Introduction

Leonhardsvorstadt is a historic neighbourhood in the center of Stuttgart. In spite of existing in such a central location of the city, it is rarely considered as part of ‘Stadt-mitte’. Historically, Leonhardsvorstadt was located in the outskirts of Stuttgart. It was populated by the economically less-fortunate and was known as the neighbourhood of craftsmen - weavers, leather workers, butchers etc. With time, and several transformative forces such as the war, the appearance of the red-light district, renovation of Bohnenviertel, immigration, construction of the B14 etc, Leonhardsvorstadt has a far more diverse character today. However this is not visible in the usage and existance of the public spaces in this neighbourhood. The aim of this project therefore, is to develop collective character as a mechanism of urban transformation from the grassroots. What is urban transformation from the grassroots? Change can occur either by external influences or internal capacities. Transformation from the grassroots requires strengthening of internal capacities so that the initiative of neighbourhood transformation comes from the people, arising out of the needs of the people. This requires intervention at the scale of a ‘Residents’ Collective’

What is ‘Character’ of a neighbourhood? Itis a collage of innumerable eccentricities that exist within it. It is a combination of Histories, spaces, economy and its people. This is something unique and distinctive to a particular neighbourhood and therefore is its prime treasure. Before delving into any urban transformation, it is first important to develop this character. A neighbourhood with a distinct character generates a sense of pride in its people and manifest itself physically in many different ways.

What are the benifits of developing Character? Once a neighbourhood has developed its unique character,first and foremost, a sense of deep ownership is created among the residents. This is a vital sense to then start tranforming a neighbourhood. The transformation process starts manifesting itself in the form of resident involvement, proactive planning, boosting of social value, quality and liveliness of public places. Remember that a city is made up of its neighbourhoods. Therefore this also helps in building an identity for the city. The detailed long term/ short term benifits at the community and city level are described in the following diagram.

Why a treasure hunt? The issues that Leonhardsvorstadt faces have been widely known to the people of the neighbourhood and to LV e.v, the neighbourhood management. Yet, the neighbourhood has not been able to implement solutions that speak to the people living in the viertel. Therefore, there is very little ownership taken from the people towards initiatives. Though the perception of the people from other neighborhoods has not yet overcome the stereotypes of an only-red-light district area. This stigmatization of “something else from the centre” is further materialized in the B14. What emerged from field analysis, and the Action Week has confirmed, is that the cut of the B14 is too strong to be overcome and the connection to the city centre can not be established nor perceived by the people. What was created as a fast way through the “modern Stuttgart of the XX Century” has now turned into an inaccessible barrier that most of the people engaged in the Action Week activities hope to eliminate. Other important findings derived from the Action Week, that we hope to take on, are those connected to the activities people like to do in pedestrian neighborhoods and to re-establish a small scale, local market system within the neighborhood for the residents.

The first experimental treasure hunt at LV conducted by a team in the IUSD program

The invitations: The invitations were prepared well in advance in order to inform as many people as possible about the event. The flyers were designed with a portion at the back asking for the participants’ ‘findings’ of Leonhardsvorstadt.

The Revealed Puzzle: At the end of the hunt, if participants managed to visit all the spots, they would be able to solve the puzzle and reveal the ‘dream of Leonhardsvorstadt’.

Instruction Card and Route Map: The Instructions card was provided to the participants at every spot of the treasure hunt, so that people could enter and leave the treasure hunt whenever they wanted. By completing the task at each spot they were given a piece of the puzzle that they had to stick in this paper. At the last spot, they would reveal the ‘dream’ of Leonhardvorstadt: a lively place which expresses its character and takes pride in it. Their overall impression was collected in the end at Leonhardplatz, where people enjoyed some conversation and drinks offered by us. The Instructions card also contained a map with the suggested route to be followed in the treasure hunt.

The chosen collection of topics aims at surfacing the element involved in tackling the question of “Developin Mund der Gedanken The spot in the Red Light District tried to extract the perception of the people regarding socially valunerable groups in the city, such as drug addicts and prostitutes and investigates the level of prejudice against them. Participants answered short questions about the issue.

Straße der Gesichte Located in a forgotten alley of Leonhardsviertel, the spot narrated old stories and revealed the current realities of the narrow, abandoned streets of the city. Ending the experience of passing throught the alley the participants had to give a short impression. 14

Ein Spaziergang in der Geschichte This spot aimed particularly to exhibit a timeline of the different events and qualities the neighborhood had over the time, followed by an open ended question about the kind of future they see for the neighborhood. It tried to build conciousness about the rich history, art and craft of the place.

Background and context: The reason behind picking up Richtstrasse is because of the historic story it has. The idea was to highlight how these narrow back alleys, despite having historic stories to tell, are being underused and being the zones for dumping trash. These neglegted, often having the potential to be transformed, shady back alleys are becoming the niche for drugs. The idea was to create a discussion about this situation and invite opinion from the people about how these alleys should be treated. A number of feedback were documented regarding the revitalization of these back alleys with smallest interventions. Also people got more interested to know the stories of the neighborhood from the installations. Conclusion: Despite of the conditions of the street, visitors realized about the potential of Richstrasse and its existence and history (possible impact of the installation). For residents, the major issue focusses in the bad situation of the street.

Documentation & Outcome The core idea of the treasure hunt was to dig out the stories from the past, reveal them and also invite stories and participation of the people to activate the ground-floor. We give away some stories and some stories were collected from the participants as well. Spot 5 aimed particularly to exhibit a timeline of the different events and qualities the neighbourhood had and in the end of it, the poster aims to have an open ended question about what kind of future they see for the neighbourhood. The poster aims to make the people conscious about the rich history, art and craft of the neighbourhood.

Leonhardsplatz

Outcomes Method: • Collecting the postcard of findings after Treasure Hunt route • Free participation on the spot

Total participants: 18 people 15 adults - 3 adolescents

Background and context: Leonharplatz is currently not being used at its full potential. Its location and scale of the space can easily be part of an activated ground floor through the local economy of the neighborhood and for their social engagement, but the activities and facilities need to be encouraged. The idea was to experiment this space through a different setting in the middle of the platz. The installation encouraged people to sit, enjoy together and use the platz in a different way for three days. The residents, workers and visitors could share their opinions and thoughts about the neighborhood and how would they like it to become. Limitations: The flexibility of the Treasure Hunt experiment allowed the participants to interact within each spots. However, most of them did not come back to the starting point (Leonhardplatz) for sharing the final feedback or provided them in the last spot. Main Findings: Tool:

Mein Leonhardsvorstadt ist... 1. a neighborhood that embraces history and diversity. Most of the thoughts depict about the historic value of the neighborhood, the old building and historic streets that remain and some that need to be upgraded. The diversity of cultures that are found in the spaces is also a relevant feature for residents and visitors, who find this as unique in a neighborhood with stories to tell. They believe the neighborhood needs improvement but there is a common claim against gentification. Main findings

2. a place for social interaction and livelihood for all. For the participants, the neighborhood has nice spaces for interaction although limited. They would like to have more activities in open spaces and child friendly areas provided. Some thoughts claim that the neighborhood needs facilities for the adolescents and the older people, like a Jungendhaus, urban seatings and gym on park.

There was a common concern about the importance of having less cars in the neighborhood. The participants agreed on more bike roads and more greenery for a better neighborhood. One idea highhlighted about parkhaus Zublin as a green, clean space.

Their opinions depict that the connectivity and integration with the center is the main issue producing barries in the neighborhood than the division between the two districts.

The participants who shared about their perceptions on safetyness and restrictions, stated that there is excesive police control and that they feel very safe despite of their various empty and disorganized spaces.

STRENGHTS •

LIMITATIONS

The method is a provider tool of local knowledge, desires, narratives that highlights the main issues and ideas of improvement of the place at stake. It represents an interactive method of involvement for the people who do not participate in public meetings and children or adolescents. The visual techniques and exercises create a different atmosphere in the proposed spaces and diverse ways of experiencing the neighborhood while walking the route.

The method propose a storyboard of visions and opinions of the community at stake but the outcomes can be subjective. The activities or questions need to be linked with measurable indicators to understand entirely their initatives. The lenght of the activity can discourage participants from walking the whole route. The activities per spot should be structured to encourage inmeadiate involvement and rewards need to be complemented.

The event should be broadly advertised within the neighborhood where it is going to be performed. The amount of residents participation is important for the outcomes. The facilitators should make visible the categories of participants depending on visitors, workers, residents or transents who join the activity. Availability of materials and facilitators need to be complemented in every spot for the success of the activity and the completation of the whole route. Time span needs to be stimated for each exercise of the spot. For completing the total hunting route, it is recommend a maximum time span of 45 minutes. Due to the flexibility of the game to start in any spot, it is necessary that the moderator of the spot explains throughly the intention of the activity and the use.

Conclusions: a) Results from the Treasure Hunt event show four key themes that need to be approached to improve the neighborhood. This results help us extract values to suggest scenarios of development. However, the definition of priorities for action depend on the Neighborhood collective. b) There is a general wilingness from people of the neighborhood to find ways to integrate with the city center through creative ways to reduce traffic in B14 and for liveable streets that benefit all. 29
