondo Federation.
“On the occasion of the 2009 Taekwondo Day, I would like to offer my congratulations on the ground-breaking of the Taekwondo Park,” said WTF President Choue in a video-taped message for the participants in the event.
The Taekwondo Park, which will serve as the mecca of takwondo worldwide, is scheduled to open in 2013, with a total construction cost of $185 million.
“The World Taekwondo Academy, which will be located in the Taekwondo Park, will serve as an international academic center of the WTF for studies, education and research of taekwondo,” he said.
The ground-breaking ceremony drew about 1,500 people from at home and abroad, with the attendance of WTF President Chungwon Choue and Mr. Dai-soon Lee, chairman of the Taekwondo Promotion Foundation, which is in charge of the construction and operation of the Taekwondo Park. Among the dignitaries were Korean Prime Minister Seung-soo Han; Mr. Wan-joo Kim, governor of North Jeolla Province; Mr. Dae-ki Kim, the second vice minister of the Korean Ministry of Culture, Sports and Tourism; Mr. Yong-sung Park, president of the Korean Olympic Committee; and Mr. Sye-kyun Chung, chairman of the main opposition Democratic Party. The event, which took place on the 2009 Taekwondo Day, also attracted four members of the International Olympic Committee (IOC): Mr. Ivan Dibos from Peru, Mr. Phillip Walter Coles from Australia, Mr. Samih Moudallal from Syria, and Mr. Daesung Moon from Korea.
Dr. Choue said, “The WTA, the Korean version of the International Olympic Academy (IOA) for the Olympic sport of taekwondo, will be the home of about 70 million taekwondo practitioners around the world.” The WTF Rules and Regulations stipulates, “The WTF designates the World Taekwondo Academy in Korea to function as an international academic center of the WTF for studies, education and research of taekwondo.” On Aug. 15, 2009, an international symposium on the development of taekwondo curriculum for the WTA was held at the University of Berkeley in the United States. The results of the symposium will be presented at the 2nd International Symposium on Taekwondo Studies on Oct. 12 and 13, 2009 on the occasion of the 2009 WTF World Taekwondo Championships in Copenhagen, Denmark.
About 650 taekwondo leaders, including 70 foreign taekwondo masters, attended the ceremony. Eight taekwondo grandmasters, who are over the age 70 and have served abroad over 30 years, received citations from the Korean culture, sports and tourism minister. 18 other taekwondo masters also received citations.
“To meet the growing educational demands worldwide, a new educational system is required. That is WTA. WTA is an educational institute, where leaders from all social standings, students and professionals related to taekwondo spread taekwondo spirit and Olympic spirit, and study taekwondo philosophy,” said a participants in the symposium.
Taekwondo Promotion Foundation Chairman Lee, who also serves as a vice president of the WTF, made a brief history of the Taekwondo Park project, followed by congratulatory speeches by Korean Prime Minister Han and North Jeolla Province Governor Kim.
The WTF designated Sept. 4 as Taekwondo Day at its General Assembly in Ho Chi Minh City, Vietnam in 2006, and has since marked the day. On Sept. 4, 1994, the IOC decided to adopt taekwondo as an official sport of the 2000 Sydney Olympic Games.
During the ceremony, VIPs wrote some congratulatory words on Korean paper to mark the occasion, which will be later inscribed on the cornerstone of the Taekwondo Park. The highlight of the event was when VIPs pushed the button to ignite the blast to break the ground for the Taekwondo Park.
In 2007, the Korean government enacted a law on taekwondo promotion and the establishment of the Taekwondo Park. On Sept. 4, 2008, the Korean government and the four taekwondo organizations, the WTF, the Kukkiwon, the Korean Takwondo Association, and the Taekwondo Promotion Foundation, jointly celebrated the Taekwondo Day.
