2015 INTRODUCTION Our 25th anniversary year was both a pleasure and a triumph. A pleasure in that our core collective bargaining message was disseminated to a countrywide audience via meetings and social media. A triumph in that it was our best financial year in nearly a decade.

However, we also faced our difficulties. We experienced an unusually high turnover of staff which had a negative impact on our sales and promotions strategy, problems partly negated by a corresponding reduction in expenditure. However, reducing staffing and activity levels in not a sustainable strategy, particularly as we enter a ruthless, anti-trade union period in UK politics. With that in mind, we are now rebuilding our staffing structure to ensure we have the resources to inform the debate and disseminate the arguments. We believe that our positive financial position and our new staffing structure, mean we can approach the difficult Tory years ahead with strength and determination. ADMINISTRATION Administratively it has been a turbulent year. Carolyn Starr our Events Officer, left in July 2014 and Treena Johnson our Administration Officer left in January 2015. As an interim solution we appointed two temporary members of staff in July 2014 to cover work on events and communication.

Beth McNally works two days a week on events and Claudia O’Brian works two days a week updating our website and producing our weekly News Brief. In the longer term, the Officers agreed to reshape our staffing structure and rebuild our staffing complement back to three full time members of staff. In April 2015 James Harrison was appointed as National Coordinator, responsible for admin, finances and events. Our next appointment will be a Development Officer, tasked with taking our message out via the website, social media and the press. We hope to have that person in place by the end of this year.

MEMBERS AND SUBSCRIBERS Our membership figure currently stands at 79 of which 41 are trade union representatives.

Our subscription numbers have increased for the fourth year on the run, up from 624 in 2013 to 652 last year. Individual subscriptions have increased from 304 to 312, trade union branch subscriptions are up from 209 to 212 and commercial/library subscriptions have increased from 23 to 26. We have 9 international subscribers (up 1) and 44 free subscribers – people who speak at IER events (up 10). This welcome increase in numbers is despite a university cancelling its central subscription package for students, resulting in our student subscriptions falling from 47 to nil. However, we suspect that many of those students now subscribe direct as we have seen an increase in our reduced rate subscribers, which now stands at 49. Once again our electronic subscription list has grown substantially. Last year we reported an impressive 5,527 people were receiving our e-alerts – up 2% on the previous year. This year our electronic subscribers total 5,886 – an increase of over 6%. That increase in online activity is not, unfortunately, reflected in online sales. Last year we reported sales worth £14,569. This year we report a figure of £12,816.11. However, we had less to sell last year and fewer people to sell it! Nevertheless, we still managed to recruit 36 new subscribers via the website and 34 existing subscribers also decided to renew online.

Collective bargaining was also the theme of a piece of commissioned work from the North West TUC. They approached us to prepare a report assessing the impact of the decline in collective bargaining in the region. At the end of the production year we also had two further publications waiting to be produced. They followed the popular Myth Busting formulas with one looking at Business Myths by David Whyte and one at access to justice myths by Andrew Moretta. However, production was delayed and will now be published early in the 2015/16 year.

many of our events for the year. Our main project remained focused on promoting our ideas around the need for sectoral collective bargaining. Our planned tour with a theatre company on the theme of collective bargaining did not materialise. However, we did win funding for a short YouTube clip starring Keith Ewing and John Hendy which has been a popular addition to our website and has been viewed at a number of events around the country. We also fed those themes into a series of regional events organised in association with CLASS and the Campaign for Trade Union Freedom. Events took place in London, Liverpool, Cardiff, Leeds and Glasgow.

Our final publication was our popular Labour Law Highlights 2014 – a brief summary of the main developments in statutory and judicial decisions, produced by our team of barristers at old Square Chambers – Rebecca Tuck, Stuart Brittenden, Betsan Cridle and Claire BowsherMurray.

Our World of Work project is now up and running. Andrew Moretta started his PhD of the same theme in September and we have had a number of meetings with him and his academic supervisors at Liverpool University. PUBLICATIONS Last year we produced 5 of our promised 6 publications, two of which we published in association with the Centre for Labour and Social Studies (CLASS). The first was on Trade Unions and Economic Inequality by Lydia Hayes and Tonia Novitz. The second was an Election 2015 special, focusing on what’s at stake in the election for work, pay and trade unions. Both publications were very well received and set down a precedent for shorter, more graphic style contributions to our library of work.

In terms of responses to government papers, last year we made a submission to the BIS Inquiry into TTIP, focusing on its impact on Labour Rights (Keith Ewing and John Hendy). We also responded to the Law Society’s consultation on the future of employment tribunals (Nicole Busby, Michael Ford, Morag McDermont and David Renton). Following our submission last year, we sent a response to Richard Baker MSP’s Consultation Paper on Culpable Homicide (Scotland) Bill (Steve Tombs and David Whyte). CONFERENCES AND EVENTS In 2014-2015 the Institute held a total of 8 events, 5 in London and 3 in Liverpool – 9 fewer than in the previous conference cycle. This was a conscious decision following falling numbers at events due to cuts in facility time. We agreed to focus on our successful conferences and limit

According to our in-house records, total receipts from the 8 IER events held was £20,376, down from £34,174. However, given the steep decline in the number of events held, we can say that the average income for each event increased by £500. Looking to the future, we need to assess whether the reduction in expenditure mitigates the reduction in receipts, to assess whether reducing the number of events is sustainable. If not, how best we fill that income gap.

Employment Law Update was once again our best attended conference, with 87 delegates attending the Liverpool event. We also organised a high profile panel of speakers to address the question of what trade unions want after the election. That event attracted 68 delegates in London but the ideas reached a far wider audience thanks to the accompanying four page special pull-out in the Morning Star. Next year the Institute aims to hold at least 8 events, 5 in London and 3 in Liverpool. Depending on the result of the election and the programme of the incoming government, additional events can be added to our schedule as required. EVENTS FOR 2015-16

A total of 431 delegates attended IER events this year which is a decrease of 205 delegates when compared to the total number of delegates attending all our 13-14 events. However, numbers at our most popular events saw an increase of 173 delegates. This is a rise of 39% in Liverpool and 41% in London, averaging a 40% total increase for our popular events.

Our blogs are the most visited pages on the website, with most blogs receiving around 500-800 visits each this year. The most popular blog was visited 9,000 times. The numbers contributing to our blog space have also grown, up from 35 to 40. A new video on collective bargaining featuring John Hendy and Keith Ewing has been viewed 500 times since it was published in February, and a new resource on Access to Justice has been viewed 316 times since it was published late March. The number of users of the website has increased by 7.5%. This may reflect an increased Twitter presence - traffic coming to the website from twitter has increased by 120% this year. The IER’s twitter account now has 787 followers, compared to 516 this time last year. Many tweets get retweeted, with the record for retweets being 363 times, significantly expanding the audience of our website pages. Given the growing significance of social media as a means of accessing news, it seems appropriate that improving our twitter presence and acquiring more followers be a point of focus going into the next year. Our plans to run 4 specialist “webinars” a year have not yet materialised but we hope to revisit those plans once our Development Officer is in place. Plus, we aim to improve how we present our weekly News Brief. CONCLUSION As we enter this first year of what could be a 5 year Conservative government we know times ahead will be hard. Trade unions and their members will remain at the forefront of protecting living standards. As such they will face attacks from politicians keen to suppress opposition and stifle collective action. It’s already started.
