The Chance Brothers Glassworks & Soho Foundry and Mint, Sandwell The Chance Brothers Glassworks and Soho Foundry and Mint sites, anchor opposite ends of the Galton Valley Conservation Area and form part of the Black Country UNESCO Geo Park. The sites represent two important phases in Sandwell’s unique history, as well as being touchstones of the area’s contribution to manufacturing which had a global impact and should be celebrated accordingly. This tender is in relation to the provision of strategic planning consultancy advice in relation to these two heritage led regeneration opportunities in Smethwick – the Chance Brothers Glassworks and the Soho Foundry and Mint. There are significant heritage considerations associated with both sites in their regeneration and redevelopment. The key heritage considerations of both sites are set out in brief below: FORMER CHANCE BROTHERS GLASSWORKS This site was the world’s leading glass manufacturer and a pioneer of British glass making technology. The site operated for over 150 years from 1824 until the factory closed in 1981. It is noted that the site manufactured the glass for the Crystal Palace constructed for the Great Exhibition in 1851 and also engineered lighthouse lenses, becoming the most prolific maker with their lenses in lighthouses around the British Isles and British Empire. Such lighthouses remain an important landscape feature of seascapes all over the world. The site is a Scheduled Monument by virtue of the significant areas of archaeological survival that are known to still exist within the site, including the bases of up to six furnaces and associated major tunnels and flues. Furthermore, the site also contains 8 Grade II listed buildings, the most notable being the highly visible seven storey building. However, the listed buildings are in varying states of deterioration and disrepair (potentially on the Heritage at Risk Register), which needs to be arrested imminently to avoid irreparable damage being sustained.

SOHO FOUNDRY AND MINT The Foundry was constructed in 1775 for the manufacture of steam engines and was of pivotal importance to the industrial revolution and evolution of mass production techniques. It was closely associated with the pioneering endeavours of Boulton, Watt and Murdoch and subsequently the site became the home to a new mint building in 1860. Both the Foundry and Mint are Grade II* listed buildings. Whilst the Foundry and Mint buildings are now unused and have a temporary roof covering to protect their structures, the wider site was acquired by W&T Avery in 1895 who continue to operate from the site manufacturing weighing equipment. There are also a terraced row of former workers cottages to the rear of this site.

Scope of Works & Fee Budgets SCOPE OF WORKS From reviewing the brief and our discussions to date we understand that the proposals are split into Stage 1 and Stage 2 proposals. Stage 1 proposals has a total of 7 workstreams and Stage 2 currently has 2 workstreams. These are set out in more detail below and in the fee table provided further along in the document.

the heritage and conservation of the sites and their heritage status, including the impact on the UNESCO Geo Park site, and around highways infrastructure, bad neighbour uses and noise/air pollution. 6.

To liaise with the Conservation Officers in order to achieve a holistic and comprehensive redevelopment strategy for both sites to come forward through the Local Development Plan process

Review of the Black Country Core Strategy and Sandwell Site Allocations Document – to undertake a full review of the current adopted Development Plan to identify current policies and allocations related to the site and how these may impact upon the proposed redevelopment and regeneration of the sites. 2.

Review of the draft Black Country Local Plan – to determine any provisions made in the emerging Black Country Local Plan in relation to the sites and any allocations which may assist or impact upon the redevelopment and regeneration of the sites.

Review of both sites – a comprehensive review of both sites and proposals currently prepared by BPN Architects for the Chance Glassworks site and to work collaboratively with the project team to provide strategic advice for the Soho Foundry site to ensure consideration is given to the impact of both sites may have upon the wider Galton Valley Conservation Area and the Black Country UNESCO Geo Park.

Scope & Methodology The scope of works and methodology is closely related to the Stage 1 and 2 processes set out above. In terms of the methodology, we would propose the following: An initial review of the existing adopted Core Strategy and Site Allocations documents to provide information and overview of the existing policy and allocations in the immediate surrounding area. This will help form the overall strategy for the redevelopment and negotiations with the local planning authority to bring forward the Chance Heritage Trust’s overall vision for the sites. Iceni Projects will also undertake a thorough review of the emerging Black Country Local Plan to determine where the Black Country authorities are proposing for development over the coming years for the region.

This will include a review of the proposed allocations, including Green Belt release and a review of the proposed heritage considerations for the regeneration of the Galton Valley Conservation Area and UNESCO Geo Park along this important stretch of the canal which supports a vast industrial manufacturing history. The most recent consultation (Regulation 18) has recently closed, as of October 2021 which would have allowed for comments to be made and the sites put forward for redevelopment/allocation. We understand that representations were not submitted for either site at this stage and therefore it is imperative that representations are made to the Regulation 19 consultation and negotiations/discussions with the local planning authority should be opened at the earliest opportunity. These discussions should be held with Policy Officers and Conservation Officers given the

importance of the heritage status of the sites’ and the numerous listed buildings that they accommodate. A thorough discussion and input with the architects (BPN) will be undertaken to prepare and take the scheme forward. This will ensure a sensitively designed scheme that is most likely to be considered acceptable by the local planning authority. Early input at the design stage is key to securing a positive outcome for the sites. In preparing representations to the Regulation 19 consultation, Iceni Projects, in conjunction with the architects and project team (once appointed) will prepare a robust and justified Vision Document, to document and demonstrate just how both sites could be brought forward with a positive vision and supportive policy to enable them to be successfully delivered; whilst also enhancing these long standing heritage assets and showcasing their importance in British history. In undertaking initial discussions with the local planning authority, it is important that potential concerns and constraints are taken on board in designing the proposals for the redevelopment and regeneration of both sites and the Conservation Area as a whole. These are likely to revolve around heritage issues, including the renovation and re-use of numerous listed buildings

as set out earlier in this tender and how they will integrate into the revamped vision for the Galton Valley Conservation Area. The two sites occupy opposing ends of the Conservation Area and it is important that the proposals enhance linkages between the two sites and along the canal, opening up the area for more regular use by residents and employees in the area. Other constraints and potential issues may include issues around access and highways including increased trip generation, bringing back under used sites into new uses. There may also be issues surrounding noise pollution and air quality, given the industrial nature of the area and potential bad neighbour uses should any residential proposals also be proposed as part of the redevelopment and regeneration of both sites. It would also be important to consider potential ecological impacts, in particular roosting bats and/or nesting birds, who may have taken residence in the vacant buildings. By holding detailed negotiations with the local planning authority, such potential constraints and obstacles to development may be able to be negotiated and successful outcomes agreed to enable these historically important sites to be brought back into a viable use to create a vibrant new hub for enterprise and sustainable communities.

Upon a review of the emerging Black Country Local Plan, Iceni Projects would identify any changes or amendments required to proposed policies to ensure that a supportive and permissive policy is in place to enable the regeneration and redevelopment of both sites to enhance and contribute to the industrial heritage of the Conservation Area.

Identify the challenges likely to be presented by Sandwell Council

It is important to understand the challenges that are likely to be presented by Sandwell Council. These are likely to revolve around heritage issues, including the renovation and re-use of numerous listed buildings and how bringing forward new development can best integrate into the revamped vision for the Galton Valley Conservation Area. The two sites occupy opposing ends of the Conservation Area and it is important that the proposal enhance the linkages between the two sites and along the canal, opening up the area for more regular use by residents and employees in the area. Other constraints are likely to revolve around highways, noise, air quality and ecology. It is important to get technical support from the necessary disciplines to support any potential constraints that will come up as a result of discussions with the local authority.

This would include the production of a robust and comprehensive Vision Document, working in collaboration with the appointed architects (BPN). Within the Vision Document, we would include suggested wording to ensure that the proposals fit around a supportive and permissive policy to allow the regeneration and redevelopment of the sites in accordance with the local authority’s wider vision for redevelopment of the Galton Valley Conservation Area, with a particular focus on heritage.

Negotiations with Sandwell Metropolitan Iceni Projects will hold discussions and negotiations with the planning Borough Council policy team lead and Conservation Officer to overcome the potential constraints and to agree a successful outcome to enable the history of these important sites to be celebrated, while also bringing back into a viable use sites to create a vibrant new hub for enterprise and sustainable communities.

Preparation and submission of representations to the Reg 19 consultation

We understand that representations to the Reg18 consultation which closed in October 2021 were not made for both sites. It is important that representations are made to the Reg19 consultation for the Draft Plan. This will include a thorough review of the Draft Plan emerging policies and responding on the preparation of the plan, including its soundness. This would be accompanied by a robust and comprehensive Vision Document to set out how the redevelopment of both sites will enhance and contribute to the character and appearance of the Conservation Area and re-use of the listed buildings on site to ensure that a viable use continues and ensures that the buildings will not fall into a state of disrepair beyond re-use.

Preparation, attendance and appearance at the Examination in Public

This will include the preparation of Hearing Statements in response to the Examining Inspectors Initial Matters, Issues and Questions. This will be enhanced by attendance and appearance at the Examination in Public, most likely in relation to the heritage issues and general allocations to ensure that the proposals are promoted in the most positive light.

ADDITIONAL TASKS AND SUPPORT Iceni Projects are able to offer additional support to the development of the proposals. This would include input from our dedicated heritage and archaeology team who can input into the evolution of the design and assist in documenting its above and below ground heritage. To enhance this Iceni Projects could work in conjunction with the rest of the appointed project team to prepare a comprehensive and robust vision to deliver the schemes in accordance with the local authority’s vision for the Galton Valley Conservation Area and UNESCO Geo Park. We are supported by Graphic Designers who could compile the vision document in conjunction with the planning and heritage team. Further to this, we also have a community engagement team who could assist in promoting the site and engaging with local members, industries and residents. This could take the form of an initial questionnaire which could be sent out to the immediate surrounding area to garner initial views on the proposed plans to redevelop both sites. This could be further enhanced

by community workshops, if appropriate, where design ideas can be enhanced and discussed in a public forum with members of the project team on hand to lead the conversation. In addition, we also have a dedicated transport team who would be able to input and assist in the transport related matters to the proposals. This could include, initial access designs and discussions held with the local highways officers to discuss issues such as trip generation and parking. This would ensure that any constraints in relation to highways issues can be resolved promptly and efficiently by keeping the experience “in house”. All of the above may not be possible to include within the initial agreed fee and so would need to be discussed and reviewed should we be successfully appointed.

Gemma forms strong working relationships with project teams, local authorities, communities and stakeholders in order to facilitate the town planning process. Gemma’s forward thinking approach ensures projects run smoothly and without delay; achieving the desired end result. Gemma has over 20 year’s of consultancy experience, providing planning advice on a range of residential, retail, rural and commercial projects. She has considerable experience in submitting planning applications for residential and mixed-use schemes across the Midlands and the South East as well as undertaking significant work in strategic land promotion. Gemma has worked for a number of national consultancies in London and the Midlands, including global surveying and environmental firms such as Cushman Wakefield LLP and RPS Group. Gemma also has public sector experience and a sound understanding of the appeals system having worked as a Planning Inspector for a number of years. With twenty years industry experience and a strong network of contacts she established Richmond Planning Ltd in 2017. She has now joined Iceni Projects in order to set up and grow their fifth regional office in Birmingham’ in order to set up and grow their fifth regional office in Birmingham.

James combines his planning and project management skills to deliver results. James principally works on larger, strategic planning applications, often accompanied by an Environmental Impact Assessment. This frequently involves site promotion, allocation, the co-ordination of planning application submissions and, where necessary, appeal work. Before joining Iceni Projects, James began his planning career working for the Thurrock Thames Gateway Development Corporation, whose remit was to help with the largest regeneration project in Europe. This included managing the production and implementation of six area action plans and successfully challenging the East of England Plan, which culminated in its formal revision. He was instrumental in the determination of numerous largescale planning applications for residential and employment uses on strategic Green Belt and brownfield sites, which, in most instances, were heavily constrained. James has over 15 years planning and project management experience which is supported by a MRTPI accreditation and a PRINCE2® practitioners qualification. James has also completed an MBA with distinction at Henley Business School.

Victoria uses her planning expertise to negotiate and work with local planning authorities to achieve successful outcomes for clients. Victoria has over 15 years’ experience working for local authorities, private consultancies, housebuilders and in providing development finance. She has considerable experience of working around the Midlands region for clients such as Vistry, Taylor Wimpey and Piper Homes. As well as working and securing planning permission for residential development, she has experience in promoting sites through the Local Plan process and appearing at Examination in Public. Victoria has joined Gemma in the Birmingham office as a Senior Planner adding her expertise and knowledge in bringing forward sites for development. She is approachable and quick to form relationships with both officers, clients and other project consultants. She is the Junior Vice Chair of the West Midlands RTPI and also the West Midlands Planning Aid Representative.

More generally Simran has had involvement with preparing planning appraisals, researching the 5 Year Housing Land Supply of Local Authorities and undertaking field and desk based research to support planning applications. Philippa is an experienced consultant with over 15 years’ experience in the field of strategic planning and engagement. She has been responsible for a range of planning, engagement and masterplanning work in the UK with extensive experience of public engagement and participation, preparing masterplans, development feasibility studies and regeneration strategies. She is an experienced project manager and regularly assists in brokering relationships between the public and private sector. Philippa oversees a number of the growing public sector commissions within Iceni. Recent project experience includes assisting The Royal Borough of Kensington and Chelsea to engage with communities in North Kensington, supporting engagement work in relation to the preparation of Joint Strategic Plans and preparing a number of masterplans and delivery strategies for key sites in Melton for Melton Borough Council. Laurie has been Director of Iceni’s Heritage Team since January 2016, following five years of consultancy experience at RPS CgMs, and leads the firm’s Townscape specialism, formally launched in 2018. He is an experienced, commercially minded heritage and townscape professional, whose focus and expertise lies in negotiating complex consents across a variety of scales. He has a particularly detailed knowledge of policy and legislation and its application, gleaned and kept keen by significant and on-going public inquiry experience, and is also adept at inputting into the design process. His experience ranges from urban, mixed use heritage-led regeneration schemes to strategic housing and infrastructure projects, and detailed work with sensitive, highly graded buildings and landscapes. He cut his teeth working on the redevelopment of London Bridge Station and leading on heritage matters in the delivery of an Outline Consent for Alconbury Weald, a major employment and residential development of the Second World War and Cold War airfield of RAF Alconbury.

Sean balances a passion for the historic built environment with a keen interest and background in architectural design. Sustainability is also at the heart of Sean’s interests, and the relationship of heritage and sustainability is a central theme of his PhD research. Sean joined Iceni in July 2021 as a Senior Consultant within the Heritage and Townscape Team. Previously Sean had worked for Savills, with projects across the south of England and Wales, focussing primarily on London and other urban sites. Sean has a background in architecture and development in Australia, and relocated to the UK in 2012 to specialise in the historic built environment. Sean has experience in a wide range of heritage-related planning processes, including providing independent advice to clients on architectural design quality; leading the application process in heritage-related matters, and liaising with local authorities and statutory consultees such as the GLA and Historic England. Sean is working towards a PhD in Architectural History at the University of Edinburgh, and brings a high level of research and analytical expertise to his role at Iceni. 41

Alex is an experienced policy and sustainability consultant. Alex has recently joined Iceni having previously been Assistant Director in the British Property Federation’s Policy Team where he led on work relating to sustainability, health, development and planning issues and worked closely with the UK’s leading property developers and investors, civil servants and government officials on policy development issues. He brings six years prior experience of consultancy work leading on largescale communications projects within the built environment working for Snapdragon Consulting. Alex bring significant technical knowledge of planning and sustainability in real estate, as well as the development of policy and legislation, and sustainability sector. In 2021, Alex was seconded to the UK Green Building Council where he ran and executed a significant project to deliver a Whole Life Carbon Roadmap for the built environment. His role at Iceni is broad and focused on developing our futures offer, working across teams and disciplines and provided focused consultancy advice on sustainability, futures and ESG issues.

Claire is the Director of Archaeology at Iceni Projects. Her team, composed of experts who have worked in developmentled archaeology on live construction sites, specialises in delivering focused archaeological advice Claire has over 12 years of archaeological experience in the construction industry. Prior to joining Iceni, she worked as a Senior Project Manager for MOLA (Museum of London Archaeology) and managed large excavations in Greater London and rural schemes across the UK. She has also worked on the Thames Tideway and HS2 Infrastructure schemes, as well as multi-phase public sector developments at St Bartholomew’s Hospital, Guy’s Hospital, Kent Medical Campus and St Thomas’ Hospital. As Claire likes to remark, Iceni’s connection with archaeology starts with its name, taken from the Iceni, a Celtic tribe that lived in parts of Norfolk and Suffolk during the Iron Age and early Roman era. As Boudicca’s tribe, they were also known for their strong female leadership.

Archaeology Northampton , Multiple Sites Iceni Archaeology and Heritage teams successfully collaborated to produce a town-wide Impact Assessment examining the effects that development would have on a wide range of sites put forward for allocation. This included both rural and urban locations and sites with known archaeological potential in the vicinity of Scheduled Ancient Monuments such as the Norman Castle and a Saxon palace complex. For each site, an appropriate course of archaeological work was identified with reference to Local and National Policy. Historic England and the County Archaeologist were consulted during the process. 30 Marsh Wall, Isle of Dogs, London Iceni Projects were appointed by Tide Construction to undertake a DBA and ES for a large development at 30 Marsh Wall. An assessment of the impact arising through the development to the setting and significance of sensitive heritage assets was comprehensively undertaken. The proposed development is located within the Isle of Dogs Archaeological Priority Area due to extensive paleoenvironmental evidence of past wetland and riverine environment. Iceni Projects worked with Quest (University of Reading) to create a geoarchaeological deposit model, which suggested the archaeological potential for prehistoric material was of a moderate potential, given the sites location on a higher gravel ridge to the surrounding lower floodplain. The proposed scheme was identified as having a considerable impact on any potential archaeological remains outside of the present structural footings. Iceni went on to design and manage subsequent phases of field work on the project. Lochfauld Farm, Glasgow The Iceni Archaeology team have recently produced a deskbased assessment and ES chapter for a site alongside the Antonine Wall UNESCO World Heritage Site. We have engaged with the local curatorial team and Local and National Policy to design and manage a suitable programme of archaeological fieldwork. We will design and manage a programme of mitigation fieldwork if necessary along with the reporting and publication of the results.

Built Heritage Beehive Mill, Manchester Working with Urban Splash and the Prince’s Regeneration Trust on the Grade II* listed former cotton mill in Manchester’s city centre, Iceni’s Planning and Heritage teams were able to secure consent for the conservation and conversion of this important asset, one of Manchester’s oldest surviving mills and a pioneering example of wrought and cast iron pre-fabrication and fireproof construction. (Pictured right). Cornwall House, Birmingham Jewellery Quarter Iceni Heritage and Townscape promoted a Build to Rent scheme at this important canal-side site in a Conservation Area in Central Birmingham. The project involved the demolition of the existing 1970s canal-side building and replacement with a high-quality residential scheme and ground-floor commercial space, with intense scrutiny placed upon the design of new development to sit sympathetically within the context of the numerous surrounding designated heritage assets. Brentford, London Iceni are currently supporting proposals for mixed-use developments on two sensitive sites in West London, adjacent to and within the Grand Union Canal and Boston Manor Conservation Area. These sites have also required regular engagement with advisors to the Royal Botanic Gardens Kew World Heritage Site to ensure preservation of its outstanding universal values. In the neighbouring borough of Ealing, Laurie Handcock, the team’s Director, also worked to support a regeneration scheme for a large estate that bounded the Grand Union Canal, where it was, again, covered by a Conservation Area and contained listed buildings. CO2, Liverpool Heritage and Townscape support to a residential-led development in addition to public realm works and active water frontage adjacent to, and partially over, a remnant of the historic West Waterloo Dock and canal within (what was then) the Liverpool Mercantile City World Heritage Site. Ham Mill, Stroud At a previous firm, Laurie Handcock supported, over a lengthy process, a redevelopment scheme for a former Wool (and later

carpet) Mill in Stroud’s ‘Industrial Heritage’ Conservation Area, a designation that follows the River Frome and Thames and Severn Canal, and recognises and protects the collection of early mills and associated industrial heritage assets along its linear expanse. The scheme involved the conservation and conversion of the original mill building, along with the retention, repair and conversion of some unlisted buildings within the Site, along with new build development to provide 100 new homes and other uses. The scheme was supported by both Stroud District Council officers and Historic England.(Indicative render of proposed scheme pictured right). St Mary Magdalene, Paddington This project was for the lottery funded repair and extension to the Grade I listed St Mary Magdalene church, Paddington. Iceni worked to refine the proposals and supported the application through the planning process to secure consents and ultimately allow HLF funding to be secured. Crystal Palace Park Laurie Handcock is a member of the Crystal Palace Park Trust, and in this role has been working with HLF to acquire funding for new projects in line with the Trust’s objectives to regenerate the park and conserve its many designated heritage assets, and secure the long term sustainability of Crystal Palace Park. Leicester Cathedral At a previous firm Sean McEntee wrote the Heritage Statement and Conservation Management Plan for the Leicester Cathedral Revealed project, securing £3.3 million in HLF funds to re-order the Cathedral following interment of Richard III, while also providing a new heritage centre to replace a 1920s addition to the Cathedral.

Engagement Kensal Canalside Iceni Engagement worked with the Royal Borough of Kensington and Chelsea to form part of the Supplementary Planning Document (SPD) for the Kensal Canalside Opportunity Area. The Kensal Canalside Opportunity Area is a 14 hectare site located to the very north of the Borough, allocated as a strategic site within the London Plan for the delivery of 3,500 homes and 2,000 jobs. Melton Mowbray Town Centre Masterplan & COVID-19 Impact Survey Iceni Projects were appointed by Melton Borough Council to provide advice on eight Council owned sites. The work included engagement with key stakeholders, preparing a series of masterplan options, soft market testing and undertaking viability assessments. The work has resulted in a c£1m funding deal from the Midlands Engine and Iceni drafted the bid and prepared a detailed action plan which is now being taken forward. Winchester City Centre Masterplan Iceni were instructed by Winchester City Council for Station Approach – a significant and prominent city centre development on a brownfield site close to the rail station. The instruction followed on from an earlier attempt by a different project team that proved highly controversial with the local community. In appointing the new team, Winchester City Council made specific reference to the approach to the public consultation and community engagement. Illuminated River Incorporating 15 bridges, from Albert Bridge to Tower Bridge, once completed Illuminated River will be the longest public art commission in the world at 2.5 miles in length, along 4.5 nautical miles of the River Thames. Iceni provided all pre-application public consultation and stakeholder engagement for the project.

Planning 114-118 Lower Marsh, Southwark The redevelopment of the council-owned land at 114-118 Lower Marsh and the adjoining Granby Place will deliver a retail and office led mixed use development. The design will repair and enhance this prominent site in the Conservation Area providing new, high quality development that makes a positive contribution; provides new purpose built, flexible office and employment space appropriate for SME’s to the benefit of the local economy; provides a new active retail frontage which contributes to the vitality and character of the primary shopping area; and creates a new revitalised Granby Place as a public realm for the benefit of the local community, workers and visitors. Abbey Retail Park , Barking Iceni Projects have worked closely with Weston Homes and Broadway Malyan architects in the design of a landmark, residential led development close to Barking town centre. The regeneration scheme will provide over 1,000 new homes at market and affordable rates, together with retail, leisure, employment and community spaces on a vacant site adjacent to the River Roading. Significant space is given over to the public realm, including a riverside public square, linked to Abbey Green by a car free boulevard running through the site from east to west. Sackville Road, Hove Iceni Projects advised MODA Living and Audley on the redevelopment of the Sackville Trading Estate and Hove Goods Yard. The application, submitted in November 2019 consisted of 613 build to rent homes, 4,000sqm flexible B1 office accommodation, a 265 unit specialist accommodation for older people, a health and wellbeing centre and retail floorspace on the 3.59 hectare site adjacent to Hove Station. St Giles Circus, Camden As part of its ongoing work for Consolidated Developments, Iceni obtained a resolution to grant planning permission from Camden Council in March 2016 for the latest set of amendments to the approved £90m St Giles Circus development in the West End, alongside a number of new planning permission s and listed building consents for the development of the site. Designed by architects Orms, the revised scheme includes the delivery of two new primary street buildings on St Giles High Street, Andrew Borde Street and Charing Cross Road, as well as the refurbishment of two listed buildings on Denmark Place.

Strategic Planning Section D – Southend/Rochford Iceni is the lead consultant for a major, long-term strategic site referred to as “Sector D”, a cross boundary opportunity which has been identified as a location for accommodating future strategic growth in South East Essex acting on behalf of Cogent Land LLP and Bellway Strategic Land Ltd. The majority of the land is currently designated Green Belt. Iceni is leading discussion with Officers and Elected Members at Southend-on-Sea and Rochford Councils as well as Essex County Council with a view to exploring how the land could contribute to sub-regional housing needs by delivering c.10,000 dwellings within a series of sustainable neighbourhoods. Arena Essex, Thurrock Iceni Projects were instructed in late 2017 to submit a hybrid planning application for up to 2,500 dwellings, a new lido with ancillary café, community pavilion, mountain bike/pump track, primary school, convenience retail store, open space and transport upgrades. The application was submitted in November 2018. Norton Road, Stourbridge Iceni provided an Economic and Social Benefits Assessment to support the full planning application for the demolition of a public house and erection of 55-bed care home at Norton Road, Stourbridge in the Metropolitan Borough of Dudley, on behalf on Frontier Estates. This assessment set out the economic benefits associated with the construction phase, operational phase, the public revenue benefits and the wider benefits of the proposed scheme. It proved to be useful tool for engaging with officers, elected members and the local community and was also utilised in the submitted Planning Statement to support the case for redevelopment of the site.

Economics HMA Strategic Growth Study, Greater Birmingham The authorities in the Greater Birmingham Housing Market Area commissioned a strategic growth study to review and bring together information on housing need and land supply across the HMA, and then to test the potential for additional development (following the sequential approach in the revised NPPF) through increased development within the area, including through increased densities; the potential for strategic development on sites beyond the Green Belt; and undertaking a 360 degree strategic review of Birmingham’s Green Belt. Leicestershire Housing & Economic Development Needs Assessment Iceni Projects supported North West Leicestershire, Melton and Harborough Councils at Examination in Public by justifying economic growth assumptions and the associated housing need and successfully arguing that uplifts provide headroom to meet unmet needs. Iceni have worked with Melton Borough Council on developing the proposition for a food and drink focused Manufacturing Action Zone, which included detailed economic and commercial market analysis and stakeholder engagement with concept masterplanning of sites leading to the preparation of an outline strategy and action plan. Iceni have also advised Harborough District Council on the expansion of Magna Park in Lutterworth and the potential S106 contributions for the Lutterworth East SDA. Oxfordshire Growth Needs Assessment Iceni Projects, alongside Cambridge Econometrics and JGC are in the process of finalising a Growth Needs Assessment for Oxfordshire to inform the Oxfordshire Plan 2050. The work has included interrogation of economic and property market dynamics and work with local stakeholders to inform and quantify the different potential growth scenarios; modelling the implications of economic growth scenarios for housing and employment land needs and the assessment of affordable housing need; inclusion of a COVID-19 addendum to assess the economic impacts of the pandemic on economic prospects, changing work practices and demand for employment space, as a place to live and for different types of housing.

Iceni Futures Queens Quay Energy Centre & Heating Network, Clydebank Iceni Projects have worked on the redevelopment of the former John Brown Shipyards in Clydebank for a number of years, attaining planning permission for the reuse of the site for a mixture of uses including residential and commercial development. The site itself covers 80 acres and will connect the existing Clydebank town centre to the regenerated waterfront with a mixture of public parks and walkways as well as new retail and leisure destinations. Most recently at the site, the Iceni planning team attained planning permission for the creation of Scotland’s first major district heating network which will extract heat from the River Clyde and distribute this along a network which will include the Queens Quay area, and beyond. The main element of this is the energy centre with its distinctive design and lighting solution to reflect the historic Category A-listed Titan Crane. Energy from Waste Facilities, National Portfolio, UK Iceni Projects act as lead planning advisors to Clean Power Properties Ltd in respect of their renewable energy portfolio which involves the development of a network of localised Energy Recovery Centres throughout the UK. Iceni Projects provided advice to CPPL on the suitability of the site at Due Diligence stage and following this, Iceni were responsible for the management of the planning application up to the point of determination. Iceni Projects role involves the co-ordination of a large multi-disciplinary team, advice on planning strategy, consultation with the local community and key stakeholders and responsibility for the submission of the planning application. A key aspect of these projects has involved examining the potential to deliver a district heat network to supply low carbon heat to adjoining commercial and residential properties. Iceni have taken in the order of ten sites through the planning process for Clean Power Properties on a complex range of sites located throughout the UK including sites in London, Birmingham, Northamptonshire and Dudley.

The parties hereto are Iceni Projects Ltd (“the Consultant”) and the person or firm (“the Client”) to whom or to whose agent is addressed in the offer letter (“the Offer”) accompanying these terms of appointment.

2.

The Offer, any written acceptance from the Client or his agent, and these terms of appointment shall together constitute the contract between the parties (“this Appointment”).

3.

The Offer contains a description of the services to be provided by the Consultant (“the Services”), the fee, a scale of rates to be used if time charge fees apply and if applicable a schedule of payments and a programme for the Services.

4.

Our fees and expenses for this commission as set out in the proposal/fee quotation remain valid and open for acceptance for 3 months from the date of the proposal/ fee quotation.

Duration and termination – 5. The effective date of the appointment of the Consultant is the date when the Consultant first commenced performance of the Services. If, following receipt of our proposal/fee quotation you instruct us to proceed or to continue with our services we shall be entitled to assume your acceptance of the proposal/fee quotation and these terms. 6.

In the event of a breach of this Appointment by either party, the party not in breach may give two weeks’ notice in writing of its intention to determine this Appointment setting out the acts or omissions relied upon as evidence of such breach. If the party so notified does not, to the reasonable satisfaction of the other party, take steps to repair the breach during the notice period, the party giving the notice may forthwith on the expiry of the notice period determine this Appointment by a further notice in writing.

The Client may at any time by two weeks’ notice in writing require the Consultant to suspend the performance of all or any part of the Services. On receipt of such notice the Consultant shall cease such suspended Services in an orderly and economical manner compatible with a possible order to restart. If the suspension of the performance of all or any part of the Services exceeds three months in aggregate the Consultant may by giving two weeks’ notice in writing terminate the appointment of the Consultant in respect of all or any part of the Services affected.

Upon the occurrence of any circumstance beyond the control the Consultant which is such as to prevent or significantly impede the performance by the Consultant of the Services, the Consultant may without prejudice to any other remedy and upon not less than two weeks’ notice in writing suspend for a period of up to six weeks the performance of the Services and at the expiry of the said period of suspension either continue with the performance of the Services or if still prevented from performing such Services for reasons beyond the control of the Consultant terminate the appointment forthwith by a further notice in writing in respect of all or any part of the Services affected.

The Consultant’s Obligations – 11. The Consultant shall exercise reasonable skill, care and diligence in the performance of the Services. 12.

This Appointment may be terminated forthwith in the event of insolvency by either party. Notice of termination shall be given in writing to the party which is insolvent by the other party. In this clause insolvency means either party becoming bankrupt, going into liquidation (either voluntary or compulsory unless as part of a bona fide scheme or reconstruction or amalgamation), being dissolved, compounding with its creditors, having a receiver or

Subject always to conditions beyond its reasonable control the Consultant shall use reasonable endeavours to perform the Services in accordance with any programme set out in the Offer.

The Client’s Obligations – 13. The Client shall provide to the Consultant without charge all necessary and relevant data and information concerning the

Services, the Works and the site for the Works and give such assistance and make such decisions as shall reasonably be required for the carrying out of the Services and the Works so as not to delay or disrupt the performance of the Services or Works. 14.

If any work is carried out or additional costs are incurred by the Consultant because of any variation to the Services or the project by the Client or as a result of any lack of or error in any information concerning the project thereto or because of delay by the Client or others or because of other reasons beyond the control of the Consultant, the Consultant shall be entitled to additional payment therefore calculated on the basis of the rates set out in the Offer and clauses 13 to 17 inclusive shall apply thereto.

In the event of any termination or suspension by the Client or the Consultant in accordance with the terms of this Appointment other than termination by the Client following a breach of this Appointment by the Consultant the Client shall pay the Consultant a fair and reasonable amount on account of the fees due under this Appointment commensurate with the Services performed to the date of such termination or suspension and any outstanding expenses.

The Client shall provide or arrange for such access to the site as is necessary to carry out the Services or Works including any later visits necessary to complete the Services and shall do all things necessary to make such access effective, save that such access may be subject to reasonable restrictions as are necessary to protect any property or rights of the Client, or owner of the site.

Payment – 15. Unless otherwise agreed the first invoice for the Services shall be rendered on completion of the Services or at the end of the calendar month in which the Services commenced whichever is the sooner and any subsequent invoices shall be rendered at calendar monthly intervals. 16.

Where parts of the Services have been sub-contracted by the Consultant to a third party, the Consultant may render separate interim invoices. External costs to be incurred on the client’s behalf, such as planning application fees, statutory fees, Counsel’s costs are payable in advance. We reserve the right not to proceed in this respect until such time as payment has been made in full.

17.

All sums due under this Appointment are exclusive of VAT, the amount of which shall be paid by the Client to the Consultant at the rate and in the manner prescribed by law.

18.

Unless otherwise agreed, invoices will include reimbursable costs and expenses associated with the work for travel, accommodation, subsistence, printing, Local Authority charges, Surveys, Couriers, Ordnance Survey data, computing and any other reasonable expenses.

19.

Payments due to the Consultant under this Appointment shall become due on submission of the Consultant’s invoice therefore (“the Due Date”) and the final date for payment shall be thirty days after the Due Date. Where payment is outstanding for more than thirty days from submission of the invoice, the Consultant reserves the right to add interest to all amounts remaining unpaid

Duration and termination – 22. The copyright in all drawings, reports and other documents prepared by or on behalf of the Consultant (“the documents”) under this Appointment shall remain vested in the Consultant but the Client shall have a licence to copy and use the documents for all purposes relating to the project. The Client shall not be entitled to make use of the documents for any other purpose or in connection with other projects or works without the prior written consent of the Consultant. In the event of the Client being in default of payment of any fees due under this Appointment the Consultant may revoke the licence granted herein on seven days’ notice in writing. The Consultant shall not be liable for the use by any person of the documents for any purpose other than that for which the same was prepared by or on behalf of the Consultant.

The Sustainable Development Scorecard The National Planning Policy Framework (NPPF) has running throughout it the ‘golden thread of sustainable development’. In spite of this, there is no clear-cut, NPPF-based assessment criteria to consider a site or project’s sustainable development credentials, making current assessment processes both tricky and subjective. The Sustainable Development Commission was established to address this recognised issue with our planning system. Made up of a balanced cross-section of industry professionals, the Commission has debated the issues and found solutions, culminating in the creation of the Sustainable Development Scorecard. The Scorecard website is free to use and accessible to anyone with a vested interest in development, including developers, architects, planners, community groups and members of the public. By crystallising the NPPF’s guidance into a simple, online analysis tool, the Commission aims to provide a more consistent approach to sustainable development, leading to a more sustainable built environment.
