BUDGET 2013 HAS BEEN UNVEILED I cannot believe that we are almost approaching the end of 2012! The last 10 months of the year sure did whizz by in a blink of an eye. 2012 has been an interesting and exciting year for the iProperty Group. Budget 2013, with the theme ‘Prospering the Nation, Enhancing Well-Being of the Rakyat: A Promise Fulfilled’, unveiled many interesting things, particularly for the health, education and property sector. Not forgetting also a strong focus on reducing the crime rate in the country. For the property sector, the Budget saw the government placing more emphasis on providing affordable housing schemes for the public. The income limit on individual loans for the My First Home Scheme was increased to RM5,000 from RM3,000 per month, with other conditions related to savings record and minimum employment tenure abolished. Aside from that, to help curb speculation, the Real Property Gains Tax (RPGT) was also increased for properties sold within the stipulated timeframe and more affordable housing to be built in major locations as well. The new integrated rail network will soon connect people to places throughout the Klang Valley, while creating a significant impact on the real estate market.
The history of Malaysia’s railways dates back to 1 June 1885 with the establishment of the country’s first railway line connecting Taiping to Port Weld, now called Kuala Sepetang, in Perak, in order to transport tin from Peninsular Malaysia’s west coast hinterland mines to the coastal ports. Since then, the number and length of the country’s railways has grown, particularly in the peninsular, stretching from the northern areas to as far south as Singapore, as well as connecting the west and east coasts. Malaysia’s rail transportation system comprises a combination of heavy rail, light rail transit (LRT), monorail and a funicular railway system that is the Penang Hill Railway. Each system traditionally serves different purposes; for example, LRTs are primarily used for urban public transport, while heavy rail provides intercity transport for people as well as cargo. The systems were initially operated by different companies which developed the routes at different times, resulting in a poorly integrated network that made system-to-system transfers for passengers inconvenient and sometimes confusing. This made travelling by road a much more preferable choice for the majority of the public, leading to heavily congested roads and highways, particularly in the busier parts of Kuala Lumpur. It is these issues that the Klang Valley Mass Rail Transit (MRT) aims to address. The 3-line system spanning 150km will connect various locations in the Klang Valley/Greater Kuala Lumpur, supplementing the existing rail network, and subsequently improving it, as well as easing the traffic congestion frequently encountered in Greater Kuala Lumpur’s metropolitan area. The 3 lines will not only integrate the city’s current rapid transit system, but also service high-density
areas in the city that previously had no rail transport access. Seen as a project that will play a vital role in the raising of the metropolitan area’s status to a level comparable to that of a developed city, the MRT is expected to help increase overall rail ridership in the Klang Valley in line with the government’s plans for increasing public transport usage. While these are significant and positive contributions to the city’s public transportation system, and the country by extension, there is 1 more sector that stands to (and to a certain extent has already begun) be greatly influenced by the MRT project, namely, the real estate market. Construction of the rail transit system, which began with the MRT Line 1 in July 2011, involved land acquisitions and the awarding of contracts to major players in the sector, however, the project’s impact on the city’s real estate market extends beyond that. One of the key factors is that the MRT will connect densely populated parts of the city that formerly did not have a neighbouring railway station to the main hubs of human traffic, enabling easier access to and from all the locations involved. This translates into an increase in the value of existing properties, particularly properties close to the intended sites of the MRT stations. This will in turn attract buyers and investors, who have already begun to seek out such potentially profitable properties. The new railway system is also a great boon to developers, especially those who are developing properties located close to the MRT’s future stations. By establishing a rail connection between these areas, the system will make it much easier for people to reach them as well as travel from them. This means that commercial establishments will see a larger crowd that will bring them more business and housing properties have the added selling point of accessibility.

Championing Green Townships If Sam Tan, executive director of KEN Holdings Bhd, had his way, KEN Rimba will be the first of many green townships that will be sprouting throughout Malaysia.
Located in Shah Alam, KEN Rimba has garnered an impressive number of accolades. Besides being selected as the Green Building Index (GBI) Pilot Project for the GBI Township Tool, the township has been awarded 2 BCA Green Mark Awards. Each component within the township also has its own rating. Legian Residences, consisting of 328 units of 2-storey terrace houses, was awarded the BCA Green Mark Gold Award in 2010 and the GBI Certified Award. The same year, the KEN Rimba Commercial Centre also garnered the BCA Green Mark Certified (Provisional) Award. Jimbaran Residences, which will be launched by the end of the year, has clinched the BCA Green Mark Gold Plus (Provisional) Award 2012. Currently, KEN Rimba is only about 30% completed, but it is aiming for even higher levels of recognition.
iProperty.com: How did you come up with the idea for KEN Rimba? Sam Tan: When we bought this piece of land in early 2000, we already had plans to design an integrated and self-sustainable township that had both residential and commercial components. At KEN Holdings, we have always championed the concept of sustainable living with all our developments. We try to keep things very practical so that it really affects the lives of the homeowners in a positive way. KEN Rimba is about meeting that challenge. For example, the homes in this township enjoy lots of natural light so there is no need to turn on a single light bulb. The homes also enjoy good ventilation thus the use of air-conditioners is very much reduced. This makes a lot of sense for the owners.

02 Every Legian Residences terrace home has a rainwater storage tank in the back for backyard washing and landscaping, and another tank in front for landscaping and driveway washing. These tanks have an estimated 500 gallons capacity of rainwater per house and the entire Legian Residences can save up to 10 Olympic-sized swimming pools of water every year. Many people think that going green is about planting more trees, or just installing a solar panel on the roof. However, it is a lot more than that. There are some very simple basic principles involved in green development that homeowners need to understand. Once they do so, it will make a huge difference in their lives. iP: What was the biggest challenge in creating a green township? Tan: I believe that the biggest challenge is to change people’s perception and kick-start the process of re-educating the public, as well as everyone involved in the project, which includes even my own design team. For example, when we wanted to introduce the use of glass louvres for the windows, many people thought it was a very old fashion design. What they do not realise is how practical the design actually is. In Malaysia, when it rains, it is the coolest time of the day. Louvre windows actually promote natural ventilation while keeping the rain out. However, we also need to understand some of the problems associated with the louvre designs of old. These days, good quality glass louvres are being used in high-end homes in Australia, especially for top end bungalows. So if they are using it, there is no reason why we cannot use it here.

The ridge of the roof is made from a special membrane while the edge of the roof is perforated which helps to keep the home cool. Unfortunately, the roofs of many modern homes today are insulated while the ridges of the roof are normally sealed with mortar. While it slows down the rate of the heat coming in, people do not realise it also slows down the rate of the heat going out. Earlier this year, KEN Holdings signed a memorandum of agreement (MoA) with Universiti Tunku Abdul Rahman (UTAR) to undertake collaborative research to develop green technology in housing construction. The project will be focusing on green technology research to develop an energy-efficient system for housing using heat insulated roofing sheets, walling blocks and panels. The research also intends to conceptualise a theoretical model for reliable indoor air temperature prediction. The cost of the pilot project is about RM320,000 and will be located at the Ken Rimba township. Plans are also underway for an ‘Experimental Village’ where model homes will be built to ensure full data acquisition, and a comprehensive host of research facilities for the testing and recording of research data. Many people do not know the performance of their house, so it is about time we teach homeowners that. In addition, we are also investing a lot of money in the township’s landscaping because we want to create a very nice environment for people to live in. Many families today are looking for gated and guarded communities. We have a dog patrol unit and guards who patrol around the clock to create a safe and secure environment. We want to bring back the old days of living where families enjoy the security, where kids can run or cycle around the neighbourhood, or even play badminton with the next door neighbour. We hope to create a holistic environment where people can comfortably

bring up their family. This ultimately is what makes a successful development. iP: Are there any plans for similar green townships elsewhere in the country? Tan: Most definitely. We plan to establish similar green townships in Penang, Perak, Melaka and Johor. In the latter, the township will be located in Johor Bahru, specifically Zone A of Iskandar Malaysia. Our goal is to aim for high green ratings, yet keep the homes affordable. With KEN Bangsar, we have shown that we can build high-end luxurious homes that are green. However, that is not the best message to convey to the public. The best message is to tell people that they can still afford a terrace house that is still green. This is not an easy process. We are constantly refining our products all the time. There is certainly room for improvement and we can do that with new technologies and products. We are also in the midst of planning a mix of residential, commercial and mixed development for the next 5 to 10 years. We are also considering hospitality development in Penang, Johor Bahru and Genting Highlands. iP: What do you think is the demand like for green projects in the next few years? Tan: I believe that the demand for green developments will get a lot bigger. Currently, there are not that many such projects in the market yet, especially affordable ones which are priced below RM500,000. We are now going down the path where everything we do will be green rated. We do not do this just for marketing purposes and we certainly do not introduce green technologies for the sake of introducing it. Fortunately, our homebuyers are extremely supportive. Again, this is a matter of public perception, and the one perception that we urgently need to change is that going green must be expensive.

Overseas Property Assessment Made Easy Buying a property overseas is no longer such a daunting task nowadays with the availability of various online tools to assess the potential of your purchase right from the comfort of home.
Buying a house overseas has never been easier. It could be anywhere: a hillside bungalow overlooking the vast beaches of Los Angeles or a state-of-the-art pristine white apartment in Tokyo; as long as it tickles your fancy, it could be yours. With the ubiquity of property trade sites on the Internet, lower airfare and the rising prices of local properties, people are driven to broaden their options for a second home purchase by including properties in foreign countries as well. If you are thinking of such a move yourself, do bear in mind that despite the widespread convenience, purchasing a property overseas does entail far more complex processes as opposed to buying a house locally. And we are not even referring to the suitability of the property from a Feng Shui perspective. It is amazing how people would rush into the decision to snap up a property overseas without a good deal of research and analysis beforehand. So how, as a potential property owner, do we evaluate a property for good Feng Shui values when the property is located 2,000 miles away on the other side of the globe? There is no need to scratch your
head; here are some guidelines to ensure that your property evaluation effort remains a walk in the park. With technology, everything is easier One of the most glaring loopholes found in general property research is the omission of a complete analysis of the landform surrounding the property. Such an easy task this is with the help of the World Wide Web. With an influx of easy-to-use and accurate geographical navigation sites such as Google Earth, Wikimapia and Yahoo! Maps, you do not have to be present in Tokyo to personally assess the surrounding natural features yourself. Good Qi always flow from good external landforms. Look for the existence and proximity of favourable natural formations such as mountains, hillside or higher ground around the area. This is to ensure you have good sources of Qi around your property. Also, find out where does the water naturally flow to, and ensure that it is towards an auspicious direction. A flat terrain allows Qi to meander before being redistributed to the property, so make sure one is in close proximity to your house.

Information is power Always demand for more information from the developers. We are not talking about the blueprint of your unit alone as it takes more than that for a comprehensive Feng Shui assessment to be made off-site. So if possible, get the neighbourhood’s housing plan, floor level arrangement and location of the property in relation to the town. Bear in mind that it is your right as a buyer to know more about the property, so do not be shy to exercise this right. Make a comprehensive analysis of the information provided. Find out the location of the door to your property, the road formation around your property, the floor level of your unit, your neighbour’s house, and also if there are any glaring negative features outside your property. Sometimes, this information needs to be cross-referenced with your BaZi – an art of personality analysis from your date of birth – to derive more accurate and ‘tailor-made’ results. Catch a flight If all those assessments do not render sufficient information to your liking, you can always board the next flight and head over to perform a Feng Shui assessment personally at the physical location. Although this may seem to consume a little more resources and time, it is undoubtedly the most effective way to gauge the Feng Shui and Qi flow of your property.
Gauge your personal compatibility – yes, it does play an important role – with the property, find out the positive features available within the unit, and other minor or glaring potential problems inside or outside the property. All in all, your trip will not be wasted, as you will have a clearer idea of the suitability of this property to you as a potential occupant. So if you are contemplating about expanding your property portfolio, why not include the possibility of buying a property overseas in the mix? With a little research, things may not be daunting as they seem.

Car Parks
In High-Rise Development This article attempts to explain the possible legal rights that are attached to such car parks. By Tan Kim Soon
A purchaser is often attracted by the availability of car parks within a high-rise development, be it condominiums, apartments, serviced apartments, strata office units or strata commercial lots. The attraction is further enhanced by the claim of ‘free car parks’, which ‘comes together’ with the purchase of a parcel.
agreement as accessory parcels to the parcel purchased, the party who have ownership rights to the relevant parcel will also have similar rights to the accessory parcels. There cannot be rights to accessory parcels on the basis ‘to be allocated later’ or after the execution of the sale and purchase agreement.
Accessory Parcel Under Section 4 of the Strata Titles Act 1985 (‘STA 1985’), ‘accessory parcel’ means any parcel shown in a strata plan as an accessory parcel which is used or intended to be used in conjunction with a parcel. ‘Parcel’ in relation to a subdivided building means one of the individual units comprised therein which (except in the case of an accessory parcel) is held under a separate strata title. Section 6 (1) STA 19 85 states that any building or buildings having 2 or more storeys on alienated land held as one lot under the final title (whether Registry or Land Office Title) shall be capable of being subdivided into parcels and any building or buildings having only 1 storey on the same land shall also be capable of being subdivided into parcels to be held under strata titles or into accessory parcels. When car parks identified by level and lot numbers are expressly stated in the sale and purchase
Any transaction that takes place for the parcel, whether by sale or assignment, will involve both the parcel and the accessory parcels as there cannot be a separate transaction for the parcel and the accessory parcels. However, the purchaser may rent out the accessory parcels on his own if he so wishes and enjoy the proceeds thereto without having to account to any party. The transacted values of the parcel will therefore include the value of the accessory parcels. When the strata title is issued in due course, the parcel and the accessory parcels will be shown accordingly in the floor plan evidencing ownership under the National Land Code 1965. Licence There might be instances where a developer may wish to retain ownership of the car parks that are accessory parcels to a parcel or parcels owned by

However, the developer may either for full or nominal monetary consideration as licensor grant a licence to the purchaser or any party who wish to utilise the car parks as licensee for a certain fixed period with licence fees payable together with a service tax of 5% payable to the government. The terms of the usage of the car parks are dependent entirely on the terms of the licence agreement. In most instances, the car park will revert to the licensor either upon the occurrence of events of default or upon expiry of the licence period.
Legal Issues It is, therefore, absolutely pertinent to know on what legal basis the car parks are made available or are acquired by the purchaser upon execution of the sale and purchase agreement in a high-rise development as there are possible differences in the ownership position and rights attached thereto. Any subsequent sale of the parcel must be consistent with the accorded rights of the purchaser, which will flow to the sub-purchaser.
In essence, the licensee only has licence rights during the validity of the licence period. New licence periods, which may be granted, are on new terms and conditions as may be agreed between the developer and the purchaser, which include new licence fees. Unless it is specifically pre-agreed in the first licence agreement, the purchaser has no automatic right for further licence period. Should the purchaser sells his parcel, he may, dependent on the terms of the licence agreement and subject to the consent of the licensor, assign the balance of the licence period to the sub-purchaser. Alternatively, the purchaser may early terminate the licence agreement and seek a refund of the licence fees for the unexpired period. The parcel will then be sold without the benefit of any ‘car park’ facilities. The sub-purchaser may then enter into a fresh licence agreement with the licensor if the licensor is prepared to do so. Right of Use The developer may have car parks that form part of the common property which is defined in Section 4 STA 1985 as long as the lots is not comprised in any parcel (including any accessory parcel) or any provisional block as shown in an approved strata plan. The developer or the management corporation (when the strata title is issued) will allocate the car parks together with the terms and conditions of the right of use, which may include certain payments for the use of access or security systems. The purchaser has no right to claim exclusive and perpetual continuous use of any car parks allocated as such right to use is granted at the discretion of the developer or the management corporation who has the right to either withdraw or re-allocate any car parks for the use of the purchaser.
It also makes commercial sense for a purchaser to ascertain his legal rights to the ‘car parks’ first before he intends to enter into an agreement to avoid the possible liability of misrepresentation and/or fraud as the binding document of ownership rights will be the sale and purchaser agreement and not any other document. Any oral representation or written confirmation by any party, which is inconsistent with the sale and purchase agreement, has no legal effect whatsoever. It is important, therefore, prior to the execution of the sale and purchase agreement to seek independent legal advice on the legal rights to the car parks so that the purchaser is clear what his ‘ownership rights’ are relating to the car parks.

What are the pros and cons of each, and how does it affect property investors? Capital gains are generally not subjected to income tax in Malaysia. However, the real property gains tax (RPGT) is charged on chargeable gains arising from the disposal of real property situated in Malaysia, or of interest, options or other rights in or over such land, as well as the disposal of shares in real property companies.

Of importance is the fact that RPGT applies when property ownership is seen to be long-term capital. Where ownership is speculative, the Inland Revenue Board (IRB) may view the disposal as revenue and seek to levy income tax instead. Income tax is levied at 25% for companies and up to 26% for Malaysian individuals. Of course, compared to income tax, the RPGT is preferable. However, defining which one is capital and which one is revenue can be subjective and may depend

Hence, the important lesson here is to factor in every expense of the property investment and sell it at a profit. A selling price of less than RM300,000 for the aforementioned property is a deficit investment return. Cheong said, “I asked my friends and clients why they did not take any loan for all the recent purchases they made while they work at highincome jobs. Their reply was that they did not like paying interest to the bank. They were also afraid of the interest rates going up, just like what happened during the Asian currency crisis of 1997/98. Their goal was to retire debt-free”. In actual fact, while it may take the average person 5 to 10 years to save RM100,000, it takes less than 1 month to borrow the same amount for property investments. Hence, why wait to save when you can start investing now using borrowed money. You will be able to get rich quicker by starting your investment journey that much earlier. More importantly, you can now slash your loan tenure and interest comfortably by 50%. All you need to do now is to keep track of the fluctuation of the BLR and make accurate monthly repayments accordingly. Accurate repayment in this case is defined as the right repayment amount calculated based on the loan principal and interest calculation of the month with your decided tenure to settle your loan.
Cheong explained, “I have been studying the principal and interest rate of our housing loan/bank practice for the past 16 years. The major factor that is ‘killing’ many of us is the fluctuation of the BLR. Many of us are not aware of the borrower’s rights and responsibilities. Hence, we always ignore the fluctuation of the BLR and continue to pay our loans with the incorrect amount of repayment. This will end up adding another 50 to 100 extra months of loan repayment subject to the actual loan tenure.” He added, “In my previous article (published in the October 2012 issue), I pointed out that when the BLR increases 0.5% for a RM300,000 loan after 12 months of repayment with reducing principal, the costing or interest increases by another RM106.60. The additional interest payment is not RM106.60 for the balance of the tenure, but is compounded throughout the balance of the tenure.” What if the BLR increases by another 2% or more? In the past 20 years of the BLR’s history, its highest record was at 12% p.a, while the average payable interest is 8% p.a. Currently, the BLR is at 6.6%. As such, Bank Negara Malaysia has implemented a responsible lending guideline to guide every loan borrower in properly managing their loan to avoid unending loan repayment. The only solution is to fully settle the loan, however, the majority of our income does not permit us to do that. If you are actively buying and reselling property (defined as more than 2 transactions in 2 years), you may be imposed with an income tax of 26% instead of 10% of the RPGT. If so, you are not the biggest winner of the investment. Selecting an
Auspicious Date Let us take a look at just how important it is to select an auspicious date for major events in our lives in Feng Shui practice.
At every moment in time, the cosmos is in a unique configuration and different parts of the world are experiencing different climates, seasons and weather. These diverse factors exert all kinds of forces or energies on the land and people. At certain times, the resulting forces are in harmony with each other. This creates good and auspicious moments when conditions are highly favourable for success and also ideal for a person’s physical and mental wellbeing. That is why, since time immemorial, people have sought the help of experts to choose a good and auspicious day and time for all kinds of projects and ventures. Some parents even pick a specific date
and time for their children’s birth because, in Life Profiling or Bazi, a person’s date and time of birth will determine his life path and future. The basic theories and practical application for choosing good and auspicious dates for yourself, your family and friends, for important events include: • • • •
House or office renovation Moving to a new house or office Marriage registration Attending to important legal matters, such as signing agreements, initiating or responding to lawsuits, etc • Ideal day and time for a Caesarean delivery, and much more
iProperty.com malaysia | 97 There are several methods to select auspicious dates for these important events. The most common method is by referring to the Chinese Almanac (Tongshu/Tong-Shin)(通书/通胜). A copy of this book can be bought from any bookstore, yet not many people understand the jargons used and, furthermore, it may not always prove to be practical nowadays. The Chinese Almanac is a guidebook that consists of a calendar based on the Chinese lunar year, which is rumoured to have been written by the Yellow Emperor (皇帝). It has changed form numerous times throughout the dynasties. If we were to translate Tongshu literally, it would mean ‘For All Purposes Book’. Most of the contents in the book deal with the activities that are suitable for each day. Some Chinese families still refer to the book to pick suitable days to hold wedding ceremonies, funerals and other major events. However, the book also contains peculiar remarks; certain days, it is not suitable to wash one’s hair, take a shower, cut hair and fingernails, and many more. Understandably, this book was written in ancient times in China where there are 4 seasons minus the modern amenities. Do you think such advice is suitable for our modern life, especially in tropical countries such as Malaysia? Being in a hot climate country like Malaysia, we shower daily to keep ourselves clean because water supply is not an issue. Moreover, such recommendations do not apply to a specific person but to everyone. In order to be specific in selecting an auspicious date for a person, the best way to do it is to base it on the person’s date of birth. With the world’s population at 7 billion, we cannot all be living the same way or doing the same thing from day to day. Therefore, the calculation on the basis of the date of birth is more accurate. Throughout my years of practicing Feng Shui and selecting auspicious dates for various events, there
is a certain truth to its impact although there are no modern instruments to measure it as such. In spite of this, its probability of success is high, and produces results when the method being used is consistent. While we can use the selection of auspicious dates to maximise desired results, at the same time, it can also be used to minimise unwanted risks. To achieve the best results, we always emphasis on the 4R, which is: the right people, the right word, the right place and, lastly, the right time.

In the run-up to the 2013 Budget, there were numerous calls for measures to improve the wellbeing of the rakyat. With the 13th General Election just around the corner, many were expecting that the 2013 Budget would offer plenty of sweeteners to the man on the street.
RM475 per year. With today’s escalating cost of living, the savings of some RM1 per day is not enough for the lower income group and not necessary for the higher income group. If the intention was to assist the lower income group, a tax rebate targeted at them could have been given instead.
The 2013 Budget was indeed packed with a number of goodies for the rakyat. These include: • The 1% reduction in individual tax rates • Measures to provide affordable housing • Increased tax relief on children’s higher education • Continued BR1M handouts to households earning less than RM3,000 and the extension of this benefit to single unmarried individuals • Schooling subsidies • The 50% discount on public transportation fares • The new rebate for smartphones
Meanwhile, the middle-income group would have liked to see a widening of the tax bands to improve our competitiveness as a destination of choice for talents. Our current tax bands lag behind those of our competitors and do us no favours in the war for talent. The effective tax rate of an individual with an annual remuneration of US$50,000 is 16.5% in Malaysia compared to 3.2% in the Lion City! On a more positive note, the 1% reduction in tax rate would relieve some 170,000 individuals from paying taxes.
What matters most Increased disposable income and home ownership, better access to quality education and medical/ healthcare facilities, efficient public transportation system, improved security and eradication of crime – these are the issues that matter most to the ordinary Malaysian. I applaud the government for its continuous commitment to enhance the wellbeing and lighten the financial burden of the rakyat as reflected in the 2013 Budget measures. Now let us examine how effective some of these measures are. The proposed 1% cut in personal tax rates for annual chargeable income bands between RM2,501 and RM50,000 translates to a maximum tax savings of
In addressing the higher cost of education, the government proposed an additional RM2,000 in tax relief for parents with children pursuing their higher education. The current annual tuition fee for an internationally recognised business degree programme in local private universities ranges from RM9,500 to RM27,000. The additional RM2,000 tax relief provides a tax savings of RM520 at the highest income tax bracket of 26%, which is only about 5% of the tuition fees (for fees at the lowest range of the scale). For the lower income group, who really needs the assistance, this is not quite sufficient to address the cost of education. Therefore, they are still going to be relying on scholarships and study loans, which are subject to various qualifying criteria.
iProperty.com malaysia | 99 Dealing with housing woes Owning their own property is a dream for many Malaysians. However, with the continuous upward trend in property prices, realising this dream has become almost impossible for many. The government has announced the following remedial measures to deal with this pressing issue: • Allocation of RM1.9 billion for affordable housing • Enhancement of the My First Home Scheme • Increase in real property gains tax (RPGT) rates of 5% (to 15% and 10% for disposals within 2 years and within 3 to 5 years of acquisition respectively) The allocation of funds for affordable housing will bring about 123,000 affordable housing units in 2013. The increase in the eligible monthly income thresholds for individuals (from RM3,000 to RM5,000) and joint purchasers (up to RM10,000), and the price limit of residential properties (from RM350,000 to RM400,000) in order to qualify for the 50% stamp duty exemption for first-time home buyers, are both welcome moves. While these are steps in the right direction, they are not sufficient to fully address our housing needs. A holistic study is required in order to craft a sustainable housing model, with build-in measures to accommodate the changing needs of family units as they expand and price hike controls upon subsequent sale. Whether the RPGT rate increase will act as a deterrent to speculators will be subject to market conditions. If profits are good, a 15% tax may not curb speculation. A gradual increase in rates makes it easier for speculators to stomach the impact, and therefore has a lesser effect on reducing speculation.
However, it is acknowledged that the government is faced with a delicate balancing act as a more drastic increase could have an adverse impact on the property market. Another positive measure is the revival of abandoned housing projects. This will certainly help unfortunate house buyers who have had their money locked in unfinished projects. As a plus, this will also remove the sore sight of unfinished structures around the country. Is more really enough? All in all, the 2013 Budget has introduced more measures to address the rakyat’s concerns as compared to last year. For some, however, more may never be enough. However, it is impossible to please everyone. What is more important is for the government to make sure that the 2013 Budget proposals are properly implemented, and that they take appropriate actions so that these measures are sustainable in the long run.
