COMMUNITY RESILIENCE SHINES IN COUNCIL’S ANNUAL REPORT Sustainable management of finite resources increasingly remains a key priority for Isaac Regional Council during unparalleled times. Council’s 2020-21 Annual Report outlines how the Isaac region is transforming from mining investment boom, to a community evolving with challenging economic and social conditions. Mayor Anne Baker said the annual report showed the 2020-21 financial year tested the resilience of the Isaac region both economically and socially. “Between July 2020 and June 2021, 298 events led and supported by Council have been reactivated,” Mayor Baker said. “In 2020-21, tourism, advocacy and reactivating community engagement has been a priority to helping Isaac return to a new kind of normal.” In response to the pandemic’s acute social and economic impacts, Council was proactive in implementing a range of financial support measures to assist the most vulnerable sectors and individuals in the Isaac region to safeguard the local economy. The 2020-21 capital works program, totalling $54.9 million, saw Council maintain critical infrastructure, bolster economic activity, and support active and attractive communities across the Isaac region. CEO Jeff Stewart-Harris said there was an increasing demand on Council support, services and resources. “Yet there is not a corresponding increase in our rate-base to support the cost of services, nor increases in funding from the state or federal governments,” Mayor Baker said. “The financial year of 2020-21 reinforced our continued focus on the fundamentals of good local government, delivering critical infrastructure, services and attractive communities.
“This approach reinforces our ability to continually move forward with resilience to deliver quality services to our community, and continue our aim to feed, power and build communities.” Mayor Baker said Council achieved this through a frugal budget approach, allowing Council to ease cost-of-living pressures on our residents and businesses, freezing rates and levies in 2020-21 at 2019-20 levels and implementing a broad range of concessions. “To further stimulate the local economy and steer the region through the COVID-19 community recovery, Council increased the weighting in our procurement applications, so local companies are weighted higher than nonlocal businesses,” Mayor Baker said. “Council also brought forward the Shop Isaac program, endorsing local businesses through cards loaded with money and spent in our Isaac businesses. “These initiatives complemented a $1 million investment in the COVID-19 Strategic Recovery Plan, a two-year plan to help re-activate our Isaac communities that the pandemic impacted.” The annual report is Council’s most comprehensive report to the community describing how the Council has met its annual objectives. The central objective is to inform communities and stakeholders of Council’s performance during the financial year. CHRISTMAS AROUND THE GLOBE Christmas is a time when families and friends get together to celebrate, enjoy the festive season and everyone’s company. Food is always a part of any celebration and each country and culture that observes Christmas have special dishes, cakes or biscuits traditionally served on Christmas Day or welcoming in the New Year. Cold prawns with a beer, rumballs and pavlova are Aussie Christmas favourites. Italians share panettone, a bread-like cake dotted with sultanas and dried fruit, and panforte, a deliciously rich chocolate and nut tart. Ukrainians serve up honey cake and the Danish offer klejne, dainty fried biscuits dusted with icing sugar. The Germans have stollen, a rich fruit bread and cinnamon fruits star biscuits. In Scotland, you can enjoy a slice of black bun, a rich, flourless fruit cake well-flavoured with whiskey and cooked in a pastry case. Black bun is traditionally served on Hogmanay (the New Year). You can find recipes for international Christmas cuisine in cookery books at Isaac Libraries or explore the World Trade Press e-resources on food and culture through the Libraries link on the Isaac Regional Council website. AUTHOR SPOTLIGHT - TANIA BLANCHARD Tania Blanchard grew up listening to her grandparents’ stories of life during World War Two and migrating to Australia. Her German mother and Italian father both immigrated to Australia as children with their families in the 1950s. Tania trained as a physiotherapist and went on to have a career in physiotherapy. She always dreamed of being a writer and wrote stories filled with young heroines and heroes, princesses and villainous monsters for her children. Her passion for writing was fueled after completing a couple of writing courses at the Australian Writer’s Centre. Blanchard attended Fiona McIntosh’s Masterclass in 2015 and this inspired her to begin writing The Girl from Munich. The Girl from Munich was published in 2017 and followed by Suitcase of Dreams in 2018. Blanchard’s latest book Echoes of War is set in Mussolini’s Italy amid upheaval and is the story of one woman’s determination to find her place in a world that men are threatening to tear apart.

Festive Period closures and information Council’s customer service counters, branch libraries and Historic Nebo Museum will close from: Close of business Thursday 23 December 2021 and re-open Tuesday 4 January 2022. Clermont Historical Centre will close from: Close of business Saturday 18 December 2021 and reopen Wednesday 2 March January 2022 to allow for the resetting of exhibitions and collections.
Kerbside waste and recycling collections will go ahead as normal on public holidays across the region. Waste management facilities are closed on public holidays over the festive season on Saturday, 25 December to Monday 27 December 2022, Saturday 1 January 2022 and Monday 3 January. Some changes to opening hours for Isaac region pools apply from Monday, 13 December 2021 to Friday 7 January 2022. To find out about pool closure times in your community, visit Council’s website.
