1 Managing the WEC Motorcycle

A motorcycle will be provided to every WEC for logistical support. This resource once provided, will be government property. However, despite thefactthatthemotorbikewillbecomegovernmentproperty,theWECwill stillberesponsibleforthetotalmanagementofthemotorcycleatalltimes.

USE OF MOTORCYCLES

Use of motorcycles by the WEC shall be accordance with following conditions

 Motorcycles should only be used by WEC and no other persons are authorisedtousemotorcycles;

 Motorcycles should only be used for official business purposes as agreedwithEQUIP-Tanzania;

 WEC should use the motorcycle in line with the United Republic of Tanzania prevailing laws, rules and regulations, including those for trafficanduseofgovernmentmotorvehicles/reflectivejackets;

 A WEC should always wear protective gears such as helmet and highlyvisible/reflectivejacket;

 A log-book must be maintained by WEC indicating among other things: date, destination, purpose of trip, odometer reading at the beginning, and upon returning. The log-books are available in stationaryshopsandeachWECmustpurchaseone;

 WEC should update a monthly mileage report, including mileage coveredandfuelconsumption.AtemplateoftheMotorcycleMonthly MileageReportisattached

 WEC should exercise due care and attention and should not drink alcoholwhenridingthemotorcycletoavoidunnecessaryaccidents

 WEC must abide by any PMO-RALG guidelines for the use of motor vehicles

2 Drivers Licenses

AllWECsmusthaveafullorprovisionallicenseinordertolegallyridethe motorcycles. Districts will support WECs with driver’s lessons which on completion will enable WECs to move from a provisional to a full drivers license.

WECsmusthavealegalfullorprovisionallicensetodrivethemotorcycles.

Licensing

WECswhohaveneverownedordrivenamotorcyclewillberequireapply foraLearnerdriving licence H- Provisional License forlearnersallowing themtodrivemotorcyclesover125cc.ThisislicensecategoryA.

Types of License

The system of driving Licenses will comprise of various categories of classesofdrivinglicensesasfollows:-

Motor cycles

A -License to drive motor cycles with or without a sidecar and whose capacityexceeds125ccor230kg

A1 - Licenses todrive motor cycles without sidecar andwhose capacityis lessthan125ccor230kg

A2 –Licensetodrivemotorpoweredtricyclesandquadricycles

A3 –Licensestodrivemopedwhosecapacitydoesnotexceed50cc.

Applying for a Driving License

Requirementsforafulldriver’slicenseinclude:

 Must have attended a recognised driving college and awarded a drivingcertificate

 Mustbemorethan16yearsofagetodriveamotorcycle.

 Musthavealearner/provisionaldrivinglicense

 Mustundergoatestfee-GRR

 Musthaveaneyetestcertificate

 Musthaveappliedtothetrafficpolicefortesting

TheDistrictwillorganiseandfinancedrivingcoursesforWECsinorderfor themtoreceiveadrivingcertificate.

3 Motorcycle logbook and mileage report

Motorcycle Logbook

AllWECsmustmaintainarecordoftheuseofthemotorcycle.Thisincludes dateofuse,destination,purposeoftrip,mileageatthestartofthejourney (via the odometer on the motorbike at the start) mileage at completion of thejourney(viatheodometeronthemotorbikeattheend).

FORM 1A the Motorcycle logbook should be used to record all relevant details of travel on the motorbike. The example below shows how this couldbecompleted.

AmotorbikelogbookisanimportanttooltotheWEC:

(i) It is one of the most reliable ways of keeping the evidence of mileagetravelled,and

(ii) Itisalsoaveryusefultoolthatwouldassistthemotorbikeowner tokeeptrackoffuelusage

(iii) ItwillalsosupporttheWECincompletionofmonthlyactivityand expenditurereports.

All journeys and distances should be recorded and will be checked on a routine basis. WECs will be asked to explain missing records and miles or journeys,whichcouldimpactfuturegrantpayments.

Monthly Motorcycle Mileage Report

In addition to the daily use Motorcycle logbooks WECs should complete a monthly consolidated report on motorbike use and kilometres travelled. This report will detail kilometres at the start of the month (via the odometer),kilometresattheendofthemonthandthekilometrescovered during the whole month. Total fuel purchased during the month should alsobeincluded.

ThemonthlymotorcyclereportshouldberetainedbytheWECthroughout the grant period and signed off by the WEC and approved by the DEO monthly.CopiesshouldberetainedbytheDEOandforwardedtoEQUIPon amonthlybasis.

4 Motorcycle Service Record

Themotorbikeservicerecordcontainsalltheinformationonmaintenance service carried out on the motorbike and when it was done. The significanceofmaintainingamotorcycleservicerecordisto;

(i)Torecordanyspecificproblemsthatwilloccurduringthelifeofthe motor cycle in order to track if the same problems or patterns are reoccurring.

(ii) Maintaining a Service record will keepthe maintenance needs of the motorcycle in order, that is, WEC will know when the motorcycleisdueforservice
