Let us show that ‘Diversity shines here’ in inCheon

F

irst of all I would like to offer you a warm welcome to Incheon, Korea – host city for our 17th Asian Games.

With the participation of all 45 National Olympic Committees from the five zones of the Olympic Council of Asia, once again the Asian Games will be a celebration of unity and peace as well as a festival of sport and youth. More than ever, in such a troubled year, we need everyone to come together in a spirit of friendship and harmony – and what better way to achieve this than through the Asian Games! We are very proud of our Asian Games in the OCA, because they have enjoyed an unbroken sequence going right back to the first edition in 1951. This is a remarkable achievement in itself, and shows the resilience and fortitude of the Asian people as well as the vision and determination of the sports leaders throughout the continent. As the slogan for the Incheon Asian Games - “Diversity Shines Here” - indicates, this is a time to put aside our differences and to celebrate our unique cultures and characteristics, while at the same time showing respect and goodwill to all our fellow guests. This 17th Asian Games gives 4.5 billion Asian people the opportunity to build bridges and to point the way forward to a peaceful new world. We all have our own part to play, so let’s start here and now.

T

he President of the Association of National Olympic Committees, HE Sheikh Ahmad Al Fahad Al Sabah, has provided more details on the inaugural ANOC Gala Awards Dinner to be held in Bangkok, Thailand, on November 7. The awards will recognise the achievements of athletes and NOCs around the world, and will be held every two years after this first event to coincide with Rio 2016, PyeongChang 2018, Tokyo 2020 and so on. The awards will be decided by a carefully selected committee.

oCa noMinates yu Zaiqing for anoC viCe PresiDent

T

he OCA unanimously approved the nomination of China’s Yu Zaiqing to be Vice President (Asia) on the ANOC Executive Council at an Extraordinary General Assembly in Kuwait on June 4. Mr Yu, who is an IOC Vice President, was the only candidate. His nomination - by OCA and ANOC President HE Sheikh Ahmad Al Fahad Al Sabah - was met with a round of applause. Sheikh Ahmad said Mr Yu would be nominated at the ANOC General Assembly in Bangkok, Thailand, in November, and his term of office would be for four years. The Chinese sports official thanked Sheikh Ahmad and the General Assembly for their support and trust. “I will try my best to satisfy the needs and expectations of the NOCs and I will do my best for the athletes without political, commercial or religious influence. I will never let you down,” he said. In other news from the Extraordinary General Assembly:

he International Olympic Committee announced on July 11 that HRH Prince Nawaf Faisal Fahd Abdulaziz has resigned from his position as President of the Saudi Arabian Olympic Committee.

As his membership of the IOC was linked to his function as President of the NOC, it therefore ceased at the same time.

The IOC member and President of the Olympic Council of Malaysia said: “Education is something that is very important to me, and something also that is central to the ties that bind the Commonwealth.” Glasgow is the host city for the XX Commonwealth Games.

BriDgestone joins toP PrograMMe through to 2024

Commission Chairman, President of the Japanese Olympic Committee and Vice President of the Tokyo 2020 Organising Committee, said: “I am delighted that a leading Japanese company, Bridgestone, will become the 11th Worldwide TOP Partner and the second TOP Partner to commit through to 2024.

he IOC announced on June 13 that Bridgestone has joined The Olympic Partner (TOP) worldwide sponsorship programme through to 2024. The announcement was made at a joint press conference hosted by IOC President Thomas Bach and Masaaki Tsuya, CEO and Chairman of the Board of Bridgestone, in the 2020 Olympic Games host city Tokyo, where Bridgestone’s global headquarters are located. Bridgestone is the world’s largest tyre and rubber company, and will now partner with the IOC, Olympic Games organising committees and all 204 National Olympic Committees and their Olympic teams. he World Air Sports Federation (FAI) announced on June 6 that the 2015 edition of the FAI World Air Games has been awarded to the United Arab Emirates and will be held in Dubai.

This multi-discipline event will be organised by the Emirates Aerosports Federation and will take place over a period of 12 days in December 2015. It is the only world competition that brings together the various different air sports. A meeting between FAI’s representatives and a delegation from the UAE was held on Wednesday, June 4, in Lausanne, Switzerland, where final discussions led to the signature of a Memorandum of Agreement by Dr. John Grubbström, FAI President, and His Excellency Nasser Al Neyadi, President of the Emirates Aerosports Federation.

PyeongChang 2018 PresiDent resigns

T

he President of the PyeongChang Organising Committee for the 2018 Olympic and Paralympic Winter Games, Kim Jin-sun, announced his resignation on Monday, July 21, during an executive staff meeting at POCOG’s Seoul Office.

In his speech to employees, President Kim said: “PyeongChang 2018 is at a turning point for the latter half of its Games preparation, which requires more detailed planning and execution. “At this critical juncture I believe that PyeongChang 2018 needs new leadership and a stronger system that will effectively carry out various Games-related projects. This is why I decided to resign as President of POCOG.” Ten days later, on July 31, POCOG held its 10th General Assembly in Seoul and officially approved the appointment of Cho Yang-ho, chairman of Hanjin Group, as its new president.

Cho was the head of the successful PyeongChang bid committee, and his appointment was met with widespread approval within the IOC.

tokyo 2020 CaLLs on new generation

T

okyo 2020 presented its new project “Creating Tomorrow Together” on July 14 to collect ideas from Japan’s younger generation on the preparations and delivery of the Olympic Games in six years’ time.

The new initiative builds on the “Discover Tomorrow” theme of the bid campaign.

Athens 2004 Olympic hammer-throw champion and Tokyo 2020 Sports Director Koji Murofushi visited an elementary school in Tokyo to explain the Olympic values and instill Olympic fever. “We want to inspire the new generation with the Olympic Spirit,” said Murofushi. “They are the future of our nation; that’s why we want them to be actively involved in our preparations.” Children across the whole of Japan will have the opportunity to contribute to the “Creating Tomorrow Together” project by writing an essay in which they will describe their dreams for 2020 and the future they want to build for Japan by Games time.

AlMAty, BeIJINg ANd OSlO MOve fOrwArd IN 2022 rACe

T

he IOC Executive Board unanimously agreed on July 7 that Oslo (Norway), Almaty (Kazakhstan) and Beijing (China) would progress from the Applicant City Phase to the Candidate City Phase in the bid to host the Olympic Winter Games in 2022. Each city was encouraged to produce a bid best suited to their own unique circumstances, with a sustainable legacy one of the key factors.

Almaty hopes to become a sports, tourism and convention hub in Central Asia, while Beijing wants to build on the success of the 2008 Olympic Games, create a winter sports centre for China and spark a boom in the winter sports industry. The three candidates must submit their detailed candidature files and guarantees by January 7, 2015, after which the IOC Evaluation Commission will visit the cities. The IOC Session in Kuala Lumpur on July 31, 2015, will select the 2022 Olympic Winter Games host city.

Sport Arbitration forum in kuwait

T

he Olympic Council of Asia hosted the tri-continental Sport Arbitration Forum for National Olympic Committees from Africa, Asia and Oceania at the Salmiya Holiday Inn, Kuwait, from June 4-5. The President of the Court of Arbitration for Sport (CAS), John Coates, welcomed the legal representatives of the NOCs to Kuwait. There were over 100 delegates in total, with 45 from Asia, 44 from Africa and 15 from Oceania. The two-day programme was packed with information, advice

and case studies presented by experts in the field of sports arbitration, providing the delegates with a wealth of knowledge to take back to their respective NOCs and contribute to a smooth and cohesive process. Mr Coates, who is also an IOC Vice President, thanked HE Sheikh Ahmad Al Fahad Al Sabah for his loyal support of CAS in his various roles – as President of the OCA and ANOC and as Chairman of the IOC Olympic Solidarity Commission. The Australian sports leader informed the forum that the number of arbitration cases had jumped from 40 in 1994 to 408 in 2013, that the number of employees had increased from three to 24 and the operating budget had climbed from 1 million Swiss Francs to 12 million Swiss Francs as CAS had become established as the supreme court of sport.

Sheikh Ahmad thanked the delegates for attending the forum, and said the fact that 104 NOCs were represented proved the interest in the subject and the value of the presentations.

CAS Ad-HOC COMMIttee fOr INCHeON ASIAN gAMeS

C

ourt of Arbitration for Sport (CAS) President John Coates believes the OCA is leading the way in sports arbitration after inviting CAS to set up an ad-hoc division at this year’s Asian Games in Incheon, Korea. It will be the first continental games to use this instant, dispute-resolving process following the Olympic Games and Commonwealth Games.

CAS will set up an ad-hoc committee for the duration of the Asian Games, September 19 to October 4, providing arbitrators and legal service free of charge. The ad-hoc committee will involve six people, five from Asia and one from Australia, and provide an office at which aggrieved parties can file their case. They are hoping to resolve any disputes within 24 hours.

ore than 100 athletes and coaches from 31 National Olympic Committees took part in the OCA Swimming Youth Camp at the Hamad Aquatic Centre in Doha, Qatar, from June 18-28.

Thanks to a rich and varied itinerary offering expert advice and modern training methods for swimmers and coaches alike, the participants accumulated a wealth of knowledge to take back to their own domestic development programmes. In addition to the training sessions, the athletes and coaches were able to bond in friendship and mutual respect thanks to a tour of ancient and modern Doha, the Museum of Islamic Arts, a visit to the anti-doping laboratory of Qatar and to the high-tech Aspire Zone, one of the top sports centres in the world.

The Qatar Swimming Association also gave the athletes and coaches the chance to put their new-found experience to the test by inviting them to compete in their flagship event – the 6th Qatar International Championship from June 24-26, featuring 37 events in two age groups, 13-14 years and 15-16 years. On the last day of the camp, the swimmers and coaches received a participation certificate issued by the OCA, the Qatar Olympic Committee, swimming world governing body FINA, Olympic Solidarity and the Qatar Olympic Academy. The FINA appointed course instructor was Jim Fowlie of Australia. As well as organising the training sessions for the young swimmers, he also held a daily coaching clinic for the coaches to bring them up to date with all the latest coaching methods and swimming techniques. The clinics were welcomed by the Asian coaches.

I have also benefited from the coaching clinic which has refreshed my knowledge and taught me new techniques.”

Huang Chih Yung, a 1998 Bangkok Asian Games bronze medallist and head coach of National Taiwan Normal University, added: “This has been a great camp not only for the athletes but also for the coaches. I have been to many overseas training programmes and worked with many coaches, and I have really enjoyed it a lot here in Doha with my Asian counterparts.” Fowlie, the FINA expert from Australia, was full of praise for the Hamad Aquatic Centre and said the key to success for Asia in swimming was the coaching. “Swimmers often come and go but the coach is always there,” he said. “Coaches need to be equipped with the latest knowledge in order to be competitive and to keep their swimmers competitive. Coaches need to communicate with each other and share their experience and knowledge, so this OCA swimming youth camp has offered this opportunity to all of them.”

OCA is organising a second Youth Camp in Doha, Qatar, this time for track and field athletes, from September 1-14. Each NOC can send one athlete (aged 15-17) and one coach for each of the two disciplines - long jump and middle distance running. T

he OCA Culture Committee invited all 45 NOCs to join its inaugural Asian Kids’ Art Competition connected to the 17th Asian Games in Incheon, Korea, from September 19 to October 4. Coordinated by the Chairman of the OCA Culture Committee, Mohammad Al Kamali, the competition was launched on June 1 and aims to project the ideas and vision of a new generation of Asian Games supporters. Athletes at the Asian Games will vote for first, second and third places from a shortlist of five, and the winners will receive their prizes during the closing ceremony on October 4. The 45 NOCs were asked to organise their own art competition

for children aged between 11 and 15, and children could choose from one of three themes: My Asian Games, My Hopes Sport as a Way of Life Our Tradition, Our Culture NOCs sent the best entry of their own competition to the OCA Culture Committee, and a panel of judges selected the top 10. These 10 entries from 10 different NOCs were then sent back to the NOCs, who chose the best five to make up the shortlist for the Asian Games vote. The top three will receive a gold, silver or bronze medal, a certificate and a cash prize.

he OCA’s 45 member NOCs will be able to learn from industry experts and broaden their horizons in sports marketing and sponsorship at a special event being organised on the sidelines of the Incheon Asian Games in Korea. The first OCA Partnership Summit will take place at Songdo Convensia on Sunday, September 21 – two days after the opening ceremony of the 17th Asian Games. An impressive list of speakers has been confirmed, and their presentations will be supplemented by a series of panel discussions and networking breaks. The event will also provide the attendees with the opportunity to form new contacts, exchange ideas in the field of sports marketing and sponsorship and, in general, learn how to expand the Olympic brand in their own environment. The OCA President, HE Sheikh Ahmad Al Fahad Al Sabah, will deliver the welcome address, and each NOC is permitted to

he flame for the 17th Asian Games in Incheon, Korea, was lit in the birthplace of the Asiad - New Delhi, India - on Saturday, August 9.

In a ceremony befitting of Olympia in ancient Greece, a High Priestess lit the torch from the rays of the sun reflected in a parabolic mirror on the pitch of the famous Major Dhyan Chand National Stadium – home of the first Asian Games in 1951.

The VIP guests in New Delhi included OCA Secretary General Raja Randhir Singh, IAGOC President Kim Young Soo and Korea’s Ambassador to India, HE Lee Joon-Kyu, while the relay runners included the OCA’s Director of NOC and International Relations, Mr Vinod Tiwari, and Indian athletes from the Olympic Games and Commonwealth Games.

The occasion brought together around 500 VIP guests from the Indian and Korean sports communities, Olympic Council of Asia, Incheon Asian Games Organising Committee and national and city governments. It also signaled the start of the torch relay, as 40 torch bearers ran a 5km route on the historic Raj Path to set the scene for the 17th Asiad. The

It gives me immense pleasure to welcome the torch after 63 years.” In 1951, 489 athletes represented 11 NOCs in six sports; from September 19 to October 4 this year, around 9,000 athletes from 45 NOCs will compete in 36 sports – highlighting the massive growth of the Asian Games down the decades.

T

he Olympic Council of Asia and Incheon Asian Games Organising Committee joined forces to celebrate “Super Sunday” on June 1 in the countdown to Incheon 2014. Not only did the two organisations hold their eighth and final Coordination Committee meeting, they also visited the Athletes’ Village and the new Asiad Main Stadium to take part in the launch of the Smart Torch Relay. The “Cheer Asia” campaign and the Asian Games slogan “Diversity Shines Here” were awarded a Certificate of Excellence in both the Asia-Pacific PR Campaign of the Year and the Best Use of Broadcast/Video categories. IAGOC signed a contract with Chinese e-commerce company Alibaba Group Holding Limited in Beijing on July 16 to sell Asian Games tickets to Chinese visitors. he OCA and Incheon Asian Games Organising Committee have travelled far and wide to promote the 17th Asian Games, which will take place from September 19 to October 4, 2014.

The Fun Run activities began in 2011, and the OCA added two more elements to the promotional campaign from 2012 – the Fun Learn Quiz and Youth Reporter Project.

With the enthusiastic support of the National Olympic Committees, the OCA and IAGOC were able to introduce the Asian Games to a new generation of sports-lovers throughout the continent. City

T

he stage is set to welcome the Olympic world to the island paradise of Phuket, Thailand, in November to witness the phenomenon known as the Asian Beach Games.

the Phuket event will give the international observers the opportunity to see the excitement and potential of this modernday sports and cultural carnival.

Started by the OCA in 2008, the Beach Games have quickly established themselves as a hot property due to the relatively low cost of hosting and the high returns in tourism promotion.

Organising committee PABGOC held the Chefs de Mission Seminar for team leaders on June 25, with an afternoon venue tour of hotels and beach locations following a morning of presentations and question-andanswer sessions at the Holiday Inn Resort Phuket.

This fourth edition of the Asian Beach Games, set to run from November 14-23, will showcase the exotic splendour of Phuket through the six venue clusters staging 168 events in 26 beach and sea sports. Not only will the Games attract 6,000 athletes and officials from the 45 NOCs, but also many of the most influential people in the Olympic movement who will be travelling to Phuket from the ANOC General Assembly in Bangkok. n OCA delegation visited the host city of the 8th Asian Winter Games in 2017 and awarded high marks for the preparations and venues.

“The winter sports facilities are world-class and the people of Sapporo and Hokkaido are very passionate about their winter sports.

Led by Honorary Life Vice President Wei Jizhong and the Director of the OCA’s Asian Games department, Haider Farman, the delegation spent two days in Sapporo and Obihiro on the most northerly of Japan’s four main islands, Hokkaido.

“For these reasons we are sure that Sapporo and Obihiro will host a very successful Asian Winter Games in 2017 – just one year before the Winter Olympics in PyeongChang, Korea.”

Sapporo will provide 10 of the venues for the 8th AWG, while Obihiro will stage the speed skating at Meiji Hokkaido-Tokachi Oval. “Sapporo has a lot of experience in hosting major winter sports events, including the Olympic Winter Games in 1972 and the first two editions of the Asian Winter Games, in 1986 and 1990,” said Mr Wei.

obituary oCa, Chinese taiPei noC Mourn Loss of Dr Chang

CA Honorary Life Vice President Dr Feng-Shu Chang passed away on June 1 at the age of 87. Dr Chang was a former President of the Chinese Taipei Olympic Committee (CTOC) and a long-serving Chairman of the OCA Finance Committee. Born in 1928, Dr Chang graduated from the Political Science Department of National Taiwan University and received a Master of Political Science degree from the University of New Mexico. He enjoyed a distinguished career as a sports leader and politician, becoming a council member of Taiwan Province in 1960 and Magistrate of Pingtung County from 1964 to 1972. He served as Mayor of Taipei City from 1972 to 1976 and was Minister of the Interior from 1976 to 1978. Dr Chang was President of the Chinese Taipei Sports Federation (1987-1989), President of the CTOC (1987-1998) and then Honorary President of the CTOC (1998-2014). During his tenure as CTOC President, Dr Chang helped to ink an agreement with the Chinese Olympic Committee to initiate sports exchange between the two NOCs, and established a common protocol module for Chinese Taipei sports delegations to perform in the international sports arena. Dr Chang was elected Chairman of the OCA Finance Committee in 1989 and served in this role until 2011, when he was awarded

SultAN AzlAN SHAH

T

he Olympic Council of Malaysia (OCM) and International Hockey Federation (FIH) announced the passing of Sultan Azlan Muhibbuddin Shah, President of the Asian Hockey Federation since 1990 and FIH Executive Board member, on May 28. He was 86. His Royal Highness was a talented hockey player and distinguished lawyer. In 1965 he was elevated to the High Court of Malaysia and at 37 years old became the youngest High Court Judge in the Commonwealth. He ascended the Malaysian throne to become the Yang di-Pertuan Agong in 1989 and

reigned until 1994. Sultan Azlan Shah was Vice President of the OCM from September 29, 1976 to November 3, 1984, and was Chef de Mission of the Malaysian contingent to the 1976 Olympic Games in Montreal.

HOwArd H. BAker Jr

I

t was with great sadness that the IOC learned on June 30 of the death of Howard H. Baker Jr, a former US Senator and one of the original founding members of the IOC Ethics Commission 15 years ago.

Baker was appointed to the Commission by former IOC President Juan Antonio Samaranch and contributed to the fundamental reforms that the IOC introduced at the time to turn it into a more transparent and accountable organisation.
