HEALTH CONTACTS Medicines and Healthcare in Ireland today Healthcare in Ireland is going through a period of significant change – an increasing and ageing population, evolving health structures, greater private sector involvement in the health arena, ever increasing public expectations of the service and the development of new treatments which offer hope to patients but which also pose a strong financial challenge to the State. The pharmaceutical industry has recognised that the State faces a challenging period in funding healthcare going forward and has agreed robust, cost effective arrangements for the supply of medicines to the health services. The State has estimated that these arrangements will result in savings of ₏300 million on the State medicines bill in the period through to September 2010, savings which will enable monies to be invested in new therapies for Irish patients. The industry has made an enormous contribution to improving healthcare and easing patient suffering in this country. However, as impressive as advances in pharmaceuticals have been, our work is far from over. Millions of people with serious diseases and conditions, and a health care system struggling with rising costs and gaps in quality, can benefit from new medicine discoveries. It is important that further stimulation and reward for innovation continues to ensure that we get more breakthroughs to cure or prevent disease, reduce disability and improve the quality of life of Irish patients so that they may live longer, healthier and more active lives.

The Department of Health and Children together with the Government and the Minister for Health and Children are at the head of the health service provision in Ireland. The Department’s main role is to improve the health of the nation through policy formation, policy evaluation and planning at a strategic level. Each year, the Department of Health and Children allocates funding to the Health Service Executive (HSE). Each HSE Area then makes decisions about how they will distribute available resources to the agencies in their area. The Department takes account of a range of factors determining what proportion of the funding should be allocated to each HSE Area. These factors include the cost of providing services in the previous year, pay costs, health service developments and funding for agreed specific items. The Department of Health and Children is divided up into the following divisions: • • • • • • •

VOLUNTARY HEALTH AND PATIENT ORGANISATIONS There are an extensive number of voluntary health and patient organisations in Ireland that provide advice, information, services and support to patients and families about health issues. These organisations play an integral role in the provision of advice, counselling, sharing of experience, information and support to families and the wider community. Some of the larger voluntary and patient support organisations in Ireland operate on a national basis, and have extensive networks of local links. The involvement and participation of the voluntary and community sector in Ireland in providing advice, information and support at local and national level can be extremely helpful for patients and families. ENTERPRISE CONTACTS THE MEDICINES INDUSTRY IN IRELAND TODAY The international research-based pharmaceutical industry is critical to the health of the nation as it plays a critical role in the Irish economy. More than 120 pharmaceutical companies have a presence in Ireland, of which 13 of the world’s top 15 pharmaceutical companies have substantial operations. The industry directly employs over 24,500 people, half of which are third level graduates, with as many again employed in the provision services to the sector. The industry contributes approximately €3 billion annually in taxes to the State. Pharmaceutical production in Ireland currently generates nearly 50 percent of the country’s exports contributing to making Ireland the largest net exporter of medicines in the world. Nearly €7 billion has been invested by the pharmaceutical sector over the last nine years in a period when job growth in the sector has averaged 1,000 annually. According to IDA Ireland the replacement value of the investment by the pharmaceutical sector in the Irish economy is over €40 billion. Despite the large-scale production carried out in Ireland, there is scope to develop the industry’s research and development activity and move it up the value chain. In 2005 pharmaceutical R&D in Ireland totalled €150 million, compared with €4.8 billion in the UK.
