Housing Affordability Continues to Remain a Major Concern in Asia The third iProperty.com Asia Property Market Sentiment Survey Report for the first half of 2013 has revealed that housing affordability is a concern not just for Malaysians, but also for respondents in Indonesia, Hong Kong and Singapore. The one-month survey, polling a total of 17,303 respondents from Malaysia, Indonesia, Hong Kong and Singapore, revealed that despite the ongoing uncertainty with the Eurozone crisis and unstable US recovery, survey respondents still want to invest in property and continue to regard it as a safe investment choice. The recent cooling measures undertaken by the governments in Malaysia, Indonesia, Hong Kong and Singapore seem to have little or no impact to consumers, with many remaining sceptical that the measure will help control the increase of property prices. In Malaysia, the residential property market should see more transactions for properties in the range of RM350,000 to RM500,000, as that is the budget respondents have indicated. The hot property destinations identified by the respondents were Puchong, Petaling Jaya and Cheras. These are just some of the findings of the survey. You can read more on pages 16, 17 and 18. KeTTHA Announces IGEM2013 The Ministry of Energy, Green Technology and Water (KeTTHA) will be taking another step forward in advancing green growth by organising the region’s largest green technology exhibition, i.e. the International Greentech & Eco Products Exhibition & Conference Malaysia 2013 (IGEM2013). As announced by Dato’ Sri Peter Chin, Minister of KeTTHA during the soft launch on 15 January 2013, IGEM2013 will be held from 10 – 13 October 2013 at the Kuala Lumpur Convention Centre, Kuala Lumpur. Themed ‘Advancing Green Growth’, IGEM2013 aims to accelerate and push the rapid adoption

of green technology to deliver a double impact of sustainable economic growth, as well as to address environmental and energy security issues. Building on the resounding success of its previous editions, IGEM2013 will continue to create a vibrant platform to facilitate market connections, enhance the exchange of innovative and dynamic ideas amongst green stakeholders and serve as an informative hub for the public. IGEM2013 will address six major sectors, namely, renewable energy and energy efficiency; water and waste management; green transportation and logistics; eco-products and services; green building and interiors, and green ICT.

GCD Inks Billion-Dollar Investment Deal with Link (THM) Holdings Iskandar Malaysia recorded an impressive total cumulative committed investment of RM105.14 billion in December 2012, surpassing the initially set RM100 billion investment target. The figure will receive a further boost with an announcement by Global Capital & Development (GCD), the concession holder of Medini, of an investment deal worth S$1 billion in gross development value with Link (THM) Holdings Pte Ltd, a Singapore property developer, to develop the Media Village @ Medini Iskandar. The 5.9ha of land will be turned into a development of mixed properties expected to be completed in three phases over a period of five years. There will be more than 2,000 SOHO units (Small Office Home Office) and business suites with 1.2 million sq ft of net saleable area, while the commercial properties, consisting of mainly food and beverage outlets, will take up 1.1 million sq ft of net lettable area. Media Village @ Medini Iskandar will also support the creative industries catalysed by the adjacent

$20 Billion of Asian Property Projects to be Represented at Prestigious Property Awards Show

Wellness Developments Unveiled in Medini Iskandar Malaysia Malaysian Prime Minister Dato’ Sri Mohammad Najib Tun Abdul Razak and Singaporean Prime Minister Lee Hsien Loong recently unveiled the names of two wellness projects in Medini Iskandar Malaysia. Afiniti Medini, an urban wellness project, will be a regional destination for families, tourists and professionals looking to combine wellness, retail and hospitality experiences, as well as corporate training needs in a holistic package. It has five key offerings, namely, a corporate training centre, serviced apartments, strata residences, a wellness centre and a retail component. The development’s ground-breaking ceremony was officiated by the two leaders. Avira, a resort wellness project, will provide residents an alternative to the hectic lifestyle in busy cities today. What Malaysians Think about the property market in 2013 Survey findings by the iProperty Group, Asia’s No.1 network of property portals, have revealed that affordability and rising house prices continue to remain a major concern among Malaysians. The iProperty.com Asia Property Market Sentiment Survey (H1) 2013, conducted on the iProperty Group’s leading websites in Malaysia (iproperty.com.my), Indonesia (Rumah123.com and rumahdanproperti.com), Hong Kong (GoHome.com.hk) and Singapore (iproperty.com.sg), is the first cross-market online property survey of its kind. Key findings in Malaysia: - Affordability and rising house prices continue to remain the biggest concern among respondents (70%). Respondents think that property prices will increase across all dwelling types with landed property becoming less affordable in the first half of 2013. - 65% are not convinced that the 30 abandoned housing projects in Malaysia will be revived, despite reports that the Housing and Local Government Ministry succeeded in reaching its Key Performance Indicator by reviving 32 abandoned housing projects in 2012.

- 47% feel that more should be done to protect property buyers in the country. - 65% do not think that the allocation of RM1.9 million to build 123,000 affordable housing units in strategic locations in 2013 will be effective in meeting the rising housing demand for low- to middleincome earners. - Respondents were largely split between wanting the government to do more (32%) and believing that the recent increase in income limit for the My First Home Scheme will do enough to assist more people in their homeownership journey (32%). - 45% do not think that that the increase in the Real Property Gains Tax from 10% to 15% for properties sold within the first two years, while properties sold from the third to fifth year will be increased from 5% to 10%, will curb speculation. - Only 19% of the respondents want to invest in property overseas with the top three destinations being Australia, Singapore and the United Kingdom. Shedding further light on the survey findings, iProperty Group’s Chief Executive Officer, Shaun Di Gregorio, said that despite the residential property market in Malaysia being buoyant in the past two years, in 2013, property buyers are treading carefully while adopting a wait-and-observe stance. Di Gregorio said, “Malaysia’s economy is projected to grow at a healthy pace of between 4.5% and 5% in 2012. However, with the prolonged global economic uncertainties, the more stringent vetting process adopted by the banks and the implementation of the various measures by

the government to avoid an asset bubble, local and foreign investors are being cautious in their approach to purchase and invest in property.” The Findings The survey polled over 8,000 respondents from Malaysia. The majority of the respondents were aged between 26 and 35 years old, and 57% had an annual household income between RM30,001 and RM80,000. RM

When it came to purchasing property, 79% indicated that they wanted to purchase property within six months to two years. Some 34% indicated that their budget is between RM350,001 and RM500,000, followed by 32% who would spend up to RM350,000 for a property. The findings have revealed that landed property continues to be the most popular choice among the respondents. High-rise living is also fast gaining popularity possibly due to a greater appreciation for condo facilities and security features. Half of the Malaysians surveyed answered that property prices are too highly priced, while 16% answered that they cannot find a suitable property. Di Gregorio said, “This could be because of the budget that these respondents have as finding a home in a location that they desire is not feasible as properties in a good location are beyond the loan repayment capabilities of the country’s young population. Malaysia’s property prices are certainly lower compared to our neighbouring countries, especially Singapore and Hong Kong.” The full survey findings can be downloaded directly from www.iproperty.com.my.

As one of the most popular holiday destinations in the world, Bali has been a source of inspiration for the designs of homes and hotels across the globe for years. In fact, its gradual transformation from a culturally-grounded getaway to a bustling metropolis has enhanced instead of diminished its appeal as a holiday retreat or even a place to set down roots. Far from detracting from the original charm that has made Bali such a desirable place to visit and live in, the changes in the local architectural and design choices have managed to seamlessly meld with the core traditional elements that define Bali’s uniqueness, as the 25 contemporary houses in this hardcover book readily show. Each residential space is a testament to the prevalence of innovation in the field of architecture and interior design, taking into account the limitations present, as well as taking advantage of the opportunities at hand. A greater level of sophistication is evident in these homes, manifesting itself in the high-end finishing, building materials and modern equipment that grace them.

In addition, the desire to minimise the house’s impact on the environment has also greatly influenced the design choices of the featured homes, prioritising the usage of green materials and natural cooling techniques. Many of the houses in question were designed with the priority of cutting down on the use of air-conditioning, and embracing more natural and aesthetically pleasing ways to beat the heat inside. Bali has a long history of being the centre of creativity and source of artistic tradition both locally and internationally, but it also has an unusual ability to constantly reinvent itself. As the featured homes show, underneath the modern trappings, the core qualities that define Bali’s uniqueness still shine through. Photographer Jacob Termansen manages to skilfully showcase this blend of East and West through his camerawork, while Kim Inglis’ style of writing is personal, giving readers access to her own views on the individual beauty of each home and a deeper insight into the architects responsible for them.

Despite this change, elements of indigenous Balinese building traditions continue to make their presence felt in every abode. The use of bamboo in some form, interior courtyard gardens and garden pavilions, known as bal s, are some examples of concepts originating from the island that have persisted to this day in residences such as the ones in this book.

Gated & GUARDED: Boon or Bane The number of gated and guarded communities in Malaysia has been on the rise in recent times. Is it as effective as it is made out to be? By Rakesh Kumar

Heights Kajang, Tropicana and The Mines, the contemporary housing schemes are designed with upmarket facilities such as golf courses, clubhouses and recreation areas. These developments offer a mix of security, privacy and an affluent lifestyle within their residence. In fact, this has been a key selling point for many developers, real estate agents and negotiators who often emphasise the security features offered as part of their marketing strategies. Currently, according to the Town and Country Planning Department, there are four types of gated communities in Malaysia, namely: Gated and guarded community is the order of the day for developers looking at developing a parcel of land with homes that come with additional facilities. According to a research paper presented at the Asian Professional Security Association (APSA) Conference, back in 2011, entitled “An investigation of factors influencing communities’ decision in Kuala Lumpur and Selangor (authored by Mariana Mohammed Osman, Noor Suzilah Rabe and Syariah Bachok)”, the definition of gated and guarded communities is:

I. Elite community This type of gated community is primarily occupied by the upper-class or high-income group of people. It focuses on exclusion and status in which security is one of the major concerns due to the resident’s status within the community. II. Lifestyle community The lifestyle community generally consists of retirement communities, leisure communities and suburban ‘new towns’. Activities inside these communities can include golf courses, horseback riding and residents-oriented leisure activities.

… gated and guarded communities are commonly identified as a cluster of houses surrounded by fence with controlled access. A number of measures of restriction such as security guards, 24-hour patrol services, central monitoring systems, and close circuit television (CCTV) cameras are provided.

III. Security zone community Security zone community is the most popular type of gated community in which it offers a housing development that is surrounded by fences or gates. This development is normally provided with guard services.

The paper also noted that some of the gated communities are more than just a security provider. In residential areas such as Country

aspect and the provision of lifestyle facilities for its residents. The gated community is a concept that emerged in response to the rise of safety and security issues, and offers more advantages in terms of a calm environment and enhanced safety that is ideal for family development. Boon Gated and guarded communities are generally better protected from criminal activities. In a research paper by Asnida Mohd Suhaimi from the Faculty of Law, University of Malaya (UM), entitled ‘Divide and conquer: The aggravation of social segregation by gated communities’, noted that there were reports that the implementation of the gated community concept has successfully reduced the crime rate in certain areas. Several gated community developments such as Aman Suria, Bukit Mayang Mas, Damansara Lagenda and Taman SEA, in Petaling Jaya, were reported to have lower crime rates compared to housing areas without the facility. The same paper also noted that gated communities have also been perceived to promote a stronger sense of community among the residents. Children in gated communities can go out and play safely in the neighbourhood due to the closure of the inner roads to the public.

that the gated community concept have several constraints such as the lack of emergency access for fire fighters, police and ambulance. Another concern is the monetary issue. As the housing purchasers are obliged by law to pay monthly fees for maintenance and security services, the study noted, the quit rent paid to the local council are considered redundant because the area will not be serviced by the local council, but would instead be maintained by the management company appointed by the developer. Adding to the woe is the potential dispute amongst the residents. The residents of conventional neighbourhoods who are keen to convert their existing residential areas into a guarded community must get consent from at least 85% of the residents. What about the remainder 15%? Will they be forced to pay what is required later on? Although the security issue is largely taken care of, the gated and guarded community still needs to address other concerns that surround this concept. Such communities should have constant discussions with the local and federal authorities in order to prevent a serious issue from cropping up.

Bane However, not everyone is in support of the concept. The APSA paper noted that 5.7% of its respondents mentioned that house break-ins continue to occur in the neighbourhood. There is even suspicion that the security personnels in charge could have been involved in these criminal activities. The APSA paper also warned of the implications of social segregations. “Gated neighbourhoods have been argued to cause fewer interactions among the resident,” it said, adding that it is common that gated and guarded community are usually resided by people with a higher income. In a similar vein, the UM paper also insisted that various studies have found

THE START OF THE FUTURE Images of a barren land, almost desert like, with few big buildings have long been purged from the memories of many when one mentions Cyberjaya, thanks to several enterprising companies that sought to change its image. By Christina Jeyakumar

1 The Beginning As Malaysia continues its efforts to shape itself into a sustainable knowledge-based economy, Cyberjaya remains one of its crowning achievements and driving forces. Factors such as state-of-the-art infrastructure and growing human capital have helped fuel the growth of the local ICT (Information Communications Technology) sector, propelling the township to its position as an icon for the country’s lofty goal. The rise of Malaysia’s Silicon Valley started when the Malaysian government set its heart on building a national ICT hub, spanning 6,960 acres, in the vicinity of Sepang. The hub, named the Cyberjaya Flagship Zone (CFZ), was conceptualised as a model ‘Intelligent City’ with global prospects. Launched on 17 May 1997, Cyberjaya is one of the first five cyber cities established under the MSC Malaysia initiative.

According to Setia Haruman Sdn Bhd, to realise the aspirations for a robust ICT sector, there are four major stakeholders in Cyberjaya who work closely to bring Cyberjaya to life, namely: • Cyberview Sdn Bhd – the landowner and Cybercity Manager of Cyberjaya • Setia Haruman Sdn Bhd – master developer of Cyberjaya • Majlis Perbandaran Sepang – the local planning authority • Multimedia Development Corporation – onestop agency for MSC status companies Cyberview was tasked with the responsibility of marketing and promoting Cyberjaya to ensure the city’s structured development and robust progress is in accordance with MSC Malaysia’s guidelines. The company’s roles also include rehabilitation and maintenance work within Cyberjaya.


As the master developer, Setia Haruman was given the responsibility of overseeing the overall development work that included planning, construction and the exclusive rights to develop and sell land parcels and other real estate developments. In an effort to create a well-balanced city with ample amenities and conveniences, Cyberjaya’s land parcel was segmented according to the following: Unique to Cyberjaya, enterprise land was gazetted to jumpstart the development and operations of organisations with MSC status within the cybercity. Out of 6,960 acres, it has been designated that only 53.23% of this land is saleable, according to Cyberview.

The Original Business Model Cyberjaya’s original business model encompassed the purchase of large land parcels by multinational or foreign ICT companies, however, this did not materialise as planned due to several global macroeconomic reasons that include the Asian Financial Crisis between 1997 and 1998, the DotCom crash in 2000 and the

September 11 terrorist attacks on the World Trade Centre in the United States in 2001. This resulted in the deferment of investments by ICT companies who opted to rent instead of owning property in Cyberjaya. The Transformation An analysis of two other world-class ICT cities – Dubai in the Middle East and Bangalore in India were undertaken and according to Setia Haruman, the results of the analysis led to the need for the strategic alignment of Cyberjaya’s competitive position on a global scale in order to be on par with global ICT cities, ultimately becoming a preferred base for ICT companies in Southeast Asia and the world. In comparison, Dubai was found to be a superior option with its comprehensive physical infrastructure of buildings and ICT facilities. On the other hand, although Bangalore’s infrastructure was found to be inferior, it was still the preferred choice as an ICT destination outside the United States as it has the largest available pool of intellectual capital, at a reasonable cost, in the world. With an annual capacity to produce three million graduates, with 15% of these graduates focusing in the science and technology field, India has been steadily and rapidly building its outsourcing capabilities, powered by worldclass ICT companies such as Infosys, Satyam and Tata Consultancy, as well as BioCon, a leading global bio-tech solutions provider. As such, Cyberjaya was repurposed to spearhead economic growth through the ICT industry and to help Malaysia make a quantum leap from being a labour intensive nation to a knowledge-based economy. The Repositioning of Cyberjaya The ICT sector’s high demand for human capital has resulted in Cyberjaya taking on the role of a technology hub as well as a one-stop lifestyle centre. With its global reputation as an ICT hub and its strategic position in the Asian region, the township has successfully attracted MNCs and knowledge workers from across the world and locally who have made Cyberjaya their home.

Cyberjaya: Today and Tomorrow The past 15 years have been more than kind to Cyberjaya – Malaysia’s premier ICT hub has grown beyond its role to become a township desired by companies and homeowners alike. By Ong Xin Ying

Formerly the site of mostly undeveloped land comprised of oil palm plantations, the 6,960 acres of land that constitute Cyberjaya has since undergone a massive transformation. Today, the area is a sprawling city equipped with modern amenities and facilities befitting its status as the nucleus of the Malaysia’s Multimedia Super Corridor.

After all, as Izatul Arini, Cyberview Sdn Bhd’s acting managing director, notes, Cyberjaya is, after all, one of Malaysia’s first five cybercities. Interest in Cyberjaya has continued to grow, especially in the past few years, with demand for a slice of the township accurately reflected in the amount and value of its transacted land prices (refer to Table 1).

Given the role of becoming the country’s city of the future, Cyberjaya has all the trappings expected of an intelligent city. Over the years, the precise application of its master plan, as well as a steady inflow of investments has seen a rise in the number of entities ranging from the commercial to residential that is only expected to further increase (refer to Table 2).

The most important factor driving this is, of course, the cutting edge technologies that have been incorporated in its design in order for it to fulfil its core purpose of hosting ICT and multimedia industries. Cyberjaya’s Nervous System The most important of these technologies is undoubtedly the communication network that serves as the city’s backbone. As the premier ICT hub of Malaysia, Cyberjaya has extensive and intensive fibre optic cabling that is collectively known as the Cyberjaya Metro Fibre Network (CMFN). True to the growing popularity of the Fibre-To-The-Building (FTTB) and FibreTo-The-Home (FTTH) concepts, CMFN provides fibre connectivity directly to the building. However, a copper-based network is still operational to accommodate several commercial and residential units that have not made the transition. These make broadband access through both wireless and fixed line readily available to all of Cyberjaya’s occupants. As a neutral carrier, CMFN provides open access to all, and the nine telecommunications companies in the township use the network to offer their services to their end-users. In addition, TM Bhd has its own fibre optic network in Cyberjaya which runs independently of CMFN.

Parts of the whole Cyberjaya is officially divided into four main zones, namely, the enterprise, commercial, institutional and residential lands. The enterprise and commercial lands are reserved for and occupied by the businesses and corporations that have taken a concrete interest in Cyberjaya. The main difference between the two types of land, Izatul explains, is that 60% of any developments on the enterprise land must comprise office space. The demand for smaller office space for small and mediumsized enterprises led to the development of the SME Technopreneur Centre, according to Cyberview. Completed in March 2005, the building caters to the SMEs in Cyberjaya and offers very affordable rental rates (RM2.50 per sq ft inclusive of maintenance). To meet demand for smaller office space, the SME Technopreneur Centre II was completed in November 2007, followed by the third SME Technopreneur Centre which was completed in 2010. The projects that occupy its institutional land represent another side of Cyberjaya’s position as the premier ICT city. The multimedia industry requires knowledgebased workers, often referred to as k-workers, who are equipped with very specific sets of skills – a need that has not gone unnoticed. Cyberjaya has, in fact, become a desired location for schools and tertiary institutions focused on IT-related fields, with establishments such as Multimedia University producing the very graduates that make up the workforce of Cyberjaya’s core industries. Last but not least is Cyberjaya’s residential land, which has the largest share of the city’s total available land. A necessary component in Cyberjaya’s plan to become a fully integrated city, the existing and upcoming residential developments in the township are there to support the large number of students and employees that comprise the bulk of its population. Cyberjaya’s population began to grow with the introduction of the Cyberia Smarthomes,

its first residential project, which was then followed by more residential projects over the years.

Getting around Cyberjaya also has the amenities and facilities necessary to support an emerging township. Aside from the state-of-the-art police station and fire station, other public amenities such as a recreational park and Sports Arena. In terms of accessibility into and out of the township, the numerous highways and expressways that have been built over the years enable road users to easily access it from nearly anywhere in Peninsular Malaysia. These key routes include the North-South Expressway (NSE), Maju Expressway (MEX) and Damansara-Puchong Expressway (LDP), which have both helped divert traffic into Cyberjaya, as well as made it more appealing as a place to work and live.

In addition, there is the Cyberjaya Dedicated Transportation System, introduced by Cyberview, which connects the township to seven key destinations in the Klang Valley including Seremban and Banting. Used by more than 2,000 users daily, the service runs on a 24/7 basis and its buses feature hi-tech tracking devices and monitoring systems that help ensure passenger safety as well as timeliness. This is further complemented by the free Park and Ride service within the city limits. Groundwork for the future A well-planned city from the start, Cyberjaya is at present being developed under the motto ‘Live, Study, Work and Play’ with the aim of establishing within it the crucial elements that would make it a complete township. To date, 60% (2,181 acres) of Cyberjaya’s land has been sold, with 27% (984 acres) already fully developed and 21% (765 acres) currently under development. The country’s intelligent city has already come far, having gathered to its grounds more than 60 multinational corporations, government and private data centres, contact centres, shared services, R&D centres as well as other facilities. All in all, over 600 business entities, of which 331 are companies with MSC Malaysia status, have taken root in Cyberjaya, creating jobs that

The growing amount of completed office space in Cyberjaya also reflects this, with a total 11.1 million sq ft spread across more than 60 buildings. Even so, there is a continued increase in the demand for more office space and land in the township, and plans have already been made in order to maintain this positive momentum and growth. Aside from its attractiveness in terms of its modern infrastructure, Cyberjaya is also making waves with its commitment to being a green city in line with the government’s aspiration. Other outstanding examples is Wisma Shell, the first green building in Cyberjaya with two green accreditations from Leadership in Energy and Environment Design (LEED); and Cyberjaya 3 Rimba Digital, the third data centre by NTT MSC Sdn Bhd, a unit of Japan’s NTT Communications Corp. In terms of new developments that are green, Izatul reveals that plans for a Cyberjaya Recyclable Waste Collection Centre is currently going through the approval process with the hope that construction of the facility can begin as early as the second quarter of this year.

Upcoming Major Developments As an integral player in the Greater KL/ Klang Valley development, Cyberjaya’s healthy growth rate is expected to maintain its current pace, if not pick up speed. Years of undeniable positive results have, without a doubt, proven that the township is well on its way in terms of living up to its given reputation and proving its skeptics wrong, and this trend shows little sign of changing anytime in the near future. Further driving these optimistic projections are the announcements of upcoming projects by prominent developers that show the interest in Cyberjaya is far from waning (refer to Tables 4a & 4b). In addition, upcoming infrastructure developments, such as the MRT project, will connect the township to the other hotspots in Greater KL/Klang Valley and ultimately drive more investments into the city.

Calling Cyberjaya Home Aside from the numerous local and multinational companies that have taken up residence in Cyberjaya, people have also come to see the township as an ideal place to live in. By Ong Xin Ying While Cyberjaya’s modern infrastructure and facilities have done wonders in terms of compelling local and international corporations to set up shop in the township, it has also drawn the interest of those looking to buy a home in the area. Apart from the hi-tech elements that define Cyberjaya, its rich natural surroundings have played their part in attracting present and potential residents as well. Because it has been steadily working its way towards becoming a fully self-sustaining city for the past 15 years, Cyberjaya has nearly every single component necessary to support a community. To begin with, the numerous businesses that operate in Cyberjaya have generated countless jobs that, in turn, have compelled

many employees to find a home located closer to their workplace. However, the initial lack of residential developments in Cyberjaya itself saw these individuals moving in to neighbouring areas such as Dengkil and Puchong instead. As Izatul Arini, Cyberview Sdn Bhd’s acting managing director, is happy to point out, this slowly changed once Cyberjaya was noticed as not just a destination for ICT companies but a desirable place to live as well. Cyberjaya’s strategic position in Sepang places it a mere 26km away from Kuala Lumpur city centre, and the large number of major highways that wind through the area contribute to its accessibility – a winning factor for any location. In particular, the Maju Espressway that was completed in


December 2007 drastically reduced travel time between the capital and the township to a mere 30 minutes.

In addition, Cyberjaya is the middle point between Kuala Lumpur and the Kuala Lumpur International Airport, which is particularly convenient for travellers arriving by airplane. Travellers from both local and international destinations make full use of this advantage, especially as the Putrajaya ERL station connects Cyberjaya with the airport and other high traffic points in Kuala Lumpur. Rail access to the township will be further improved thanks to the upcoming MRT project which will pass through nearby areas such as Kajang.

In response, the number of residential units was increased to meet the obvious demand, and today Cyberjaya has more than 10 residential developments. This is a drastic change compared to 2005, when the township only had a couple of condominiums and several townhouses and suffered a drastic depopulation after office hours when office workers left for home come evening – and the number is projected to further increase by 2016 (refer to Table 1).

One other key element of Cyberjaya that has been instrumental in boosting its population and popularity is its educational institutions, beginning with Multimedia University. One of its earliest components, the university was added as a valuable means to furthering the

already exists in the form of the Cyberjaya Street Mall, Prima Avenue, NEO Cyber, CBD Perdana 1 & 2 and Shaftsbury Square. That is not to say that luxury residences are the only housing to be found in Cyberjaya, Izatul is quick to mention. In 2011, it was announced that Cyberjaya would be part of Phase One of the Perumahan Rakyat 1Malaysia (PR1MA) programme, which aims to make affordable housing available in some of the country’s most desired property markets. In addition to that, renowned property developer EMKAY Group recently announced plans to launch its own affordable housing project in the township. The move has been well received by the public, particularly due to the lack of reasonably priced homes in property hotspots such as Cyberjaya. Targeted at middle-income earners, the project has an estimated gross development value of RM500 million and will include amenities such as a mosque. According to Setia Haruman Sdn Bhd, construction of the projected 3,680 homes is scheduled to begin in the second quarter of the year, with each unit bearing an estimated price tag of RM120,000 onwards. In addition, Cyberview will also be launching their own affordable housing project this year. All these projects are a response to Cyberjaya’s growing population, which is

expected to make a significant climb in the next decade or two (refer to Table 2). Calculations show that existing and future developments in the township will be home to a target population of 210,000 people, of which 30,000 will be students by 2020. The consistent and increasing interest in Cyberjaya point towards this goal being more than achievable, and serves as yet another sign that the township’s growth is assured. MIXED DEVELOPMENT PROJECTS IN CYBERJAYA A growing trend among the players of the real estate industry, mixed developments are slowly but surely becoming a more common sight, as well as an acceptable option for the property market’s various groups of customers. This relatively new type of development is a unique blend of the different real estate offerings available, usually featuring residential and commercial elements in the mix. Cyberjaya is not immune to this, as proven by the handful of mixed developments that have taken up residence on its land. It can be said that these buildings are symbolic of the township’s goal of becoming self-sufficient, and as with all mixed developments, they have obvious benefits such as a greater variety and density in terms of housing, as well as reduced distance between all the key locations of a person’s life – the home, workplace, retail outlets and other such destinations.

UEM Land: Cyberjaya’s Property Market Set to Fly By Rakesh Kumar UEM Land Bhd, which owns 25% of Setia Haruman Sdn Bhd, the master developer of Cyberjaya, recently unveiled the second phase of Symphony Hills with the introduction of Verdi eco-dominiums, a high-rise condominium offering state-of-the-art home features, unique design and lush greenery. During the launch, Datuk Wan Abdullah Wan Ibrahim, UEM Land’s managing director and chief executive officer, said, “Cyberjaya is hot right now. Its property market is set to fly.” UEM Land is the wholly owned subsidiary of UEM Land Holdings Bhd, a real estate investment and development business of UEM Group, which in turn is wholly owned by Khazanah Nasional Bhd, a investing holding company of the government. As for Cyberjaya, the company had embarked on its quest to build vibrant, high-tech residential properties back in 2008 as part of its long term business strategy to ‘diversify income stream and geographical location into high growth areas’. It got hold of a 98-acre freehold site adjacent to the central business district in Cyberjaya at the end of 2008. The land is currently being transformed into an exclusive mixed development called Symphony Hills, dubbed as Malaysia’s first ‘Connected Intelligent Community’ that offers smart-home features and community connectivity through high-speed broadband.

The development is divided into several parcels, each with a different theme and design concept. It comprises a total of 2,848 residential units of mixed landed and high-rise strata and limited commercial components. The latter includes SoHo units. Phase 1 of the development, launched in August 2010, has a total of 416 residential homes. This included cluster homes, park homes and semidetached homes. Phase 2 of Symphony Hills, namely, Verdi ecodominiums, consists of two residential towers with Tower 1 at 44 storeys and Tower 2 at 45 storeys. A total of 800 units, measuring between 700 sq ft and 1,442 sq ft, were introduced with an average of 10 units per floor. The remaining part of Phase 2 is targeted to be progressively launched this year. This will include the introduction of the SoHo units and a Village Centre. Datuk Wan Abdullah said, “In five years, Cyberjaya has established itself as a vibrant community.” He noted that the criteria for a great development is no longer about location, but timing. He gave Taman Tun Dr Ismail as an example, pointing out that the place was not popular back in the 1970s, but is now a craze among property buyers and investors. He added, “This is how Cyberjaya will be soon.” Datuk Wan Abdullah also said that the company is looking into buying more land from Setia Haruman. He said, “We are evaluating several plots, and if it is feasible, we will buy it.”

The Cyberjaya Story

A World-Class Education Hub Skilled k-workers are in great demand especially in the ICT industry, and Cyberjaya’s educational facilities are more than ready to provide. By Ong Xin Ying

As with all knowledge-based industries, these corporations needed a workforce that had the specific knowledge and skill sets that they required – a need that had already been foreseen and incorporated into the master plan of Cyberjaya.

Over the years, a number of other tertiary education institutes have also taken up residence in Cyberjaya in order to contribute to the pool of skilled k-workers that the ICT companies need. Two more are to begin operations in 2013, with one being the Islamic University of Malaysia.

knowledge-based economy, there was an understanding that liberalising higher education would be necessary. This is where MMU came into the picture. Recounting the history behind the relationship between the university and the township, MMU’s President and CEO Prof. Dato’ Dr. Muhamad Rasat Muhamad explained that MMU started in Malacca in 1997. Two years later, MMU was also set up in Cyberjaya to supply the human capital it needed. From the moment it was established in the township, the university has been producing the skilled graduates that were sought after by the MSC-status companies within and beyond Cyberjaya. Presently, MMU graduates account for approximately 15% of Cyberjaya’s workforce while the rest are employed by firms in neighbouring areas. According to him, MMU served as one of the main catalysts for Cyberjaya’s growth, particularly due to its position as one of the township’s pioneers as well as a vote of confidence for ICT companies coming into the township and Malaysia. The university’s presence encouraged the development of its surrounding areas, mostly in the form of businesses supporting the university.

Aside from these universities, Cyberjaya has several primary and secondary schools such as the Seri Puteri Boarding School. There are even plans to add an international school to the mix as a place where the children of the expatriates and foreigners living and working in Cyberjaya can be enrolled. Multimedia University (MMU) The first university established in Cyberjaya, Multimedia University (MMU) also holds the prestigious honour of being the first private university in Malaysia. As Cyberjaya was developed with the goal being to serve as the spearhead which would drive the country into fully embracing a

Limkokwing University of Creative Technology First established under the name Limkokwing Institute of Creative Technology, the institute was tasked with enabling technology transfer in the field of creative education. Over the years, it has built a valuable network that included well-established and reputable educational institutions in countries such as the United States, Australia and the United Kingdom. In 2002, the institute was recognised as a university college, becoming the first private college to receive the honour. It went on to expand its role by making Malaysia’s formal entry into the k-era a priority. Part of this effort included the establishment of the Malaysia Design Innovation Centre, which served as the university college’s R&D arm. Following its success, the university college moved into its new campus in Cyberjaya in 2003 and gained full-fleged university status in 2007. It continued to drive the development of the industry, particularly via the incubation of business units where its students from different disciplines came together to create a business based on their lifestyle. Limkokwing University of Creative Technology is seen by many as a primary driving factor and influential force behind the growth of Malaysia’s education system. This is largely due to the fact that the institute introduced new studies based on industry requirements and global trends, ensuring that these courses would be relevant in the current age, as well as

Cyberjaya University College of Medical Sciences Cyberjaya University College of Medical Sciences (CUCMS) was developed as a response to the Malaysian government’s goal of improving the level of healthcare in the country through modern educational technology, as well as the training of individuals in the field of medical sciences. As such, the institute was officially established on 23 October 2005 in order to help fulfil this objective. Upon its founding, CUCMS was given a core mission: ‘serve the people of the nation through national distinction in health sciences education, research, public service and clinical care’. The other purpose behind its creation was to bridge the gap between the supply of qualified and high-achieving students seeking to study medical sciences and the limited amount of placements available in tertiary education institutes that offered such courses. Taking its name from Cyberjaya where it is located, CUCMS is presently working towards its goal of earning international standing, as well as becoming a leading medical institution in the Southeast Asian region. The university college prides itself with its practice of going a step beyond the traditional education and training methods used for aspiring medical professionals, particularly by placing the focus on creating a student-centred curriculum. It also


prioritises teaching its students to balance the technological and human aspects of medicine, a sentiment which is reflected in their motto ‘Nurturing the Passion to Care’. Kirkby International College Kirkby International College was the brainchild of the founders of Internexia College who were passionate about learning and sought to promote learning. Having moved from the United Kingdom in 1996, they have devoted their time and energy to the development of programmes aimed at teachers who would encourage learners and learning in general. The college’s aim is to produce teachers capable of providing their students with learning experiences that would enrich their intelligence and enhance their capabilities as well as endorse the practice of lifelong learning. It works along the understanding that for students to succeed and flourish, their teachers had to be able to provide them with the necessary stimulus that would encourage their pursuit of knowledge and development of talent. One of Kirkby International College’s selfprofessed top priorities is the exploration of the many ways that technology change and be used to improve the teaching methods used to educate the next generation of Malaysians. True to its position as a reputable educational institute in Cyberjaya, it seeks to build the country’s online bank of teaching and learning resources as well as a virtual learning environment for the collaboration and sharing of learning. Cyber Putra College Founded in 2009, Cyber Putra College is a private institute of higher learning wholly owned by Cyber Putra College Sdn Bhd. It has since positioned itself as a niche market boutique college, with its focus being on unique courses that were widely different from mainstream offerings that are in demand. The college has the distinction of being the first college in the country to develop courses for the requested industry. Its covered fields include allied medical/ health, pharmaceutical and manufacturing programmes, public policy management, as well as humanitarian and other related

programmes, with its focus being primarily on allied health and social enterprise management. Universiti Malaysia of Computer Science and Engineering (UniMy) A new addition to the educational sector of Cyberjaya, Universiti Malaysia of Computer Science and Engineering (UniMy) is the country’s first boutique university that is focused on providing specialised computer science and engineering education. It was launched on 31 January 2013 and established in accordance with the Higher Education Transformation Programme under the New Economic Model with the purpose of producing the market-ready computing professionals and talents that are in such great demand by the industry’s players. The Vice Chancellor of UniMy, Professor Datuk Dr. Halimaton Hamdan, said, “Tasked to bridge the gap between demand and supply for highly skilled IT personnel and professionally trained graduates in the next 10 years, UniMy takes a new approach in higher education by creating a ‘best of breed’ ecosystem by working in partnership with global technology companies including Microsoft, IBM, EC Council, Dell, Huawei and Autodesk.” A sign of its future promise is the collaboration agreement the university has signed with the Melbourne School of Engineering, which is part of the University of Melbourne, Australia’s top university. The agreement is expected to expand in the future to include the development of UniMy’s faculty members, learning space and the Innovation and Commercialisation Centre. The university currently operates from a temporary campus within the Multimedia Super Corridor in Cyberjaya. Plans for a permanent campus in the proposed Cyberjaya City Centre are already underway with an expected completion date of 2016.

Retirement Villages: A Growing Phenomenon? The Malaysian society has yet to embrace the idea of retirement villages. However, that is about to change soon. By Caroline Chan

1 The prospect of relocating to a retirement village in one’s twilight years is not an option many Malaysians would consider. Here, the extended family tradition is widely practised with pride as it is equated with filial piety. However, the current perceptions and cultural norms of society are evolving as affluence grows and the adoption of western ideals becomes more acceptable. There is a growing ageing population in Malaysia, and the need for equipped homes in fully facilitated communities, which allow the elderly to lead independent and dignified lives, has to be addressed. According to the Department of Statistics, 7.5% of the population, or 2.2 million people, will be aged 65 years and above by 2020. Retirement villages, which are designed to meet the needs of seniors, be they physical, social

or psychological, will ensure the preservation of quality of life for them during the different stages of retirement. Although there may be variations to the model, a retirement village is primarily defined as a fully managed residential estate with independent homes equipped with medical and recreational facilities for the independent elderly who wish to live in a community. This retirement concept is very much aligned with the western lifestyle where independence rather than interdependence is encouraged. In many European countries as well as in Australia and the United States, the retirement village is a mature concept and is viewed as part of a natural progression in one’s lifestyle. In Malaysia, the retirement village phenomenon, if it can

be described as such, is very much at its infancy. Until June last year, when Jeta Care, part of the well known Australian Jeta Gardens retirement village, opened in Kulai, Johor, there was on record, only one retirement facility operating in Malaysia – the Sri Seronok Retirement Village located in Cheras, which is part of the Catholic Archdiocese’s Community Service Programme. It is an initiative comprising of over 30 single storey independent homes and is managed by a small team without the provision of any nursing care. The Green Leaf Retirement Resort Community in Sepang is yet another upcoming development for the elderly. It is of interest to note that this luxurious waterfront retirement village next to Sepang Gold Coast is being developed by a group of retired professionals and managers who obviously believe


in the concept and its relevancy for a progressive society. The development of Platinum Residence in Iskandar Malaysia by Malaysia Pacific Corp, as well as announcements such as Sime Darby’s plans for retirement care in its Vision Valley, and healthcare provider KPJ Healthcare’s indicated interest in setting up retirement homes near its hospitals, augur positively for the growth of the retirement village phenomenon in Malaysia. Although there appears to be some interest in retirement villages by developers as well as the more informed members of the public, there is still much hesitancy amongst developers to explore its commercial viability at this point. The lack of cultural acceptance and public education on the benefits of retirement villages serve as drawbacks to developers wishing to pursue its potential. The shortage of specialised talent in geriatric care and in the overall management of facilities for the

2 aged in the country is another factor that weighs heavily against the growth of this niche development. Some Malaysian developers have taken the safer route by building inter-generational homes which are ideal for extended families. These homes house two master bedrooms and have dual entrances and complement the lifestyle of many Malaysian families today where grandparents are often involved in the upbringing of their grandchildren. Inter-generational homes allow for family members of different generations to support one another whilst ensuring they enjoy the privacy that they need. Although relatively a new phenomenon, retirement villages is a concept with much potential for growth in Malaysia. There are several push factors, however, that have to be first set in motion.

Government participation in both promoting the concept as part of the Malaysian lifestyle and in partnering developers to plan for different types of retirement villages that appeal to a cross section of segments is a key contributing factor. The correct

positioning and marketing of the villages also plays a vital role in growing its traction amongst more discerning Malaysians and international investors. The number of expatriates choosing to retire in Asia, particularly in Malaysia where the cost of living is lower, is going to increase. The Malaysia My Second Home Programme (MM2H), with incentives for silver haired participants, presents much opportunity for developers. Singapore, which has the second most aged population after Japan, also offers a ripe pool that developers can tap into. The market for retirement villages in Malaysia is certainly looking very positive with a high chance of experiencing phenomenal growth in the coming years, especially as demand increases both from within the country and internationally.

The Simplified Housing Loan Agreement (Part 1) Standardising and simplifying housing loan documents is a step forward towards providing greater protection for house buyers. Kudos to Pemudah (special taskforce to facilitate business), Bank Negara Malaysia (BNM) and the Association of Banks in Malaysia (ABM). The move to reign in rogue banks, financial institutions (FIs) and development financial institutions (DFIs) is an excellent one. The National House Buyers Association (HBA) views the recent standardisation of loan agreements for housing loans below RM500,000 in a positive light. For many years, HBA has been calling for greater protection for house buyers when they buy from developers and for borrowers when taking a housing loan. As a typical housing loan ranges between 20 and 30 years, borrowers are stuck with the terms and conditions (T&Cs) of the housing loan for a very long time. Unfortunately, most borrowers do not really understand the T&Cs of the housing loan as: (i) The loan agreements are very lengthy, running between 20 and 30 pages long; (ii) The loan agreements are filled with legal terms and jargons that even borrowers with a law degree may need to refer to their legal dictionary.

Even for borrowers who are law-savvy, the loan agreement is a one-way traffic. The borrower must accept all the T&Cs or find another bank, as the banks will not agree to vary any T&Cs. However, the scenario is the same for all banks and borrowers are at their mercy (banks in this context include FIs and DFIs). Another grave injustice is that the cost of legal fees for the said housing loan is borne by the borrower although the lawyer is, in fact, representing the banks, on its panel and is in no position to advise the borrower.


The borrower will be required to appoint his own lawyer should he require any legal advice on the housing loan. However, this will be futile as the banks will not agree to vary any T&Cs of the loan agreement. Standardised Loan Agreement HBA has been urging banks in Malaysia to be fair and more transparent in their dealing with borrowers who apply for housing loans. Hence, credit must be given to participating banks for finally agreeing to adopt a standardised template for housing loans with simplified language which is easy for the layman to understand.

• Hidden clauses that impose various hidden charges and penalties such as late payment charges on borrowers. Based on its preliminary assessment, HBA views the standardised loan agreement in positive light and urges the banks and BNM to further improve the following areas: ¥ Remove the RM500,000 cap HBA calls for the RM500,000 limit for the standardised loan agreement to be removed as the agreement should be applicable for all housing loans regardless of the amount, as the nature of the loan is the same.

Based on HBA’s quick analysis of the standardised loan agreement, which can be downloaded from the website of the ABM (www.abm.org.my), the agreement does appear to contain less legal jargons and is written in a manner that is easier for the borrower to understand.

Already most landed properties in areas such as Puchong and Kota Damansara are in excess of RM500,000, and even strata properties in locations such as Bandar Utama and Ara Damansara are already in excess of RM500,000. Why not extend the coverage to all housing loans per se?

The standardised loan agreement also does away with unnecessary and ridiculous restrictions that certain banks previously imposed on borrowers who apply for housing loans such as:

¥ All industry players must adopt the standardised loan agreement It would appear that the standardised loan agreement is being used by certain participating banks on a voluntarily basis and not all commercial banks which give out housing loans are adopting this agreement.

• Borrowers cannot rent out the property without the consent of the banks. • Borrowers cannot undertake any renovation without the consent of the banks.

Why is this the case? BNM should compel all commercial banks to adopt the standardised loan agreement. In addition, non-banking institutions that give out housing loans, such as DFIs and insurance companies, must also be compelled to adopt the standardised loan agreement should these institutions want to continue giving out housing loans. Why are the house buyers not offered similar protection here? The non-members of the ABM, such as DFIs, include Bank Islam, Bank Muamalat, Bank Rakyat, Agro Bank, Bank Industri, Bank Simpanan Nasional and EXIM Bank, which are formulated under their respective legislations.

HBA is calling for banks to be prohibited from charging borrowers any fees when they request for statements to facilitate repayment, refinancing or to make EPF withdrawals to reduce their housing loan. Some banks are already charging RM10 for a ‘reprint’ of a bank statement on current accounts. Can you imagine a situation where the customer has not received his monthly bank statement for whatever reason and still has to pay RM10 for a reprint of his own bank statement?

¥ Remove unnecessary fees and charges imposed on borrowers Certain banks currently impose unnecessary fees and charges on borrowers when they request for bank statements, which are needed when they want to settle/refinance their housing loans, or when making EPF withdrawals to reduce their housing loans. While the fees of up to RM50 may not seem much to some people, it is still an exorbitant amount as it costs the banks next to nothing to produce such statements. Moreover, it is the borrowers’ right to settle/refinance their housing loan and/or to make EPF withdrawals to reduce their housing loan. A bank statement showing the outstanding principal sum is required to facilitate such transactions. By imposing fees of up to RM50 to prepare such simple statements, these banks are blatantly taking advantage of their customers as they have no choice but to pay the fees just to ensure that the transaction goes through.

A borrowing blind spot Borrowers are often unclear about the differences between an interest payment and the interest rate.

Home ownership is a basic need and often the culmination of one’s dream. It is a symbol of financial security and stability won by hard work and savings. The process of buying a home is both a thrilling and exhausting experience, but with the help of the right real estate agents and some useful tips, you can own a beautiful and affordable home. Property prices in certain areas have risen quite steeply in the past two years. However, it seems that the price increase has begun to slow down since the government implemented several policies to cool down the market. This has resulted in real estate agents experiencing one of the lowest level of transaction activities in recent times due to the impact of the government’s new policies, especially when Bank Negara Malaysia tightened its borrowing policy. Current market conditions have greatly reduced opportunities to ‘flip’ properties, and buyers are now becoming more alert

when making a property buying decision. In addition, unlike previously, buying properties with a housing loan is becoming a common practice. As a home buyer, you have to fully understand the terms of your mortgage and choose a home that you can honestly afford. Buying a home is a momentous occasion full of joy and achievement. It is also one of the most significant financial investments you will ever make. You need to fully understand your mortgage terms and read every document you sign with your lender. Check with your lender if you have any queries arising from the documents. Avoid making any assumptions if you have any queries on certain terms in the loan document because you are liable for the documents you signed. If you default, your loan may end up falling under the nonperforming loan category.


Since 2008, lenders have been promoting flexi loans that give borrowers the flexibility to pay off their loan faster and save on interest. Some financial advisors may encourage the borrower to pay extra regularly or make a lump sum payment to reduce the interest. Borrowers are often unclear about the major differences between interest payments and the interest rate. I call this a borrowing blind spot. Suppose you currently spend RM40 a month to buy 10kg of rice at RM4 a kg. Your spending could be reduced to RM20 a month if you purchased only 5kg, or if the price was reduced to RM2 a kg. If someone told you that these were ways to reduce your rice spending, you would pass it off as nonsense. However, when the same argument is made for mortgages, you are not so sure. The interest rate on a mortgage is the price of money, which is analogous to the price of rice. The interest payment is the rate multiplied by the amount borrowed, just as spending on rice is the price of rice multiplied by the amount purchased. What makes the mortgage a little different is that the ‘amount’ has two dimensions: the initial loan amount and how long you have it for. But this does not affect the basic principle which is obvious in the case of the rice; reducing interest payments by reducing the amount borrowed is very different from reducing interest payments by reducing the interest rate. Here is a simple illustration. Say you borrow RM200 for two months at 1% a month. At the end of the first month, you pay RM2 in interest. The interest payment is calculated by multiplying the interest rate by the loan balance (RM200 x 1% = RM2). During the second month, you again pay the RM2 interest, along with the loan balance of RM200. The total interest payment on this loan is RM4. Interest Payment Reduction 1 (reduce loan size): Reduce the loan amount to RM100. The interest payment is now RM100 x 1% = RM1

for the first month, and another RM1 for the second month, for a total of RM2. Interest Payment Reduction 2 (reduce tenure): Shorten the same RM100 loan to one month. At the end of the month, you pay RM101, with an interest payment of RM1. Interest Payment Reduction 3 (reduce interest rate): Reduce the interest rate on the RM100 loan to 0.5% a month. At the end of the month, you pay RM100.50, with an interest payment of RM0.50. In Case 1, the interest payment is reduced by taking a smaller loan; in Case 2, by

borrowing for a shorter period; and in Case 3, by paying a lower interest rate. However, only Case 3 provides a clear benefit to the borrower. In the other two cases, the borrower pays less because he receives less. The amount borrowed on a mortgage depends on the initial loan amount, and on how long you have it, which in turn depends on how rapidly you repay it. Thirty-year mortgages that convert to a flexi payment plan allows one to make extra monthly payments. As such, this allows one to pay off the loan more quickly, thus reducing total interest payments.

The flexi loan thus corresponds to Case 2, where the payment is lower because the borrower has it for a shorter period. If the borrower make a lump sum payment to reduce the interest payable, it refers to Case 1 where the borrower receive a smaller loan amount. There is nothing wrong with Case 1 and 2 if you understand what you are getting for your money. Your interest payments decline because you reduce the amount borrowed, but that is not equivalent to reducing the rate. Furthermore, it depends very much on your discipline on making extra repayment. In my experience, besides sourcing for an offer with a lower interest rate from lenders (the interest rate is not decided by the borrower), paying your housing loan with an accurate repayment amount is an effective way to slash interest. You cannot change the loan interest and tenure, and throughout your loan tenure, the interest rate may differ from the fluctuation of the Base Lending Rate (BLR). What you can do to reduce the interest? What you can do to settle the loan earlier while the BLR remains low (the current BLR is 6.6%) to avoid paying a high interest versus when it was at 12% p.a. as per record?

An accurate repayment schedule works well against the impact of BLR fluctuation as it ensures that the borrower pays with the right amount of principal to slash the interest rate by 50%. Even if the borrower reduces the loan size, this does not reduce the interest accordingly throughout the repayment tenure due to the BLR’s fluctuation.

Businesses moving forward in PJ’s Section 13 Section 13 in Petaling Jaya is showing a huge growth potential as it transforms into a service oriented commercial and business area. Commercial entities should seriously consider establishing their businesses in Section 13 in Petaling Jaya, as the area is currently experiencing an urban renewal. The latter is driven by the growth, progress and development of the communities surrounding Section 13. Furthermore, the construction of the Kinrara-Damansara Expressway (KIDEX) near Section 13 should

enhance its status as a major business park in the Klang Valley. Surrounded by established communities According to the website of the MBPJ Development Planning Office, Section 13, a 237-acre zone within Petaling Jaya, is surrounded by Section 12 (190 acres), Section 14 (321 acres), Section 16 (227 acres), Section 17 (321 acres) and Section 19 (202 acres).

Section 13 has a total of 81 residents, while Section 12 has 3,241 residents, Section 14 has 9,557 residents, Section 16 has 8,531 residents, Section 17 has 10,595 residents, and Section 19 has 6,357 residents. Given that the area is surrounded by established communities, Section 13 has the potential to grow into a vibrant business park. The population in the surrounding


neighbourhood can support business activities in the area. Transformation from manufacturing to service For many years, Section 13 has been an industrial hub that is home to major corporations such as Colgate Palmolive, Tan Chong (Nissan Cars), Diethlem, Sin Chew Jit Poh, Bosch Asia and Fuji Xerox. However, as Section 13 loses its strategic advantage as a manufacturing hub to other industrial parks in places such as Shah Alam and Klang due to traffic congestion along the Federal Highway, it has started to transform into a service oriented commercial and business area. The change in land use from manufacturing to limited commercial use would help reduce industrial pollution. Changing Lifestyles Section 13 is already home to two successful commercial developments in recent years. These are Jaya One by Tetap Tiara Sdn Bhd and Jaya 33 by Jaya33 Sdn Bhd. Jaya One is strategically located along Jalan University, making it easily accessible to the surrounding communities. It is establishing itself as the place to go for dining, entertainment and the arts in the neighbourhood. It has many bistros, bars and restaurants that are well patronised by customers.

Jaya One serves its community with its wide range of service retail outlets, including banks, post office, money changer and DIY shop to cater to household needs. It also has a wide range of health & wellness centres such as polyclinics, hair salons and a spa. Several institutions of higher learning and an arts centre make their home at Jaya One as well. This well planned commercial centre brings a new retail, entertainment and dining experience that contributes to the rejuvenation of Section 13 and its surrounding neighbourhood. Transforming Business Jaya 33 is another successful development that is located in Section 13. It is an integrated office and retail mall development that is easily spotted along Jalan Semangat, and is just a short walk from the bustling Section 14 commercial centre. Jaya 33 consists of a five-storey podium block comprising two floors of retail space and a three-level car park, with three towers sitting on the podium block. Another two towers that are being built as an extension to Jaya 33’s current three towers are almost completed. The development has been awarded the MSC Cybercentre Status, indicating that it has the broadband and infrastructure facilities to enable businesses to become more competitive.

Petaling Jaya already has a strong pool of skilled and educated workers for corporations to tap into. Furthermore, MSC-status certified companies setting up at the cybercentre would have access to incentives under the MSC Bill of Guarantees including freedom of ownership, unrestricted employment of knowledge workers, and no income tax or investment tax allowance for up to 10 years. These two developments signal the start of more developments to come that are set to transform Section 13 and its surrounding neighbourhood in the future. Improved accessibility in the future Section 13 should benefit from the upcoming KIDEX. The KIDEX project involves the construction of a 13.5km fully elevated dual twolane expressway that will link Pusat Bandar Damansara from the North Klang Valley Expressway (NKVE)’s Damansara toll plaza to the Bukit Jalil Highway near Kinrara. The highway will be passing by close to Section 13, bringing more traffic and possibly more business activities to the area. In conclusion, the matured neighbourhood surrounding Section 13, its transformation into a service oriented commercial and business area, and improved accessibility in the future, present an attractive proposition to businesses that are being set up there.
