The CITY OF TAGUM is a first class component city and the capital of the Province of Davao del Norte in Southern Philippines. It is located about 56 kilometers north of Davao City, the de-facto capital of Mindanao. The city is considered a significant trading and commercial hub. Leaders from the public and private sectors acknowledge the city’s rapid transformation as a small yet exceptional urban center, inspired by exemplary governance and harmonious lifestyle lived by its residents. Tagum is strategically located in the intersection of three major road network systems—the Philippine-Japan Friendship Highway that links Davao del Sur and Davao City to the province of Agusan; the Davao-Mati Road that connects Davao Oriental to the province of Surigao; and the Tagum-Kapalong Road that opens access to the Davao-Bukidnon Highway. In all four directions then, Tagum is linked to the major destinations in the Region and to the different provinces, cities and municipalities in Mindanao. The city is governed by a mayor and a vice mayor elected to three-year terms. The mayor is the chief executive officer, while the Vice Mayor is the presiding officer of the Sangguniang Panlungsod, with 10 elected councilors and two ex-officio members.

t is with great pride and honor to present to you the 2016 Accomplishment Report of the City Government of Tagum. This substantial document offers a comprehensive view of your local government at work, inspired by how we collectively pulled each other up and make Tagum what it is today: a city that is brimming with hope and potential, and as a by-product, continues to fulfill the promise of being a “City of People.” Under our compass, — the EAGLE WINGS Program — we have made significant strides in polishing the luster of Tagum’s brilliance. This administration is most proud of the fact that all of our programs have been pro-people, making you our dear Tagumenyos front and center of every policy and program being initiated by the City Government of Tagum. As you browse this accomplishment report, may you be reminded that you are part in weaving this story of Tagumpay and I cannot
thank you enough for putting your trust on me, to the rest of the city officials and to all employees of the local government. This was evident by how you made your voices heard through the ballot. As promised, we have maximized all our efforts in doing what we are expected to do for the interest of our beloved City of Tagum. During my second inaugural address, I rallied before you to join us in our journey in unraveling a new chapter in the colorful history of Tagum. With this report, I am pleased to announce that we are headed into the right direction towards writing this chapter to our favor. For this report, we adopted the theme “Flying Together, Winning Together” to remind us that we operate as a team. As such, we either fail or win as a team. But nobody likes losing. Let this document remind you that we are winning this as a team and that includes you. In our journey towards making a more

perfect city, we would still adopt the principles of government, where every voice is heard and valued. The EAGLE WINGS Program has become our guiding compass in this journey. We have continued to make progress in valuing education by giving scholarships and support to our public schools. Our cultural communities are more empowered than ever, as well as countless farmers whom we have helped in order to break them free from the bondage of poverty. We continued to make Tagum a peaceful and safety which in turn, invited businesses big and small to our their investments here. We increased our budget in health so that those who need medical relief will be helped by the LGU. Our long list of social services programs are sticking true to our promise of making this government closer to the people. These are just some of the achievements we made in 2016 contained in this book, which will all serve as our inspiration to move forward. I know that there are still many things that need to be done and the best is yet to come for our beloved City of Tagum. As we continue to tread the journey this 2017, may you never cease to support us because our victory is our collective success. Fresh from winning the people’s mandate in the 2016 National and Local Elections, Mayor Allan L. Rellon and Vice Mayor Geterito T. Gementiza mobilized the full machinery of the City Government of Tagum for the continued flight of the EAGLE WINGS Program, their flagship ten-point development program on governance that serves as their social contract to the people of Tagum. To many, this means the continuation of pro-people programs. But to Mayor Rellon, the mandate to serve on a three-year term also means an upgrade, where several innovations aimed at maximum satisfactory result are introduced. This is especially true to the areas of education, employment and culture, the first set of priorities listed under the EAGLE WINGS Program. The success posted by the local government for 2016, as detailed in the succeeding pages, are testaments to its unwavering commitment to Tagumenyos’ future through education and employment. Its aim is simple: with the LGU’s help, a bright future unfolds for everybody.

Educational Scholarships
A
s a matter of government policy, education still takes an important part in the anatomy of the EAGLE WINGS Program. As such, more and more gifted Tagumenyo students are included in the list of the local government’s scholars that have benefited in the increased budget allocation of the LGU when it comes to government scholarships.
and more scholars from high school to tertiary and vocational level have been awarded with scholarship grants through the following: Sulong Dunong Educational Assistance, City Educational Scholarship Program (CESPRO) and the City Vocational Technical Educational Scholarship Program (CIVOTESPRO).
For School Year 2016-2017, the City Government of Tagum poured a total of Four Million Pesos for the operationalization of its three scholarship programs catering various qualified students. This is funded through the Special Education Fund.

Aside from scholarships, the local government through the Local School Board under the chairmanship of Mayor Allan Rellon are also working round the clock to attend to the needs of the city’s public schools.

are still on the roll. It is also noteworthy to report that the City Government of Tagum has sustained the implementation of the Tabang Eskwela Program, the brainchild program of Mayor Allan Rellon that gives free school supplies to indigent Tagumenyo students. This year, a total of 20,000 elementary and high school students from the city’s 23 barangays benefited in the program. The local government doled out sets of school supplies consisting of notebooks, paper and pens. On the other hand, Tagumenyo public teachers are also given teaching kits consisting of notebooks and logbooks for lesson plans. Perhaps what can be considered a concrete manifestation of the local government’s all-out support for education is its financing of educationrelated infrastructure projects like school buildings and gymnasiums. For 2016, 13 out of 17 identified school building projects of the local government are already inaugurated just in time for the pilot year of implementation of the Senior High School Program. This means more conducive learning environment for Tagumenyo students. This is the local government’s own way of totally minimizing the classroom backlogs in the public schools. Truly, the City Government of Tagum has gone full circle in its education programs. Under Mayor Rellon’s leadership, this will be sustained all throughout the years.

Conducive learning environment for students As part of the City Government of Tagum’s longstanding policy on giving priority to education, it has been successful in the construction of school buildings that clearly benefited the Tagumenyo students by providing them conducive learning environments. It can be recalled that during the first term of Mayor Allan Rellon, the City Government of Tagum entered into a loan agreement with the Development Bank of the Philippines to the tune of 80 Million Pesos for the construction of several identified schools with classroom and other education-related facilities. As of present, the City Government of Tagum already inaugurated six (6) school buildings in various schools that are mostly located in the rural areas.

Significant Strides in Employment Facilitation The goal is to reduce the city’s unemployment rate of
5.5%
When Mayor Allan L. Rellon took the reins of the local government in 2013 during his first term as local chief executive, the city’s unemployment rate is at pegged at 6.3%. Throughout the years, the City Government through the hardworking men and women of the Public Employment Services Office has managed to reduce this number to 5.5%, a record-low figure that is even lower than the national average. As the city government continues to significantly reduce the number of Tagumenyo residents who are unemployed, it has doubled its effort in implementing programs and projects aimed at helping Tagumenyos take a better shot in life. As detailed in the next page, 2016 has been a productive year for the City Government of Tagum in terms of employment facilitation.

An award-winning employment office is nothing without a stellar performance in their various interventions to help the unemployed. Here’s what they’ve been doing. SKILLS REGISTRY SYSTEM
BARANGAY EMPLOYMENT DESK
The Public Employment Services Office recorded at least 7,801 individuals in its Skills Registry System which will easily facilitate employment opportunities for job seekers whenever they will be qualified in a particular job. This is higher than their accomplishment in 2015 which is only 5,052.
A total of 427 jobseekers landed in jobs being solicited through the Barangay Employment Desk in 2016. This year also marks the first time that all 23 barangays in Tagum now have a BED. In 2016, all of these BEDs solicited a total of 1,932 jobs that are posted in various barangays.
SPECIAL RECRUITMENT
CAREER COACHING
For 2016, the Public Employment Services Office was able to conduct 141 special recruitment activity/local recruitment activity, catering a total of 1,768 applicants. 611 of these individuals successfully landed on different jobs either locally or in abroad.
In 2016, a total of 17, 291 individuals were given Career Employment Coaching by the Public Employment Services Office, with 263 sessions all in all.Topics during this coaching include PhilJobNet Information Campaign, Capability and Enhancement Orientation, Values Integration and Team Building.

Our implementation of JobStart Program is one of the best performers in the Philippines. The City Government of Tagum through the Public Employment Services Office has continued the implementation of JobStart Philippines Program in partnership with the Department of Labor and Employment and the Canadian Government. The city’s implementation of the program earned the admiration of other pilot cities implementing the program since Tagum is the highest performer in the entire Philippines in terms of most number of partner establishments. In 2016, the City Government got the support of nine (9) partner establishments to adopt the JobStart Program, offering at least 100 slots for internship. During the entire implementation, a total of 119 out-of-school youth hurdled the life skills training program, while 110 individuals were deployed for training and internship. Finally, because of their impressive performance, 85 outof-school Tagumenyos will be absorbed by participating companies and institutions and will be a part of the official workforce of that organization. While working, these individuals can now pursue their respective education and to support their respective families.
WHAT’S NEXT?
Public Education & Employment Services Office The on-going reorganization of the City Government of Tagum shall create the Public Education and Employment Services Office to better position the aspects of education and employment facilitation under one department of the local government. This will be beneficial since concerns regarding these two sectors will be fully taken cared of by a dedicated team of the LGU.

Beam of Hope for Cultural Communities The City Government of Tagum, through the City Tribal and Muslim Affairs Office, has significantly initiated steps in transforming and empowering the cultural community sector of Tagum and thus had become a pro-active and self-reliant contributor to local and national development. In doing so, the City Government has positively stimulated human and social capital and by recognizing the culture, norms and traditions of the different tribal and Muslim communities of Tagum. This was done through collaboration and provision of innovative and sustainable programs, projects and services. It had also become successful in maintaining linkages and coordination with different agencies and offices and non-government organizations in the implementation of various community-based programs and activities.

STRENGTHENING OF LITERACY To better ensure that the culture and traditions of Muslim and tribal communities of Tagum are safeguarded, the City Government of Tagum sustained the implementation of two twin literacy programs for Muslim and the city’s tribes. The PagIndo Program is currently being held in 16 public schools and 22 indigenous peoples communities while the Community-Based Madrasah Program (for Muslims) are being done in 15 Madaris of Tagum. Provision of assistance in form of boards, teaching materials, chairs, tables are being extended to culture masters and asatidz, respectively. On the other hand, the City Government also implemented the Arabic Literacy Program for LGU employees wherein 25 individuals, including non-Muslim employees, participated.
CULTURAL FESTIVALS The City Government of Tagum’s deep affinity with the its tribal and Muslim communities can be better gauged with its all-out support to the celebration of twin festivals highlighting their rich culture and tradition. For one, the Kaimunan Festival of the city’s IP community has grown bigger and bigger. Meanwhile, the celebration of the Muslim community’s Pakaradjan Festival is now institutionalized with the passage of City Ordinance No. 790, series of 2016 which further cemented the city’s aim of preserving Muslim culture and tradition.

CULTURAL PRESERVATION The City Tribal and Muslim Afairs Office has also led in the documentation of Mansaka Indigenous Political Structure as well as the conduct of trainingworkshops on tribal instruments playing and tribal dances which benefited a total of 35 IP youth. Furthermore, it also facilitated the conduct of community assemblies for IPMR consensus in 19 barangays of the city. Foremost of the efforts of the City Government on cultural preservation is the planned Tagum City Cultural and Historical Center which already kicked off its planning stage.
CAPACITY BUILDING The City Government also banked on the capacity-building of tribal and Muslim leaders to better equip them with necessary skills to perform their respective jobs. Among the skills taught to them are public speaking, event management, gender sensitivity for cultural communities, rights of the child, among other topics. The City Government also takes pride in the passage of the Muslim Participation Ordinance (City Ordinance No. 767, series of 2016) which recognizes the role of Datu and Imam.
OUTREACH and LIVELIHOOD In 2016, a total of 1,050 IP children benefited in the feeding program conducted by the City Government and several partnership institutions. 2,800 Muslim households from 35 Muslim Communities of Tagum were also given food assistance during the celebration of Ramadan. Other assistance given to the IP communities are educational grants (45 IP and Muslim students are recipients of college and tech-voc scholarships), Tabang Eskwela Program, and the Modified Conditional Cash Transfer in partnership with the DSWD. On the livelihood front, a total of 2, 420,000 pesos worth of grants through the Bottom Up Budgeting were coursed through several organizations for the operationalization of their chosen business ventures that include making of tribal wine, dress and beadworks, embroidery, and livestock and poultry production.

Recognizing the fact that Tagum is a pre-dominant agricultural city, the City Government of Tagum under the leadership of Mayor Allan L. Rellon has once again put premium on agriculture. This is evident in the various programs and projects trail-blazed by the city government that puts the welfare of the Tagumenyo farmers first. The succeeding pages under this chapter highlights the gains made by the City Government in advancing the agriculture of the city as it has become one of the city’s driver of economic dynamism. On the other hand, this chapter also underscores the achievements made in protecting the environment, all done through the dedicated action of the City Environment and Natural Resources Office. Farming is fun in Tagum because the LGU’s assistance to farmers is boundless.

016 saw the heightened attention given by the City Government of Tagum to the field of agriculture, with its vision of agriculture modernization molding every program and policy it implements. But above all these, the Tagumenyo farmers are the common denominator as the CIty Government rolled out its policy on all-out assistance to farmers. This is still anchored on the vision of Mayor Allan L Rellon on achieving food security for all Tagumenyos. In doing that, farmers get the necessary assistance they deserve, whether it’s in a form of seedling provision, technical assistance and/ or fund assistance. This keeps the state of agriculture in Tagum afloat that benefits not just the agriculture sector but the entire city in general. In 2016, the City Agriculture Office—the lead office that caters to the agriculture needs of the city—has sustained its programs on high value crops grown by farmers in various rural and urban barangays in the city. These include rice, corn, fruit trees, cacao, coconut and vegetables. As detailed in the next pages, the assistance rolled out by the City Government here consisted of financial and human resources.

High Valued Crop Development
The City Agriculture Office has put premium on High Valued Crop Production Development upon seeing that a lot of farmers wanted to engage into production of high valued commercial crops that include coconut (aromatic and tacunan) and cacao (both grafted and ungrafted).

TOWARDS RICE FARMING SELF-SUFFICIENCY

As a staple food of Filipinos, the City Agriculture Office also put high importance on rice production. The establishment of the Rice Seed Production Facility of the city is a monumental step in boosting rice production towards achieving the goal of rice farming self-sufficiency by 2019. The City Government has been all-out in its support to rice farmers, as vouched by official statistics. This also proved helpful in the sustainability of the Tagumpay Agrivolving Fund which dramatically diminished the dependency of farmers to government dole outs. Presently, total rolling money in the fund now amounts to 803, 172 pesos.

Cascading the fun in farming at homes
The City Government of Tagum through the City Agriculture Office sustained the implementation of its Gulayan sa Paaralan at Gulayan sa Pamayanan Programs, respectively. In 2016, technical assistance and vegetable seedling provisions were given to schools and several households that led to the significant increase of home and school-based gardens in the city. 55 households were provided with 1,240 packs of assorted vegetable seeds in 2016. It has been included in the staple programs of the City Agriculture Office because it helped in supplementing the needed nutrition in the households and in schools. Truly, the Gulayan Program makes agriculture more fun and fulfilling.

The gift of KNOWING
For many years now, the Farmers Field School has been capacitating Tagumenyo farmers on the latest trends in farming technologies as a way of helping them achieve optimum results in their agri-business ventures. It thus resulted to better income among farmer groups. The sustainability of this groundbreaking project is attributed to the dedication of CAGRO farming technical assistants as well as the support of the Department of Agriculture and its various bureaus. The CAGRO also introduced this year its Farmers Scholarship Program as a way of igniting interest among the youth to engage in farming. This was implemented after having known that in Tagum, the average age of persons engaged in farming is 57 years old. Presently, there are four out-of-school youth who are children of aging farmers. They are exposed and taught a number of technologies on crop production on the different sites operated and maintained by CAGRO. It is hoped that through this, they will be capable of helping their respective families and neighbors as to the transfer of knowledge on modern agricultural techniques. They will also be tapped to become part of the Barangay Agricultural Technician Team which is the extension arm of CAGRO in the future.

Environmental Care that ranges from
REFORESTATION AND GREENING PROGRAM
I
t has been the adopted policy of the City Government of Tagum to balance progress and care for the environment. Under the EAGLE WINGS Program, environment development is listed among the top priorities of the city government, noting that any progress that harms the environment is unacceptable. Throughout the years, the City Environment and Natural Resources Office has implemented its Ridge to Reef Biodiversity Conservation Initiatives—a holistic approach on environmental conservation that focuses the efforts of the city government from uplands up to the coastal area of the city. This 2016, significant achievements were recorded by CENRO on the forefront of environmental conservation, with the Development Bank of the Philippines awarding the city government the 3rd Place in the Search for Outstanding Forest Program—a concrete manifestation that the cities policies on caring for the environment is on the right track.

The City Government of Tagum through the City Environment and Natural Resources Office has sustained its successful Reforestation and Greening Program in 2016 which saw the increase of planted trees of varied types across all areas of Tagum (as shown in the statistics below). Aside from planting trees, the office also maintained the proper care to various planted/landscaped area by the local government through grass cutting, clearing, brushing and ornamental trimmings with more or less 105 hectares covering 60 major routes of roads. It also catered requests from different schools, churches, puroks/barangays and other private individuals.

CONTINUED DEVELOPMENT OF PUBLIC PARKS
S
till in line with the agenda of the City Government on Reforestation and Greening, it continued to find ways in further developing its many public parks, considered to be as breathing space of Tagum being a rapidly urbanizing hub. This is further buoyed by the fact that more Tagumenyos are visiting these parks—with San Agustin Botanical Park leading the list which posted 30,506 visitors in 2016. According to data from CENRO, the Botanical Park is now fully-planted with 53,000 forest trees including imported trees from India, Australia, Pakistan, Thailand and Africa. Because of these trees, various research groups had already conducted studies regarding Tagum City’s carbon stock assessment and its park management. The site has also become a releasing ground for rescued wildlife animals. In 2016, three tarsiers have been released at the Botanical park and the local government is hopeful they can propagate in the coming years. Other parks in Tagum like the Bird Park in Mandapaan, Barangay New Balamban have also been continually developed. Development of these parks consists of installment of gazebos, access paths, and comfort room facilities.
As of 2016, the San Agustin Botanical Park is fully-planted with 53,000 forest trees, some of which are now considered home to rescued tarsiers.
COASTAL MANAGEMENT
C
iting statistics from the University of the Philippines’ Marine Science Institute, World Wildlife Fund and the Department of Environment and Natural Resources, Tagum’s coastal waters host the biggest number of fish population (fish biomass) in the entire Davao Gulf. Because of this, the City Government of Tagum is serious in protecting its marine resources through institutionalizing programs and policies that are not only beneficial to marine resources but also to the entire Tagumenyo populace. As of 2016, more than 30,000 artificial coral reefs were already installed in Tagum City’s 22-hectare Marine Protected Area. This generates 50-60% rate of coral and fish recruits (acropora branching corals and reef fishes.) In 2016 alone, the City Government unloaded 212 artifical coral reef and fabricated at least 312 pieces of concrete reef balls as part of its marine research and development to increase the recruitment of corals and fish species. The City Government is also strict in enforcing laws against illegal fishing. In 2016, CENRO apprehended 3 illegal fishers and confiscated their illegal fishing gears which violated fishery laws and the city’s very own City Ordinance No. 249, series of 2007.

SOLID WASTE MANAGEMENT
W
ith the fast-paced development of Tagum comes a very crucial task of managing its solid waste. Presently, the City Government of Tagum is now working on finally realzing the long-overdue Sanitary Landfill. The 10-hectare facility will be located at Barangay Nueva Fuerza and once completed will automatically stop the operation of the presentday controlled dumpsite located at Barangay San Agustin. The City Environment and Natural Resources Office has been religiously implementing its mandate when it comes to solid waste management. In fact in 2016, it was able to conduct 46 technical conferences which addressed nuisances, unacceptable waste water discharges and other forms of pollution. This also includes strict monitoring and regulation of biochemical oxygen demand found in wastewater produced by manufacturing plants, hotels, malls, restaurants and eateries and other business establishments. It also conducted 86 information and education campaigns relative to solid waste management and 91 waste segregation inspections in schools, establishments and households.

The City Veterinarian’s Office was also productive in their function in 2016. Various livestock were dispersed in 2016 that benefited numerous farmers across 23 barangays of the city, while also strengthening its alreadysuccessful Artificial Insemination Program. The statistics (detailed in the next pages) narrate a successful implementation which is still in line with the vision of the City Government of Tagum to help Tagumenyo farmers through the EAGLE WINGS Program. 2016 also saw the heightened approach in the implementation of its unique Barangay Animal Health Services Action Day and Pet Animal Health Services.

ARTIFICIAL INSEMINATION PROGRAM The City Government of Tagum through the City Veterinarian’s Office is bent on inceasing the population of cattles and carabaos that will benefit countless Tagumenyo farmers. In 2016, 107 animals were successfully inseminated, 36 of which were confirmed pregnant during the pregnancy diagnosis. Out from these successful pregnancies, 26 offsprings have been born. BARANGAY ANIMAL HEALTH SERVICES ACTION DAY The City Government of Tagum through the City Veterinary Office also improved its implementation of the Barangay Animal Health Services Action Day which are conducted in every 23 barangay of Tagum. During the activity, the CVO cascaded the veterinary services it offered down to the grassroots level. This means residents in far-flung barangays being able to avail of the free veterinary services right at their own turf, without shelling
out money to go to the CVO headquarters located at Energy Park in Barangay Apokon. For the whole year 2016, the Barangay Animal Health Services Action Day was able to record the following results: 1.) deworming (12, 189 for poultry and 3, 823 for livestock); 2.) vitamin supplementation (17,049 for poultry and 3,878 for livestock); and lastly, 3.) treatment of animals from diseases (496 for poultry and 491 for livestock.)
PET ANIMAL HEALTH SERVICES The CVO has also been active in its pet animal health services program in 2016. Foremost of their activities are the series of fora on responsible pet ownership and rabies awareness. Aside from fora, the CVO is actively engaged in the grassroots level for rabies vaccination, as well as conducting spaying and castration as an effective means of decreasing the number of unwanted and/or stray dogs. Currently, the City Government has secured funding support from the Department of Agriculture in the amount of Php 1,400,000.00 for the construction of an animal control facility.This dog pound will start construction this 2017 and will surely help in eradicating the problem on stray dogs that pose a threat to individuals. The office is also engaged in the rescue and rehabilitation of wildlife animals, majority of which are voluntarily surrendered to the CVO. These animals are also eventually released in the wild. Genuine Peace, Safety and Security
P eace is a pre-requisite for progress. As such, the City Government of Tagum has been very vocal in its campaign for genuine peace, safety and security for TagumenyosÂ. This is boldly included in the EAGLE WINGS development agenda of the City Government under the leadership of Mayor Allan L. Rellon. Over the years, the City Government has continually poured out support to the Philippine National Police with its establishment of the Special Task Group Tagum’s FINEST, along with other logistical support like provisions of patrol cars, patrol motorcyles, among other things. With this impressive support given by the City Government to local authorities, law enforcers have been able to fully maximize the exercise of their mandate. As a result, its crime solution efficiency increased to 86.49% in 2016. On the other hand, the City Government also dramatically changed the day-to-day operation of the City Disaster Risk Reduction Management Office that also spells the difference in making Tagum City safe and sound.

The best indicator for the success on the campaign for genuine peace, safety and security is the increasing crime solution efficiency posted by the Philippine National Police—a solid proof of the effectiveness of the local force that’s been getting tremendous support from the local government under the leadership of Mayor Allan L. Rellon. Aside from its all-out support to local police, the City Government also strengthened in 2016 the operation of the Special Task Force Tagum’s Finest to augment the number of authorities conducting 24/7 patrol and as a means of pumping up the bold agenda of the City Government in maintaining peace and order in the city. Perhaps the most stirring accomplishment posted lately is the conviction of Michael Ramos (reclusion perpetua) for the murder of the late Barangay Captain Nino Cutin.

U
pon the assumption to office of President Rodrigo Duterte, the national government launched a crackdown on illegal drugs, sending individuals involved in either selling or using them to surrender. In Tagum City alone, a total of 4,481 individuals surrendered to the folds of the government in July 2016, setting local authorities to wonder how to solve this overwhelming problem. Good for the City of Tagum as the City Anti Drug Abuse Council (CADAC) under the leadership of Mayor Allan L. Rellon readily implemented its comprehensive drug rehabilitation program dubbed as STAND or Seryosong Tagumenyos Ayaw Nang Droga. Soon thereafter, the individuals who surrendered subjected themselves to a a six-month intervention program aimed at their full rehabilitation. The STAND Program is a holistic, multi-layered program aimed at, among other things, reforming drug dependents to become productive and law-abiding citizens who are free from the bondage of illegal drugs abuse.

The STAND Program: Saving Lives Designed to be a mass-based rehabilitation approach, the STAND Program’s many layers pool resources from the local government, the barangay government, police force, the private sector and the community in general—all working on a vision to reform the lives damaged by drug abuse. The soul of the STAND Program lies on its informal intervention programs aimed at reviving the moral, spiritual, mental and physical aspect of every TADS (term used for those enrolled in the program). The implementation of these programs are carried out through the cooperation of all stakeholders who signified support to the local government’s STAND Program.

Around 640 successully hurdled the first wave of implementation of the 6-month STAND Program. Here, Mayor Allan Rellon confirmed them as full-pledged STAND.
T
he six-month implementation of the STAND Program was capped with a commencement ceremony where TADS were given the Certificate of Completion and were formally confirmed as full-pledged STAND (Seryosong Tagumenyos Ayaw Nang Drogra)—a fully reformed individual who is now free from the bondage of illegal drugs abuse. All of the graduates hurdled the different interventions and had secured the recommendation of nine individuals who attested to the graduates’ commitment in reforming their lives. As graduates of the STAND Program, all of them are now eligible to avail of the following “rewards” by the City Government of Tagum:

Not having been blessed with natural wonders that will serve as a magnet for tourists, the City Government of Tagum sustained the implementation of various tourism programs that, in one way or the other, have put Tagum City in the tourism map of the Philippines. True enough, the efforts heralded by the City Government of Tagum got the admiration of the Department of Tourism and the Association of Tourism Officers of the Philippines to recognize Tagum City as the Best Tourism Oriented Local Government Unit in the Philippines. The efforts of the City Tourism Office and the Tagum City Tourism Council in promoting a culture of tourism is in line with the agenda on tourism set by the City Government of Tagum through the EAGLE WINGS Program.

Twin Pearl Awards: A Valuable Validation
T
he Rellon Administration is aware of the great potential of tourism activities as a stimulator of economic activities. More than that, festivals reflect the vibrancy of the rich culture and tradition of the city which highlight the wide array of talents of Tagumenyos both young and old alike. This explains why the City Government of Tagum sustained the holding of meaningful festivals all yearround. The Tagum City Tourism Council and the City Tourism Office takes the lead in the implementation of various tourism events like the Musikahan Festival, Grand Santacruzan, Gay Summit, UGMAD Festival, Fiestagumenyo, Mutya ng Tagum and Fireworks Display. Undeniably, these initiatives bolster the moniker of Tagum as the Music Capital of the South and the Home of Festivals. In 2016, the efforts of the City Government of Tagum in promoting a Culture of Tourism was recognized by the Department of Tourism and the Association of Tourism Officers of the Philippines. The City Government of Tagum was declared as the Best Tourism Oriented LGU in the Philippines and was also recognized for its hosting of the 16th National Scout Jamboree as the Best Tourism Event.

Skills Training for Better Lives The city government aims to equip hardworking Tagumenyos with the necessary skills that are at par with global standards. In doing so, it sustained the operations of the Community-Based Skills Training Program in 2015 which has benefited a total of 1, 615 individuals who have enrolled in various skills training modules funded by the City Government of Tagum. The Public Employment Services Office takes the lead in the implementation of this program in partnership with the Technical Education Skills Development Authority which provides the modules and the trainers for this program. Graduates of this Community-Based Skills Training Program have now acquired new set of knowledge and skills which they can use in earning additional income for their respective families. Furthermore, some of the graduates now have landed jobs abroad where they are using their acquired skills from the program. Through this, the city government abides to the principle of teaching men how to fish, not just give them fish.

In recent years, the collective driving force behind the positive outcome that the City Government of Tagum has experienced in relation to its dynamic economy has always been steadfast in its aim of maintaining, if not improving, the pace of its economic growth without resorting to unreasonably squelching its constituents and stakeholders of the hard-earned moneys that are being collected as tax dues. Close to four years since the implementation of its policy on affordability of taxes, the local government has continued to reap the fruits brought about by enabling both big-time and small time entrepreneurs operating in the city to experience and benefit from institutionalized business-friendly initiatives. These initiatives which are part of the city’s newly-implemented fiscal policies lead to boost the confidence of businessmen and investors to do business in the city as can be gleaned by the increase in the LGU’s fiscal performance in 2016.

Economy and Affordability of Taxes
Attracting New Businesses Based on the pertinent records of the prior year, the LGU’s continued implementation of its fiscal policies has been able to attract a total of 1,513 new businesses that set up their establishments in the city last year. This is a whooping 27% increase from the number of new business that opened in the city in 2015. Overall, there are around 8,003 business establishments that are recorded to have been operating in the city for 2016, which translates to a 6.53% increase as compared to the previous year.

A billion peso budget:
Achieving Self-Reliance in local governance In its efforts to sustain the steady economic growth that the city has experienced these past few years, the City of Tagum, through the City Treasurer’s Office, has continuously pursued new and non-traditional ways of generating revenue with the end goal of achieving selfsufficiency in local governance, that is, to finally be able to operate without being majorly dependent on its share of the national government’s internal revenues. the LGU is able to realize a total income which amounted to P1.135 billion in the previous year. Outside of the 2016 IRA share of the LGU which is pegged at P610.2 million, the local tax revenues remain the largest locally sourced income totaling P301.377 million, while the collection of non-tax revenues is posted at about P223.914 million. The tax revenues account for 26% of the total LGU income sources whereas the non-tax revenues is at 20%.

O
ne of the offices that is established to augment the resources of the City Government of Tagum is the City Economic Enterprises Office. Established pursuant to the provision of the country’s local government code enabling the creation of sources of revenue, the office has been settting up a general level of economic activity in the city’s many communities, and become instrumental in the upliftment of the socio-economic REVENUE SOURCE
wellbeing of its people. Currently exercising direct supervision over six local economic enterprises such as public market, terminal, trade center, slaughterhouse, livestock and cemetery, the office has posted a collective increase in its income generation, as can be seen from the figures shown below. Notably, the CEEO in 2016 was able to post a net income in the amount of P51.2 million that has been subsidized to the city’s General Funds to be used for other projects of the city government. 2015

As it was in the previous years, the City Government of Tagum in 2016 continued the programs that would stand to promote the well-being of every Tagumenyo as well as projects that will serve to aid the city’s constituents in living healthy lives. It is with these ideals that the City Health Office (CHO) has continued with the implementation of its widely established programs that are geared towards ensuring that the residents of the city are provided with services necessary to maintain or restore their health status. Although these projects are designed specifically to help those without recourse to health cares that are provided for a cost, over the course of time, the local government has also guaranteed that the residents of the city who do not live near the poverty line can also benefit from it, thus making its implementation an allencompassing one.

Everybody’s covered The city has recorded an increase in the number of beneficiaries who availed of the myriad of services offered by the health office. Chief of the services that have presented the said increase are those offered by the Outpatient Department, the unit that is responsible for seeing to the health concerns of Tagumenyos by way of treatment or diagnoses without the necessity of being admitted in a hospital, as well as the services of the Laboratory Section. More Tagumenyos were also shown to have given importance to their dental health and oral hygiene by availing of the services offered by the personnel of the Dental Health Section of the CHO, who coordinated with private institutions to enable the conduct of dental outreaches in different parts of the city. Notably, the city was able to secure a donation from the Department of Health (DOH) in the form of a dental bus late in 2016. TOWARDS PROPER NUTRITION The Nutrition Program of the local government has also improved as can be seen from the decreasing number of children in a specific age bracket that have been identified to have severe nourishment issues. This shows that the LGU has sustained the programs that would give the utmost attention and care to children to ensure that malnutrition is reduced, if not eradicated. Thus to recognize the positive impact of the implementation of exemplary programs and practices made by the City of Tagum to address the problems brought about by malnutrition and undernourishment among Tagumenyo children, the Department of Health acknowledged the local government when it was conferred again with the Green Banner Award in 2016. Winning the Battle against major diseases
As can be seen in its 2016 records, the city has documented a total 1,954 cases that were examined under in the city’s STI/ HIV/AIDS prevention and control program. With 622 cases tested positive for STI, this large number may be attributed to such factors like migrant patients opting to have HIV tests done in Tagum for anonymity. As such, the city is working doubly hard in containing the increase of transmittable diseases through the conduct of intervention schemes such as STI/ HIV/AIDS Awareness campaign.

Making sports a way of life The Sports and Development Office of the local government has also kept on with the implementation of programs that foster physical fitness and self-discipline, while at the same time, building the self-confidence of those who joined the programs. Among the many programs that are implemented to foster wellness among Tagumenyos is the city-initiated Longest Run which is held thrice weekly, and with participants from the pool of employees of the local government unit who are joined by other runners of the city. The city government has also facilitated the holding of 19 fun runs and 2 marathons that were collectively ran by at least 27,500 participants who have made running a part of their lifestyle. Also, the office has conducted a Physical Fitness Program for Tagumenyos Against Drugs (TADS), a group of former drug dependents who voluntarily surrendered for their reformation. With their participation in the 3-month long program that covers activities like jogging, walking, running and Zumba within specific distance and hours, the TADS will be able to improve their health and wellness by restructuring their lifestyle habits. Notably, the STAND Program which covers the Sports Office’s Physical Fitness Program, successfully improved the lives of over 600 former drug dependents from the city as they recently graduated from the program.

2016 has been a great year for the City Government of Tagum, as far as Infrastructure projects are concerned, having had its mother of all infrastructure projects inaugurated last March. As 99.82% of the iconic City Hall was completed by the end of last year with the use of more than 180 million pesos as the project’s completion cost, the local government’s various offices were finally able to occupy all of the office spaces that were intended to be used, thereby providing the city’s transacting constituents with a better venue that is not only cavernous, but is also one where offices are strategically situated to better serve the Tagumenyos, which in turn translates into the city providing the clients with a better experience of doing business with the local government. Aiming to sustain the positive impact brought about by the provision of services that is related to its various infrastructure projects, the City of Tagum continues the implementation of these vital programs that are of great importance to the residents at the grassroots level who stand to benefit from them.

The city has effected necessary processes and activities to keep the city from experiencing any urban flooding that may be consequentially detrimental to its residents. These include eleven desiltation processes in five barangays, three clearing activities in different areas of a single barangay as well as the construction and/or rehabilitation of nine drainage systems in seven barangays. Improving the roads in the various parts of the city as well as maintaining the upkeep or conditions of a good number of them were part of the infrastructure projects that received a good chunk of the funds allocated in 2016, with eighteen of the city roads in fourteen barangays having been improved or maintained.

Development Communication: Projecting a Working Government The city government also acknowledges that radio broadcast is one of the speediest media of sharing to the residents of the City of Tagum the necessary information and updates relative to services being implemented and made available for the betterment and upliftment of the welfare of every Tagumenyo. Thus, to effectively apprise its constituency of its many programs and projects that the city government has made available for the benefit of more than 200,000 Tagumenyos, the LGU continues, up to this day, its radio broadcast of Positibong Kausaban Para Sa Mapadayunong Kalambuan radio program, where for three hours, every Monday through Friday, personnel from the different offices of the local government will have the opportunity to explain in detail the services that are being offered to the public, and how these may be availed of. The city’s Information Office (CIO) also implements the regular publication and distribution of the LGU’s official magazine and its annual official calendar, both featuring its developmental programs as well as the accomplishments which the LGU has achieved locally, nationally or internationally. Also, the office circulates information on its many accomplishments in the form of press releases that

are disseminated to various local-based and nationalbased news organizations. On top of these, the city likewise maintains a 24-hour cable channel (Channel 14 on Skycable) to be able to show to resident and transient viewers alike, several CIO-produced audio-visuals that feature the impacts, effects and results of the developmental programs of the city, as experienced by its beneficiaries. The City Government has also upgraded its information systems which include the installation/modification of the queuing machine at the City Treasurer’s Office, the installation of a new computer program to easily facilitate the distribution of Occupational Identification Cards at the Business Permit and Licensing Division as well as the updating of a specialized program for the distribution of Health Cards at the City Health Office in its effort to properly serve the transacting Tagumenyos, among others. It has also effected the installation of telephones in the entire city hall to be better connected to people within and outside of the government center and caused the repair and maintenance of 600 IT equipment located in different schools, barangays, and other national agencies based in the city.

Through its Cooperatives, NGOs, GOs, and POs Development Unit under the City Mayor’s Office, the city government has been effective in empowering Civil Society Organizations (CSOs) by entering in various joint ventures and other collaborative arrangements with cooperatives and non-government organizations to initiate programs which will contribute to their over-all development. Programs that focus on blazing the spirit of cooperativism here in the city are successfully implemented by the local government based on the premise that these civil society groups once empowered can strongly promote the alleviation of poverty and income inequality and can be an exponent to the advocacies pushed by the local government.

As an automobile is useless without fuel likewise a city cannot be run in the absence of good governance. This reflects the principle which guided the RellonGementiza Administration by the time it started to assume office in the year 2013. This principle emphasizes the need for persons in public authority a leadership approach which assures that corruption is lambasted, views of the marginalized are taken into account and that the voices of the vulnerable in the society are heard and answered. The tandem of Mayor Allan Rellon and Vice Mayor Geterito Gementiza has made this principle even more special by adding God in the center. Hallmarking the efforts put forth by the City Government of Tagum for this advocacy is the Seal of Good Local Governance that was bequeathed by the Department of Interior and Local Government last November 2016. Tagum City is among the 306 local government units in the Philippines that were given the highly-coveted seal out of the 1,672 local governments nationwide after proving that the city under the leadership of Mayor Rellon is continuously improving in the areas of financial administration, disaster preparedness and social protection. Another recognition that cements LGU Tagum’s claim of good governance is the Excellent Rating given by the Civil Service Commission following the survey they conducted to assess the earnest observance of the Anti-Red Tape Act in all offices of the local government. Having a numeric rating of 95.59, the City of Tagum was proclaimed by CSC as the 2nd LGU in the entire nation which best implements the said law.

Good Values are propagated.
Two of the programs that espoused God-centered governance in Tagum City are Moral Recovery Program and Values Enhancement Program. The former was created to subject the employees of the City Government into a series of seminars to fortify their renewal of faith and spirituality while the latter is conducted to various constituents of Tagum City in order for them to become productive in adopting spiritual and Godly ideals thereby cultivating good values and attitude that are essential for the attainment of peace and continued development. For 2016, the conduct of Values Enhancement Seminar was solely focused on the Tagumenyos Against Drugs (TADS) for the reason that the local government wanted to teem its attention to these individuals who seek reformation and reintegration to the mainstream of society.

A productive 2016 for the Sangguniang Panlungsod The Rellon-Gementiza Administration has never failed, not at once, in becoming the embodiment of governance that works for the people. This was proven through the enactment of laws and local policies that are geared in the promotion and protection of the general welfare of its constituents. With the dedication of the 6th and 7th City Council, pieces of legislation were passed that were buoyed in, one way or another, enhancing the socio-economic status of all Tagumenyos. In 2016, the Sangguniang Panlungsod of Tagum has passed 37 ordinances that became instrumental for the achievement of a better quality education and stronger social protection for the children, intensified waste management and environment conservation, bigger social programs for the indigents and members of the grassroots communities, and the recognition of the significant role of the cultural communities in the affairs of the local government, among others. Among these local directives are the City Ordinances No. 755 and 756, s-2016, which paved way for the institutionalization of the Pakikiramay Program and Kaagapay Pang-Medikal Program of the local government. Both of these are flagship programs of the Rellon-Gementiza Administration which seek to extend financial and

other major assistance to its indigent constituents during their medical struggles and in the death of their loved ones. Other programs of the city government that were institutionalized in 2016 through the enactment of local legislations are Grow Micro Program (CO No. 759), Sulong Dunong Educational Assistance Program (CO No. 764) and Tabang Eskwela Program (CO No. 765). For the recognition and participation of the minorities in the business of local governance, the Sanggunian has passed various legislations such as the City Ordinance No. 761, s-2016, that encourages the Indigenous People’s Communities here in Tagum City to pitch their inputs in the local government’s decision-making. and even families of the Overseas Filipino Workers (OFWs) were also taken into account with the passing of ordinances no. 767 and no. 766, respectively. Local Codes for Barangay Health Workers, Nutrition Scholars and Sanitary Inspectors were also passed by the city council to appropriately establish guidelines, policies and budgetary allotments to their advantage. o ensure that the Local Government of Tagum will not experience hiccups in the discharge of its services and in the realization of its goals because of the lack of properties and fixed resources, the General Services Office has been resolute in safekeeping and supervising the assets of the local government as well as in employing contemporary systems for acquisition, inventory and disposal of these resources.

In 2016, the GSO has accounted a total of 313 government-owned buildings, of which 212 are located in the barangays, 85 are in schools and 16 are being used by the National Agencies. However, through the adoption of the Philippine Public Sector Accounting Standards, it won’t be long and 178 of these structures are due for Transfer Without Cost to those who are currently benefitting the said buildings. The City Human Resources Management Office, meanwhile, is also making certain that the manpower of the local government is armed with capabilities and attributes that suit the needs for the delivery of public service. Cycles of training and capability building were conducted along with the implementation of programs that grant the employees, who have availed international scholarships or presently undergoing masteral studies, leave opportunities and financial aid.

Also acting as a proponent of good governance in the Local Government of Tagum is the City Legal Office which is tasked to review ordinances, orders and decrees submitted by the executive and legislative departments of the City Government to guarantee that these legal enactments and documents are within the ambit of law. Our plans are Tagum’s compass for development In 2016, meaningful plans were crafted by the Core Group of Planners of the Local Government of Tagum to shepherd the ever-growing economy and industrial evolution of the City. By the end of the year, the core group has completed their feasibility studies on the proposed infrastructure projects in all 23 barangays of Tagum with cost projected at 500 million pesos or 80 million pesos per barangay.

The group has also prepared and submitted project proposals to various National-lined Agencies like the Department of Agriculture, Department of Environment and Natural Resources, Department of Public Works and Highways, and Housing and Urban Development Coordinating Council that will stand to benefit every Tagumenyo. Currently, the Core Group of Planners is working on the Local Shelter Plan, has been assisting in

the facilitation of the Information Systems Strategic Plan as well as acting as the Secretariat in the City Reorganization Committee that works for the structural reorganization of the city’s workforce.
Investment Plan (LDIP), prepared feasibility studies and project proposals for six (6) Farm to Market Roads, the New Tagum City Police Station and the development of a Tribal Village here in the city.
One more department of the City Government that is also a staunch proponent of the advancement of Tagum City is the City Planning and Development Office that is directed to formulate and fashion plans that are practicable and definitely crucial to the adherence of good governance. Through its Planning and Project Development Division, the Office has brought about the formation of the Annual Investment Plan (AIP) for 2017, the Local Development
In 2016, 46 projects that were funded through the Bottom-Up Budgeting (BUB) were finally completed with value pegged at P27,800,000.00. These projects include the operationlization of programs that address infectious diseases (e.g filariasis, schistosomiasis, tuberculosis), the implementation of Bigasan sa Barangay, and a myriad of Livelihood Assistance projects. nother department of the City Government that is doing excellent when it comes to savings is the Bids and Awards Committee, the office mandated to administer all bidding proceedings initiated by the City Government for the procurement of supplies, machines, equipment and other resources it needed.
Due to the numerous suppliers/bidders who joined
the public biddings, the BAC was able to acquire the best price that is most advantageous to the city government. The City Government was able to accordingly save a conservative estimate of P10, 000,000.00 for the Procurement Year 2016. These savings were declared as an additional source of fund for appropriation to other projects of the City Government.

The ultimate measure of the effectiveness and success of any Local Government Unit is the impact it leaves to the people who have benefitted from the programs and services it provides. The City Government of Tagum, who is sincere and steadfast to the delivery of social services to all of its constituents, has poured all necessary resources and sweat just to bring the best out of public service and create a city where opportunities and progress are for everyone. Mirroring Mayor Allan Rellon’s mantra of ‘Doing Best in Public Service: Action with Passion’, the local government continuously fulfills the social contract it has forged together with the Tagumenyos in ways that social equality, empowerment, and opportunities are granted to each of them. With the various social services programs that are set in motion, the RellonGementiza Administration is certainly treading to the right path. The City Social Welfare and Development Office and other local agencies, meanwhile, are on full throttle in dispensing social services programs in order to fulfill Tagum City’s collective vision of an inclusive and continued development. Programs that focus on proper shelter and resettlement; the wellbeing of the children, the women, the elderly, and the differentlyabled; and the upliftment of the poor and the onceneglected, are all boosted up, making the city a shining example to other LGUs.

For the children and the youth, CSWD has strengthened programs anchored on securing and enhancing their wellbeing. One of which is the Supplemental Feeding Program that was carried out in all 94 Child Development Centers in the city which addressed the nutritional issues of 6,371 kinder kids. For 120 days, these kindergarten fellows were fed with free and nutritious meals that alleviated malnutrition, undernourishment, and even absenteeism. They also received free Deworming and Vitamin A supplementations provided by the City Health Office. Other programs bolstered by CSWD include the Child Labor and Working Youth Programs, which provide financial and other major assistance to children and youth, who work part-time to sustain their education; the Sagop Bata Quick Action Team, an interagency task force formed by Mayor Allan Rellon through an executive order which is responsible in

Decent homes, as it is deemed to be one of man’s primary needs, are being afforded to Tagumenyos by the Local Government of Tagum through the Shelter Assistance Program wherein their requests for assistance in the construction as well as for the repair and maintenance of their respective houses are satisfied through the provision of free building materials such as sand and gravel, hollow blocks, cement, and bamboo weaves (amakan), among others. In 2016, the Shelter Assistance Program as managed by the General Services Office has assisted 2,163 Tagumenyos or a total of P6, 459,024.48 worth of shelter assistance subsidies. That is an average of P2, 986.14 worth of assistance per beneficiary.

The Local Government of Tagum does not only give dignity to Tagumenyos by building decent homes through the subsidized construction supplies of the Shelter Assistance Program but assisted them as well in realizing their dreams, which they onetime ended in believing, by granting them a land to call their own. The Local Housing Board of the City of Tagum, the special body tasked to implement policies and provisions to address the concerns about housing and resettlement of the city’s displaced residents, became the sponsor of bringing into reality the fantasies of the once displaced families in Tagum City. One group they granted with land titles was the Urban Poor Community Association Incorporation (UPCAI) in Barangay Apokon, whose 14 years of effort and toil had finally culminated by getting hold of the certificates that manifested their ownership to the lands where their homes stood proud. Seeing how dedicated the Local Government of Tagum is in its housing and resettlement programs and urban development efforts as well as in mitigating the incidences of unlawful tenancy, the Housing and Urban Development Coordinating Council declared Tagum City as the LGU having the Best Housing Program and Practices in the entire country, that were anchored on sound legislative actions, pragmatic policies, and the effective implementation of innovative anti-squatting programs and policies. The conferment took place last December 09, 2016 at the Century Park Hotel in Manila.

Effective and Efficient Civil Registration Another department of the City Government of Tagum that is also advancing when it comes to the conveyance of social services is the City Civil Registrar’s Office whose mission is to give name and nationality to every citizen in Tagum City in addition to its attempt of a hundred percent civil registration. Hugpong Serbisyo para sa Tagumenyos Festival: Celebrating
a worthy cause
Have you ever been in a festival where the tables weren’t laid with red seductive lechons but with teary-eyed boys undergoing circumcision? Or where people surged the place not because of the cholesterol-filled banquet but because of the free pampering they can get? How about where blurry visions, aching teeth, or toe nails that give the impression of a miserable death were at last given proper treatment? If the answer is no then you surely need to visit the City of Tagum. For three years now, the people of Tagum City have been celebrating a festival that is contrasting to any other festival here in the Philippines. They call it Hugpong Serbisyo para sa Tagumenyos Festival. The Hugpong Serbisyo is a brainchild of Mayor Allan Rellon which is a month-long medical and social services caravan conducted in the 23 barangays of Tagum City. A total of 33 services were offered free in the festival, wide enough to accommodate the wave of Tagumenyos, from all ages and all walks of life, rushing to take advantage of the caravan. From May to June 2016, an overwhelming number of 36,503 recipients were catered by the festival cum social services caravan, which had 20,931

recipients in 2015. The worth of the free services was assessed to be P7, 251,975.00: a worthy price for such awe-inspiring festival! The beneficiaries, mostly belonging to the less fortunate segments of Tagum City, left the venues with smiles stretching from ear to ear after availing the wide array of free services. Some felt pampered and relaxed, being treated with therapeutic massage, haircut, cosmetology and optical services; while some left teary-eyed -- after undergoing minor surgeries, dental services or circumcision -- but were undeniably pleased and satisfied. Aside from the health and physical services, the Hugpong Serbisyo was also a venue for Tagumenyos to avail free legal consultation, COMELEC registration, civil registration, mini jobs fair, referrals for NSO, DFA and scholarships, random blood sugar test, FBS, ID registration for senior citizens and persons with disabilities, PhilHealth registration for senior citizens, application for social pension and solo parent subsidy and antirabies dog vaccination. Being transformed as a full-blown social services festival, the third installment of Hugpong Serbisyo para sa Tagumenyos Festival was made more wonderful, successful and impactful with Tagumenyos embracing it and fully enjoying the benefits it provides.

META EVALUATION ON
EAGLE WINGS
The City Core of Planners led by Ms. Lucia B. Damolo, MSEcon conducted a two-part meta-evaluation to assess the impact and effectiveness of the EAGLE WINGS Program of the City Government. Participated by random Tagumenyos, the evaluation was done in the first and second semesters of 2016, respectively. Data shows that the perception of Tagumenyos on the quality of governance of the LGU is high—noting that all aspects of the EAGLE WINGS got an excellent remark, including the aspect on Genuine Peace, Safety and Security which only got “very satisfactory” in 2014 and 2015, respectively.
