The Non Bermudian’s to buying Property In Bermuda by Sharon Cranfield of Cranfields Property Ltd. Non Bermudians may purchase property in Bermuda subject to certain restrictions. Non Bermudians may buy a house which has an ARV (Annual Rental Value) of over $153,000 or a condominium with an ARV over $32,400. Once the buyer enters into a contract to purchase a property they will be required to submit an application for a “License to Acquire” to the Bermuda Government along with a consideration fee of $1,416. Currently the cost of the “License to Acquire” is 6% of the purchase price for a condominium, 8 % of the purchase price for a House and 6.5% for properties that are part of a Tourism Designated Development. After 30 September 2015 the license fees are due to increase to 8% on a

condominium and 12.5% on a house. Non Bermudians may not buy vacant land, commercial property. Non Bermudian owners of property may be granted permission to rent their property by the Immigration Department of the Bermuda Government. Permission rarely extends to periods of more than a year and incurs a 7.25 % tax on that rental income. Prospective international buyers should review the Bermuda Immigration and Protection Act 2007 for more in-depth information. This issue is all about contractors. We all come across them at some point in time, be it at the beginning of a build, during a project or a simple home fix. We looked to the people who use them most, our Realtors, and asked them to give us their feedback and top picks for who they turn to for projects. Where do you find one? How do you know they will do quality work? Who should you work with? And what type of contractor do you need?
Where do you find your contractors? The overwhelming answer is via word of mouth. This offers clients a third party recommendation that is unbiased and based purely on their satisfaction with the product or service. Almost all Realtors used word of mouth or referrals to suggest or find their next contractor, showing us that typical marketing isn’t the only thing reaching clients.

There was no specific type of contractor Realtors liked to work with however, they did list a number of qualities they’d like to see in a contractor. The first and foremost was one that was reliable. This was quickly followed by being cost effective and honest. Finally Realtors wanted contractors who were knowledgeable and skilled.

7 Tips to Choosing the Right Contractor As a property manager I rely on a team of contractors daily. Finding plumbers, electricians, painters, masons, landscapers, pool technicians or air conditioning servicemen who will perform quality work at a reasonable price can be a daunting task. The following tips can help you avoid unscrupulous, disorganized or inexperienced contractors who may deliver broken promises, bad work and blown budgets rather than professional results.
Word of Mouth: One of the best ways to begin your search for a contractor is to get recommendations. There are a wide range of sources: try friends, family and neighbors, especially those who may have had similar work or required similar services; contact people ‘in the know’ like property managers, other contractors you know and trust or a sales person in an affiliated business (e.g. paint supply store for recommendations on painters); there are even social media groups, like ‘MAJ’s List’ and ‘Rate it All Bermuda’, specifically established to provide reviews and recommendations on local service providers. Investigate the Facts: Does the contractor specialize in the work
you want performed? Does he have the necessary qualifications or licensing? Ask for, and then actually check, multiple references to determine whether former clients’ projects or services were completed on time, if there were any surprises in final cost, if the contractor was suitably skilled and if they would use the contractor again. If appropriate for the type or scope of work, ask to see the finished product.
It’s all in the Details: A prospective contractor should carefully review the specifications of your job before submitting his bid. If he doesn’t take notes and measurements and make material and labor calculations, or if he simply names a price based on a similar job, he may not be detail-oriented or thorough enough to do a good job. A conscientious contractor will listen to you to determine your end goal and answer your questions satisfactorily and in a manner that puts you at ease. First Impressions: In any business, first impressions are important.
How a contractor presents himself and maintains his truck, tools and equipment are good indicators of how well he’ll take care of you and your job. He should look neat and professional, and his vehicles and equipment should be clean and in good repair.
Analyze the Administration: Courtesy, punctuality and professionalism are some of the most important attributes a contractor can have next to their basic competency. Are phone calls and emails returned in a timely fashion? Does the contractor show up on time or at all for appointments? Does the contractor utilize professional quality business cards, estimates and invoices?
Beware of Low Bids: Price is always an important consideration when selecting a contractor, but don’t let a low price or a special deal blind you to a potential problem. A bid far lower than others may indicate the contractor isn’t experienced enough to know the actual cost of the job. Disreputable contractors may bid low to secure a contract and then tack on extra charges as the job progresses. To compare bids, ask everyone to break down the cost of materials, labor, profit and other expenses. Put it in Writing: A good contractor is willing to put contract details
in writing; payment schedule, proof of liability insurance, a start date and projected completion date, specific materials and products to be used and any industry licensing required. Remember, your home is a major investment so don’t be afraid to be selective!

So how do you know if you’re helping or hurting your project? Either on your own or with a contractor, the most important thing is to be informed. Ask contractors for references, talk to suppliers, and check out their work on other jobs. Seeking more than one bid will increase your odds of paying less. The cheapest bid isn’t always the best however. Homeowners who accept a rockbottom bid may wind up less satisfied overall than those willing to pay more. One bidder may be using smaller-diameter copper tubing or cheaper tile. As a supplier of materials and products for any project we get a lot of contractors
coming in to purchase items. Homeowners should be aware that most materials are marked up in contractor bids, as well as anything they pay out to make your job happen. To be fair, it’s how they pay their own overhead and salary. If you can handle buying items such as fixtures, cabinets, or flooring on your own, ask your contractor to take them out of his bid price. Be sure to know specific numbers and amounts of what you need from the size to style and have them on site when they’re needed. We know what it’s like to work with people and what their expectations of us, as their contractor, are. As with most jobs there are ways to ensure your hires are doing their best and working hard. The same goes with contractors. From our experience, here are our tips to ensure your contractors are happy and giving you the best work possible:
1. It’s all about communication
Good communication allows you to know what’s going on at all times and help your contractor know they are on point and doing well. Ask how your contractor prefers to communicate with you and have pre-determined times to meet or talk. This is an opportunity for you to hear progress reports and find out what work is scheduled over the coming days. It’s also the time for both parties to ask questions and voice any concerns.
2. Know what you want
When initially going over costs of a job, know what type of materials and product selections you want before the project starts (Eg. What kinds of wood do you like, or hardware you’d like to use). This helps your contractor keep costs within your budget and ensure there are no estimations for items. Costs for certain items may be higher than the estimation and shock you mid-project. Know what you want and ensure there are no surprises.
3. Keep it in Writing
We are always open to client ideas and designs. Jotting down information or sketches help us know what you want in your final project. Note things you want to ask your contractor as well as record product order numbers and delivery dates. You may decide to include additional work as the project evolves. Any good contractor can handle these changes; just make sure that they bid them in writing first before any more work is done. Having a record of what was said when will help if there are any disputes later on.
4. Be a Good Customer
One of the best ways to get quality work out of a contractor is to make them enjoy working for you. That means being decisive with the contractor and giving him a check promptly at the agreed-to points in the project. Being friendly and accommodating of the workers is a great way to motivate them to do their best for you. Try: • Designating a bathroom that they can use • Greeting them by name each morning • Serving them cold lemonade on a hot day • Complimenting their work (as long as you feel it’s worthy of praise) Work with your contractor and together you can have the home you want. a great way to knock chores ofF your to-do list! Jobber.bm was launched in Bermuda in April 2014 to create a competitive online market place for a wide range of one-off jobs. From moving furniture, or apartment cleaning, to power-washing decks and small construction projects, the website makes it easy for Bermuda residents to find skilled Bermudians who can help them get their to-do lists done! The website already has more than 2,000 registered users and at the time of publishing has seen over $100,000 of work advertised on the website. The way it works is simple: job posters, who remain anonymous, advertise brief details their job and set a target price that they are willing to pay. They can even upload up to 5 photos of the job with the job posting to make it easier for interested Bermudians to know how much to bid. Each registered Bermudian “Jobber” is allowed to make a single bid on each job posting, saying how much they are willing to do the job for and why they think they should be the one chosen.

Jobbers collect performance ratings, which can be viewed by Posters as part of their pre-selection process. Additionally Posters and Jobbers can interact directly via a special messaging feature, which allows the Posters to remain anonymous while details are clarified. There is also an ID verification feature which allows Jobbers to upload a copy of their driver’s license or passport (which the Jobber.bm customer support team will verify) although Posters often do their own “Google” searches to check backgrounds. Once the Poster has decided which of the (often multiple) bidders to choose, they are free to “shake hands” via the website and at this point contact details are shared. The unsuccessful Jobbers are informed automatically by the website that they didn’t win the job, so everyone is kept informed. The website operates a subscription model where $5 buys you 3 months of unlimited website usage, either positing or bidding on jobs (or both). You get your first go for free and the subscription only activates once you have either won your first job or chosen your first Jobber. Hiring a Contractor
The process of building or renovating a home can be very intimidating, especially if it is your first time. Your home is likely to be the biggest investment you will make and whether you are building, renovating or simply painting your roof, it is important to hire a good contractor to avoid costly mistakes. But for a lot people, hiring the right person is a challenge. This is not to say that there are no good contractors out there, there are, but you must do some research first if you want to avoid costly mistakes. Here are some frequently asked questions about hiring contractors for home improvements.
How do I choose a contractor?
Talk to people who have had work done recently. They may be able to recommend contractors or tradesmen who did good work and warn you about those to avoid. If you are using an architect ask him or her for recommendations as well. Get the names of three or more contractors and check their qualifications and experience for your type of renovation. Ask the contractor for references — and check them — and get written, itemised quotes, not estimates. Do not accept a quote without the contractor doing a site inspection.
How much should I pay a contractor up front?
Do not pay for the project in full before is it completed. An acceptable down payment is usually 10 to 30 per cent. Keep back a retainer amount, usually 10 per cent, until the job is complete.
Should I get a contract?
Yes. It should include a commencement date, description of work to be done, materials to be used, payment schedules, completion date and penalties for late completion of work. If you or the contractor makes changes to the project, ensure the contract reflects these changes, including any additional costs and changes to the completion date. Also, make sure the changes are within Planning Department guidelines. Both you and the contractor should sign and date the original contract and any subsequent changes.

What steps should I take if my contractor does not finish my job?
File a complaint by following these steps. Make an informal request for redress, in person, to a person of authority such as the manager or business owner to allow them the opportunity to rectify the problem. If you are not successful, make a formal request for redress in writing to the business or contractor so as to provide a legal “paper trail” of the dispute. Next, file a complaint with Consumer Affairs so we may guide you in acquiring redress and provide mediation or enforcement if the issue is a criminal case. You can file a complaint on our website, www. ca.gov.bm. Consumer Affairs will guide you through the procedures of Small Claims Court if the claim is less than $25,000 and mediation is unsuccessful or if the matter extends beyond our jurisdiction of enforcement.
If a contractor charges me an exorbitant fee after doing the job, do I have to pay that price?
If you did not have a quote — the actual cost of the job within 10 per cent — from the service provider before the job was started, then you are liable to pay the cost charged to you by the contractor. But if the charges are excessive, it may be viewed by the courts as not reasonable. A reasonable price is the norm for that job in that field of trade. Before resorting to court action, follow the steps above.
