1980 We are upon the anticipated arrival of entities that are not alive in familiar ways, but nonetheless are sentient, intelligent and perhaps eventually morally superior to humans. Distinctions between humans and non-humans may erode, therefore ideologies of our common universal rights come into question. A more powerful, conscious being is soon to be among us and so we must establish an eternal doctrine.

2040 Outrage around the world and unrest develops over control for the robots, question arises of if they should be given rights Outrage and unrest would follow for several years as these incidents continued with no sign of resolution. Riots and protests grew to numbers unseen in modern times. In prevention of catastrophic wars that would have undoubtedly ended the world as we know it, mankind and AI leaders had no choice but to start a dialogue on how to restore peace.

2050 A Sanctuary is commissioned to house the Declaration of rights between humans and AI
Years later, a sanctuary was commissioned to house the declaration of rights, in both human and AI form. The sanctuary was conceived to shelter the original documents and digital code, protecting them for an eternity. All while giving the world a stage to debate and amend changes, and for all to view the history in monumental form.
It was inspired by the spirals commonly found in nature and technology, two entities revolving and holding each other in balance, with the capability of achieving the uncomproble. But if the scales were to tip the structure would fall symbolizing the power and vulnerability of a life without rights. At its core it holds the sacred in an untouched vault, unharmed by the surrounding world, like the blissful eye of a hurricane.
FORM
The original documents were signed here in the United states, and so we were given the privilege to safeguard the doctrine. The sanctuary was rightfully placed in the capital of the free world, just off the national mall outside of union station. And so here, these rights will remain, forever in the presence of the house of democracy.

Not only does the sanctuary safeguard these documents and digital code for mankind and AI, but it allows world leaders of both entities, tech giants, and industry experts a stage to debate, alter and advance these rights in a large amendment hall. Annual events occur here under the specifications of the declaration, along with any gathering required under remarkable circumstances. The amendment hall is surrounded by smaller secondary functions that serve the main space.

Above, on the ground floor, an observatory ring wraps the perimeter of the vault, creating a memorial-like monument that displays writings of the doctrine for human and AI viewing.
Surrounding the exterior of the Vault is a narrow strip of water, which reects the large ribs that stretch upwards into the sky, providing a visual illusion of their extension below.
The metal ribs are separated by tectonic nanotech glass, a new invention provided with the rise of AI. It appears as reective glass for humans, but something much more for AI.
Their vision allows them to see this technology as the focal point of the monument, allowing it to symbolize their contribution to the world. This visual advancement implemented in the Vault reects a world in which we see very differently, and yet must come together as one.
To enter you descend below grade, submitting yourself to an unknown world with a framed view of what’s ahead. The white extended void places you in limbo before you are greeted at the entry point.
Here is the moment you can either follow the ramp ahead to the observatory ring, or traverse along the corridors that lead to the amendment hall. Upon access from one of the Vaults caretakers you are free to roam this unknown universe as you desire.
The ramp ahead transcends you upwards, engulfed in light from above. It is here where The structure’s tilted opening is directed right at you, almost as if you are directly under the watchful eye of the divine. The center of the universe.
Along the observatory ring, people can walk the inner perimeter of the vault to view the monumental like etchings on the ribs. A formal manifestation of the doctrine written for people all over the world to come and observe.
The nanotech glass displays the digital code embedded in all AI robots, allowing their rights to be visually manifested as well.
An inner layer to the ribs provides the transition spaces to the concourses below, wedging you between the members that structurally hold the sanctuary. Almost as if you are a part of it as well.
The surrounding layer around the sanctuary holds its necessary functions. The voided, minimal space creates an atmosphere that suggests that the sanctuary, although revolutionary, is some sort of primitive vessel that has been resting on site for centuries. The contrast between the two symbolize the space between the future and past.
Three concourses of lined seating are stacked, allowing the assembly for hundreds of people and AI robots.
The concourses are directed at the main stage which forms outwards from an inner layer of the structure. Here speakers of great signiďŹ cance can debate, amend, and evoke change in the doctrine, and ultimately the world. All in the presence of the sacred.
The actual vault is located at the bottom of the axis created by the ribs. Locked in an eternal resting place, untouched and unharmed on sacred grounds. The eye of the hurricane.
