Setting the Standard for
Delivery
In the emerging Local Plan, Basildon has identified the subject site (H7a) and the land to the north of London Road (H7b) for a residential-led allocation for around 650 new homes. The proposal for custom build housing will set the benchmark in terms of the wider future development in terms of place making and high quality design. It will also act as a catalyst for the wider enhancements in Vange including the school.

Custom Build Opportunity

The Government has long had a clear agenda for supporting and promoting the self-build and custom building sector which is now recognised in national planning policy and guidance.
There is a clear demand for self-build and custom housebuilding in the District.
In the Housing Delivery Test 2020, Basildon delivered just 45% of their housing requirement and as a result the Presumption in favour of Sustainable Development is engagement.
Basildon do not currently have a Five Year Housing Land Supply.
Basildon’s adopted Local Plan is silent on self and custom building housing. Therefore proposals such as this scheme must be considered on their own merits.
As custom build, the site can be delivered in the short term to address the need for custom build housing in the local area.

Quality new housing can elevate the value of existing properties in the area. There is a good opportunity to open housing options for local people.
There is the opportunity to incorporate efficient methods aimed at reducing the carbon emissions.
The appropriate delivery structures will need to be determined taking into account the objectives all stakeholders.
There is the opportunity for Stakeholders and Local Authority reviews to be considered in the design development process.
Although this development will constitute an early phase of the development in the area, it is acknowledged that the delivery of any further housing in the area will need to be supported by the required infrastructure.
