St. Paul new Zoning Codes support greater housing density Children’s Theatre Company announces World Premiere of Morris Micklewhite and the Tangerine Dress Saint Paul City Council last week approved changes in the zoning code to expand housing opportunities in the city. The City Council action means or greater housing density, accessibility, and affordability incentives while nurturing a diverse and sustainable community. “This is an exciting development and a big step toward achieving the goals outlined in our 2040 Comprehensive Plan,” said Mayor Melvin Carter. “With these changes, we are investing in the housing supply and expanding affordable housing and wealth-building opportunities for all of our residents.” The changes reflect research by Saint Paul’s Planning and Economic Development department through its 1-4 Unit Housing Study. The study revealed community interest in a greater variety of housing types. The new zoning amendments allow neighborhood-scale housing, such as duplexes, triplexes, fourplexes, accessory dwelling units (ADUs), townhomes, and cluster developments, to be built in every part of the city. “The revised zoning regulations reflect the collective vision of a more inclusive and equitable Saint Paul,” said Nicolle Goodman, Director of Saint Paul Planning and Economic Development. “We are excited to work alongside community in implementing these changes.” “I appreciate the very

Melvin Carter Mayor of Saint Paul thoughtful work that went into this proposal,” said Council President Amy Brendmoen. “I believe the changes we passed today will create more opportunities and options for density and housing choices in our City.” Allowing more neighborhood scale housing is an important part of Saint Paul’s comprehensive housing strategy. These zoning changes will increase Saint Paul’s overall housing supply and bring more rental and ownership opportunities for current and future residents. ABOUT THE ZONING CHANGES Create new residential zoning districts H1 and H2: to

replace the existing, singlefamily-only R1, R2, R3, R4 districts, other low-density RT1RT2 districts, and some lowerdensity Planned Development (PD) districts. The standards for these districts and the semirural single-family only RL district are also revised. Both districts allow for a variety of neighborhood-scale housing options including but not limited to duplexes, triplexes, fourplexes, accessory dwelling units (ADUs), townhomes. Update regulations for accessory dwelling units: to increase the allowable size and number allowed per lot (up to two ADUs per single family home). Add density bonus options: for ownership housing

affordable to households earning 80% of area median income (AMI) or rental housing at 60% AMI; or for retaining an existing home; or for family-sized (three or more bedroom) units. Incentivize keeping existing homes: with the above density bonus options as well as greater flexibility to add two attached ADUs if the singlefamily home is existing. Update the cluster development ordinance: for greater flexibility in 1-4 unit housing development and lot layouts in exchange for an open space requirement. Create more and updated design standards: including some that are tweaked

Children’s Theatre Company (CTC) is presenting the world premiere of the play Morris Micklewhite and the Tangerine Dress, based on the acclaimed children’s book by Christine Baldacchino with illustrations by Isabelle Malenfant. Morris likes lots of things: doing puzzles, painting pictures, pretending to be an astronaut, and wearing a tangerine dress from his school’s dress-up box because it “reminds him of tigers, the sun, and his mother’s hair.” But some of his classmates think boys can’t wear dresses because … well, because they’re boys. With his vivid imagination and space-animal friends, Morris travels the galaxy in search of an answer to the all-important question: “Do astronauts wear dresses?” Morris Micklewhite and the Tangerine Dress runs through November 19, 2023 at CTC’s Cargill Stage (2400 Third Avenue South Minneapolis MN 55404). “When I first read Morris Micklewhite and the Tangerine Dress, I was immediately intrigued by the delightful cover art which showed a spaceship, a quirky and unusual planet, and a little boy in a bright orange dress,” said CTC Artistic Director

Peter C. Brosius. “I loved the celebration of imagination, the tenderness of a child’s exploration, and the innate curiosity of this young boy. It was filled with innocence, whimsy and the joy Morris found in expressing all aspects of himself. I knew this could make a fabulous play. When we read the plays of juliany taveras we knew we had found a playwright of immense creativity and wonder and when we paired juliany with director Heidi Stillman, whose work has been filled with invention and delightful theatricality, we knew that we had the right team to bring this story to life. We can’t wait to share it with you.” “One of the strongest motivations behind anything I create—really, behind all I do—is the desire to offer to the world that which my younger self needed, wanted, and deserved,” said playwright juliany taveras. “Working on Morris Micklewhite and the Tangerine Dress is such an honor in part because it allows me to do just that, to celebrate and uplift a story of self-love and collective care. Morris’s journey of self-expression, of embracing one’s whole self— and his community’s journey of

ABOUT THE 1 TO 4 UNIT HOUSING STUDY Saint Paul’s Zoning Code controls how much housing can be built in

certain parts of the city. These requirements make it difficult to build enough new housing to fix Saint Paul’s current housing shortage. City Council Resolution 18-1204 and the 2040 Comprehensive Plan call for studying ways to allow more neighborhood-scale housing in all areas of Saint Paul. To

accomplish this goal, the City of Saint Paul initiated the 1-4 Unit Housing Study. The 1-4 Unit Housing Study had two phases: Phase 1 of the study focused on small housing, accessory dwelling units, and small parcels. These amendments to the zoning code were adopted by the City

Council on January 19, 2022, in City Council Ordinance 22-1 and went into effect March 5, 2022. Phase 2, the broader and more in-depth part of the work, focused on evaluating additional zoning flexibility to support greater housing diversity. Following technical analysis and community

engagement, staff drafting of a proposal, a public hearing at Planning Commission, review of public comments, and a recommendation by the Planning Commission on August 18, 2023, the City Council also held a public hearing on October 4, and has now voted to adopt the zoning amendments.

The Many Colors of My Hijab Sharing Our Stories

By: W.D. Foster-Graham Book Review Editor THE MANY COLORS OF MY HIJAB By Fartun Nur There’s been a welcome change in children’s books over recent years, and that change has been the representation of diversity as it relates to gender, ethnicity, LGBTQ, and cultures. Fartun Nur brings us another gem of this change in her book, The Many Colors of My Hijab, illustrated by Fatima Jillani. Our story opens with Hasna, a Muslim girl who is looking forward to her first day of school. She wants to look her best, so she goes through her wardrobe to find the right dress, plus the perfect hijab to match it. Color coordination is everything, and Hasna comes up with an excellent choice for her outfit: a red dress with white flowers and a white hijab.

The positive response to her outfit made Hasna feel happy and proud, which carried over into the different outfits and hijabs she wore over the coming days of school. She made new friends, and noticed that on occasions, her new friend Liya wore a color that matched Hasna’s hijab, or a class assignment had a color that did so. This story is inspiring, showing Hasna’s confidence and pride in who she is without having to sacrifice her identity and cultural heritage to be part of her class. Her mother’s example, encouragement, and support is priceless. I loved the teaching moments Hasna brought to her class, as well as highlighting the words with their appropriate colors. The Many Colors of My Hijab is available through Amazon and the Minnesota Black Authors Expo website, www.mnblackauthorsexpo. com. Thank you, Fartun, for your beautiful contribution to making children’s books a kaleidoscope, and thank you, Fatima, for your part in bringing this book to fruition. Representation matters!

Ethnic cleansing “in the name of God” in Gaza Hobb servation Point

By Chuck Hobbs For those unaware, my very first Facebook suspension (first of seven) happened less than a decade ago when, following another round of Palestinian revolutionary groups launching ineffective rockets into Israel, the overwhelming Israeli military response which led to the deaths of innocent Palestinian civilians moved me to post a picture of a Muslim father burying his son who had been killed by an Israeli bomb. While that first suspension was short—three days to be exact—before the post was deleted by the Facebook police, I spent a number of hours responding to social media trolls who tried to paint me as an anti-Semite simply because I condemned the disproportionate military response by the Israeli Defense Force. Well, that was damnable lie then--and remains a damnable lie to this very day. You see, the sad reality is that far too many people in our world equate criticism of Israel’s political or military moves to being against Judaism and the Jewish people! To hold such a mindset

takes a radical suspension of logic and the older I get, the more I realize that some people simply lack logical reasoning skills to aid them in understanding right vs. wrong—or truth vs. fiction. I am also old enough to understand that when it comes to the world’s three largest monotheistic religions, Judaism, Christianity, and Islam, some people surrender their logical reasoning skills in deference to their interpretation of the Torah, Bible, or Koran. Which is sad because, if you separate what your Rabbi, Pastor, or Imam taught in their sessions about your faith, you would realize that in the realm of politics: *Religion had LITTLE to do with modern Israel being created in what was called British Palestine in 1948. Rather, what we call Israel today was (and remains) the latest EuroAmerican colonial creation, one that had been contemplated for several decades before the antiSemitic Adolf Hitler’s regime killed six million European Jews during the Holocaust, but was hastened as a Jewish homeland to repatriate survivors of that horrific historical event. *There were many thousands of Jews already living in Palestine circa 1948, but when the European survivors arrived with U.S. and British backing over the next two decades, by the end of the Six Day War that Israel won over its Arab neighbors in 1967, a militarily powerful Israel had

The death toll rises each day among Palestinian civilians… implemented many of the same apartheid/segregation policies that were endemic in America from the “Manifest Destiny” taking of lands from Native tribes, on through slavery and the Jim Crow segregation era that lasted until the mid-1960’s. *The idea “that lands have been won and lost during wars from the beginning of time” is true, but it doesn’t make it right! Thus, the idea that Palestine was ripe for the U.S. and Great Britain to help European Jewish refugees to take over the cities, towns, and

lands that were predominantly Muslim for a millennia still doesn’t mean that those Palestinians that are still alive who remember their lands being taken in the 1940’s, and the generations that have followed, shouldn’t feel raw about the fact that in some places, they can’t even visit the graves of their ancestors in what was once Palestine, but is now Israel! I strongly believe that in equating disagreement with Israeli political and military policy with being anti-Semitic, those who do so are cut from the

of civilians is wrong no matter who is doing the killing! After several millennia of wars that culminated with the worst one of all, World War II, logic would hold that surely the world would have learned its lesson by now? But the world has learned very little because, to be bitingly real, too many of its inhabitants are only focused on suffering if it impacts them and their families—not if it hurts others that they may never meet and simply don’t care about! Which is sad because I truly lamented the deaths of Israeli civilian men, women, and children 12 days ago, and I truly lament the deaths of every Palestinian civilian man, woman, and child who has died in the days since! Palestinian deaths, mind you, in their small home (Gaza) within the larger home (Palestine) that was taken and renamed Israel without their consent or political voices less than 80 years ago! In the meantime, I will continue to pray for peace and an autonomous Palestinian state to join Israel and the rest of the so-called United Nations in the years ahead… Subscribe to Hobbservation Point By Chuck Hobbs · Hundreds of paid subscribers “Real Politics in Real Time” Chuck Hobbs is a freelance journalist who won the 2010 Florida Bar Media Award and has been twice nominated for the Pulitzer Prize for Commentary.

very same cloth as those who believe that kneeling during the Star Spangled Banned or burning the American flag is sacrilege and anti-American. I disagree with that notion and further aver that governments and their leaders are SUPPOSED to be questioned, and military engagements MUST be criticized AND governed by the laws of war as codified in the Geneva Conventions! Ergo, one can logically criticize Hamas for terror attacks on Israeli and American civilians last week, while at the same time believing that Palestinians have gotten a raw deal for nearly 80 years and deserve their OWN autonomous homeland! One can also logically criticize Prime Minister Benjamin Netanyahu and the Israeli military for its response to the Hamas terror attacks—a response that has killed thousands of Palestinians civilians including those that the United Nations and “Doctors without Borders” have condemned for targeting Palestinian medical centers, ambulances, and civilian centers. Now, I know that my words won’t mean much to those who, in their own interpretation of the Judeo-Christian faiths, will shun recent history and political events to believe what they learned about Armageddon in church school long ago. But for everyone else who is open minded and believes in the separation of church and state per the First Amendment of the Constitution, lest we forget that the indiscriminate killing
