Terms of Reference for International Consultant Services Required: Preparation of a Revised and Updated TDA and

SAP Background The UNDP-GEF project on Control of eutrophication, hazardous substances and related measures for rehabilitating the Black Sea ecosystem: Phase2 (Black Sea Ecosystem Recovery Project)(BSERP) aims to assist the beneficiary countries to establish a management regime capable of coordinating regional actions to overcome the key trans-boundary issues facing the Black Sea. It focuses primarily on the control and abatement of eutrophication and hazardous substances but also deals with the improved management of critical marine and coastal areas, in particular those which have significance in regard of sustainable fisheries. Exchange of information, joint assessment of problems, and monitoring of implementation of joint management decisions are important facets of this management regime. Sharing of information is needed among national institutions, among the coastal countries individually and through the Black Sea Commission, with other partners acting in the region, and last but not least with the public in general. The Black Sea Ecosystem Recovery Project (BSERP) of GEF/UNDP aims at the promotion of sustainable management of the Black Sea ecosystem. The project has two phases – Phase I starting March 2002 and ending May/February 2004 and Phase II starting Nov 2004 and ending Oct 2007. The overall objective of the project is to support regional aspects of the Black Sea Strategic Partnership for Nutrient Control. One of the immediate objectives is to assist the public in implementing activities to reduce eutrophication through a programme of grants for small projects and support to regional NGOs. The Black Sea Ecosystem Recovery Project (BSERP) has been developed with the support of the Global Environmental Facility (GEF) International Waters (IW) Program, and is implemented by the United Nations Development Program (UNDP). The project builds upon a series of GEF IW projects for the Black Sea that together represent one of the most extensive and consistent interventions in the GEF IW portfolio. Initial GEF efforts on Black Sea ecosystem protection date from 1993 and the Black Sea Environment Programme (BSEP) ‘label’ made the various interventions coherent and comprehensible to the stakeholder groups (including the public and the concerned governments). It also attracted donor interest to the increasingly popular cause of ‘Saving the Black Sea ’, to which the BSEP label became closely associated. Under BSEP a series of background studies were completed, and a Transboundary


Diagnostic Analysis (TDA) was finalised in June 1996. On the basis of this comprehensive report, senior government officials negotiated the Black Sea Strategic Action Plan (BSSAP), signed on 31st of October 1996, during the Ministerial Conference in Istanbul. In the period 1997-1999, National Strategic Action Plans were developed and implemented with the help of funding from regional GEF interventions. GEF-PDF-B support also enabled completion of reviews of the current legal, policy and institutional provisions for limiting nutrient discharges to the aquatic environment at the national level in 2000. The current project (split into two implementation phases, Phases 1 & 2) commenced in 2002. It is linked under the Danube / Black Sea Strategic Partnership, together with the Danube Regional Project (UNDP), and the Black Sea Nutrient Reduction Facility (World Bank). This Strategic Partnership provides investments and capacity building to the 17 riparian countries of the Danube / Black Sea basin, to improve water quality and reduce nutrient loading. Preparation of a Revised and Updated TDA and SAP A key step in the implementation of Phase 2 is the need for an updated version of the original TDA and BSSAP. In particular, there is a requirement for a more comprehensive scientific and technical fact-finding analysis to scale the relative importance of sources, causes and impacts of transboundary waters problems. This analysis should be carried out in a cross sectoral manner, focusing on transboundary problems without ignoring national concerns and priorities. In order to make the analysis more effective and sustainable it should include a detailed ‘governance analysis’ which considers the local institutional, legal and policy environment. Whereas the Black Sea TDA must identify the priority transboundary problems, underlying sectoral causes, and the root causes of the problems, the updated Black Sea SAP (BSSAP) needs to identify policy, legal and institutional reforms and investments to resolve the priority problems and must be agreed before further technical assistance, capacity-building, or investment projects are developed. The BSSAP will be a negotiated policy document, should be endorsed at the highest level and its preparation must be a cooperative process among the countries of the region. An important consideration for TDA and SAP activities is the involvement of the Black Sea Commission, its Advisory Groups, Working Groups, Activity Centres and National Focal Points, together with the full participation of their local experts from the Black Sea countries. Such participation will have the collateral effect of creating project ownership, strengthening research capacity and providing exposure to international standards and increasing the familiarity with the GEF. Key Stages The development of the revised TDA and the formulation of the updated SAP will proceed in a series of key stages. These are presented in Tables 1 and 2 below, together with the anticipated outputs. Although the development of a TDA/SAP is


viewed as an integrated process this TOR will focus on the activities leading to and including the TDA Inception Meeting (Step 5). Objectives The Consultant will provide key technical support to the Black Sea PIU in the preparation of a revised and updated Black Sea TDA and Black Sea SAP (BSSAP) in accordance with current GEF principles and guidelines. The Consultant will be actively involved at each stage of the process, detailed in Tables 1 and 2 and will provide guidance to the TDA TTT and the SAP formulation team responsible for the preparation of the aforementioned outputs. The Consultant will also be involved in the design, review and editing of all necessary interim reports and final reports. Consultants’ qualification and experience Required qualifications of the Consultants: • •

Extensive experience in the development of TDA/SAP in the other regions with knowledge of the Black Sea region; Previous involvement with inter-governmental and multilateral cooperation initiatives, as well as with the consultative process of the implementation of decisions related to the environment in general, and the Black sea in particular; Well developed analytical and reporting skills; Good command of spoken and written English language.

Services to be provide by the Consultant and Scope of the current assignment: These Terms of Reference have been prepared for a consultant to support the Black Sea team to initiate and implement the process of updating of the TDA and BSSAP (the Black Sea Strategic Action Plan). The consultant will work under the supervision of the Acting Coordinator, Deputy Manager/Monitoring and Evaluation and Information Management Specialist of the BSERP PIU. The specific services are to be provided by the Consultants in period between 15 June 2005 and 30 November 2005 with input of 30 working days are presented in Table 1 below. The input is broken down in Table 3. The Consultant should closely cooperate with the Black Sea Commission and its structural units (Permanent Secretariat, Regional Activity Centres, Advisory Groups, and Focal Points in the riparian countries).
