Proposal: Additional Seating and addressing public realm improvements

Iceni assists with increase in seating capacity and public realm improvements for KIA Oval.
Iceni Transport were appointed by Surrey Cricket Club to assist with their application to increase seating capacity at their ground, as well as address S106 requirements from previous permissions to improve the public realm.
Proposals for the site included the provision of an additional 1,000 seats to be located in the OCS Stand at the KIA Oval Cricket Ground. To provide these new seats it was proposed to extend the existing seating deck to the boundary wall in the north corner and south-west corner of the stand.
Iceni’s Transport Team advised the client on transport matters, undertaking an assessment of matchday trips and producing a Transport Assessment to support the application which was successfully approved.
In addition, extensive consultation with the Local Authority and Transport for London was required to discharge conditions in regard to local highway improvements which included closing redundant vehicular accesses and reinstating kerbs and footways in order to upgrade the public realm surrounding the site.

Proposal: Development of re-located bowls facility with improved transport access.

Iceni Projects obtained planning permission from the Royal Borough of Windsor and Maidenhead (RBWM). The planning application included for the relocation of the Bowls Club form its previous facility in York Road, Maidenhead. The relocation has facilitated some key improvements that were required, including the adequate provision of vehicular parking.
The approved plans offer the Desborough Bowls Club improved facilities in a modern environment designed in accordance with the latest regulations and built to international bowls standards. The site will include a car park to accommodate 106 vehicle spaces and 2 coach spaces, with a secondary access also provided to ensure that emergency vehicles can successfully reach the site.
Access to the site by all modes was paramount, and all elements of the design have been undertaken with reference to the necessary standards. Pedestrian and cycle access is provided by Green Lane, and a 1.5m footbridge with suitable handrails and guardrails is to be provided across the bridge on Green Lane to ensure safe access.
Public parking within the car park is to be restricted by the use of a barrier and key code entry system to ensure that the parking is restricted to members only.
To accommodate the level differences across the site, pedestrian steps and ramps are to be provided from the car park to the building perimeter, in addition to a separate service vehicle ramp which will ensure maintenance equipment can reach the bowling greens as required.
A number of discussions were held with the Highways Authority during the pre and post application stage to ensure that a suitable arrangement was provided. This resulted in the permission of a modern, accessible and workable facility.

Proposal: Development of new 7,800 seat stadium for Edinburgh Rugby Club

Iceni Projects were appointed by Scottish Rugby Union Ltd to provide planning services in support of the development of a new sports stadium on land adjacent to BT Murrayfield. The stadium provides a new permanent home for Edinburgh Rugby, one of Scotland’s two professional rugby clubs who compete in the United Rugby Championship.
For around 15 seasons, Edinburgh Rugby played its club matches at BT Murrayfield – the national rugby stadium which has a capacity of 67,000. Edinburgh Rugby draw average crowds of around 5,000 and playing in such a large capacity stadium brought issues in terms of generating atmosphere, driving ticket demand and creating a sense of club identity.
Edinburgh Rugby had a long-standing aspiration to develop a new purpose-built home, with such a move considered essential for the club’s future sustainability and growth. This led to a site within the wider BT Murrayfield complex being identified for the development of a 7,900 capacity stadium, 3G sports pitch and associated facilities.
Callum Fraser was contracted to provide support with the planning process, including pre-application discussions with the City of Edinburgh Council and statutory consultees, co-ordinating the planning application submission, and managing the application through to its determination in September 2018.
As the development progressed through the construction phase, Iceni Projects continued to advise Scottish Rugby Union Ltd on a range of matters including the discharge of planning conditions and variations to the planning permission.
The new stadium became operational in time for the 2020/21 United Rugby Championship season.

Proposal: Redevelopment of leisure facility.

A highly visible scheme, located near the A41 junction with the M1, redeveloping the former golf course site to a popular golf leisure facility.
Iceni Projects obtained planning permission from London Borough of Barnet (LBB) for the redevelopment of the former pitch and putt golf course to a leisure facility comprising of mini- golf and a foot golf courses, parking area, coach access and ancillary landscaping works.
The development site is located to the south of the A41 section which links to the M1, circa half a mile up the road. The site is located at the northern edge of Canons Park, to the north east of Stanmore.
The leisure facility scheme required consultation with Transport for London (TfL), as well as LBB, with the highway works located on the Transport for London Road Network (TLRN). These works included a widened site access, pedestrian refuge and footway facilities as well as the reorganisation of the car parking arrangement to allow for access of the site by private coach.
The scheme also involved a contribution made by the applicant and secured through a s278 with Transport for London, allowing for the implementation of these works being managed by the client and handed over to the council at completion.
The proposals have evolved through consultation with key stakeholders including TfL, LBB and the local community, to provide a modern, high quality leisure facility in an accessible and prominent location in London.

Iceni Projects were appointed to provide Planning services in support of Allerdale Borough Council’s proposal for the Stadium for West Cumbria; set to be the new home of Workington Town RLFC and Workington AFC.
The clubs’ existing stadiums, Derwent and Borough Park, have housed the clubs since their inception and as such are over 60 and 80 years’ old, respectively. Due to their age, both clubs are fighting to keep their stadiums in active use and approached the Council, their landlord, for assistance. There has been a long standing vision to redevelop the town’s stadium as part of the Lower Derwent Valley leisure and recreation-led regeneration, and so the dual-purpose stadium proposal was born.
Iceni Projects were contracted to support with the application, engaging in earlier pre-application conversations with the Council’s planning department, the statutory consultees, and the public via a consultation event. These conversations aided in the shaping of the proposal, which comprises an 8,000-capacity stadium and outdoor training pitch, as well as a circa. 3000 sqm office for a large, regional employer; a hospitality / conference suite; and a primary healthcare facility.
Following the submission of the application, Iceni Projects are now currently managing the consultation responses and ongoing conversations between the project team and the Council’s planning department, to ensure the timely determination of the application.

Langdon Hills Golf and Country Club is a prestigious facility in the heart of Thurrock. The 27-hole course has panoramic views over Essex and the London skyline.
The golf club also provides important community and civic space. Many residents of Thurrock and wider Essex have celebrated weddings, birthdays, Christenings and other functions at the club. Langdon Hills Golf and Country Club has also played an important fund-raising role and has attracted visitors from afar.
Notwithstanding the above, golf is changing to reflect wider societal changes. Golf clubs across the country have seen failing participation rates; members lacking time; family pressures and competing pressures from other sports and leisure activities. New potential members want action through shorter courses, technology, and updated food and beverage options. Members also want leisure options for the wider family, such as crèche facilities, a gym and pool.
In this context, Iceni Projects worked with Heronslea Group in developing a hybrid planning application that will enhance the golf facilities. This includes:
A golf course redesign to provide a new shortcourse to meet current trends in the sport. The objective of this short course is to increase participation rates and provide greater appeal to younger / older players.
A new state-of-the-art driving range facility will be provided. It will incorporate the latest ball tracking technology that provides instant feedback on video screens. This supports the progression of enthusiasts but also fun for beginners.
Integrated to the driving range (and short course) will be a golf academy. This will provide specialist coaching which is currently lacking from the existing set-up. The academy will be open to the public and will have a close links with local schools.
A new wellness and mindfulness centre.
The application was approved at committee in June 2020 with the Secretary of State confirming the application would not be “Called In” in September 2020.
Construction is due to commence in late 2020.

Iceni Projects helped obtain planning permission for the demolition of the existing Dartford Cricket Club pavilion and the construction of a replacement pavilion with associated amendments, extensions to the car parking provision, new storage shed and cricket nets.
Iceni worked closely with the rest of the project team to ensure that there were no detrimental effects as a result of the development at the Hesketh Park Ground.
Hesketh Park has been home to Dartford Cricket Club (DCC) since the start of the 20th century. Dartford Cricket Club is one of the world’s oldest Cricket Clubs dating back to 1727. The club celebrated its 275th anniversary in 2003. Teams of the club also play at the nearby grounds of Waller Park, Darenth and Oakfield Park, Wilmington.
Along with the new pavilion, new nets and scoreboard were also introduced. The club aim to improve its pitches by erecting the new nets and installing a rainwater harvest and sprinkler system.
There is a considerable fixture list for all age levels with competitive teams from under 9s to under 17s and then at senior level. The club has various senior section teams and a Junior Section which is fully integrated into the club structure and provides an excellent coaching programme and practice facilities for young people aged 6 and above. The club is also actively supporting the development of women’s and disabled cricket.
In addition to cricket, the pavilion provides a base for a cycle club, a running club and the St Johns Ambulance, whilst also being made available for hire as part of private functions and events.

Iceni Projects were appointed by The Queen’s Club to provide planning services in relation to the development of new playing facilities, accommodation and sports enclosures.
Established in 1886, The Queen’s Club was the first multipurpose sports complex to be built, anywhere in the world.
The Club offers the opportunity to play Lawn Tennis, Real Tennis, Rackets and Squash on some of the finest courts and is one of the most coveted memberships in the country.
Throughout its history, the Club has been an exceptional sporting venue and today hosts the world-famous annual cinch Championships (formerly the Fever-Tree Championships), the World Rackets Championships, leading Real Tennis events, including the World Championship, the British Open and between 2009-2013 The ATCO Super Series Squash Finals.
The Iceni Planning Team, led by Kieron Hodgson provided strategic and detailed planning advice to support various planning applications for development, including feasibility studies, pre-application consultations, planning application work, liaison with the local plan authority and key consultees as well as negotiations on planning application to positive determination at committee. The Iceni work also included a careful and joined up political and local stakeholder consultation strategy, the site being located within a sensitive conservation area close to a number of existing residential properties and other sensitive uses.

Proposal: New physical activity hub and public realm improvements

Iceni Projects were commissioned on behalf on Nuneaton and Bedworth Council to carry out an Archaeological Desk-Based Assessment in support of the advance of the planning application for the the construction of a new physical activity hub in Bedworth. This will replace the current Bedworth Leisure Centre that dates from the 1970s. The surrounding park will also undergo a major transformation.
The assessment involved a comprehensive review of the archaeological, historical, and cartographic evidence along with research and analysis of the Warwickshire Historic Environment Record. In order to set the Site into its archaeological and historical context, information was collected on the known historic environment features within a 1km-radius Study Area.
The Site was concluded as having low archaeological potential overall, with development mainly from the early 20th century onwards, associated with the Miners Welfare Park which occupied the Site.
The report outlined in detail the impacts of the proposal on any surviving archaeology and provided sufficient information for the Archaeological Advisor to the Local Planning Authority to make an informed decision on any archaeological mitigation required. Having considered the contents of the desk-based assessment, it was concluded that there was no discernible ongoing archaeological potential. No further assessment or conditions were therefore necessary.

Having previously been a director at Town Planning Consultancy and in turn RPS, Ian has experienced working for both private-run and PLC planning firms. In turn, Ian worked for a private property company, led by two entrepreneurs, where he both acquired sites and managed them through the planning process.
Ian has taken the key ingredients that made those businesses successful and instilled them into the fabric of Iceni: A business mind-set characterised by hard work, strategic vision, common-sense, topical awareness, and speed of thought.

James principally works on site promotion, the co-ordination of planning application submissions and, where necessary, appeal work. Clients include housebuilders, strategic funds, property companies, and landowners. Recent successes include: approval for the first custombuild scheme at planning inquiry; consent for 31 custom-build homes in Thurrock, and the identification and promotion of several custom-build schemes across England.
Before joining Iceni, James began his planning career working for the Thurrock Thames Gateway Development Corporation, whose remit was to help with the largest regeneration project in Europe. This included managing the production and implementation of six area action plans and successfully challenging the East of England Plan, which culminated in its formal revision.
James has over 14 years of planning and project management experience which is supported by an MRTPI accreditation and a PRINCE2® practitioners qualification. James has also completed an MBA with distinction at Henley Business School. James is also a board member of the National Custom and Self-Build Association (NaCSBA).

Callum’s commercially-focused advice and positive relationships with stakeholders helps deliver successful planning results for clients
Callum is a town planner with 19 years consultancy experience in Scotland. Having started his career in Glasgow, Callum has been based in Edinburgh since 2003 working within DTZ’s Planning & Development Team and most recently as a Director with Holder Planning.
From the initial appraisal through to the conclusion of the planning process, Callum offers his clients the full range of planning consultancy services in support of their development aspirations. With a track record in advising on major urban development proposals across the residential, student housing, sport stadia, retail and hotel sectors, Callum has also successfully secured permission for a number of strategic housing land releases on behalf of both developers and landowners.

A long career as a practising architect allows Nick to work collaboratively across many disciplines as a ‘critical friend’.
Nick is Iceni’s Built Heritage and Townscape in Director in Scotland. He has a passion for making our cities more sustainable and more enjoyable to live in, whilst tackling inequalities within our built environment, the spaces between our buildings and the infrastructure that makes our cities function.
Nick joined Iceni to lead and grow the firm’s Built Heritage and Townscape team north of the border, bringing his comprehensive local knowledge of Scotland’s central belt cities, an understanding of statutory authorities within Scotland, and a wealth of experience of working with complex stakeholder groups, a variety of clients including many housing associations, and contractors.
As an Architect, Nick led several multi award-winning, large scale urban regeneration and masterplanning projects, which set out to repair and regenerate the urban fabric at a city scale. Many of these projects dealt with heritage assets and complex townscape settings, and required a wide and detailed understanding of context, character, and place.
The Iceni Futures team was set up in response to the rapidly changing world and the acknowledgment that more than ever, we need to create futureproofed and sustainable development. The teams role is to assess, predict and influence change across the development industry. The National Planning Policy Framework (NPPF) has running throughout it the ‘golden thread of sustainable development’. In spite of this, there is no clear-cut, NPFbased assessment criteria to consider a site or project’s sustainable development credentials, making current assessment processes both tricky and subjective.
The Sustainable Development Commission was established to address this recognised issue with our planning system. Made up of a balanced cross-section of industry professionals, the Commission has debated the issues and found solutions, culminating in the creation of the Sustainable Development Scorecard.
The Scorecard website is free to use and accessible to anyone with a vested interest in development, including developers, architects, planners, community groups and members of the public. By crystallising the NPPF’s guidance into a simple, online analysis tool, the Commissionaims to provide a more consistent approach to sustainable development, leading to a more sustainable built environment.
