CONTENT PRESENTATION
This document it is the undergraduate final thesis part of the compulsory subject Final Undergraduation Work, developed within the Faculty of Architecture and Urbanism at University of BrasĂlia ( FAU-UnB ). The objective is to present a requalification project proposal for the Northern Autarchies Sector ( Setor de Autarquias Norte), located in the central area of the city of BrasĂlia. This project brings together analysis of the site, diagnostics and strategic guidelines. The purpose of the project is to apply the different knowledgement acquired during the graduation in Architecture and Urbanism in order to develop a consistent Final Undergraduation Work. The choice of the theme Urban Requalification shows up relevant when addressing urban problems and solutions into a heritage area, considered degenerated.

U
nderstanding the current situation of the Northern Autarchies Sector and its potentials. It is essential to comprehend the process of construction of the new capital, Brasília.
In ‘Brasília Revisitada’ (1987), Lucio Costa proposes a examination of the central sectors projects, especially the slightly built, in order to expand and improve the perception of social scale. The Northern Autarchies Sector fits exactly in this scenario. The social scale represents the urban center, the pulsating organ of urbanistic plan. It stands the element that most strongly symbolizes the connection between Plano Piloto with Federal District Territory. This scale has as main attributes the uses and buildings height varietion; Diversity of buildings masses; Greater diversity of ground occupation; Predominance of buildings and shadowed areas; Differentiated tratment for pedestrian enjoyment (BOTELHO, 2010, p94). The social scale according to Lucio Costa predicts the use of quarter typology, which consists mainly of semidetached buildings typified by greater connectivity between buildings. The quarters have been used in the Southern Commercial Sector, Northern and Southern Entertainment Sector Projects. And today, by the fact that those sectors dispose of a tight spatial configuration and little interstitial spaces among edifications, they present greater dynamic of public area uses, and more intense pedestrian circulation (GOULART and LEITÃO, 2010). In the other sectors, including Northern Autarchies Sector, can be found mix typologies as towers linked by galleries or isolates towers accessed by a peripheral road system.
The construction plan of Brasilia was born with an initial idea of two axis crossing each other with right angle and with an easy adaptation to the local topography, to the water natural outlet and finally, one of the axis is arched in order to put it in a triangle which defines the urban area (COSTA, 1956. P03).
Along the straight axis it was proposed the deployment of buildings for the fundamental powers, ministries, local authorities and Congress, imbued with a monumental character. Lucio Costa, in the Plano Piloto Report (1956), addresses its route, carries fluency and unity, and each part of the sectors would be self-sustaining as an artistically autonomous body in the composition of the set. This autonomy aimed to create spaces suitable to human’s scale and enable the architectural performance of each sector in harmonious urban integration. However, some measures taken during the execution of the project damaged the urban and architectural performance imagined by Lucio Costa. The first adaptation took place in the full set of city that has shifted to the East, intending to reduce the empty area of extension between the city and Paranoá Lake. As a result, the road axis became shorter and tidy, the extension of the monumental axis doubled and the implementation of commercial and banking sectors were on a clearly lower level in comparison with the Central Platform (Brasilia, 2010. P50). With the expansion of the downtown area, some sectors that were not foreseen in the original plan, emerged, as Hospitals sectors, courts, radio and TV, and the Autarchies Sector. In 1985, Lucio Costa made considerations about the four urban scales that ruled the city and were the fundamental pillars to the development plan and the subsequent preservation standards of the urban area as a historical heritage area (Brasilia, 2010, P88). They are:

Monumental scale: guides that rectilinear axis, which was set up through the technique of embankments. Formed by Ministries Buildings, Congress and Television Tower. Bucolic scale: formed by the presence of extensive, wooded and free areas that are common throughout the city. Residential scale: it is presented along the “wings” of the master plan, with an innovative housing proposal by the superblock and its uniform six storeys, with a free and accessible ground floor through the use of pilotis.

here are two Autarchies sectors in Brasília implanted on both sides of the monumental axis - Southern and Northern- which are morphologically different. Both are part of the social scale, which have the intention to maintain used spaces, to maintain a vertical skyline and to promote meetings with diversified uses. The Sector uses regulations that allows the installation of local and federal administrative agencies, bars, restaurants and services. However, the strict building type does not offer specific areas of commerce, discouraging the functioning of restaurants and diners, which causes the proliferation of informal activities in public areas, with inadequate sanitary conditions (Goulart, Pig, 2010, p152). The Northern Autarchies Sector has a recent occupation, where most of the lots was distributed to federal authorities, however, did not occupy them. The urban design of this area provides huges plot of lands - 35000m² each - which does not contribute to the distribution of areas according to the actual needs of each entity, being visible the disconnection and abandonment of the areas. Furthermore, the sector presents other problems such as illegal parking lots, lack of landscape and street furniture.

With the implementation of this model, the sector will lose entirely, their gregarious characteristic, centrality and life between buildings.
The government proposed a urban design to this area and it showed uncommitted to the actual needs of the sector. In addition, it enhances the biggest sector problems. The sector becomes more segregated, facilitating only thehuman activities between walls, with buildings surrounded by massive parking lots and road network focusing on motor vehicles.

he sector is located in a area declared as cultural heritage of humanity - urban set of BrasĂlia, folowing the terms of Executive Order 314 of 12 of october of 1992 - IPHAN, and through the Federal District Decree 10.829/1987. More specifically following the aspects: I. Function: autonomous agencies or organizations linked to the federal government. II. Underground: mandatory and intended for parking.

III. Ground floor and mezzanine: maximum occupancy of 70% of the lot area, with minimum distance of five meters from the borders of the lot. IV. Tower: maximum height of sixty five meters from the ground level. Maximum occupancy is 60% of the lot area, with minimum clearances of ten meters from the boundaries of the lots.

V. Water tank and engine room are allowed to exceed the maximum height. VI. Required parking rate of one parking space for every fifty m²of built area. General Rules establish the following occupation parameters for this sector: Occupancy rate: 70% basis; Body 60%; Underground 100% and terrace 10%. Clearances and Retreats: five meters of lateral clearance, front and back. Maximum height of the Building: 65 meters. The base may have three floors with a maximum of 9 meters.

According to data collected, the activities permitted in the sector are commercials, providing servicess and institutional. On the map alongside, current buildings were marked, which are: 1 - Building Green Towers; 2 - Building CNC; 3 - DNIT building; 4 - DF Dance Center; 5 - Petrobras building; 6 DNPM Building.

This topographic barrier is considered the core problem of the sector, which corresponds to gaps of up to twelve meters caused by artificial movements of soil, generated from landfills, without any worries of integrating the spaces.

The Northern Autarchies Sector suffers from spatial segregation due to topographical barriers. The first barrier divides the sector in its transverse axis into two parts. In this section the ground is steep, with a difference of 10 meters between the two levels. Currently, crossing this area is risky due to the lack of infrastructure. The second barrier, identified on site, is the slope located in the DNIT parking area and garage, which makes difficult to the pedestrian flow towards the bus stops located on L2 street. The third topographic barrier segregates the Northern Autarchies Sector from the Banking Sector, with a difference of six meters. The link between the two sectors is done by means of a narrow street, unpaved and without a drainage system. The fourth topographic barrier isolates the pedestrian towards the bordering lots and bus stops located on the main road.

Currently, the pedestrian route is limited by the lack of infrastructure, attractiveness and activities. Few people remain and circulate in this sector. Creating a network of wide sidewalks well connected to each other is a strategy that seeks to qualify the pedestrian routes with the priority flowing over other modals. The intersections and crossings on the roads will be in the same level as the sidewalk. It will always be a shaded area with greenery and with the use of buildings typology with marquees. Some buildings will be marked with circulation arcades to enhance the bike rides and pedestrians routes. The ground floor level of buildings should always be public or carry a commercial characteristc, with attractives faรงades.

It is important to promote the integration between the Northern Autarchies Sector and the Banking, Commercial and residential sector as well. It is essential to create a coordinated network of sidewalks, roads and bike paths that connect this sector with the surrounding areas. According to these diagrams, strength axis were identified, whose focus is on the possible future connections from the current road system.They also set connection points between the neighboring areas.

The Northern Autarchies Sector has, mostly, a social scale characteristic. However, has a close relationship with the other three scales: residential, bucolic and monumental. The project seeks to materialize this relationship from the incorporation of afforestation in SOCIAL SCALE the area and the building heights gradation along the site.
