18@8 KUL-SIN 18@8 KUL-SIN, the 8th edition of the annual exhibition by Wei-Ling Gallery, Kuala Lumpur, will be held at ION Art, Singapore, from 12 to 19 December 2012. Since its inauguration in 2005, 18@8 has become a definitive event in the Malaysian art scene. This exhibition has always incorporated an exciting slew of themes from year to year, with the sole intent of inspiring the artists to constantly push boundaries and create artworks that are both compelling and iconic. With this year’s installment, 18@8 KUL-SIN will be witnessing an enthralling overview of contemporary Malaysian art in the present day, which shall comprise the biggest, most important names, as well as some of the more exciting emerging artists working today, namely, Ivan Lam, Anurendra Jegadeva, Zulkifli Yusoff and Chin Kong Yee amongst them. In addition to this, the exhibition will also be featuring a selection of Singapore’s cutting edge artists such as Jason Wee. The upcoming exhibition will mark the very first showing of an 18@8 instalment in Singapore. Having just recently celebrated their 10th year as an established art gallery in Kuala Lumpur, Wei-Ling Gallery takes pride in placing their focus on the most cuttingedge contemporary artists that Malaysia has to offer. The gallery’s program changes monthly and it has a large stockroom of works by their stable of artists on
constant rotation. Conversations in Yellow & Blue From 8 November 2012 to 15 January 2013, Shalini Ganendra Fine Art is presenting Conversations in Yellow & Blue, a solo exhibition of new works by Zac Lee. The latter has won both national and international accolades. The works in the current show reinforce Lee’s reputation as a thoughtful and technically gifted artist, presenting exquisite fusions of photographic accuracy and captivating abstraction to make elegant social commentary.
Conversations in Yellow & Blue features 8 large works and represents another significant step in Lee’s artistic career, as he shifts focus to developing broader concepts for shows as a whole. While each painting stands eloquently alone, the combination of works creates a powerful visual and symbolic experience, using a limited colour palette referencing political themes. Lee’s exhibition tells of Malaysia’s past, present and future. In this project, he documents underlying tensions in Malaysia’s social and political climate. Using art as an aesthetic political force, he sends a message of suggested reconciliation through interesting perspectives on national symbols – all presented in his skilled and sophisticated style.

02 Lee has developed his work by combining the detailed disciplines of traditional Chinese calligraphy painting styles with contemporary graphic formats. He was selected for and participated in 2 important residencies, the Freeman Fellowship at Vermont Studio Center, United States, and the Three Shadows Art Center Residency, Beijing, where he was the first Malaysian. His more recent work incorporates realism and photographic detail, and his close attention to and monumental representation of small subjects – such as animals, flowers and fruits – combine to bring an iconic status to each in the context of social commentary.

iProperty.com: What is the response for Suria Jelutong? Simon Kwan: This development has a total land area of about 11.54 acres, and the first phase was launched early this year. We have over 600 small office/home office (SOHO) and apartment units, and more than 40 shop offices and retail units. Construction of the project has been ongoing for almost a year and we have already sold more than 80% of our available units.
One of the factors why people are buying SOHO and apartment units is because it is a viable option for those looking to stay in upmarket apartments. In addition, based on the fact that we have sold more than 80% of our 600 units, we believe that our development is self-sustainable as the surrounding commercial offerings are all within walking distance of the housing units and cater to the residents’ day-today needs and activities.
For Phase 1, we are targeting a completion date in early 2015, and expect the whole building to be completed by 2014. There are still many people coming to purchase our units due to its accessibility,

01 The second phase comprises only 30 units of shop houses; some of the units will be facing the main road, while others will be facing the existing Suria Jelutong. Incidentally, this is one of the remaining parcels of commercial land. The last phase will focus on high-rise developments. We will launch TRIVO by the end of November. iP: A large number of your projects are landed properties. What can you tell us about this trend from a developer’s standpoint? Kwan: We do not think many companies will be pursuing it as land prices have become so high that

it will not be easy for buyers to purchase them at attractive prices. These high prices are the result of land and building materials becoming more expensive, making it more difficult for developers to build landed properties at the moment. Some people may ask why are we not building bigger shop lots compared to what we are building at TRIVO. As a developer, the prices will be much higher if we were to build something that large. This will result in our buyers and investors having to purchase the property at higher prices. At the end of the day, we also look at it from the perspective of our investors,

34 | TALK POINT | Sunsuria DEVELOPMENT who have been with us for years. We want them to be able to rent out their units and receive value for their money. More often than not, it is the ground floor and first floor units that are rented out the fastest, whereas the higher floors are usually rented out at a lower price. In regards to our investors, we make sure that their needs are taken care of. This means that if they want to make money based on price appreciation, we want to ensure that they are able to do so. We also understand that most of our homebuyers use their lifelong savings to buy a house, and it is our duty to make a lifelong commitment to our clients in return. For both parties, we fulfil our responsibility to them by ensuring that we deliver our products on time and that our products are of the highest quality. iP: You place a great deal of importance on satisfying your customers’ needs. How do you express this in your developments? Kwan: We have hired several individuals from the customer service industry with many years of experience to create a ‘concierge service’ for Suria Jelutong. Our commitment to our buyers does not end with the delivery of our products, but extends beyond that in

the form of this service that is available not only at the building itself, but also at our offices as well. Our buyers can call us to ask for any assistance or advice on their property. Our concierge service is no different to what you would experience at a hotel; we will be able to help our buyers with almost anything. This includes instances where our buyers may want to lease their properties, or need their homes taken care of while they are overseas. This is one of the features that exemplify our lifelong commitment to our customers. We are planning to not only implement this concierge service in all our future developments, but our existing ones as well. This is one of the major ways we see ourselves as being different from other developers. It is easy to make promises of a lifelong commitment, but it is quite another to be able to keep those promises.
iP: Everyone wants ‘green’ features in their buildings, be it their home or office. Is this a key consideration when you plan your projects? Kwan: Having ‘green’ features in our buildings is something we consider important for some, but not for all our projects. At this moment, ‘being green’ is on

04 everybody’s mind, but not everybody can afford to buy green. Although the technology is cheaper than it was several years ago, the costs for high-rise developments can still be quite substantial. As such, we have to carefully select which projects we want to be green. Our upcoming bungalows in Setia Alam is one such project because homebuyers want sustainability. However, in other cases, such as our shop units, it may not be relevant and doing so could push the price up needlessly. I will say that, at this moment, we cannot go full-fledge green. iP: Aside from TRIVO, what are your other notable upcoming projects? Kwan: We will probably be launching new phases of our Setia Alam development as well as Sunsuria 7th Avenue 2 in 2013, both of which promise to be massive developments. Of the 240 acres available in Setia Dagang, Sunsuria Development is developing 30 acres of it. Phase 1 consists of semi-detached retail offices on a 16.5-acre piece of land. These units have been completed and are 100% sold out. For Phase 2, with 13.5 acres of land, we are planning to create more high-rise buildings, with the possibility of it being a mixed development for future launches. We have an upcoming apartment project that I think the public will find very interesting in Setia Alam. The first phase will consist of over 300 units, while the second phase will have about 400 units. It is a low density development in a large area; to put it into perspective, the first phase will be built over 9 acres of land, which makes it very conducive neighbourhood. We will most likely be able to launch this development in the second half of next year.

The Sentral Selling Point Kuala Lumpur Sentral has undoubtedly become one of the city’s major business and financial hubs in recent years. We take a closer look at what drives its growth. By Ong Xin Ying
Kuala Lumpur Sentral, or better known as KL Sentral, is a transit-oriented development that has grown beyond its origins as an intermodal transportation hub to become one of the prime locations in the city’s property market. This is largely thanks to the effort of the consortium charged with its development, which is led by the Malaysian Resources Corporation Bhd (MRCB).
iProperty.com: How has the response been for your current projects? Zamry Ibrahim: In KL Sentral, we are reaping the benefits of creating a location and a destination, so our projects – be it commercial, residential or even retail – have been well received. As far as our residential projects are concerned, all of our products are sold out before they are even completed.
One of the most defining characteristics of MRCB’s developments is their dedication to being ‘green’, which is evident by the number of their projects that have green certifications. As marketing director of MRCB’s Property Division, Zamry Ibrahim shares his passion for his favourite project, his thoughts on the current status of the property market as well as a preview of the company’s plans for 2013.
To use some of our current projects as an example, we have already managed to sell over 70% of the available units despite the fact that the construction of these projects has only recently begun. In addition, our office towers, of which we have a significant number in KL Sentral, are generally 70% to 80% leased by the time they are completed, with the balance being leased out within 6 months of the official opening of the building.

We are fortunate to not just be able to lease them out, but we are also able to get the highest average rental rate in Kuala Lumpur for an area, to quote a report by Knight Frank, and we are very proud of that. When you are at the top, it makes it more difficult to maintain that growth. Retail is another area where we are expanding in a big way in KL Sentral. In the beginning, retail meant kiosks and fast food outlets at the station, but then we expanded that concept and created a lifestyle centre such as Sooka Sentral, which offers food and beverage outlets, a gymnasium and many other things. Next year, we are going to open our retail mall Nu Sentral; it will also be our first green retail mall, which makes it even more exciting for us. It is still under construction, but will be ready in about a year’s time.

03 iP: Which project is your favourite, and why? Zamry: This is a tough choice, but I would have to say Platinum Sentral. This is because it is a significant accomplishment for us in many ways. For starters, in addition to being certified by the Malaysian Green Building Index, it is also the first commercial development in Malaysia to be awarded the Platinum Award (provisional), which is the highest rating in the Building and Construction Authority of Singapore’s Green Mark scheme. In addition, it represents a major step forward in our effort to spearhead green building development as it is not only equipped with green and energy efficient features, but is also the first Smart+Connected Real Estate (CRE) building in Malaysia. The system is so advanced that it enables us to determine the ‘health’ of the building, based on factors such as its energy usage and the amount of harvested rainwater, and present this information to our customers in a way that they can easily comprehend. In our case, we are able to tell them how much energy they have wasted in terms of how many trees they have killed instead of presenting longwinded charts and strings of meaningless numbers.

iP: What is your opinion on the current market outlook? On the commercial side of the market, do you think there is an oversupply of office buildings in Malaysia? Zamry: The way we see it, right now buyers are a lot more sophisticated, so there is a demand for better quality products from developers. The buyers are also more educated as they ask in-depth questions such as the development’s security arrangements. As such, for developers in today’s market, there is a need for us to continuously meet these expectations from the market, and hopefully introduce new elements that will attract them to our products. As for the commercial development sector, I think there is a shortage of quality office buildings and that creates opportunities for developers. Take Johor, for example, which has one of the highest property overhang numbers in the country, and yet Iskandar Malaysia has become a high growth market and is maintaining a high market value among other things. In fact, it is close to achieving its total investment target of RM100 billion. One of the reasons behind this is that the projects that are part of the overhang are poor quality developments. The market has matured
iProperty.com malaysia | 39 to the level where people are willing to pay more to acquire higher quality products. iP: What is it about your projects and KL Sentral in general that makes them so special? Zamry: I think the game plan for KL Sentral has always been about providing end-to-end services to our customers, so at MRCB, we are not just property developers – we are also contractors. We designed, planned and built KL Sentral – whether it is residential, commercial or retail – and when the buildings are completed, we manage them. We have our own management company to handle the facility management for these buildings, even for buildings that we have sold.

We provide security services as well; the auxiliary police force you see around KL Sentral are our employees. These auxiliary police personnel has gone through proper police training. We also manage all the parking spaces in KL Sentral. We even have a tech company that provides services such as telephony and Internet connection. As such, when you move into 1 of our buildings in KL Sentral, we can set it up for you. Furthermore, if you were to move from 1 building to another in KL Sentral that is managed by us, your phone lines can be up and running within the hour and you will even be able to retain your original number. Being integrated and self-sustaining allows us to manage the services and experiences of our customers unlike any other development. iP: To what extent are you pushing the green agenda with your projects? Zamry: All of the things that we do are actually geared towards the green principles that we try to implement in KL Sentral. However, there is a need for us to be able to show our customers that because our buildings are green, this will allow them to operate more efficiently, which means bringing in elements such as smart building systems. As I mentioned previously, Platinum Sentral is currently the first CRE building in Malaysia, and we are looking into applying this to our other developments as well. We do it because we believe in it and we have done our research, but the real test is when we implement it. What we want is to take a leadership role in the development and construction of smart and green buildings. We would like our residential projects to be green as well, but as always, there is the challenge of managing costs and how well it will be received.
We need to understand what the market wants as far as green and smart technology is concerned. These are things we do not want to rush into lest we put off the buyers. iP: What new offerings can we expect from your company in 2013? Zamry: All will be revealed in good time, but what I can tell you is that we have land near Petronas Twin Towers and Setapak, which is easily accessible thanks to nearby highways, as well as Kajang, which is now a property hotspot. We are trying to come up with something exciting for these locations, and they will be mostly residential. I believe that by the end of the first quarter of 2013, we will be ready to make announcements on what we have to offer. The launches of these properties will be staggered throughout the second and third quarters of next year.

iProperty.com malaysia | 41 The Evolution of the Transportation System Situated about 823m above sea level on the northern part of Penang, Penang Hill is one of the oldest colonial hill station established by the British in this country. The earliest mode of transport up the hill was via horses, or a system called ‘doolies’, where masters were carried on special sedan chairs. Then came the Penang Hill Railway. The first railway was constructed in 1901 and completed in 1905, but was rendered useless due to technical faults. On 1 January 1924, the second railway, a 2,007m long funicular railway was officially opened. The last upgrade was in 1977, before there was a complete overhaul of the system in 2010. With a population of about 1.5 million people and more than 2 million registered private vehicles, Penang is in urgent need of a new mode of transport due to heavy congestion. It is understood that the government has forwarded the Penang monorail project, which is expected to cost over RM2 billion, to the cabinet for approval. Under the initial plan, 2 lines were proposed – Tanjung Tokong to the Penang International Airport via Scotland Road, Jalan Air Itam and the Penang State Mosque; and Paya Terubong to Weld Quay Terminal, via Jalan Air Itam, Jalan Dato' Keramat, and Kompleks Tun Abdul Razak (Komtar).

The other 2 restoration projects are commercial offices and warehouses built in the early 20th Century at Weld Quay and Church Street Ghaut. The cost of restoring a heritage project depends on the quality of finishing used and normally ranges between RM300 and RM400 per sq ft, but could go higher due to the condition and age of the property. According to Shawn Ong, the vice-president of Henry Butcher Malaysia (Penang), a prime heritage property in George Town can fetch a rental of between RM5 and RM10 per sq ft, which means that a 2,000 sq ft heritage property that is strategically located can generate a rental of RM10,000 to RM20,000 a month.
42 | THE CHARM OF PENANG Bridging the Gap The Penang Bridge connects Gelugor on the island of Penang and Seberang Prai on the mainland. The construction of the 13.5km long dual-carriageway bridge was finally completed on August 1985. The 24km second Penang Bridge, which will link Batu Kawan on the mainland to Batu Maung on the southeastern part of Penang Island, is set to bring on a substantial spillover effect for the state, especially in the property and transportation sectors. The new bridge will have a 4-lane dual carriageway with 2 observation platforms that are designed to resemble a pearl at the central span. Construction on the bridge commenced in November 2008 and has a deadline of September 2013, although the project is presently 2 months ahead of schedule. About 17km of the bridge would be over water and the remainder over land. It is currently the longest bridge in Southeast Asia. The second bridge is among several projects proposed under the Northern Corridor Economic Project (NCEP) to turn the state into a regional transportation hub that includes the setting up of a low-cost carrier terminal at the Penang International Airport and the expansion of the Penang port. Drawing in the Crowds The number of local and foreign tourists in Penang is expected to increase in the coming months thanks to Escape Adventureplay, the first phase of the Escape Theme Park created by Sim Leisure Group, which has opened its doors to the public. Located in Teluk Bahang, the RM18 million Adventureplay is touted as the first of its kind in Penang and utilises existing jungle trees on its 2.8ha grounds for the many adventurous games and challenges.

Sim Choo Kheng, founder and chief executive of Sim Leisure Group, which operates Adventureplay, is expecting about 350,000 visitors to the environmentally centred park annually. There are 3 main components of the Escape Theme Park, namely, AdventurePlay, WaterPlay and a Treetop Hotel. The entire park measures 17.8ha and is expected to be completed in 2017. In lieu of the growing number of visitors to the state, AirAsia Indonesia will be increasing the frequency of its flights on the Medan-Penang sectors from 1 December 2012. AirAsia Indonesia is adding 1 additional frequency to its existing Medan-Penang route for a total of 24 flights weekly. Dharmadi, CEO of AirAsia Indonesia, pointed out, “The demand for the Medan-Penang route has grown steadily every year since we first launched them, and we are delighted to introduce additional frequencies to meet the robust demand.” In the retail sector, Debenhams, one of Britain's oldest retailers, is opening its third store in Gurney Paragon, Penang. The store will be Debenhams' first outlet outside Kuala Lumpur and also its first flagship store in the northern region. Penang was selected as the third location for expansion in the Malaysian retail market by Debenhams Malaysia master franchisee Stellar Retail Sdn Bhd after the latter established 2 stores in Kuala Lumpur, namely, at The Curve and Starhill Gallery. According to Andy Jackson, Stellar Retail’s managing director, the new 20,000 sq ft store in Gurney Paragon is scheduled to open in July or August next year with construction expected to start in the next few months. The company will be investing between RM3 million and RM4 million for the new store.

Time to Fine-Tune the
Bumiputera Discount (Part I)
HBA has made 10 recommendations to the government on ways to curb the unbridled escalation of house prices. One of the pertinent points relates to the issue of Bumiputera discount.
It is the aspiration of every responsible government to ensure that their citizens have a roof over their head. In recognising this, the Malaysian government has put in place many policies, including the Bumiputera Housing Policy, to assist the rakyat in acquiring their own homes.
Housing Policy varies from state to state with the median being 30% for the Bumiputera quota and 7% for the Bumiputera discount. However, as the Bumiputera quota is more of a social issue and complex in nature, this article will only deal with the Bumiputera discount. The Bumiputera discount has been credited by many quarters, including the National House Buyers Association (HBA), as the key policy which has enabled Bumiputeras to acquire properties, especially in the urban and suburban areas, and reduce the disparity of property ownership between Bumiputeras and non-Bumiputeras. However, more than 40 years after it was introduced, is such a blanket policy still relevant?
The Bumiputera Housing Policy was introduced as part of the New Economic Policy in 1970 to reduce the income disparity between the Bumiputeras and non-Bumiputeras. In a nutshell, the Bumiputera discount required property developers to: (i) Reserve a certain percentage of their units for sale exclusively to Bumiputeras; and (ii) Sell the Bumiputera quota units at a discount.
Malaysia has developed by leaps and bounds since 1970 and the income level of the vast majority of Bumiputeras has also improved tremendously. While it cannot be denied that there are still many underprivileged Bumiputeras in need of assistance, a blanket policy such as the Bumiputera discount may not reach the intended target group.

iProperty.com malaysia | 67 Bumiputeras, resulting in the rising cost of property ownership across the board for both Bumiputeras and non-Bumiputeras. As the Bumiputera discount applies to all categories of properties with no limit on the number of properties entitled to it, this policy is being exploited in the following manner: (i) Luxury Homes The Bumiputera discount was implemented with the intention of assisting underprivileged Bumiputeras acquire their own property. Unfortunately, when the policy was introduced, sufficient guidelines were not put in place to prevent its abuse, and the Bumiputera discount is now implemented across the board, from low- and medium-cost properties to luxury homes costing more than RM1 million. While it is understandable for underprivileged Bumiputeras to be given some form of assistance in the form of a discount when acquiring their homes, it is a blatant form of abuse when affluent Bumiputeras demand the same discount when buying luxury homes. To put things in perspective, for bungalows costing say RM3 million, a 7% discount would amount to RM210,000, which is sufficient to provide 3 low-cost apartments costing RM60,000 each to deserving Bumiputeras.
(ii) Multiple Homes Due to the lack of a detailed guideline, there is currently no cap on the maximum number of properties that Bumiputeras can buy under the Bumiputera discount. This enables affluent Bumiputeras to acquire multiple properties at a discount, thus depriving underprivileged Bumiputeras from acquiring these properties. (iii) Commercial Property As mentioned, the Bumiputera discount was intended to assist low-income Bumiputeras acquire a roof over their own head. However, this discount also applies to Bumiputeras who want to acquire commercial properties, properties that are used for business purposes and not as a private dwelling. There is also no cap on the price or number of commercial properties eligible for the discount. Once again, affluent Bumiputeras are taking advantage of the policy to acquire commercial properties at a good discount and reselling them for a gain. This will drive up the overall cost of business, resulting in a higher cost of living for the rakyat. This is Part 1 of a 2-part article. Part 2 will be published in the next issue.

2013 Budget: From the Eyes of Businesses (Part II) This is the second part of a 2-part article by PwC, summarising the key highlights of Budget 2013 from a business perspective. By Phan Wai Kuan
Last month, I discussed the impact of some of the 2013 Budget proposals on the rakyat. In this article, let us consider the few areas in which the Budget has effectively engaged (or can better engage) the business community.
Boosting investment activity The Prime Minster, in his 2013 Budget speech, reiterated that the government would continue to accelerate the implementation of the 12 National Key Economic Areas (NKEAs) identified under the Economic Transformation Programme (ETP). While the Budget contains various measures to attract investors in line with the ETP (in the oil and gas, financial and tourism sectors, for instance), it lacks measures for manufacturers, especially where reinvestment is concerned. Our challenge is not restricted to attracting investments to our shores. It is equally crucial to be able to retain them in Malaysia.
New business structures The introduction of the business trust and limited liability partnership (LLP) provide companies with 2 alternative structures to carry out their business. This much welcomed announcement finally puts Malaysia on par with other countries around the world, most notably Singapore which introduced the 2 business vehicles almost a decade ago. The LLP enables a business to operate like a partnership, but enjoy the status of a separate legal entity with limited liability. The business trust appeals to companies with a substantial capital expenditure and steady cash flow as they are able to monetise their capital assets and distribute returns without the retained earnings restriction imposed on a company.
Reinvestment is a never-ending activity as profits will always be ploughed back into the business for expansion, diversification or improvement. The 15-year reinvestment allowance incentive would have lapsed for companies which started claiming the incentive in the year of assessment 1998. Unfortunately, continuous calls by the manufacturing sector for the renewal of this simple and popular incentive have gone practically unheeded. Instead, in recent years, the government has tightened the reinvestment allowance rules by making amendments to the law as well as public rulings. For companies that have not exhausted their 15-year incentive period entitlement, the scope of qualifying reinvestment activity has been further narrowed with
iProperty.com malaysia | 69 the exclusion of the processing activity and a more restricted scope of the manufacturing activity. On a broader basis, what businesses would like to see is a review as well as enhancement of our existing bag of tax incentives. Keeping our incentives relevant and competitive is important with the evolution of businesses over the years and a revamp of incentives by other countries competing for an increased share of foreign direct investments. A streamlining of our tax incentives, currently found in various pieces of legislations which are in dire need of a revamp, e.g. the Promotion of Investments Act 1986, is long overdue. Inculcating innovation Innovation is critical in propelling Malaysia to a highincome and developed nation status. It is encouraging to note that ‘inculcating innovation and increasing productivity’ is a focus area by the government. Several proposals have been announced to address this focus area: • Using intellectual property as a collateral for small and medium enterprise (SME) financing • Extending the tax incentives for the commercialisation of research and development (R&D) findings (currently only available to resourcebased findings) to non-resource-based findings • Promoting participation in venture capital investments by angel investors by allowing a tax deduction for the amount of investment made against the investor’s other income (previously restricted to business income) • Increasing funds for the Green Technology Financing Scheme, which provides government subsidised loans to companies that produce and use green technology.
There is no denying that to ensure a more robust and sustainable taxation system, we need to widen our existing tax base and shift from an income-based to a consumption-based system. The implementation of the broad-based Goods and Services Tax (GST), first mooted by the government in 1989, is long overdue. It is important that a thorough study of the GST system is carried out. However, we have been doing it for too long now (in fact, more than 2 decades) and yet its implementation date remains elusive! From the studies done, the benefits of the GST is obvious. The government should confidently and resolutely announce its implementation date to remove the uncertainties surrounding its implementation. A ‘No Surprises’ Budget
However, is the above sufficient? To vigorously promote innovation in Malaysia, we need to perform a holistic review of our current innovation incentives and assess their effectiveness and competitiveness in relation to those available in other countries. Singapore offers one of the most generous incentives under its Productivity and Innovation Credit (PIC) scheme, which was introduced in 2010 and further enhanced in the 2011 and 2012 Budget. Under the scheme, a 400% deduction (up to RM400,000) is given for each category of expenses (both revenue and capital expenditure) invested in PIC-qualifying activities. This is very attractive compared to Malaysia’s existing R&D incentives, which include a double deduction for approved research expenditure. GST: More clarity needed As anticipated, there can be no cut in corporate tax rates without a major reform of our taxation system.
From the business perspective, it was a ‘no surprises’ Budget with no major ‘game-changers’. It is now crucial that the government ensures that initiatives under the various NKEAs are implemented swiftly so that we do not lose sight of the nation’s goals.

Many perceive this date to be very special, but few people are aware of the significance of this date according to the lunar calendar.

This issue, we are going to unfold the truth behind a unique date in the Gregorian calendar. The date, 12 December 2012, is generally written as 12.12.12. It is perceived as very special because of the repetition of the number 12. What is the significance of this date according to the lunar calender? In the lunar calendar, every year, day, hour and minute consists of a Stem (天干) and a Root (地支). For example, the date and time of birth of a person, when it is written according to the lunar calendar, comprises 8 words in total; thus it is called Ba-zhi (八字). There are 10 Stems and 12 Roots which represent the 5 elements – wood, fire, earth, metal and water. The conversion of the date 12.12.12 from the Gregorian calendar to the lunar calendar is as follows: YEAR

5 Elements Producing and Contrasting Cycle
The subject of the day refers to the element of the day, so the element of the day is ying fire. In the 5 elements’ producing and contrasting cycle, water produces wood; wood produces fire; fire produces earth; earth produces metal and metal produces water. In the contrasting cycle, water is a contrast to fire; fire is a contrast to metal; metal is a contrast to wood; wood is a contrast to earth and earth is a contrast to water. Producing, in this case, means support or give life to the element. For instance, water gives life to wood. Therefore, wood becomes stronger. Contrasting weakens the next element; for example, water can be used to put out fire. From the second table, there are 2 water elements, 2 earth elements and 1 metal element. The explanation is, the ying fire has to confront the 2 water elements, which will put out the fire. In addition, the fire only needs minimal strength to produce 2 earth element and to melt the metal element. To summarise, the ying fire does not have any wood element to give it life, so it can continue to burn to produce earth, as well as have the ability to melt metal. Hence, it is a day without much strength.

Creating Wealth With Real Estate While there are several vehicles that can be used to achieve financial freedom, real estate investment is right at the top of the list. One of the many ways real estate investments can help build wealth and financial security is through capital gain. The latter is the profit that you get when you sell an asset. In addition to capital gain, there is also cash flow, which is defined as the profit of operating a rental property. It is the rent that you receive from your tenant minus all of the expenses. When managed properly, the property can help generate cash each month and put money into your pocket on a regular basis. Bankers are among the most conservative people around and they are not inclined to provide a loan if there is too much risk involved. For example, your banker would certainly not lend you money for
buying stocks because it is too risky. However, if you want to borrow RM450,000 from the bank to buy a RM500,000 house, while putting down RM50,000 of your own money, you are far more likely to get a loan from your banker (assuming you have decent credit). Why would the bank provide a loan for you to buy a house but not for buying stocks? The reason is because there is much lesser risk involved in buying a house, as there is a physical asset to protect the bank from loss in case you do not pay back the loan. In general, real estate investments carry a lower risk, thus it is relatively easy to leverage your money. Instead of having to cough up RM100,000 to buy a RM100,000 house, you only need RM10,000 for the down payment.
iProperty.com malaysia | 73 After getting a housing loan from the bank, you need to pay interest, which is the bank’s profit. Generally, the housing loan is tied to the Base Lending Rate (BLR), which may fluctuate throughout the loan tenure. Most of us are not aware of the risks involved when the BLR fluctuates. It can affect the capital gain of your property, and when the BLR increases, you need to pay a higher interest rate. In reality, most Malaysians tend to make the same monthly repayments throughout their loan tenure. However, when the BLR increases, the monthly payable interest also changes. For instance, the Letter of Offer may state that the interest rate is BLR – 2%, and the BLR when the Letter of Offer was signed is 6.6%. This means the repayment amount, as indicated by the Letter of Offer as its effective rate, is 4.6% (6.6% – 2%).

The repayment amount for a RM300,000 loan with a 30-year tenure is RM1,538, while the estimated monthly payable interest is RM1,150. When the BLR goes up to 7.6% after a year, the interest with the lower outstanding balance of RM295,245 will become RM1,402.40. This means there is a difference of RM252.40. The consequences of not the paying the difference will be compounded throughout the remainder of the loan tenure, and you end up paying additional interest which could amount to RM68,950. The fact is, the BLR may not be at 7.6% throughout your loan tenure; this figure can be lower or go even higher. In Malaysia, the highest BLR on record is 12% and the lowest is 5.55%, while the current BLR is 6.6%. What you really need, to avoid having to pay extra compounded interest, is BLR management. It helps to keep track of your monthly repayment with the right interest rate and ensures accurate payment on the right date. When the BLR changes, it is important to be aware of the accurate payment amount and pay accordingly to settle the loan. Accurate loan repayment will guarantee early loan settlement by reducing the loan tenure by half. Hence, in order to protect one’s capital gain, it is imperative for the borrower to monitor his monthly repayment according to the BLR. Often, it is far easier and faster to engage the services of professionals who specialise in the area in which you want to invest. These professionals do not only provide advice, they also help to decipher the vast amount of information available. More importantly, these professionals help you monitor the repayment amount and payable interest, so that you can start creating wealth immediately. Historically, real estate has proven to appreciate in value and one of the reasons for this is due to factors such as supply and demand, a shortage of prime land,

Affordable Housing the Keystone of
Budget 2013
Budget 2013 enhances the ability of middle- and low-income earners to buy a home with the help of various programmes for affordable housing, the reduction of stamp duties and tax breaks. By Chan Ai Cheng
As presented by Prime Minister Dato’ Sri Mohd Najib bin Tun Abdul Razak on 28 September 2012, the government is allocating RM1.9 billion to build 123,000 affordable housing units in strategic locations next year. The initiative will be implemented by PR1MA, Syarikat Perumahan Nasional Bhd (SPNB) and Jabatan Perumahan Negara. A total of RM500 million will be spent by PR1MA to build 80,000 houses in major locations nationwide and the selling price will range between RM100,000 and RM400,000 per unit. Among the locations are Kuala Lumpur, Shah Alam, Johor Bahru, Seremban and Kuantan.

In addition, PR1MA will provide the Housing Facilitation Fund with RM500 million to build houses in collaboration with private housing developers. The house prices under this programme will be 20% lower than the market price and will be distributed through an open balloting system.
This follows the establishment of the 1Malaysia People’s Housing (PR1MA) agency by the government in the previous budget to develop and maintain affordable and quality houses, specifically for the middle-income group. The housing programme is open to Malaysian citizens who must be at least 21 years old at the time of the application, and is open to both individuals and families (husband and wife) with a monthly household income of between RM2,500 to RM7,500. It is for those who own no more than 1 property. A sum of RM320 million will be allocated through SPNB to build 22,855 residential units including low- and medium-cost apartments, Rumah Mesra and Rumah Mampu Milik. Its housing projects would include the construction of 1,855 mediumcost apartment units with a built-up area of 850 sq ft in Shah Alam and Sungai Buloh, with a selling price between RM120,000 and RM220,000 per unit; while 21,000 houses under the Rumah Mesra Rakyat programme will be constructed and priced at RM65,000 per unit with a subsidy of RM20,000 as well as a 2% subsidy on the interest rate. In addition, a sum of RM543 million will be provided to Jabatan Perumahan Negara for the implementation of 45 projects under the Rakyat Housing Programme (PPR) involving 20,454 units, which will be constructed via the Industrialised Building System (IBS). These houses will be sold at a price between RM30,000 and RM40,000 per unit, much lower than the market price of about RM120,000 per unit. The government will also allocate 20% of the PPR houses to public sector employees and 1% to the disabled. Collectively, these housing programmes will increase the supply of houses and should help to moderate property prices so that it will be affordable to Malaysian citizens from the low- and middle-income group.
iProperty.com malaysia | 75 Increased income limit for MFHS and the reduction of duties The My First Home Scheme (MFHS) will be improved by increasing the income limit for individual loans from RM3,000 to RM5,000 per month, or joint loans of husband and wife of up to RM10,000 per month. In addition, the requirement for a savings record equivalent to 3 months instalment and minimum employment of 6 months will be abolished. The government has also proposed a stamp duty exemption of 50%, valid till 31 December 2014, on the instrument of transfer agreement and loan agreement for the purchase of the first residential property of up to RM400,000. The enhanced MFHS and stamp duty exemption will help make it easier for individuals and couples to buy their first home. These measures are a follow up from the 2011 Budget announcement by the Malaysian government to assist young adults who have just joined the workforce. The scheme allows young adults to obtain 100% financing from financial institutions, enabling them to own their first home without the need to pay a 10% down payment. The scheme is open to first time home-buying Malaysian citizens who are 35 years old and below. The repayment of the total financing obligation must not be more than 60% of the net monthly income or the maximum financing limit of the participating bank, whichever is lower. Eligible properties are residential properties located in Malaysia with a value between RM100,000 and RM400,000 and are owner-occupied. Tax Revision on Individual Income Due to the rising cost of living as well as income tax liabilities, the government has provided 20 individual tax reliefs and 2 tax rebates. The government has proposed that the individual income tax rate be reduced by 1 percentage point for each grouped annual income tax exceeding RM2,500 to RM50,000. For
example, an unmarried young professional with a monthly income of RM5,000 will enjoy an income tax savings of up to RM425 per person. Passion Deep Living Sdn Bhd is a retailer of soft furnishing and custom-designed furniture, as well as a provider of interior design project coordination solutions. Established in early 2011, the company also designs its own unique range of furniture, which is manufactured in Malaysia using mostly locally sourced materials. The Creative Director and Design Consultant for Deep Living is none other than Blaine Robert, a Canadian citizen who is currently based in Kuala Lumpur. He came to Malaysia in 2005 after realising there was demand for his signature adventurous, left-field designs. He said, “I am inspired by interior design and furniture design to create beautiful things and bringing them

I am driven to design for both my personal clients as well as the consumer, and getting them to understand trends while keeping my sense of design style.” Robert’s path to Malaysia took him through several countries in the Asia Pacific region, where he picked up eclectic design elements and inspiration from the various cultures in which he found himself designing. After acquiring his degree from the University of Calgary, Canada, he moved to Tokyo, Japan, in 1988 where he spent the next 12 years working on freelance design. Inspired by Japanese architecture, he quickly learnt to incorporate functionality into minimalist design. The ability to create an environment free of clutter that was still visually appealing set a fundamental foundation in his design approach. Robert said, “The possibilities for growth and creating style are sometimes overwhelming, but I must be able to stand proudly next to my pieces and know that to some extent, they bring love and joy into people’s lives, for I believe that our environment creates a sense of well-being.
Therefore, my signature is on everything that I create as an assurance of this. I love being a part of that.” During this time, Robert also worked in Hong Kong, where he quickly immersed himself into the Hong Kong interior design scene, which he describes as a blend of ‘ancient culture and nouveau riche’. While in Hong Kong, Blaine learnt to combine several diverse design elements, realising the importance of seeing the big picture before designing or purchasing materials and other items. This helped him gain an understanding of how things fit together. In 2000, Robert moved to Singapore as he was drawn to the city state’s clean lines and West Hollywood design. It was here that his modern designs with a Balinese twist were born – a mix of distressed woods with high gloss aluminium finishes, with neutral coloured walls and loads of accessories. Attracted by the vibrant and anything-is-possible Malaysian market, Robert took the leap and settled in Malaysia in 2005. He said, “Kuala Lumpur was abuzz over the weekends at that time and I took full advantage of the excitement and had the great opportunity to meet some of the most amazing Malaysians. I felt at home, welcomed and thought, there is no better place to start all over again than where I felt so comfortable.” Deep Living started off with a single studio of 1,200 sq ft in Kota Damansara. A second studio was opened in 2011 in George Town, Penang. The main gallery measuring 8,000 sq ft on Jalan Yew, off Jalan Sungai Besi, Kuala Lumpur, opened its doors to the public in 2011. Deep Living is the retail arm of De Sofa Manufacturing Sdn Bhd (DSM), an established manufacturer of custom-made and designer sofas that was established in 2005. DSM operates a furniture factory on an acre of land in Shah Alam, which manufactures both DSM’s and Deep Living’s products.
