City economy grew rapidly in 1950s-1970s on the basis of manufacturing (textiles, garments), property speculation and financial services; high labour informality (55% in 2005) Society marked by rapid in-migration & forced displacement, poverty, and deep socio-economic inequality (Gini=0.52) 1980s: appearance of drug cartels – highest murder rate in the world Rise in local gang culture (linked to drug business, urban guerrillas, paramilitary groups) 1990s: Poorest districts no-go areas for Police Informal settlements in unstable locations: up to mid-2000s official discourse aimed at discouraging consolidation

„Social urbanism‟: Term used by Karl Brunner (1887-1960) to signal a rejection of utopian planning and call for a practice that recognises what is already there.* As used in Medellin since 2004:

 No clear definition  Used as a „catch-all‟ expression to

cover public investments mainly in lowincome areas by Medellin municipality
