Storming ahead with IJM Land IJM Land Berhad is one of Malaysia’s largest property developers and is armed with over 30 years of experience. Listed on the Main Board of Bursa Malaysia, IJM Land acts as the development arm of IJM Corporation Berhad, one of the largest construction and infrastructure group in Malaysia. Managing director of IJM Land Dato’ Ir. Soam Heng Choon takes some time off to update iProperty.com on things to come. A true mega developer, IJM Land at any one time has plenty of ongoing projects throughout the country which is divided into the northern, central and southern regions as well as East Malaysia. Despite a soft market situation, projects under the company have seen great response due to high residential demand.
Northern foray Soam says about IJM Land’s northern region projects, “Currently in Penang, there is the Summer Place condominium which was launched back in April 2009. It has 530 units on offer and all of the non-Bumiputra ones, 85 percent of the total, are sold. Next to it are 28 units of shops which will be launched soon.
Soam explains that IJM Land has a valuation system for its projects which will determine its launch dates. This is why some of the projects are built till almost completion before they are launched like The Spring condominiums, also in Penang. The said project is already 90 percent sold leaving only a few Bumiputra units available. IJM Land’s most recent offering is the Light Linear, first parcel within the first phase of its visionary The Light Waterfront, a massive mixed development spanning 152 acres on the eastern coastline of Penang island. “The first parcel of The Light is Light Linear condominiums with 328 units offered,” says Soam.
“Near IJM Land’s Penang office is a luxury condominium development called Platino. The project, with a gross development value (GDV) of RM200 million was launched last year and stands at over 60 percent sold.
He adds, “The Light is a high-end waterfront development and IJM Land will be showcasing it in the Urban Waterfront Conference in Bahrain at the end of this year. We have a vision of putting The Light into the international map.
“Then there is Sierra Vista a build-then-sell (BTS) project consisting of stratified threestorey semi-detached houses and fivestorey studio suites. As Sierra Vista is an exclusive project, there would not be many units on offer. Its launch is coming soon.”
“IJM Land wants to project Penang as an international city where the new and the old complements one another. It is rich in heritage but there is also a need for modern facilities as well as amenities to attract talent and this is in line with the

government’s vision to raise the nation to a high income economy. The Light will be of international standard and have seen tremendously good response. “The Light is one of the few truly waterfront developments in the country. Even on Penang island itself, not many stay near the waterfront. Investors and occupants of The Light will be treated to a full view of the majestic Penang Bridge. At night, the horizon will be illuminated by lights from Butterworth.” Soam says that the next parcel launch within The Light will be the end of the year, subject to market demand. Light Linear is the most affordable residences within the project and it is foretold that future offerings within the waterfront development will be priced higher. “IJM Land’s focus will be on cash generating projects which can achieve high sales in value and figures so that the money can be reinvested for other phases,” adds Soam. Divided into three phases, The Light Waterfront will consist of residential condominiums, luxury waterside homes with private jetties, commercial district with hotels, offices, malls and a seafront park.

According to Soam, buyers in Johor prefer gated and guarded projects.
Soam says, “We have Seremban 2 township in Negeri Sembilan which has seen amazing growth. About 90 percent of 2,300 acres have already been developed. There is still a piece of adjoining 1,500 acres land called S2 Heights that will see numerous project launches every year.
Soam emphasises that niche landed highend development are still enjoying a modest take-up rate. People still prefer landed properties and there are not many good ones around. In Cheras, IJM Land has sold semi-detached homes for RM1.7 million and 90 percent has been taken up. Soam reminisces that in the past asking for that kind of money for a semi-detached will just draw laughter.
“Interests in Johor properties might experience a climb one or two years after the launch of the integrated resorts (IR) project in Singapore,” says Soam.
“Yearly sales in Seremban 2 averages about RM150 to RM180 million. High end homes are like Carcosa which sells for more than a million RM per unit. Lower end homes are like the single-storey and double-storey houses.”
“Today, landed properties are moving really fast while demand for condominium is experiencing a lag. Back then (before the economic slowdown), demand for landed properties is still top while condominiums follow closely behind,” opines Soam.
To date, there are more than 12,000 residential and over 2,000 commercial properties completed in Seremban 2. The self-contained township also houses district government departments like courts, land office, JKR, police headquarters, fire department and many more. Shopping can be done at Jusco while education is served by five established schools.
Soam elaborates, “A lot of people are buying condominiums due to security concerns. Unless the government can make the commitment to significantly bring down the crime index, homebuyers will make security as one of their top priorities.”
For IJM Land, central region developments are divided into projects within the Klang Valley and in Negeri Sembilan.
The estimated population of Seremban 2 is about 40,000. “For the Klang Valley, IJM Land has three projects in Cheras. There is Bukit Mandarina in Taman Connaught, Bayu Segar semidetached and bungalows in Taman Segar and Monte Bayu in Taman Cheras, perched right on top of the hill. “Other projects include Serenia Gardens terrace houses and semi-detaches in Ulu Klang, Riana Green East in Wangsa Maju, Ampersand condominium in KLCC and even
During the interview, Soam shared an alternative story about what a Feng Shui master in Johor said. The master viewed that Johor is a dragon head while Singapore is a pearl in its mouth. The dragon tongue is represented by the main causeway while the second causeway is one of its fangs. The Feng Shui master said that the second fang will be the third causeway of which when completed, the state will boom. Soam says, “Feng Shui analogies aside, to me, Johor will definitely recover when the Singapore economy recovers.”
In Subang, IJM Land has Laman Baiduri condominiums, two blocks facing a lake. There are also projects in Klang, Puchong and Shah Alam 2 township.
When asked if Feng Shui is a consideration when it comes to IJM Land developments, Soam says, “No, we do not believe so much in Feng Shui but we apply best practices in our projects. For example, we design houses that face the north or south based on logic to avoid heat. IJM Land delivers practical houses that buyers want. As a developer, it is important to listen to the market demand.”

Soam says, “IJM Land is developing a commercial precinct that comprises of a shopping complex as well as 200 units of shop offices that will be launching end of this year.
To encourage house ownership, IJM Land ran a My Space promotional plan. The plan, which runs till end of September 2009, offers popular incentives like zero interest during construction, free stamp duty, easy payment scheme and more.
Further down south in Johor Bahru, IJM Land has recently launched Nusa Duta. The gated and guarded project occupies 127 acres freehold land next to Taman Perling.

Nation’s finest developments Honouring the best properties in the country Malaysian property developers are once again recognised for their commitment and expertise in delivering top-class properties and services, during the recent Asia Pacific Property Awards 2009 by CNBC Arabiya. There is an increase in the number of awards won by Malaysian companies compared to the previous year. This signals that local property developers, agencies and websites have since raised the bar to meet international standards. Dijaya Corporation Berhad’s Villa Green project at Tropicana Indah Resort Homes is voted as the Best Residential Development in Malaysia (five stars) and also emerged as the regional winner trumping 16 other entries from China, India, Indonesia, Philippines, Singapore, Thailand and Vietnam. Villa Green comprises of three-storey super semi-detached homes located in a prestigious resort neighbourhood. Its lush greenery surroundings, proximity to two fairways and luxurious home features makes it a highly desirable property. Going Green Since the last general election in 2008, Penang has taken steps to turn itself ‘green’. Not with seeds of envy, but with the planting of more than 87,939 trees from then till now.

he 1st of July marks the day Penang turned green, literally. On a more serious note, it marks the beginning of ‘No Plastic Mondays’ – a campaign launched by the state government in a bid to turn Penang into the country’s first green state.
Green Green Grass of Home The key to driving Penang towards being an international city with the potential to attract investors as the investment city of choice, is cleanliness. This belief is being carried on the shoulders of the state government as it strives to put decades of waste behind it. Aimed at transforming Penang into a preferred tourist destination (or rather, revive it to its glory days) the habitat city of choice with sustainable development and infrastructure; steps are being taken to look into the issues plaguing the island. Since the new state government took over in March 2008, various efforts and campaigns have been made to repair the green lungs which are fast becoming brown. The Penang state government recognises the need to protect, preserve and promote a lush and healthy ecological environment for the future generations. Several programs are launched to contribute towards reducing carbon emissions such as waste-reduction, tree-planting, river cleaning and integrated transportation.
River Deep One of the priorities is to start with cleaning up Penang’s infamous Sungai Pinang, reputed to be one of the seven most polluted rivers in Malaysia. The state government has engaged the help of Effective Micro-organism (EM) experts in Penang to design a proper system to clean up the river with EM technology. The past seven months have seen EM technology being proven effective during the cleaning of Sungai Kelian in Tanjung Bungah and Sungai Mas in Batu Ferringhi. Sludge which had accumulated over 20 years has disappeared, the foul odour 38 |

has been reduced, and fishes are seen swimming in the now clear waters. Seeing the success of these two rivers, the state government is now looking towards extending the effort to Sungai Juru in the near future. Lim Guan Eng, the Chief Minister of Penang, said in a speech dated 7 August 2009 during the Symposium of EM Technology that: “A clean river system will help Penang become the first green state in Malaysia”. Looking at recent results, that seems very likely.
Bagging for change July is remembered by Americans for their independence day in the same light as how Malaysians would think of August for Merdeka. However, to Penangites July 2009 marks the beginning of an era of green-ness. It is the launch of a new ‘No Plastic Mondays’ campaign aimed to consciously reduce the use of plastic bags in supermarkets and shopping malls. Buyers and customers are encouraged to bring their own bags (preferably non-plastic), or be charged 20 sen per plastic bag requested. Seeing the positive results, the state government is considering extending the campaign to other days of the week in the coming months. Plastic bags are considered one of the most polluting types of garbage; taking long periods of time to decompose and contributing to the majority of rubbish found in rivers and along the beaches. By taking active steps to reduce the use of plastic bags, Penang may soon see the long dormant Pearl of the Orient shine once more.

Hill slope De-construction Despite all the effort placed by the state government to return Penang to its lush green splendour, the rape of hill-slopes continues. In July a mud slide struck Penang on the stretch of road between Tanjung Bungah and Batu Ferringhi. Last month a section of the road itself collapsed. Developers are quick to defend their actions, citing the lack of space necessary for property development. The state government maintains the need to continue developing the island to solve the problem of traffic congestion. However such actions will only hinder all that they have done to promote Penang as a green state. What would be the purpose of having clean rivers and lush greenery if all these are overshadowed by crumbling hills and roads? The state government has already drawn plans for a transport master-plan. While that is a commendable move, some say mega projects should be halted until the plan is released. With the monsoon season around the corner more landslides and collapsing roads is on the forecast.
Communal Living Penangites are a concerned lot. When asked about their opinions on the matter, many are willing to sit down and discuss it diplomatically. Most are well-informed and concerned about the steps taken by the state to amend this issue. Many hope that the state and the developers will come together to find an amicable solution, for these islanders truly love their home and wish to see it flourish once more.

Developing Human Capital This month, we take a look at the educational and training measures being planned and established in Johor, to attract and develop the human capital needed for Iskandar Malaysia.
T
he lofty aims of Iskandar Malaysia will require a skilled workforce. In line with this, education is touted as one of the pillars of Iskandar Malaysia’s comprehensive development plan – both to create and/or develop the skilled workforce needed from the local populace, as well as to woo skilled workers and professionals by assuring quality education for their children.

It is also wooing other institutions, including British boarding school Marlborough College, Swiss hospitality school Ecole hoteliere de Lausanne, the applied science faculty of Britain’s Hull University, Malaysia’s Multimedia University, and the engineering and business faculties of several foreign universities.

One of the primary avenues for translating this pillar into reality is EduCity, a 123.4 hectare project under Iskandar Investment Berhad (IIB). Scheduled to have enrolled 12,000 students by the time it is completed in 2018, EduCity will feature eight faculties each renowned for their medicine, hospitality, engineering, creative multimedia, creative arts and business facilities.
NUMed, for one, has voiced its position as an enthusiastic partner wishing to position Iskandar Malaysia as the ‘preferred destination’ for medical studies. The institution reportedly received an overwhelming response from international and local students since announcing its opening, and enrolled its first intake of students earlier this year. Aside from Malaysia, inquiries came in from countries such as Egypt, India, Singapore, Sri Lanka, the US and various European countries.
According to En Khairil Anwar Ahmad, IIB’s senior vice-president of education and healthcare: “Education is one of the pillars of the comprehensive development plan and our vision for EduCity is for it to become an international education destination.” This hub is planned to have a dynamic and international environment, featuring eight faculties which will share a common library and ‘International Village’ equipped with hostels, cafeterias, shops and recreational facilities. Johor is already well-stocked with institutions of higher learning, including Universiti Teknologi Malaysia and Universiti Teknologi MARA Johor (UiTM), the Kolej University Tun Hussein Onn, the Maktab Perguruan Temenggung Ibrahim teaching college, the non-profit community-based Southern College and several polytechnics and private institutions. So far, according to statistics from the Malaysian Industrial Development Authority (Mida), the corridor’s manufacturing sector has created 9,757 new jobs from 2006 to August 2008.

Meanwhile, State Menteri Besar (Chief Minister) Datuk Abdul Ghani Othman has also launched a ‘Program Penglibatan Anak Johor’ (Involvement of Johoreans Programme) which will focus on developing the human capital and skills for Iskandar Malaysia, which will provide 800,000 job opportunities within a period of 25 years. The programme involves two initiatives – the Iskandar Malaysia Graduate Employability and Enhancement (GREEN) Programme and the Iskandar Malaysia-CIDB Collaboration Programme.
Strategic Tie-Ups The government’s efforts at skills development are also aided by innovative measures and strategic tie-ups by companies and institutions themselves. For example, the Chief Minister singled out for special mention FMC Technologies, a US oil and gas company opening up in Gelang Patah. FMC was highlighted as a positive example of a company which, although offering only 400 new jobs, has pledged to offer technical courses through tie-ups with technical and vocational institutes. Meanwhile, Universiti Teknologi Malaysia (UTM) has established a strategic link with AirAsia, for students involved in its global outreach programme to be given special travel packages to countries like England, Turkey and South Korea. The programme encompasses student exchanges, internships and academic visits to various countries. Having already sent 1,113 undergraduate students to Indonesia, Thailand, Brunei, Iran, Saudi Arabia, Turkey, United States of America, Iran, Australia, China, South Korea and the Philippines for around two weeks each, UTM has plans to send a total of 5,000 students abroad through this programme over the next year. Under this innovative program, flight tickets are discounted, and students may apply for sponsorship or make use of the university’s entrepreneurship programme to raise further funds for their trip. Hopefully, more parties will step forward with such high-profile ventures and strategic tieups, to generate and attract the human capital needed for the success and sustainability of this economic corridor.

Top cabinets should have doors that lift up whenever possible. This way, it prevents accidental knocking as opposed to the types with swivel doors when the cabinet doors are open. Besides, should there be a row of cabinet side-by-side, they can all be opened at the same time, making it easier to organise things after grocery shopping.
An alternative is to have lift-up fittings that cleverly conceal kitchen appliances like a microwave.

Basket-case
Unless we live in mansions, all of us face a problem of not having enough space. This scarcity does not mean that we have to trim our kitchens. Instead, we can make use of every little bit of space we have for storing things. Get them customised to fit. Also remember to only store things you do not need to use daily in the upper cabinets!
More of a case for basket accessories for the cabinets, baskets are extremely useful to keep things well sorted. They allow you to group things together in a neat manner. Furthermore, having things grouped and sorted makes it easier to know if they need replenishing.

Roll-out or pull-out cabinets
Cabinets that roll-out make it a lot easier to retrieve items especially when accessorised with baskets. Furthermore, there is a reduced need to bend low for a longer period of time when searching for things. If you want to take convenience up a notch higher, there is a roll-out and swivel type which rotates on an axis. Another variation is a pull-out cabinet which brings its shelved or basket content out in full view. It is very much like those pop-out books.

Common choices are two-tiered or three-tiered drawers and according to David, they are great for storing things. To make things even neater, drawers can be accessorised with drawer organisers and trays to keep all the knives, forks, spoons, chopsticks and such in neat order. It is perfect for the obsessive compulsive.

Even the space under the kitchen sink can be fully utilised with customised U-shaped drawers that wraps around the bottom of the sink and its piping. Clever! According to David, it pays to get heavy duty drawers that can hold weight so that they can last longer. Q: What is the cost to sell a house besides agent commission and bank penalty? Are there any other cost involved and how much are they usually? A: The seller needs to clear all payments for utilities (electricity, water and phone) up to the date of the handing over of vacant possession to the buyer. All payments to the authorities (assessment, quit rent, maintenance fees) needs to be cleared and also it is required that the seller have the title to the property failing which he is required to seek the approval of the developer to assign the property to the new buyer, the Certificate of Fitness is also required. If the property is on leasehold land then he needs to obtain or pay to obtain the state approval for the transfer of the property to the buyer. It is the buyer’s responsibility to get his lawyer to do the search and check out that the property is free from encumbrances and also prepare the sales and purchase agreement. The buyer may need a lawyer to advise him on the sales and purchase agreement prepared by the buyer’s lawyer but if he is well versed in such matters then he can do without having a lawyer. Even if he engages a lawyer, it is only for advice and the cost can be minimal/nominal. Q: I am interested in a career as a real estate agent. May I know what the average income is like and if it is a viable career with plenty of opportunities, even during the current economic downturn? A: It is a terrible job with lots of hard work and long hours. As with almost any other careers, there is always their fair share of office politics, unethical undercutting, fussy clients, commission cuts, deal-breaking lawyers and even Feng Shui masters looking to make quick money. Q: How much does it cost to build a bungalow? I’m looking to build a two-storey bungalow with a built up of about 3,000 sq ft on 5,000 sq ft land area in Sungai Buloh. Am I entitled to housing loan for the land and construction fees? Are there any hidden costs that I should be aware of? A1: A building consists of two main components, the structure and the finishing. By structure, it means the concrete foundation, be it piles or just footings, columns, beams, floors, walls and roofs. For this the cost is rather standard unless the owner chose to use red bricks for the walls and imported roof tiles or if the soil requires piling works. The finishing will have a great deal of variations in such areas such as windows (anodised or powder coated) with clear glass or tinted or reflective or tempered glass, doors (material and size), floor finishing (ceramic tiles, marble, granite, solid timber or laminates), the wall finishes and cover (painting), whether rain gutters are required and if so what type; whether you need 3-phase power instead of single phase because of the heavy load expected in the electrical system, the numbers of power and lighting points, whether you require concealed wiring for a security system or a home theatre sound surround system, TV/Astro antenna, transponder wiring, telephone wiring, plaster ceiling with or without cornices. Your specification and requirements will determine the cost. Of course there are the bathroom/toilet fittings, light fittings, built-in and security grills. All in all, for a bungelow outside the grand gold plated variety, the cost is between RM150 to RM220 per square foot of built up area. If you are looking to engage a contractor to design and built make sure that you have put careful thoughts to your requirements as any variation to the contract will be charged at arbitrary rates unless a schedule of rates is agreed in the contract which is advisable as the owner may like to change some of the finishes proposed by the contractor. It is best to engage a professional to guide you to avoid expensive mistakes.

A2: It depends on what kind of finishing you are looking at, and if you are looking at building for own stay or investment. On average, it will be from RM800K to RM1.2Mil for a bungalow of 3000sf. This should include landscaping and full interior finishes as well. The time frame to build will be about eight to 12 months, again depending on how intricate the details are. Payment is usually 30 percent upon confirmation to the main contractor, and the rest as progressive payments. Loan for land purchase varies from 80 to 90 percent margin of finance. Construction cost will be regarded as a personal loan, and in most cases, about 60 to 70 percent of total cost. However, you will need official submissions, approvals and consents for application of loan with the exception of CIMB from my last experience. Other costs should come in the form of legal charges, stamp duty, architect and submission fees and possibly renovation/construction deposit if it is a guarded area. Q: I am interested in buying a leasehold house which is a Bumiputra lot. Can I get the consent from the State as I am a Non-Bumi? It is for a five year old property. A: To answer the question let us examine the difference between ‘Malay Reserve’ and ‘Bumi Lot’ Malay Reserve is strictly for Malays only and there is absolutely no way a non Malay can own the property except through a nominee who is Malay. The origin of the Bumi Lot is the compulsory 30 percent of the developed property which a developer has to reserve for Bumiputras. In any development, once the 30 percent quota is achieved, and the titles are issued for the properties be they individual or strata, then the owners have the right to sell his/her property to any party be they Bumi or Non-Bumi. Otherwise the Bumiputras are being penalised by not having the opportunity to sell his property in the free property market. Such being the case, the State Authorities will consider and approve such transfers. The approval will be more difficult or impossible, in the situation where in the development concerned, if the properties reserved in the Bumiputra quota is not fully taken up or where the titles have yet to be issued. Q: If my wife and I want to withdraw our EPF for the purchase of a house, is it necessary for it to be under both our names?
A: Yes. In order to withdraw from both EPF accounts, the original Sales and Purchase Agreement needs to be produced. This means that both your name and your wife’s need to be in it for the EPF withdrawal to be considered. Q: What do I need to know before I buy an apartment, condo or terrace/link property? A: Issues to consider if you purchase: Apartment – has the individual title been issued. If not, is the developer holding the master title still helping to transfer the title or is the unit reserve for Bumiputra? For low cost apartment, it is not easy to take over a Bumiputra unit. Condominium - facilities and security is important as you pay maintenance fees around 0.25-0.35 per sq ft. How is the performance of the management office? Poor management will bring down the value of the condo. If the rental rate is higher than loan installment and maintenance fees, it is a good condo unit. Terrace/Link - if possible, try purchasing a freehold unit as it is easier to transact. Additionally, if you can afford it, pick the area that is gated and guarded. If the area has too many rental units, you can buy it for investment but usually it is not suitable for stay. Most properties in Petaling Jaya is okay, just avoid the ones that faces the main road. Q: Wondering if anyone knows this off hand. I live in a townhouse in Bangsar and am planning on doing some renovations. There is an island in between my house and the neighbours driveways (outside the gate), where you can do a little bit of landscaping. Who’s property is it? Mine or my neighbours? A: Look at your strata title, if it doesn’t sit within the boundary in your title, obviously it belongs to local municipality which is DBKL. Always work out your yearly returns as opposed to focusing on the monthly rental. It may be well worth your while to rent your unit at say RM12,000 for 12 months then to wait to get RM15,000 for only nine months for the same year. His two rules basically imply that it is imperative for everyone not to make any sort of silly investment mistakes that may cause you to take on high risks and lose money unnecessarily. goals with regards to the number of properties, how much passive income, how much bank borrowing or good debts for property investments, what is your asset allocation model, what investment strategies you want to apply, etc. If you do not have any firm idea, you will not know which direction to head.

#15: You buy ‘cheap’ properties when it

#16: You purchase commercial properties in areas where the neighbourhood’s purchasing power is low. How well your commercial property does will depend on how well your tenant is able to make profits. A neighbourhood with low purchasing power will not do well compared to a richer neighbourhood.

CONDO-MINIMUM The plain truth

Are you buying a condominium? Here is a guide to help you understand the commitments better so that you know what you are buying into. There are many reasons why people make their homes in condominiums. Some do it because their children have grown up and moved out, and their homes are now too large. Others consider it because it is cheaper to buy a unit in a condo rather than a landed property in the location they want. The sharing of maintenance and repair responsibilities may also appeal to people who have limited time, or are not interested in such chores, as well as those who want recreational facilities at their doorsteps. Thus, when you buy a condo, you are buying into a certain lifestyle, complete with requisite facilities and services such as security, cleaning of common areas, swimming pools, multipurpose halls, playgrounds for children and courts for racquet games. The word ‘condominium’ comes from the Latin words ‘con’ which means ‘together’; and ‘dominium’, meaning ‘property’. This type of property ownership has two parts to it: Ownership of the individual unit, and joint ownership of the ‘common property’ with the other unit owners in the project. It is easy to be seduced by the ‘glamour’ of living in a condo. Therefore, before the allure clouds your mind, you must first understand that ownership comes with shared responsibilities and factors you should beware of. Here are some:
Payments, and more payments As the owner of one of the units in a project, you are required to pay a monthly service charge to cover the cost of maintenance and the management of the common areas. 70 |

This charge will increase over time, as a result of inflation and other aspects beyond your control. Many of the ‘common’ facilities and services - such as lifts, swimming pool, gym, tennis court, landscaped gardens and even security services - are expensive to maintain. Many first-time condo buyers usually give little thought to exactly how this charge is derived and are also generally unclear about who actually does the maintenance, or who ultimately makes the decision about what work gets done. Furthermore, they may also not know whether it is the developer that looks after the project, or if it by the Joint Management Body (JMB) or is it a Management Corporation (MC) that is entrusted to handle the task. In this situation, the best thing all condo owners should do is study their Sale and Purchase Agreements, Building & Common Property (Maintenance & Management) Act, 2007 and the Strata T itles Act carefully to understand the responsibilities that comes along with stratified property ownership and the contributions to the funds involved.
Tolerance Condo residents share walls, floors, ceilings, hallways, entrances and parking areas with their neighbours. Respect for other people’s right to the quiet and peaceful enjoyment of their homes is therefore essential. As a resident, your neighbours will appreciate (and hopefully reciprocate) your efforts to turn down the volume of your TV or hi-fi set, walk softly, close your doors quietly and limit your vacuuming to reasonable hours.
Inconsiderate residents ruin the lives of those around them, but at the same time, you will need to have some degree of tolerance to live in a condo. For example, you have to accept the presence of noisy, boisterous children.
Community rules Whether a condo is small or large, it will invariably come with a set of by-laws, rules and regulations for the benefit of the community at large. Whether it is the developer or the JMB or that of the MC that sets them, the covenants, by-laws, rules and other conditions bind all owners. These by-laws govern almost everything, from special assessments and the election of residents’ association officers to the allocation of parking space and use of recreational facilities. Owners who fail to follow the by-laws can be fined, and complaints with the relevant authorities for the seizure of an owner’s property can be made if fines or assessments are not paid. You can only be happy living in a condo if you are willing to follow its by-laws, rules and regulations.
Volunteering time All unit owners automatically become members of a condo’s MC, which is formed once strata titles have been issued to the individual units. However, even before the issuance of these titles, it is the JMB that is formulated to jointly work with the developers. The office bearers of the JMB or MC are made up of volunteer owners. There are cases, of course, of condo owners never volunteering their service,

or end up with a badly managed condo that will reduce the value of your property. • Does the common property appear to be well maintained and managed? •W ill the unit owners own the facilities as part of the common property, or will the developer continue to own them? •How many units in the building does the developer own? In cases where the developer owns a larger number, it will continue to dominate the MC. •How many units have been rented out? In condos where there are more tenants than owner-occupiers, chances are you will have fewer people volunteering for community services. •Are there extra parking bays for owners? Are there enough parking bays for visitors? Are there restrictions on visitor or owner parking? Is there any parking allocation for motorcycles? or even turning up for meetings. Residents will notice such lack of participation, especially if the project is small.

Being part of a community means being prepared to serve on the JMB or MC, or joining a special committee, helping to get estimates for repairs, or taking responsibility for other tasks that benefit the condo as a whole. • If you are purchasing a unit that has yet to be issued with a strata title, will you have to bear the cost of any difference in the built-up area, should it be larger than the ‘estimated size” as described in your Sale and Purchase Agreement (SPA)?
