Most piling contractors and companies related to foundation work have been impacted and are suffering because they haven’t been paid by their clients. It has become very tough for these companies to survive and I hope we see the revival of the market again. VIRAT MEHTA RE: IPAD TO LAUNCH NEW ‘APP’ FOR BUILDING DESIGNERS I have a tablet PC, which is about four years old and runs on a BIM programme. It works just fine. This is another Apple flash with no bang. CHAD OISTAD It all sounds good, but reviewing BIM models on an iPhone and iTablet would not enhance productivity. Any decent project size requires model sizes, which would not be possible to load and view on an iPhone etc. Even Window 7 computers take time to load models. Get real. GEORGE TRACY RE: NEW FRENCH PAVEMENT GENERATES ELECTRICITY A similar system for power generated by cars was introduced in the UK last year. In Dubai, a simple way to gain energy from people would be to incorporate the technological devices in the stairs inside the metro stations. TONY MARSHALLSAY

VINCENT RE: ALUMINIUM DEMAND SINKS AS PRICES ROCKET Less demand, high oil process and unstable conditions will directly lead to materials price increases. MAHMOUD RE: GOING FOR GOLD I find it quite surprising that this building is going for a LEED certification, I hope that this does not include the parking areas as, I feel that the lighting in this area has been over specified as most of the parking lot has a lux level of at least 600-700 at floor level, which is even more than work desk areas in the industry. Another thing is that the temperature in the mall common areas doesn’t seem to be regulated as the temperature is approximately 20 degrees in the evening. A setting of 2-3 degrees higher would have saved a significant amount of energy. This is especially visible on weeknights when the mall is not crowded and you see people in sweaters walking about since it’s too cold inside. I have been told by some visitors that the refrigerator sections aisles in Carrefour are warmer than the mall common areas; what a waste of cooling energy! MAHMOUD

Who knew that a volcano in Iceland would have an impact on the local construction industry? Anyone planning a trip to Munich’s Bauma trade show found out just how much impact last Saturday, when flights to Europe were grounded. There are plenty of sizeable suppliers and contractors working in the GCC that call Europe their home market, so the event is a big one for them. The fact that key buyers from an important construction market – that’s here by the way – wouldn’t be on hand to spend a few dollars means Bauma and its exhibitors may have missed out because of the ash. One man that did make it to the show was Greg Whitaker, editor of PMV Middle East, who had been invited by Doka. Already in Ireland for a machinery event, he managed to make it to Munich overland, via Dublin, London, Norfolk, Paris, Strasbourg, Stuttgart and Zurich. What was his purpose? In part it’s an opportunity to see new technology and cool kit up close. But it’s also a chance to get face-to-face with the critical suppliers who keep industry innovation ticking over. The influence these suppliers, their tools, technology and ideas have is difficult to measure, but is certainly significant. It usually comes down to money. Clever ideas save time and thus cash. Core materials such as steel, cement, copper and aluminium, always seem to cost more. New, efficient machinery can save money in the long run, but needs cash up front. Fixtures, fittings and finishing touches can have a huge impact on the operational cost of the finished product, but again require up front investment. In our first ‘power list’ we’ve ranked the top 50 suppliers who we think are most influential in Gulf construction. Not everyone will agree, least of all some on the list, but it will certainly give you something to talk about. Oh, and if anyone can give Greg a ride back from Munich he’ll really appreciate it.

Abu Dhabi’s landmark plans for its capital district will be driven by a dual effort towards both environmental and ‘cultural sustainability’, combining local and international knowledge, a senior planner for the Urban Planning Council (UPC) told ConstructionWeek. James Reed, development manager for the 45km2 district, said on the second day of Cityscape Abu Dhabi that the UPC’s efforts will provide a ‘model for how master plans are executed’. “The basic project assembly, land, money and buildings are the same [as the US],” the Texan-bred manager said. “Then at the next level it becomes ‘real estate’ – from non-market issues to market issues. Then you are asking ‘will this building do what we want it to do?’

“We’re combining all these things through the UPC and the Abu Dhabi government. We’re taking the energy, money and leadership of the government, of where it wants to go, to create a sustainable city that is also culturally sustainable.” He added that although the drive to be green ‘will always be a big part’, the project must keep its focus on the end users. This is what is meant by culturally sustainable. “If people don’t want to be there, if no-one lives there, then it’s just a series of buildings.” The UPC forecasts that the current 1.4 million population will swell to around three million by 2030. It will have approximately 3,000 villas on plots, single family plots, adjacent to the Khalifa ‘A’ neighbourhood. “Many homes will be for first time

buyers,” he said. The infrastructure is to be completed by the end of 2015. The development will be subjected to the Estidama system, which Reed says is more detailed than LEED. He added that the UPC continues to push for Estidama to be mandatory. “We’ll have requirements for investors and governments and encourage the utilization of Pearl as much as possible. The UPC is taking sustainability as far as we can take it,” he said, and added that it would also endeavour to source materials such as concrete locally. Sustainability will also be represented at a human level. Eventually, Emirati building expertise will be a key export. “What’s happening among the Emiratis is a concerted effort to have an impact at all levels.” APRIL 24-30, 2010 CONSTRUCTION WEEK

FRONT CONTRACTORS ALERTED TO Q2 DSO TENDERS By CW Staff As Dubai Silicon Oasis prepares to hand over the second phase of its Cedre Villas project in mid-May, a senior official has revealed that it is planning to float several important tenders for later in the year. “We are planning for 189 warehouses to be built, and also for the Silicon Residences 4, 5 and 6, which are apartments,” Dubai Silicon Oasis Authority (DSOA) senior vice president for engineering management Muammar Khaled Al Khadeeri told Arabian Business at Cityscape Abu Dhabi last Monday. “We hope that these tenders will be floated at the end of the second quarter.” Al Khadeeri said that the 668 units in the Cedre Villas second phase were effectively completed, with landscaping and power connections being completed. He added that the project’s community centre would be finished by August. Another project that flagged tenders last week was The Guggenheim Abu Dhabi, which will invite interest for the construction of its super-structure nearer the end of this year after the design scheduled for the end of this month is finished. The art museum is part of the extensive US $32.66 billion (AED120 billion) portfolio of projects conceived by the Emirate’s Tourism Development & Investment Company that are at various stages of design and development.

Burj Khalifa scooped the top accolade at Cityscape Abu Dhabi, with judges praising the 828m tower in downtown Dubai as ‘truly iconic’. The Burj, designed by SOM architects for developers Emaar, won best mixed use category just weeks after re-opening to the public following problems with its lifts. As well as praising the world’s tallest tower, the judges also commended the development of downtown Dubai, which includes Dubai Mall and a range of commercial and residential units. “This development encompasses everything good in a mixed use development - a pleasant commercial working environment, a range of excellent hospitality venues and a beautiful residential integration,” they said. Saudi Arabia’s King Abdullah Gardens, in downtown Riyadh, picked up the award for sustainability, with judges anticipating the development’s influence on a generation of Saudis. Meanwhile, Emaar received the Cityscape architecture award for Best Urban Design and Master Planning for their framework plan for the Eastern Harbor in Alexandria, Egypt. Judges praised Emaar for its “integrated and coordinated approach”.

“Developers have been building ‘outside in’ - that is, for the look of the property rather than the efficient use of the interior floorspace,” Cluttons Abu Dhabi associate director Harry Goodson Wickes said at Cityscape Abu Dhabi 2010. “This was all fine when supply is limited and demand is high, but as more discerning occupiers look at the new supply line in the market, they will be attracted by more functional usage.” The Cluttons director added that if a building has been built more efficiently, the service charge is likely to be lower, which is again an attractive proposition for occupiers.

Last week German national rail operator Deutsche Bahn said in a statement that it has signed a memorandum of understanding in Abu Dhabi laying out a strategic partnership between the rail giant and UAE-based Al Masaood Group for the planning, construction and operation of rail systems. “What is being planned involves projects in the double-digit billions range,” a Bahn spokesman said. The operator said that billion dollar rail systems are set to be built in the UAE capital.

SAUDI CEMENT COMPANY CEMENT

Saudi Cement Company (SCC) is a Dammam-based joint stock company engaged in the manufacture of cement and cement products, as well as investing in cement related sectors. Its products feature ordinary Portland cement, sulphateresistant cement and oil well cement, in addition to other types of cement distributed domestically. It has two cement plants located in the eastern province of the Kingdom: Hofuf plant and Ain Dar plant. Its export market includes the Gulf countries - including Bahrain, Kuwait and Qatar - as well as the United States and other countries in Europe and Africa. The company owns and operates an export terminal at King Abdulaziz Port in Dammam. Even against a government ban on the export of cement, its net profit announced for the first quarter of 2010 was US $47 million (SR 176.6 million), an increase of 16%. Net income rose to SR176.6 million, or SR 1.73 a share, from SR152 million, or SR1.49 per share in the year-earlier period, according to Bloomberg. It has a market capitalization of SR 7.5 billion, and since December – despite pressures on the cement industry following national export bans – the company’s stock has risen, from around SR55 to SR74.25 on 18th April.

Arabian Pipe Company, a Saudi joint stock company, is the largest manufacturer of medium range High Frequency Welded (HFW) steel pipes in the Middle East. It has a market capitalisation of almost US 15.7 million (SR59 million). Its facility, within an investment exceeding $199.98 million, is centrally located in the Riyadh Second Industrial City and specialises in the manufacture and anti-corrosion coating HFW pipe for the construction industry,

STEEL Material prices have been fluctuating greatly so far in 2010, providing a challenge to suppliers and developers alike as they struggle to meet deadlines and keep expenditure down. Steel is one such headache. Contract price restructuring by some of the biggest iron ore miners in the world – including BHP Billiton – has in turn pushed up the price of the metal that is ubiquitous for some types of projects. Increases of up to US $272 (AED1000) per metric tonne at the beginning of April on the back of changes in pricing have disrupted building projects and created an imbalance in supply and demand for local steel companies. Prices in Dubai and Abu Dhabi rose to $898 and $816, up from around $517. “We have to accept the fact that steel prices will stay high for some time. Here it can be as much as AED3000 per tonne, where in China it is between AED690 and AED720,” said one trader.

Forty-five year-old Qatar National Cement Company is a major producer of cement in Qatar and counts ordinary portland cement and sulphate resistant cement among its product line. A joint stock company, its manufacturing units are situated at Umm Bab, close to rich raw material deposits, 82km away from the Doha, the western coast of Qatar and Al-Boaadiat for the washed sand. National Cement Company was established in 1965 to produce Ordinary Portland Cement in sufficient quantity to meet the demand of cement in Qatar. A surge in construction activity in the state, combined with a growing interest in protecting the environment, have led the company to place environmental concerns at the forefront of its production. With this goal, the three kilns of Plant 1 were connected to a gaint electrostatic fitter – complying with the international emission standards. Meanwhile plants two and four dedusting systems were equipped with modern technology to minimize emissions, to comply with Qatari government regulations.

COPPER Copper prices have alarmed the commodities markets and the construction industry for some time with a 20-month high. Since a year ago its price has increased more than 50% (58.42%), up to 350.75 for US copper contracts from around 211 12 months ago. By the end of April investors had returned to trading this metal after

Chinese machinery giant Liugong has a growing presence on building sites around the region. With a bold claim of being the world’s largest manufacturer of wheel loaders, the massive Chinese construction market is not enough for this industrial power house. It’s push into the Middle East has had an impact that is not just measured in machinery sales. By flying the flag for Chinese machinery, the wider construction industry has been exposed to a new meaning for Chinese quality at Chinese prices, a factor which has made the local machinery market a more competitive

place to be. The company’s international ambitions haven’t stopped at sales either. Late in 2009 it opened its first manufacturing facility outside of its home market, with a plant in India. Once development of the plant is complete the company expects to be able to add another 10,000 units a year to its already significant 36,000 unitsa-year production capacity. With more than US $1.6 billion in sales in 2008, the company has continued to push its brand throughout the tough months of 2009 with a strong presence at trade shows. The company was planning a big presence at Bauma, a massive equipment show in Munich, and will certainly hope that the disruptions in travel, caused by volcanic ash, won’t stand in the way of more growth.

ALUMINIUM The recovery of the construction and transport industries will be very influential on the fate of the aluminium industry this year. Gulf Aluminium Council chairman Abdulla Kalban, is optimistic about the prospects for the construction sector. “There are positive signs coming from local regions, especially large economies such as Saudi Arabia, Qatar and the UAE,” he said. “The value of aluminium in the commodities sector of the global economy was clearly demonstrated in 2009, when the price of aluminium recovered remarkably quickly and strongly compared to market expectations and other commodities.” Analyst Mark Georgiou predicts demand for aluminium in the Middle East will return to 2008 levels in 2010; a much quicker recovery than that expected for Europe and the US. “Since September/October last year there has been a recovery led by China,” he says.

SAND Saudi Arabia’s ban on cement exports was followed up later last year by a similar ban on sand. This caused concern in Bahrain, whose concrete suppliers argued that it would force them to use marine sand, which is not ecologically sustainable. Local ready-mix supplier and head of the Bahrain Chamber of Commerce contractor’s committee Samir Nass said the decision will have a flow-on negative impact on Bahrain’s environment. “We try to reduce our reliability on marine sand because of the damaging effect that dredging has on our fisheries and the environment,” he said. Qatar Steel was formed in 1974 as one of the first integrated steel plants in the Gulf. Commercial production began in 1978 and the company became wholly owned by Industries Qatar in 2003. A leading supplier of high-performance coatings, Jotun specialises in corrosion protection and passive fire protection of steel, as well as protection and decoration of concrete. The company has been responsible for coating some of the region’s largest, and most iconic projects. Some 500,000 litres of paint and protective coatings were supplied to the Meydan City development, while a total of 122,000kg of powder coatings and 487,000 litres of paint were used to decorate and protect Burj Khalifa. CEMENT Changes in the regulatory landscape have provided testing times for pricing and sourcing of cement. Last June Saudi Arabia imposed a ban on cement exports, and it has had varied effects on its home markets. By the third quarter of 2009 firms such as Southern Province Cement Company saw the ban eat into profits. But by the end of January 2010, Sales of cement in Saudi Arabia had risen by 31% compared to the same month in 2009. According to data from Argaam Business Information, sales totaled 3.75 million tonnes in the first month of this year, compared to 2.87 million tonnes in January 2009. Information collated by the company included individual figures from 12 key cement producers in the Kingdom. Najran Cement was the biggest mover, enjoying a 159% increase in year-on-year sales. Madinah Cement and Northern Cement had the next biggest gains, with sales increasing 91% and 76% respectively.

BOARD MEETING CW LOOKS AT INNOVATIONS IN WOODEN I-BEAM FORMWORK SYSTEMS AT THIS YEAR’S BAUMA SHOW By Greg Whitaker

T

here is nothing new about formwork – at least as a concept. Indeed, it was used by the Romans for their early cast-in-situ works, the Pantheon being the most notable example. Of course we all know that formwork is a pile of parts which build up into moulds into which concrete can be poured, and that it is in itself an intrinsically simple and old concept. However, exhibitors at this year’s Bauma have been keen to show the visitors that made it through the travel chaos that the technology is anything but set in stone. Formwork beams are one such example. For a long time these things were simple square-cut lengths of wood. This low-tech solution allowed the mass pouring of concrete needed for speedy construction, but it was not without its drawbacks. The solid square beams were rather heavy and prone to bowing or breaking when used as a table for floor construction. Today, wood is still commonly used, but in a different way. For a start, the I-beam shape is standard, and formwork firms have experimented with ways of making the product ever stronger, more lightweight and able to be reused more often. One example launched at the show by formwork maker Doka is a new version

Ludwig Pekarek, the managing director of the firm, explained: “We use a new method of bonding the layers to get the increase in strength. As well as with the proven end-reinforcement from the H 20 Top beams, the I-Tec 20 is also reinforced with plastic along its flange. “Compared to conventional timber-formwork beams, this makes it a lot less prone to splintering when it is nailed. The beam has the same dimensions as the H20 top, so it is fully compatible with all our other systems.” He added that the firm are as active as ever in the Middle East, with a massive amount of equipment currently being

throw at it, but capable of maintaining an extra long life on account of its steel end-caps. This was complemented by a new prop called the PEP Ergo, which Peri says is lighter and stronger than its predecessor. The firm hase a large number of projects in the region with its systems in place. Saadiyat Bridge and the Central Market in Abu Dhabi being two high-profile examples. Spanish firm Ulma are also at the event, and showcasing a system that also uses wooden I-beams. ‘Enkoflex’ is a system that the maker says offers great versatility since it is a frame structure formed by independent beams that allows it to adequately adapt to irregular tiles. The group’s I-beam product, known as the VM-20 is mated to a variety of other interconnecting components to allow the construction of extremely complex forms that would not have been possible a few years back. The Palma de Mallorca velodrome is one such example of this – look it up. So wooden formwork has been around for a long time, but far from standing still, advances in technology mean that it will support us for a long time yet.

ipeline projects have been plentiful in the last year in the Middle East, only the US and Asia edging out the region in terms of numbers. Simdex, the pipeline database, found that 115 projects are underway for lines that run an average length of 435km, with an added 14 jobs in the preconstruction phase, according to its March 2010 report.

HANDS ONE OF THE ENGINES OF SAUDI ARABIA GROWTH, YANBU’S APPEAL IS EXPANDING By Ben Roberts

T

hirty-five years ago Yanbu was earmarked as one of the KSA’s industrial cities away from a simple port town - and it is not only the panorama of the Red Sea that gives it a broad horizon. The three large oil refineries, a hub for petrochemicals, electricity distribution, telecommunications and a large desalination plant have reinforced its crucial role to KSA’s construction renaissance. It also represents the country’s attempt to diversify away from oil revenues in the last few years and tap into the petrochemical market and other sectors. Tenders for new projects, upgrades and site extensions in the expatriate-heavy city were eagerly awaited and hotly contested over the last year – even as some material vendors felt the squeeze of recent legislation. The breadth of the projects says something about how much the city is relied upon as a base for numerous industries and is two years into the realization of the US $43.6 billion investment by Royal Commission for Jubail and Yanbu spread over five years. The list of international suitors to projects has also been expanding, taking advantage of declining

market and prices. A new refinery being built by state oil firm Saudi Aramco and US Conoco is a case in point. At the end of March it was announced that three South Korean companies made the most competitive bids for the construction of three big units. SK Engineering and Construction Co offered the lowest proposal for a crude unit package, Daelim Industrial Co’s pitched for a gasoline unit and GS Engineering and Construction threw its hat into the ring for a hydrocracker. Other parts of the refinery received bids from Spanish, Egyptian and Indian construction firms, respectively, Tecnicas Reunidas, Engineering for the Petroleum and Process Industries (ENPPI) and Punj Lloyd. The Prince also invited the company to participate in construction of the infrastructure in the new area of Ras Az-Zawr for the Royal Commission. It totals three development zones: Yanbu, Jubail and Ras Az-Zawr directly under the administration of the Royal Commission. The first quarter of this year saw finalized deals for a series of substations. The first is a substation 10J YANBU IS A PETROCHEMICAL HUB.. based outside the city that includes the construction and procurement of 380 kV transmission circuits on lattice steel towers to interconnect with the Substation in the city. The contract includes a Satellite Substation 101 that will connect with it – with the combined project totaling $100 million. Arabia Electric won this contract in January and has been set a target of just over two years to complete. But the city’s projects have been far from plain-sailing. Last year, Marafiq, the power and water utility company for Jubail and Yanbu, put development plans for an $8 billion desalination plant on hold. The plant was planned to producing 1,700MW and 150,000 m3 a day of desalinated water. Later there were signs that it plans to merge the plant at Yanbu with the second independent water and power plant that Saline Water Conversion Corporation (SWCC) had planned. Further, some Yanbu-based companies have had a torrid start to the year. Saudi Arabia’s Yanbu Cement Company posted a 19% fall in Q1 earnings, citing lower sales of cut-price cement following the imposition of a ban on cement exports. Net income fell just over $8 million- standing at $32.80 million in the Q1 compared to $40.5 million in the same period in2009 – although the company stated in February it would pay its dividend. The losses are comparable to the biggest cement companies in the country, who have all seen profits decline, following the export ban, despite a rise in sales. Recently the Southern Province Cement, the largest cement producer in the kingdom, reported a 5% fall in firstquarter profits due to the ban as sales fell. The Yanbu National Petrochemical company (Yansab) also closed the year in difficult circumstances. Chairman Mutlaq Al-Morished and executive vice president of finance reported a realized net loss of SR 29.2 million for the fourth quarter 2009, a 14% increase of to the SR 25.6 million loss over the same period in 2008. “Realizing loss is the norm for such a stage as all the gains or loss during this stage are classified as none operational”, he stated. First quarter 2010 results are yet to be announced. 

How’s business? I think thing’s are coming back. As an indication from the market, steel was AED 2200, now it’s AED 3000. This sends a good message that the market will hopefully come back. Do you plan on opening any more tenders in the near future? When it comes to The Galleries, we don’t have much to offer, because we are in the process of finishing what we have in hand. But we do have, as part of the community facilities here, a mosque coming up for 500 people. We are expecting that hopefully the tender will come out in about 4-6 weeks. We also have the Metro station, which we are pushing the RTA to get opened. There are still a few things that from our side may need to be done, to provide access. These are not big jobs, but at the end of the day, they are things that we are still going to add. Are you pushing the RTA to open the Metro station near The Galleries? We are because this is the last station on the Red line and when you look around these buildings we have about 1500 people and they use lots of mass transport. Plus you have 6000 companies located in Jafza north and south, with lots of staff using mass transport. We have personally been with the RTA a couple of times over the last two months and we are eager to have it open the station. The official opening date is now October.

This is where people start interacting, this is the life of the development. I had taken a commitment to deliver this to add value to the project. The people who work here need some space and Limitless’ vision is to give lots of thought and importance to the open spaces. We are working to make The Galleries a destination, we are not just concentrating on the people who work or live here, it is also for the people who are coming from outside to make this area a destination. So it was important personally for me to have this delivered as we have promised our tenants it would be done. So what’s next? We are trying to complete The Galleries and then the next thing is to push the residential developments on line; I have about nine months until the first units will be ready. What about the rest of Downtown Jebel Ali? We are not responsible for delivering the whole of Downtown Jebel Ali. As master developer we have sold almost 250 plots to third party developers. We are responsible for the handling of all the issues for Downtown Jebel Ali. Beside the construction, there is the operation of these developments, and making sure that the third party developers are sticking to all the development. We also reserved about 30 plots for ourselves. We are looking into those and will go back to them when we feel the market demand [is there].
