’s Annual Training Conference & Jail Expo is one of the major industry events that focus on the hot topics and issues affecting the operation of jail facilities. eams of corrections and law enforcement personnel will be going head-to-head by putting their training skills to the test during the annual Mock Prison Riot (MPR) to be held April 30-May 3 on the grounds of the decommissioned West Virginia Penitentiary in Moundsville, W.V. This spring four-day event is a comprehensive law enforcement and corrections tactical and technology experience that also offers 40,000 square feet of exhibit space, training scenarios, technology demonstrations, certification workshops, a skills competition, and unlimited opportunities for feedback, networking, and camaraderie on a global scale. “The Mock Prison Riot features hands-on training and technology exposure to corrections, law enforcement, military, and public safety practitioners from around the world,” comments Sharon Goudy, project manager for the MPR. “At the MPR, exhibitors and operators work together in a living, 14 CORRECTIONS FORUM • MARCH/APRIL 2017

Teams come from all over the United States and the world, many with the same concerns and issues. They are all very receptive to talking with one another and learning from one another. It also facilitates the ‘marriage’ of technology developers/exhibitors and end users.”

Emerging Trends and Issues Goudy adds that over the past few years, the use of drones for nefarious purposes has been a significant issue for prisons across the U.S. and the world. Also, safely and effectively managing civil unrest continues to be an important concern. “The MPR focuses on preparedness for these and other issues. In addition, the event always offers some core basic certification classes on less lethal technology such as smoke, chemical deployment, and defensive tactics. The Mock Prison Riot’s roots are less lethal and have remained so throughout the event’s 20-year history.” Corrections teams can register as observers or as actual participants for the same low price of $25. In addition to watching all the scenarios, observers can participate in manufacturer-run and sponsored training, workshops as well as instructor certification courses. Participating teams can submit up to two scenarios, select a location in which it is to occur (either a cellblock, dining hall, recreation yard or office). commitment to fill the roles of safety officers, role players and scenario coordinators. For many teams, that may limit the participation of team members who actually get to participate as the student(s),” he adds. Williams points out that the purpose of reality-based training is to provide individuals and teams the opportunity to encounter stressful situations in a safe, controlled environment. “Through these situations, trainers and command staff can identify deficiencies and provide immediate corrections—the goal being to conduct the scenario(s) until the individual or team has completed all tasks and objectives to an acceptable standard. That positive outcome then provides a basis for response and action when similar situations are encountered in real world events, ultimately reducing the stress of real encounters by ‘programming’ appropriate actions/responses during the training scenario(s).” He adds that a few years ago they brought in Ken Murray of the Reality Based Training Institute and certified 20 of their personnel as RBT instructors, which was a real game changer. “I can only say that Ken is a brilliant guy. He changed the way we conduct our training and has proven invaluable in working on the MPR scenarios,” Williams concludes. Correctional health care clinicians, administrators and others will gather to learn about latest advancements and best practices in delivering health care behind bars at the Spring Conference on Correctional Health Care, to be held April 29-May 2, at the Hyatt Regency Atlanta, Ga. The meeting is presented by the National Commission on Correctional Health Care (NCCHC), the nation’s leading authority on health care systems in jails, prisons and juvenile detention facilities.

ll consumers have come to expect instant payment options, to pay a bill or for point of service purchases. Online banking and cash back with groceries have become the financial norm and a recent purchase by this writer at Apple computer was completed through ApplePay right on a phone with no plastic in hand. Consumers have come to expect to be able to pay a bill or buy items online whenever the whim hits them. Offenders are no exception. They like to be able to browse tasty tidbits, movies, music, personal hygiene items or other creature comforts and score them in the moment. 26 CORRECTIONS FORUM • MARCH/APRIL 2017

Facilities constantly seek better ways to go about this. Many have already gone beyond the bubble sheets so prevalent in days gone by. They are tightly integrating their trust fund accounting with commissary, of course, so they can track expenditures. But they are also linking together many other applications to automate ordering, tracking and inventory control. And when offenders are released they can be given debit cards that can be used immediately, rather than a check that may not be able to be cashed for hours or even days. Finally they are creating a “paper” trail (should it be called an e-trail?) that can be followed to manage delivery of items as well as to create reports and for ease in conducting audits. The following are some of the newer benefits that commissary solutions are delivering to corrections agencies. The KeepTrak Software System from Keefe Group is a suite of programs for managing correctional commissaries. There’s no surcharge at MoneyPass ATMs, and they can avoid fees altogether by getting cash back at point-of-sale transactions, getting a balance advance from participating financial institutions or transferring funds from the card to their bank accounts. And there are no checks to go uncashed because of either the small amount or the stigma of having the jail logo on the top. VendEngine is another company that offers a multi-faceted high-tech commissary solution that links with additional related offerings. “We are a cloud-based technology system that specializes in commissary and vending services across the Southeast,” the company told us, adding, “We are in nearly 100 facilities across eight states with partnerships growing daily.” Because they are cloud based, there is no need for a server in the jail, eliminating the need for maintenance at the facility. Cloud based also means that jail administrators can access accounting reports and communications on a PC or mobile device from anywhere that has an Internet connection. Several of the features of their commissary solution include: online and toll-free deposits that can be made in 45 seconds; lobby and kiosk deposit systems; immediate availability of commissary funds and phone deposit integration (this eliminates phone cards). VendEngine’s software package includes full accounting and auditing capabilities (45 separate reports), warehouse and inventory needs, jail management and phone system integrations, debit release programs, legal law library services, and video visitation platforms (on-site and off-site). In addition, they note: “We offer many different hardware solutions including booking, lobby and inmate kiosks manufactured in Nashville, Tenn., as well as tablets and additional devices for security.” And finally, they say:

“Our dual redundancy backup systems mean your jail is literally NEVER down.”

You’ve Got Mail

Many commissary applications also have a built-in email system, which is becoming a popular way of communications for several reasons, foremost that it eliminates contraband. Union Supply states that installing e-communications can “improve offender morale and smooth re-entry by facilitating secure, traceable communication between offenders and their loved ones.” Its U-Mail offender email system, the company says, provides easily monitored offender email inbound, outbound or both through hardened kiosks and terminals. It’s offered free to facilities, which can charge fees (either monthly or per email) to generate additional revenue for facility programs. Keefe also offers the Access Corrections SecureMail system. The service provides timely communication with the outside world, helps them feel more connected and eliminates contraband. In most cases the email is delivered within 24 hours of it being sent. SecureMail is processed through its Word Watch filtering system, which identifies and reports key words and phrases. Once staff approves a message, it can be printed, sent for download through its Access to Entertainment media player or sent to its Edge inmate kiosk. One-way or two-way messaging is available and agencies can add a revenue-generating component if they choose. Finally Keefe offers the Access Corrections SecurePhoto system that gives an inmate’s family and friends the ability to share photos electronically. Sent separately from the written text, staff can quickly review and approve all photos, up to 36 at a time. Once approved, photos can be printed, sent for download to the media player or to the inmate kiosk. ✪

Threat prevention starts with a multilayer approach. “The deployment of WalkThrough Metal Detectors (WTMD) at front lobby and staff/visitor entrances are the first line of defense in detecting and preventing illegal contraband says Luca Cacioli, CEIA USA, director of operations. “When it comes to metallic contraband, there has been an evolution. More are now made of non-magnetic metals, like stainless steel, aluminum and titanium.” Threats have become smaller and have changed in nature including decreasing size of the devices and hand guns making it very difficult for security officials to determine the programs and levels of sensitivity required for installation and placement

In response Cacioli says, “To receive more information on programs, security levels and placement of metal detectors, correctional facilities are encouraged to ask questions at the federal level. The Federal Bureau of Prisons is at the forefront of the technological discussion and is a great source of knowledge.” In higher security level prison institutions, some estimate that up to 20 percent of the inmates have some type of implanted metal pins, rods, screws, and other approved medicallyimplanted devices, including dental work and bullet fragments/shrapnel. “Prisons, especially high security prisons, should invest in WTMDs that can discriminate between approved or authorized internal metal

versus unauthorized metal contraband that may be concealed on or in an inmate's body cavities,” says Cacioli. “Also, WTMD and hand-held metal detector (HHMD) technology must be able to compensate for the effects of rebar in the concrete floor. ”New technology can compensate for the rebar effect without reducing the magnetic field sensitivity at the floor level.”

Non-traditional Points of Entry On the line of defense, Jim Viscardi, vice president of Global Security for Metrasens, talks of “non-traditional” points of entry including staff, new inmates, mail, supplies for the kitchen and commissary and even drone drops over the fence. Additionally, many weapons are made from metal materials already inside the prison. “We’re not just talking about contraband in/on an inmate’s body. Contraband is hidden in mattresses, books, laundry and other items.” 36 CORRECTIONS FORUM • MARCH/APRIL 2017

“We believe cell phones continue to present the biggest threat because they endanger both the facility population and the surrounding community,” he says. “They’re easy to hide, easy to move and are valuable within a correctional facility. because they’re portable and can detect phones whether they are on or off and even if they are inside of an inmate. “Cell phones allow offenders to conduct illicit business outside the facility and intimidate witnesses,” Viscardi explains, “while the presence of weapons and other contraband like needles, razors and even staples and paperclips, make the facility unsafe for both offenders and staff. “As we’ve discussed, contraband is everywhere in a correctional facility and so officers need tools they can use to search everywhere in a facility—to make searching smarter as opposed to more labor intensive. As with any security protocol, a layered approach, multiple and different technologies with different capabilities should be deployed to give officers the greatest chance for detection and seizure of cell phones, weapons and contraband,” he says. Criminal minds are getting more creative at concealing weapons, notes Joe Vazquez, national security sales manager, Garrett. ”Keys that have knife blades, belt buckles with knife or gun compartments, plastic key chain charms that look harmless but have edges on them to harm

people used almost like brass knuckles but with sharp stabbing points on them.” He says that the only way to combat this contraband is to increase human intelligence about these weapons together with technology. Operating with more than four times the detection coils, Garrett’s PD 6500i provides uniform detection and precise pinpointing. Independent zone indicator lights on both side panels identify not only height but also left, center and right locations for one or more objects passing through the archway. A state DOC in the Midwest once told of a problem they had with contraband being tossed over their fence. The person delivering the contraband would stuff the contraband inside of a football and then wrap the football in duct tape with the sticky side facing out and cover the football in grass clippings. When the football was tossed over, it simply looked like a mound of grass and usually went undetected. Then the appropriate inmate was notified as to the approximate location and would simply walk the fence looking for a mound of grass. This technique proved very effective and highlighted the fact that inmates come up with ingenious ways to get contraband into facilities though non-traditional points of entry. Inmate Overdoses In addition to weapons, the new ways inmates conceal narcotics present challenges, says Neil Sandhoff, VP of Sales & Business Development, Smiths Detection. For example, Suboxone is one, which can be liquefied and absorbed into paper. “According to the Associated Press, there are approximately 70 overdose inmate deaths per year nationally and the trend is on the rise. In California alone there have been 211 reported inmate deaths as a result of overdoses between 2001 and 2015.” The Smiths Detection B-SCAN full body X-ray scanner can screen inmates both at intake and randomly while inside a correctional facility. The B-SCAN allows correctional staff to see beneath an inmate’s clothing and inside their digestive system and body cavities without performing an invasive search. narcotics in the smallest trace amounts. By swabbing the surfaces of inmate hands, clothing, visitor belongings, and mail or loading dock deliveries, correctional staff can see if anyone or anything has come into contact with narcotics. He adds that with a pre-loaded library of up to 2,500 narcotics (such as fentanyl, for example), staff use Target-ID by placing a small amount of the suspected substance in the press, and the system returns identification results in one minute instead of a lengthy lab wait time. Over the years technology has changed dramatically, agrees Advanced Ops International President/CEO Monty Helmer. “We now have whole-body X-ray scanning equipment on the mar-

ket that can do a full body scan in 3.5 seconds with a 3-foot exclusionary zone for the operator. The technology is safer for both the person being scanned, as well as the operator, because X-ray emissions are well below regulatory thresholds. The threats now are smuggled cell phones and/or drugs that are “suitcased” (smuggled contraband that is held between the buttocks cheeks), swallowing a balloon containing drugs because the individual knows that most scanners cannot see below the skin, or concealing a taped-up razor blade in a body orifice or swallowing and then excreting it later. The most effective way to combat these techniques is the ‘virtual strip search’ or the ‘virtual rectal exam’ offered by the new whole-

According to Sheriff Dale Lancaster of the Somerset County Sheriff’s Office, Maine, correctional officers had to watch inmates in a dry cell 24 hours a day to find ingested contraband prior to purchasing a body scanner. In one reported instance, correctional officers needed to monitor an inmate for 10 days before entering him into the general prison population. Sheriff Lancaster is pleased that the body scanner has eliminated dry cell monitoring, improving efficiency and reducing overtime costs. A

lbert Einstein once said, “Intellectual growth should commence at birth and cease only at death.” Education may have once been considered for a fixed period that ended after high school or an undergraduate degree. The nation, though, is at a curious point in which a college degree seems to be the next high school diploma, and graduate school is the new college. In many cases now, education is not a one-time thing. It might be needed for certification, it might be required for compliance, and it might be required for promotion, and as we saw in the Great Recession, it might be needed to change careers suddenly or unexpectedly. There has been a shift in the corrections market, says Terry Campbell, academic chair for the Undergraduate Criminal Justice Programs at Kaplan University. In the 1970s

and ’80s, Campbell recalls, Correctional Officers (COs) were required to have a high school diploma, but the tide has changed, and more and more positions require higher education. Federal employers, for example, require correctional officers to have either a four-year college degree, three years of relevant field experience, or a combination of education and experience. When Campbell was a warden in Arkansas in the 1980s, he noted that there were only two wardens in the state with Master’s Degrees. Now it is commonplace. Correctional Officers are often looking for upward mobility, and often those advancements require a college degree (such as probation and parole officers), and promotions don’t begin until the CO has served one to two years. An issue arises, though: People working full-time have limited hours and options. Many correc-

tional facilities are in remote locations, and resources to attain these degrees and certificates might be limited. Campbell recalls driving 120 miles each way to get his Master’s Degree at a traditional brick and mortar university. Technology, though, has fixed that. There are numerous colleges and universities that offer degrees to both inmates and employees in correctional facilities and cover a range of subjects both in the criminal justice arena and out. One of those universities is Kaplan, whose offerings are exclusively online. Kaplan offers certificates for crime scene technicians, management and supervision, and private security. They also offer Bachelor of Science degrees in both corrections and criminal justice. Corrections, Campbell points out, covers a broad spectrum and incorporates prisons, jails, juveniles, probation and parole

as well as other leadership, legal, and ethical aspects of a career in the correctional field. The program is designed to develop knowledge and skill sets as to how correctional facilities function, including their hierarchies, regulations, and communications systems, security factors such as procedures and institutional policies, inmate protection, riot control, disarming weapon-bearing prisoners, social and facility disturbance management, and hostage negotiation. Considering the role correctional facilities have had to perform as a result of becoming the nation’s de facto mental health hospitals, the program also covers treatment opportunities available for offenders, treatment conditions upon release, counselors in corrections, community supervision, and training requirements. The program is relatively new, and the upperclassmen are now entering the upper level 300 and 400 level courses. Most of the instructors are practitioners and teach from experience. Many students enrolled in criminal justice programs are current or former military. This experience is doubtlessly relevant in the field, and Patrick L. Bradley, Esq. Criminal Justice and Legal Studies Program Director at University of Maryland University College, notes that about 80% of UMUC’s student body meet that description. Among the more than 90 degrees offered are those in criminal justice. Bradley notes that traditionally colleges and universities are about 80% on-site and 20% online. UMUC has reversed that, and most of their offerings are “almost exclusively online.” The primary Bachelor’s Degree in Criminal Justice incorporates not only law enforcement but also corrections, court support, and the private security industry, so the program gives students the full scope of the criminal justice spectrum. This is important, he notes, because a class in leadership, for example, 44 CORRECTIONS FORUM • MARCH/APRIL 2017

can show how it applies to criminal justice across the board. The same goes for victimization, ethics, and criminal investigation. Criminal investigations, he furthers, occur not only for police officers because crimes and investigations also occur in prisons and jails. As the program has evolved, many of the very specialized classes have been dropped with the

critical material being absorbed into other classes to give the student a “rich yet broad exposure to criminal justice.” One point of pride, says Bradley, is that the program exposes students to how the classes are applicable and consider current trends such as mental health, solitary confinement, and protecting officers (COs) outside of the facility. For example, if a CO is in a grocery store and a gang member approaches him or her and whispers, “I know who you are, and I know where you live,” an administrator would have training in how to train employees to deal with this. “The degree prepares a student to compete.” Since so many students are current or former military, an added benefit is that they can complete the program from anywhere. “They can start in Okinawa and finish in Davenport.” As long as there is access to the Internet, stu-

dents can attend classes. There is also a Master’s Degree in Management with a specialty in Criminal Justice. Bradley, point out that a few years ago there was a correctional corruption scandal in the Baltimore jail. Eighty people, including 18 COs were indicted. On March 1, 2017, seven Baltimore police officers were charged in a racketeering scandal. Bradley compares the situation to a moldy basement. The idea is that the mold is not cleaned up and then the problem is solved. It requires constant attention. “The principles of law enforcement officers and correctional officers are the same. There is a lot of symmetry. Can an administrator appreciate and recognize this sort of cycle?” Collaboration and corroboration are key. If a deputy realizes that there is a spike in crime, and that spike is caused by recidivists, that deputy will need to recognize that and discuss the matter with probation, parole, and the facilities. Departments have to work together, he says, so that philosophy has been fused into the course work. California Coast University (CCU), in Santa Ana, Calif., also bases its success on their commitment to integrating professional experience with academic content. CCU provides programs that are independent, individualized, and self-paced. This cultivates “intellectual, analytical and critical abilities to help students meet the demands of today’s ever changing environment.” The faculty and staff are composed of dedicated, respected educators and professionals. CCU continuously evaluates and improves their programs and educational materials. This provides “a pathway to encourage students to value and pursue life-long learning experiences.” As Einstein said, intellectual growth should be lifelong. On a July night in 2016, a St. Paul Public School employee named Philandro Castile was allegedly

shot and killed by Officer Jeronimo Yanez in Falcon Heights, Minn., a suburb of St. Paul. The incident received national exposure not only because it was in the midst of several other deaths involving African American men and law enforcement but because it was live streamed on Facebook by his girlfriend. Minnesota requires 48

credit hours of continuing training every three years to retain peace officer licensure. The training, which is done online, was developed by the League of Minnesota Cities, a “membership organization dedicated to promoting excellence in local government.” The mandatory training includes, among other courses, Personal Protective

The Roseville Police Department requires more than the mandatory including Readiness Aspects, Use of Force, Implicit Bias 1 and 2, and Firearms Laws 1 and 2. Rick Mathwig is the Police Chief of the Roseville agency. He discussed the shooting and the training at a community forum. Castile was shot in Falcon Heights, a suburb between St. Paul and Roseville, by a police officer from St. Anthony ( a third suburb), and Castile’s girlfriend went to the Roseville Police Department. It was the Roseville police that happened to be the backup for the St. Anthony police officer. The issue is that they also contract out for coverage with St. Anthony police as well as Falcon Heights and some other local suburbs and Minneapolis. Those other teams are not required to get additional continuing education every year, but they come into the Roseville community for policing. Yanez is charged with second degree manslaughter. The trial is set to begin on May 30. The future for corrections can be a bright one, says Bradley, but he wishes there was more positive coverage in the media and that there was a deeper appreciation for the skills a CO with a college degree brings to the table. Most 12 year olds, he says, don’t dream of growing up and being a correctional officer. “Corrections can be a great career and a great way to serve.” It is a good middle class job, and it serves the community. Despite a downward trend in crime, according to the U.S. Bureau of Labor Statistics, there is expected to be a 4% growth in these jobs between 2014 and 2024, and the medium income is $45,320. Federal Correctional Officers make about $53,210. ✪
