IPROPERTY.COM MALAYSIA’S DEVELOPER NETWORKING SESSION IN SABAH iProperty.com Malaysia recently held its very first Sabah developer networking session at ShangriLa’s Tanjung Aru Resort and Spa, Kota Kinabalu, to announce the inaugural iProperty.com Expo that will be held at the main atrium in Suria Sabah, Kota Kinabalu, on 22-23 June 2013, and present the brand’s range of offerings to property developers in the state. Attended by more than 20 developers, the session also highlighted how iProperty.com Malaysia can help Sabah developers attract more potential buyers, and promote their developments not only throughout the state, but also to the rest of Malaysia and even in Southeast Asia. RESOUNDING SUCCESS AT CYBERJAYA PREMIER PROPERTY SHOWCASE 2013 The Cyberjaya Premier Property Showcase 2013 saw a crowd of more than 1,500 people throng the Cyberview Resort and Spa to explore the flourishing smart city and view the large variety of properties on offer.

The showcase, held for the second time, was a joint effort by eight developers, namely, Setia Haruman Sdn Bhd, Mah Sing Group Bhd, MCT Consortium Bhd, UEM Land Bhd, Emkay Group, SP Setia, Paramount Property and Glomac Bhd to promote Cyberjaya as an attractive, holistic township that has something to offer for everyone, from all walks of life. To ensure the public were duly educated on Cyberjaya and its offerings, visitors were taken on hourly tours around the township to show the public that Cyberjaya is indeed an emerging city to be reckoned. The tour was informative as well as fun as the participants were quizzed on the various properties around the township, with winners walking away with a goody bag. There were also a series of property-related and health talks by guest speakers including Dato Danny Goh, executive director of MCT Consortium; Albert Ee, Feng Shui destiny consultant; Dr Rajbans Singh, health and wellness consultant; and Sudhev Sreetharan of Setia Haruman.

FLESH: BLACKS & WHITES Wei-Ling Gallery will be presenting Flesh: Blacks & Whites by one of Malaysia’s up-andcoming contemporary artists, Sean Lean. Showing at Wei-Ling Contemporary from 9 May 2013 to 11 June 2013, this exhibition will be Lean’s first solo showing.
 Portraits of albinistic animals have been a recurring theme among the artworks of Lean. This series witnesses a continuation of this, but also includes an introduction to the artist’s depiction of melanistic animals. The rarity of both types of creatures and the mythical aura which they possess are the reasons behind the artist’s desire to implement their physical forms into his paintings.
 The inspiration behind the artist’s artworks stems from his inherent obsession with flesh. Initially a compulsion, it consequently progressed into an investigation of his personal idiosyncrasies.

Each painting serves as an introspective measure, whereby each animal depicted represents a particular facet of Lean’s ‘selves’. The harsh slashing of the peacock’s feathers (ultimately its crowning glory), for instance, in the piece entitled ‘White Peacock: A Fowl and Some Feathers’, executes a symbolic portrayal of the artist shedding and ridding himself of any existing traits of vanity. This, however, is just simply one example amongst the herd present within Flesh: Blacks

The High-Speed Rail Link Examining its impact on property prices in Kuala Lumpur, Iskandar Malaysia and Johor Bahru. By Caroline Chan The recent joint announcement by the governments of Malaysia and Singapore about their intention to build a High-Speed Rail (HSR) Link connecting Kuala Lumpur has been received with much optimism particularly by analysts and industry experts. The proposed HSR link, which will reduce travel time between Kuala Lumpur and Singapore to a mere 90 minutes, is expected to cost between RM20 billion and RM30 billion and is scheduled to be completed by 2020. Based on the latest announcement, the link will serve three key areas, i.e. Kuala Lumpur, Singapore and Johor, with stations along the Malaysian route at Seremban (Negeri Sembilan), Ayer Keroh (Malacca), Muar, Batu Pahat and Iskandar Malaysia. Economists are positive about the opportunities that will

emerge from this project, both during the building of the link, and more importantly upon its completion. This high impact infrastructure project, besides improving connectivity between Kuala Lumpur-Singapore and the bilateral ties between the two countries, will take sectors such as construction, transportation, tourism and property to the next level with the property sector projected to experience the most growth. The project would potentially accelerate the development of much of the area between the two cities and yield synergies particularly in the area of property pricing. Although contentions raised by certain parties include the high cost of the project and the possible environmental damage suffered if not undertaken with the necessary diligence, the outlook of its multiplier effect on the various sectors, especially in

property, has been positive even amongst the general public. In a recent online poll conducted by iProperty.com Malaysia for an indication of public opinion on the impact of the proposed HSR Link on properties in the Klang Valley and Iskandar Malaysia, Johor, 50% of the respondents were positive that both locations would enjoy an increase in the demand for property. A quarter of the respondents projected growth in the demand for properties in Kuala Lumpur specifically, while close to 24% responded positively to an increase in demand in Iskandar Malaysia. There are several factors that have encouraged this favourable outlook towards the impact of the project. Increased connectivity in any mega city influences property values


because it reduces commuting time for the public. The link would also anchor Kuala Lumpur International Airport (KLIA)-Low Cost Carrier Terminal (LCCT)-Changi International Airport as the premier transportation hub of the region offering improved accessibility and will serve well in attracting multinationals to set up operations at a lower cost in Kuala Lumpur or Iskandar Malaysia. Property prices in both locations, which many property analysts view as undervalued, would benefit from the surge in demand by foreign investors. The wide difference in property prices between Kuala Lumpur and Singapore will likely see a narrowing as was reflected by the impact of the Eurostar Train link in the London/Paris scenario a few years ago. The reduction in travel time will also be a boon for Singaporeans. The island’s high property prices, despite strict measures to regulate it, has made owning property out of the reach of many Singaporeans. The HSR link will offer Singaporeans the alternative of living in Malaysia at a lower cost while working in Singapore.

Furthermore, Singapore’s plan to redevelop, reclaim and recycle land in old industrial areas is likely to create an interest amongst Singapore based manufacturing industries to relocate to Iskandar Malaysia. The next decade will see tremendous growth in the services industry. Kuala Lumpur is well placed to serve this growth with its timely transformation as a regional hub with enhanced connectivity. Organisations will be able to leverage on the Greater Kuala Lumpur infrastructure to establish their regional presence with an agile workforce that can efficiently commute between Kuala Lumpur, Iskandar Malaysia and Singapore. This increased connectivity will be a growth driver for high end properties with sophisticated facilities that can support the lifestyle of expatriates. Growth in prices for both residential and commercial properties is expected in the Damanasara, Mont’Kiara,

Kuala Lumpur city centre and U-Thant localities. In addition to Kuala Lumpur and Iskandar Malaysia, the HSR link will also boost development in areas surrounding the new stations along the rail line. Demand for property is expected to increase in Seremban given its proximity to Kuala Lumpur. Johor Bahru too will benefit from interest in Iskandar Malaysia and its outlying areas. Melaka, which is designated as a UNESCO World Heritage City, is an international tourist destination. Enhanced connectivity via the HSR link will increase Malaysia’s attractiveness as a tourist destination. A robust tourism industry in the country translates into growth in hospitality focused property developments, yet another boon in the property sector which can be attributed to the HSR link and its far reaching implications.

Upon completion, the rail service will also speed up economic integration between the two countries. Iskandar Malaysia has become an obvious choice for Singaporeans eyeing investment opportunities closer to home. The entry of Singaporean corporate giants such as CapitaLand Ltd, Ascendas and Temasek Holdings into Iskandar Malaysia has successfully raised its international profile and helped boost the confidence of non-institutional investors in its potential.

As their flagship hospital in the region, it aims to capture the market of the local population of highly affluent professional, as well as medical tourists from neighbouring countries. iP: Are we seeing interest from foreign investors increasing in Iskandar Malaysia, if yes, what would be the main reasons? Prof Datuk Ismail: The percentage of cumulative committed investments derived from foreign sources as of 31 March 2013 totalled RM38.81 billion and this forms 36% of the overall investments registered. If we compare with what was secured in 2008, which was RM22.83 billion, this shows that there has been a healthy increase.

Prof Datuk Ismail: At the rate things have evolved and the growth that has been experienced by the various sectors of the region, Iskandar Malaysia will be in the position where it can be premised that the future of the city will see itself matching the developments that will be happening and have been planned for Kuala Lumpur and Penang.

There are several factors for Iskandar Malaysia’s increasing appeal. Firstly, there is its strategic location as it is lodged right in the heart of Southeast Asia. Investors choosing to invest in Iskandar Malaysia are leveraging on the part where logistically, with the region well-served by reliable land, air and sea-related systems and services, the region is becoming more and more regarded as worthwhile and prudent investment ventures. The excellent ready infrastructure comprising the Kuala Lumpur International Airport and three seaports are capable of handling all manner of cargo, from containers in the Port of Tanjung Pelepas, to liquid bulk in Tanjung Langsat and dry bulk in the Johor Port. Secondly, the effort of IRDA, with strong support from the Johor and federal government, has contributed to the overall and current success of the region. Guided by its Comprehensive Development Plan (CDP), Iskandar Malaysia is being developed closely to plan and is envisioned to achieve its fully developed status by 2025.

iP: How has Iskandar Malaysia contributed towards the growth of the country’s human capital and economy in general? Prof Datuk Ismail: A blueprint on human capital growth has been formulated by IRDA since its inception and, thus far, we have been implementing strategies and delivering key deliverables as outlined in the blueprint. In order to have just the right mixture of talent pool available in the region, IRDA has taken the initiative to work closely with investor companies on specific and customised training programs meant to prepare the local workforce to meet the requirements of LEGOLAND Malaysia and Johor Premium Outlets. There are also programs that target to equip workers with reskilling and upskilling tools to enable them to upgrade themselves to the level that is required by potential employers in Iskandar Malaysia. From 2007 to 2012, Iskandar Malaysia has successfully generated more than 554,000 jobs. iP: How would you compare the current and future growth of Iskandar Malaysia to other

The long term vision is to turn Iskandar Malaysia into a bustling international metropolis of international standing, a futuristic city with all-encompassing features that balances life in an ultra-modern environment with that of nature, which is comparable with some of the most advanced future cities of the world. iP: What is the focus of the next phase of growth for Iskandar Malaysia? Prof Datuk Ismail: We are in the second phase of our CDP, i.e. ‘Strengthening and Generating Growth’, and the upcoming plans, including those for the future, will revolve around environmental and socio-economic growth within the areas of infrastructure, environment, safety & security, healthcare, education and tourism. Does The Meridin@Meridin or any other of your other projects have them? Tan Sri Dato’ Sri Leong: At Mah Sing Group, we believe in a sustainable future for all. As such, you will find that we have projects that are green certified such as Icon City in Petaling Jaya which will be awarded with not one, but three green building certifications, namely, Malaysia’s Green Building Index (GBI), Singapore’s BCA Green Mark and USGBC’s Leadership in Energy and Environmental Design (LEED). For The Meridin@Medini, some of our green features include northsouth orientation of the blocks to reduce the building’s heat gain. It is also part of our energy

We are also utilising a rainwater harvesting system for landscape irrigation to increase water efficiency within the development. Kuala Lumpur’s New Neighbour Bearing the promise ‘Urban Lifestyle, Country Living’, Southville City is one of the latest offerings to grace the property market. Mah Sing Properties’ Chief Operating Officer James A Bruyns highlights the finer details of this project.

1 Southville City is branding itself as ‘KL City’s New Neighbour’, occupying a highly accessible and prime location in the Kuala Lumpur Southern Corridor. The 420-acre development will primarily serve as a transit city between Kuala Lumpur and Seremban. iProperty.com: What can you tell me about Southville City? James A Bruyns: Southville City is an integrated township with both residential and commercial elements. Its location is quite prominent because the stretch of land that it occupies is the only hill spinning approximately 2km along the KL-Seremban Highway. In addition, it is a midway point

between these two locations, and all the daily traffic on this highway passes by it. In our masterplan, we have proposed an interchange that will directly connect the township to the highway and make it even more viable as a place to live and even work. Speaking of our masterplan, we have one in place that manages to capture and define what is so unique about Southville City. Perhaps the most important factor is that it plays the role of a transit city for those living in Seremban who commute daily to Kuala Lumpur and caters to the emerging market that resulted from the construction of the second low cost carrier terminal. Upon its completion, the terminal will have 5,000 to 7,000 new

employees, who will undoubtedly prefer to have a home that is close to their workplace. iP: How did you go about planning Southville City? Bruyns: The other main draw of Southville City is its natural elements – good terrain, riverside land, a former palm oil estate greenfield – which gives it very good Feng Shui. When we first started planning this development, the first thing we asked ourselves was, ‘How can we retain as much of the natural greenery as possible?’

The first step we decided on was the preservation of part of the natural slope of the hill in the form of a jungle trail. We will retain the trees and build jungle trekking trails that will wind through the vegetation so that people will be able to enjoy being close to nature. The part parallel to the river will be extensively landscaped to create small ponds so that the river will weave in and out of the place, and there will be several exercise stations built along the trail itself. The unique part of Southville City in terms of its masterplan is that its concept is actually very simple: the promotion of a healthy lifestyle. Part of this involved incorporating a bicycle path running along the whole stretch of Southville City’s precincts that are interlinked with them. These features negate the need to drive inside the city. This reduces CO2 emission. It was only after we had decided on all these factors that we planned where to put the residential and commercial elements, which we mostly split into two different sections. iP: What are some of the unique developments within Southville City? Bruyns: One of our special projects in the city is the Savanna Executive Suites, which is part of our plan to build affordable homes. This will consist of 3,064 apartment units ranging from 956 sq ft to 1,017 sq ft in size. It will be flanked by other residential and commercial developments such as townhouses, link homes, superlink homes, cluster villas, link villas, boutique villas, 2- and 3-storey cluster shop-offices,

4 boutique corporate offices and a lifestyle mall. There will also be exclusive high-end condominiums in the residential area as well as a clubhouse. We will also have a convention centre with a business-class hotel catering to the needs of the neighbouring industrial players and their visitors. iP: What are the ‘green’ features that you incorporated into Southville City? Bruyns: We do not have ‘green’ features so much as a ‘green concept’. In our books, being green is about preserving nature, and that is the most effective way of going green. That is why our first concern was retaining the maximum amount of the original landscape and shrubbery. This is also the reason behind planning the expansive network of walkways and biking paths in Southville City – to reduce the necessity of driving within the development as much as possible. We would like to integrate ‘green’ features into Southville City’s commercial elements, but we do not have any solid plans for that yet.

Penang’s Latest Charm A series of gorgeous murals by Lithuanian artist Ernest Zacharevic has added a pinch of colour and life to the inner city of George Town.

Tourists, local and foreign alike, were spotted converging the streets to have their photographs taken with a series of murals, while some motorists even slowed down their vehicles to catch a glimpse of the masterpieces. The murals, by Lithuanian artist Ernest Zacharevic, also form an impressive backdrop for some visitors who deliberately put on a wedding dress for wedding shoots there. The street art project, Mirrors George Town, will see a total of 12 pre-war heritage wall murals being painted to illustrate figure drawings and portraits celebrating the multiculturalism and diversity of the local inhabitants.

The artwork celebrates the intimacy of a sibling relationship where a brother and sister are seen having fun on a swing. The proprietor even installed an actual swing set on the site and created a street sign and named it ‘Step by Step Lane’. Of course, this is just part of the artwork and not an actual street sign. Sabah’s property market has experienced a recent exponential growth, marking the East Malaysian state as the country’s new emerging market. By Ong Xin Ying

Frequently referred to as ‘The Land below the Wind’, Sabah is the easternmost state of Malaysia that earned its title from seafarers of the past who used the phrase to describe land located to the south of the typhoon belt.

Generally mountainous on its western half, the state is home to three of the country’s highest mountains. This includes the famous Mount Kinabalu, which is also the highest


amount of infrastructure development in the state, particularly in the form of facilities related to the oil and gas industry. Another driving force behind Sabah’s economic growth is agriculture, which is one of its three key development sectors. Formerly defined by its export of tropical lumber harvested from its lush forests, the local agriculture scene today is mostly in the form of palm oil plantations as well as rubber and cocoa. However, its tropical forests, wildlife and pristine beaches are also large factors in the state’s appeal that should not be overlooked. Tourism, particularly ecotourism, is another major contributor to Sabah’s economy. According to Tourism Minister Datuk Seri Dr Ng Yen Yen, the local tourism industry is Malaysia’s third largest revenue generator, contributing a massive RM60 billion per year and providing jobs to 1.8 million people. It has a total of six national parks, one being the Kinabalu National Park that earned its World Heritage Site status in 2000, and enjoy a stream of local and international visitors that has been steadily increasing thanks to vigorous promotional activities.

For instance, land in Beaufort used to cost RM100,000 per acre, but today, an acre of land can fetch as much as RM250,000 to RM300,000. “In short, the market prices we are seeing right now in Sabah are similar to that of Kuala Lumpur five years ago,” Goh said.

3 In fact, Sabah’s land prices in general have increased tremendously in the past five years alone, according to Francis Goh Fah Shun, group chief executive officer of Kinsabina Sdn Bhd (Kinsabina Group) and the newly appointed president of the Sabah Housing & Real Estate Developers Association (SHAREDA). He provided statistics that show residential property used to be sold at approximately RM280 per sq ft, but half a decade later, many developers of residential properties located within an 8km radius of the city are pricing them at RM380 to RM480 per sq ft. On the commercial side, the ground floor lot of a commercial shopping complex can easily be sold for RM2,000 to RM3,000 per sq ft.

He pointed out that property development in Sabah recorded a gross development value of almost RM15 billion and has become the key economic driving force to the state’s economic growth on par with oil & gas and palm oil. The development of Sabah as a whole is also reflected in many other related sectors. “There have been plenty of developments in the local retail sector over the years in the form of new malls in addition to the apartments being built,” commented Samantha Siow, director of communications at Shangri-la’s Tanjung Aru Resort & Spa, although she noted that road conditions had yet to improve.

Even the prices of shoplots have climbed over the years, Goh added. “Two to three years ago, you could buy a 3-storey shopoffice for RM800,000. Today, a 3-storey shoplot measuring roughly 3,600 sq ft will cost you anywhere between RM1.8 million to RM2.4 million,” he elaborated. Of course, this phenomenon is not limited to Kota Kinabalu alone. Other locations such as Keningau have become property hotspots

A SHORT ANALYSIS One of the main reasons behind this seemingly sudden boom in Sabah’s property market, particularly where Kota Kinabalu is concerned, is that the palm oil industry, which represents one of the largest local economic contributors, has achieved tremendous growth in the past few years. Palm oil plantation owners enjoyed a stark increase in profits and proceeded to invest their income in the real estate market. Property developers took note of this and responded accordingly, building new developments in places such as Kota Kinabalu and


Tawau to the extent that demand for land began to outstrip supply. Goh pointed out that, at present, land prices appear to have peaked and may remain stagnant or undergo a slight correction, but are expected to remain stable in general. When asked about the diversity of Sabah’s property buyers, he stated that the majority of real estate purchasers are locals and demand from them has remained at relatively the same level, especially considering the migration of many Sabahans to Kota Kinabalu. “Less than 10% of Sabah’s property buyers are foreigners, and they prefer to buy properties with a mountain, beach or sea view,” he added. “A large number of them start off by renting the property first and living in it for roughly six months before they purchase it.”

The Impact of the 13th General Election on the Real Estate Market 79% of Malaysians want better home financing policies and interest rates to be introduced.

With the 13th General Election looming ever closer, a survey conducted by iProperty.com Malaysia, the country’s No.1 property website, revealed that 79% of the respondents want better home financing policies and interest rates. Shedding light on the survey which gathered over 2,000 respondents, Shaun Di Gregorio, iProperty Group’s Chief Executive Officer, said that the survey provided valuable insights into how Malaysians perceived the current property market. He added, “It is clear that affordability continues to remain a major concern. Property buyers and investors are hoping that the government will look at curbing the escalating growth in property prices. At the same time, the survey findings revealed how consumers perceived the property market and also what measures and regulations they would like implemented.” In relation to the property industry, the top three policies respondents would like to see implemented include: • Better home financing policies and interest rates (79%) • Better protection for property buyers and investors (68%) • Stricter penalties imposed on errant developers (61%) • When it came to choosing between having a subsidy to purchase property and having property that is more affordable, 53% of the respondents opted for the latter.

The top three policies that respondents wanted the winning party to deliver on were: • More affordable and secure housing (22%) • Equality for all races (22%) • Fight against corruption (21%) Di Gregorio said, “Despite the efforts undertaken by the government to cool the property market and make housing more affordable, property prices have continued to increase, making it unaffordable for many.” He added, “As such, it was not surprising that 70% of the respondents wanted the government to do more and are adopting a wait-and-see stance, all with the hope that the elections will see new housing policies and regulations delivered.” He pointed out that many improvised guidelines such as the loan-to-value ratio at 70% for the third and subsequent properties purchased, and loan processing based on net income instead of gross income, were previously imposed by Bank Negara Malaysia (BNM) to rein in property speculation. During Budget 2013, the real property gains tax (RPGT) for residential property disposed within the first two years from the date of purchase were increased by 5% to 15% and from 5% to 10% for disposal between the third and fifth year. Findings from the recent iProperty.com Asia Property Market Sentiment survey, in which there were more than 8,000 respondents, also revealed that 45% of the respondents

did not think that the increase in the RPGT will curb speculation. Di Gregorio elaborated, “It was interesting to note that more than 50% of the respondents were keen to see the government provide more affordable housing rather than provide subsidies to purchase property. Ultimately, young Malaysians want to own their own property and the escalating housing prices is making that dream unattainable.”

Di Gregorio said, “With more than 35,000 buyers affected by the abandoned projects, it is understandable why property buyers and investors want more stringent regulations and penalties imposed. The government has taken affirmative steps in ensuring that there are penalties imposed on errant developers.”

In addition to that, the respondents also wanted better home financing policies and interest rates, more laws and regulations enforced to protect property buyers and investors, as well as stricter penalties imposed on errant developers.

He added, “Developers who abandoned their projects will be taken to court and, besides being charged, they would also be blacklisted for life. If you are interested in investing in a particular property, it is important to do all the necessary research on the developer to be able to gauge their track record and to make an informed decision.”

Records from the Ministry of Housing and Local Government have shown that 178 privately developed projects in the peninsula, involving 53,058 units of houses, were abandoned from 2009 to 31 December 2012. The buyers numbered 35,395 people. Since last year, the government has injected RM65 million to revive abandoned projects nationwide.

Di Gregorio concluded by saying that it will be a while before any of the new policies can be introduced and predicted that that the love affair for Malaysian properties will continue its upward trajectory. Compared to neighbouring countries, investors are still opting to invest in Malaysia as property prices in the country are relatively cheap.

he first thing one sees when pulling up to the house is its imposing steep roof with sides outlined in black, a strong contrast to the neighbouring houses, instantly anchoring its presence in the peaceful suburb of Country Heights Kajang. Working with an extremely tight time frame and budget to furnish a house of this size, Add Space Design capitalised on their expertise in dealing with similar circumstances. The company applies a One-Man-Operation approach; the entire process from planning to building is handled and overseen by a single designer, which results in a speedy and smooth process with a clear direction. For this house, designer George Eyu utilised synthetic materials to maximise the budget while creating a congruous contemporary look throughout. The grand entrance door only hints at the scale and size of interior rooms. Perfect for housing large families or parties, the house has three living areas on the ground floor, one for relatively formal gatherings and two contemporary tropical areas that open out onto the pool patio. Light floods into the space bouncing off white walls, enhancing the sense of spaciousness.

At one end of the long turquoise pool, steps lead up to a structure reminiscent of a Balinese pavilion, where you are just one hammock and cocktail away from enjoying a sunny languid afternoon accompanied by the sounds of water lapping the poolside and rustling of plants around. The

INTERIOR DESIGN pavilion is fitted with hard-wearing slightly textured tiles and a pebble-wash border to guard against slips. The house’s staircase stands next to a window that stretches four stories up from the ground floor. With no railings on the side adjacent to the clear glass window, getting too close to the stair’s side induces a strange tingling feeling that one is able to dive from that very spot straight down into the pool below. Given its size, navigating the house from bottom to top does take some time and a reasonably sharp memory. Casual guests, however, are spared from getting lost with a wellplanned guest bathroom near the main door. The master suite spans the entire second floor, consisting of the bedroom, dressing room and bathroom complete with a whirlpool. In the large master bedroom, Eyu made full use of the space by introducing a partition wall, effectively carving out sleeping and living areas. Doors lead to the balcony, fitted with a surprising touch of a layer of turf. The bright colours of the grass and flowering plants balance the mostly neutral hues of the furnishings, enlivening the view from the master suite. The house’s modest price tag and ample space, combined with the tactful decision of the designer to keep the design minimal to allow the occupants the choice of tailoring furnishings according to their personal taste and imagination, all provide the starting point for a delightful stay in this house. Both projects are under construction and are located a stone’s throw away from the Dynasty Garden Condominium by the Akisama Group of Companies. Other ongoing developments found nearby are Seri Gembira Avenue which consists of four blocks of 5-storey stratified shopoffices with a 3-storey basement car park by Tulin Development Sdn Bhd; 288 Residence which comprises two blocks of 24-storey luxurious apartment totaling 288 units by Sigma One Builders Sdn Bhd; Garden Jaya Park by Talent Team Sdn Bhd which consists of 20 units of 3-storey luxurious terraced houses selling from RM1.6 million onwards; Le Yuan Residence by the UOA Group which comprises two blocks of 28-storey apartment totalling 670 units with a 4-storey car park and facilities podium; as well as Seringin Residence by See Hoy Chan Sdn Bhd Group which offers two blocks of

Further to the east within the Sungai Besi locality there are The Leafz by the Exsim Group and Central Residence@Suria Sungai Besi which offers 643 Green Building Index (GBI)-status units and 526 units of SOHO units respectively. Notable projects in the completion stage within the locality are Gembira Residen (formally G Residence) by the Chin Hin Group, which offers three blocks of condominium totaling 467 units, and also Residensi Desa by Vision Development Concept Sdn Bhd, which offers 130 units of condominium. Located right opposite the KL Palace Court is an abandoned project known as Kuchai Square, which was delayed due to financial constraints by the developer. However, with the current neighbouring new developments, there is a possibility that this will bring a change of fate to the abandoned project. At the border of KL Palace Court and Kuchai Square, there is a piece of empty land that has been designated as a residential zone according to the draft of the Kuala Lumpur 2020 City Plan. Perhaps there may soon be news of a new development. The recorded transaction prices of selected residential and commercial schemes in Kuchai Lama are as follows:

The recorded transaction prices for the selected property type in the selected schemes have shown a positive growth from 2010 to 2012. There is a clear price gap between the old schemes and the new developments. However, the new developments are still selling well according to the sales and marketing teams of the developers. The issue here is if the new products will present a positive competition that will push up the prices of the old schemes accordingly, or will the tremendous supply of housing units cause the old schemes and the new products to grapple for occupancy.

Are PR1MA initiatives being properly implemented? Although HBA is supportive of the scheme, the former is disappointed with the scheme’s implementation.

Perumahan Rakyat 1Malaysia (PR1MA) was promised by the government as a solution to the problem of (mostly) young people not being able to afford a house at the current prices. Although some had the financial means, many of them would not qualify and would not wish to apply for low-cost homes. This category usually consists of young married couples (some may have grown old waiting for something they could afford) who have no properties of any kind, purchased or inherited, to start their families. They are first-time buyers of affordable homes, and are expected to be given priority. In order for PR1MA house prices

to be affordable, the government had promised to set aside land (also known as PR1MA land) for this category of house buyers. PR1MA land represents a considerable value and subsidy to these buyers. It is, therefore, the main responsibility of the PR1MA organisation, which was set up to operate the PR1MA scheme, to ensure that PR1MA houses remained affordable. It was expected that PR1MA would not do anything which could cause the prices to increase. To achieve this, PR1MA has to be, and was conceived to be, a developer in its own right. As a developer, PR1MA may engage

construction companies to build houses on land provided by the government. Why JV with private developers, when PR1MA itself is a housing developer? Instead, PR1MA has announced that it will parcel out land to private developers to build houses and sell them to the PR1MA category of house buyers. It is only to be expected that these developers will inflate house prices for additional profits, so that the price of PR1MA houses may almost be at the same level as the market price of houses sold to the general public. In fact, recently, someone


criticised the Penang government for taking precisely such a step. As reported in a major English daily, the person went on to say that, it can now be expected that, with private developers being invited to participate, PR1MA house prices will be fixed at a price only slightly lower than the average market price of houses, which will lead people to believe that these are PR1MA houses. On the other hand, who are these private developers, how are they chosen and what is the consideration for undertaking the task of developing on PR1MA land? This is becoming like the all-toofamiliar story of the privatisation of government amenities; lack of transparency, sudden wealth for the chosen few, immediate higher cost to the public and the immunity of affirmative action to frighten off critics. What are the benefits of developers’ involvement? As anticipated, PR1MA houses are to be offered in a range of prices. The high end houses are not likely to be offered to the originally intended PR1MA buyers. It is the developer’s way of luring new customers, with again no benefit to the general public. With the involvement of private developers, it is unlikely that prices will remain low for long, especially when the public is to be given various tried-and-tested excuses, i.e. the increased cost of building materials, shortage of workers, etc. It can only be expected that house prices will remain slightly lower than the prevailing market level.

HBA has even encountered rumours that PR1MA will even develop high end properties and commercial developments on PR1MA land. Whether this rumour is true or not, only time will tell. Why should second time house buyers qualify for PR1MA when there is not enough to go around for first time buyers? The organisation behind PR1MA is making preparations to meet this demand. In a recent interview titled ‘The Passion Behind PR1MA’ with PR1MA’s Chief Executive Officer Dato’ Abd Mutalib Alias, published in the iProperty.com magazine February 2013 issue, he announced that people who already had houses are going to be allowed to buy second homes of the PR1MA type. He did not highlight the compelling need of those who had no homes at all; the affordability criterion as the essential qualification and whether there were any studies done to show that there was enough land to satisfy the most deserving category in the first place rather than the commercial needs of developers. There are also other important issues to consider; should we opt for the build-and-sell or sell-andbuild concept? There should also be safeguards against the wellknown and, as yet, unresolved problems caused by certain developers such as abandonment and borrowing on the security of the purchaser’s property so that the risk of non-payment is undertaken by the purchaser.

Some form of control have been mentioned by Dato’ Abd Mutalib to ensure that purchasers become occupiers and to discourage opportunists who are out to make a fast buck. It is hoped that the organisation behind PR1MA will work with the respective state governments where there are concentrations of the urban poor. Operating outside the current Housing Development (Control & Licensing) Act An equally important question is the political accountability of the PR1MA organisation: why is it a unit of the Prime Minister’s Department instead of the Ministry of Housing & Local Government? Why is PR1MA not under the current legislation that regulates housing, i.e. Housing Development (Control & Licensing) Act, 1966 and its regulations? Why are there no safeguards such as the imposition of the mandatory Housing Development (Project) Account? Why is the statutory Sale & Purchase Agreement in Schedules ‘G’, ‘H’, ‘I’ & ‘J’ not being used? As PR1MA is not governed by the Housing Development Act, PR1MA developers would not need a license (to build) and there would not be a need for the Advertisement & Sales Permit. As such, buyers who purchase PR1MA homes would not be entitled to the protection of the Housing Development Act. Thus the Housing Tribunal will not be available for aggrieved buyers and victims.

Flying Stars refer to bodies of Qi (energy) and each have their own unique qualities. These can affect the well-being and function of the dwellers of a particular community, house, room or even specific area within a room. Most practitioners are familiar with basic Flying Stars applications involving the activation of the current (or future) prosperous Stars. Many of them are also knowledgeable about the basic qualities of the other Stars such as Star 1, which can be regarded as a generally benevolent star

Truth be told, all Flying Stars have their uses and each has a crucial role to play. All Stars have specific qualities that serve their individual purpose. For example, Star 3, while causing one to be highly strung, is useful in stimulating change and rapid growth. Saving To Invest Adopting a regular saving habit provides one with the opportunity to invest in more properties, to make an early loan settlement, and much more.

Celebrated on 31 October, Halloween is a yearly celebration that is observed in a number of countries. However, many people have forgotten that it is also the day we observe World Savings Day or World Thrift Day, which was established during the first International Savings Bank Congress (World Society of Savings Banks) in Milano, Italy. It is a day that encourages people to save money for a rainy day. The savings also help people to meet their basic needs during hard times, and provide much needed input to support the economy. According to Malaysia’s Second Finance Minister Tan Sri Nor Mohamed Yakcop, “Our Asian values of thriftiness and learning how

to save stands us in good stead for the global recession since 2008.” He added, “The savings rate of Malaysians is 37%, while in the United States, it is 0%. One of the reasons why the Western world was facing a financial meltdown was because there was no balance in consumption, investment and savings.” Should I save, invest or pay off debt under the current global and national economic stresses? Anyone wishing to save for their future has an awkward task on their hands due to the low interest rate for the savings and fixed deposit account at 0.3% p.a. and 3.2% p.a. respectively. This means that putting your


money in savings or fixed deposit accounts at the moment guarantees that you will lose some of the real value of the cash you put in. Using any spare cash to pay off debts, especially expensive ones such as credit cards, is one sensible alternative. If you can accumulate some savings, it is always a good idea to have some cash at hand in an account anyway, either for a rainy day or an obvious big bill looming on the horizon. Alternately, especially if you want to put money away for a few years, you could consider investing. Investing in property is one of the most popular options in Malaysia. Although one may spend the past 20 years studying the property market, this does not mean that we can predict the future. However, doing so can provide a better understanding of the market compared to not studying it at all. This will also help you realise that a steady rental income is much more important and more reliable than sudden capital gains.

Keeping all investment costs low is usually very important to long term returns, and the rapid strategy of trading or flipping properties (particularly if it amounts to ‘buying high and selling low’) is one of the surest ways to increase the risk or cost of investment. On the other hand, investors are also worried about being burdened by a high interest rate and the impact of the fluctuating Base Lending Rate (BLR) on their property loan. Investors should be aware of the risk of having a housing loan for a long time, i.e. between 20 and 45 years, as the BLR may increase over the loan tenure. Investors or property buyers tend to pay off their debts with their savings, and the main priority is usually their housing loan, which is about 40% to 45% of the household debt. Many do so to avoid being trapped in the cycle of a never ending loan or opt to settle the loan with a huge lump sum from their retirement fund. Saving a small amount of money regularly from the day you start working is a better option compared to saving a bigger

Selling in a Buyer’s Market The Malaysian property market currently offers many choices for buyers and tenants. However, if you are selling your property, you can still get a good price, as long as it is of fair value and also at a price that buyers can afford.

As a property seller, it is important to consider who are your potential buyers, and what they can afford to pay. The total value of a property that a buyer can afford to pay is dependent on their income, which determines how much they can borrow from the bank, and their savings, which will determine how much of a down payment they can afford to pay. Ever since Bank Negara Malaysia implemented the policy that housing loans would be based on net income instead of gross

income, the amount a home buyer could borrow from the bank for a housing loan has been reduced. Furthermore, with loan-to-value ratios of 70% for the third residential property onwards, this has somewhat put a cap on speculative activity in the property market. Given that there is a limit to the amount buyers can borrow, which is based on their net income, as a seller, you should also consider how much of a down payment a buyer can afford to come up with, as well

as additional expenses such as stamp duty and legal fees, which can result in a substantial amount of money. If you set your selling price too high while the bank valuation of your property is conservative, the buyer will have to come up with a percentage of the property’s valuation as down payment, and also the difference between the valuation and the selling price. This is a major reason why some property transactions are unsuccessful and were not


concluded. The required upfront monies to purchase a property in the secondary market has become very high.

Structural issues such as architectural and engineering defects should be resolved, because home buyers are usually not keen about forking out additional funds to repair those defects, especially after they have incurred a significant expenditure to acquire the property.

Sellers should also consider the location of their property, and the national and international economic climate. If they are expecting expatriates and companies as their prospective buyers, they should consider the fact that expatriates and companies are selective about the areas they reside in.

Sometimes, it is just a simple matter of keeping your home tidy. If your home is very untidy, it can become an eyesore and would discourage home buyers from considering your property. This is a simple case of ‘more is less, less is more’.

In fact, companies and expatriates are looking to lower their living expenses, given the current economic climate internationally, especially with stagnant growth in the United States, and the persistent sovereign debt crisis in Europe.
