2013 is certainly eager to pass us by. In a month’s time, we will be ushering in a brand new year. Here are some fun facts on the month of November that I am sure will have you checking your calendars. Did you know that November starts on the same day of the week as February and March and it ends on the same day of the week as August every year, except during leap years? Last month, Budget 2014 was the talk of the town. A short survey conducted on our website revealed that consumers felt that foreign property buyers were driving up property prices and called for the higher stamp duty and taxes to be imposed. Aside from that, respondents also wanted the government to deliver better control on house prices, 32% want better public transportation and 31% want more low cost and affordable housing schemes introduced. Find out whether these requests were met and what was delivered on page 42. Aside from that, this month, we focus specially on the development and urbanization of Petaling Jaya. We would also like to take this opportunity to wish all our Hindu readers, a Happy Deepavali and our Muslim readers Salam Maal Hijrah/ Awal Muharram. Happy Reading!

Moving in a convoy, the Harley Owners Group Malaysia and Ducati Club Malaysia teams started the friendly ride at the entrance of the UEM Sunrise Showcase in Mont’Kiara and arrived safely at Symphony Hills, Cyberjaya, the expedition’s destination. Each team was made up of two bikes with a maximum of four persons. While in Symphony Hills, the bikers participated in a ‘hunt’ which required them to answer Symphony Hills-related questions among other challenges. In the evening, the bikers were treated to dinner, presented with prizes and entertained at the Opera House clubhouse.

3 S11 HOUSE The S11 house is located in an established older suburb of Petaling Jaya. The existing old house on the site was built in the early 1960’s and had become dilapidated and run-down over the years. A new green tropical house was planned for the site and conceptualized along the lines of a tree. The large tree canopy would cover and shelter the living spaces underneath it. The S11 House was designed to achieve the highest
level Platinum rating of Malaysia’s Green Building Index (GBI). There were five significant existing trees on the site. Three very old and sculptural frangipanis, a large star-fruit and a coconut palm tree. All these were retained and the new house was set in the midst of them. Much of the demolished old house materials were re-used. Old crushed concrete roof tiles for gravel fill, old clay bricks were cleaned and re-used for feature walls, roofing timbers were used for formwork strutting and propping, old steel were all sold off to steel yards, crushed concrete and cement aprons were re-used for backfilling aggregate. The S11 house has a clear north-south orientation for all its openings and windows. The east and west walls were deliberately void of any significant glazed openings and were constructed of better insulated aerated light weight concrete blocks. In addition they were coated in heat reflecting paint in camouflage motif and also shaded by a wire netting screen wall of fruit and vegetable climbers. These would help to reduce much of the heat gain through the east and west walls. The large tree-like canopy roof is constructed of lightweight recyclable profiled steel metal sheets coated in a light off-white colour to minimize heat absorption.

5 The roof insulation comprises 200mm thick 50kg/m3 rockwool and two layers of heat reflective foil. A 200mm thick ventilated air space is left between the metal ceiling lining and the rockwool to further improve heat insulation. The overall roof U value is an impressive 0.14. The glazing comprises 9.38mm thick low-E safety laminated glass with a 90% openable area. The overall building envelope OTTV is 29.63. A specially designed wind turbine combined with a steel framed glazed pyramid provides the house with “stack effect� ventilation and light pipes. These 15 numbers of turbines are driven both by wind as well as convection when the air within the glass pyramids heat up as a result of the greenhouse effect. A 3 degree differential is enough to spin the turbines by convection. The large canopy roof is pitched at 5 degrees to facilitate self cleaning of roofing material and solar panels. A 5 KW peak photovoltaic installation is mounted unto the large canopy roof and the generated electricity is sold back into the national electric grid. The solar hot water heaters are also located on the large roof area. Rainwater collected on the canopy roof drains directly into the series of rainwater harvesting tanks. These are aligned in series for sedimentation control and the

6 water from the last tank is used for all the toilet flushing, gardening and car washing requirements. All the tap fittings and sanitary wares have water saving and reduction valves. The majority of the house has bare natural finishes – raw off-form concrete walls and ceilings, cement plastered walls without paint and natural fair-faced common red clay brickwork. Stonework for bathrooms, driveway and Ground Floor living areas all come from project rejects. The timber flooring and upper decks are all Forest Stewardship Council (FSC) certified whilst

the ground floor decking timbers are old recycled chengal collected over many years. Limited surfaces are painted with Low VOC paints. All internal joinery work has low VOC content and also water based glues. The 1m X 1m modular book shelves are all made from recycled waste plywood off-cuts with low VOC coatings and water based glues. The modules are stackable and can be relocated with ease in the boot of a car. The double volume Family room is located on the first floor and the 7m high full sliding glass walls facilitate maximum cross ventilation whilst also opening up the entire internal living space unto the outdoor deck. Lighting for the house are predominantly energy saving T5 tubes, LEDs and compact fluorescents. The house has full home office capability with Cat5 fibre-optics and broadband connections.

The swimming pool and koi pond are located at the two extreme north-south ends and provide evaporative cooling for the house. Blackwater is treated in the onsite sewerage treatment plant and the recycled water is used for garden irrigation. A composting yard treats all the household organic and garden wastes and provides high grade compost fertilizer for the vegetable and fruit gardens. All new trees and plants are tropical natives that are generally maintenance free and suitable for the Malaysian climate. The S11 house is Malaysia’s first GBI Platinum (DA) rated building and has won the Gold medal in the Edge-PAM Green Home Award 2011.

A two week online survey about the Budget 2014 which was conducted by iProperty.com Malaysia, the country’s No.1 property portal, revealed what Malaysians were hoping the budget will deliver.

The 2 weeks online survey findings revealed that 74% of respondents felt that foreign property buyers and investors are driving up property prices in Malaysia. “Malaysia is very liberal in terms of ownership of property by foreigners. Compared to neighboring countries, property prices in Malaysia are relatively low. With the Malaysia My Second Home (MM2H) scheme, which has since attracted more than 12,000 applicants, it’s not surprising that Malaysians feel that foreign property buyers and investors are driving up property prices in the country,” explained iProperty Group’s CEO, Shaun Di Gregorio. In response to addressing this, more than 90% of respondents stated that they want the government to impose higher stamp duty and taxes on foreign buyers and investors that intend to purchase property in the country.

Industry leaders were also hoping that Budget 2014 will address the fiscal position of Malaysia to prevent further downgrades as made by global rating agency, Fitch Ratings. He added that in relation to rumors that there could be a possible increase in the Real Property Gains Tax (RPGT) to curb speculation, 54% were divided in their response on wanting the RPGT to be increased and being fine with the way it is. Only 39% of respondents wanted to see a decrease. The RPGT was raised last year from 10% to 15% for properties sold within two years of purchase. For properties sold between two and five years, there was increase from 5% to 10%.

“While the move to increase the RPGT was to curb speculation and to discourage people from buying and selling houses for quick profit, the current levels have not been effective. According to some market analysis, in the last two years alone, prices of houses in some areas of the Klang Valley have increased by between 15% and 30%,” said Di Gregorio. In relation to property prices becoming increasingly difficult for property buyers under the 30 age bracket, close to half of respondents would like the government to introduce other effective schemes by taking into account affordability, inflation and review of current income levels and then introduce other effective schemes. “With property prices averaging around RM700, 000 in the Klang Valley, it is becoming increasingly difficult for the
younger generation to afford a property. So it is not surprising that the people want the Malaysian government to step up their efforts in making housing more affordable,” said Di Gregorio. Barely a month since the government announced an increase in fuel prices, an astounding 84% felt that property prices, especially for new developments will also increase with 71% saying the price will increase up to 10%.

IMPACTS OF URBANIZATION Urbanization refers to a general increase in population and the amount of industrialization of a settlement. It includes increase in the number and extent of cities. BY CAROLINE CHAN Urbanization is the physical growth of an urban area caused by a large migration of people from rural areas that results in the transformation of the urban area for residential, commercial, industrial and transportation purposes. It is also defined as a situation in which the number of people living in cities is greater compared to the number of people living in rural areas in a country. Half of the world’s population now lives in urban areas while the other half increasingly depends upon cities for economic, social, cultural and political progress.

The UK and many European countries were urbanized during the industrial revolution. People migrated from rural areas when the mechanization of farming occurred, to urban areas for employment in the newly opened factories. Today the UK is described as an urban country with 90% of its population living in towns or cities. The rate of urbanization presently is most rapid in developing countries. It is one of the most important drivers of economic growth in a country. In its April 2013 Global Monitoring Report, the World Bank highlighted the fact that urbanization helps pull people out of
poverty and advances progress towards the Millennium Development Goals but if not managed well, can also lead to burgeoning growth of slums, pollution and crime. ECONOMIC GROWTH Urbanization is key for a country to achieve significant economic growth. Urban areas both in developing and developed play an increasing role in wealth creation, attracting investments, enhancing social developments, harnessing of human and technical resources to achieve high productivity. Cities in developing countries often rely on industrialization to achieve this while cities of developed countries rely on the provision of advanced knowledge based services such as finance, insurance, education and entertainment. In most countries, urban settlements account for a larger share of national income. URBANIZATION IN MALAYSIA In Malaysia, the current population of the Greater KL area, which is the country’s largest urban settlement, is only 20% of the country’s total population. It however contributes to more than 30% of the country’s GNI and is the engine of the nation’s economic growth. Malaysia expects 70% of its population to be living in urban environments by 2020. One of the reasons the government wants to encourage urbanization is to achieve its target of becoming a high income economy through growth in productivity. Malaysia’s present urbanization level of 67% and GNI per capita of RM22, 000 is lower than more developed countries such as the US which has an urbanization level of 83% and GNI per capita of RM153,000 or the UK with an urbanization level of 90% and a GNI of RM108, 000. BENEFITS Urbanization provides a concentration of infrastructure, talent, economic and social networks which are important to support economic transformation plans for developing countries such as Malaysia. Research shows that cities have three times the productivity rate of rural areas. There is also a high correlation between levels of urbanization and development. In Southeast Asia, countries with higher levels of urbanization such as Singapore,
Malaysia, Thailand are the most advanced in the region.
Even as population and economic growth continue to propel urbanization, the speed and scale of urbanization experienced today has raised many daunting challenges especially for developing economies. Urbanization can cause problems such as transport congestion, insufficient housing, growth at the expense of environmental degradation. In Asian cities such as Bangkok, Kuala Lumpur, Beijing and Jakarta, the increase in urban traffic is causing disruptive levels of traffic congestion and unhealthy levels of carbon emissions and pollution. Many cities also reflect severe inequalities in housing provision, health benefits and income levels. One of the realities of a rapidly urbanizing world is the relative poverty amongst the socio - economic classes of urban dwellers, a problem often exacerbated by political and social structures practised within the community. CONCLUSION Urbanization has been proven to be a driver of economic growth. For its positive effects to be fully realized by its dwellers, it is important to improve local governance. Cities need long-term strategies to curb physical and social issues so that they can focus on increasing productivity. Infrastructure investment in urban areas can be cost effective. The urban concentration of population and enterprises greatly reduces unit cost of services such as piped water, sewerage systems, roads, electricity, waste disposal and education especially if it is implemented early in the urbanization process.

PETALING JAYA: YESTERDAY AND TODAY The city of Petaling Jaya has come a long way from its humble beginnings as a satellite township of Kuala Lumpur to become a thriving metropolitan area in its own right. - BY ONG XIN YING Fondly referred to as simply ‘PJ’ by locals, Petaling Jaya was first developed by the British as an answer to Kuala Lumpur’s overpopulation problem in 1952. The satellite township’s development commenced that same year with the construction of 800 houses on the former Effingham Estate which measured 486 hectares; many know and identify this area today as ‘Old Town’.
This rapid growth was largely attributed to the large numbers of people migrating from rural areas to the more urban ones. The high immigration rate led to the development of new districts under the PJ municipality’s jurisdiction such as Sungai Way and Subang as well as areas such as Section 52, otherwise known as ‘New Town’, and Subang Jaya.
For many years after its formation, PJ was considered a part of Kuala Lumpur on both an administrative and historical level. It was not until Kuala Lumpur gained its Federal Territory status in 1972 that PJ ceased to be tied to the city and was recognised as a township in its own right within Selangor.
However, in 1997 a boundary realignment exercise saw areas such as Subang Jaya, Bandar Sunway and Putra Heights being placed under the jurisdiction of the then newly formed Subang Jaya Municipal Council, effectively removing those locations from the PJ collective. PJ itself achieved city status in mid-2006.
The first settlements to comprise PJ were built in the collective area known as PJ South, which includes PJ Old Town up to Section 8, in 1953. The subsequent and continued growth of PJ led to the development of what is now called PJ North on the opposite side of the Federal Highway.
Today, PJ is recognised as a key component of Klang Valley due to its industrial elements, shopping destinations and above all its closeness to Kuala Lumpur. Roads are the primary link between PJ and the capital city as well as the rest of Peninsular Malaysia, with the main link being the Federal

Petaling Jaya, and in terms of trains the Kelana Jaya Line of the KL Light Rail Transit (LRT) System services the city. There are a total of five stations belonging to this line in PJ, with several more to be added with the planned extension of the Kelana Jaya Line to as far as Subang Jaya. As a reflection of PJ’s ever-growing prosperity and affluence, numerous establishments catering to the many needs of its populace have sprung up within its boundaries over the years. For example, the city is home to a large number of wellrespected educational institutes, particularly in terms of secondary schools, colleges and universities. These include Universiti Tunku Abdul Rahman (UTAR), Tun Abdul Razak University (UNITAR), Stamford College, MARA University of Technology which can be considered the oldest college in PJ and many more. One in particular that deserves mention is Assunta Hospital, which aside from being one of the city’s most recognisable hospitals is also the first private nursing college to be established in Malaysia. Shopping centres are another long-standing element of PJ. The city’s first shopping complex was the Jaya Shopping Centre in Section 14 which was built in 1974, although the building has been earmarked for redevelopment with demolition and rebuilding works having already begun.
Highway which runs through the middle of PJ. Other highways which further contribute to the city’s road accessibility are the NorthSouth Expressway, Damansara-Puchong Expressway and Sprint Expressway. Residents and visitors of PJ also have public transportation to turn to when seeking the means to move about the city. RapidKL buses make extensive rounds throughout
Numerous other shopping centres have been established in the city over the years, catering to residents and visitors alike, with One Utama, SSTwo Mall, Paradigm Mall and The Curve being some of the area’s notable shoppers’ destinations. Aside from its shopping complexes, PJ also attracts visitors from near and far with its wide array of restaurants and eateries boasting mouthwatering cuisine and delicacies unique to the area. While it is far from being a second Kuala Lumpur, PJ nonetheless has become a property hotspot in its own right and promises to continue growing, particularly thanks to the continued interest of developers and urban migrants which will see more exciting developments materialising within the city.

THE URBANIZATION AND DEVELOPMENT OF PETALING JAYA Petaling Jaya started as a squatter resettlement strategy but it was soon eclipsed by the growing middle class who were attracted by good accessibility, high-quality homes, and well-planned neighbourhoods. Petaling Jaya (PJ) was first developed in the 1950s to cater to the residential needs of Kuala Lumpur’s growing population. Its rapid progress into the thriving city it is today is best attributed to the massive ruralurban migration it experienced between the 1970s and 90s. As more and more people chose to make their home in PJ, its geographical borders were extended to include Sungei Wey, Subang and Seksyen 52 although Subang and its surrounding areas later formed the new and separate municipality of Subang Jaya. Manufacturing too has played a major role in PJ’s development. In the 1980s it became a hub for multinational factories wanting to tap into its urban workforce. Its growth in this sector led to its formation with adjoining Shah Alam, as Selangor’s largest industrial zone. As PJ’s population

grew, its development was accelerated to include a variety of amenities to serve its residents. PJ’s growth from its early days as a township of an assortment of residential precincts, small industrial areas, inadequate infrastructure and limited commercial centres to the full fledged city of it is today, complete with modern residential, commercial, healthcare and educational facilities can only be described as phenomenal. EXPERTS’ OPINIONS We spoke to three prominent experts from the property and development sector, Siva Shanker, CEO - Agency of PPC International and President of the Malaysian Institute of Estate Agents (MIEA), Vincent Ng Eg Sim, CEO of Kim Realty and Tan Keng Heng, Managing Director of Allied Group Property to gain some insight into PJ’s success as a
Shanker summed up his opinion of PJ in two simple phrases. He said that PJ was a township worthy of its own mention and that it was a respectable address by itself. He also highlighted the rapid development taking place in PJ that has resulted in its expansion into an area known as Greater PJ. He mentioned the fact that PJ was becoming a sought after address especially amongst the business community and cited the AmCorp building with its 100% occupancy as an example.

BRIEF HISTORY OF PJ We began by asking our experts to explain PJ’s rapid development from an estate to the thriving city it is today. All three of them commended the city for its impressive rise from a satellite town of the 1950s to the bustling, metropolitan city it has become.
Tan discussed at length the role played by the PJ Town Board, presently known as Perbadanan Kemajuan Negeri Selangor (PKNS) in accelerating its growth. He explained that private lands were acquired by the state authorities body and in turn redesignated into parcels of residential lands under 30/60-years and 99-year titles to individuals for development. He said there were only some parcels of land in PJ, namely in Section 5/6/16 which were held under freehold titles in conjunction with master titles as they are private developments. REGENERATING PJ We also asked about the plans to regenerate PJ by the government which started in 2010

and the success of the strategies employed so far. Both Shanker and Ng spoke about the conversion of much of PJ’s industrial land into commercial areas that allowed developers to build retail centres and office buildings which they agreed unlocked the value of the land. Shanker named Jaya 1, Jaya 33 and Three 2 Square as classic examples of industrial sites that were successfully converted into commercial areas with a much increased value. Ng explained that zoning was introduced by the government to designate certain areas for commercial purposes as with Section 13. KEY PLAYERS When asked to name the key players in the development of PJ, Shanker listed Quill Group of Companies; Crest Builder Holdings Berhad, developer of Three 2 Square; Pelaburan Hartanah Bhd; AmCorp Group; See Hoy Chan and Paramount Corporation. Ng also named Quill, given its extensive investment in the city as well as Mah Sing Group, Sime Darby, LBS Bina Group and Villamas. Tan on the other hand pointed out that development of Section 13 was being led by private developers and individual land owners while
PKNS/Gapurna/MRCB with large landbanks in Section 52 were drivers of its rapid gowth. CHALLENGES IN REGENERATING PJ To the question of challenges faced by the state government and other relevant authorities in regenerating a city like PJ, both Shanker and Ng were of the opinion that the city did not have the necessary infrastructure to support its rapid developments. They cited problems such as public transportation, lack of parking spaces and limited road accessibility in and out of the city as the main hindrances to its growth. Tan, who also agreed that infrastructural problems would delay progress, felt however that regeneration in inner parts of the city was workable especially when the value of vacant redeveloped sites exceeded the value of existing bids on the land in its existing use. He urged the government to always aim for

whole block. But now investors could buy small office lots and rent it out for decent returns with the assurance that its value will appreciate with time.
optimization rather than maximization of land use in a built environment. He recommended that the Majlis Perbandaran Petaling Jaya (MPPJ) which basically has control of land use, utilize planning tools such as density management, plot rationing, development by type, controlling of plinth area as well as the proper provision of setbacks, public roads and car parks in order to achieve optimum output and not maximum profit as desired by developers/individual owners. BOOST PROPERTY PRICES We also posed to them the question of whether the regeneration/renewal of PJ will boost prices of properties in PJ and the neighbouring areas. Shanker believed that regeneration of any area would increase its property prices. Tan too felt the conversion of industrial land to commercial land in PJ will benefit landowners. He named Jaya 33 as a good example of how commercial development has boosted property prices in PJ. INVESTMENT OPPORTUNITIES What were the investment opportunities in PJ was our next question for our experts. Shanker felt that historically residential properties have done well in PJ and will continue to do so. He added that over the last few years, a new investment opportunity in commercial office space has become available to investors. He explained that in the past only large investors could afford to invest in non-residential properties where one would need millions to buy the
POTENTIAL OF A GREAT CITY? One of the questions we asked Shanker, Tan and Ng was, if they felt PJ had the makings of a great city. We wanted to know if it embodied the vital elements which gave a city character such as stability, tradition and culture. We further delved into the opportunities it provided residents in terms of the possibilities it offered, places of communication and networking as well as growing a vibrant culture. Shanker responded by saying that PJ projected a clear sense of a township on its own with an identifiable culture. He said that there were nice dining areas which added to the city’s vibrancy and people could choose to unwind after office hours at PJ Hilton or Armada Hotel as well as also enjoy some of the city’s night life. He named the PJ Arts Centre at Jaya One, University Hospital, other specialist centres and parks as places of rest, recreation and public amenities that cater well to the lifestyle of the people of PJ. STEPS TO BOOST PJ’S GROWTH Our last question to our three experts was, what could be done to boost PJ’s growth. Ng reiterated the need for an efficient transportation network to support the city’s growth and was of the strong opinion that connectivity was important to boost it. He suggested that mass transportation like the underground rail lines would be good for PJ but knew that it did not have the volume to justify such a big investment in a mass transportation system at this point. Shanker felt that PJ still had the capacity for a greater number of high rise buildings despite the glut in office buildings in Klang Valley. He said that PJ had so much potential and it was more widespread, allowing for more space for high rise buildings in the city.

iProperty.com spoke to Dato CJ Khor, REHDA Selangor’s Branch Chairman about the organisation’s role in Petaling Jaya’s development and urbanisation as well as the challenges it faces in pursuit of such a goal.
1 Since its founding, the Selangor branch of the Real Estate and Housing Developers’ Association (REHDA) has sought to become the leading voice in the advocacy and governance of the state’s property industry, which involves helping to ensure that all parties involved are committed to the local property market’s healthy growth.

As the sole state-level representative body for developers, what have been the association’s significant achievements in promoting the proper planning and development of the property industry in Selangor especially in PJ? At the state level, REHDA Selangor continuously engages with state planners on proposed amendments and formulation of new policies and planning guidelines. One of the notable results of this collaboration was a more transparent Bumiputera (unsold units) Release Mechanism. Although it was not entirely what we would have wished for, at least
it is automatic and more transparent as compared with previous processes. REHDA Selangor has always worked with Majlis Perbandaran Petaling Jaya (MBPJ) and is regularly invited to dialogue sessions with the planning department on their local plans and development guidelines. What are the challenges faced by REHDA in the development and urbanisation of PJ? What are potential solutions to the problems? PJ was originally master-planned as a suburban low-density garden city with the main purpose being to house and support the working population of Kuala Lumpur. The original planners certainly did not envisage the tremendous growth that has now engulfed PJ. It is to the credit of MBPJ that it has managed to come up with a local plan despite all the constraints. Large tracts of land are scarce and expensive too. As a result, most redevelopments are on smaller plots of land. This has certainly posed challenges on the provision of supporting common infrastructures. The MBPJ has a crucial role in the coordination of these infrastructures. The state or the Federal government may have to step in especially when it involves major upgrading of traffic systems and the provision of an efficient and reliable public transportation system. Developers have also faced resistance and challenges in convincing long-time and vocal residents on the need to redevelop and urbanize their neighbourhood. Regular engagement with the local residents are necessary but assistance from the local council in resolving such disputes also helps.

REHDA SELANGOR
What are REHDA’s ongoing and future efforts in encouraging the further development of PJ? REHDA Selangor will continue to participate and engage with the MBPJ on matters relating to the development of PJ. We will give our views and keep our members informed. In Selangor, the cost of development has gone up because the Selangor government has imposed a 30% development charge for charge of land use, thus increasing the cost of development. Building materials and labour cost have also increased. How could these issues be addressed or resolved? The 30% development charge and whatever new charges imposed by the State shall ultimately be passed on and be shouldered by the purchasers. Developers are unable to absorb these new charges. In regards to building materials, REHDA’s hope is for a free market, in that all these materials are not controlled by a few companies that can dictate the prices.

As for labour, it is unfortunate that Malaysians have generally shunned site construction work; and hence, the industry is still largely dependent on foreign labour. Much has been said about use of the Industrialized Building System (IBS), but it is generally more expensive unless there is an economy of scale. Faced with pressures of keeping costs down and to keep prices affordable, the IBS is generally not favoured. The government must really provide significant incentives for the industry to promote IBS in a big way. In your opinion, what will the future be like for PJ? I believe PJ is experiencing growing pains in ultimately becoming a major city in Malaysia. It must contend with buildings with higher densities but be supported by adequate infrastructure such as a good road network and efficient public transportation system. Higher density buildings allow for more green spaces on the ground. I think PJ will join the ranks of world-class liveable cities in the future.

Wei-Ling Gallery’s annual 18@8 exhibitions have always been highly anticipated as they bring to the forefront a selection of the country’s most compelling and interesting artists all working within the perimeters of a theme or the exploration of an idea but more importantly allows them the freedom to experiment and encourages them to think out of the box. The 18@8 series is now into its ninth edition after its inaugural debut in 2005 which featured 18 artists at no.8 Jalan Scott (the Gallery’s address). In 2006 the second installment of 18@8 KUL-KHI was presented at the Amin Gulgee Gallery in Karachi, Pakistan while 2007 saw the exhibition back on home soil. In the following two years the exhibition took on a new twist. 18@8-Vice and Virtue in 2008 saw nine selected artists creating two works each corresponding to one vice and one virtue. In 2009, 18@8 1Malaysia:Beyond the Canvas the artists were asked to express themselves outside the confines of the canvas to document their ideas of what 1Malaysia stands for through a central ‘transportation’ theme. Absolut 18@8 saw the artists working on Absolut bottles which were then auctioned off in aid of the SPCA and the following year the gallery and artists worked with IDN to raise RM90, 000 for ACRES through the sale of 18 Robonut toys. This year the gallery will only be working with 12 selected artists in a collaboration with FURLA, the Italian premium leather goods and fashion accessories brand, who will be providing 12 of their coveted Candy Bags to the artists to work on. These ‘art’ bags will go up for auction in December 2013.
For this year’s 18@8 Mirror, Mirror on the wall the main idea stems from the state of the world today and how social media has changed people and the way they view themselves. The idea or concept of narcissism all began with the Greek myth of Narcissus who in a nutshell, was so enamored by his own reflection in the water, eventually bringing upon his death, as a result of him being completely unable to take his eyes off of himself. In the world that we are living in today with the rise and growth of social media and networking, narcissism or traits tied to seem ever more prevalent in most individuals. It seems like we’ve come to a point where self-validation is achieved through one’s popularity on social networking sites and forums. One particular study has even presented the fact that, “young people are just completely convinced that in order to succeed they have to believe in themselves or go all the way to being narcissistic”. To this end each artist has been asked to explore the idea of self-love (be it narcissism: egotism, vanity, pride, selfishness, grandiosity, erotic gratification derived from admiration of one’s own physical or mental attributes, selfadornment, obsession with perfection, acceptance from one’s peers, the list goes on) and come up with one major work which would reflect this theme. This year’s list of 18@8 artists are: Ivan Lam, Anurendra Jegadeva, Choy Chun Wei, Yau Bee Ling, Wong Chee Meng,Hamid Hadi, Azliza Ayob, Ilham Fadlym, Zulkilfi Yuosff, Sean Lean, Cheng Yen Pheng, Kim Ng.

1 WCSC 2013: LIVEABLE CITIES ARE CREATIVE AND COMPETITIVE CITIES A melting pot of ideas and creative solutions for sustainable city living. Kuala Lumpur was host to the ‘5th International Conference on World Class Sustainable Cities 2013’ (WCSC 2013) themed ‘Liveable Cities Are Creative & Competitive Cities’. This year’s conference featured an all-international line-up comprising four distinguished worldclass speakers from Denmark, Australia and the UK, globally renowned for their works and vast knowledge in the areas of urban change that enable cities to be selfsustaining and to future-proof themselves. Transaction prices in KLCC have remained stable for the past few years, unlike many other schemes, no significant increase or decrease noted except for the Binjai on the Park, which has also recorded the highest transaction price per square foot amongst the selected schemes i.e about RM2,000 per sq ft for the past few years and RM3,235 per sq ft in 2013. In terms of transaction, the selected schemes have recorded a total of 368 in 2009, 303 in 2010, 298 in 2011, 216 in 2012 and 46 as at August 2013. Just like many other schemes the transaction amount of secondary products has indicated a sharp drop in 2013, possibly due to the higher entry prices, ample supply of new products and preference towards a new and modern living environment. From the list of ongoing new projects, the newly planned ones are for residential use i.e. serviced apartments, apartments and condominiums and mostly are of luxurious units. Only a small portion of the new projects are for hotels, offices and retails. Tribeca by Low Yat Group and Four Seasons Place by Venus Assets Sdn Bhd asking price is more than RM2,000 per sq ft, whilst many other residential units are asking price is more than RM1,000 per sq ft. Most of the new projects are of a ‘redevelopment’ nature of which the old properties or lands that are not fully utilized at its highest and best use, are being redeveloped into new and modern products to attract local and foreign investors. Instead of growing, KLCC is transforming into a modern city on track with other developed countries. Living environment has changed in terms of quality and sizes and developers are trying to bring in the hotel management teams to manage their buildings providing comprehensive management services and facilities for the residents. Nevertheless great enjoyment comes with a great price too. Services charges of 55 cents per sq ft and above (depending on the services and management team) are charged to the residents for the services.
Size ranges have also become wider to accommodate different needs. Generally property prices in Malaysia are relatively low compared with many other countries. Thus many foreign investors have chosen Kuala Lumpur as their investment target as it has a lower price after conversion of currency and minimum natural disasters.

HOUSING LOAN: REALITY CHECK (PART 1) Part 1 of this article features the questions and answers of being involved in a financial commitment such as a housing loan.
Many young people want to own a house to call home either for an investment or in preparation of starting a family. Unfortunately, many are not aware of the intricacies that are attached with the financial obligations and disciplines that come along with the long span of commitments when one takes a housing loan. Here are some important considerations when buying a property. 1. How many times should the price of a home be relative to a borrower’s annual nett salary, assuming the loan tenure is 35 years? The affordability of property prices should be benchmarked against the buyer’s annual household income. This property price multiplied over annual household income is widely used for evaluating urban markets, has been recommended by the World Bank and the United Nations and is used by the Harvard University Joint Centre on housing. The Affordability Index is solely based on property prices and gross annual household income and does not take into consideration the length of the mortgage. HBA also does not recommend that borrowers take a 35-year housing loan. The maximum tenure that borrowers should take is 30 years and it is to be matched against the retirement age of 60 years. So, if the borrower only buys his first property at say age 35, the maximum loan tenure should be 25 years.
The ideal housing loan tenure is 20 years as it should be the aim of the borrower to achieve financial freedom as early as possible.
HBA does not recommend that aspiring house buyers fall for the common phrases that bankers and developers typically say such as:

‘Your salary will eventually increase’ – This is because as your salary increases, so will your other expenses such as children expenses, - education expenses, etc. ‘You can use your EPF monies to settle at the end of loan period’ – This is because the EPF monies is primarily meant for postretirement expenses. House buyers should not exhaust their EPF monies to repay their mortgage.
If one has a net salary of about RM6,000 a month, the gross salary should be about RM7,000 a month. The annual household income would be RM84,000. In an ideal world, we should be buying properties deemed as affordable which is up to 3.0x the Annual Household Income. However, that could be challenging and HBA would not recommend that aspiring house buyers buy something that is higher than ‘Moderately Unaffordable’.
The keyword is ‘buy what you can afford’. Based on the index below, the maximum price that the said person should be buying ranges from:

4. What should be the maximum percentage of a loan repayment from one borrower’s or a couple’s monthly nett salary? Prior to the Responsible Financing Guidelines which was effective on 1st January 2013, the maximum single loan repayment was 1/3 of the borrowers’ gross income and all loan repayments combined cannot exceed 1/2 of the borrowers’ gross income. Under the Responsible Financing Guidelines, banks are free to set their own maximum loan repayments but assessment of borrowers’ credit worthiness is now based on net income instead of gross income.

INFLATION AND REAL ESTATE Property is a good hedge against inflation. However, if you do not know when and how to buy property you might be setting yourself up for problems.
The long-term investment performance of housing relies principally on two inputs – purchase price and inflation rates. Obviously, buying residential real estate when the housing market is low and there is an inflationary low would be the optimal entry point, and that is exactly what today’s circumstances seem to be offering.

Inflation is not good for many things, but neither is it all bad. The traditional winners during inflationary cycles are hard assets like gold and real estate. The traditional loser is the currency in your wallet. Every cycle is different, but we have no reason to doubt that the upcoming inflationary cycle will produce the typical distribution of winners and losers. Hard assets will win; the currency in your wallets and purses will lose.

HEDGE AGAINST INFLATION It is true that real estate has historically provided a hedge against inflation. In other words, as inflation pushes up the costs of goods and services, real estate values have risen with it. Equally important is the reality that interest rates are in large part determined by prevailing inflationary trends. As inflation rises, fewer people will lend their money out at 2% for five years if inflation is expected to be 10%. They would be losing their purchasing power each year. Without question, a rising inflationary environment would be coupled with rising mortgage rates. Higher inflation and the accompanying higher interest rates will certainly not help house prices in the short term given the current in affordability situation.
If you can see inflation happening, then buying a house would be an excellent move. If inflation is at an all-time high in real estate, you should wait to buy a house. As inflation affects lives and people need to sell their homes, they will be forced to sell for less than it was previously worth. As more homes are put on the market, the competition for the buyer goes up and the prices are reduced. Since there are not as many buyers who can afford to buy a reduced-price house during an inflationary period, the housing market slows down quite a bit. If you have to buy a house during this time, make sure you get a proper BLR (Based Lending Rate) or loan management to protect you from higher interest rates. Why look at BLR Management but not fixed rates? Our banking institutions no longer offer fixed rates but go according to the fluctuation of BLR due to the unforeseen inflationary rate. Yet, other financial institutions such as insurance companies will offer fixed rates but at higher interest rates. Fixed rates could avoid the impact of BLR fluctuations resulting in a compounding interest rate when the interest goes up
but borrowers fail to make repayments according to the right interest rate. With different policies from banking institutions, insurance companies would prefer to offer their fixed rate package to low risk investors and for properties with great appreciation value. Additionally, it is compulsory for the borrower to buy Mortgage Level Term Assurance (MLTA) or Mortgage Reducing Term Assurance (MRTA) from the insurance company. With fixed income you can never totally protect yourself from rising interest rates and inflation, but you can reduce the impact. The most obvious way is to shorten the term of your interest-bearing investments such as paying accurate monthly interest to slash loan tenure. When you pay half of the loan tenure, you are enjoying half of the interest savings. This fixed income group is always referred to as retirees. INVESTING IN REAL ESTATE Nobody wants to work for their entire life. If you keep your money in a bank instead of investing it, your money doesn’t work for

you and you will never have enough money to hedge inflation. By investing your money, it will generate more money by earning rental yield on what you put away or by buying and selling assets that increase in value. Investing in rental properties can generate current income and build equity from appreciation over the years and decades. The best returns on real estate rely upon the use of credit to obtain the leverage of using mortgage facilities. Property well selected, funded and held over the long term will continue to provide security for those who embark on a concentrated program of property investment, especially if they continnously add to their portfolio.
It can escalate their assets to provide extreme wealth. As inflation increases and forces the prices of real estate down, even investors are hesitant to buy. This is because it takes too long to sell the homes. If you have the money to hold an investment property for a year or so, then buying during inflation is good because prices are low. Real estate is one of the first products to react to a growing economy, so as soon as things start to get better, the prices will start to go up again. Again, when buying at this time, one has to beware of interest hikes. As a smart and well prepared real estate investor, you will keep saving to pay for vacant properties with no rental collection for short periods of time or short-fall of rental versus loan repayment for a tenancy. (Over 20 years of economical cycle) Your rental is guaranteed to fetch the current market value. It is a proven record with properties around us. You are paying 2 to 3 times more rental than that recorded for the last 20 years. CONCLUSION We as your strategic BLR/Loan Management partner will optimize every single cent paid for monthly repayments to curb compounding interest onto your loan with interest rates increasing and you can pay off the loan with half of the loan tenure. We believe only nett rental income from real estate creates real wealth. Real rental is securing retirees against inflation in the long term. It is one of the best vehicles to hedge against inflation.

HOUSE BUYING IN CURRENT TIMES Despite the fact that property prices have been rising, it is still possible to buy a home in the current property market. BY CHAN AI CHENG
There are 3 things that one must consider: budget, variety of choices and valuation. SETTING YOUR BUDGET The first issue to consider is your budget. Given that there are monetary controls that are curbing household debt, such as limiting loan tenures to a maximum of 35 years for residential property, and the computation of net income for the disbursement of housing loans, house buyers should check with a bank officer on the amount they can borrow to buy a property. Keep in mind that the amount you may be able to borrow can be influenced by credit rating issues, such as your credit record and how much savings you may have. It may be prudent to consider a budget that is less than the maximum you can borrow. While this may result in less than favourable

choices in respect of residential properties, it does ensure that you are not unduly burdened by your commitments to your housing loan. As a guideline, consider using the Median Multiple (median house price divided by gross before tax annual median household income), which has been recommended by the World Bank and the United Nations to rate housing affordability. There are four rating categories with their respective median multiples: Severely Unaffordable (5.1 & Over) Seriously Unaffordable (4.1 to 5.0) Moderately Unaffordable (3.1 to 4.0) Affordable (3.0 & Under) With this guideline, you can determine your budget for a property that is affordable to you.
WIDE RANGE OF CHOICES AND LOCATIONS House buyers should note that there are many choices in the property market with respect of sizes, types, and locations. Just because properties in a particular locality or of a certain type may be out of your budget, doesn’t mean that there aren’t any alternatives. Buyers should be realistic about property prices, as they are driven by demand, scarcity of development land, increasing costs of raw materials for construction of residential developments, and population growth in areas such as the Klang Valley. This said, however, there are government programmes that assist house buyers in getting their first home. Those programmes include low-cost housing for the lower income group, the 1Malaysia People’s Housing Scheme (PR1MA), the Rakyat Housing Programme (PPR), and My First Home Scheme (MFHS). My First Home Scheme is a programme intended to help home buyers to own their first home. It is a programme which allows for up to 100% financing for residential properties valued between RM100k to RM400k, which are under construction or completed. The repayment period is up to 35 years or age 65, whichever is earlier. The conditions are that the loan applicant must be aged 35 or below, Malaysians only, first-time home buyer who will occupy the property and that for joint purchasers, the combined gross monthly income is up to RM10,000 (each person not exceeding RM5,000 a month). House buyers should also note that as long as they have determined their own budget, there will be a property that they can afford,
whether it is a low-cost property, public housing programmes such as PR1MA, the primary or the secondary market. GETTING A FAIR VALUE To ensure that the transaction for the property buyers are interested in doesn’t sour due to differences between its fair value and the agreed price with the seller, it is advisable that the buyer asks for a general valuation from bank officers who handle housing loans. There have been past precedents where the buyer had paid a deposit for the property, and then seeking a loan, only to find that they could only get a loan up to a certain amount that is not to their expectation. In some cases, when buyers wish to cancel their bookings, they may end up losing their deposits. CONCLUSION As long as house buyers are determined to find their own home and exercise due diligence in staying within their budgets, it should be still possible for them to buy their first home.
